Recent regulatory and policy initiatives under the Resource Conservation and Recovery Act (RCRA), and the Comprehensive Environmental Response Compensation and Liability Act (CERCLA), will have a significant effect in risk reduction requirements for the mining and minerals processing industry. For example, Congress is considering regulating 20 special wastes from the processing of ore and minerals through RCRA Subtitle D and TSCA. The performance of risk analyses and environmental planning at mining projects is often driven by Federal and state regulatory standards. Recent regulatory and policy initiatives by the Environmental Protection Agency under the Resource Conservation and Recovery Act (RCRA), and the Comprehensive Environmental Response Compensation and Liability Act (CERCLA), will have a significant effect on environmental planning and risk reduction programs for mining and minerals processing. Regulatory programs implemented under other Federal laws including the Safe Drinking Water Act, Clean Water Act, and Clean Air Act will also impact industry practices. This paper provides: 1) a brief overview of mining waste and mining waste management, and 2) a description of these regulatory initiatives and a discussion on the impacts of new requirements on environmental and risk reduction programs in the mining industry.

Western Energy Co.'s Rosebud mine in Colstrip, MT, has implemented innovative mining techniques in the past,* and following in that tradition, new techniques for overburden removal were recently introduced at the Montana coal mine. In April 1979, falling coal production left Western Energy in a bind. At that time the company was one of the first to implement a dozer/scraper stripping system for additional stripping capacity. This time around, however, the challenge was to eliminate spoil rehandle with a dragline while digging down 33 in. "Rehandle will increase 20% by going down an additional 3 m past the 24-m level," according to Bob Cope, mine supervisor for Western Energy. To cut this additional expense by eliminating the need to rehandle, Western now uses scrapers to bench down for the dragline. This system utilizes the flexibility of scrapers as earthmoving tools. Although scrapers were originally purchased to fill an immediate need for productive, low-cost overburden stripping, they are now benching and continue to optimize the overall effectiveness of existing draglines. According to the company, the draglines couldn't keep up with production requirements if they had to rehandle spoil material. Benching with the scrapers eliminates spoil rehandle. Western Energy expects to produce 10.6 Mt of coal this year from three active pits in the Rosebud mine. Western estimates that there are enough coal reserves at Rosebud to support a 40-50 year operation. The sub-biturninous coal has an energy value of 9.2-9.4 Mj, 0.87% sulfur, 8% ash, and 20% moisture. Pit A, approximately 610 m long and 45-55 m wide, is the mine's greatest producer. A Marion 8050 dragline with a 46-ms bucket digs 30-33 m to uncover the 7.3-m Rosebud coal seam. Here, the scrapers were put to work benching for the dragline. Long Construction Co., which operates the mine equipment for Western Energy, uses four Caterpillar 637 tandem-powered scrapers, two Cat 631s and two Terex TS-24s. The number and combination of scrapers actually used for benching periodically changes, depending on which ones are needed for topsoil removal and reclamation. Scrapers benched down about 9 m and removed nearly 2.3 Mm of over-burden at pit A. About 1 Mm was placed in a 9-m lift on top of the high-wall at the head of the pit. This paper describes an experimental setup for multiple fan ventilation systems at the ventilation laboratory of the West Virginia University Department of Mining Engineering. Housed in a 30-ft x 70 -ft room, the experimental setup consists of three 18-in., variable-speed, axial flow fans; an 18-in. -diam, fiberglass tubing; associated fittings for arranging networks; and a picot-tube measuring and data-acquisition system. The fiberglass tubing and fans can be organized into non-planar networks of two or three fans. The setup is mainly designed for studying the characteristic curves, operating points and fan stall for multiple fan ventilation systems.

INTRODUCTION Primarily because of mining at greater depth, an increasing number of coal mines in the United States experience floor heave problems. In many instances, the floor heaves at a slow rate without causing health and safety related problems; only additional roadway maintenance and coal handling equipment are required. However, when rapid, massive heaving occurs, the safety of mine personnel in the vicinity is jeopardized. Extensive floor heave causes a redistribution of stress around the mine opening and can cause additional ground control problems. This paper presents an analysis of rapid floor heave in a deep western coal mine. The analysis is based on field measurements, laboratory data, and beam design theory. Factors affecting floor heave, such as mining-induced stress, mine opening size, entry orientation, mine geology, rock physical properties, and gas pressure, are considered. Examination of floor heave in the mine indicates that heaving is primarily caused by deformation of a soft floor member that is subjected to high mining-induced stress. Theoretical analysis of in situ floor stresses resulting from overburden loading indicates that floor failure will occur. The analysis is confirmed by visual observations of floor heave in the mine. Recommendations for mine layout and opening design to control rapid, massive floor heave under these conditions are also presented. MINE-FLOOR-FOUNDATION THEORY The floor stratum in a coal mine acts as a foundation to support coal pillars and artificial supports, thereby providing support to the mine roof. The overburden load, transferred through pillars and other supports, applies tremendous stress to the floor. Soil mechanics theories provide solutions for foundation design problems that apply to the mine floor. Based on foundation theory, vertical load on pillars causes high shear stress zones in the floor. If the floor is relatively weak, it may fail and dislocate upward into the mine opening. Strong roof strata that do not readily fail transmit most of the overburden load through pillars to the floor. Heaving may result, depending on the thickness and physical properties of the floor

At stake is the future of over 1,300 employees at the largest producing full gravity block caving copper mine in the world. A joint venture of Frontier-Kemper Constructor's Inc. and Deilmann Haniel GmbH is helping create that future through the successful application of tunnel boring technology. This paper examines the details required to assemble, deploy and operate a 4.62 m open main beam tunnel boring machine (TBM) in a 1048 m deep operating mine accessible only by shaft.

Intensive hydrologic monitoring of the Powder river basin has been on-going since the early 1970's. Data were used in environ- mental assessments and for determination of hydrologic consequences associated with coal mining activities. For most coal mine operators, data collection has continued in this baseline mode with little or no statistical analysis of the data and with no statistical procedure established to detect changes in groundwater quality. For the past four years Powder River Coal Company has studied several statistical techniques to analyze groundwater quality. Three objectives were pursued: 1) to determine the baseline water quality for key aquifers; 2) to determine which wells could be deleted from the monitoring program without reducing monitoring effectiveness; and 3) to define a statistical test to determine water quality changes. Knowledge of the regional geo-hydrologic system was combined with an analysis of the water quality monitoring in order to identify homogeneous aquifer zones. All wells within an aquifer zone were treated as one population, and a t-test was used to determine the minimum number of samples needed to define the water quality for each aquifer zone. Results indicate that the data for each aquifer zone were nor- mally distributed and that groundwater quality could be defined using a fairly small number of samples. Because of the minimum sample size test, groundwater quality sampling was reduced by between 75 and 85 percent.

Forty-four states produced clay products during 1994 for a total value of $1.6 billion. This was a 3% increase in total tonnage and a 7% increase in value from 1993. Kaolin Domestic production of kaolin during 1994 was estimated to be 9.3 Mt (10.2 million st), according to the US Bureau of Mines (USBM). Georgia remained the leading producer with 7.5 Mt (8.2 million st), followed by South Carolina with 535 kt (589,000 st). Kaolin used as a paper coating or filler pigment accounted for 51% of domestic consumption. Other uses included grogs (14%), fiberglass (5%) and plastics (4%). A reclassification by an Alabama producer of fire clay to kaolin accounts for the introduction of kaolin used in grogs. This also accounts for the apparent decrease in the use of kaolin in paper from 60% in 1993. However, the actual amount of kaolin used in paper was the same.

In 1982 and 1983, a study was undertaken to analyse the applicability of Elbrond?s analytical model to suit the needs of Lake Asbestos of Quebec in their computerized open pit planning and scheduling strategy. The immediate goal was the assessment of the optimal allocation of trucks and the determination of the extra cost of in-pit blending. Data from 45 tonne trucks was used to estimate the mine capacity based on a fixed assignment policy. The tonnage yielded by the analytical model was compared with the results of a simulation program. Another point that the study high- lighted was the definition of efficiency parameters for the haulage system: shovels-trucks-crusher. The efficiency, both of the utilization of financial resources and of the operations, for the overall system reaches optimal values in very precise conditions for the number of pieces of equipment in operation. Such a parameter is proposed as a standard for the definition of an optimal number of trucks and shovels in operation. Deviations from this optimum do occur in a well-planned system for qualitative goals. These can then be quantified in terms of costs to the mining company.

A comparison of gold, platinum and sulfide ion selective electrodes was made for determination of Eh in solutions containing hydrosulfide ions as a model system. The comparison was made in terms of the accuracy of the measured response, response time, pH dependence, and reproducibility of measurement. The sensitivity of each electrode towards changes in hydrosulfide ion concentration was measured in terms of the change in measured Eh per decade change in concentration. On the basis of a detailed investigation of the electrode processes occurring at the surface of gold and platinum electrodes, it was postulated that within the pH range investigated these electrodes respond to changes in the hydrosulfide ion concentration in solution. In comparison, the sulfide ion selective electrode is known to respond to changes in the sulfide ion activity in solution. Although the potentials measured with gold and platinum electrodes were mixed potentials, pretreatment procedures can be used to obtain a signal suitable for process control. For control of hydrosulfide ions in flotation pulps, the use of a gold electrode pretreated at 1.0 V with respect to a standard hydrogen electrode is recommended.

This project took a watershed approach in the evaluation of water-quality impacts from past mining activities and current restoration projects in the Bear Butte Creek basin, a small and well-defined drainage in a heavily mined area of the northern Black Hills. The basin contains numerous inactive and abandoned mines, as well as a heap-leach surface gold mine. Bear Butte Creek normally loses all of its discharge to sinkholes in the Madison Limestone aquifer. Thus, it can affect the water quality of this regionally important water resource. Water-quality data were analyzed, stream surveys were conducted and two abandoned-mine restoration projects were monitored to evaluate the effectiveness of the watershed approach and to identify practical remediation techniques that could be applied to other watersheds. A geographic information system (GIS) was developed to organize information on stream quality, abandoned mine locations, and other geologic and hydrologic data. The watershed approach toward assessing and reclaiming abandoned mines appears to be effective when compared to a point-source approach that might improve water quality at specific sites but not result in significant overall improvement to the watershed because of adjacent sources.

The first part of this two-part article summarizes the result of a 10-year, multimillion dollar research and plant testing program involving operating mining companies throughout the world. The program was aimed at developing a better understanding of the influence of slurry rheology on the performance of mineral/coal grinding circuits. Part 1 presents the basic concepts identified, including typical laboratory results showing the influence on grinding behavior of controlled changes in percent solids, particle size, slurry temperature, and viscosity control chemicals. Part 2, in January, will illustrate typical industrial scale test results on both open and closed circuits using the concepts presented in Part 1. Special emphasis will be placed on identifying some industrial operating implications of controlling rheology by different methods. Introduction The industrial-scale practice of wet grinding minerals and coals in tumbling media mills (ball, rod, and pebble) is well-known to operating mineral processing engineers and plant design personnel. Over the last century, considerable experience and data has been collected, correlated, and put into rules or guidelines for successful circuit design and operation. Typical factors influencing circuit throughput that have been analyzed in some depth are mill diameter and length, grinding media size and loading, feed and product particle size, mill power use, and the interaction of classifier type and efficiency with the grinding device. Until recently, knowledge of slurry rheology influence on large scale grinding circuit performance has been limited. Even today slurry rheology effects are essentially ignored in plant design. Indeed, in most plant operations only qualitative guidelines are followed. For example, too thick a slurry causes throughput losses and too thin a slurry uses excessive water or causes water handling problems such as pumping limitations. A search of published literature and numerous discussions with experienced plant operating personnel has shown an awareness that changing the percent of solids in the mill influences grinding or the response of grinding involving fine feeds versus coarse feeds. However, most the work identified relative to rheology effects in mineral/coal grinding was qualitative. Even in the few studies that were more quantitative, the scope of the work was usually too narrow to draw general conclusions. Also, the detailed rheological characterization tied to observed breakage and the combination of laboratory to industrial-scale testing that is required to develop a broad understanding of any factor influencing grinding had not been done. In this environment, this detailed program began in 1967. It had three distinct goals: • To develop a basic understanding of slurry rheology influence on breakage characteristics in the laboratory. • To test general rheology concepts developed in the lab on the industrial scale. • To develop a commercially viable chemical approach to controlling slurry rheology that would lead to the use of chemical grinding additives or grinding aids. The goals have been met, at least in part, this year. A small fraction of the extensive laboratory and plant results have been made available in published literature. Much of the research program dealt with identifying and developing chemical grinding aids, but a lot of useful and practical information on percent solids, particle size, and slurry temperature influence on grinding circuit performance also was collected. The purpose of this article is to present a clear and concise sum¬mary of the results of the entire program. The importance of rhe¬ology control in grinding circuit behavior will be demonstrated using a series of carefully per¬formed industrial scale experi¬ments (both open and closed cir¬cuits) that have not yet been reported in general literature. Mining companies participating in the test program on a proprie¬tary basis have found the informa¬tion in this article to be useful in better understanding and improv¬ing circuit performance. Viscosity Effects in Grinding Studies In this program&apos;s previous labo¬ratory studies, it was shown that there is a consistent pattern of change in specific rates of break¬age of both mineral and coal slur¬ries as slurry fluidity changes. Using the net production rate of material smaller than some spec¬ified size-for example, kg/hr of <75 µm (200 mesh)-as an index of mill production in a standard batch mill test (with a given feed material, feed size, mill, and mill conditions such as constant time of grind), the following facts were established (see Fig. 1): • The normal range of low den¬sity, low viscosity slurry (region A) gave no variation in mill produc¬tion. The measured rates of break¬age exhibited normal first order grinding. • Grinding of a somewhat higher viscosity slurry (region B) could give increased production. The higher viscosity was obtained

Beat exchange in an open air-water system is considered. The system incorporates a vertical cooling tower, and a horizontal multi-stage spray chamber with unlimited number of stages. Mixing of two streams of both water and air is permitted. A spread-sheet implementation estimates temperatures of outgoing water and air for given mass flow of water and air, factor of merit for heat exchangers, barometric pressure, wet- and dry-bulb temperatures, and the temperature of incoming water.

The limitation of sulfur dioxide in power plant In this study, the following quality parameters of the coal emissions dictates that sulfur in coal be reduced to the lowest possible level before combustion to not aggravate the emission control problem at the stack. For coal-fired power plants, the methods in practice to achieve low-sulfur coal include mining areas with relatively low sulfur, reducing sulfur in the mined coal through preparation techniques and blending high- and low-sulfur coals. A prerequisite to the successful implementation of any of these practices is the knowledge of the spatial distribution of sulfur and the capability to predict its value in mining blocks. In this paper, the results of a study conducted to evaluate the applicability of geostatistics for describing the short scale variability of sulfur in a coal seam are presented. Four sides of a block of coal to be mined by the longwall method were extensively sampled at closely spaced intervals. The details of the longwall sampling plan and analysis procedures are discussed. The results of the statistical and geostatistical analysis are presented. The implications of these for prediction of sulfur for control purposes are examined.

The declining grades of surface deposits have re-confirmed the need for greater production rates. Large scale production requires increased investments in expensive and sophisticated equipment. The key to successful operations can depend entirely on proper equipment utilisation and in this program of research at the Department of Mining and Metallurgical Engineering, University of Queensland, much emphasis has been placed on the analysis and improvement of this aspect of a load-haul-dump operation. For a model to be successfully integrated into a mine engineering function and readily accepted by mine operating personnel, it has to offer more than just results. The concepts used in its design and construction must include sufficient detail to enable engineers to apply it usefully and with confidence.

Quartz-limestone feed mixtures were ground in a laboratory-size, choke-fed, high- pressure roll mill. As compared to individually ground minerals, the harder component (quartz) in the product mixture is coarser, and the softer component (limestone) is finer. An energy split index is introduced for quantifying the disproportionate split of the mill energy between the feed constituents. This index is incorporated into a grinding kinetic model for simulation of the product size distributions of the mineral components as a function of energy input to the mill. The self-similar character of the size distributions is analyzed and an energy-size reduction relationship for the roll mill is highlighted.

To assess the future markets for a mineral from a producing district, the following three aspects must be considered: the future growth of the markets, the competitiveness of the district in terms of production costs and reserve adequacy, and the competition from alternative sources of supply. This paper focuses on the first issue by developing a method for predicting the demand for phosphate from trends in the major market for phosphate products, the fertilizer and agricultural market. The paper shows how broad changes in this end-use market for phosphate has evolved over time. These trends are then projected into the future to make an assessment of future phosphate requirements.

Sedimentary dolomitic phosphate ores are difficult to treat by flotation, and high-grade phosphate concentrates with high recoveries are difficult to obtain. The literature indicates that the reagents required for beneficiation of such ores are generally dictated by the nature of the gangue. In this paper, the optimum flotation parameters necessary for enhancing the grade and recovery of a typical low-grade dolomitic rock phosphate ore from Jhamarkotra, Rajasthan, are highlighted. The standard design-of-experiment (DOE) technique was used to obtain empirical models for both grade and recovery. The model equations were then used for optimizing the flotation parameters, including pH, percent solids, collector dosage and depressant dosage. Laboratory experiments demonstrated that a phosphate concentrate containing about 36% P205, with a recovery greater than 95%, can be obtained in a single-stage by the reverse flotation of carbonaceous minerals at the optimized conditions. Introduction Surface mining is a business, and the objective of most businesses is to make as much money as possible within certain responsible constraints. Businesses normally measure their potential to make money by estimating the discounted cash flow rate of return on new projects or the net present value for ongoing projects. These estimators of profitability are calculated using the following well-known equation: [ ] where i is the year, n is the total number of years, A, is the after tax net cash generation in year I, r is the discount rate and NPV is the net present value. In its simplest form, when the value of r makes the NPV equal to zero, the discounted cash flow-rate of return (DCF-ROR) is defined. The maximum economically recoverable reserve is identified at the point where the NPV or DCF-ROR is at a maximum. Depending on the measure used (DCF-ROR or discount rate) for calculating the NPV, the definition of recoverable reserve will be different for exactly the same deposit. Maximization of the measure of profitability and the economically recoverable reserves should not be separated from the mining method and sequence of exploiting the reserve. The surface mining methods may involve multiple-pass development of the resource, mining to the ultimate limit in one pass or a combination of the two methods with backfill. Multiple-pass development When planning a multiple-pass mining operation, it is important to determine the width of pit expansions that are appropriate for a specific situation. Production personnel typically want wide, open work areas where operations can be set up to run at peak efficiency. While this is understandable, the trade-off between highly efficient production operations and an overinvestment in stripping should be carefully weighed. As long as safety is not compromised, a few cents per bank cubic yard increase in operating cost due to lower productivity by working in more confined spaces may well be offset by a decrease in the overall short-term stripping requirements. A mini study on productivity and cost should help quantify this cost before deciding on minimum phasing requirements. The bigger challenge associated with establishing smaller work areas is securing operations and management buy-in to marginally lower productivity when reporting results. When cost reduction is the important management goal and everyone is focusing on unit costs, one sometimes loses sight of the goal of total cost management and, even more importantly, maximum profitability. The first pit should be defined by the first grouping of recoverable mineral that has the highest after-tax unit value and forms a feasible mining unit. The assumed mining of the first pit should be followed by the assumed mining of the second most profitable practical pit or pit expansion. If this process of grouping and sequencing is followed until the profitability approaches zero, the general sequence required to extract the maximum economically recoverable reserve is identified. The curve in Fig. 1 is constructed for a rate of production, R, and a quality management strategy, Q, by calculating the NPV for a series of sequences, with each sequence assuming that the operations are terminated on successively lower profit pits. These values are plotted to form the curve in Fig. 1. If the operation ceases on a pit that has too high of a profit, opportunity is lost, and the NPV is lower than the maximum. The NPV curve peaks and starts to decline before the zero-profit pit is assumed mined. This occurs because the money invested in advanced stripping would have made more money invested at the discount rate than by mining the next pit expansion. Therefore, the maximum economically recoverable reserve is defined by the pit limit corresponding to the maximum NPV. There may be an opportunity to refine the definition of the "ultimate pit" around the maximum-value point. The precise definition of the ultimate pit early in the mine life may or may not be important today, depending on how far off in the future these limits will be reached. A flame powered trigger device has been developed to explosively activate suppression barriers to quench gas and coal dust explosions. The important feature of the device is a silicon solar panel, which collects 0.3 p to 1.1 D wavelength radiation from the developing explosion, and generates electrical energy to initiate a detonator, which in turn causes the rapid explosive release of an extinguishing agent into the advancing flame front. Solar panels that are rated to produce 20 w of electrical power when exposed to the sun light are producing about 200 w when exposed to full-scale dust explosion propagating in the U.S. Bureau of Mines&apos; Lake Lynn Experimental Mine. The solar panel is electrically isolated from the detonator by a pressure sensitive switch until the arrival of the precursor pressure pulse, which always precedes a deflagration. This combination of pressure arming and flame powered photo generator prevents false barrier activation and requires no external power supply.

Semiautogenous milling was the subject of 18 papers presented at the SME Fall Meeting in Albuquerque, NM. The process design and scale-up of SAG mills was discussed in several papers. These included a review of testing methods for the sizing of SAG mills by Barrett and Allan. Austin et al. presented an improved simulation model for SAG mill grinding, with model validity demonstrated against pilot plant SAG mill test results. Rogovin et al. presented some pilot plant results relating to the charge motion, hold-up, and particle size segregation in SAG mills. A number of papers described improvements achieved in operating SAG mill circuits. These included presentations by Dailey concerning mills at the National Steel Pellet Co., by Brown and Pipke concerning the Island Copper grinding circuit, by Lovering of Afton Mines Ltd., and by Bartrum et al. of Kidston Gold Mines Ltd. Bush and Hegerle of Amax also discussed SAG mill operations at the company&apos;s Henderson mill. They addressed the topics of SAG mill grinding economics. Other papers addressed the topics of SAG mill control (Vanderbeek et al. and Pennington), grinding media (Meulendyke et al.), liners (Kjos), and fabrication (Carr and Utley). The 1985 AIME Annual Meeting in New York featured four technical sessions concerning size reduction technology and practice. Papers involving fundamentals included one by Hinde describing simulation model usage for quantifying the classification and concentration of heavy minerals in grinding circuits. Another, by Rogers et al., discussed simulation models that were used as a design aid in evaluating screens versus hydrocyclones for fine grinding circuits. Arbiter discussed dimensional considerations in grinding mill design, and Schwechten and Schonert proposed the use of a high pressure roll mill as a means for reducing energy requirements in fine grinding. Internal classification in tumbling mills was the subject of a paper by Hogg and Rogovin. The mechanism of internal classification were identified and their effects illustrated. Simulation for the process design of ball mills was exemplified in a paper by Rogers, Austin, and Brame concerning phosphate grinding in laboratory to large diameter mills. The incorporation of liberation into size reduction models was the subject of papers by Austin et al., Herbst et al., and Choi et al. Gupta used simulations models to further investigate zero order fines production in ball and rod mills. Of the published literature, many articles on size reduction were published in various publications in 1985. Articles concerning ball mill grinding included an analysis of interstitial gas effects in dry grinding by Cottaar et al., an analysis of mill grinding noise by Watson, studies of factors affecting breakage rates in dry milling by Gupta et al., and in wet milling by Tangsathitkuchai and Austin. Austin and Klimpel presented two papers concerning ball wear and ball size distribution effects. Koka et al., and Gotsis et al., described recent developments concerning the Szego mill. A model for hammer milling circuits was described in papers by Gotsis et al. and Gotsis and Austin. Heim et al. reported on wet grinding in Perl mills, and Kuga et al. presented findings concerning pulverizing in a screen mill. Studies of grinding effects on particle surfaces were published by Meloy and Hofmann et al., and Scieszka proposed a technique to investigate pulverizing properties of coals. Austin and Rogers discussed factors of powder technology of significance in industrial size reduction in mills and crushers. (Space limitations preclude listing of references.
