WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

INTRODUCTION This paper discusses the design of the subsurface nuclear waste repository at Yucca Mountain, Nevada; and possible concepts for construction of the subsurface facility. Subsurface construction at Yucca Mountain is planned to last for 20 or more years, and may be accomplished using tunnel boring machines (TBM), drill and blast methods, raise bore machines, and roadheaders. The design of the subsurface facility includes approximately 107 km (66 miles) of tunnels and drifts. The vast majority of the repository will be excavated with TBMs. Design and construction concepts for the subsurface repository discussed in this paper are based on the License Application that was submitted to the U.S. Nuclear Regulatory Commission (NRC) by the U.S. Department of Energy (DOE) on June 3, 2008. The License Application was subsequently docketed by the NRC in September 2008. When a Construction Authorization is received from the NRC, notices to proceed with subsurface construction at Yucca Mountain will be issued by DOE. The Yucca Mountain site is located in the Mojave Desert approximately 150 km (90 miles) northwest of Las Vegas, Nevada. The site is on federal land in southern Nevada and is shown in Figure 1. Yucca Mountain is a ridge of volcanic rocks com-posed primarily of solidified volcanic ash. Previous underground construction work at Yucca Mountain included excavation of two tunnels using two different TBMs. The first tunnel, the Exploratory Studies Facility (ESF), is a 7.62 m (25 ft) diameter tunnel that is 7,877 m (25,843 ft) long and was described by Morris and Hansmire at the Rapid Excavation and Tunneling Conference (RETC) in 1995. The second tunnel, known as the Enhanced Characterization of the Repository Block (ECRB), was a TBM drive of 5.0 m (16 ft, 5 in.) in diameter and 2,681 m (8,796 ft) long. The second tunnel was excavated in 1998 and was described by Fulcher, Eastlund and Copeland at RETC 1999 and is named the East?West Cross Drift in that paper. (These previously excavated tunnels are shown in Figure 2.) In the volcanic rock formation where the vast majority of the planned repository will be con-structed, previous tunneling conditions were generally very good.

A contractor-manufactured 4.75m (15'-7") diameter EPB shield excavated a 115m (375 ft) long tunnel under the San Antonio River as part of the Salado Creek to Dos Rios Pipeline Interconnect Project in San Antonio, Texas. Lignite, limestone concretions, and sandstone in the face of the tunnel required the use of disc cutters. Less than 7.6m (25 ft) of sand and gravel hydraulically connected the top of the tunnel to the channel of the river. Fully lagged steel ribs with filter fabric were used for initial ground support and water control. This and other contractor manufactured TBMs in the 1.2 to 4.75m (4 to 16 ft) range are presented with descriptions of the jobsites, equipment, performances, and problems.

The U.S. Bureau of Mines (USBM) conducted a series of laboratory tests to investigate the effectiveness of using a flooded-bed scrubber with exhaust ventilation in deep-cut faces of up to 12.2 m in length. An experimental test program to determine the impact on respirable dust levels resulting from changes in face airflow, curtain setback distance, operator positioning, and operating parameters of the external spray system on the miner was completed. Gravimetric sampling was conducted in the immediate return and at three sampling locations on the off-curtain side of the entry. Statistically significant differences in dust levels on the order of 0.5 to 1.2 mg/m3 were observed between specific sampling locations and changes in several test parameters. Dust sampling results indicated that a flooded-bed scrubber and exhaust ventilation can be a viable dust control system for extracting deep cuts up to 12.2 m in length. The impact on methane was not evaluated.

Mining in China dates back at least 4,000 years. Today, with no less than 103,000 metal/nonmetal mines and between 40,000 to 80,000 coal mines, China’s mining industry is undoubtedly the largest in the world. Despite improvements in recent decades, seemingly endless mining accidents continue to make the news. Official coal mining deaths were 6,702 in 2003, and 6,027 miners died in 2004; actual figures may be much higher. Added to these were the 2,699 deaths in the metal and nonmetal industries. Most of these accidents were due to CH4 (methane gas) explosions and fires as a result of inadequate mine ventilation de-sign or practices. A good portion of these accidents occur in small, privately run and often technically illegal mines. During the past 10 years, the Chinese government has attempted to crack down on small and often technically illegal mines without much success. The number of accidents and associated fatalities has not significantly reduced. However, there appears to be a new urgency in China’s efforts to step up mine safety in the country. After its worst reported mine disaster in more than a half century, the government quickly paid reparations to families, suspended high-level officials in charge and announced additonal reforms. One of those was the elevation of the central government’s work safety office to cabinet-level status. There has been increased transparency in reporting and investigation of mine accidents and disasters in recent years. There has also been an increase in public criticism by labor leaders concerning the neglect of mine workersafety.1 This article examines the causes of China’s many mining accidents, current legal and enforcement structures, respective mining health and safety related laws and regulations, recent mining industry developments and the latest effort to curtail small mining operations.

The Mini-DiscTM cutter drill bit is a radical design departure from the traditional tri-cone rockdrill bit. Miniature disc type cutting tools as small as 3.25 inches (82.5 mm) diameter are fitted to a bit body to cut individual concentric kerfs. The action is the same as that commonly used on large tunnel boring machines but miniaturized. The high performance rate and efficiency of a disc cutter are the result of producing a large proportion rock chips rather than sand or powder. The Mini-DiscTM drill bit, referred to as the “Disc Bit” has other unique features as well. It can be re-greased between runs. It can be rebuilt in the field in about 15 minutes, cutters can be replaced and the Disc-Bit appears to require less down hole hydraulic power than conventional bits. Thoroughly tested in the laboratory, the bit has recently been undergoing field trials in well drilling, blast hole drilling and shaft drilling. As any engineer knows, the laboratory can not shake out all the problems but it eliminates the more glaring weaknesses. Performance results have been exhilarating, and a few mechanical problems were discovered and largely overcome. This paper is a progress report.

The $980m (€750m) Dublin Port Tunnel, Europe’s biggest urban highway tunnel project, was opened in December 2006. The culmination of this immense scheme is set to transform the environment, mobility and road safety of Ireland’s capital city. This paper summarizes the key aspects of a project linking both sequential and parallel construction of individual tunnels and describes various approaches to bored, mined and pre-support cut-and-cover tunneling in a wide variety of ground types and depth of cover. Examples of innovative approaches to deal with structural and geotechnical problems while maintaining full operation of both road and rail traffic and the integrity of properties in a dense urban corridor are described.

Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. Kinetic models are the most important tool for predicting and evaluating the performance of flotation circuits. Gilsonite is a natural fossil resource similar to an oil asphalt, high in asphaltenes. Here, in order to determine the kinetic order and flotation rate of a gilsonite sample, flotation experiments were carried out in both rougher and cleaner stages. Experiments were conducted using the combinations of oil–MIBC and gas oil–pine oil, with one test without collector and frother. Five kinetic models were applied to the data obtained from the flotation tests using MATLAB software. Statistical analysis showed that the results of the experiment with oil–MIBC were highly in compliance with all models. Kinetic constants (k) were calculated as 0.1548 (s−1 ) and 0.0450 (s−1 ) for rougher and cleaner stages, respectively. Rougher and cleaner tests without collector and frother also matched all models well (R2 > 0.98), with k values of 0.2163 (s−1 ) and 0.284 (s−1 ), respectively. The relationship between flotation rate constant, maximum combustible recovery, and particle size showed that the maximum flotation combustible recovery and flotation rate were obtained in the size range of −250 + 106 μm in the rougher and cleaner stages. The combustible recovery and flotation rate were higher in the rougher flotation process than in the cleaner stage.

The Mine Safety and Health Administration (MSHA) issued Program Information Bulletin P09-03in April of 2008, providing formal guidance on using programs that model the redistribution of stress during underground mining of coal. A key part of this guidance is visual observation and mapping of ground conditions. If a correlation between ground conditions and model output can be established, the model is considered to be verified, and can be used to guide mine design in similar ground. A simple scale is recommended for ranking observed roof, rib, and floor conditions. This paper discusses optimization and implementation of a ground condition rating scheme in the gateroads of a deep underground longwall coal mine. Roughly 80% of each gateroad length deteriorated in a fairly uniform manner. However, this manner varied between gateroads, as did pillar size. The implementation of a ground condition mapping program, similar to that recommended in PIB 09-03, was successful in characterizing the ground response to mining in gateroads of a longwall coal mine.

China’s burgeoning economy is responsible for a major share of recent world mineral consumption increases. In addition to factors traditionally recognized in market economies1 and factors unique to specific commodities, Chinese consumption now plays a major and increasingly important role in energy and mineral markets for many commodities, such as aluminum, copper, iron and steel, and oil. China has the world’s second largest economy after the United States. And its long-term importance to the minerals markets is even greater than indicated by its gross domestic product (GDP), which is currently less than two-thirds of that of the United States (Table 1). This is because China’s rising standard of living is accompanied by rapid industrialization and urbanization. Its consumption of mineral materials for infrastructure development for its very large population is significantly greater per capita than that of such developed economies as the United States, the European Union and Japan. In other words, China’s per capita production is rising at a rapid rate and will probably continue to do so for many years.

THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. Online education is not new. During the last decade, it has reached the stage where many universities offer a variety of courses, degrees and programs without any associated residency requirements. The most successful of the online universities, University of Phoenix, offers hundreds of accredited programs for close to 100,000 students throughout the world (www.phoenix.edu). Online education is considered to be a valid equivalent to traditional, classroom-based education. It is best suited to the needs of mature students with full-time jobs and a desire to deepen their knowledge. While most of the e-business has experienced severe setbacks during the last two years, e-education shows no signs of slowing down. On the contrary, the number of students and institutions offering online education keeps growing. The value of e-education associated expenditures was expected to reach $300 billion in 2001 (Sanoff,2001), making it a serious and mature industry.

The mechanical properties of the rocks surrounding an orbital vibrator alter the shape and amplitude of the vibrator’s orbit. Detecting these changes with driving point impedance measurements promises to reveal fractures and, possibly, identify the in situ stress state and significantly increase the depth that can be investigated. Our research emphasis has been on detecting vertical fractures through casing. Experimental and numerical results to date indicate that our new logging tool has excellent potential for determining both the vertical extent and azimuthal orientation of such fractures. Fracture and in situ stress orientations are useful in mine planning.

For this reason a raw material policy, both national and international, is necessary to ensure access to new mineable deposits which are still available in Germany. Further on, knowing market conditions is a must for sustainable development. At least sustainability and resource efficiency in potash and rock salt mining are achieved by constantly developing new technologies as well as optimizing the organization and improving qualification of workers."

Dust surveys were conducted at six underground coal mines to determine if deep-cutting practices expose face workers to higher levels of respirable dust. The surveyed mines were able to successfully mine deep cuts without significantly increasing the dust exposures of face workers. For exhausting face ventilation, field data indicate that scrubber airflow is the most important factor for controlling dust. Data collected for this study indicate that 20-mesh screens should be cleaned for every 40 ft of advance because 22% of the deep cuts surveyed for this study experienced a 20% to 35% decrease in scrubber airflow over the course of the cut. For blowing face ventilation, field data and past research indicate that dust control is aided by maintaining a proper curtain-to-scrubber airflow ratio of 1.0 (measured before scrubber activation) as well as a curtain setback distance that allows the miner operator to stand at the mouth of the curtain for the entire cut. Dust levels on the bolting faces did not appear to be affected by the longer cycles associated with deep-cut mining when good ventilation practices were used.

San Martin Mine is an open pit, gold heap leach operation located approximately 70 kilometers from the Honduran capital of Tegucigalpa. Mining operations commenced in 2000 and were completed late in 2007, while heap leaching operations continue. Reclamation was executed concurrently with operations to the extent practical. The area has distinct rainy and dry seasons and closure objectives include: prevention and mitigation of acid rock drainage, sediment and erosion control, and mitigation of visual impacts. Final closure is well underway at San Martin and this paper describes the closure processes conducted to date, problems encountered, and the subsequent lessons learned.

Over a period of seven years (1989-1996) the Mineral Industry Research Laboratory (MIRL) University of Alaska Fairbanks, has investigated the effects of temperature, residence time, and particle size on the degree of low-rank coal (LRC) upgrading for a non-evaporative, hydrothermal drying process, also known as hot water drying (HWD). Three Alaskan LRCs were used in this study: Usibelli coal (Seam No. 4) from the Nenana Coal Field, Little Tonzona coal from near McGrath, and Beluga coal from the Beluga-Yentna field on the west side of Cook Inlet. Replicated, factorial tests were conducted. Experimental results indicate that most of the low-rank coal upgrading via HWD occurs rapidly within the first 10-20 minutes of residence time. Thereafter, the upgrading process slows down and over 100 minutes of additional residence time are required to produce similar percentage increases in coal properties to those achieved in the first 10- 20 minutes. The properties of the hot water dried products were very sensitive to process temperature. Calorific value, carbon and oxygen contents, equilibrium moisture levels and Hardgrove gindabilities all appear to change linearly with temperature within the 275°C to 325°C range.

When done properly, benchmarking is an extremely effective tool for assessing ones performance, finding areas for improvement, and identifying strengths. However, when done improperly it can be an exercise in futility and result in incorrect observations and conclusions. A primary pitfall of benchmarking is collecting too much unreliable information. Surprisingly, the evolution of data storage and the ease of data collection are not helping with better data collection. Instead, it is just allowing one to collect more information, while at the same time inundating one with too much data. Additionally, the process of data collection can be tedious and is often times delegated to the least experienced individual resulting in unreliable and incorrect data collection and entry. Another primary pitfall of benchmarking is metrics that are cost based or poorly designed. Cost based metrics typically involve comparing unit mining costs ($/tonne). Between mines, unit mining costs are not very well correlated and have become further complicated by significant regional cost variations and mining inflation in the last years. Likewise, poorly designed metrics lead to poor benchmarking results. Examples of poorly defined metrics include: metrics that rely on information that is difficult to collect, metrics that are poorly defined, metrics which are too site focused, and metrics that measure low consequence practices.
