Queenstake Resources Ltd. has been exploring and mining alluvial gold deposits in the Yukon Territory and British Columbia since 1980. The five mines in production produced, in 1987, a total of 13,222 ounces. This paper will briefly review Queenstake's exploration program, property descriptions and mining methods, environmental concerns and a comparison of costs. (Sueenstake has been successful in developing a cash flow base from these operations that provide the capital for the acquisition and exploration of new, and hopefully, larger scale gold producers. NOTE: The historic alluvial mining unit of ounces per cubic yard and English units of measurement have been used throughout this paper. Dollars are Canadian unless otherwise noted.

When data points, plotted on X-Y coordinates, lie along a simple line, their regression can be matched to a high degree of accuracy by one or other simple algebraic expression (Boot and Cox, 1970). Under these conditions, interpolation is axiomic. Further, if the expression defines no more than a straight line, a parabola or other such line which can be related to some specific mechanism which generates the points, then extrapolation might be valid. However, any extrapolation would depend on the continued, unchanged functioning of the mechanism. Studies of more intricate assemblages of data points have long been based on representation by means of series (Fourier, 1811). If sufficiently complicated, several different algebraic expressions can represent the same intricate regression accurately (Hoerl, 1954). However, without reference to a mechanism, no extrapolation is contemplated. Typically, variations in the prices of minerals with time are. sufficiently complicated to render invalid any simple attempts at extrapolation. The computer, however, can be used to derive algebraic expressions which match complicated regressions and also can be represented by the functioning of a mechanism (Becker, 1984). The techniques involved have been applied with advantage in the study of time series representations of mineral prices.

INTRODUCTION Probably the most important family of chemicals used in mineral processing today is a category of basic commodity chemicals loosely denoted as pH regulators. Typical chemicals which are referred to as pH regulators include lime, magnesium hydroxide, soda ash, caustic soda, ammonia, sulfuric acid, and hydrochloric acid. These chemicals are often used in very significant amounts in almost all of the major mineral processing operations such as flotation, hydrometallurgy, etc. (in dosages up to ten pounds per ton of feed ore treated). While cheaper in cost per unit weight of chemical than more specific chemicals such as collectors, frothers, extractents, etc., the overall cost to the mill operator is generally higher with pH regulators per ton of ore processed than with any other given processing chemical. For example, a rough rule of thumb in sulfide mineral flotation is that the cost of lime is double that of the collector(s) used. The symbol pH is used to designate hydrogen ion concentration. When acids, salts, and bases are dissolved in water, individual molecules are dissociated into their constituent radicals or ions. The strength of an acid or a base increases with the extent of such dissociation or ionization. An alkaline solution is one in which the number of Qydroxyl ions (OH ) exceeds the hydrogen ions (H ). In an acid solution, the hydrogen ions predominate. In either case, both ions are always present as water itself ionizes to a limited extent, that is: [ ] The pH scale is logarithmic and the pH value is the negative of the logarithm (base 10) of the molar concentration of hydrogen ions per liter of solution. For example, a pH of 5 means that the molar concentration of hydrogen ions per liter is 0.00001 (1 x 10-5). Likewise, a pH of 9 means that the molar concentration of hydrogen ions per liter is 1 x 10-9. Normally, the relationship between hydrogen ion and hydroxyl ion concentration is based on the relationship: Concentration of H ion x concentration of OH- ion = constant. Eq. (1) In dilute and/or moderately concentrated solutions that are normally used in mineral procygsing processes, the constant at 25°C is 10-14. On the pH scale, the value of pH equal to 7 represents the hydrogen ion concentration of a neutral solution. pH values lower than pH 7 indicate increasing acidity and higher values than 7 indicate alkalinity. Table 1 shows the nature of the pH scale at 25°C. Temperature affects the extent of ionization of dissolved acids, salts, bases, and water so that the hydrogen ion concentration (hence pH) of a solution is also affected by temperature. As a means of demonstrating this dependency, Table 2 shows the change of the exponent of the constant (base 10) in Eq. 1 and the pH value corresponding to neutrality as a function of temperature. It is also important, for example, that alkalinity or acidity expressed by pH not be confused with total alkalinity or total acidity. For example, total alkalinity is commonly determined by titration with a standard acid solution (usually HC1). pH is a measure of the hydroxyl ion concentration of an alkaline solution, whereas titration is a measure of an alkaline solution's acid neutralizing capacity. Thus, if one takes a series of various alkaline solutions prepared using different chemicals but all of exactly the same pH (and temperature) and then subsequently carries out a titration on each solution with a standard acid, it would be observed that the various alkaline solutions would neutralize entirely different amounts of acid. As an example, 0.08 grams of caustic (NaOH) , 6.32 grams of soda ash (Na2CO3), and 8.17 grams of ammonium hydroxide (NH4OH) all have a pH of 11.3 at 25°C. One liter of each of the above solutions neutralizes 0.073, 4.348 and 8.496 grams of HC1, respectively. Introduction There has been much publicity of the boom and bust in oil and gas well drilling in the US, and many comments on oil and gas gluts. Despite this, the drilling industry remains the largest consumer of functional industrial minerals. The boom years of 1981 and 1982, compared with the bust year of 1983, show a sharp reduction in the consumption of industrial minerals-1981, 7.4Mt (8.2 million st); 1982, 6.3 Mt (7 million st); and 1983, 4.4 Mt (4.9 million st). Industrial mineral use rebounded in 1984 to 4.7 Mt (5.2 million st). This was the second highest year in history in terms of wells drilled and third highest in footage drilled. Table 1 shows the history of drilling activity and mineral consumption from 1971 to 1984. The uses of functional industrial minerals in oil and gas well drilling were detailed by Miles and Blair (ME, 1983, October, pp. 1397-1400). As an update, this article addresses only the changes that have occurred in the industry in the past two-and-a-half years. It will be directed to mineral use and new products introduced to the industry. Drilling practices A partial explanation of where wells are being drilled with lower quantities of minerals consumed is: • In the boom year of 1981, there was a proliferation of number of suppliers chasing the same business. This resulted in multiple sourcing, multiple warehousing, and a huge increase in inventory that became surplus in the following years. The bust year, 1983, caused a severe shakeout in the number of suppliers of minerals and associated drilling fluids. • In 1981 and 1982, the wild speculation in the oil and gas industry led to drilling of speculative deep gas wells. Oil wells were drilled on a wildcat basis - in areas of unproven productivity. • Presently, the oil and gas well drilling industry is very active. But drilling is directed toward proven areas of production and working over old wells for increased production. This means a large number of wells are being drilled with lower average foot-

Two groups of computer programs are described in the paper. First one is the OWEN system containing software modules designed for air flow distribution analysis and prediction within the whole ventilation network of a mine. The second group is a set of programs commonly used in a routine design work connected with chosing the optimal ventilation schemes and equipment for individual areas of a mine (headings. longwall districts etc). All the programs are designed for running on the IBM PC/XT, IBM PC/AT and compatible computer systems.

The 34th Forum on the Geology of Industrial Minerals gave members a chance to see the geology of various stone and ore deposits displayed graphically in quarry walls and also provided an opportunity to hear and see first-rate papers and posters on the geology of industrial minerals. Also, some field trips passed through areas of spectacular scenery. As a bonus, participants saw scenic mines, some of which are "pretty as a picture." Watercolor paintings prove it. At the Oklahoma Forum, the writer displayed a number of paintings of mines and other landscapes seen during previous Forum trips. These paintings and this brief article are part of a crusade to prove that some mines and geologic vistas are scenic wonders and belong in our visual heritage. It is a plea to save some of our best geologic exposures for future geologists, tourists, and artists.

The iron ore slimes (d80 ~ 50 µm) generated at Noamundi iron ore washing plant (TISCO), assaying 57% Fe, 4% Si02 and 8.3% A1203, have been subjected to hydrocyclone studies. The effects of different design and operating parameters have been studied to get a product suitable for subsequent use in the sinter mix. The studies indicate that it is possible to obtain a product containing 64% Fe, 1.4% Si02 and 3.5% A1203 with a recovery of 49% iron. The process involves classification followed by separation in a hydrocyclone. By this method, the overall yield of iron ore production in the plant is expected to increase by 8%. Microscopic examinations and X-ray diffraction studies were conducted to elucidate the mineralogy and liberation characteristics of Noamundi iron ore slimes. This paper deals with the findings of the investigations.

This report describes a process for tungsten recovery from Searles Lake brines and upgrading its concentration to useful levels. The method consists of a combination of a liquid-solid and liquid-liquid extraction step and results in a product stream containing more than l00g W03/1. This technique is also effective in substantially reducing the concentration of objectionable impurities in the tungsten product. An ion exchange extraction mechanism is postulated.

Introduction Mining and minerals transportation spans the distance from the pit face and mine wall to the consumer. This transportation can be as simple as coal transfer from the mine and preparation plant by conveyor to a mine mouth electric generating plant. Or it can be as complex as copper ore transportation: concentrated, smelted, refined; drawn into wire and insulated; and cut into reels and transported to local industrial supply houses. The route of aluminum from the bauxite pits to the supermarket shelf in the form of household food wrap is another example of the potential complexity of minerals transportation. For perspective, however, mine to market minerals transportation can be split into three components: materials handling, transportation, and distribution. It should also be recognized that each mineral, market, producer, and consumer has unique transportation characteristics regarding costs, transportation mode, and alternatives in the transportation scheme. Some obvious considerations are the number of producers and consumers, the number of markets and customers the mineral serves. Concerning the latter, are you selling a million tons to one customer or a ton each to a million customers? Transportation volume About the only generalization that can be made about minerals transportation concerns the large volume of materials involved. No other industry compares to the mining and minerals industry in its huge movement of product in the crude, semi-processed, processed, fabricated, and converted states, as shown by the accompanying table of US mineral production. Whether it is crushed stone or sand and gravel moving by truck to a local market from local producers, or coal moving by 9.07 kt (10,000 st) unit trains from a mine to a power plant, or iron ore moving by lake vessel from the upper lake ports to the lower lake steel mills, mineral transportation volumes are huge. The nature of production and consumption affects the transportation mode. More than 60% of the coal moves by rail. The majority of iron ore moves by lake vessel. Ninety per cent of the sand and gravel and more than 80% of crushed stone moves by truck. Factors Affecting Minerals Transportation Some would define minerals transportation as the cost and route to move a mineral product from the first point of sale to the first point of consumption. I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. Each year with a bigger shopping list and more money to spend the Federal Government went into the marketplace to buy. This action altered the

The purpose of this paper is to describe two systems designed to provide estimations in stratigraphic orebodies for the purposes of detailed mine planning. The first is a completely geostatistical approach and the second is a combined geostatistical/deterministic approach. The essential features of both systems are the estimation of stratigraphic ore boundaries and the subsequent use of those boundaries to provide stratigraphic (or zonal) control for block and point grade estimation (kriging). Both systems are illustrated by application to a section of, the Hilton orebodies, Queensland, Australia.

Ravensthorpe Nickel Operation (RNO) is a major new mine and processing plant currently being constructed by BHP Billiton in a ?green field? site near the small town of Ravensthorpe, about 150 km west of Esperance and six hours drive from Perth in Western Australia. Ensuring that the project has a positive overall impact on the surrounding region and that this extends well beyond the life of the operation will be a major challenge for RNO, state and local government, and the local community. For the last two years, the Centre for Social Responsibility in Mining (CSRM) has been assisting RNO management and the RNO Community Liaison Committee to develop a community sustainability monitoring framework for the project. This paper reports on the process that was used to develop the framework, describes the main elements and briefly discusses key learnings from the exercise.

SAG mill throughput is often a bottleneck to increasing plant productivity. Improved size distribution control in the mill feed can be used to increase mill production. This can be accomplished by controlling blast fragmentation as a function of energy input and rock characteristics. Such an approach requires the integration of rock fragmentation and comminution modeling. The optimal mill feed size distribution is determined by adapting a population balance comminution model to a measure of rock hardness or fragility, which is also related to the rock fragmentation that is achieved by blasting. The relationship between the size distribution and fragility of the feed and the mill's product and the critical size in a SAG mill is examined.

This paper details an investigation into the feasibility of recirculating mine exhaust air in Saskatchewan potash mines. This project was initiated following a previous study at Ruttan Mine, Manitoba, which indicated that recirculation of exhaust air to reduce winter heating costs was feasible. The potash industry was selected for study because the mines use a minimum of blasting in their production methods and the exhaust temperature is significantly higher than that of most metal mines. These factors simplify the monitoring system required and have the potential for greater waste heat recovery. A series of measurements of underground mine pollutants was made at the main exhaust and intake shafts in order to determine the feasibility of introducing controlled recirculation of exhaust air. An experimental recirculation circuit was created by opening two existing doors situated between the return and intake shafts. During this recirculation trial, the air quality parameters at the intake, mixed intake and exhaust measuring stations were monitored. The results obtained from a questionnaire circulated to the regulatory agency and the major potash producers together with results obtained from underground field studies at Central Canada Potash (CCP) Division of Noranda Minerals indicated that controlled recirculation of mine exhaust air has potential application in these mines either to reduce heating costs and/ or to increase the face air quantities. A recirculation system is to be designed in conjunction with CCP and the Saskatchewan Ministry of Labour, Mine Safety Unit to attempt to implement a working recirculation system for CCP.

Literally thousands of new flotation agents, both collectors and modifiers, have been proposed for sulfide and non-sulfide flotation over the past six decades since the beginning of the use of soluble surfactants in flotation. In stark contrast, the number of flotation agents used in practice is small. Xanthates and fatly acids, along with a few well-recognized modifiers, dominate the industry. Three major questions will then arise: a) are there truly specific needs in the industry that call for chemistries that are different from those used currently ? b) if yes, given the track record in the industry, what is the likelihood that such different chemistries will ever be used and to what extent ? and c) is more research into developing new chemistries necessary ? A critical assessment of flotation agents in general is made in this paper to provide answers to these questions and to identify the major factors that are responsible for the large disparity that exists between flotation reagent research and commercial usage.

It is estimated that more than 80% of phosphate rock output in the world is used for fertilizer production. In India, there are only a few high-grade deposits of phosphate ores; therefore, most of the requirement for phosphatic fertilizers is satisfied with imported DAP (diamino phosphoric acid). Due to the drain on foreign exchange reserves, this import-dependent, essential commodity is in short supply in India and, therefore, is sparingly used by farmers. In addition, of the added phosphorus, normally 80% becomes unavailable to plants because phosphorus complexes are formed in soil, causing deleterious effects on plants. In our laboratory, this problem was tackled by using a bacterial consortium of phosphorus-solubilizing bacteria. It resulted in the speeding up of seed germination and increasing available phosphorus in the soil by 14%, over a period of 80 days. To use the low-grade deposits of phosphatic rocks available in India near Hirapur, Madhya Pradesh, India, which contain high amounts of iron, beneficiation through microbial means was used for phosphorus removal. Beneficiation was achieved partially through removal of extra iron by oxidizing ferrous iron from the ore by a Thiobacillus species after removal of impurities containing both silica and iron, instead of sieving and cleaning the ore using different techniques. This resulted in a cleaner ore, with nearly 70% of such impurities removed. The factors for beneficiation technique were standardized at the laboratory level and are being used for scaling up of the process. Thus, the beneficiation of phosphatic rock from Hirapur will be an important first step of phosphorus production in India.

SCOTT COULTER: Thanks, Eric. Thank you all for coming. Our first speaker today is Claude Bazin. Claude received a degree in metallurgical engineering in 1980 from Laval University in Quebec. He worked for a short time in a mineral processing plant and then returned to Laval to complete graduate studies in the field of process modeling and control. He obtained his master's degree in 1983 and his Ph.D. in 1990. In 1987 he joined Brunswick Mining, New Brunswick, as research metallurgist and subsequently process control engineer. In 1990 he joined Helzfield Mines, New Brunswick, as senior metallurgist. In 1991 he accepted a position of professor at the department of mining and metallurgy at Laval University, a position he is still holding. He's a member of the CIM, TMS, and the Society for Mining, Metallurgy, and Exploration. Claude's topic today is "On-Line Material Balance for Flotation Plants." INTRODUCTION CLAUDE BAZIN: During the last two decades, the on-stream analyzer (OSA) has gained the stat& of key instrument for the control of flotation plants. The OSA is currently used in almost every sulphide flotation plant (Leroux and Franklin 1994), and its application to oxide mineral flotation plants is increasing. The OSA assays are sent to the flotation operators via an operator console or to control loops of various degrees of complexity (McKee 1991) implemented in a distributed control system (DCS). Operators and/or controllers take control actions based on these assays to ensure an adequate operation of the plant. Although this application pays off very rapidly for the purchase of the OSA, one could ask, "Could we get more from the OSA?" Some plants reported the use of OSA measurements for process optimization (McKee 1991). The optimization strategy is based upon economic indices calculated from metal recovery using the 2-product formula (Wills 1992, p. 124). The 2-product formula is sensitive to measurement errors in the assays and can lead to considerable scatter in the calculated indices (Hodouin et al. 1993). Least squares algorithms provide a robust alternative to filter out measurement errors (Spring 1992). This paper presents some applications of a recursive least squares algorithm that provides real-time estimates of the mass flow rates within a flotation plant using OSA and mass flow rate measurements.

INTRODUCTION In order to understand the transport and deposition of radon daughters in mine atmospheres, it is necessary to know the variation in the attachment of the daughter atoms to particles as a function of particle size, composition, number density, relative humidity, temperature, and radon concentration, the free gaseous diffusion coefficients of the daughters, and the variation in the mass transfer of the activity, both free and attached to particles, to mine surfaces as a function of particle size distribution, surface roughness of the mine walls, and the flow conditions. If all of these parameters are known in a model system, it should be possible to understand the transport and fate of the airborne radioactivity in real mines under certain well-defined flow conditions. There have been a number of recent investigations of the attachment of radon decay products to particles 1-4, but there are still a number of unanswered questions regarding the process. However, it is clear that for most real mine atmospheres, the vast majority of the activity is attached to particles. The size distributions for the activity-bearing airborne particles have been studied 5,6, and it has been found that most of the activity resides on particles with diameters in the range of 0.05 µm to 0.3 µm with an average mass median diameter between 0.1 and 0.2 µm. The behavior of the unattached radon daughter species has also been recently studied[ 7], and many of the previous problems regarding the value of the diffusion coefficient for Po-218 have been resolved. A major problem in the understanding of the airborne transport of radioactivity in mines is the lack of detailed knowledge of mass tranfer to and fluid flow over rough walls under fully developed turbulent flow conditions. This paper will report the progress on a project that is designed to obtained that information. MATHEMATICAL MODEL DEVELOPMENT Deposition of particles on smooth surfaces in turbulent flow has been extensively studied. A comprehensive review of these results has been prepared by Sehmel 8. There has not been such a comprehensive study of particle deposition on rough walls under such flow conditions. In recent years, only a single model has been proposed to explain such deposition 9,10 and in both of these papers the flow structure in the rough walled pipe was not taken fully into account. As part of the work being conducted on this project, a more complete model was outlined in a previous report [11]. The basic theory will be reviewed to provide a context for the flow measurements to be reported. The flux of particle deposited on the walls of a pipe in a turbulent flow is derived from the one dimensional form of Fick's law as given by [N = Dpdpp/dr (1) where N is the flux of particles deposited per unit area per unit time, D is the total eddy diffusivity of the particles, p is the airborne concentration of particles, and pr is the distance measured from the center of the pipe. The rate of deposition is best expressed by a deposition velocity Vp = NIP pb (2) where P b is the mean particle concentration in the sulk flow. The shear radius, V/ut and the shear velocity, u , are used to calculate a nondimensional distance, and velocity, respectively, where v is the kinematic viscosity of the fluid. The nondimensional form of equation 1 is given by Vd = DP dpp(3) V dr+ where Pp = Pp/ Ppb(4) By integrating equation 3 from the rough wall stopping distance, S , to the center of the pipe, the deposition velocity can be obtained. In order to make this calculation, it is necessary to have accurate descriptions for the particle eddy diffusivity, stopping distance, and shear velocity in order to insure that the influence of the flow structure has been properly accounted for. It is common knowledge that there is an endless stream of possibilities, proposals, and projects - each representing a demand on available capital - for improving the mining company's performance measure. It is true that these proposals go through an increasingly stringent evaluation process as they move up the echelons of management for approval. Therefore, there is every reason to expect that a proposal or project accepted for deployment will make a substantial contribution to the organization's performance. The reality, too often, is otherwise. Castle (1985) reveals some significant insights into the difficulties in predicting the performances in the mining industry. A sample of eighteen mining ventures, which have been developed over the years, was selected by Castle to illustrate the problems. The actual performances were compared with the original projection. The sample encompasses both surface and underground mines, a large number of commodities, and a wide geographic distribution. The experiences in these mining projects were analyzed through answers to four specific questions.

Traditionally, only the large mining companies have maintained specialist departments in such areas as Rock Mechanics, Ventilation and Safety. To the small companies this has been a luxury that they could ill afford. Any work required by such companies in these areas, more complex than could be handled by the existing staff, was done by consultants. This situation is changing though and there is a need arising for many specialist departments. These changes are partly being brought about by the effects of inflation as the ever increasing costs are causing more and more operators to increase the size of their operations in search of economies of scale. In addition though the plethora of new laws and regulations are creating a need for many more specialists in all areas of mining in order to ensure compliance. The abovementioned factors, added to the existing Pattern of mines endeavoring to improve the working environment for their labor force, both for reasons of practical labor relations and also due to further legislative pressures, have thus created a climate where, in the near future, departments such as Rock Mechanics, Safety, Ventilation, Environmental Engineering and Subsidence Control will be commonplace in mining companies. It will no longer be practical to function without such services. Many mining companies already maintain such departments and this has particularly been true of the big mining groups of South Africa. From the experience gained by many of these large companies with specialist departments, it is clear that the maintenance of a cadre of experienced, competent professionals in such a department has not always been easy. It would seem from the experience gained that one can generalise and state that graduate mining engineers tend not to view specilisation as an optimum direction for their career development. It is of course true that many professionals, especially those with higher than a bachelors degree, do view these areas as valid career options, but even here experience shows that wastage is high. The time therefore seems to be ripe to take a look at this area in some detail to see whether reasons for the problems can be isolated. Working from that some suggestions can be made as to directions in which improvements might be made. If the challenge of the demands of the new regulations are to be met then such improvements must be made.
