Maintenance costs in the mining industry often account for as much as 18-20% of total operating costs and with the cost of labor and materials rising, they threaten to become an even larger percentage of the total. Yet, without an effective maintenance program costs can soar beyond what they would be without a program. In other words, when production equipment is down, there is no production and no product to sell in the marketplace. This cost of downtime in lost product far exceeds the actual cost of maintenance, which is defined here as labor and materials. Thus, mine management must have an effective maintenance program to avoid downtime and meet production targets. Attaining an Effective Maintenance Program Many mine management and operations supervisors believe that an effective program is a function of how hard they push maintenance. Yet, when vital production equipment is inoperable and production is lagging, no amount of pushing helps. In actuality, maintenance has little control over its own destiny and needs support from other departments to deliver good service. Success of the maintenance program depends on gaining control of those factors that directly influence maintenance. Consider the following. Organization-The maintenance organization must be structured for maximum responsiveness to production needs. Unfortunately, some needs are immediate and many are unknown in advance. The maintenance department has little control over them. These outside influences limit the department manager's ability to control his own organizational structure. Preventive maintenance procedures-Routine lubrication, equipment inspection, minor adjustments and the like are controlled mostly by maintenance. Yet, scheduling preventive maintenance depends also on the availability of equipment controlled by other departments. Planning-The purpose of planning maintenance jobs is to ensure that the best use is made of maintenance resources. If the production department creates an environment of running repairs and emergencies, there can be little planning. Even well-planned jobs will suffer if there is less than full cooperation in carrying them out. As a consequence, the maintenance department is not blocked from planning, but the value of its planning is reduced. Scheduling-Maintenance scheduling should be a joint effort. Although maintenance does the planning, production must agree to the scheduled maintenance of its equipment. Workload-As a service organization, the maintenance department has limited control over its workload because it must consistently respond to other department's demands. At best, maintenance controls only the fixed portion of its workload-utility work, janitorial service, maintenance shop work, and assigned repetitive and preventive maintenance duties. Unscheduled and emergency work are initiated by operations. Major maintenance actions require full cooperation. Labor productivity-The effective use of labor is tied to other key functions of maintenance. These include organization, preventive maintenance, planning, scheduling, and emergency work. An area type organization, for example, can often respond more quickly to immediate needs than a centrally controlled maintenance group. Yet, area maintenance can result in lower labor productivity unless tight control is exercised. One of the advantages of a good "detection-oriented" preventive maintenance program is early discovery of problems and better opportunity to schedule corrective work in advance. Under planned work conditions, use of labor can be more productive. Complete planning and scheduling can minimize time spent on each job, increase effectiveness of supervision, and improve labor productivity. Finally, if emergency work is minimized, there are fewer delays, less lost time, better coordination, and more productive use of labor. While labor productivity is an important factor in carrying out maintenance, it also is influenced by outside factors. However, few realize the impact of being able to improve maintenance productivity. Few if any mines in North America have used exhaust air to remove heat at temperatures above the stope reject temperature. In contrast, the South African mining industry has long taken advantage of this heat removal method. The Homestake Gold Mine in Lead, South Dakota, has reached the point where a large air-conditioning upgrade is needed. Since existing air and water resources are being utilized about as well as practically possible, it was recently decided to install an 8.1 MW(R) (2300 ton) plant in the deepest mining division. Two horizontal bulk air spray coolers will distribute the coo1th to active workings via controlled recirculation. The heat will be rejected to exhaust air in four parallel cooling towers. The number and size of these large direct-contact heat exchangers prompted an investigation into South African planning techniques.

Water from the Forest Queen mine adit near Silverton, Colorado drains into a natural wetland. Because the pH of the water averages 5 and the iron concentration averages 18 mg/L, it was thought that the wetland might naturally treat the water. Of most concern with respect to the aquatic environment is zinc whose concentration averages 0.60 mg/L. Starting in October 1997, the surface waters, ground waters in the peat substrate, and the sediments in the wetland were sampled and analyzed four times over the course of four months. The adit water primarily remains as surface water where Fe, minor amounts of Al, and no Zn are removed. After the adit water enters the peat, then it is found that the pH rises to 5.8-6.5 and sulfate is reduced. The removal of Zn and A1 is caused by these two changes. However, Fe in its reduced state is quite soluble and may be remobilized in the reduced environment of the peat.

A WINDOWS-based object-oriented expert system for prefeasibility evaluation of hard rock mines is being developed at the Western Field Operations Center (WFOC) of the Bureau of Mines. Designed for use with the Bureau's Cost Estimating System (CES), this expert system assists an evaluator in choosing an underground mining method, and the related design parameters. The system provides the engineering and design guidelines necessary for an evaluator to perform a prefeasibility type cost estimate.

GEOLOGY One of the largest copper resources in North America occurs in the Bingham mining district, located 40 km (25 miles) southwest of Salt Lake City, UT. Anaconda's present contribution to the development of this resource is the Carr Fork mine. (Fig. 1, Bingham district plan map.) The Carr Fork story began about 300 million years ago when a thick sequence of sedimentary quartzite and limestone was deposited in the Oquirrh Basin. Subsequent earth stresses formed a series of west-northwest-trending overturned anticlines and synclines that were later offset by northwest-striking thrust faults and northeast-trending normal faults. (Fig. 2, Bingham district cross section.) About 38 million years ago the Bingham stock was intruded into some of the folds, resulting in the formation of porphyry ore in the intrusive, and fissure, replacement, and skarn ore deposits in the sediments. The Carr Fork skarns were formed preferentially in two limestone units, called the Yampa and Highland Boy, which average about 46 m (150 ft) in thickness, separated by about 76 m (250 ft) of quartzite. Copper mineralization consists almost entirely of chalcopyrite associated with pyrite and molybdenite in a gangue of garnet, diopside, magnetite, quartz, and carbonate. Molybdenum, gold, and silver are economic byproducts. (Figs. 3 and 4, indicated ore in plan and section.) EXPLORATION HISTORY The West Mountain mining district, of which Carr Fork is a part, was organized in 1863, after leaf-silver ore was discovered in the Carr Fork of Bingham Canyon. However, it was not until 1873, when the Bingham and Camp Floyd railroad to the town of Bingham was completed, that the mining camp flourished. Many small mining companies in the district were reduced, often through consolidation. By 1937 only the National Tunnel and Mines Co. was active in the Carr Fork area. In 1948 it declared bankruptcy, and was later purchased by The Anaconda Co. Anaconda conducted geologic investigations in the Bingham district until 1968, when a concerted diamond drilling program was initiated to fully evaluate the geologic potential of the Carr Fork area. The exploration program commenced with one diamond drill, but was enlarged to three drills following discovery of the first major ore intercept. Near completion of the exploration effort, large oil well rotary drills were used to drill to depths of 762 to 914 m (2500 to 3000 ft), after which the holes were completed by standard diamond drilling techniques. All holes were collared vertically, but considerable deviation occurred because of structure and rock conditions. Though Germany has a very old mining history, her experience in uranium mining only started in the late sixties. Today in the Federal Republic of Germany (FRG) there are only 5 small mines in the exploration stage, namely Menzenschwand and Müllenbach in the Black Forest and Mähring, Popenreuth and GroBschloppen in northern Bavaria. In all these exploration mines much development is required to define shape and size of ore bodies. Mining engineers, government authorities and environmentalists alike are very much concerned about environmental safeguards and protection of mine workers against radon and its daughter products. Miners are affected by internal and external radioactive exposure. In general the external [f3]- and [µ] -exposures can be considered as small in comparison to the internal exposure and are therefore not discussed in this paper. The internal exposure is caused by the inhalation of radon and its daughter products and is relevant to the lung as the critical organ. The nobelgas radon is inert and does not from compounds with other elements easily. Contrary to the physical half-life of 3,8 days the biological half-life of radon is only 10 to 20 minutes. During the rentention time in the body only approximately 1 % of the long-lived decay products are retained in the system (SCHOGER, 1976). In this connection is it important that the radon resorption as well as the radon secretion varies individually and depends to a large extent on the age of the person (SCHOGER, 1960). RENOUX et al. (1978) have determined that the greatest part of the a(-activity in the air is attached to aerosoles with a diameter of 0,4/14. The radiation exposure of the lung by radon is negligible if compared with the exposure by short-lived decay products. For this reason one has introduced the concept of the potential [o](-energy (P) of the short-lived radon decay products, which means the total [ct]-energy, which is produced when an atom decays in the decay-series down to the long-lived lead-210. [ ] The unity of the potential [o]-energy concentration in the SI-system is 1 j/m3 air. In radiation protection however a specific unit is used namely the working level (WL): [ ] The WL-unit, though internationally recognised has not been introduced officially in Germany. Because of the large amount of tunneling still to be done in the FRG, the various mines departments responsible for safety and health in mining ask searching questions such as: - What are the laws governing radon emanation in tunneling? - Can workers be adeguately protected against radiation hazards? - How should one drive through high grade uranium ore? - What happens if the ventilation system breaks down?

Maintaining, managing and manipulating large quantities of geologic data can be a very costly and time-consuming process. The use of computer-based methods can provide some relief to the problems of editing, displaying, and interpreting spatial geological data. ENCORE is a system designed specifically for coal orebody modeling and reserve esitmation where the geologic data is stored on a large mainframe computer and is accessed from a local work station for editing, manipulating, and producing various reports and high-quality engineering maps. The ENCORE system was designed for use by the geologist or mining engineer with little or no computer background and, additionally, it was designed to provide the geologist or mining engineer enough flexibility to be able to select the appropriate methodology for the orebody being analyzed. The various analysis tools incorporated into ENCORE can significantly increase the professional's productivity without burdening he or she with the need to understand the details of the internal computer language.

In recent years planning of surface mines in general and reclamation and post-mining land uses in particular have become very complex. Due to the lack of suitable techniques, land use plans are rarely based upon structured decisions. Data collection may be conducted in a rigorous manner and certain analyses may be performed on the data; the decision to put the land to a specific use, however, is finally based upon the intuitive judgment of one or several individuals. This paper demonstrates how techniques from fuzzy set theory can be used in order to select an optimum post-mining land use plan. The various land use planning alternatives have been characterized according to both qualitative information and quantitative factors and the "fuzzy" aspects of the collected information are incorporated into the analyses. In a practical application, the methodology is used to obtain the most reasonable solution to a post-mining land use planning problem in Interior Alaska.

This paper describes a case study for the ventilation planning at Utah Fuel Company's Skyline Mines which are located outside Price. Utah. The Skyline Mines are currently comprised of two longwall coal mining blocks located in two different mines. A third replacement longwall block is currently being developed. Future ventilation systems for the mines were determined by establishing ventilation models developed from data collected during a detailed ventilation survey. The paper discusses the challenge to coordinate immediate ventilation requirements with long-term demands. The continuous movement of the longwall, which frequently represented the only open split in the ventilation network, resulted in cyclic ventilation demands dependent upon the length of the tailgate. A series of system configuration changes were recommended based on the results of the network modeling exercise and an economic evaluation of the various options. The scope and cost of the configuration changes, and the mead improvement resulting from these changes is discussed.

High-pressure roll mill comminution of heterogeneous multicomponent feeds was simulated with artificial limestone-quartzite mixtures using a piston-die press. The influence of heterogeneous interactions between components of the mixture on grinding path, energy utilization and energy split have been examined. Primary fractures are governed by differential fracture strength and attrition resistance of the components at heterogeneous contacts; subsequent secondary and tertiary fracture events are governed by coarse-fine interactions in the particle-bed. The weaker component is preferentially ground out of the feed size fraction and concentrates in the fines. Energy split among the components in the mixture is a function of their relative fracture strengths. It doubles for limestone and decreases by a factor of 5 for quartzite over the entire range of the mixing ratio.

A coal's size distribution clay content and moisture content can affect its handling behavior. But the combined effects of these properties and the effects of other properties are not known. Research underway at CQ Inc.'s (formerly EPRI's) Coal Quality Development Center (CQDC) and at Iowa State University (ISU) will answer these questions as part of a four year project to develop a coal handleability index for utilities to use when specifying coals. This paper will present preliminary data from the first year of the project, which focused on obtaining data on the chemical and physical properties of carious coals and their measured handling properties. Additionally, size, ash and moisture analyses and shear test data for several coals used at one power plant will be presented along with correlations between these physical and chemical properties and the measured handling properties. These data lead to the conclusion that while moisture content is the most important variable, the amount of -44 µm (-325 mesh) coal fines is a significant factor in determining coal handling behavior.

In the present work, dielectric spectroscopy experiments were conducted on bentonite samples collected from Milos Island, in order to study their electrokinetic behavior in correlation with water content and mild heat treatment. Low-frequency dielectric spectroscopy has proved to be a power tool in the study of the electrical behavior of clay-water systems, because polarization and relaxation processes typically affect response at frequencies below 100 kHz. Therefore, dielectric and conductivity measurements in the frequency range of 10mHz to 1MHz were carried out by means of a high-resolution broadband spectrometer on bentonite samples, at various levels of hydration. The evolution of dielectric response was also examined after annealing of the samples. Experimental data were computer fitted with the empirical Havrilliak?Negami dielectric relaxation function on which a conductivity term was superimposed. The evaluated parameters of the fitting function are shown to be strongly affected by the water content of the measured samples.

It wasn't until late 1976 that the U. S. Nuclear Regulatory Commission (NRC) set about to address the uranium tailings issue in earnest. It was decided that a generic environmental impact statement related to uranium milling operations would be prepared to support formal tailings regulation. We recognized, however, that this was a task that would take many years to complete and we could not take a "business as usual" approach to tailings management in the interim; the issue was too sensitive. To facilitate licensing during the interim period, the NRC developed guidelines in May 1977, for the industry in the form of the following performance objectives for tailings management: Siting and Design 1. Locate the tailings isolation area remote from people such that population exposures would be reduced to the maximum extent reasonably achievable. 2. Locate the tailings isolation area such that disruption and dispersion by natural forces is eliminated or reduced to the maximum extent reasonably achievable. 3. Design the isolation area such that seepage of toxic materials into the groundwater system would be eliminated or reduced to the maximum extent reasonably achievable. During Operations 4. Eliminate the blowing of tailings to unrestricted areas during normal operating conditions. Post Reclamation 5. Reduce direct gamma radiation from the impoundment area to essentially background. 6. Reduce the radon emanation rate from the impoundment area to about twice the emanation rate in the surrounding environs. 7. Eliminate the need for an ongoing monitoring and maintenance program following successful reclamation plan. 8. Provide surety arrangements to assure that sufficient funds are available to complete the full reclamation plan.

"Gold rush" is usually associated the western United States - California, Nevada, and Colorado. The southeast section of the nation is known more for its rice, textiles, tobacco, indigo, and cotton. This area, though, is where it all began with gold in this country. The United States' first gold rush, in fact, is said to have started with the discovery of a 7.7-kg (17-1b) nugget in the Piedmont section of the Carolinas in 1799, some 50 years before the rush to California. The Carolina gold rush continued intermittently through 1942 when the Federal Government shut down all gold operations. Strong gold prices throughout the early part of this decade and new extractive technologies spurred a small resurgence of gold operations in South Carolina. Mind you, this is not Nevada with its flood of geologists and mining companies. Nor are there any 7.7 kg (17 lb) nuggets being discovered. But Ridgeway Mining Co., a joint venture between Kennecott Corp. and Galactic Resources, has set about mining 51 Mt (56 million st) of low-grade ore containing an estimated 43.5 t (1.4 million oz) of recoverable gold. The open pit, carbon-in-leach operation is located near the town of Ridgeway in South Carolina, about 32 km (20 miles) north of Columbia. Carolina gold North and east of Ridgeway, Piedmont Mining Co. operates the historic Haile gold mine near Kershaw, SC. And Brewer Mining Co. operates the nearby Brewer deposit. Between 1829 and 1942, South Carolina gold mines produced 10 t (318,800 oz) of gold. It all began in 1799 when Conrad Reed, son of a German immigrant farmer, found the 7.7 kg (17 lb) nugget in Little Meadow Creek, NC. His father thought the rock was worthless and used it as a doorstop, so the story goes. It took nearly three years before Conrad's father decided his doorstop was indeed gold. Gold was later discovered in the Greenville district of South Carolina. And, in 1828, Benjamin Haile discovered gold in a stream that ran through his property in Lancaster County, SC. Haile's mine became South Carolina's most famous and most productive gold mine, producing more than 7.8 t (250,000 oz). At first, miners worked the stream beds of Haile's property. Later, lode deposits were discovered on slopes alongside the creeks. They would lease 4.6 ml (50 sq ft) lots and mine as deep as 7.6 m (25 ft). During the Civil War, the Confeder-

The usefulness of simulation as a technique for metallurgical process design and optimization studies has been greatly extended over the last few years by the development of a number of general purpose simulation packages. The packages, or simulators, all have the common objective of presenting the mathematical models and simulation methods in a form which is readily usable by plant engineers and metallurgists. To date, most simulators have been concerned with steady state simulation, but packages capable of dynamic simulation are now becoming available. The paper outlines the essential features of versatile steady state and dynamic simulators. Typical applications are presented by considering examples of design and optimization studies. Limitation on the use of simulators are also presented.

BCI has developed a chemical process known as Ecophos® for the multi-industrial Pine Level Project in DeSoto County, Florida. Approximately 85 percent of the phosphogypsum at Pine Level will be converted to a very clean gypsum. The remaining 15 percent, including impurities plus some quartz tailings sand, constitutes what is termed redigestion solids. BCI has developed an alternative to the practice of disposing phosphogypsum in large above-ground impoundments. The proposed disposal method consists of mixing the redigestion solids with clays and reacting the mixture (leached tailings) with lime prior to disposal into the mine excavations as a reclamation soil material. Leachate water quality testing using lysimeter equipment indicates that the pore water associated with neutralized leached tailings meets maximum contaminant levels set for the drinking water standards of radium and selected primary metals.

JOHN HAMRIC: Our next topic leader is David Huth, superintendent of sulfuric power generation, DAP, and shipping for IMC-Agrico, Nichols Plant, Mulberry, Florida. With a title like that it's no wonder he believes in empowerment. His topic today is "The Triumphs and Pitfalls of Using Empowerment Techniques." DAVID HUTH: Empowerment and its benefits are a desirable alternative to the traditional management structure. The difference between the two is the amount of decision- making authority and responsibility given to individuals by a supervisor. Just what is empowerment and how does it work? Empowerment is relinquishing to individuals the authority and responsibility to make daily decisions. Can everyone be empowered? What if they make a wrong decision? Will I empower myself out of a job? These are questions that all managers have when they hear the word empowerment. In today's fast-paced and high-pressure business environment, the old way of managing people must be replaced with a new approach. No longer can we, as managers, make all the decisions. The increased work loads due to downsizing, consolidation, and synergies have stretched us too thin. What about our employees? How can we motivate them into the high-performance teams that our companies are demanding? What possibly could satisfy both these issues? The solution to these problems can be solved with the power of employee empowerment. Employee empowerment will not only lessen the load on managers but will build teamwork, motivation, and pride into the employees who work for the managers who use it. American business was rudely awakened in the early 1980s when the Japanese companies not only caught up to American companies but literally flew by them. America was fat, dumb, and happy after World War II. Why wouldn't they be? They had all the factories. Everyone else had to rebuild. So for 40 years American business lounged in the limelight of very little true competition. But times change. Unfortunately, American business did not. Now the cry to perform in the new global economy has come down from the corporate boardrooms. Down through the ranks it has been felt. Guess who is supposed to make it work? But where are all those people who are going to make this rejuvenation and corporate renaissance possible? Many of them are gone-lost in downsizing, synergies, and rightsizings

INTRODUCTION In the region of Zurich several of the Swiss Interstate Highways meet and have to be linked to form a continuous network. The subalpine glacial topography with hills, ridges and lakes requires the construction of many tunnels (Figure 1). The Milchbuck Tunnel forms part of the inner arterial highway system of the city of Zurich. It passes underneath the ridge separating the Limmat and Glatt valleys. In its final configuration the tunnel will consist of two parallel three-lane tunnels (Figure 2). For the time being only one tunnel is constructed. This tunnel will be operated with two outbound (climbing) lanes and a single inbound (descending) lane (Figure 3). The owner, the Canton of Zurich, awarded the contract for the construction to a joint venture with the following three contractors: Locher & Cie AG (leader), Prader AG, A. Brunner's Erben, all located in Zurich. The actual freezing was performed by subcontractor Philipp Holzmann AG, Mannheim, West Germany. Electrowatt Engineering Services Ltd, Zurich, was design engineer and performed the construction supervision.

The long-term goal of the Collaborative Research Centre 525 is the identification of options for the resource-sensitive supply and utilization of metallic raw materials. In order to address these issues, an integrated resource management system for metallic raw materials was developed and tested. Simulations were carried out, using the tools and methodical approaches developed in this system, in order to compare alternative operating scenarios for aluminium and copper. However, before these alternative operating scenarios could be formulated and assessed, it was necessary to develop a consistent set of indicators to monitor progress towards sustainable development in the processing and utilization of metallic raw materials. The primary objective of the centre is to develop a set of indicators, which adopt a holistic approach to resource management, thereby enabling the assessment of different operating scenarios within the broadest possible context. The target audience for this research consists of decision-makers in the realms of politics, business and industry, as well as NGO?s.

Uranium and its decay series are associated with phosphate deposits of marine origin. Uranium concentrations are on the order of 100 to 200 ppm in matrix from the Bone Valley formation of Central Florida and about 25% this value in matrix mined from the Hawthorne formation in North Florida. Occupational radiation exposure due to this source has been under study in Florida since the mid 1970's (Windham, Partridge, Horton 1976; Roessler and Prince 1978). This report is based on findings of an industry-wide scoping survey conducted by the University of Florida during March 1976 through May 1977 and subsequent studies in selected individual facilities. PHOSPHATE MINING OPERATIONS Mining and beneficiation operations are diagramed in Figure 1. At the excavation site, electric powered draglines remove the overburden and expose the phosphate matrix (ore) which is then slurried and pumped to the beneficiation site. At the washer stage of the beneficiation plant, the matrix is subjected to washing and screening. A coarse product, "pebble" is produced and sent to storage piles while the fine fraction is passed through a series of cyclones to remove the clays. The generated clay suspension is sent to settling ponds while the remaining sand-sized fraction is sent to the flotation plant. At the flotation plant, phosphate particles are recovered from the fine sand particles of similar size through several stages of treatment with reagents, agitation and separation of floating and sinking fractions. The high grade concentrate produced is transferred to storage while the sand tailings are discarded. [ ]
