The Indian Mining sector is subjected to a number of trends including call for global transition towards the route to sustainable development. Several regulations were enacted by the Government departments, from time to time, in order to identify the problems faced by the mining industry, including small-scale mining operations and to suggest appropriate mitigation measures in the form of environmental standards and certifications. During this process, a pursuit of sustainable development is regarded as an important area responding to socio-economic conditions, priorities and thus guides eventually corporate policies and practices. Thus, there is a need to formulate strategies for sustainable development. Based on these strategies some environmental indicators were developed in order to track down the progress and to evaluate its success. A case study pertaining to a group of iron ore mines in North Goa and Chromite mines in Sukinda, Orissa was selected for this study. Base line environmental data has been generated in the respective study sites. A core set of environmental indicators monitoring environmental progress based on the P-S-R model pioneered by OECD is linked with indicators for assessing the integration of environmental concerns.

Development of computer-based information systems is predicated on the merger of rapidly developing computer technology and growing managerial demands for information. The focus of this section is on managing the development and implementation of information systems for the 1980's. It is the experience of the majority of contributors to this volume that among unresolved problems of major dimensions in a mineral organization are those of managing the computer-based information systems resource itself. There are three major reasons for this: (1) mineral information systems are relatively new to the senior management of a mining company or a mineral organization; (2) problems are compounded by a developing technology, a new type of personnel with a changing experience/education mix; and (3) an organizational structure and location which, in many organizations, are still being examined. The three authors in this section present aspects of managing the information systems function which, based on their experience, are common to the solution of the problem. The premise that the information systems function has been placed appropriately within the entire business plan of the firm has been made by the authors in their discussion of the various aspects of the management process.

Introduction This paper attempts to describe the characteristics of the industrial minerals segment of the minerals industry that make it different from the other segments. Also described are the trends, strengths, and shortcomings in the industrial minerals segment. This may help professionals in the minerals industry determine if there is a place for them in industrial minerals. Industry Overview It is difficult to generalize when describing the industrial minerals industry. Some products, such as cement and potash, are produced exclusively by large, well capitalized and technically sophisticated companies. Others, such as sand and gravel, are generally produced by small, family-owned companies operating on a shoestring budget. Still other products, such as feldspar, are produced by both types of companies. Not only are the companies vastly different, the products and marketing of their products are also different. Industrial mineral products are sold based on their physical characteristics (abrasives), or their chemical characteristics (trona), or both (glass sand). Marketing can be direct by the producing plant, a corporate office handling products form several plants, or through distributors. The geologic, mining, and processing skills needed can be minimal or sophisticated. There can even be large differences in the technical skills needed in two plants producing the same product. One feldspar producer may only need to mine and grind his ore, while another may use a delicate flotation process. One easy generalization is that there are industrial mineral operations in all geographic locations. A second is that industrial minerals offers more opportunities to entrepreneurs than the metals field because of the variety in the sizes and types of operations. Industry Growth Industrial minerals must be considered a mature industry. Consequently, little exciting growth can be expected. Over the past 30 years, industry sales have grown at a rate of 6.2%, compared to a 6.7% growth rate of the GNP (Kliff, 1978). A 3.8% growth rate has been forecast for the remainder of this century. The fortunes of those plants producing a product for local consumption will depend on the prosperity of the local economy. The fortunes of those plants that sell into the national market will depend on their competitiveness in their industry. Major industrial mineral products are shown in Table 1. The first three commodities account for 66% of the industrial minerals market. Typically, deposits of stone, sand and gravel, and the limestone, silica, and clay needed for cement are easy to find and mine. Role of Mining Engineers and Geologists Because a sophisticated techcical knowledge of geology or mining is not required, very few geologists and mining engineers are employed in industrial minerals. Geologists working for these companies function less as geologists than managers and executives dealing with permitting and land acquisition. Likewise, mining is done mostly by open-pit methods. It is generally supervised by an individual experienced in the operation and maintenance of heavy equipment, not a mining engineer trained in rock mechanics or computer methods of mine planning. What of the geologists and mining engineers employed by the industrial minerals industry? Many gained their positions as a result of their experience dealing with the regulatory agencies that control the operations of all mines and mills. Their technical expertise in geology or mining becomes only a side benefit. Separation of particles on a table deck* results from differences in specific gravity, plus a number of other interrelated phenomena: size of particles; shape of particles; stratification (consolidation trickling); and hindered settling. The effective use of these factors may be controlled and aided by the following table adjustments: differential action of the drive or head motion; speed of motion; length of stroke; side tilt; end elevation; size of deck area; shape of deck; character of deck surface; riffle design; amount and distribution of wash water; feed water-to-solids ratio; feed rate; and feed uniformity. The typical concentrating table used in the US coal industry is essentially a rhombohedral-shaped deck supported by a suitable subframe. It generally slopes in the direction of the short axis, tilts upward at the refuse end of the long axis, and is differentially reciprocated in the direction of the long axis. This head motion tends to move the particles longitudinally toward the end of the table. At right angles to this movement, wash water (distributed along the high side of the table) tends to move particles down the slope parallel to the short axis of the table. Hence, the natural path of a particle on a concentrating table is from the feed box corner to the diagonally opposite corner of the deck (Fig. 1). There is a natural tendency for heavier particles to sink to the deck of the table and for lighter particles to stay nearer the surface. As a consequence, the heavier particles are carried further along the longitudinal axis since, being on or near the surface of the deck, they are more affected by the table's reciprocating action. The lighter particles, being at or near the top of the moving bed, travel slower in a longitudinal direction and thus separate from the heavy particles. Wash water and the diluting water in the feed cause lighter gravity particles to move down the short axis of the table. The feed material then fans out from the feed box, where it enters onto the table with heavy gravity particles moving in one direction and lighter particles moving in another. By properly adjusting all of the previously mentioned factors, a clear-cut separation is possible between high- and low-gravity particles, or between refuse and coal. Riffles are of great importance to tabling. They create considerably more capacity than is possible with smooth decks, and they are responsible for better separation accuracy. Particles in their downward movement along the deck's slope are delayed behind the riffles. Hindered settling, consolidation trickling, and other phenomena occur as the particles tumble over the riffles and stratification ensues. The heavier particles settle to the deck of the table and are trapped behind the riffles, thus insuring their positive movement toward the end of the table. Since stratification and separation of particles are not complete as a result of any one riffle, a series of riffles are used. The cycle of stratification and hindered settling is repeated from riffle to riffle. The result is purer products as particles fan out and progress forward and downward over the table. The smallest, heaviest particles stratify downward to the surface of the deck more quickly and are carried out by table movement toward the refuse end at a faster rate than coarse, heavy particles. When operations begin early next year at the $100-million Port Kembla coal loading facility in New South Wales, Australia, a sophisticated computer system, directed by two of Hewlett-Packard's HP1000 mini-computers, will perform a number of functions ranging from monitoring and reporting arrivals and departures to maintaining a library of events for up to one year. The three-processor HP1000 system configuration, valued at $215,000, is one of the largest single orders, in terms of dollar value, ever submitted in Australia for Hewlett-Packard's line of engineering and manufacturing minicomputers. The processors will be linked in a fully "backed-up'' configuration using Hewlett-Packard's fourth generation distributed networking system, DS/1000-IV, making the system one of the most sophisticated in Australia. Interfaced to a number of weightometers and programmable logic controllers (PLCs), the computers will be the heart of a coal inventory system for the facility which, in its first phase, will be capable of handling more than 13.5 Mt/a of coal. The computers will report on all plant functions, including conveyor belt and water spray operations. Specifically, the system will: • Monitor and report all coal movements related to road and rail deliveries, dispatches from ship loaders, and interstockpile transfers. •Maintain a ''running log" of all events pertaining to overall plant operations, such as conveyor starts and stops and anti-pollution spray activation. • Accept and maintain plant data entered manually or acquired automatically from various remote locations via either visual display units (VDUs) or PLCs. • Maintain complete historical records of all transactions and related plant events for up to one year. • Provide a facility for stockpile management, modeling-type programs, and training or other simulation activity. The facility was designed with the following characteristics in mind, based on an analysis of requirements for an automated coal loading operation that would optimize productivity and be flexible to change and grow with facility needs and changing technology: • Continuous Operations-Due to the need for continuous plant logging and control, the overall facility will be capable of uninterrupted, 24¬hour operation. • Handling Current and Projected Workloads-The facility will be capable of not only handling current workloads, but also any additional workloads required during future coal loading operations. • Expansion-The facility will be capable of expansion, for a minimum cost, at any time with minimum disruption in operations. • Single Source of Supply and Maintenance-The facility will be supplied and maintained by one supplier, through hardware and software maintenance support contracts. System Configuration Two HP1000 minicomputers, each with 500K bytes of main memory, will be front-ended by a pre-processor with 256K bytes of main memory. These three systems, active, backup, and front-end, will be interconnected into a triangular array, as shown in the accompanying diagram. Under normal conditions, the front-end will transmit plant status data to one of the main systems, whose primary function will be to monitor coal flow and maintain a relevant dialogue with operators. The front-end, therefore, handles all communication with the plant PLCs, effectively removing this overhead from the current plant monitor (either of the two main systems). The front-end pre-processes and post-processes all information flowing from the plant monitor to the PLCs and vice versa, thus effectively handling all communication between the two units. A second main system will handle reporting, administrative, and modeling functions, and will also be capable of performing both front-end and monitoring operations. Linking all

HISTORICAL DEVELOPMENT At the beginning of the 1970 more than 90% of pro¬duction drilling in open-pit mining was obtained with the use of rotary drills. At the same time, the use of rotary drills underground was virtually nonexistent. Several progressive mines began questioning whether efficient rotary drilling could not be adapted to under¬ground applications. In the late 60s and early 70s at¬tempts to use rotary drilling were made by Inco, Ltd. and Meramac Mining, utilizing drill units designed as a combination of small diameter raise drills and rotary drills. These initial attempts were unsuccessful primarily due to the immobility of the equipment and low degree of dependability. At the same time, experiments con¬ducted by Inco and Meramac using large diameter in¬the-hole percussion drills produced immediate encourag¬ing results. The first serious attempt at utilizing rotary drilling underground was made by Texasgulf in 1971 at Kidd Creek mine in Canada. An experimental stope 15 m wide, 36 m long, and 30 m deep was drilled using 200-mm diam rotary drilled holes. The machine used was a Robbins' Model 11 D. The Model 11D is a rotary drill designed to drill drain and utility holes under¬ground. The results of this test revealed that large diameter blasthole stoping was feasible. The indications were that the major areas of concern-fragmentation and pillar damage-could be controlled and a new low-cost stoping method resulted. At this point Texasgulf and Robbins entered into a cost-sharing agreement to develop a rotary drilling unit specifically for this stoping method. Drilling of the trial stope required pouring a concrete pad at each drill hole plus anchoring the derrick to the pad by means of rock¬bolts. Utilization expressed in terms of drilling time to available time was less than 20%. It was obvious that the required unit had to be mobile, setup time had to be minimized, and rod handling had to be improved. The first attempt at an underground production-type rotary drill consisted of mounting the basic 11D on an air-powered Eimco 600 Series crawler. The crawler was equipped with four screw-type leveling jacks operated by an impact wrench; rod rack facilities for 60 m of 1.2-m long, 170-mm diam rods; a rod handling facility consisting of an air-lift swing boom and a pipe loader which automatically positioned the rod under the float¬ing drive box; a turnbuckle anchor system requiring in¬stallation of four rockbolts in the drill drift floor and placing turnbuckles from the rockbolts to the corners of the drill; and trailing power units containing the electrics and hydraulics required to operate the drilling unit. Operation of this unit revealed a vast improvement in drilling time but some problem areas remained. The anchoring system required secondary drilling and proved difficult to adapt to the localized irregular floor surface and the trailing power unit was difficult to maneuver and was causing unnecessary maintenance costs. Addi¬tional improvements resulted in the standard 11MD rotary blasthole drill. DESCRIPTION OF UNIT This standard model consists of the drill and the power unit integrally mounted on an air-powered crawler chassis (Fig. 1). The rod-handling and leveling¬jack systems are similar to those used on the prototype Texasgulf unit and remained relatively the same. The anchoring system has been replaced by the roof jack, initially screw type but now hydraulically actuated. The anchoring system is necessary as the drill exerts more thrust than the weight of the unit. During operation it is found that the two front jacks adequately anchor the machine. The complete unit's operational dimensions are: height, 3.2 m; width, 2.1 m; and length, 4.2 m requiring a 3.5- x 3-m drill drift. The derrick is pivot mounted and raised and lowered by a hydraulic cylinder reducing the transport height to 2.5 m. The derrick is also turnbuckle mounted to allow dip angle drilling from vertical to 0.52 rad (30°) off vertical. The drill derrick can be mounted to allow dip axis to be parallel or perpendicu¬lar to the long axis of the unit. The standard rods are 1.2 m in length and are contained in racks of 10 which can be removed for transportation. Drilling torque is produced by a 56-kW (75-hp) electric motor driving a double vane pump which in turn drives a Robbins high torque gear-type hydraulic mo¬tor. In addition to the hydraulic motor, the machine drive system has a 3.9:1 planetary gear reducer. This results in six speeds with the following minimum and maximum range: Maximum rpm 112 Torque 3725.5 J (380 kg m) Minimum rpm 10 Torque 14 706.0 J (1500 kg m) Drilling thrust is provided by two bootstrap cylin¬ders pressurized by a variable volume pump. This sys¬tem can produce from 0 to 267 231.2 N thrust in either direction. Bailing air (approximately 17 m3/min at 382.2 to 490.3 kPa) is introduced through a rotary swivel pass¬ing directly through the center of the drive system to keep efficiency and losses to a minimum. Hole annulus is also kept to a minimum by using 170-mm rod when drilling a 200-mm hole. A small amount of water is added to the air for dust suppression. The machine has to be supplied with air, water, and electrical power. It does not appear feasible to provide an integral air power supply with the rotary drill such as is done with open-pit rotary drills. Air is required and installed during the primary development of the drill drift. The machine can be adapted to drill hole diameters from 170 to 228 mm for blasthole operations. The drill string consists of the rotary bit, crossover stabilizer, roller stabilizers, and standard rods. The operator controls speed and thrust pressure from an operating console which can be mounted in a conve¬nient position. Mount Isa has made an adaption to the operating console to permit remote collaring of drill holes in an uncleared floor.

"IntroductionTungsten carbide is a valuable material used in a variety of different applications, including the manufacturing of cutting tools, bearings and as a cost-efficient alternative to industrial diamonds. Both the high hardness value (Mohs 9) and scratch resistance of this material make it a valuable commodity for use in the mining industry.Usually, the production of tungsten carbide is a multistep process involving one or more of the following unit operations: hydrometallurgical digestion, solution purification, crystallization (as ammonium paratungstate), calcination, hydrogen reduction and carbon synthesis. The proposed three-step process eliminates three of these steps (crystallization, calcination and hydrogen reduction) by implementing a combination of hydro/pyrometallurgical techniques. These include alkaline pressure leaching, carbon adsorption and carburization roasting. By eliminating some of the intermediate processing steps, there is potential to reduce energy consumption and decrease overall operating costs.Methods and resultsInitially, alkaline pressure leaching with sodium carbonate (Na2CO3) was employed to selectively leach tungsten, as tungstate (WO4 2-), from an industrial Scheelite (CaWO4) flotation concentrate. Experimental variables included lixiviant (Na2CO3) concentration, temperature and residence time. Experimental constants, based on previous work, were percent solids at 13 wt% and agitation at 400 rpm (Queneau and Strathmore, 1969). Leaching results showed it was possible to extract 97% of the tungsten present. The most favorable conditions for leaching were determined: 2M Na2CO3, temperature of 180° C and a residence time of 30 minutes."

The first Cyanisorb process was constructed in 1991 at the Golden Cross Mine in Waihi, New Zealand to recover cyanide from CIL tailings. The Golden Cross operation consists of an open-pit and underground gold mine with a conventional crushing, grinding and CIL circuit with Merrill Crowe zinc precipitation for gold recovery. Prior to disposal in the tailings pond, slurry tailings are stripped of cyanide at a pH of approxi­mately 7.5 using the Cyanisorb process. Mill throughput is approximately 2,500 tons per day (TPD), and CIL slurry tailings average 37% solids with a specific gravity of 1.27. CIL tailings WAD cyanide average 150 mg/L. The Cyanisorb process recovers approximately 85% of tailings WAD cyanide, produc­ing a slurry effluent with approximately 20 mg/L WAD cyanide. A second Cyanisorb process was commissioned at the NERCO DeLamar silver mine in southwest Idaho in May, 1992. The ore milling and silver recovery operation consists of crushing, grinding, a CIP circuit and Merrill Crowe zinc precipi­tation for silver recovery. Cyanide recovery is from clarified tailings with WAD cyanide ranging from 3 50 mg/L to 600 mg/L, producing an effluent with less than 30 mg/L to 60 mg/L WAD cyanide. Due to the presence of zinc-cyanide complexes in mill tailings resulting from the Merrill Crowe process, cyanide is stripped at a pH of approximately 5.5.

The Lake Mead Intake No. 2 is a project constructed for the Southern Nevada Water Authority which includes a 12-foot diameter lake tap and intake shaft constructed in over 225 feet of water; 1650 feet of 16x14-foot horseshoe-shaped tunnel leading to a forebay that is 165 feet long, 35 feet tall, and 30 feet wide; twenty-two 4-foot diameter steel lined well shafts extending 325 feet from the ground surface to the forebay; 3500 feet of 12-foot diameter pipeline crossing a bay in Lake Mead that has water depths of up to 80 feet; and 2700 feet of 9-footdiameter steel-pipe-lined tunnel. Major site grading for a future pumping station in the area above the forebay is also included as part of the project. The project is on the schedule’s critical path for completing the first phase of a $2 billion water supply program for the Las Vegas Valley. In this paper, the owner, the designer and the construction manager present a discussion of the risk management strategies that were used to control costs, minimize project delays, and facilitate problem resolution. The discussion includes an assessment of the effectiveness of the risk management strategies in meeting these objectives. This paper will be of interest to owners and engineers planning underground projects, especially those projects that present unique risks during the construction phase.

Four computerized approaches for coal blending are described and their strengths and weaknesses are explored. Spreadsheet analysis Other than word processing, spreadsheet software is the most commonly used software. Its wide availability and ease of use are two desirable features that have led many to try to adapt it to the purpose of coal blending. These are the two main advantages of this approach. To use a spreadsheet for coal blending, each row of data represents one source of coal. Each column represents a quality of the coal, with the last column specifying the tonnage of that coal in the blend. The calculated figures are the blended qualities, which can be programmed to appear in the bottom row. A trial-and-error approach is then used to develop the best blend. Inserting any blend in the last column provides the blend characteristics at the bottom of the page. If any specifications are not met, the blend can be changed, all calculations being immediately updated. This process is repeated until all specifications are satisfied. A third advantage of this method is that it is exactly the procedure that one would go through if doing this by hand. With a spreadsheet, many more blends can be evaluated in much less time, allowing the designer to try to improve over satisfactory blends to find the best of them. The resulting improved blends or cost savings are a fourth advantage of this approach. There is only one major disadvantage of using the spread-sheet. This is that most probably the best blend is not found. As an inexpensive introduction to computer-assisted blending, which can be easily understood and cost just a few hundred dollars, this is a recommended place to begin. Computerized search Computerized search approaches represent crude first attempts at letting the computer design the blend. Unfortunately, the blends found by these programs are very often less satisfactory than those developed manually. The way these techniques work is that they design, according to some predesigned pattern, a number of different blends and then quickly evaluate them. It is then straightforward to select the best from this sample set. The quality of the results depends on the number of blends designed, the way they differ from each other (the search procedure), the number of sources available, the number of quality specifications, and the severity of the specification limits. Good results are usually obtained for small, simple problems. At best, the results obtained are inconsistent from one blend to the next. Programs of this type are advertised in the mining literature. They usually mention how many different blends are evaluated, making it clear that this is more than can be tried manually. Expert systems Expert systems use a source of information known as a knowledge base. The knowledge base, usually a set of if-then rules, attempts to reconstruct the deductive reasoning process of an expert in some job capacity. For coal blending, the usual trial-and-error process has an easily recognized pattern of rules that are followed to try to find a better blend. By following these rules, it is possible to home in on the best blend without the exhaustive search required by the previous method and without the manual manipulation of the spreadsheet approach. The use of an expert system accomplishes this. One of the rules may say something like "if BTU is out of spec, then add more in the blend from a source having a high BTU and subtract some from a source having low BTU." In other words, it goes through the trial-and-error process. The process continues until all specifications are achieved and can continue further to try to optimize the cost. Of course, less simplistic rules are also needed. One set of rules would determine maximum changes in the tonnage added or deleted to the blend or from any one source. Other rules would be needed to determine which quality to improve if two or more are out of spec. At this level, the process of building the knowledge base provides the engineer with a deeper understanding of his or her own thought processes. The advantage of obtaining better blends is clear for this approach. Two more advantages should also be apparent. One is that it follows the same common sense logic that is used when doing the blends by hand or by spreadsheet, making it easy to understand. The other is that, like the search procedure, it designs the blend rather than just analyzing manually designed blends. Thus, it has all the good features of both approaches discussed thus far while providing improved results over each. A final advantage is the ease of use and ease of development. The expert system shells that are on the market are very easy to use and can be run on microcomputers. Linear programming Linear programming is an algebraic tool that solves a set of linear equations to yield an optimal solution to a problem. The optimal solution is based on the linear model so the results are only as good as the ability of the linear model to accurately portray the reality of the problem situation. It is fortunate for the coal blending problem that a linear model can be devel¬oped that reflects exactly the problem that is required. Unfortunately, the mining industry has been slow to use this tool. Coal blending applications available that use linear programming take one of three forms. The first, requiring exper-

This paper describes Cananea's successful implementation of the world's first mobile high angle conveyor (MHAC™) to achieve multiple-lift stacking of their primary crushed (2,500 mtph) low-grade ore. The mobile high angle conveyor answered Cananea's needs to stack a second lift, 30-meter high, on their Quebalix I pad. The mobile high angle conveyor is a custom unit that was designed by Terra Nova Technologies (TNT) in conjunction with Continental Conveyor and Equipment Company (CCE's 100th HAC). The stacking system expansion project also includes a rail mounted tripper on the existing overland conveyor and a custom designed "corridor conveyor" to build the corridor for the upper mobile HAC tracks and tail of the existing mobile stacking conveyor. Mexicana de Cananea, part of Grupo Mexico, is a large copper producer in Sonora Mexico and has been in operation continuously for over 100 years.

Perlite is not a trade name but a generic term for naturally occurring siliceous volcanic rock. A distinguishing feature which sets perlite apart from other volcanic glasses is that when heated to a suitable point in its softening range, it expands 5 to 20 times its original volume. This expansion is due to the presence of 2% to 6% combined water in the crude perlite rock. When quickly heated above 1600°F (871°C) crude perlite pops in a manner similar to popcorn. The combined water vaporizes and creates countless tiny bubbles in the heat softened glassy particles. It is these tiny glass sealed bubbles which account for the amazing lightweight and other exceptional physical properties of expanded perlite. The bulk densities of the expanded perlite generally range from 3 pounds per cubic foot (48 Kg M3) to 10 pounds per cubic foot (160 Kg H3).

Investigations have been carried out to evolve a grinding aid useful in grinding a 40% iron-bearing magnetite containing quartz as the major gangue, based on studies conducted with pure magnetite, pure quartz and its synthetic mixture. These investigations established that an addition of 200 g of CaO per metric ton of ore was the most effective in grinding quartz preferentially over magnetite at 75% solids concentration by weight. The limited rheological studies conducted suggest that the effect could either be due to dispersion or the structural modification of quartz. More importantly, a new concept, that of Critical Solids Concentration, where two different minerals behave like one with respect to response to communication in a tumbling mill, has been introduced for the, first time. Above this concentration, one of the minerals is ground at a faster rate than the other, whereas the reverse is the case below this concentration.

For the African continent promoting a sustainable utilization of its mineral resources could be considered as a key determinant to fight against poverty. Sustainable development performance indicators for measuring the economic, environmental and social impacts of mining activity are necessary for drawing up policies and sectoral actions, identifying and controlling risks, identifying and implementing sustainable development actions, negotiating between stake-holders, improving mine production, etc. To respond to this need, the SIGAfrique Network proposed to develop a joint decision support tool entitled the African Mining Observatory (AMO) and, to this end, develops a system of indicators to be integrated within the SIGAfrique database. The development of both the OMA and the indicators is based on a participatory method within the working groups, which comprise experts/participants from the 13 SIGAfrique partner and observer countries (Guinea, Burkina Faso, Mali, Tanzania, Niger, Mozambique, Kenya, Uganda, Senegal, Angola, Madagascar, Ethiopia, and Mauritania).

In off-line training of a rule-based controller, the significant measure of successful training is the quality of control provided by the generated rule set. In an adaptive or on-line control environment, performance is also measured by the ability to accurately maintain a satisfactory rule set, but within constraints on speed and/or resource availability. Very small population genetic algorithms, or microGAs, have been proposed as a means of capitalizing on the hill climbing characteristics of faster local optimization techniques while requiring less memory and retaining much of the robustness of traditional, larger population genetic search. A traditional genetic algorithm and a similar microGA are developed and applied to two control problems. The performance of these algorithms is analyzed with respect to (1) the quality of the rules learned, (2) the rate at which learning occurs, and (3) the memory resources required during learning.

Not quite a year ago, during a speech to a group of mining professionals in Washington, DC, the subject centered around the long-range importance of conducting research projects and how much that research needs to specifically apply to health and safety matters in our industry. The point was made about the critical need to work together with government, private industry, labor organizations and academia speaking with a unified voice as we all march into the future together. The fundamental benefits of competitive research were mentioned -- to improve our quality of life, to develop our energy resources, to achieve a safe and healthy environment and to ensure long-term economic growth. Very importantly, emphasis was given to the natural link that makes my agency, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health -- NIOSH -- the beneficiaries of each other's findings.

TWO-INCH TO MINUS #100 MESH IN ONE GO The need to reduce mineral ore to a very fine mesh economically has been a timeless problem in the mining industry. With this as the specific and we.l.l focused objective, the Cyclone Crusher has been designed and is being manufactured. Utilizing space age technology from such military projects as piercing steel plate with plastic particles, the Cyclone uses the physical principles of centrifugal force. Through a combination of very high G-forces and asymmetrical loadings between a cone and anvil, particles are pulverized to very fine mesh gradation. Just how fine the final product will be, of course, is dependant on a number of factors. The machine setting, the feed rate, the gradation of the in feed material, the molecular structure of the material, and the original fracture planes of the material all affect the end result.

This paper focus on the productivity, cost efficiency and training programmes that have enable RPM to rank as a world class operation in production efficiency and safety achievements. The first step was to commit all senior managers to implementing the NOSA Industrial Safety System based on Management by Objectives. This focused the workforce in a specific, results-driven direction which greatly promoted subsequent performance improvements. The early operations concentrated on increasing throughput via process simplification and removal of bottlenecks. Efforts were simultaneously directed to environment, health and safety as a means to improving the quality of operations. In the last two years, improvements in mining and in-tailings dam management have further improved the cost competitiveness of RPM such as to assure its future in treating the remaining CTBl ore reserves. Promissing progress is being made in developing a viable process to exploit a remaining large resource of B2 mineralisation.

Editor's note: This is the second of two articles on maintenance. Part one: "Downsizing maintenance to improve performance: Defining the downsizing task," appeared in the September issue of MINING ENGINEERING, pp. 1065-1066. Part one explained that downsizing must he an organizational change in which the mine moves to a more efficient, smaller maintenance organization. But the new, smaller organization must operate more productively. Determine initial reduction targets Reduce the workload - The initial reduction target can be determined by projecting manpower reduction as a result of discontinuing or deferring work. Start these reductions by not replacing personnel who retire or are disabled. Observe the right craft mix during this initial reduction. Improve productivity - Further reductions can come from better productivity. But achieving the higher productivity level will require a year or more. During this transition, the efficiencies of a well-defined program and a team organization must take hold.

When blowing ventilation is used on a mining section, a machine-mounted scrubber is often required to maintain face dust levels below 2 mg/m3. Operation of the scrubber also affects airflow patterns at the face and the dilution of liberated methane. Reductions in scrubber flow can result in increased methane concentrations. During mining, loading of the scrubber filter with dust is likely to reduce airflow. Detecting changes in scrubber flow is difficult, especially with extended cutting, because the machine must be operated from a remote location. Tests were conducted to demonstrate how scrubber airflow could be continuously monitored at a remote location. Three variables, static pressure at the fan inlet, differential pressure across the scrubber filter, and scrubber fan motor current, were continuously monitored while the scrubber filter was incrementally loaded to reduce air flow. The results show that monitoring each variable provided a way for estimating scrubber flow.
