A trend towards the independent verification of sustainable development reporting and assessment using third party certification can be discerned in the global minerals industry. Various codes that provide for the third party assessment and certification of performance against a range of externally developed sustainability indicators are being adopted by minerals companies, and there is also considerable activity in the broader area of third party assurance. Using a sociological approach, this paper examines the reasons why third party certification schemes are appearing in the minerals industry to address sustainable development imperatives in preference to other forms of regulation, and considers the broader implications of this trend. Data are drawn from a series of qualitative, in-depth interviews conducted with some of the key players in the development and adoption of certification schemes in the minerals industry, with executive managers of a range of large mining corporations, with representatives of global non-governmental organizations that are active in mining issues, and with government officers responsible for the regulation of mining corporations in Australia. Factors responsible for the emergence of the new certification schemes include: increasing demands from stakeholders for greater credibility in reporting against sustainable development indicators; broader contextual factors including globalization and neoliberal policies; and issues relating to trust and risk. Using insights from our research, and the work of others in this field, we identify some of the critical features of a credible third party certification scheme, and note some of the challenges for the design and implementation of such schemes. We conclude by discussing some of the broader implications of third party certification as an emerging form of regulation in the minerals industry.

INTRODUCTION Proliferation and enhanced synthesis of collagen by pulmonary fibroblasts have been shown to be key steps in the development of chronic silicosis (Goldstein and Fine, 1986). The regulation of lung fibroblast proliferation by cytokines released from alveolar macrophages may be an important pathogenetic mechanism in the development of the fibrotic process (Kelley, 1990). One cytokine, platelet-derived growth factor (PDGF), promotes fibroblast proliferation by inducing the movement of quiescent (Go) cells into the C1 phase of the cell cycle (Chen and Rabinovitch, 1989). Others regulate the rate of transition of fibroblasts from Gl into the S phase (Leof et al., 1982). These two classes of cytokines have been termed, respectively, competence and progression factors. One approach used to examine the release of cytokines from macrophages is the fibroblast proliferation assay in which fibroblasts are exposed to culture supernatants from macrophages exposed to various stimuli. In most of these assays, the supernatant contains fetal calf serum which provides the competence factor(s) necessary to facilitate the proliferation of fibroblasts (Bitterman et al., 1982; Bitterman et al., 1983; Elias et al., 1988). Recently, a fibroblast proliferation assay using plateletpoor plasma (lacking competence factor(s)) as a substitute for fetal calf serum has been described (Kuman et al., 1988; Bauman et al., 1990). In this assay, the release of a competence-inducing PDGF-like growth factor from rat and human macrophages can be distinguished from other cytokines that act as progression factors. In order to obtain more consistent results and with the ultimate goal to be able to discriminate between the effects of competence factors as opposed to progression factors, we have conducted experiments to determine the appropriate concentrations of plasma and PDGF required for imparting competence in the fibroblast proliferation assay. We tested lung fibroblast cells obtained from explants of rat lung tissue and also a fetal human lung fibroblast cell line obtained from American Tissue Culture Collection (ATCC153). MATERIALS AND METHODS Fibroblasts Specific pathogen-free, male Sprague-Dawley rats were use in some studies. Animals were given a lethal intraperitoneal dose of sodium pentobarbital. Fibroblasts were isolated by chopping the lung in enzymes that digest the connective tissue but liberate lung cells for further study (Rabovsky et al., 1989). After digestion, the remaining lung tissue suspension was filtered through two layers of sterile gauze and centrifuged to recover lung fibroblasts. These were resuspended in culture medium that contained 10% fetal calf serum and distributed to culture plates for growth. In other experiments, a human fetal lung fibroblast cell line, obtained from American Type Culture Collection, Rockville, MD, 20852, was used instead of rat lung fibroblasts. In these cases, a 1 ml ampule containing human fetal fibroblasts was plated into a tissue culture flask containing medium plus 10% fetal calf serum. For both types of fibroblasts, culture medium was changed 3 times per week and cultures were incubated at 37°C until confluent. Harvested rat and human lung fibroblasts were quantified using an electronic cell counter equipped with a cell sizing attachment (Coulter Electronics, Inc., Hialeah, Florida). Tritiated Thymidine Incorporation The basic procedural outline of Kumar et al. (1988) was used with modifications to evaluate tritiated thymidine incorporation into fibroblast DNA following exposure to PDGF and plasma. Both rat and human lung fibroblasts were plated at 50,000 cells/ml at a density of 250,000 cells/25cm2 culture plate. Cells were quiesced for 4 days with 2% rat plasma. As the assay was refined, fibroblasts were quiesced in plasma-free media for 48 hrs, since the mitogenic activity of 2% plasma was variable. Test medium was applied for a period of 6 hrs, followed by a 24 hr tritiated thymidine (lµCi/ml) labelling period in plasma-free media. Medium alone was used as a negative control and media with 10 or 20% fetal calf serum was used as the positive control for rat and human fibroblasts, respectively. Cell Quantification and Measurement of Mitogenesis Twenty-four hours after the addition of tritiated thymidine, the fibroblasts were washed with 5ml of fresh serum-free media, centrifuged and resuspended in phosphate-buffered saline. The cells were dissolved in 0.5m1 of O.1N NaOH and radioactivity determined in a beta counter. Incorporation of trititaed thymidine as an index of DNA synthesis was expressed as DPM/fibroblast. "This paper presents the evaluation Montana Tech completed for the Western Energy Company Rosebud Mine relating to the benefits of survey data collected using novel technologies over traditional methods for topographic surveys. These technologies include Unmanned Aircraft Systems (UAS), photogrammetry, and laser scanning/LIDAR. Utilizing these technologies, large areas such as reclamation areas and cast blasts can be surveyed in a timely manner for use by the mining operation. The areas that were evaluated were the improvements in the safety of employees and the time required to collect data. In addition, there is also a potential cost savings for the operation, all while not affecting the accuracy of the data that is collected. PROJECT BACKGROUND Accurate topographic survey data is critical to successful surface mining operations. It is used for mine planning and design as well as permit compliance. Currently, employees typically collect survey data using GPS equipment or total stations. These methods can be dangerous, as they require employees to work near large operating mobile equipment, edge of high walls, and on piles of stacked steep-sloped loose material. Aerial and satellite photographs, performed by a contractor, can be used to obtain some of this information, but it is expensive and may not be attainable during overcast conditions. Montana Tech, along with the Rosebud Mine, conducted research on the accuracy, cost, and other benefits of survey data collected using novel technologies. Some of the methods studied include, but are not limited to, Unmanned Aerial Systems (UAS) or Vehicles (UAV), photogrammetry, and laser scanning. These methods were evaluated to determine if these technologies provide mining companies with a safer, cost effective, and accurate method to collect data for surface mining operations. The project scope was to evaluate various surveying techniques to determine which techniques would be applicable for the Rosebud Mine and complete a trade-off study comparing the new techniques with currently used methods. The trade-off study included an analysis of the technological differences between the methods, safety and legal considerations for the new techniques, operational limits, and the costs associated with each technique. Working with the Rosebud Mine team, techniques were selected for field trial and accuracy comparison. This paper presents a literature review of applicable technical papers and a summary of the Federal Aviation Administration regulations for UAS, followed by a study comparing conventional GPS topographic surveys with UAS based systems and laser scanning systems. The comparison of the various methods was broken into the following four categories: operator safety analysis, time comparison, survey accuracy, and cost analysis. After all of these portions of comparison were completed a recommendation was provided based on the evaluation that was performed."

Following an in-depth scenario and strategic planning exercise in 1997, Noranda's mine production goal was set at 500,000 tonnes per year of both copper and zinc metal within five years. There had been no recent discoveries, reserves were shrinking and things had to be done differently and quickly. Change is now continual in our program but here is what we did first: Combined the exploration and business development groups Formed teams to search for and respond to opportunity Made our geologists more business minded and our engineers more optimistic Went global Set clear thresholds, farmed out the marginal properties, fast tracked the others Focused reconnaissance exploration where we had a clear competitive advantage Became a "flexible" partner to both juniors and seniors Is it working? A number of successes, near successes, and outright failures are discussed. The main result is a much higher rate of opportunity flux which is essential for success in the mining industry.

With the advent of acid rain legislation included within the Clean Air Act Amendments of 1990, a great deal of uncertainty with regard to price, source and production quantities has been cast into the coal market. Powder River Basin and other western coals continue a rapidly accelerating migration eastward, South American coals move into the northern markets, states propose legislation to assist utilities in complying with the new regulations in hopes of maintaining their own coal industries, while some utilities question the long term availability of eastern compliance coal. Any major coal producer must make decisions now to assure their continuing presence in the market place; several companies have adopted a strategy to acquire eastern compliance reserves while others have invested in technology to compete as a low cost producer. This paper discusses some of these options in light of the uncertainties of the market place, from an eastern coal producer?s viewpoint.

An interactive mine ventilation simulation software program (WIPPVENT) was developed at the Waste Isolation Pilot Plant (WIPP). The WIPP is a U.S. Department of Energy (DOE) research and development project located near Carlsbad, New Mexico. The facility is designed to provide a permanent, safe underground disposal of U.S. defense generated transuranic waste in bedded salt. In addition to its regular functions, the underground ventilation system is engineered to prevent the uncontrolled spread of radioactive materials in the unlikely event of a release. To enhance the operability system, Westinghouse Electric Corporation has developed an interactive mine ventilation simulation software program (WIPPVENT). While WIPPVENT includes most of the functions of the commercially available simulation program VNETPC (copyright © 1991 Mine Ventilation Services, Inc.), the user interface has been completely rewritten as a Windows ® application and screen graphics have been added. WIPPVENT is designed to interact with the WIPP ventilation monitoring systems through the site wide Central Monitoring System.

The Windy Craggy polymetallic massive sulphide deposit is located in the extreme northwest corner of British Columbia 40 miles west of the Haines Highway, 90 miles northwest of the port of Haines Alaska. The physical setting is mountainous country but with few peaks rising above 2,000 metres elevation, in contrast to the spectacular mountainous terrain to the north and south in Kluane and Glacier Bay Parks respectively. Valleys are classically U-shaped with incised V-shaped bottoms. The upper portions are still occupied by glaciers, which in the Windy Craggy area are documented as retreating at a rapid rate -in the case of the Tats Glacier of the order of 1% of its mass per year. The outcrops around Windy Craggy show a north-easterly dipping sequence of Mesozoic limey sediments and volcanics being the western limb of a north northwesterly trending syncline. Northeasterly cross folding provides a few complications. The flanks of the syncline have been buttressed by intrusive bodies of granitic affinity.

The increasing application of roadheading machines in the coal industry has prompted the development of an appropriate selection methodology for such machine applications in specific locales. Accurate geological sections and comprehensive rock testing are required for all machine tunneling. Using suitable geotechnical parameters and index tests, sensitive both to excavability and standability of the strata, a classification scheme has evolved to help evaluate the rock mass vis-a-vis application of a given weight-class of roadheading machine. The classification parameters include point load index, brittleness, abrasiveness, average crack density, and ground water, which with assigned numerical ratings, lead to a quantitative global rating of the rock mass. For each rock mass class, the selection of an appropriate roadheading machine is recommended. The paper illustrates the application of the rock mass rating system and also describes simple index tests for evaluating the classification parameters for brittleness and abrasiveness. The final purpose of exploration is to esti- mate the grade and tonnage of the various qualities of ore contained in a given mineral deposit. This estimation cannot be directly carried out on the whole of the ore body. It usually requires four steps: Core Drilling Campaign The ore body is represented by a series of cores further divided into core sections of equal or unequal length. Core Splitting The core sections are longitudinally split into two halves: the first half is kept for various examinations and physical measurements, and stored for further reference; the second half (core sample) is used for determination of the chemical analysis. Core Sample Reduction The chemical analysis cannot be directly per- formed on the core samples. It requires the constitution of assay portions usually weighing from a few decigrams to one gram (more in precious metals assaying) and passing through a 100 or 150 mesh screen.

Field investigations have revealed that sawdust can be used as an efficient additive to ANFO for carrying out production blasts in limestone mines. Sawdust can be used at a reasonably reduced cost without sacrificing fragmentation, muck profile and wall control. Such additives lower the detonation pressure of ANFO by acting as low-grade fuel that reacts or burns more slowly in the presence of ammonium nitrate than does fuel oil. On detonation, it eventually forms near-ideal oxygen balance that helps in liberating maximum energy to break the surrounding rock. It also forms a low-density stable mixture that helps in reducing loading density (kg/m) of explosive in the blasthole. Experiments performed at the Hirmi Limestone mine, M/s L&T, and at the Lambasta Limestone mine, M/s Jaypee Rewa Cements, showed the novel acceptance of the technique in a highly competitive market where cost reduction has been a major area of thrust.

Any geostatistical study involves (implicit) hypotheses about 1. The distribution function 2. The drift of the data 3. The (underlying) variogram Once these are known, most other results follow from geostatistical theory. However, to date, there have been few theoretical studies on testing these implicit hypotheses. Most of the published studies in this area have dealt with the fluctuation of the variogram or the sampling distribution of the variogram (Journel and Huijbregts, 1978; Davis and Borgman, 1979). Questions regarding these hypotheses regarding a given deposit arise often. Coal geologists often infer channels and washouts on the basis of thicknesses data. Zoning is recognized in a variety of metal deposits. A test as to whether these inferences are valid on just chance occurrences would have widespread application. .It is standard geostatistical practice to "eyeball" fit variograms. In the early exploration phase when just a few pairs are available, the variogram often displays wide fluctuations and there may be considerable doubt about which variogram model to use.

The Divide mining district occupies the center of a Tertiary caldera hosting the famous Divide silver lode and the crosscutting Gold Mountain mines. The northwest-southeast trending silver lode hosted ore with typically a 100:1 silver:gold ratio, high molybdenum content and argillic alteration dated at 16.5 m.y. within the Fraction Tuff. The east-west trending Oddie Rhyolite flow dome at Gold Mountain experienced possibly several periods of resurgence with repetitive silicification, brecciation and attendant precious metal deposition forming stockwork type mineralization. Silver-gold ratios average 10:1 for the mineralization phase of this 16.4 m.y. intrusive event. Similar chalcedonic mineralization registering a 3:1 silver:gold ratio cements conformable breccias within the Oddie Rhyolite basal flows unconformably overlying the Siebert Tuff on the northern flanks of Gold Mountain. Gray and red chalcedonic breccia matrix in the King Tonopah member of the Fraction Tuff contains a 50:1 silver :gold ratio.

Various computer packages are now available for balancing data obtained from complex concentration plants. It is well established that the filtered data generated by these programs are statistically better than the raw data. However the degree of improvement as well as the accuracy of the estimated variables depend strongly on the propagation of measurement errors through the estimation algorithm. Therefore, for the subsequent use of the filtered data, their confidence intervals are as important as the data themselves. Variance of filtered variables have been derived in a very general way for any arbitrary flowsheet and when data originate from various sources such as flowrates, chemical assays, particle size distributions and pulp percentages of solids. The theoretical formulae are incorporated in the BILMAT package for mass balance calculation and illustrated on various flowsheets involving grinding, classification and flotation. The validity of the proposed method is discussed by a comparison to a Monte Carlo approach, for a simple processing circuit.

Microwave heating of iron ore was investigated as an alternative to conventional reduction processes to solve the problem of slow heat transfer. Microwave heating and reduction tests were run on composite green balls made from coal and magnetite concentrate. Benchscale tests were run on both powdered and pelletized feeds using a 15 kW microwave generator. A significant increase in the reduction rate was obtained. With 20% excess stoichiometric carbon in the mix, more than 90% reduction of the iron ore can be achieved in about 10 min at temperatures of around 1,000°C. The reduction of iron ore with coal by microwave heating produces a pure, dust free, high-Btu flue gas that can be used in related thermal operations. Depending on the purity, the reduced iron product could be fed directly to an electric arc furnace for melting. In some cases, the removal of a slag phase may be required to eliminate excess silica and alumina.

An earth pressure balance (EPB) tunnel boring machine (TBM) and pipe jacking were used to construct a 430-meter-long segment of sanitary sewer force main. The force main was constructed by first jacking a 2045-mm-outside-diameter, reinforced concrete cylinder pipe (RCCP) casing through alluvial sands and gravels. Later, a 1220-mm-diameter, ductile iron carrier pipe was installed within the casing pipe. The main concern affecting the construction method selection was the elimination of the need for dewatering, which could cause groundwater flow from deeper, contaminated sands up across a silt aquitard into cleaner, shallower sands. In addition, the method selected reduced the volume of soil to be handled and, consequentially, the potential amount of contaminated soil to be managed. Items discussed in the paper include provisions for handling boulders and controlling ground movements as excavation and jacking occurred approximately 300 mm beneath an active,4800 kPa, 254-mm-diameter natural gas transmission pipeline.

The recovery of gold from a high grade telluride/sulphide flotation concentrate was investigated. Conventional cyanidation resulted in very slow rates of gold extraction. Historically, the refractory nature of tellurides has been overcome by fine grinding, the use of excess lime and long leach times. In some instances, pre­oxidation of the tellurides has also been necessary, to render the gold soluble in cyanide solutions. The former conditions did improve the rate of gold extraction from the present sample, but final recovery was still unacceptable. Chemical oxidation of the tellurides and leaching with oxygen improved gold recovery further. However, it was found that simple modifications to the cyanidation conditions overcame the detrimental effects of the complex chemistry involved in leaching a telluride concentrate. The incorporation of a solution change, or the application of a carbon-in-leach procedure increased the recovery of gold to over 97 percent in 96 hours. In every case, leaching was enhanced by the addition of lead salts.

Heap biooxidation is an economical means to treat refractory sulfidic ores. However, air flow limitations are a major obstacle in commercialization of this technology. Geobiotics, Inc. has developed a new process for heap biooxidation of sulfide ores that renders the ore more susceptible to bacterial oxidation. In this process, air and liquid flows in the heap are greatly improved by first removing clays and other fine particles from the ore. Gold bearing sulfides are recovered from the removed fines and separately biooxidized. Column biooxidations were conducted on two refractory sulfidic ores from which the fines had been removed in order to improve air flow through the column. Gold recoveries increased from 46% to 90% for a mill grade ore and from 52% to 80% for a low grade ore after biooxidation. Fines and clays in these ores had precluded whole ore heap biooxidation from occurring. This new process addresses the most significant problem of large scale heap biooxidation.

Metal ions, such as chromium (Cr) and vanadium (V) are found as trace impurities in mineral dust. Since metal ion mediated free radical generation has been implicated in many disease processes, we carried out a detailed investigation of the metabolism of these metal ions by biological redox systems and the possible oxygenated radical generation therefrom. We found that highly reactive Cr(5+) species are generated in the reduction of Cr(6+) by NADPH-dependent glutathione reductase, lipoyl dehydrogenase, and ferredoxin-NADP+ oxidoreductase. The reduced metal ion species react with hydrogen peroxide, to generate hydroxyl (•OH) radicals in a continuous cycle. The enzymatic catalysis processes also involves the reduction of molecular oxygen to the superoxide [(0-1 2)] radical. Thus only a trace amount of metal ions chemisorbed on mineral dusts, such as quartz, can catalyze the generation of the highly toxic oxygenated radical species from cellular hydrogen peroxide, suggesting a new biochemical mechanism for mineral dust induced chronic lung injury.

The Serrana Process was developed in the 60's to concentrate an igneous low grade phosphate/carbonate ore using tall oil as a collector and corn starch as a modifier in alkaline medium. Nowadays, although tall oil has already been substituted by a new amphoteric synthetic collector, starch hasn't been substituted yet. This study is an attempt towards understanding the role played by corn starch in this specific system. By means of bench scale flotation test, it was observed that corn starch was capable of promoting the flotation of apatite, phlogopite and dolomite. No effect over calcite was observed. The best efficiency of separation apatite/gangue minerals was yielded at the concentration ranges of 17 to 20 mg/l of starch and 13 to 17 mg/l of tall oil. The starch concentration showed a strong influence over the characteristics of the froth produced by the flotation tests, mainly over the volume of the froth and its mineralization.

The ever increasing price of bulk commodities forces buyers and sellers in world markets to take a more careful look at methods for obtain¬ing accurate accounting of commodity trans¬actions in commerce and material utilization in processes. Depending upon the application of a sampling and weighing system or the use intended, inaccuracies can result in an eco¬nomic loss of income or a loss in quality of the process. It inevitably results in a loss of control of ones costs. The accuracy of samp¬ling and weighing systems is today extremely important, as they are recognized to be the key components of the overall management system designed to provide both quantitative and qualitative control. This paper will be confined to the weighing systems only and will deal with various as¬pects of system design, calibration and opera¬tions. Special emphasis will be placed on new developments and requirements in this field.
