The 1997 Rapid Excavation and Tunneling Conference (RETC) was held at the Mirage Hotel, Las Vegas, NV. The RETC is a biennial event jointly sponsored by SME and the American Society of Civil Engineers (ASCE). Conference attendance was 573 members, nonmembers and students, an increase of seven attendees from the 1995 conference in San Francisco, CA. Exhibitors occupied 51 booths at the Las Vegas RETC. The 1997 conference encompassed 58 presentations in 15 sessions. Participants were given details on achievements and advances that have resulted in new design solutions, alternative work practices and increased productivity within the industry. The page at the end of this article tells how to get your copy of the RETC proceedings, either hardbound or on CD-ROM. Or, if you wish, for the first time a CD-ROM is available with the complete RETC proceedings from 1972 to 1997. This two-disk, archival volume has key-word search capability, is in portable file format and is compatible with PC and Macintosh platforms. RETC program sessions included design and planning, ground support, tunnel boring machine (TBM) case histories, conventional excavation, new technology, difficult ground, geotechnical, shafts and raises, future/special projects, new Austrian tunneling method, international projects, soft ground case histories and water and gas. What follows are highlights of some of the RETC presentations.

The recent trend in the ventilation of deep under- ground metal mines in the United States is to rely more and more on refrigeration for air cooling. This paper describes the layout and the economics of the refrigeration method used by Hecla Mining Company at the Star Mine. An economic analysis must compare the benefits of an engineering system against the costs. The benefits of refrigeration, for example, are increased production rates, a better safety record, improved employee moral, and generally lower airflow requirements. Air-conditioning costs include capital expenditures for equipment, labor and supply costs for maintenance, and power costs for machine operation. A study of whether or not to install refrigeration becomes academic when a mine reaches the critical ventilation depth1 (the depth at which adiabatic compression alone produces station temperatures equal to the desired stope temperatures). Ventilation planning alternatives for such mines, including the Star Mine, are limited to the different methods of refrigeration usage. In this case study of the Star Mine, the refrigeration layout is described in detail. After the system performance is discussed, air-conditioning costs are calculated. The paper then concludes with a cost- benefit analysis of the Star Mine refrigeration system.

Introduction A section of the Federal Land Policy and Management Act of 1976 specifies the procedure for areas the US Bureau of Land Management manages that have wilderness qualities. In part, FLPMA specifies that within 15 years of its approval, the Secretary of the Interior shall review roadless areas of 20 km2 (5,000 acres) or more and roadless islands of public lands identified during the inventory as having wilderness characteristics described in the Wilderness Act of 1964. Further, the Secretary shall report to the President his recommendation as to the suitability of each area or island for preservation as wilderness. However, before any recommendations for, wilderness designation, mineral surveys shall be conducted by the US Geological Survey and the US Bureau of Mines to determine if any mineral values are present. And finally, a Presidential recommendation for wilderness designation becomes effective only if so provided by an Act of Congress. BLM Inventory Procedures To fulfill these legal requirements, BLM is inventorying the land it manages for wilderness qualities. Since the law sets special provisions for Alaska, BLM included in its inventory only the public lands it manages in the conterminous US. In 1980, after public input, BLM picked 967 areas to be considered as Wilderness Study Areas. All of the selected WSAs are in 11 western states and the areas total about 97,128 km2 (24 million acres). From these 967 areas, through its multiple-use planning system, BLM is making initial recommendations of areas to be considered suitable for preservation as wilderness. Those WSAs that BLM initially considers suitable for wilderness preservation will have mineral surveys conducted by the USGS and the USBM, to determine mineral values. Based on these mineral surveys and other resources information including wilderness qualities, the Interior Secretary will report to the President his recommendations on the WSAs suitable for wilderness preservation. To make the initial recommendation of suitability, BLM managers will need information about geology, energy, and mineral (GEM) resources as well as information about other resources. BLM has begun a GEM assessment program to provide its managers with that information. This program is designed to provide information for a WSA suitability decision process that aims to supply minimum necessary GEM information. In essence, the program will provide preliminary assessment of the mineral potential for each WSA. Assessing the WSAs To accomplish this, a two-phase program was designed. In phase one, only existing data are collected and used. In phase two, new data are generated and added to existing data. Phase two begins only if BLM geologists, mining engineers, or managers consider the information provided in phase one as inadequate. This avoids unnecessary work and expenses and allows the program to proceed without undue delay. Figure 1 shows the two-phase process, including BLM's GEM in-

Blast furnace operators have been steadily increasing their quality requirements on burden material. These requirements include a high reduction rate of the ore burden as well as good strength at the beginning and during the whole blast furnace operation. Special requirements are made on the softening and melting behavior which ensures an optimal formation of the cohesive zone in the blast furnace. On the whole, the self-fluxed and olivine-based pellets meet these higher requirements due to their chemical composition, especially in the pure pellet operation. In the mixed sinter/pellet operation partly-fluxed and acid iron ore pellets can be appropriately used. The paper describes the demands on, and characteristics of, different kinds of pellets used in the Federal Republic of Germany.

The adsorption behavior of gold in ammoniacal solutions on activated carbon was studied. The gold adsorption capacity of the activated carbon and the recovery efficiency were examined. The parameters affecting the adsorption of gold on the activated carbon included temperature, agitation speed, the concentration of cation and anion and the concentration of ammonia. It was found that the maximum gold adsorption was about 10 kg/t of carbon. The recovery of gold by the adsorption, from ammoniacal solutions was found to be dependent upon the initial gold concentration. Under experimental conditions, a gold recovery of 98% was obtained after 120 hrs of adsorption. It was also found that the initial adsorption rate was relatively fast, when compared to the entire adsorption period. The apparent activation energy for the adsorption was determined to be 15.8 kJ/mol. It was believed that the kinetics of gold adsorption on the activated carbon was controlled by pore diffusion.

The beneficial effect of a series nonylphenol polyethylene glycol ether surfactants were tested in the flotation of phosphate ores in which the mixture of sodium oleate and dodecane was used as collector. The performance of nonionic surfactants was first tested in the microflotation of pure apatite mineral. Microflotation experiments showed that the recovery of apatite depends on the number of ethoxylation of the nonylphenol surfactants and decreased with higher ethoxylation. The nonionic surfactant with the smallest ethoxylation group used in this research (NP-4) was then tested in batch flotation of phosphate ores. The flotation of three different size phosphate ores was carried out in the absence and presence of NP-4 surfactant. The beneficial effect of nonionic surfactant was obtained for fine size (-35+150 mesh) and very fine size (-150+400 mesh) phosphate ores at different collector dosages studied. But, in the flotation of coarse size (-16+ 35 mesh) phosphate ore the beneficial effect of nonionic surfactant was obtained only at high collector dosages.

Hargett Dear Dr. Hanna: As discussed in our phone conversation, we are enclosing a suggested revision to the paper, "Application of Bentonitic Clays in Suspension Fertilizer Formulations," published in MINERAL & METALLURGICAL PROCESSING, May 1990. The revision will replace the second paragraph in the article. The reason for the revision is that suspensions have decreased in market share since 1984 and at present comprise an estimated 25% to 30% of fluid mixtures. This represents 6% to 7% of all fluids and only 2% to 3% percent of all fertilizers. Based on national surveys conducted by the Association of American Plant Food Control Officials (AAPFCO), suspensions comprised an estimated 25% of all fluid mixtures in 1974, 33% in 1976, 35% in 1980, 40% in 1984, and 36% in 1988. Revision to "Application of Bentonitic Clays in Suspension Fertilizer Formulations." Suspension fertilizers are an important segment of the fertilizer industry in the United States. Suspensions allow higher concentrations of nutrients (N, P2O5, K2O) than clear liquid solution fertilizers. K20 content of solutions is limited to about 10%, while suspensions can contain more than 30% K2O. Suspensions can tolerate greater variations in temperature than solutions. In suspensions, if crystallization occurs, the crystals can remain suspended in a clay jell instead of settling as they would in solutions. Solubility is not a limiting factor in suspensions, since complete solubility of phosphate is not required. This allows a wider range of phosphate materials to be used. Also, materials commonly used in formulating suspensions are less expensive and more widely available than those for clear liquids (Getsiner et al., 1984).

This paper presents an evaluation of the tailings dam incidents included in the 1994 US Committee on Large Dams (USCOLD) Committee on Tailings Dams report. Also, comparisons are made to water storage dam incidents from USCOLD reports, as well as to more recent tailings dam incidents. The evaluation results show that tailings dam incidents result from a number of factors, including overtopping, static and seismic instability, seepage and internal erosion, and foundation conditions. The results also show that no particular type of tailings dam or operational condition is more susceptible to incidents. In addition, the results confirm that tailings dams should be located, designed, operated and reclaimed with a thorough knowledge of site conditions, mill operation, site monitoring and tailings characteristics.

While a NIOSH accepted procedure exists for determination of quartz in the respirable dust samples from coal mines, no specific procedure has been defined for quartz determination in bulk samples. In this study, the effect of particle size on the estimation of quartz using the infrared technique was evaluated. Several laboratory tests were performed to determine the dependence of the infrared absorbance peak height on the different sizes of quartz particles. The significant dependence observed between quartz particle size and the measured peak height indicates the potential for erroneous interpretation of the quartz in bulk samples depending on how the samples are prepared. A procedure to reduce the effect of size in the determination of the quartz content is suggested.

The molybdenite flotation plant at the Magma Copper Co. San Manuel concentrator has been in operation since 1956. In January of 1980, the plant was converted from a hydrogen peroxide-ferrocyanide process to the current sodium cyanide-sodium hydro- sulfide process. This paper is an operational review of Magma Copper Co.'s molybdenite recovery circuit, column cell flotation experience, and use of on-stream X-ray fluorescence analysis.

Taking into account the possibilities of condensation of water vapour contained in air during its flow through a series of spot coolers as well as formation of eventual fog, a mathematical model of dynamic temperature, specific humidity and degree of fogging of cooled air in underground mining galleries with direct ventilation is developed. In the gallery, there situated various heat and moisture sources both of distributive and of concentrated types. The model is represented by three partial differential equations of first order. The cases of cooling with full as well as with partial air stream flowing through the gallery are distinguished. Owing to the fact that in practical designing, more important is the knowledge of the variation process of temperature, specific humidity and fogging of cooled mine air at steady state conditions, the model is modified to a set of three nonlinear ordinary differential equations. Based on the presented algorithm, the obtained set of ordinary differential equations is numerically solved which enables to: • specify the distribution of temperature, specific humidity, relative humidity and degree of fogging of cooled air in mining galleries; • determine the cooling powers of air coolers for their known locations; • indicate the locations of the coolers of known cooling powers. Exemplary calculations of temperature and relative humidity of cooled air are presented graphically in a number of diagrams.

Cyanide leaching is the most common process employed in the majority of the gold extraction plants. These gold extraction plants naturally generate tailings and/or effluents that contain highly toxic cyanides, In geographic locations with excess precipitation and therefore net positive water balance, a portion of these tailings must be discharged. Before these highly toxic cyanide-containing effluents can be discharged to the waterways, cyanide and any other toxic substance must be destroyed. Geographic locations with high evaporation and low precipitation, as in the western USA, result in net negative water balance and therefore these plants can operate with a zero discharge option. However, with the current stringent environ­mental regulations and concerns for bird and wildlife mortality, even these operations may be required to partially treat their tailings to preclude potential harm to wildlife. Furthermore, heap leach opera­tions are now generally required to detoxify the heaps before abandonment. It is, there­fore, apparent that all gold extraction plants may be required to install some form of effluent treatment in order to achieve the above objectives,.

Kennecott Copper Corp.'s Metal Mining Div. operates three major open-pit copper mines in the western United States. These operations include Utah Copper Div., Ray Mines Div. in Arizona, and Chino Mines Div. in New Mexico. At each of these operations, the material is loaded by large electric shovels and transported by both truck and rail haulage. In 1977, 197 350 774 t (217,542,000 st) of ore and waste were mined at these operations, and 302 040 t (332,942 st) of copper were produced. Also a significant amount of molybdenite was produced as a byproduct. In operations as complex and large as these, there is an inherent need for up-to-date reports concerning how much material was mined during the previous day, and year-to-date, what equipment is scheduled for maintenance, how equipment has been performing, etc.

This paper discusses a laboratory investigation that studied the microscale flow characteristics of copper ores and the variation in flow behavior resulting from flow of leach solution. Fractures in 40- and 100-mm-diam (1.5- and 4-in.-diam) cores were first mapped by visual inspection. The permeability of cores to water-stressed in a triaxial stress field representative of in situ conditions - was estimated. The samples were then exposed to 20g/L (2.7 oz/gal) sulfuric acid and the experiment was repeated. The porosity and the rate of recovery of copper from the specimen during leaching were also studied. The measured permeability of unleached samples with no visible fractures ranged from 10-16 to 10-19 m2 and it increased as leaching progressed. The porosity increased significantly with leaching, while the rate of copper recovery decreased.

Introduction The disposal of spent ore from cyanide heap-leach processing facilities is of concern to the mining industry, the regulatory agencies and the general public. The disposal of an additional several hundred million tons of spent ore from heap-leaching operations is planned in the western United States during the next decade, and this amount could increase if gold prices rise. In the past decade, more than fifteen million tons of spent ore have been disposed of in the Black Hills of South Dakota. The criterion for offloading spent ore was set by the South Dakota Department of Environment and Natural Resources at 0.5 ppm weak acid dissociable (WAD) cyanide. South Dakota's nitrate offloading limits vary for each mine, depending on ore type and other factors. Concentrations of nitrate in the leachate from spent ore depositories could be the result of conversion from other nitrogen-containing species. One likely source of nitrate is residual explosives from the blasting of ore. Previous work on the combustion products of nitrogen explosives has shown incomplete oxidation (Johansson and Persson, 1970). Another likely nitrate source is the degradation of cyanide to ammonia, followed by oxidation to nitrite and nitrate. A third possibility may be leaching of background nitrate from soil or rock. Objective The primary objective of this research was to investigate laboratory procedures for predicting nitrate concentrations in effluent after the disposal of spent ore at heap-leach gold processing operations. Laboratory tests were performed to define the concentrations of nitrate and nitrite in leachate as a function of time. Sources and species conversions were examined by investigating the nitrogen contributions from cyanide neutralization and from blasting with ammonium nitrate/fuel-oil (ANFO) explosives. Ore processing at cyanide heap-leach facilities Gold mines in the northern Black Hills of South Dakota normally use the following steps in their heap-leach cyanidation processing: Blasting. Surface gold mines in the Black Hills use ANFO explosives (approximately 95% ammonium nitrate and 5% fuel oil). Field evidence and studies show that explosives often fail to ignite or burn completely in shot holes. One reason is that ammonium nitrate absorbs moisture readily, which reduces blast efficiency. Ferguson and Leask (1988) cited a study conducted at the Fording coal mine in southeastern British Columbia. In that study, the total nitrogen released to surface and ground water was estimated to be about 6% of the slurry explosives. However, Ferguson and Leask (1988), in a later analysis of water quality near coal mines in the Kootenay coal fields, indicated that this is likely an overestimate of the nitrogen release. Mines that used ANFO explosives in dry conditions released 0.2% of the nitrogen from blasting. Cyanidation. At surface gold mines in the northern Black Hills, cyanide species from heap leaching can be classified into free cyanides and simple ions, weak complexes, moderately strong complexes and strong complexes (Scott and Ingles, 1981). Degradation of cyanide and disposal of spent ore. Methods of destroying cyanides include hydrogen peroxide oxidation, natural degradation and evaporation, water leaching and alkaline chlorination. Hydrogen peroxide is used to oxidize cyanides in the northern Black Hills mining area. The hydrogen peroxide oxidation reaction forms cyanate, which can hydrolyze to form ammonium and carbonate ions. After formation of ammonia or ammonium ion, further oxidation to nitrite (NO2-) and nitrate (NO3-) can occur. Spent tailings from gold processing in the Black Hills normally are disposed of in tailings facilities constructed in nearby drainages. Infiltrating rainwater with a typical pH of about 5.6 is an additional component introduced into the spent ore after disposal. Methods Field sample collection. Spent ore samples were collected from conveyor belts (or other convenient points) at heap-leach mines by personnel from the South Dakota Department of Environment and Natural Resources. The samples were placed in black plastic bags that were contained within 5-gal buckets and sealed to prevent exposure to ultraviolet light. The existing Hetch Hetchy water system, owned and operated by the San Francisco Public Utilities Commission (SFPUC), serves 2.4 million people within the San Francisco Bay Area. The system has existing 1920s-era pipelines crossing under the Bay that are vulnerable to seismic damage from the nearby San Andreas and Hayward fault zones. The SFPUC plans to replace the pipelines with the first TBM-driven tunnel underneath the San Francisco Bay. The tunnel will be constructed using an Earth Pressure Balance machine. The new tunnel will pass under environmentally sensitive habitats and will be approximately eight kilometers (five miles) long with no intermediate shafts. The project challenges will include tunneling through a prominent buried bedrock ridge that transects the alignment and through soft soils under the Bay. Seismic performance criteria include maintaining service flows after a large earthquake on one of the active faults in close proximity to the project site.

An effective elution technique has been developed for recovering uranium from ion exchange resins loaded in the carbonate leaching process. The procedure employs direct elution with acid. In comparison with conventional base elution, the procedure yields eluate of higher uranium concentration, results in a more complete elution, keeps the performance of the ion exchange resin at the fresh stage, reduces acid consumption, eliminates carbonate consumption and reduces waste for disposal. The technique has been successfully demonstrated in the field and patented. It lends itself to commercialization.

Microcomputers have rapidly evolved to the level at which they can perform almost all of the computational tasks required for exploration, evaluation and exploitation of mineral deposits. The present capabilities of microcomputers are reviewed by examining their use on typical projects from the initial capture of exploration data to the subsequent technical and financial evaluation by microcomputer. Emphasis is placed on the need for compatible software and on the importance of a consistent hardware acquisition policy.

Permanent reclamation of tailing and acid forming mine wastes in the western United States has been largely a losing proposition. There have been few if any successes without actual burial of wastes with soil, overburden, waste rock or other material more amenable to reclamation. Rather than major breakthroughs, development of new techniques has been slow and steady. Revegetation of acid forming wastes with little or no soil cover is now probably feasible. Three key elements include the use of adapted plant species which are now becoming commercially available, lime and selective bactericide for controlling acid, and organic amendments such as manure or sewage sludge. Benefits of this type of reclamation often include reduced mobility of toxic metals and improvements in water quality. With a stringent regulatory regime for mine wastes impending under Strawman II, the importance of good, economical reclamation techniques will become critical to successful and profitable western mining operations.
