Column flotation has proven to be the most effective technique for the flotation and recovery of ultrafine coal. The commercial application of columns in the coal industry is steadily increasing (Parekh et al., 1990; Yoon et al., 1992). For the flotation of coal or mineral air is used for generating bubbles. Using a conventional flotation cell, Miller and Mishra (1985) compared froth flotation behavior of fine coal using air, nitrogen and carbon dioxide gas. They concluded that carbon dioxide gas provided a higher rate of recovery and a lower ash content. The objective of the present study was to investigate the effect of various gases such as compressed air, nitrogen, argon, and carbon dioxide on the column flotation of fine coal.

Barometric pressure changes have been an important consideration in the sealing of mines, especially in the case of mine fires. These changes are caused by storm fronts and regularly, on a daily basis, by atmospheric heating and cooling. In many cases, anticipation of these fluctuations in a mine sealing operation or recovery can be an important consideration when scheduling activities. The barometric pressure changes create pressure differentials across sealed areas, inducing airflows which may create explosive mixtures of mine gasses, cause intensification of fires, and create irrespirable atmospheres outby seals. These effects of barometric pressure fluctuations on mine fire sealing and recovery operations are discussed. Data available from the National Weather Service is also discussed as a tool for predicting barometric pressure changes.

Carbon elution is done at atmospheric pressure with a high temperature caustic solution. No cyanide is used in the process. Operating experience is discussed.

INTRODUCTION Radcont is a program designed by the author of this paper for the industry to use as an instrument for radiation contamination evaluation and ventilation planning system. Radiation in mines are associated with the mining of gold and gold bearing minerals, as uranium and thorium is incorporated in the mining of these minerals. Radiation contamination in South African mines is not a new concept as it was investigated by the Chamber of Mines in the early 1960's and found not to be hazardous at the time. Since some of our mines export scrap metal to customers abroad, it came to light (1991) that some of the scrap metal was radioactive. The authority that oversees the nuclear aspects in South Africa is the Council for Nuclear Safety (CNS). They investigated these matters and found that the mines needed further information regarding radioactive material and the handling of these contaminated materials. As the various mines were licensed (with various conditions incorporated) thereafter, the mines had to do their own investigations as to what extent their properties (Surface and underground) were radioactively contaminated. Some mines were found to be highly contaminated over the years of operation and controlling conditions were installed and measures installed to reduce the contamination levels. One of the conditions when issuing a licence by the Council for Nuclear Safety (CNS), is that a screening survey be carried out to determine the radiation exposure levels and corrective action to be taken if necessary. These surveys must be done by a person trained in the required procedures for such a survey. The person must also measure the risk correctly and assess the results properly. In such a survey, the internal and external exposure levels must be determined to assess the total exposure of persons working in those conditions and take appropriate action if necessary. When doing such a survey, hundreds and more likely, thou- sands of data points are recorded. In order to assess the data recorded, various integrated and difficult calculations need to be made, and takes up enormous amounts of time. (This excludes the interpretation of the results ) The following explanation of the program shows the different parts of such a survey assessment calculations to be done. The paper details the program layout and the different sub- sections within the primary program. It must be stated that the program, as with any other program, is as accurate as the data inserted into the data base. The program and details thereof are given under the following headings: 1. TOTAL EFFECTIVE DOSAGE WITH REGARDS TO: • GME required gravimetric results obtained (mg/m3) • Thick layer or total contamination measured (Bq/m2) • Dry condition surveys with dust loads taken as a Standard l0mg/m3 • Wet conditions survey with dust loads taken as l mg/m3 • Airborne long lived alpha and beta activities as determined by analysis in Bg/m3 • LTD (Thermoluminescent Dosimeter). Results as obtained from the SABS (South African Buro of Standards) are recorded in this section for each month of the year for each individual worker. An average dose is then determined at the end of the year. • Bucket measurements as recorded. • Smear samples (Loose contamination). As determined by Electra or by analysis • Occupational factors for Metallurgical and Engineering occupations in and around the Metallurgical facilities of your mine. • All underground dosage determination and calculations. (Radon and Thoron) 2. INFORMATION REQUIRED WHEN PROGRAM IS INITIALISED: As the program is started, it opens up on the contents page. Here there are various options to choose from, but one is cautioned as a beginner in operating the program, not to perform any tasks before carefully reading these instructions. Firstly, one must go to the 'Information required" pushbutton. Press this button. The information required page is shown where the cursor can be moved to the block where one can enter the specific mines name. To enter a mines name, put the cursor in the block provided and just insert the mines name with the normal keyboard keys and press the enter button on the computer keyboard. To enter the other information required such as Alpha and Beta instrument efficiency, ALI (Annual limit of intake) and probe area, one can either press the 'Data required" button for a dialog box information or enter it manually by just putting the cursor in the block provided and entering as did above. In order to insert all the required information for the pro- gram to calculate the information required, one must proceed further by entering the area names surveyed in the spaces provided. There are 20 spaces to enter 20 different areas surveyed. One must further also provide the amount of days worked in each area (i.8. 250) in the block provided. The de- fault is 250 days. Geochemical laboratories are commonly criticized by geologists about poor analytical reproducibility and erratic anomaly patterns, especially when gold and trace metals from resistant minerals are reported. Geochemical analysis in mineral exploration is a compromise between high productivity on the one hand, imposed by large numbers of samples, and analytical precision and accuracy on the other. However, the physical properties of resistant minerals, such as cassiterite, gold, beryl, chromite, zircon and others, interfere with both of these requirements. Therefore, the degree of sample homogeneity that can reasonably be achieved in sampling and sample preparation must be considered. Subsequently, the understanding of its effects on analytical data quality and the consequences on data interpretation will provide a basis for understanding the problems common to exploration as an interdisciplinary science. Complaints about poor and inadequate analytical performance are not confined to exploration geochemistry. They are a common feature in mining and metallurgy and wherever sampling and analysis of "grains" are concerned - the "nugget" or "grain size effect." The "grain size" effect Poor analytical reproducibility is normal for gold and a well-defined group of other elements usually found in resistant placer minerals. Those who use and interpret geochemical data must realize and appreciate the chemical, the physicochemical, the physical and the mineralogical properties of the elements and their minerals. Especially for the "placer" minerals and their elements, such comprehensive interpretation is crucial. The most important factor to consider is the behavior of a mineral and its metal component(s) during weathering and their integration into the sampled medium, in exploration mostly sediments and soils. (Data interpretation for samples of water, gas, to a certain extent rock, follows different patterns.) A mineral may be chemically and physically stable or it may easily disintegrate physically or decompose chemically, or any combination of such processes, at varying degrees. The breakdown products, in turn, may or may not, interreact with the environment. If the nature of an element or a mineral predestines it for a heterogenous distribution in the sample medium, then nature, size and number of grains likely to occur should be considered in relation to the sample portion taken for analysis. This allows the estimation of their effect on analytical precision and accuracy. Elaborate and sophisticated statistical calculations exist on this subject. But these approaches do not cope with the complexity of the natural surface environment. The miner alogical, chemical and environmental behavior of elements and minerals can be estimated but not calculated. However, the mineral grain sizes and their influence on analytical precision can be precisely calculated if certain conditions, assumptions and idealizations are made. If the geochemical and mineralogical characteristics of minerals and elements are understood, such calculations demonstrate the grain (or nugget) effects that mineral properties and (geo)chemical behavior of minerals and elements cause on the precision and accuracy of geochemical analysis through their influence on sample homogeneity. Two other factors that influence the sample homogeneity and the nugget effect are the efficiency of sample preparation and the sample portion taken for analysis. In this way, certain element- or mineral-specific parameters can be established as a guide for the sampling program. The information, for example, may assist in determining sampling procedures in the field, especially the sample weight to be taken for "representative samples." Also, it may help assess whether analytical data, as provided by the laboratory, are acceptable. Finally, it may help determine the approach in data interpretation. However, all such simplified calculations are based on idealized, that is, unreal assumptions and conditions. As such, they represent one extreme end on the scale of probabilities. The reality is found somewhere away from this extreme, towards homogeneity. An example from a study of an eluvial gold prospect may be given for illustration: •Original sample weight: 20 kg (44 lbs) of rock gravel, crushed and ground to -0.18 mm (-80 mesh). •Au content: 20 grains of Au, average size of about 0.5 mm3 (0.03 cu in.) each = 7.5 mg each, making a total of about 150 mg Au in the sample = 7.5 ppm Au. Assumptions •Au occurs in the sample as free, discrete grains only. •Not more than one grain, if any, goes into each sample split (analyte) portion (20 grains of 7.5 mg Au each). •Analysis of original rock sample: 100 g sample for analysis, 20 kg/100 g = 200 samples 20 samples with 1 grain each: result, - 75 ppm Au. 180 samples with no grain: result, 0 ppm Au chances 1:9 •10 g sample for analysis:

INTRODUCTION Drift design problems in caving operations are a re¬sult of the geologic factors contributing to the overall success of the system, of the engineering factors dictated by economic and technical considerations, and of ore production practices. Combining these factors, a rational underground sup¬port system of rock reinforcement, light steel channel section or welded wire fabric, and shotcrete can be de¬signed based on rock fracturing, rock load, abutment loadings, ground movement, expected repair and desired flexibility. The design concept uses the effect achieved by restraining, reinforcing, and maintaining some of the intrinsic strength of the fractured rock mass composed of interlocked blocks of intact rock and rock fractures. Three different examples of drift support design in hypo¬thetical mines using the caving system are given. Caving is a system of underground mining where ore is extracted by means of gravity after the ore body is allowed to fail by removing support from underneath. The rock mass of the ore body fractures and flows ver¬tically downward to let gravity do as much work as pos¬sible. Caving differs from many other mining systems in that blasting is used only to initiate the rock mass failure by removing the rock supporting the ore but not to break the ore itself. The initial movement of the rock mass dur¬ing failure and the consequent crushing and grinding during the continued movement serve to reduce the ore to particles of a manageable size, with only limited sec¬ondary blasting necessary. The broken ore is extracted from the bottom of the failed rock mass through funnels of some sort pre-excavated in the rock. Ore extraction must continue or the swell of the broken rock will even¬tually fill the cavity and stop further rock mass failure and movement. The excellent general discussion on block caving in the SME Mining Engineering Handbook (Julin and Tobie, 1973) adequately covers the principles and application of this type of underground mining. Many rock mechanics aspects of block caving have been covered by others (McMahon and Kendrick, 1969; Swaisgood, et al., 1972; Mahtab and Dixon, 1975; King, 1946) and will not be reviewed further. Maintaining the stability of production drifts is one of the most troublesome problems plaguing the mine manager in a caving operation. Many factors contrib¬ute to drift support problems, and identifying the causes of instability and producing a reasonable support design are two steps toward achieving stability consistent with the mine plan. This chapter sets forth a technique for the design of support systems for production drifts in caving opera¬tions. The basic support system elements employed are rock reinforcement, welded wire fabric, and shotcrete. Recognized as contributing to the design are the factors of rock load, additional load from mining activity, rock fracture characteristics, repair expected, and flexibility. It must be emphasized that the drift must first be stabilized as for a tunnel, and the additional strengthen¬ing for mining-induced loads cannot contribute to the initial premining stabilization, or the reserve of strength is used up. MINE PLANNING The efficient mine planning engineer not only must satisfy the economic, human, and environmental aspects of his task but must also consider the mechanical con¬sequences of his plan. The problems created for the mine by placing parallel drifts too close, by crossing drifts on different levels with inadequate, if any, separa¬tion, and by installing connections and crossovers in the haulage plan without regard for the effective spans cre¬ated, are only a few of the problems a mine planning engineer can create for himself and the mine. The effect on immediately adjacent mine areas when an area is caved is important to drift design because the removal of vertical support from a rock mass causes the weight of that rock mass to be shifted elsewhere. The adjacent rock mass will carry this load and reach a new equilibrium with the applied stress. The advancing front of stress increase that results from caving (and many other mining systems) is generally called the abutment load and is the increase in stress over the gravity or tec¬tonic stress that already exists, as shown in Fig. 1. In general, the abutment load will be similar in nature to the stress change found around an opening in rock and will be taken as causing an increase in the vertical prin¬cipal stress, due to an approaching caving boundary, so that

INTRODUCTION The enquiry of the Royal Commission on Health and Safety of Workers in Mines of 1976, known as the Ham Commission after its chairman, Dr. J. Ham , now president of the University of Toronto, was one of the activities surrounding the upturn in the fortunes of the Canadian uranium industry and its markets in the mid-seventies. Although the regulation and licensing of Canada's ten major mine/mill facilities employing six thousand or more uranium mines is a federal concern under the Atomic Energy Control Act, this Commission, which paid particular attention to health and safety in uranium mines, was appointed by the Province of Ontario. Further provincial enquiries in British Columbia, Saskatchewan and Newfoundland have been aimed at quantifying, reducing or eliminating the environmental and health impact of uranium production. This work has created a mosaic of provincial regulation in what is essentially a field of federal jurisdiction. Various organizations of the federal government related to its regulatory function in the uranium industry are outlined in Figure 1 showing the matrices of regulatory, advisory and research activities associated with the exploitation of Canadian uranium resources. A more detailed examination [ ] of the governmental (federal and provincial) activities, commissions, etc., in the Canadian uranium industry indicates a definite parallelism of effort, if not of scale between the two levels of government in the execution of their roles in occupational and environmental health and safety and is presented here to explain the complex stage onto which the Canadian Institute for Radiation Safety has just entered. The development of the Institute and its precursors together with current and planned research activities are described. BACKGROUND Traditionally and constitutionally, natural resource exploitation and its regulation is under provincial jurisdiction; however, the uranium industry has been under federal control since the Second World War when security measures necessitated the creation of the Atomic Energy Control Board (AECB). Health and safety aspects, in terms of inspection, compliance and environmental monitoring are performed on behalf of the AECB by provincial labour inspectors (Saskatchewan and Ontario) and Ministries of Environment. Non-radiation health and safety matters are also enforced under the federal Canada Labour Code by provincial inspectors. In support of licensing and standard-setting functions, major research programs have been initiated and expanded at both the AECB and the Canada Centre for Mineral and Energy Technology (CANMET), formerly the Mines Branch of the Federal Department of Energy, Mines and Resources). CANMET established a Mining Research Laboratory at Elliot Lake, Ontario in 1965 to conduct research and development aimed at improving production capability, providing information on the security of uranium supply and investigating the hazards of mining and their implications for the health and safety of the miners. The provincial route in assessing the costs and benefits of uranium production has attempted to be far more conclusive in nature. While some on-going studies are funded, periodic inquiries by Royal Commission have become the accepted practice. Six such inquiries have been conducted in four provinces and widely differing policies have resulted from their findings and recommendations. For example, while the government of British Columbia in the Fall of 1980 declared a seven-year moratorium on(2) uranium mining and exploration in the province, the province of Ontario's crown utility "Ontario Hydro" financed the rehabilitation of a mine/mill complex at Elliot Lake. The latter instance is not surprising considering that the final report of Ontario's "Royal Commission on Electric Power Planning",(3) concluded that nuclear energy has a continuing role to play in the expansion of Ontario Hydro.

Gold, as a precious metal, has been sought for several thousand years. During this time economics have generally determined whether or not a deposit is minable. Today, few would spend $500.00 or $1,000.00 to produce one ounce of gold, yet most gold deposits currently being mined would have such costs if they were mined using the methods of the 18th century. Innovation has been the key to success in the world of mining. We are constantly having to look for new ways to mine deposits of lower grade, at greater depths, or with higher stripping ratios. The mining of placer gold deposits has always been subject to the volatile swings of the world price and the constant rise in production costs. The rise in costs is compounded by the drop in overall ore grades. Occasionally, a major technological innovation will dramatically reduce the costs of placer mining to allow previously marginal or unminable deposits to be mined at a profit. The continuous bucketline dredge was the last such major innovation in the gold placer mining. The continuous bucketline dredge has allowed large volumes of placer deposits to be picked up and processed on a continuous basis. Unfortunately, as the overall grade of the deposit declines, it becomes impossible to process enough ore to pay for the operating costs. There are many gold deposits around the world waiting for the next technological innovation that will allow them to be mined. One such deposit has been the Grey River deposit near Greymouth in New Zealand. Restoration of a wetland which was initially disturbed at the turn­of-the-century will be undertaken to compensate for the temporary loss of wetlands associated with future mining operations. The proposed mitigation area exhibits xeric conditions as a result of past dredging and gravel mining operations which had the effect of lowering the flood plain surface and wasting the fine surface sediments. Together these mining activities resulted in complete alteration of the surface and subsurface water systems. Water which had inundated the soil profile, now flows on the basalt bedrock, surfacing only for a relatively short time during high flow periods. The conventional approach to wetland restoration in this type of area is to remove surface material in an attempt to bring the surface nearer to the underground water. These operations would require the removal and redistribution of large quantities of gravel, cobbles and boulders and the attendant destruction of existing wetland areas. Rather than lowering the surface elevation to the water level, the mitigation plan conceptualized for this project involves forcing the water to the surface by creating subsurface ponds behind four impermeable barriers. The barriers will extend vertically from the bedrock to the surface. Surface berms will be constructed along the length of each groundwater barrier to enhance sediment deposition and encourage the development of wetland vegetation. This is the least expensive and least invasive method of creating a wetland which will remain saturated to the requisite degree and for the amount of time required for classification as a wetland as defined by the 1989 Federal Manual for Identifying and Delineating Jurisdictional Wetlands.

The penetration of sustainability principles in business practices has introduced the necessity for a simultaneous integrated assessment of the corporate economic, environmental and social performances. Continuous technological, political and legal evolutions indicate that Sustainable Development (SD) principles will soon have to be implemented in all sectors of the Greek corporate reality, among them in the Mineral and Mining Industry. However, the ultimate criteria for the evaluation of a company?s performance remain its profitability and its market value. Managers, shareholders, financial intermediaries, all alike, emphasize and base their decisions on the various accounting produced ratios of return (ROA, ROE, ROCE, Residual Value) included, or produced by data found, in the financial statements of the companies. This paper offers evidence that the traditional accounting ratios discourage the implementation of investment plans that aim at improving the environmental performance of companies and therefore can be inadequate and misguiding for SD applications. International studies have consistently traced a positive relationship between the environmental performances of firms and their financial positions. Yet, the fact that investors tend to reward proactive companies by increasing their corporate values is disregarded by the return ratios, which usually set up the basis for management rewards and bonuses. The book value of the firm assets and owners? equity from which such ratios are produced diverges strongly from the real corporate value, defined as the traded amount for the stock of a firm. There is an urgent need for an adjustment of the return ratios so that they can record the positive economic impact of a more sustainable attitude and encourage decision makers towards this direction.

In 1988, the Chemical Manufacturers Association (CMA) launched Responsible Care®, a program of guiding principles created to address the publics' concern about the manufacture and use of chemicals. The Product Stewardship Management Practice code is a key component of the program. Along with the other five comple­mentary codes - Community Awareness and Emergency Response (CAER), Pollution Prevention, Employee Health and Safety, Process Safety, and Distribution - it has been initiated to protect the health and safety of member companies employees, neighbors, customers, the public and the environment. Possibly no other Management Code requires greater collec­tive effort or comprehensive commitment to implement than Product Stewardship. With its mandated cradle-to-grave control, every employee is required to consider all of the potential cir­cumstances involving product and processes, from raw material supply to customers final use or consumption of product. Degussa Corporation, a long time CMA member, fully endors­es the Responsible Care initiative and is most active in imple­menting the various codes. In fact, the guiding principles of the program are an integral part of the company's business strategy. Degussa recognizes that its long-term success and the health of each of its products, the company and the chemical industry itself, is contingent on the successful implementation of the program. Furthermore, the company believes its role in society and the economy can only be justified and sustained if it improves the overall quality of peoples' lives. Consequently, it is a dictum that Degussa products must provide a net benefit over their entire life cycle - from inception to final disposal - both in terms of their utility and their impact on health, safety and the environment.

The telephone rings at 3:20 a.m. and an exasperated voice on the other end says, “There’s been a mine explosion at Mine No. 5 and we have not heard from three units of men!” Twenty-three minutes later, the phone rings again and another panicked voice says, “There’s something wrong at the slurry impoundment, the pool level has just dropped five feet and we’re trying to figure out what’s wrong!” Thirty minutes later, the mobile phone rings and an excited security guard says, “We have reports of thick black water running down both the right fork and left fork of Straight Creek and both seem to be rising in the banks!” As if this isn’t enough excitement, the mobile phone rings again and a stressed company official says, “I just heard a report that black slurry is running out of the portals of XYZ Company No. 2 Mine, which is adjacent to our No. 5 Mine!” Is this all some kind of dream or nightmare? More importantly, however, if this could happen, what on earth do you do? Although we all like to think that “It can’t happen to me,” we all must admit that mine explosions do happen, slurry impoundments can rupture and creeks can flood with black water causing damage to others, including competitors. Your response must be quick, cool-headed, calculated and effective. This paper will examine the issues, concerns and ramifications of this hypothetical “disaster” and then present a systematic crisis management response. While each situation is different, there are general guidelines for forming an effective plan of action.

I welcome this opportunity to give a Congressman's birdseye view of a subject which I believe holds great potential for the future in helping meet the needs of people, with minimal adverse impact on the environment. All mankind, not just the people in this great nation, faces the need for additional usable space. In some parts of the United States the problem arises from rapid urbanization of the surface and little utilization of the subsurface. Everywhere there is an increasing problem of insufficient space arising out of the increasing population crush and growing demands for open space, housing, water, transportation, communication, and social service. You are the technicians to whom we look for assistance in finding answers. We look to you also to provide guidance for broad policy decisions concerning underground space. I prepared for a career practicing law, but since 1952 I have been a member of the House of Representatives. In this latter capacity I deal with programs designed to help solve all kinds of problems. But, naturally, I am especially interested in the water scarcity and other environmental problems of my home state of Arizona and the arid and semi-arid areas in the West. This North American Rapid Excavation and Tunneling Conference has as its theme: "Tomorrow's Tunneling Technology Today." I have a very great interest in this potential of our underground space resource. The Central Arizona Project now getting underway in my state will consist in part of tunnels and underground pipelines to convey life-sustaining water from the Colorado River to people and lands across Arizona to the Phoenix and Tucson areas.

BACKGROUND The steel and iron ore industry has had a long history of an adversarial relationship with its union and workforce. The Empire Mine during its first 40 years of existence was no exception. The "we-they" mentality went hand-in-hand with the normal by-product of an adversarial relationship, grievances and arbitration. This relationship was considered the norm and it was not until the late 1970s that consideration was given to changing this relationship. At this time the industry was involved in a fight for existence and the economic pressure demanded increasing productivity to lower cost. The challenge to survive highlighted the fact that an adversarial relationship was not conducive to attaining the needed gains in productivity. The first formal attempt to change the way we worked came in the 1980 Labor Agreement which provided for the opportunity to utilize Labor Management Participation Teams (LMPTs). LMPTs were established at the Empire Mine and they functioned for a couple of years. The teams spent most of their time working on creature-comfort issues and steered clear of dealing with productivity issues. Mine shutdowns had occurred in Michigan resulting in large layoffs, and the union was trying to add jobs and was not supporting teams that could increase productivity and eliminate jobs. When the 1986 labor negotiations began, the local union pulled their support of the LMPT process. Other initiatives were negotiated over the years to foster a change in the culture but, as with the LMPT program, they did not produce the desired culture change. It became abundantly clear: you cannot negotiate a culture change.

Cyprus Gold NZ Ltd will be recovering residual free cyanide in barren gold pulp by air stripping. Laboratory investigations by DSIR have indicated additional advantages by recovering the cyanide from pregnant pulp. These are a lower leach pH, a greater cyanide recovery and less carbon consumption. They have a net economic advantage of $1.20/tonne over recovery from barren pulp. The realisation of these advantages is dependent on three crucial technical aspects -optimum pH for dissolution, the absolute loss of cyanide and the stability of the aurocyanide ion. The laboratory investigations described herein address these aspects. Earlier work had indicated that the rate of dissolution of freely revolving gold discs at constant cyanide ion concentration increased with decreasing pH from 11 to 8. Attempts to repeat the work in a more controlled manner by measuring the corrosion potential and current density have, to date, not been reproducible, but do not contradict the earlier observations. Cyanide recoveries and balances were obtained on leaches at pH 10.5 and 9 at the same cyanide ion concentration -the lower pH requiring three times as much total cyanide. Unaccounted-for losses, unfortunately, exceed the accounted-for losses, making interpretation of the balances difficult. Nevertheless, it appears that the additional amount of cyanide at the lower pH of 9 may not be fully recoverable. It may not, however, prove necessary in practice to use more cyanide at a lower pH. Both the gold and silver cyanide complexes remain available for carbon adsorption, as do mercury, copper and iron. Zinc, and probably cadmium, nickel and lead, may precipitate during stripping, which is an environmental advantage.

Mining companies have been very interested in the presence of a number of small but high-grade ore bodies of base metals in northern Wisconsin and the west/central section of the Upper Peninsula (UP) of Michigan. The region is rural with outdoor recreation/tourism and lumbering being the key industries. The economy of the region is based on the use of its natural resources, and mining is not a new activity to the region, especially the UP. The western UP was historically a key mining district for copper and iron, and today the central UP has a significant iron-mining district. However, all efforts to develop the base metal ore bodies have been met with a storm of controversy involving the local community, regional activists, Native Americans, and the state government, and only one mine has gone into operation. There is concern by some stakeholders about the sustainability of mining in communities that depend on the environment for tourism, recreation, and other commercial activities. There have been four attempts to get the necessary approvals to mine in this region: the successful Flambeau Mine effort (Wisconsin), the failed Crandon project (Wisconsin) and Lynne project (Wisconsin) efforts, and the continuing effort to get the Eagle Project (UP of Michigan) approved. The cases are presented to illustrate the project situation, the history of the permitting effort, and the opposing parties and their concerns. The case of the Eagle Project is looked at in detail by using the method of discourse communities and discourse analysis. Results of the analysis provide insight into the communication efforts to address community concerns about sustainability and what more can be done to improve this dialogue.
