During the exploration phase of mine development, drilling location is in the hands of the geologist, and drilling is spread over the entire domain of the property or deposit boundary. During the mine planning and production phases, however, the mining engineer also needs to use the information obtained from the drilling program. Thus it is important that he/she have some input into the selection of the drillhole locations. Usually, when exploitation will center on one portion of the property for the immediate future, the mine engineer will want to have more of the drilling performed in this area. In the early stages, the purpose of the drilling was to make a decision concerning whether or not to develop a mine. Once the decision is made to proceed with this development, the mine engineer needs to know, with as much confidence as possible, the estimate of the ore grade at each location where mining will occur. This paper addresses the problem of drillhole location for the needs of the mining engineer. The goal is to compare a variety of approaches to drillhole location with a new approach developed by the author. This approach is based on the theory of geostatistics, with the estimation variance used as the quantitative measure of the confidence attained. The goal of the algorithm is to select those locations that minimize the estimation variance subject to constraints on the number of drillholes and the total cost of the drilling program. The kriging equations are used as another set of constraints. The resulting nonlinear optimization model is expressed in terms of binary (0 - 1) decision variables leading to a solution by the branch-and-bound procedure. The algorithm has been applied at a number of operating properties, and practical results and suggestions for implementation are provided.

Financial evaluation is necessary to investigate the viability of implementing and/or utilising new technology in mining projects. It establishes a techno-economic base for decision-making and justifies capital expenditure. This paper aims to present a monetary appraisal of the electric rock drilling system in a typical feasibility project, whose purpose is to increase the production rate. The in situ environment is a platinum orebody, and the stoping operations occur in UG2 reef. The results are a function of production requirements, technical parameters and financial outlay of the drills. The costs involved in implementing and operating electric rock drills are assessed to the current method of drilling, namely the compressed air operation. A comparison of the electric and pneumatic rock drills in terms of financial outlays for drilling and service requirements, peripheral equipping and training is discussed. Other factors that affect the business case are technical advantages, safety and risk management and the environmental objective of the company.

Noise is a form of pollution arising mainly from the activities of man. One such activity is mining, in which man, as in many of his other activities, uses machinery of various kinds to achieve safe, healthy, and economic production. Trackless mining makes use of an advanced state of technology over that required In traditional mining methods. One of the advantages of the former, as distinct from any disadvantages it may have, is a reduction in noise levels, the number of people exposed to noise, and the duration of their exposure to noise. This paper briefly examines why noise is a problem and what various countries are doing about it in terms of standards, codes of practice, and regulations. It also investigates the extent to which noise is a problem in mining and how trackless mining alleviates this problem. The question is then posed as to whether South Africa is not setting too high a standard at this stage of its national development by comparison with what is being done by other, more-advanced countries.

This paper outlines the tax provisions that became defective in January 1992, which allow a working mine to make tax-deductible contributions to a dedicated environmental body that is itself not subject to tax. Such a body will then provide a source of funding for the mine's future environmental expenditures. It is concluded that the establishment of such environmental bodies is a financially sound, tax-effective route, allowing mines, prospectors, and quarry operators to provide for future environmental rehabilitation.

Over a period of three years, since samples first became available, laboratory and pilot plant experiments have been conducted to develop a method of treatment to recover copper and zinc in saleable grades of concentrates from the Prieska complex sulphide orebody. These experiments have been based on adaptations of principles investigated by research workers and applied to similar ore types throughout the world. The differential flotation process finally worked out involves a comparatively coarse grind, flotation of the copper at near-neutral pH with the use of a zinc-cyande sphalerite depressant, followed by flotation of the reactivated sphalerite. This procedure has had such success that the construction of a full-scale plant is proceeding with confidence that the small-scale operations will be duplicated or improved upon. It is to be expected that the large plant will follow the pattern of almost every flotation plant that has been built in that modifications to the circuitry and reagent systems will be made as experience is gained.

For practical reasons all basic input data for the gold mines of the Anglovaal Group conform to a regular grid of averages of sample values within 25-ft squares in the plane of the ore body; individual sample values with their metric co-ordinates are input and converted by a computer program to the basic 25-ft square averages. At the Prieska copper mine the bore- hole data are forced on to a regular grid of 15-m squares corresponding to the coordinates of the grid points nearest to the actual borehole intersections. As for the gold mines the Prieska ore body, although some 3 to 30 m thick, is also dealt with on a two-dimensional basis (Krige, 1973). On the gold mines the data subjected to geostatistical analysis cover: gold values (in cm g/t), uranium values (cm kg/t), and channel widths (cm). The gold and uranium values are normalised on the basis of log (value plus constant) and all the geostatistical analyses are performed on these transformed values. The channel widths usually conform reasonably well to the normal distribution and are, therefore, not transformed. At Prieska the metal grades analysed cover the two main products, copper and zinc, as well as the impurities lead and bismuth; in addition the specific gravity values and the hanging- and foot-wall deviations from a projection plane are also handled. These were all previously used on an untransformed basis but because of problems associated with the proportional effect the lognormal-de Wijsian model is now used for some of the grade variables. Since 1955 extensive pressure-leaching testwork has been conducted by Anglo American Research Laboratories (AARL) in laboratory-scale batch autoclaves. In 1958asmall continuous pilot-plantof45 kgofsolids per hourwas operated by AARL. In 1974, when high uranium prices were anticipated, Anglo American, encouraged by successful commercial- scale autoclave operations as practised by Outokumpu, Sherritt Gordon, and Impala Platinum, decided to install a continuous pilot plant at Western Deep Levels. At that time the proposed pilot plant was considered to be of prototype size. The project was funded by members of the Nuclear Fuels Corporation (Nufcor). Since its commissioning in February 1977, the pilot plant at Western Deep Levels, which can treat between 10 and 20 tons of dry solids per hour, has been used to test ores from four different mines. The paper compares the uranium extractions and pyrite oxidation obtained in laboratory batch autoclaves with those obtained in the continuous pilot plant. In general, differences in uranium extraction are not great and can be explained; the differences in pyrite oxidation are less well understood. The effect on plant design of the evolution of carbon dioxide during leaching is discussed. Evaluation of the equipment and materials of construction would have been almost impossible in a small-scale batch autoclave. It is doubtful whether such results would have generated the necessary confidence to permit decisions to install a commercial-size plant. The development and performance of the multistage pumps, instrumentation, shaft seals, and shaft-seal water treatment are discussed. It is concluded that the operation of a largescale continuous pressure-leaching pilot plant to supplement laboratory batch autoclave tests has been a necessary part of the development of this process.

R. C. J. Goode (President): South Africa is known for its sunshine and mineral deposits-especially its gold and its diamonds-and as this year marks the 75th Anniversary of the establishment of the South African Institute of Mining and Metallurgy, it is appropriate that I say a few words about mining and metallurgy and the part this industry and our Institute has played in the life of this country. Africa, as the Dark Continent, with its fascinating tales of Prester John, Ophir, Queen of Sheba and its myths and legends has throughout the ages fired the public imagination. Pharaoh Necho, 600 years before the birth of Christ, sent an expedition from Egypt around the Cape to probe this strange land. The gold for King Solomon's throne was said to come from Monomotapa-the country now known as Rhodesia. Centuries later the Arabs and Portuguese searched for this mineral wealth. The Arabs found little gold but unfortunately established a lucrative trade in black slaves. Now let us take a brief look into the closing stages of the Stone Age when the indigenous population of the lower portion of this continent consisted of the Bushmen, a nomadic hunting people who knew no metals and kept no stock, and the Hottentots who were a pastoral folk with cattle and sheep. Then somewhere about the 11th century the Bantu started their long migration southwards and brought with them the knowledge of smelting of iron ore. One of their settlements was here in Johannesburg on the Melville Kopje at Emmarentia. These people were the first miners and metallurgists on the Witwatersrand and the beautifully preserved iron smelting furnace constructed nearly 1,000 years ago is a tribute to their technical ability. This ability to use iron to make better spears for hunting or to fashion hoes for cultivating the soil led to their establishment as a superior tribe. The earlier Bushmen were pushed back to the inhospitable swamps and deserts and the Hottentots fled to the south. The Bantu also knew the art of copper smelting. In the days of the Dutch East India Company, at the end of the seventeenth century, Bantu workers brought copper from the north-west Cape to Simon van der Stel, but it was another two hundred years before the white man turned this to advantage. Stories of the Bantu mining gold spurred the early European hunters to travel deeper into the heart of Africa in search of wealth, and we are told that Karel Kruger, in 1834 whilst leading an ivory hunting expedition, discovered gold on the Witwatersrand, and took samples to Cape Town; but when he returned with a larger expedition a few years later his party was attacked by Moselekatze's Matabele near Potchefstroom. Kruger was killed and only the legend survived. The real spur to mining in this country was the discovery of diamonds in Griqualand West in 1867. The field seemed fabulously rich and diggers flocked to the scene from the four corners of the earth. With them came Cecil Rhodes, Barnato, Beit and some of the finest mining and financial brains the country had yet seen. These giant entrepreneurs were not tempted by the small deposits of gold in the Barberton and Pilgrim's Rest areas when these were made a few years later but

A new branch of the Institute-the Zululand Branch- was formed at the end of last year. After many months of preparation and perusal of address lists, it was realized that branch serving our members north of the Tugela was long overdue. A small steering committee consisting of Messrs John Selby, Dawid de Wet Smith, and Bill Kluckow got the branch of to a roaring start. They organized the inaugural meeting, which was held at the Richards Hotel in Richards Bay on 28th October,1993. Out of a possible 70 members residing in a 100 km radius, over half attended that first meeting!

The expected curtailment of activities within the gold-mining industry by the closure of the more marginal mines, and the shortening of the life of the industry as a whole as a result of rising costs and/or an uncertain gold price, are factors that are bound to harm the South African economy in a number of ways. The industry has no option but to regard the gold price, which is determined on the world market, as a given quantity. The remaining ore reserves al tend to be of a lower grade and/or to be found at greater depth. Therefore tighter control of working costs would seem to be almost the only option open to the industry. Working costs can be divided into two broad categories: costs emanating from the environmental characteristics of the orebody, and costs emanating from the general inflationary environment in which the industry has to purchase its inputs. Working costs stemming from the physical environment also fall into two categories: those relating to the grade of the orebody, and those resulting from working at increasing depth and temperature, together with the need to pump increasing quantities of water. The industry is both capital- and labour-intensive in absolute terms, since it requires large inputs of labour as well as of capital. It is limited in its scope to adjust its production function by becoming more labour- or more capital intensive, and is dependent on a large labour force, which cannot easily be replaced by capital inputs. On the other hand, large amounts of capital are required for investment in shafts, development, machinery, and equipment. Since the early seventies, the working costs of the South African gold-mining industry have increased at an annual rate that was significantly higher than the general rate of inflation. This rapid rise in working costs has caused some mines to find themselves in a difficult profit position. At times, the gold-mining industry has even been compelled to restructure its cost/revenue relationship rather fundamentally by revising the grade of ore worked sharply upwards or downwards, as the case may be. The rise in the gold price since 1972 has made it possible for the industry to introduce significant changes in its Black wage policy. The main aim was to increase the permanency of the Black labour force and to encourage local Black workers to join the industry. At the same time, significant increases were also experienced in the cost of machinery and stores, as well as of capital, mainly as a result of inflation. In the study on which this paper is based, the author attempted to measure the influence of environmental factors on working costs, using the physical consumption of electricity as a criterion for measurement. He found that the usefulness of this criterion in relation to factors such as depth, temperature, and water quantities pumped was invariably more than neutralized by the effects of greater productivity and economies of scale. The effects of these environmental factors on the working costs of the industry could therefore not be determined to any degree of accuracy. It seems that good progress is being made with the development of capital-intensive forms of technology aimed at coping with rapidly rising working costs and other effects of increasing depth. Techniques are also being developed to improve rock-cutting procedures and to eliminate the use of explosives in order to introduce a continuous mining process. On the whole, the gold-mining industry seems to be more sensitive to general inflationary pressures than to the cost effects that are associated with depth, temperature, and water quantities pumped. Greater control is possible over physical environmental factors such as the grade of ore mined, temperature, rate and nature of development of a mine, and adaptation of the daily working cycle to a continuous mining process. Wolfe and others hold the view that the industry will lose control over labour costs as a result of the 'sharp increase in wages and the growth of Black trade unions. However, the use of more capital-intensive technology will allow the industry to reduce its labour force, and a smaller, better-trained, and more permanent labour force will enable the industry to cope with the increasingly difficult physical environment and higher wages.

The simulation of mining in faulted ground was recently described by Crouch. His method is extended here to enable a wide range of non-homogeneous mining problems to be modelled. Essentially, the boundary conditions at geological interfaces are incorporated into the overall iterative solution, which is necessary if faults and joints are to be modelled realistically. Two examples are given to demonstrate the method: the mining of coal a seam below a thick dolerite sill, and the mining of a flat reef in close proximity to a vertical fault where hangingwall and footwall rocks have different properties.

"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. Equity participation or role is defined as the holding of shares in an enterprise, company, or asset by individuals or a body corporate (Otto, n.d.; Brown, 2013; Natural Resource Governance Institute, 2015)."

The role of research and development In the South African gold-mining industry Presidential Address given by M. D. G. SALAMON, Fellow, Dipl. Eng. (Mining) (Hungary), Ph.D. (Durham) The decision of the gold-mining industry in 1974 to embark on a major ten-year research and development programme was widely publicized at the time. In choosing a subject for this address, I felt almost obliged to use this opportunity to give an account of the progress of this undertaking. On reflection, however, I felt that a simple progress report would not suffice. It seemed important that the programme should be shown in persepective, and that its aims should be outlined to the mining and metallurgical engineering community, many of whom are vitally concerned with the well-being of the gold-mining industry.

A technique for the measurement of slurry consistency inside a grinding mil is described. The rate of slurry drainage from a sensing probe mounted through the mil shell is measured and correlated with the percentage solids of the slurry discharging from the mil. The response time of the measurement(obtained on a pilot bal mil) is compared with the response time of the viscosity of the mill discharge. It is shown that the new measurement should allow much tighter control of the mil behaviour, with concomitant savings in the consumption of power and steel.

In surface mining operations, ultra-heavy trucks operate on haul road networks which are typically from 10–40 km in length. Road networks for these vehicles have historically been designed and maintained empirically, relying heavily on local experience. Whilst it is possible to construct amine haul road that requires no maintenance over its service life, this would be prohibitively expensive, as would the converse but rather in terms of vehicle operating and maintenance costs. An optimal functional design will include a certain amount and frequency of road maintenance which can be planned, scheduled and optimized within the limits of required road performance and minimum vehicle operating and road maintenance costs. For existing mine haul road networks, which may not be optimally designed and maintained, the problem of identifying existing deficiencies, quantifying their impact and assigning priorities within the constraints imposed by limited capital equipment and manpower is problematic. This is reflected in the fact that most surface mine operators agree good roads are desirable, but find it difficult to translate this into an effective road maintenance system. The aim of this paper is to present a road maintenance management system which utilizes on-board truck diagnostic data in conjunction with computer-based truck dispatch systems. Through a comparative analysis of the various haul road maintenance systems available to a mine, a condition-triggered road maintenance system is introduced. System architecture, evaluation of real-time data, event trigger level determination, specific condition signatures and real-time rolling resistance calculation are discussed. Finally the event, activity, transaction and notification system is portrayed in conjunction with the determination of key productivity indicators and benchmarked road and truck performance. INFACON XI has no doubt earned the distinction as the first such Congress in India. This prestigious occasion could become a reality of a long cherished dream of the Indian Ferroalloy Producers, consumers and ex-porters. The International Committee of Ferro Alloys (ICFA), South Africa, the august body for organising INFACON, every three years, could be convinced by the Indian Ferro Alloy Producers? Association (IFAPA) to award INFACON (XI) to India. This Congresss, organized by IFAPA, has opened a window for the Ferroalloy Community of India, the up-coming Asian Tiger, to register their strength and weakness to the world forum with the principal objectives of evolving long and short-term optimum road-maps for development. It is to be reckoned that India is poised to be a steel giant by 2020 when it is envisaged that the steel production may reach a level of 120 million tons of which significant proportion has to be in the categories of alloy and special steels, requiring standard and high grade ferroalloys. Keeping the above objective in view, the theme of this Congress has been rightfully designed as ?Innovations in Ferro Alloy Industry.? This Congress has also earned a distinction of more than eighty papers, finally selected for inclusion in the Proceedings. More than 100 internationally and nationally reputed experts in the field of ferroalloys (technology and manufacturing practices as well as world scenario) have been approached for critical review of abstracts and selection for the proceedings. It needs to be mentioned without the cooperation received from ICFA the high standard of INFACON could not have been assured. The papers are suitably grouped under seventeen heads, starting from world situation to production and operation followed by present and future technologies and finally to modelling and simulation. It is a Herculean task to the Technical Committee to fit these papers in proper sequence. The Commit-tee members kept no stone unturned to ensure the cogency with the subject matters and at the same timekeeping the flexibility of interests of the participant, especially in the context of three parallel sessions. The Proceedings containing only refereed papers of high quality, will serve the entire gamut of ferroalloy industry and will also highlight the present status of concerned countries. The areas of attention to make the industries globally competitive and at the same time laying emphasis on the prevailing practices, will help the industry leaders to formulate an appropriate global approach. Following the break-through step, instilled by INFACON XI, the Proceedings will be available both in bound and in searchable electronic CD-ROM format. The stability of pillars is analysed on the assumption that pillars shed load in a stable manner if the slope the strata load-deformation relation is steeper than that of pillars in the post-peak regime. Concepts of local stiffness, mine structural stiffness, and critical stiffness are discussed. Procedures are described for the determination of strata stiffness for various pillar layouts by use of the available boundary-element computer programs. The postpeak stiffness of pillars is assessed from the available data relating to the post-peak load-deformation relationship and width-to-height ratio. Stability analyses are carried out by the contrasting of strata stiffness with post-peak pillar stiffness. It is shown that the strata stiffness becomes unacceptably small for a stable yield-pillar layout when the span exceeds about 5 times the depth. The strata stiffness is found to increase, thereby increasing the stability, as the span-to-depth ratio, number of pillars, and percentage extraction are decreased. It is also found that the stability in a yield pillar becomes difficult to achieve when al the pillars in a layout are in the descending part their post-peak load-deformation curve

The paper describes the issues that should be considered when introducing mechanization to a mining operation. In South Africa, traditional methods of mining are well entrenched after more than a century of mining. To successfully change from these methods requires an integrated holistic approach that considers all aspects of a mining operation including setting of objectives, selection of personnel, recruitment, training and remuneration policies, organizational design, mine design, equipment selection, maintenance philosophy, standards and procedures, and monitoring and control. The paper makes reference to experience gained during a variety of on-mine case studies in drawing generic conclusions and making recommendations.
