Managing environmental compliance at a complex facility has the potential to bring a high degree of personal and professional satisfaction to both the corporation and the individuals responsible for day-to-day operations. The decade of the 1990's, however, has seen the emergence of a nationwide trend of aggressive federal and state civil and criminal enforcement for environmental violations. This trend, spearheaded by the U.S. Department of Justice (DOJ) and the U.S. Environmental Protection Agency's (EPA) Office of Enforcement, has the potential to place the corporation, its corporate officers, and compliance personnel at collective professional risk, as well as a growing tendency to place accountability on individuals. Management of environmental compliance has been anecdotally compared to a shooting gallery at a carnival, with the following exception: At the shooting gallery, successfully hitting nine out of ten targets usually brings a reward and recognition of shooting skill; hitting nine out of ten environmental compliance expectations not only brings agency consternation and negative publicity, but the "gallery" will likely shoot back with stiff fines and possible criminal allegations. Faced with the challenges of the new environmental compliance shooting gallery, corporations and professionals are often left asking themselves, "How do we (or more appropriately, can we) win at this game?" This paper examines recent federal enforcement statistics and offers several suggestions for coping with the responsibility of managing environmental compliance in the 1990's.

Treatment of tungsten ore at Anschutz Mining Company's Chicote Grande (Bolivia) operation results in a relatively high grade arsenopyrite byproduct stream. Laboratory and miniplant testwork have been performed at Colorado School of Mines Research Institute to examine the technical feasibility of recovering a marketable arsenic product fr an this source. Process selection was constrained by the remote location of the millsite, which demands an uncomplicated, low maintenance operation. As a result of the research effort, a two-stage roasting/condensing process was developed, featuring the use of an indirect heating method. Arsenic was efficiently extracted and the arsenic trioxide (As203) product consistently exceeded the industrial purity specification of 99.5%. Key process parameters have been secured for extrapolation of the process to pilot or small commercial scale.

In this paper, the authors present a typical mine profitability model. The method of generating system moments is used to examine the sensitivity of the profitability function to changes in the dependent variables, and to express the expected risk associated with undertaking the project in a predicted economic and technical environment. Profitability of a mining venture is a function of many variables ore grade, capital and operating costs, milling efficiency, ore reserve tonnage and annual tonnage, equity - loan structure, tax regime, etc. Estimates of the expected value and the variance of the profitability function are obtained by calculating the partial derivatives of the function with respect to the dependent variables, using the Taylor series expansion method to the second order. Sensitivity analysis is carried out by examining the effects of each variable on the profitability function, which is determined by the magnitude of the product of its partial derivative and variance. An appropriate probability density function, based on the expected value and the variance of the profitability function, is assumed to estimate the expected risk associated with the project. This expected risk is a measure of the area under the profitability density function below the appropriate, selected discount rate or the cut-off net present value (NPV). The results are compared with those obtained by using the Monte Carlo simulation technique, and they show that either of the two methods could be used to evaluate the probability of project failure or success with no significant difference.

Silicon nitride (Si3N4 ) is an advanced structural ceramic materia1 which is presently being considered for a number of potential engineering applications, particularly in heat engines, gas turbines, and electronics. With respect to other structural ceramics, silicon nitride has relatively low thermal conductivity and thermal expansion coefficients and a moderate elastic modulus. Thus, during thermal cycling the stresses developed in this material are lower than in other structural ceramics. At the present time silicon nitride is produced via three main processes: thermal decomposition of silicon imide or amide, treatment of silicon tetrachloride or silane vapour with ammonia and nitriding of silicon powder. These three methods of production are discussed with particular attention to the effect of morphology and phase content on the properties of the final product. In this work carbothermal production of silicon nitride has been studied in a high temperature resistance furnace. Compacted briquettes of silica and carbon were produced which were reacted in a nitrogen atmosphere. The optimum reaction temperature and the carbon to silica ratio were found to be 1425OC and ten to one, respectively. The presence of large amounts of ash in the reductant promoted the formation of silicon nitride. The specific surface area of the briquettes did not have a large effect over the range studied in the present work. Briquette seeding with small amounts of Si3N4 was effective in increasing the reaction rates.

In 1981, a gas outburst accident occurred in the Yubari Shintanko coal mine, the only expectant mine in Japan, it caused 93 deaths. As a result, Yubari Shintanko closed in 1982. This major disaster was a turning point for sustainability of Yubari City, the largest coalfield in Japan. Finally, Yubari City was bankrupted in 2007. This paper aims to explore how miner’s children experienced this disaster and felt about region, family, and themselves, and to explain the relation between region declining and children’s lives. The data of this paper are the archived 600 essays, written by the junior high school students at the time of the disaster. There are three findings. First, the children who lost their father were the most shocked. They faced profound sadness. But they expressed that they had decided to overcome their sadness with surviving family. Second, the children who didn’t lose their father were also influenced. They were anxious about the future of Yubari, their family, and themselves. Furthermore, they decided to strive for their future. Third, they understood the disaster as a turning point of Yubari declining and looked ahead their future outside of Yubari. In conclusion, this disaster created their hopelessness to Yubari region and, as a result, promoted the decline of the city through their migration to other city. Furthermore, it is important to clarify that Yubari City has to continue the struggle to the regeneration.

This paper is not written to "break new ground" in computer applications; it is just a treatment of how an operating metal mine utilizes a mainframe computer for planning, analyzing, and reporting on the ventilation and cooling systems. The Unisys mainframe computer at the mine site is used in programs that analyze the ventilation network, keep records on various ventilation installations, calculate the results of measurements and produce reports on ventilation conditions in the working places and on the main air distribution, and plan and analyze the cooling system. All the programs are interactive to terminals. There are a series of data files that are generated by some programs which may be used by other programs. Most of these programs have been developed in-house. The computer is also used as a word processor via a vendor-supplied text editing program to produce memos, letters, and to keep up-to-date lists of equipment used.

A study based on a statistically designed sets of experiments (central composite design) was conducted to determine the optimum conditions for leaching a subbituminous coal (7.0 % ash) from the middle Wyodak seam in mild sulfuric acid solutions. The statistical analysis was conducted with the ash content and ash removal as the dependent variables and with the coal loading, acid concentration, ferric ion concentration, and temperature as the independent variables. Treatment of the experimental data via a simple genetic algorithm (GA) revealed that acid concentration and temperature are the two most critical variables. Unlike the case with bituminous coal, the ferric ions addition shows no beneficial effect. The optimum "macro response" predicted by GA was verified experimentally; the ash content was reduced to 2.7%, which is close to the value predicted by GA. The ash content was further reduced to 1.7% in a two-stage leaching process devised by incorporating the optimization results with that of leaching kinetic studies.

He worked at the Falconbridge in Sudbury area, also at Brenda Mines, and then he became part of the Brenda Process Technology group in British Columbia. He joined Freeport in late 1993 in Indonesia, and was involved in process control and automation. He is now the senior manager of metallurgy in New Orleans. He's responsible for designing Freeport's new 100,000-ton-per-day expansion concentrator, which is currently being commissioned. Please welcome Andrew. ANDREW NEALE: With the ongoing explosion in digital computing power, there seems to be no limit to what can be modeled, simulated, and controlled in the mineral processing plant. However, at each stage of development of a control system, it is necessary to complete a cost-benefit analysis for justifying the move to a higher level of control. Incremental improvements in plant performance, while often significant, must be weighed against the costs of implementation and long-term maintenance. This presentation will provide examples of what the author believes are misplaced or misguided process control efforts and make a case for the KISS principle as applied to process control.

Underground coal mining systems have kept pace with developments that have occurred in other types of mining. A diversified group of machines are now available with high horsepower motors, built-in microprocessor technology, and numerous options to satisfy miners' needs in various geological environments. The results will be a greater degree of mechanization and recovery of coal from inclined seams, thins seams, and seams mined in lifts from shallow as well as deeper deposits. This article is based on a general suvey carried out by the authors to detemine the current status of mechaniztion and systems development in underground coal mining. It indicates that the next two decades will see increasing use of longwall mining, which has already reached a high degree of sophistication. Automation, remote control, and robotics are the key words of the future. Data transmission from underground to surface and over long distances will be almost routine. Many components of the high technology industry that are just being considered by the mining industry regarding equipment health and perform¬ance monitoring, quality control, application of expert systems, and computer networking will become a routine part of underground mining technology. Within the next 21 years, "manless" mining, first attempted about 25 years ago, will become a reality. Current coal face developments Developments in underground mining equipment, its application, and associated technology have made phenomenal progress compared to those in other types of mining. Room-and-pillar systems, on one hand, and longwall mining, on the other, have sophisticated equipment at their disposal. A short cut is presented where the average grade above a primary grade cutoff and its associated byproduct grade(s) are estimated by screening the primary and byproduct grades. For the primary variable, choose samples whose grades are above a cutoff of interest. Compute variograms for the subset of the primary variable. Then using this variogram, krige the blocks of interest only using the samples whose grades are above the cutoff. The next step is to screen byproduct grades by choosing byproduct samples whose associated primary grades are above the cutoff of interest. Next compute variograms for this subset of byproduct samples. Then using this variogram, krige the blocks of interest using byproduct sample grades whose associated primary sample grades are above the cutoff of interest. The results are the average grade above a primary cutoff for both the primary and the associated byproduct variables. Using two simulated primary and reference data sets a case study resulted in the screening krigings performing better than the indicator kriging approach in the first case study. A second case study had mixed results with the primary indicator approach performing better than the primary screened approach. The byproduct screened approach performed better than the byproduct indicator approach.

Contrary to active subsidence, which occurs concurrently with mining operations, or is completed within a few days following coal extraction, delayed subsidence may take many years to appear at the surface after coal mines are abandoned. There are two principal morphological types of delayed subsidence: troughs, which are shallow depressions, and sinks, which are steep-sided crown pits. Both types are damaging to surface structures, and a variety of methods have been introduced to deal with the problem, ranging from subsidence insurance to site restitution. In planning insurance or restitution measures, a predictive model is of value in estimating the magnitude of the problem and the size of long-term budgetary commitments. Only one model is known, which was developed for the Bureau of Mines by GAI Consultants of Monroeville (l,2,3). The GAI model is presented in qualitative terms. This report develops a formal basis for the model and tests a numerical implementation on one of the best-described study areas, Allleqheny County in Pennsylvania.

INTRODUCTION Monitoring devices used for detecting and measuring airborne radon in mines are limited due to the rugged environment in which they must operate. Personnel monitors now available are either passive or require filters and an air pump. Area air monitors usually have bulky batteries or require electric power service to the instrument. Thus, there are few instruments presently in use in mines capable of discriminating between the various radon isotopes and their daughters. Occasionally it is desirable to determine which radon daughters are the principal dose contributors in mine air. In some areas, such as the Elliot Lake mine in Canada, there exist sizable quantities of 220Rn in the mine air due to 232Th in the ore (Cote and Townsend, 1981). Since there has been recent interest in radon daughters in homes and factories, as well as caves and mines, methods and instrumentation are being developed to address these cases. Some of these methods can be employed in uranium mines. Although there have been very few determinations of the three radon isotopes (222Rn, 220Rn, and 219Rn) and their daughters made in uranium mines, these isotopes have been measured in process buildings and in private homes under circumstances that suggest these isotopes could also be present in uranium mine air (Perdue, Leggett, and Haywood, 1980; Yarborough, 1980) METHODS Cryogenic air sampling was developed about 15 years ago (Rasmussen, 1972) to concentrate various airborne chemicals for later fractional distillation and measurement of various organics using gas chromatography. A version of this technique has been developed to measure tritium, krypton, and other radioactive gases in nuclear power station buildings (Anon, 1980). In this method, fractional distillation is used in conjunction with various detectors to identify the radionuclides present. The cryogenic method to be discussed here was developed at Oak Ridge National Laboratory (ORNL). It uses the liquid air accumulated in a sampling device for a direct analysis of all gamma-ray emitters present. The air sampler (Fig. 1) could be employed in a mine to liquefy air, using the difference between the point of liquefaction of air (~80 deg. Kelvin) and the boiling point of liquid nitrogen (77 deg. Kelvin) to liquefy an air sample. By using a proper orifice at the entry to the sampling vessel, air of any dust concentration and relative humidity [ ] may be sampled. The energy for sampling is provided by the slow evaporation of the liquid nitrogen; no other power source is required. This type of sampler could be used to augment the usual filter and pump, or passive system presently employed to estimate personnel dose from radon daughters. It would also allow measurement of any combination of daughters from the three radon isotopes. Upon completion of sampling, the sampler is closed and removed from the mine. This sampler, with its liquid air contents maintained by the slow evaporation of liquid nitrogen, is taken to the place of measurement. There, the sampler is opened, the accumulation of water and ice in the neck is chiseled down into the liquid air, and the sample is transferred quickly to a precooled counting dewar (Fig. 2). This counting dewar is then placed upon a gamma radiation detector; we recommend a high purity germanium detector. A determination of all the radon daughters can be made in 1 to 4 hours after the sample is taken.

INTRODUCTION The Alchem trona mine, owned and operated by Allied Chemical Corp., is located approximately 32 km (20 miles) west of the town of Green River, and 8 km (5 miles) north of Interstate 80 in southwest Wyoming. Trona, a naturally occuring sodium sesquicarbonate (NaCO3 • NaHCO3 • 2H2O), is used for the production of sodium carbonate (Na2CO3), commonly known as soda ash. Present annual US consumption of soda ash is approximately 9.07 Mt (10 million st), out of which approximately 7.3 Mt (8 million st) is produced from the Wyoming trona mines. About 44% of soda ash is consumed by the glass industry; 3 % by exports; and the remaining portion by paper, chemical, soap, textile, and nonferrous industries. Allied Chemical operates an underground mine at an average depth of about 488 m (1600 ft). There are three other trona mines in the area operated by FMC Corp., Stauffer Chemical Corp., and Texasgulf Inc. (see Fig. 1). Allied Chemical became interested in southwest Wyoming trona deposits in the early 1940s. Explora¬tion work was begun in 1959 with the acquisition of federal leases. Exploitation of the reserves began in 1968. Two shafts, one 6.1 m (20 ft) and another 3.7 m (12 ft), were completed prior to 1968. The 6.1-m (20-ft) diam service shaft is divided in half by a cur¬tain wall, with one half used for men and material and the other for ventilation as a return air shaft. During the period from 1968 to 1974, the 3.7-m (12-ft) shaft was used as production shaft with two 7.3-t (8-st) skips. Due to the increased demand for soda ash, plant and mine expansions were completed during 1974. Under this expansion, the material handling system capacity was increased by constructing a new 2721-t (3000-st) capacity ore bin, sinking a 6.1-m (20-ft) diam produc¬tion shaft, and installing a friction hoist with two 22.7-t (25-st) skips. The Alchem mine manpower is 484 employees and about 2.3 Mt (2.5 million st) of trona was produced during 1976. Three different mining systems are used at the Alchem mine: conventional, continuous, and longwall. Allied Chemical introduced its first longwall unit in 1973, which was also the first longwall system introduced in the Wyoming trona district. At present, four conventional, seven continuous, and two longwall units are in operation. This equipment is operated in ten production areas. GEOLOGY The bedded trona and trona-halite in the Green River basin of southwestern Wyoming is a major re¬source for the nation. There are 25 beds that exceed 0.9 m (3 ft) in thickness and underlie areas of about 2590 km2 (1000 sq miles). There are other minor beds that range in thickness from 0.3 to 1.2 m (1 to 4 ft). Allied Chemical's Alchem mine is located in bed 17. The trona bed numbering system starts at the lowest elevation and increases upwards. The trona beds are in the Wilkens Peak member of the Green River formation. The Green River formation was deposited in a lake that began in early Eocene as a large body of fresh water, shrank in size and became saline, and then became fresh water again. The sedi¬ment during the saline phase of the lake, which includes the trona beds, is called the Wilkens Peak member. The underlying freshwater lake deposit is called the Tipton member and includes a 25.9-m (85-ft) sand unit which is a high pressure, low permeability aquifer. The over¬lying sediment is called the Laney shale. The Green River formation is underlaid by the Wasatch formation and overlaid by the Bridger formation (see Fig. 2). The structure of the beds in the area of the Allied Chemical mine is mostly postdepositional asymmetrical folds of small amplitude. These folds range in size of 3 to 6.1 m (10 to 20 ft) to as much as 45.7 m (150 ft). The trend of the folds is northwesterly with the north¬east flank of the anticlines having a steep dip and the southwest having gentle dips. Trona bed 17 varies in thickness from 2.4 to 3.4 m (8 to 11 ft) over the 93.2 km2 (36 sq miles) holdings of Allied Chemical and is flat lying except for the rela¬tively minor folding and a negligible regional dip of about 0.017 rad (1°). Trona occurs naturally in several physical forms in the Green River basin, being both massive and crystal¬line. The fatty acid flotation process has been used to produce phosphate for decades, yet the chemical mechanism involved has never been thoroughly investigated. A basic knowledge of the process is lacking, and as such, industry has had to develop their own guidelines for the design and operation of conditioning and flotation equipment. These guidelines are the result of many trial and error attempts, and are not by any means universally endorsed. There are almost as many opinions about how to operate a plant as there are practitioners of the art. This paper covers the currently recommended rules for design as viewed by one practicing phosphate metallurgist.

It is difficult to simulate properly the vibratory transport. One does not know how to describe the influence of a bulk material layer on the transporting trough. There are few approaches, but none is satisfactory enough. Author proposes to apply a model of a dynamic dumper which simulates periodical collisions between material and the trough, when they are coming to the contact after the free flight of material above the trough. Computer calculates average speed of transported material and handling output as well. When the quantity of material on the trough is known, then the force of the dynamic dumper could be calculated. This force together with the exciting force of the vibrator are introduced into equations describing the model of a mutti- mass conveyor. The basic goal of simulation is to find the required exciting force and the power of an electromagnetic vibrator. it is possible to find optimal data of designed elements of vibratory conveyors as well.

Field data from coalbed methane wells indicate a significant variation in composition as a function of flow rate and time. In particular, San Juan Basin wells have displayed an increase in C02 concentration over time. Prediction of gas quality is critical to the economic evaluation of any coalbed project. Previous models have forecast only pressure and production profiles, ignoring compositional variations. In this study a multicomponent model that incorporates binary isotherms for methane and carbon dioxide has been developed. An extended Langmuir isotherm is used for the adsorption representation and a constant separation factor (similar to relative volatilities in distillation) describes the phase distribution of the species. This separation factor depends both on the surface characteristics of the coal and on the adsorbing species. The chromatographic separation equations have been superimposed on Darcy's law flow. The formulation allows decoupling of the pressure and compositional partial differential equations. The equations have been cast in dimensionless form and solved for pressures and compositions. It is observed that the composition of the preferentially adsorbed C02 increases at the wellbore as a function of dimensionless time. The dimensionless time is directly proportional to the real time and coalbed permeability and is inversely proportional to the gas viscosity, coal porosity and the square of the length of the reservoir. As the separation factor increases, the compositional variation increases. This variation in produced C02 concentration is also greater when the initial C02 concentration in the reservoir is higher. A sensitivity study has been performed to identify the effects of important parameters such as isotherm variables and reservoir characteristics on pressure and composition profiles.

Manufacturers referred to high capacity thickening as a filtration operation rather than thickening in spite of the fact that it is performed in thickeners and that conventional thickeners can be operated as high capacity thickeners by changing the feeding level and operate it in a different manner. In this work we derive a phenomenological model for high capacity thickening based on mass and momentum balances. The difference with a conventional thickening is the presence of a surface source within the variable domain. The model can be used to design, simulate and to develop control strategies.

The effect of pyrite, pyrrhotite, chalcopyrite, realgar and arsenopyrite on gold dissolution in cyanide media was investigated. The cyanidation of synthetic gold ores in the presence of various concentrations of sulfides was studied under constant experimental conditions. A mineralogical analysis of the minerals was performed. The leaching kinetics were determined. The negative effect of sulfides on the gold dissolution rate varies with the sulfide mineral and decreases according to the following order: realgar > pyrrhotite > chalcopyrite > pyrite > arsenopyrite. The chemical characterization of gold and sulfide minerals surfaces using X-ray photoelectron spectroscopy (XPS) was undertaken to identify the mechanisms involved. XPS analysis showed that a passivation layer of sulfides, arsenic or iron compounds might form on the gold surface as a result of the dissolution of the sulfide minerals. In order to study blast-induced dust in a hard rock metal mine experimentally and analytically, a part of a stope mined by Vertical Retreat Mining (VRM) was monitored throughout its lifetime. Dust measurements were used to describe the dust source, to study the dynamics of removal of airborne dust from the blasting area, and to examine a variation in dust production with a stope's progress. An analysis based on graphical and analytical comparisons of blasts taking place in a single stope is presented and discussed. Also, some transient phenomena of dust flow in the stope vicinity, caused by the blasts only, are examined.

Introduction The Carlin Trend is North America's premier gold producing district. It is located in northeastern Nevada's Elko and Eureka Counties along a northwest trending belt about 65 km (40 miles) long and 8 km (5 miles) wide (Thorstad, 1989; Jones, 1989). This trend is the worldwide reference site for epithermal, sedimentary rock-hosted microscopic gold deposits. At least 19 deposits have been discovered to date, varying in size from 933 kg to 1.08 kt (30,000 to 35 million contained oz) of gold (Fig. 1). Newmont Gold Co. and its parent, Newmont Mining Corp., jointly constitute the largest mineral right holders in the district. They own or control more than 1000 km' (386 sq miles) in and around the Carlin Trend and own all or part of I6out of the 19 mines and prospects identified to date. Since the initiation of Newmont's exploration activities in the Carlin Trend in 1961, 2.24 kt (72 million oz) of cumulative gold resources have been identified. Cumulative production from all mines since the start-up of Newmont's Carlin mine in 1965 to the end of 1989 was about 202 t (6.5 million oz) (Jones, 1989). The incentive of sustained high gold prices and innovation in processing technology resulted in a significant acceleration of gold output over the last few years. Newmont Gold alone produced more than 43.5 t (1.4 million oz) in 1989. That is equal to 22% of the cumulative 1965 to 1988 output, and an almost 200% increase over its 1986 output. The same incentives produced even more spectacular exploration results. In each of the last five years, net additions to reserves and resources outpaced current production by substantial margins. These facts demonstrate the spectacular past prospectiveness of the Carlin Trend and the success of focused, multi-disciplinary exploration methods that made it possible to more than offset the recent accelerated depletion of gold resources. However, is this situation sustainable? How long can the mining companies along the Carlin Trend keep on finding resources faster than they deplete them? These are some of the questions that motivated this study. The authors have not quantified the future potential for gold exploration in the Carlin Trend nor established a deposit discovery path. But strong indications were discovered that the [ ] Carlin Trend remains a relatively immature exploration district and that the potential for significant new discoveries is high. Methodology and data The approach chosen to address the above questions was simple. The authors compiled deposit size data, measured in contained ounces of gold resources, for all known deposits along the Carlin Trend (Table 1). The resource information was obtained by adding cumulative historical production (adjusted for mining losses and metallurgical recovery) to 1989 year-end published resource inventories. In a mature exploration area, where most deposits have been discovered, this distribution would be expected to approximate lognormality and would plot along a straight line on a lognormal probability scale. This result was found in previous work by Allais (1957) and recently confirmed by Cox and Singer (USGS, 1986) in regard to various types of mineral deposits in several regions of the world. It was also found to hold true for oil and gas pool size distributions (Arps and Roberts, 1958; Kaufman, 1962; McCrossan, 1969). [ ] The data used were compiled by Newmont Exploration geologists. The purpose of the study is to make inferences about the underlying geologic processes in the district and the maturity of the exploration effort. Therefore, deposits were not classified according to ownership but according to geologic occurrence as known from current information. Newmont's Post and Barrick's Goldstrike and Betze deposits, for example, are shown as a single occurrence to reflect the actual geologic setting. The cumulative frequency distribution of deposit sizes was plotted on lognormal probability paper (Fig. 2). The abscissa shows the cumulative fraction of deposits at or below a certain deposit size and the ordinate shows the deposit size in thousands of ounces of contained gold resources.
