The Bokan Mountain area on Prince of Wales Island, AK, contains vast quantities of heavy rare earth minerals. To lessen the US dependence on foreign sources, the US Bureau of Mines (USBM) investigated yttrium recovery from this ore. By sulfating the ore at 250 ° C for 1 hr at an H2S04:ore ratio of 1:1 and then water leaching the sulfated material for 1 hr at 20% solids and 25ºC, over 74% of the yttrium, cerium, and lanthanum were solubilized. Solvent extraction (SX), using a synergistic combination of OPAP and DEHPA, selectively loaded 100% of the yttrium. Yttrium was stripped directly as a solid using a 2M, 35 ° C NaOH liquor. When the OPAP/DEHPA mixture was tested in a continuous SX circuit, yttrium loading and stripping were 100% and 96%, respectively. The organic showed excellent recyclability properties with minimal solvent loss.

Statistical variability in rock strength can be evaluated by rapid, inexpensive ultrasonic pulse velocity measurements, an important consideration since rational probabilistic design in rock is often hampered by the cost of obtaining sufficient strength data. Experimental ultrasonic pulse velocity measurements on a set of 96 limestone specimens showed two distinct statistical populations. Both populations followed Weibull distributions, with flexural strength distributions paralleling pulse velocity distributions. Thus, experimental results suggest that strength variability may be predicted from a few rationally selected strength measurements and several ultrasonic tests. The correspondence between strength and velocity may then be used to develop an experimental transformation function, allowing the development of a statistical distribution function for strength based on the known statistics of velocity. Comparison of experimental groups with full sets of corresponding strength1 velocity data showed the technique offers a fairly accurate description of the statistics of strength.

Since the hypothesis of coal and methane outburst mechanism based on elastic mechanics gives no consideration to time, it can not give a satisfactory explanation to the outburst occurrence and its development. A creep mathematical model of coal containing gas has been set up through creep tests and analysis under the condition of tri-axial compression. And the model can explain the phenomena of coal and methane outburst successfully. The tests proved that there is no essential difference between the rheological properties of prone outburst coal and non-prone outburst coal. Outburst can take place in any kind of coal if the rheological conditions of coal containing gas are met. The creep mathematical model provides a basis for establishing a comprehensive index of coal and methane outburst possibility.

Improvements in metallurgical performance are continually being made in the attempt to achieve the metallurgist's goal of maximum concentration, minimal loss of recovery and at costs that maximize profit margins. Innovative technological advances provide a means for the metallurgist to more thoroughly understand the mechanisms of separation and foster new ideas from old. Problems associated with the implementation of new technology can be overcome effectively if the metallurgist thoroughly understands the metallurgical systems with which he is working.

A short course, held during the SME Annual Meeting in Phoenix, AZ in February, focused on software for surface and underground mine modeling. The objectives of the short course were to review techniques for surface and underground mine planning. Mine planning software vendors were invited to demonstrate how their software runs, given a standard data set. Six vendors of mining-specific software participated in the workshop. They were Exploration Computer Services (MINEX 3D), GEMCOM Services, Inc. (PC-MINE), KJRA Systems (VULCAN), Mine Development Associates (SURPAC), Micromine and MINEsoft (TECHBASE). Data set A data set was created to challenge the capabilities of each vendor's software. The criteria used for the data set selection were: • a minimum of 300 drill holes; • the data must include topography, drill hole survey, assay and formation contacts; • the deposit was multimetallic; and • there was the potential to be mined by surface and underground methods. The data set used was an actual, complex copper ore body with a small amount of gold. The ore body was close enough to the surface to be mined by surface techniques. Part of it, though, was also amenable to underground mining. To further complicate the problem, a river ran across the area of the ore body. This presented mine planners with the problem of either moving the river or mining around or below it. The ore body had not been mined, so no data was available for the tons and grade actually produced. Data for the mine planning problem was distributed to each vendor about two months before the short course. They had the opportunity to load the data into their systems, build an ore body model and perform preliminary work. During the first day of the workshop, the vendors received problems concerning the ore body. They went to work on their machines, attempting to show short course participants how their software could help solve the problem.

I commend the authors on examining an interesting method of shaft lining and attempting to improve safety in a dangerous environment by remotely installing the shaft lining. It is important, though, to not trade off shaft lining safety for long-term mine safety by lining an intake shaft with combustible material. In many operations, the mine utilities are installed next to the lining of the intake shaft, supplying a possible ignition source if damaged or overloaded. Although the polyurethane studied in the paper is of relatively high density, no mention is made of the flame retardency of the samples. When exposed to heat, small amounts of polyurethane will melt and bum but are extinguished when the heat source is removed. If large surface areas of combustible polyurethane - a tunnel or mine shaft- are exposed to ignition heat sources that are not removed or extinguished early, an uncontrollable, fuel rich fire may result with high carbon monoxide levels, low oxygen concentrations, and greatly increased burning rates that can have devastating effects on the ventilation system and miners' safety. Although these heavy polyurethanes lend themselves to a "pouring" application around the annulus of the shaft liners and is a continuous process, past experience with atomizing and frothing polyurethane spray systems indicates a high degree of maintenance and operator attention to the nozzle1 delivery system. This may require more miner's time to be spent in the shaft maintaining the foam system, negating some of the safety advantages of the system. If polyurethane foams are to be used in mines, they must be of the highest quality available in terms of flame spread, heat emitted while curing, and contaminants emitted while curing and spraying. In addition, employees must be given adequate training and be thoroughly informed in all aspects of polyurethane foam safety procedures. As witnessed by our fellow miners in South Africa, we can accept no less.

Off-highway tire costs represent a significant portion of the total mining costs in openpit, truck-shovel operations. To extend the lives of tires, the site-specific factors influencing tire life should be investigated Valuable data can be obtained by combining historical operational data captured by a mine dispatch system with detailed tire and maintenance histories. Assuming that failure counts satisfy a Poisson distribution, F-tests can be applied to determine significant deviations from desired or target counts. The methodology developed in this paper can be used to identify the haul routes and loading and dumping zones that have significantly higher incidences of tire failure. Corrective action can then be targeted at these zones by modifying the shovel or truck operator practices; changing the haul route maintenance and clean up practices; or altering the bench, ramp or waste dump design parameters. An example is given of the correlation of tire separation and tire impact failures with haul routes for a fleet of nine Caterpillar 793C trucks in operation at the Chuquicamata Mine in northern Chile. A high incidence of impact failures was observed for the ex pit ore crusher and for tires installed in the left outer rear position on the trucks. The latter was postulated to be due to a preference for drivers to execute right-hand turns prior to dumping. Recommendations were made to revise crusher and dump cleanup practices and investigate the feasibility of super-elevating the surface of dumping zones to reduce ground pressure on the left rear tires.

On the basis of well known and widely used in mine practice retreat longwall mining system, physical and mathematical models of air leakage dynamics have been created. Flow is assumed viscous-inertial and considering natural anisotropy of porous media of a gob area. As a result of modeling pressure and leakage distribution and velocity field can be defined. Thus the model presented in this paper can be used as aerodynamical prediction of gob area characteristics.

Since 1956, when Broadbent and Callcott 1 proposed to analyze breakage processes by matrix methods, several authors and their co-workers have proposed various models of grinding that, in principle, could lead to fully automated grinding circuits. In particular, Meloy and Gaudin2, Gardner and Austin3, Kelsall and Reid4, Neloy and Bergstrom5, Callcott and Lynch 6, and Draper and Lynch have, by either computer simulation or by experimental data, or by a combination of the two, verified that comminution is reasonably well described by at least two functions: a selection function and a breakage function. The stage concept proposed by Callcott and Lynch6 requires that a classification matrix be included to completely describe breakage in an open circuit rod mill. The purpose of this work, portions of which are herein described, is to accumulate sufficient information on the breakage characteristics of quartz and magnetite in an open circuit rod mill, so that several of the theoretical and experimental approaches proposed in the literature can be compared with each other. Data is being gathered to compare the experimental method used by Kelsall and paid against the stage approach of Callcott and Lynch.

Sludges produced by lime treatment of acid mine drainage (AMD) can contain significant quantities of base metals which represent both a potential hazard and a loss of values. A new technique for metal recovery from sludge is proposed by combining selective acid leaching and adsorption of metal ions by activated silica sol. The process is demonstrated on two AMD sludges, one containing primarily nickel and the second zinc. They were first treated with sulphuric acid (pH 3.5) to selectively leach the target metals and then activated silica sol was added to the leach solution to adsorb the nickel and zinc. Thickening and centrifuging gave about 90 percent rejection of the input volume to effluent. The adsorbed metals were redissolved by strong acid into a concentrated solution relative to the feed and the silica sol was recycled.

A 4.8 m (16 ft) diameter hard rock tunnel was driven through granite bedrock to create the 1.7 kilometer (1.1 mile) long Hampton McCloy Retention Tunnel for the city of Richmond, Virginia. During the work the tunnel encountered narrow seams of partially decomposed granite that were not self supporting and could be dealt with using ribs and lagging. However, as the tunnel approached the receiving shaft, it encountered a large seam of highly decomposed rock, alluvial deposits and running sand which resulted in soil loss into the machine. As a result of this condition, a jet grouting program was quickly developed to allow the tunneling to continue. This paper will describe the manner in which jet grouting was used to solidify and stabilize the decomposed bedrock, alluvial soils, and running sand to allow the TBM to continue tunneling.

An overview presentation of the fast-track start up of Cerro Colorado, a new copper heap leach project in Chile's Atacama' desert. A brief explanation 'of location of the property, exploration history, geol-ogy, reserves and development are presented. The overview includes mining, crushing, agglomeration, and the solvent extraction-electrowinning recovery process. Challenges and requirements specific to heap leach systems will be addressed and analyzed. A detailed description will be given of the mobile heap leach conveying and stacking systems used in the building of heaps for on-and off-pad operations.

It has been discovered that water insoluble alcoholic solutions of alkyl hydroxamic acids serve as selective collectors for the flotation of phosphate mineral resources (Miller et al., 2000). The effectiveness of the new collector chemistry has been demonstrated by the results from single stage bench scale flotation experiments for feed material from plants in Florida, North Carolina, and Utah. In the best case, from experiments with low grade (5% P20,) coarse feed (16 x 35 mesh), a single stage phosphate recovery of 95% was achieved with a concentrate grade of 31% P20,. Such a separation efficiency could not be achieved using the traditional fatty acid/fuel oil collectors as is evident from a comparison of the respective grade/recovery curves.

Concentrate flow rates were measured for the flotation of -100-mesh Lower Kittaning coal in a computer-controlled 0.076 x 3.5-m pilot flotation column. The variables studied were recovery zone height, airflow and solid feed rates. The specific projected surface areas of the feed, concentrate and tailing streams were determined from the measured particle size distributions. The results obtained show that the concen¬trate flow rate was independent of recovery zone height but was dependent on the hydrostatic pressure setting (measure of froth depth), gas flow rate, solid loading and particle size. New correlations for column carrying capacity and yield are provided as a function of bubble surface area flux and the specific particle projected surface area.

In response to a request from the Mine Safety and Health Administration (MSHA), the US Bureau of Mines completed a respirable dust survey of 18 US coal preparation plants. Of these, three were essentially free of dust problems. Respirable dust exposure to workers in the remaining plants depended on the time spent in the dusty areas. In five of the plants surveyed, Bureau tests showed that in some areas worker exposures could exceed Federal dust limits in less than two hours. Cooperative studies were arranged with coal preparation plants using three different dust control techniques. These included a standard baghouse-type dust collector, two types of scrubbers, and an electrostatic precipitator. Results of these evaluations are presented. Various types of ventilation systems used during summer and winter conditions were also evaluated. Results showed that appropriate ventilation can provide a highly cost-effective method for controlling coal preparation plant dust.

Work done by Foster-Miller Associates under a Bureau of Mines research contract has developed methods to increase significantly the amount of fresh air that reaches the front of a continuous-mining machine. The emphasis was on removing methane build- ups that occur at the cutterhead. Using a full-scale plywood mockup of a coal mine working face area, the study showed that in many instances only about 20 pct of the fresh air heading towards an exhaust brattice or tubing actually gets to within 1 ft (0.3m) of the face. The key to providing more air at the face is to enhance and move forward the natural airflow pattern. This change in the natural airflow pattern can be accomplished by taking advantage of the air-moving abilities of the conventional water spray. It was discovered that if all the water sprays on the machine were realigned, then ventilation efficiencies of 70 pct or more were achieved regularly. This meant that if 9,000 cfm (4.2 m3/s) was entering the brattice, at least 6,300 cfm (3.0 m3/s) of this was reaching to within 1 ft (0.3m) of the face. This water spray realignment consists of placing a few nozzles on the side of the machine opposite the curtain and also tilting the front sprays slightly towards the curtain side. Recently, two underground tests and two additional independent laboratory tests of the water "Spray Fan" have been completed. In general, they have confirmed the performance of the Spray Fan system, but they also have provided useful information as to its difficulties and limitations.

This article, though not common feature material, should be of reader interest. Goth made this presentation as the keynote address at the 19th Annual Intermountain Minerals Conference in Vail, CO, in August. Introduction Working backward, what is an LDC? LDC stands for Less Developed Country. LDCs play a dynamic role in world supply and demand of basic materials. They occupy an equally important position in international marketing and finance. I will explain later some of my concerns with LDCs. First, I want to address an issue I think is of equal or even greater concern. Mining and High Technology Unfortunately, many people believe that America must make a decision now between being a smokestack-based economy or a high-technology-based economy. Some would have you believe that smokestack America is dead. Our only option is to turn to high technology, in a manner similar to countries such as Japan. Presumably, when we talk about high-technology industries we envision organizations that came into being within the last decade or so and incorporate microelectronics, biotechnology, and interconnected computers. The entire workforce is clad in lab coats and there are few employees in proportion to the work performed. High-technology industry is not labor-intensive work thanks to the efficient robots used. On the opposite side are smoke-stack industries, that we presume include the older, basic industries such as mining, agriculture, iron and steel manufacturing, ship-building, auto manufacturing, and nearly all forms of construction. These industries are judged to be labor intensive, requiring unsophisticated and untrained employees who succeed by the sweat of their brows rather than by advanced degrees in mathematics and physics. If these are indeed the presumptions about high technology versus smokestack industries, then I submit that those presumptions are a disaster. They are wrong and far from the truth. Smokestack industries, such as mining and the others mentioned, are indeed much older than some of the recently founded high-tech industries. But this does not mean that those smokestack industries are low-technology industries. On the contrary, American agricul¬ture is a very high-technology industry whose crop yields are the envy of the entire world. Mining uses virtually all of the advances available through modern technology. Far too many opinion leaders still envision mining as Humphrey Bogart and John Huston in the movie Treasure of the Sierra Madre. Yet there are many who hold the opinion that our basic industries are dead and that this country's future depends on specialized high-technology industries and services. That is tantamount to announcing we will continue to build space shuttle vehicles, but we no longer need launching pads and landing fields. The point is, we should not be wasting our time talking about "new" industries and "old" industries. We should devote our time and effort to industries that are effective and efficient in meeting our needs, in contrast to industries that are not effective and efficient in meeting our needs. Less Developed Countries That leads me to some of the problems I perceive with policies regarding the previously mentioned LDCs - Less Developed Countries. Far too many people do not realize that many of the smokestack industries being lauded in Less Developed Countries are being operated at a loss and to the detriment of worldwide industry. In previous work at Virginia Tech, a population balance-model describing the simultaneous processes of size reduction and mineral liberation has been developed. Experimental verification of this model, however, has been limited to a binary mineral system containing only one composite particle class. When considering multiple classes of composite particles, estimation of model parameters becomes much more difficult. In the present work, a procedure for estimating model parameters for a multiple-composite- class model has been developed. Emphasis is placed on direct experimental determination of these parameters. The physical significance of the breakage rate function and the liberation function in characterizing the liberation process is also discussed.

Will Rogers unwittingly commented on the essence of evaluations when he said: "We don't know what they don't know!" In so doing, he explained why managers have an obligation to verify that their personnel really know what is expected of them. Rogers further stated that "What we know may not be so!" Here, he suggests that managers must establish the correctness of facts on which they make decisions concerning the future of their organizations. Yet, there are some managers who may not have considered this basic wisdom. These are perhaps the ones who shun a solid, fact-finding evaluation. Instead, they trust to guesswork as a basis for attempting improvement. Without realizing it, they may be making incorrect decisions harmful to the very organization they are trying to improve. Unfortunately, an attitude of avoiding evaluations often permeates whole organizations when their managers fail to appreciate their importance. Recently, the following was found prominently displayed in the office of a maintenance manager. Regrettably, the facts of a subsequent evaluation established how imprudent his attitude was:

Laboratory tests on controlled airflow recirculation have shown the development of transient states in response to changes in system prevailing conditions such as those generated by a sudden start-up and stoppage of fans. Researchers in many European countries have developed various models to explain these phenomena. However, these models failed to consider some important factors such as diffusion and dispersion of gas in turbulent flows. For both in-line and cross-cut recirculation, tests have shown that after the start- up of a booster fan, the gas concentration in the system fluctuates, reaching high levels at the initial states and slowly dying out with time. These fluctuations cannot be represented adequately by simple step-wise functions but rather by smooth, albeit complex equations. In this paper, the phenomena are explained by the convection-dispersion theory, and represented by a mathematical model. Based on a few simplifications and applying Fourier's Transform Method to the differential equations of the flow recirculation model, an integral form of gas concentration function was derived. The Simpson Integration Method was used to compute numerical results for two laboratory tests. The paper also discusses the range of the dispersion coefficient to improve the accuracy of the model.
