This presentation we hope will provide you with an orderly approach co mine and surface plant closure taken from our experience over the past several years on six different projects within the intermountain states. There is no magic to the approach. It is basic common sense and yet it is interesting how many of the specific details are overlooked due to the individual complexity of each site. Our attempt here is to share some of the issues that have confronted us on these six sites. Please recognize that it is impossible to be all inclusive. Of the six sites we have drawn from; two are mine, mill and smelter sites dating back to pre-1900, one is an industrial site dating back to the early 1900s, two are mill and concentrator sites dating from the late 1940s and one is a mining district site dating from the late 1800s.

Introduction Economic pressures in the international marketplace have spurred advances in almost every facet of flotation. New developments have occurred in flotation chemicals, flotation machines, and in the application of automated process control technology to grinding and flotation. Many of these advances are the results of concerted efforts to apply the knowledge obtained from basic flotation research over the past 15 to 20 years, to develop industrial technology for the more efficient separation of sulfide minerals in real ores. Mining company executives and equipment manufacturers are being called on to make decisions for incorporating some of this technology into present operations. This discussion is limited to two developments now at the stage of being engineered into industrial scale operations. They are control of the electrochemical environment or redox potential of the slurry, and control of bubble size in column flotation. Potential economic impacts are noted. Froth flotation Froth flotation makes use of differences in the surface properties of finely ground minerals to obtain separation. If the mineral surface is water repellent, the mineral particle will stick at the air-water interface of a bubble and float. If a mineral surface is not naturally water repellent, a chemical collector is added to the slurry to make it so. The collector must adsorb on, and make water repellent only the mineral to be recovered, not the gangue minerals. To achieve this degree of selective adsorption, chemical modifiers may have to be added to the slurry. Modifiers include pH regulators, activators, and depressants. Electrochemical control One of the most significant developments in recent years in the area of mineral processing technology is the recognition that collector adsorption of sulfide minerals is an electrochemical process. Consequently, flotation of these minerals depends on the electrochemical or redox potential of the system. Conventional clean coal technologies which consist of coarse coal cleaning by gravity methods and treatment of natural fines by flotation can only remove a portion of the pyritic sulfur and ash in the coal. Higher (+90%) pyritic sulfur rejection is attainable when coals are ground to ultrafine sizes to enhance liberation of the mineral matter and then cleaned. However, cleaning of coal at very fine sizes poses a number of unsolved problems, the chief one being the loss of cleaning efficiency. This, of course, means that liberation of pyrites does not always equal its rejection. In addition, the dewatering of fine- cleaned coal, and its handling, transportation, and acceptability to the utility industry a1 so pose considerable technical and economic problems, especially when compared to the FGD alternative. Stillwater Mining Company is developing a second underground palladium and platinum mine approximately 21km (13 miles) west of their existing Nye operation in south central Montana. A 5650 meter (18,550-foot) tunnel is required to gain access to the ore bearing horizon (J-M Reef). Access and primary mine development can be accelerated through the use of two 4.6 meter (15-foot) diameter tunnelboring machines (TBM). One TBM was purchased new while the other was purchased used. Machine specifications, site support facilities, portal/launch chamber construction, TBM assembly, startup and operation are discussed in this paper.

INTRODUCTION Tens of deposits in' coal basins of Western and Eastern Siberia are being open-mined with the technology of overburden rehandling into the mined out space of pits by excavators - draglines. This technology is preferred due to the high productive Russian equipment, comparatively low cost, and relatively small Influence exerted on the environment. The basic tendency of the last decades is the aspiration for enlarging the sphere of the' technology application for development of gentle and steeply dipping seams with the use of blast destruction of overburden and with combined winning of loose alluviums and rock partings. Complex technological schemes with multiple rehandling are widely used. In addition to it, stripping workings, intermediate storage of mineral resources, placing of transport dumps, and engineering construction can be realized with the use of draglines. More than ten of dragline faces are simultaneously exploited in some pits, and the rehandling coefficient ranks from 0.1 to 8. Here, conditions of winning and placing (position of a face and existing dump) are varying in space and time; this leads to the necessity of reconsidering the order for conduction of works (schemes) within the current designing. By now, in order to this, it is required to realize complex engineering calculations by graph-analytical methods and definite experience. The need is available for automatization of this process by creation of the corresponding software. The software is to: • Orient on the active pits and use information on the existing geology, equipment, and situation in mine. • Calculate the existing schemes more operative and on a higher qualitative level to model their development in a pit space with parameter optimization. • Predict situations demanding to change the existing technology for mining operations and recommend optimal technological schemes. METHODOLOGICAL FOUNDATIONS FOR MODELING The problem is not new, it has more than fifty year-old history of creating mathematical models algorithms, and programs in Russia, Ukraine, USA, Canada. Australia and other countries with the developed mining branch. Conventionally, all population of programs can be divided into three groups depending on goal and interval of prediction: • Long-term programs used in designing and intended for substantiation of the nine capacity, selection of mining system, establishment of limits for applying the technology of overburden rehandling. INTRODUCTION Geophysical applications to engineering projects are usually considered for reconnaissance exploration, and for some preliminary design phases. Recent experience indicates a growing need and a greater number of requests for measurements during construction. This is particularly true where seismic velocity values are related to strength properties of rock. Typical project objectives during construction are: dike and tunnel realignments required by surprise conditions encountered during foundation preparation; checks on grouting effectiveness which require velocity measurements before and after grouting; and dynamic moduli measurements along the walls of tunnels and deep excavations. This paper considers one of the on-site seismic applications that is rather simple and straightforward, and yet has few references in the literature. The specific objective is the measurement of seismic velocities (both "P" waves and "S" waves) for determining the thicknesses and dynamic moduli values of loosened zones of tunnel wall rock. In this paper, the compressive strengths, failure modes and acoustic emission behaviors of cubic coal specimens containing bedding planes at various inclinations are considered. Test results showed that the compressive strengths and the modes of failure of coal specimens depend on the inclination of the bedding planes. From the acoustic emission (AE) measurements, the count rate detected through a low-pass window (AE (L)) was compared with that through a high-pass window (AE (H)) in each test. The results of accumulated AE history were compared with AE signatures of others. It is shown that the AE signature of coal depends on the inclination of the bedding planes, and the AE signatures can be classified into three groups. Each group corresponds to a particular mode of failure, namely, slip on the bedding planes, fracture across the bedding planes and fracture extension through the bedding planes. The parameter r, defined as the ratio of AE (L)/ [AE (L) + AE (H)], is plotted against the stress for each test. Test results showed that r also depends upon the inclination of the bedding planes.

Packer test data and tunnel in?ow observations are used to show that the distribution of equivalent hydraulic conductivity obtained for a rock mass from borehole packer testing will be biased if the orientations of the planned tunnel and testing borehole differ. Furthermore, test results show that the distribution of equivalent hydraulic conductivity is different in various geologic sub-units at the same site. The impact on in?ow of the major uncertainties, including conductivity, head and specific yield, is illustrated to be amenable to a combined analysis using Monte Carlo simulation.

Designing optimal placer gold recovery plants requires a detailed knowledge of the size, shape and surface physical characteristics of the gold particles and the host alluvium in the pay gravel, sand or clay. Results of a recent pilot-scale study of the quantitative performance characteristics of riffled matted sluice systems are presented. For the appropriate non-coherent pay gravel-sand with medium-flat gold, simple sluices can recover gold at greater than 85% efficiency down to 100pm diameter. Alternatives to simple sluices are presented and discussed briefly.

Numerous researchers worldwide have investigated the prediction of ground movements due to underground coal mining utilizing different analytical, empirical, and numerical models. These studies have primarily focused on the development of prediction methodologies for either flat or gently dipping seams under variable topography, and only a few studies are available that have investigated the prediction of ground movements over inclined seams. Although most inclined coal seams are in China, India, and other countries worldwide, a few inclined coal seams (with a dip of 10 degrees or greater) are also present in the US. Currently, the prediction of ground movements for inclined coal seams using empirical methods utilizes the same methodology for horizontal seams. It consists of dividing the inclined seam into horizontal segments, calculating deformations due to each segment, and superimposing the calculation results. This paper presents a new tool that provides a methodology for modeling subsidence under inclined seam conditions. Examples based on subsidence measurements available in the literature are presented. The goal is to implement this methodology into the Surface Deformation Prediction System (SDPS).

This paper deals with the responsibilities of an operating geologists and the relationship of operations to exploration. It should be of interest to those soon to enter the profession, those new to pining geology and as a review to more experienced geologists. Subjects discussed include detailed geologic mapping, sampling, core logging, assaying, selection of proper map scale, posting geological and assay data, section preparation, identification of ore controls, delineation of development drill targets and geologic hazards, models and the very important topic of salesmanship. Methods and ideas, proven valid in vein, pyrometasomatic replacement and porphyry copper deposits are presented. Hopefully, these will smooth the path for new members of our profession.

In response to a request from the Mine Safety and Health Administration, the Bureau of Mines has recently completed a respirable dust survey of 18 U.S. coal preparation plants. Of these, three were essentially free of dust problems. Respirable dust exposure of workers in the remaining plants depended on the time spent in the dusty areas. In five of the plants surveyed, Bureau tests showed that in some areas worker exposures could exceed Federal dust limits in less than 2 hours.

R. Michael Craig Mr. Juvkam-Wold's article is a timely and much needed presentation of the method of depressurization to reduce ground-water inflow into mine shafts. The article is very informative and discusses the effects of depressurization upon shaft inflows adequately. However, the article omits a discussion of another important benefit of depressurization: the reduction of potential for artesian burst or, as it is also called, floor heave. Confined aquifer systems (artesian aquifers) can contain water under several hunder pounds per square inch (psi) of pressure. For example, water levels at elevations of 455 m (1500 ft) or more above the top of the Westwater Canyon member of Reply by H.C. Juvkam-Wold In general, Mr. Craig's comments are useful and accurate regarding the potential benefits of aquifer depressurization. However, two of his points require further explanation since they may lead to a misunderstanding of my paper and its predictions. These refer to his comments regarding failure to account for storativity and to non-artesian conditions. Equation 5 is indeed Darcy's steady state equation. However, as a careful review of the appendix in this paper will reveal, I have used this equation to represent semi-steady state conditions. The Bureau of Mines monitored the water quality in and near a copper/gold tailings impoundment. Samples were taken from the unsaturated %one. and dissolved concentrations of over ZO constituents were measured with respect to depth and moisture content, factors which influence oxygen content and sulfide oxidation. Samples from the unsaturated %one were drawn through a hypodermic needle sampler into individually evacuated vials fitted with septa, thus preventing oxygen contamination. Water quality was also monitored in the saturated tailings, underlying colluvial aquifer, and weathered andesite bedrock.

Outokumpu Electronics has designed a new on-line coal slurry ash analyzer, based on an instrument developed at Michigan Technological University. The primary goal was to build an accurate instrument at the lowest possible cost. The instrument determines ash content from measurements of X-ray backscatter, iron K, fluorescence, and low-energy y-ray absorption. It is capable of measuring the ash content with a standard error of 1.1% ash over an analysis range of 9-21% ash and 7-22% solids. The analyzer was tested on coals from United States, Poland, Great Britain and the USSR.

The development of a successful restoration strategy for any drastically disturbed site is dependent upon a thorough understanding of the chemical properties of the spoils or mining wastes that need to be stabilized. The majority of revegetation research in the USA has been conducted on coal mining spoils and coal preparation wastes, and this paper will focus on these two materials and their modification for plant growth and water quality protection. Potential acidity derived from the oxidation of pyritic (FeS2) materials is the most important chemical factor that must be estimated and managed, but physical properties such as severe compaction or excessively low water holding capacity are also very limiting. Conventional soil fertility tests are very difficult to interpret for mine soils because of their tendency to extract elements from fresh, unweathered surfaces that are soluble in the extract, but not plant-available. A wide array of waste products such as sewage sludge biosolids and coal fly ash are readily available for use as mine soil amendments, but their utilization must be carefully matched against the needs of the post-mining plant community and their potential water quality impacts.

The mechanism and kinetics of pretreatment on pyritic gold concentrate with the catalytic oxidation acid leach (COAL) process were studied in the temperature range of 80-100°C and oxygen pressure range of 230-1013 kPa, with sodium lignosulfonate (SL) and mixed medium of sulfuric acid (11 g/[ ]) and nitric acid (5.5 g/ [ ]). The results show that nitric acid acts as a catalyst, the surfactant changes the hydro-phobicity of resulting elemental sulfur to favor the oxidation of pyrite, and the oxidation-determining step would be the chemical reaction between nitric acid and pyrite. When about 80% of pyrite contained in the concentrate is oxidized, the gold cyanidation extraction exceeds 95 % . The nitric acid in solution can be recycled and used again.

The Nevada Test Site is located approximately 100 km (65 miles) northwest of Las Vegas, NV. The site was primarily used by the Department of Energy for the field testing of nuclear weapons and has been contaminated by several million cubic feet of low-level radioactive wastes, heavy metals, explosive materials, and volatile and nonvolatile organics. The transportation and leaching of these contaminants are creating serious environmental problems. The purpose of this study is to examine pozzolan, a natural alumina-silicate mineral, as a possible replacement for the existing impermeable clay barriers. In the first phase of this study, radionuclide sorption characteristics of pozzolan were investigated. This paper presents the results of the adsorption tests for the target radionuclides.
