The goal of this project is to develop, demonstrate, and document the beneficial use applications of a ponded F-fly ash as a road subbase material for the 2.1-mile Meredosia Industry Access Truck Route in Meredosia, Illinois. Approximately 60,000 to 70,000 cubic yards of ponded fly ash are proposed for use on this project without negative environmental impacts to surface water or groundwater. The County Highway Truck Route will consist of a 24-foot wide road built on a 0 to 7-foot thick compacted F-fly ash subbase. Laboratory testing indicates this fly ash will serve adequately as a road subbase, conforming to IDOT standard specifications. The economic considerations of using the Meredosia F-fly ash will also be developed so that a detailed cost-benefit analysis can be prepared for this project and for future projects. This project represents a two-year cooperative development and demonstration effort among the Office of Coal Development and Marketing (OCDM) of the Illinois Department of Commerce and Community Affairs (IDCCA), Southern Illinois University (SIU), Morgan County Highway Department (MCHD), Illinois Department of Transportation (IDOT), AmerenCIPS, and the Morgan County Regional Planning Commission. It is anticipated that monitoring activities will continue for a period of three (3) years after the completion of this project. The MCHD and IDOT will oversee all construction activities and long-term performance evaluation studies. Successful demonstration of large-volume beneficial use applications of F-fly ash at this site will significantly reduce management costs for power plants burning Illinois Coal. Furthermore, it will encourage similar utilization strategies at other sites in the State of Illinois.

An empirical investigation was conducted to formulate a design criteria for predicting the beach profile of hydraulically deposited tailings. Field data were obtained from mining operations producing gold sulfides, silver, molybdenum, copper, platinum, and uranium. Site-specific parameters were collected that included the beach slopes, tailings soil properties, slurry properties, and the slurry distribution system characteristics. Each of the beach profiles were dimensionlessly plotted, and regression expressions were computed. It was determined that either a power expression or exponential expression closely predicted each beach slope. A general power expression and a general exponential ex¬pression were developed resulting in a design criteria. A procedure was formulated to determine which expression, power or exponential, is applicable to any specific site. A slope designation chart was developed as a function of the discharge, the tailings critical tractive shear stress, and the inertial forces exerted by the slurry on the beach.

A new face ventilation system was needed at the Allied Chemical Trona mine, near Green River, Wyoming. The development of an exhaust manifold face ventilation system came from a need to reduce the dust and noise concentration level while maintaining methane control at the continuous miner working face. Dust laden air from a heading being driven by a continuous miner was contaminating the intake air in the mine around the roof bolter operator and adjacent headings. Each working heading was exhausted into the last open crosscut by a face fan. A face fan would contaminate the adjacent downstream heading with dust-laden air until a high dust concentration developed in the final entry before the returns. A face ventilation system was needed to give the exhaust of each heading an individual path to the return air. In addition, the system could not interfere with the present room and pillar mining process. A manifold system of rigid duct ventilation tubing was designed using the existing fans in a parallel arrangement. Each system was to consist of the rigid duct tubing in three headings junctioned together at the last open crosscut and exhausted at a common branch in the return air. Each heading was to have its own damper (or valve) so that air could be directed where it was most needed. The system was installed using both round and oval rigid duct ventilation tubing to minimize head loss and to allow proper ground clearance for mining machinery. Two fans in parallel were used to exhaust three headings. By adjusting the valves at each heading, up to 18.0 kcfm (9.36 cu m per sec) could be exhausted from one heading and still keep the methane level controlled in the other two headings. The manifold exhaust system has proven to be an efficient, long lasting ventilation system at the Alchem Mine. It has reduced the dust and noise exposure levels at the working faces while keeping the methane level under control.

A current program of research on the explosibility of coal dust/methane mixtures is described. During the study an explosion test chamber based on a novel design has been developed. This 20 litre open chamber uses a rotating drum concept for dust dispersion and infra-red sensors for dust concentration measurement. The chamber design allows different initiators to be tested while varying methane gas and coal dust concentrations. A new approach to the determination of coal dust concentration is included with a description of a dielectric dust probe. The measurement technique is based on the change in dielectric constant as the proportion of coal dust in air between probe capacitor plates increases or decreases. Characterization of coal dust samples is of vital importance. The particle size distribution, coal proximate analysis and elemental analysis were studied. Coal dust was sourced from airborne collected samples, settled dust from mine sources and seam channel samples crushed and sized. Explosibility test results indicate that a very low concentration of coal dust can form an explosible mixture when dispersed in methane concentration of just below five percent. With low temperature initiators, the coal dust lean limit concentration rises rapidly as the methane concentration is reduced. An accurate knowledge of the potential explosion hazards of coal dust and coal dust/methane mixture is necessary to establish safe operating conditions in underground mines. Plane failure in rock and soil slopes is usually caused by the intersection of a discontinuity plane with a slope face. Normally, these discontinuities are weaker than the surrounding intact rock and provide a surface along which movement can occur. The discontinuities are typically analyzed to determine the stability of a particular slope. One problem that arises when evaluating the stability of a planar feature is that the method for planar analysis is two-dimensional and has difficulty dealing with planes that are oblique to the slope face. Several researchers have stated in the past that planar failures are a special case of wedge failure. Wedge failures occur when two planar discontinuities intersect in an unfavorable manner. Sliding can occur along the intersection of the planes. Wedge failures are very common in rock slopes and can often be problematic. Wedge stability analysis methods are typically three-dimensional and can analyze planar features that are very oblique to the slope face. Wedge failure analysis can also be used to determine the stability of planar features with good success. One advantage to using wedge analysis over plane analysis is that a tension crack can be both non-vertical and oblique to the slope face in the wedge analysis. This allows the engineer to more closely match field conditions. It also negates the need for the engineer to have two separate software packages to analyze a single slope, saving both time and money.

This paper details the development of a functional work index that characterises the relationship between the energy that is imparted by a Roller Press into materials, against the resultant size reduction achieved. Such a Roller Press work index is necessary for this new grinding technology to differentiate it from Bond's grinding work index, and to clear up confusion that arises with such a comparison to Bond. The energy usage in a Roller Press does not follow Bond's "Third Theory of Comminution" but rather Rittinger's theory of new surface creation. The relationships for such a work index have been developed from the viewpoint of an equipment manufacturer with the hope that they will be of assistance to the minerals industry in the design of grinding circuits incorporating Roller Press comminution. The work index contains modification factors that reflects the effect of oversize, fines, moisture. closed-circuit operation and roll surface characteristics on the energy verses size reduction relationship. It has evolved from the results obtained from testing of a wide range of ore and mineral types that include bauxite, coal, kimberlite, limestone, iron and chrome ores, base metal and gold ores. The results show that even for such a diverse range of materials, they all demonstrate similarities of behaviour when comminuted in a Roller Press.

INTRODUCTION Deformation measurements are some of the simplest and most useful measurements that can be made by the mining/rock mechanics engineer in assessing the sta¬bility of openings in rock. A number of tools and tech¬niques are presently available. This chapter will de¬scribe the most common instruments, their application, and present the equations needed for data reduction. MECHANICAL STRAIN GAGE Description of Instrument A mechanical strain gage of the Whittemore type shown in Fig. I is a useful instrument for measuring deformations of pillars, sidewalls, and roofs of under¬ground mines. Measurement gage lengths typically range from 51 to 254 mm (2 to 10 in.), and the dial indicator reads to 0.0025 mm (0.0001 in.). The instru¬ment measures the deformation between precision gage points which are anchored in the rock. The anchor points are typically grouted in small holes drilled 12.5 mm (1/2 in.) or so deep into the rock. Strain a is calculated from the measured deformation AL with the equation [ ] where L is gage length. A necessary accessory for the instrument is a master bar normally made from invar steel having a low co¬efficient of thermal expansion. This bar allows one to check the instrument for changes in the mechanical zero point and to correct for temperature effects on the measuring instrument. The instrument is available from Soiltest, Inc. for a cost of approximately $340; the cost of the master bar is approximately $55; and nonreusable brass inserts which are anchored in the rock are nominally priced at $0.27 each. All prices are for 1978. Applications Two classes of applications may be considered, one where only one measurement direction is involved and the second where three measurement directions are em¬ployed. Applications where only one measurement di¬rection is necessary include: monitoring crack or frac¬ture separation or shear movement with anchor points on opposite sides of the discontinuity; measurement of vertical strain in a pillar or sidewall; and measurement of steel support deformations with anchors in the steel members. The more general application involves a strain ro¬sette consisting of three measurement directions which for convenience are oriented 1.04 rad (60°) apart to form an equilateral triangle as shown in Fig. 2. Spatial relationships among physical 'and chemical properties pertinent to economic development of sand and gravel deposits have been little studied. Models need to address trends or zonation of material properties applicable to mine evaluation and planning or as a guide among deposits for use in regional assessment Models can then be utilized to design sampling programs to optimize additional data acquisition. Development of a preliminary methodology in the lower Boise River Valley, western Idaho, will utilize historical and recent data from a terrace-gravel deposit. Classical statistics and techniques of spatial data analysis will be evaluated as a precursor to formal geostatistical evaluation.

A brittle solid broken by crushing or impact, results in a mass size distribution curve having a straight line segment when plotted on log-log paper. Depending on the mineral, the slope of this straight line segment ranges from a maximum of one for materials like glass and quartz to values of one half or less. Theoretical derivations of the size distribution, such as the Gaudin-Meloy model, yield a slope of one and only one. When the Gaudin-Meloy model is modified to assume that not all cracks terminate on a preexisting surface, the new model predicts that size distribution slopes, depending on the type of brittle solid, will be less than one. There is a measurable physical parameter that will predict the slope. In addition the model predicts that particles from such a size distributions will have negative corners and peaks - indentations. Moreover the model predicts that particle shape will systematically change with decreasing particle size. Finally, this new physical model of comminution may be experimentally tested.

Introduction A comprehensive project has been completed at the University of British Columbia that focused on the development of a commercially competitive composite cable bolt. Laboratory evaluation consisted of pull tests, preliminary shear tests, grout column testing and scanning electron microscope evaluation of the composite cable bolt. Field implementation at five underground mines throughout Canada were completed for technical and overall performance evaluation of the new product. The project began in 1989 under the sponsorship of HDRK Ltd., a consortium of mining companies including Inco, Noranda and Falconbridge Ltd. The objective was to develop a cuttable cable bolt that would serve as support for a continuous miner within a hardrock environment (Mah, 1994). The bolt was required to be cuttable by a continuous roadheader without adverse effects to equipment, personnel and the milling process. From the beginning, the focus was to employ existing cable bolt installation technology (Goris et al., 1994) whereby the cable bolts are grouted within a 4.8-cm-diam (1.08-in.diam) or larger employing a portland cement grout having a water: cement ratio between 0.35:1 to 0.4:1. The prototype, developed from Phase I, was technically comparable to that of conventional steel cable bolts. However, high cost and limited accessibility hindered its commercial acceptance. The second phase of the project was sponsored by the British Columbia Science Council and Pacific Pultrusions Ltd. of British Columbia to locally develop a glass fiber cable bolt. This phase of the project has resulted in the DAPPAM cable bolt (Pakalnis et al., 1994). DAPPAM Cable bolts are the second most used support method in Canadian underground mines after mechanical rock bolts. It is projected that 870,000 m (2.9 million ft) of cable bolts are installed annually in Canada (Poulin et al, 1994). The objective of the research program was to develop a glass fiber cable bolt with similar pullout strengths to the conventional steel cable bolts (267 kN - 60,000 lbf). More than 200 laboratory pull tests were conducted employing standard cable bolt test procedures, as outlined by the US Bureau of Mines (Goris, 1994), to assess optimum rod and surface composition, geometry, number required, pullout and shear characteristics, among others. This resulted in the DAPPAM cable bolt (Fig. 1). It consists of 10 individual 0.6cm-diam (0.25-in.-diam) rods enveloping a 2.2-cm (0.8-in.) outside diameter, high-density polyvinyl grout tube. The composite used in the construction of the rods is comprised of about 65% glass fiber within a 35% polyester resin matrix (by volume). Through pultrusion (a continuous fabrication technique), the fibers and resin are combined into a composite material. The strength of the overall composite is largely governed by the material properties, the alignment [ ] of the fibers relative to the applied load and the density and interaction of the overall components within the composite. A further modification to the composite was the addition of a sand grit to the surface of the individual rod. This increased the overall bond strength between the rod and the cement-based grout, used to solidify the cable bolt to the rock mass. The grout tube has an inside diameter of 1.9 cm (0.75 in.) and is rated at a pressure of 1.72 MPa (250 psi). During installation, the grout is pumped through the annulus of the grout tube thereby filling the hole from toe to collar. Laboratory and field trials concluded that a minimum drill hole diameter of 4.8 cm (1.08 in.) be used to ensure optimum grout coverage. Table 1 compares the design strengths (as tested) for DAPPAM vs. the ultimate strengths for a conventional 1.6cm (0.6-in.) steel cable bolt. The characteristics for the steel cable have been derived directly or indirectly by Goris et al. (1994). A design tensile strength of 289 kN (65,000 lbf) was proposed for the composite developed. However, recent tests have indicated maximum breaking strengths of more than 400 kN (90,000 lbf) (Fig. 2). Figure 2 shows the load vs. displacement pull out curves for steel and DAPPAM cable bolts. The methods of testing were standardized so as to be able to compare the results directly. The shear strength of the fiberglass cable is largely a function of the surface area sheared. Shear strengths of 89 kN (20,045 lbf) were obtained for the configuration shown in Fig. 1 when sheared normal to the axis of the cable. The testing procedure was similar to the shear tests performed on steel by Goris (1993). It is important to reinforce the implication that critical bond strength has on the success of an overall support system.

A new method of pillar stability evaluation was proposed. The unique feature about the method is that it estimates two types of stability factors for the pillar. The first stability factor is to measure how much the applied stress at that point is smaller than its strength, and the second stability factor is to predict whether or not the pillar will fail violently. The strain-softening behavior of coal pillars was simulated by the Drucker-Prager yield criterion. A new algorithm that simulates the strain-hardening behavior of the gob was used. A numerical technique to estimate the local mine stiffness (LMS) was introduced and verified by both numerical and analytical methods. A case of massive pillar failure in a room-and-pillar mine was used to define the stability limits for the proposed method.

INTRODUCTION Estimation of capital and operating costs for mines and mills has long been a necessary ingredient of feasibility studies, and though many practitioners have successfully used "rules of thumb" and factor estimating methods for many years, a great deal of work is usually required to prepare an initial estimate and/or to update or revise such an estimate. Development of comprehensive mining and milling cost models during the 1970's by the U.S. Bureau of Mines and by Canadian workers (O'Hara and Mullar) provided the basis for feasibility-level cost estimates, but the numerous equations and the apparent rigor and complexity involved in preparing a project estimate using these models has discouraged many, if not most, potential users. Their acceptance was also hindered by a broad misunderstanding by many engineers in the minerals industries who had little exposure to such procedures, and by a possibly inadequate level of explanation or documentation of the parametric approach to cost estimating. The preliminary nature of most databases, geologic/engineering/ and market, available to the engineer or analyst during the early stages of a mineral project is a universal problem. Basing corporate mega-investment decisions or even individual equipment selection decisions on the usual "SWAG’s has always been a risky practice, but in the current business environment, the "guesstimates" are almost 'verboten', and are certainly becoming antiquated with the advent of both the described models, the ubiquitous microcomputer, and the nearly-ubiquitous hybrid species known as the "computerized engineer". Engineers have almost always sought techniques of cost estimation that can be applied and justified when geologic and engineering information for a mining project is preliminary and incomplete. The answer, in some cases, is the "parametric" approach. Equations, based on actual, past experience are developed to relate capital and operating costs to major physical variables such as the rate of mining or milling, with modifiers for such details as mining method, process characteristics, methods of construction, or types of equipment . Cost Engineering Standards Five major types of fixed capital cost estimates have been defined by the American Association of Cost Engineers : 1. Order-of-Magnitude estimate based on previous cost data and minimal knowledge. usually a "ratio estimate" with no better than +/- 30% accuracy. 2. The Hai-Shan No. 1 Coal Mine, located in northern Taiwan, is one of the typical coal mines on the island which, limited by natural condition, are mostly small in scale. With the advancing longwall method, the mine is now winning a seam, 80 cm thick, at a 32° dip, with a working depth of 824 m below surface. The annual output is about 50,000 mt of clean coal. At the working gallery, the virgin rock temperature may go up to 46°C, difficult to be brought dam to n acceptable level: because .of the tropical climate with high intake temperature and high humidity. Besides, at this depth, the intake air that goes down the long inclined shaft generates considerable heat due to autocompression. The mine is ventilated by a set of axial-flow fan with 38 m3/S of intake air at 2.2 KPA WG. With this volume of air, the temperature at the working-face is usually above 30°C WB. Appreciable lowering of the temperature is not expected even with an increased volume of ventilated air. For this reason, decision has. been made to try the installation of a pilot underground refrigeration unit near. the lowest gate road to cool the intake. air. from 32°C WB to 28°C WB which seems acceptable to on-the-spot workers exerting heavy physical labor. The experimental unit is designed for carrying away a total heat load of 90 Kw. The capacity of the unit is 200 Kw. The unit consists of a compressor, an evaporator, a condensor and a motor. The heat rejection is done in a cooling tower. Chilled water is circulated from the evaporator to the cooler by insulated pipes. The cooler consists of 90 Kw-coils with two fans and forces air by flexible ducting onto the working face. This paper examines mainly the effect of this additional reduction of working temperature, on working efficiency of the workers. Another aspect of this experiment is to evaluate the overall economy of underground refrigeration in small-sized coal mines under tropical condition. The success of such an experiment may lead to wider application of refrigeration to render many of the deeper mines economically workable.

Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia) and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation.

INTRODUCTION In the mining industry, timing in land acquisitions can be of the essence. In order to secure promising lands, deals are often negoti- ated quickly and evidenced by letters of intent containing what the parties feel are the essential terms of the deal. In some cases, a company is willing to acquire land only if it can lock up a number of promising properties, and so a "non-binding" letter of intent is used to formalize the essential terms, while leaving the company without legal liability. Later, the letters of intent will be sent to a lawyer to prepare a formal acquisition agreement. Many times, how- ever, especially in a land acquisition rush, another company will attempt to better the deal prior to the execution of that formal agreement, and the first company will be forced to rely on the initial letter of intent, only to find out to its chagrin that it has no deal In other cases, the company holding the desired property is another mining company, and the negotiation of an option or joint venture is the only way the first company can acquire an interest in the desired land. In order to make its offer more attractive, it may have to reveal confidential or proprietary information about the property or the surrounding lands. Here, too, letters of intent are often used to formalize the essential points of the agreement. Once again, however, prior to the execution of a formal joint venture agreement, the transaction may collapse and the letter of intent prove to be only that. Methane ignitions continue to be a major concern to the longwall mining industry. In spite of numerous advances in technology over the past decade, there has not been a measurable reduction in the number of longwall face ignitions. These ignitions will continue to be a problem as deeper and gassier seams are mined, as production rates are increased through numerous improvements in longwall mining equipment, and as the output of the workforce increases due to improved management-labor relations. It is necessary to know methane liberations, emissions, and flow patterns in order to effectively deal with it and to design control technology to reduce the occurrence of longwall face ignitions. A cooperative research project between the Bureau of Mines and the Canada Centre for Mineral and Energy Technology (CANMET) has been established to address longwall methane problems. The initial direction of this work was to look at methane flow patterns during the entire longwall mining process, and more specifically to examine and compare methane levels and flow patterns for advance and retreat methods of longwall mining. Both advance and retreat longwall mining is practiced in the Sydney coal fields in Nova Scotia. In 1986, a study was performed on advancing longwall panels at the Lingan Colliery, and a similar study was recently completed at the Phalen Colliery on a retreating panel. Methane monitors were placed at various locations along the face, intake, return, and bleeder airways. Handheld methane monitors were also used upstream and downstream of the shearer mining machine. This setup allowed a determination of methane sources on the longwall panels, including: liberation from cutting with the shearer mining machine, emissions from the coal seam along the face, emissions from the gob area, and methane already in the intake air. The results from both studies are reported and the differences between the two longwall mining methods compared.

If not well-managed, a mine-tailings facility may become a major source of risks, endangering the community and environment, and damaging the reputation of the minerals industry regarding sustainability. Identifying, characterizing, and mitigating the hazards and risks associated with tailings facilities have been critical to the maintenance of community-safe and environmentally sound mine-tailings facilities. Herein, a complex network model for characterizing the hazards and risks associated with the lifecycle of tailings facilities is presented. In this approach, the hazards are modeled as vertices of the complex network, and the interactions among the hazards are modeled as edges of the complex network. The complex network for modeling the hazard and risk spreading of mine-tailings impoundments is analyzed and characterized by using network metrics such as the network density, geometrical characteristics, characteristic path length, network efficiency, and clustering coefficient. The degree distribution of the network obeys a power-law distribution, indicating that the network for characterizing the risk spreading associated with a tailings facility is scale-free. According to the results of calculations and existing research results, the network is ultrasmall-world. By analyzing the change of the global network efficiency under four kinds of different methods to remove network nodes and edges, network nodes with higher between centrality (BC) are identified as critical. The removal of those critical nodes helps mitigate risks associated with a tailings facility and reveals the vulnerabilities to BC attacks.

The U.S. Bureau of Mines is currently investigating ways to combine the learning capabilities of genetic algorithms with the process control capabilities of fuzzy logic. Fuzzy logic has been successfully used for controlling a number of physical systems. However, the selection of acceptable fuzzy membership functions has generally been a subjective decision. In this paper, high-performance fuzzy membership functions are learned using a genetic algorithm, a search technique based on the mechanics of natural genetics. The membership functions learned by the genetic algorithm provide for a more efficient fuzzy logic controller than the membership functions selected by the authors for the liquid level system considered. The approach to developing genetic algorithm-based fuzzy logic controllers is demonstrated on a liquid level controller.

Assembling consistent data for a 40-year time series is a challenge because of the many changes that have occurred in this period. In many cases, because of process improvements and consumer requirements, grades of materials change in a 40-year span. This can lead to a wide fluctuation in price data simply because of increased costs for premium grades. Sources for obtaining price data can also change during a 40-year period. Changing the data source also introduces anomalies in a time series. In some cases, published price data are not representative of the real value of the material and provide little basis for further analysis. For some industrial mineral commodities, there are only a few producers, and value and production data are considered proprietary. In the data presented in this chapter, every attempt was made to ensure that the data were as consistent and representative of the industry as possible. However, the factors mentioned above may have introduced inconsistencies in some of the data series. Many different factors influence trends for industrial minerals because of the diversity of end uses for these commodities. Trends in production and prices for most of the industrial minerals can be related to one or more of the following: changing demand or technologies in end-use industries, development of new end uses, the effect of environmental regulations, production and processing technology changes, energy costs, foreign competition and substitution by other materials, and production as a byproduct of other minerals. World economic conditions, such as recessions and inflation rates, also play a part in some production and price trends. Data for 40 years of production for industrial minerals in the United States are presented in [Table 1] in 10-year increments. Unit values for the industrial minerals, in actual and constant 1990 dollars, are shown in [Tables 2 and 3].
