The Gautrain rapid rail link project is currently Africa?s largest infrastructure project connecting South Africa?s major airport (OR Tambo), Johannesburg and Pretoria. Phase one is planned for completion in time for the 2010 FIFA Soccer World Cup and involves 80 km of track and 15 km of underground tunnels. The key shaft sinking blasting issues revolve around maximising advance and improving blasting cycles to meet the tight deadlines as well as environmental control which, in some cases takes place only 15m from the city infrastructure. To achieve success, DetNet South Africa supplied a range of electronic detonator systems to cater for the different blasting applications involved (tunnels, portals, shafts and viaduct foundations). One such product, QuickShot, was used for the first time in a major civil engineering project and has been used in most of the shaft sinking blasts to date. The QuickShot system combines pre-programmed electronic detonators with special on-bench components that enable the user to quickly and easily design the firing sequence solely by using the order of connections. This precludes the user from having to deal in absolute delay times. The connecting system enables benches to be hooked-up speedily by multiple users who have differing levels of experience. This paper provides details of how, after 33 months, the system has been embraced by the project by aiding in maximised advances, improved cycle times and meeting the required environmental constraints.

FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R2,124, compared with an excess of income over expenditure of R4,218 last year. There are a number of reasons for this substantial change. There was a loss on realization of investments compared with a substantial surplus in recent years. The publication of the Journal once again resulted in a large loss in spite of a generous subvention of R2,000 from the Department of Cultural Affairs and other assistance amounting to R750. The revenue from sales of publications was down considerably. This is a figure which fluctuates considerably from year to year. The secretarial fee was considerably higher than previously. Due to pressure of work it was necessary for the Secretary to relinquish his duties with the Institute of Land Surveyors and, therefore, for this Institute to assume the additional staff costs involved. Finally there was unusual expenditure on the 75th Anniversary celebrations. There was a pleasing increase in revenue from subscriptions, due to the steadily increasing membership, but this was quite inadequate to cover the substantial increases in expenditure and losses in revenue mentioned above. The changes that have been effected in the arrangements for the publication of the Journal have been mentioned elsewhere in this report. It is expected that these will bring about substantial financial benefits in the long term. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of Rl00 and the total fund was therefore increased by this amount to R4,206. The balance sheet indicates that the market value of quoted shares and debentures increased during the year from R8,755 to R13,059, while the Accumulated Funds now amount to R22,567 as against R24,691 last year. MEMBERSHIP Fifty-six Members, fifty-five Associate Members, thirteen Graduates, twenty-two Affiliates and twenty- nine Students were elected during the year. Twelve Members were admitted to Life Membership; seven Associate Members were transferred to the grade of Member; four Graduates and two Students were transferred to the grade of Associate Member; five Students were transferred to the grade of Graduate; three Affiliates were transferred to the grade of Member; five Affiliates were transferred to the grade of Associate Member. Ltd. who are already doing this work satisfactorily for the Mechanical and Electrical Engineering Institutes. There are certain ores that can be treated without upgrading (e.g., gold and uranium ores), and upgrading needs to be considered only for fairly low-grade ores of this type. If the grade is very low, treatment will not be economic even with upgrading, and there is therefore a limited range of ore grades for which upgrading is suitable.

This paper outlines a simple methodology for mineral characterization, developed as part of the Australian Mineral Industry Research Association (AMIRA) managed research project P777 ?The Development of Heavy Suspension Techniques for High Density Separations (Replacement of Clerici?s Solution)?. The project was sponsored by De Beers, Rio Tinto and Iluka Resources. Heavy mineral characterization of samples arising from exploration, mining or metallurgical processes is frequently conducted using laboratory heavy liquid analysis. Unfortunately, there are only a limited number of high density (?heavy?) liquids and these tend to be more toxic as their density increases. Low-toxicity inorganic solutions, based on tungsten compounds, have been developed that can be utilized at relative densities (RD) up to 3.0. Beyond this value organic liquids can be used; however, this presents significant health and safety hazards. Diiodomethane (methylene iodide) having a relative density of 3.31 is commonly used. Mixtures of thallium formate and thallium malonate were found in the early 1900s by Clerici to provide liquids having specific gravities between 4.0 and 5.0. For the characterization of the heavy components of mineral sand deposits (e.g. anatase RD 3.9, rutile RD 4.2, ilmenite RD 4.4?4.7 and zircon RD4.6?4.8) there is currently no heavy liquid alternative to Clerici?s solution. Clerici?s solution is highly toxic and testing is now conducted by few laboratories worldwide, with costs reflecting the chemical costs, infrastructure costs and health and safety regimes (e.g. blood testing of exposed staff). A simple laboratory technique of density fractionation has been developed, employing suspensions of fine tungsten carbide particles in lithium heteropolytungstates solutions, that can replace Clerici?s solution in the evaluation of fine mineral sands samples (e.g. -250 +150microns). The developing methodology that can achieve low-cost, low-toxic separations at relative densities above 4.0 is outlined and the comparison of results with Clerici?s solution presented. In addition, preliminary work on density fractionation of zircon samples is presented. Zircon fractionation relates to their inclusion, radionuclide content and metamictization.

Waste Printed Circuit Boards (PCBs) are a metals-rich fraction of electronic waste (e-waste) streams, and globally it has been demonstrated that they can be recycled gainfully to recover the metals. Reported successful cases of PCB recycling are carried out in large volumes, using high-level technology and high capital investment smelter house operations. This presents entry barriers for recyclers in developing economies where capital may not be accessible, and the waste volumes are not sufficient to warrant large scale operations. Hydrometallurgical processes have the potential to provide an option for the scalable processing of smaller volumes of PCBs and can be set up at relatively lower capital costs. However, to date, the hydrometallurgical treatment options available rely on precursor communition and classification processes that also require high capital and energy costs. This paper presents an overview of the work done under the Minerals to Metals signature theme towards understanding e-waste recycling processes and developing pre-processing and characterisation of PCBs in order to unlock potential for local end processing in developing economies, using South Africa as a case study. The structure of PCBs is reviewed, and the current size reduction techniques and the subsequent leaching processes are discussed. The output of palladium in the U.S.S.R. greatly exceeds the internal usage. The primary purpose of this 200 page volume is therefore to record details of fundamental researches on the properties of this metal with a view to expanding its marketability. Theoretical studies have revealed a number of alloys with great promise in electrical instruments and for the chemical industry. The success of these researches in the U.S.S.R. and in the U.S.A., resulted in the industrial usage of palladium exceeding that of platinum in 1957 and increasing its lead during the next decade. This volume is divided into three parts. Section I covers the mineralogy, extraction and the physical metallurgy of the metal. It records a considerable area where the resistance to corrosion of palladium equals that of platinum. Section II deals with the preparation and the properties of palladium in alloys and contains a comprehensive metallographic treatment of the many binary alloy systems. Section III is devoted to industrial applications. The 460 references which are quoted are mainly from the U.S.S.R. but otherwise have a world-wide coverage. H.B.

The Sukari project, which is owned by Centamin Egypt Ltd, is located in southern Egypt, 770 km south of Cairo but close to the Red Sea. The project is the first new gold development in Egypt and was commissioned in the middle of 2009. In 2007, Centamin purchased the CIL plant from the Kori Kollo mine in Bolivia. This plant was originally designed to treat 6.5 Mtpa of oxide ore. The Sukari deposit contains an oxide zone close to surface with a thick zone of mixed oxide and sulphides below this. The sulphides contain relatively coarse pyrite and arsenopyrite with fine <10 µm gold inclusions. Eventually, the sulphide ore will be mined from underground. Metplant Engineering Pty Ltd, a subsidiary of Bateman Engineering Pty Ltd was contracted to design modifications and additions to the Kori Kollo plant to enable it to treat the Sukari ores. The plant was designed to treat the three ore types in stages. Throughput was set to 4 Mtpa, dueto Sukari ore being harder, at a head grade of 1.7 g/t to produce 200 000 oz of gold. The oxide circuit was based on the use of the Kori Kollo plant and the difference with mixed ore was that the oxide circuit would treat flotation tailings rather than ore. This circuit has a leach capacity of 26 000 m3 and residence time of 24 hrs The main feature of the upgraded mixed ore plant was the addition of a flotation circuit to produce a concentrate which would be reground and treated in a separate leach and elution circuit. Ore is crushed in a gyratory crusher and the comminution circuit uses a conventional SABC producing a product with a P80 of 150 microns. The throughput of 580 tph of oxide ore and 500tph of mixed ore was set to match the mills from Kori Kollo, with the addition of the pebble crusher to accommodate the more competent Sukari ore. The flotation circuit comprises a single rougher circuit to maximize recovery. The concentrate is thickened prior to regrinding which is carried out in a tower mill and two SMD mills operating in series. The final product, with a P80 of 12 microns, from the regrind circuit is leached in a CIL circuit with a total capacity of 2 550 m3. Gold is recovered through a conventional pressure Zadra circuit. Tailings from both circuits report to separate tailings thickeners and are pumped to a tailings storage facility. The circuit is designed to maximize the recovery of water. The project lies in one of the driest deserts in the world and a feature of the operation is the use of sea water from the Red Sea. This water is pumped 25 km from the coast.

The 2500 copies of the questionnaire sent out elicited 228 responses, which represents a return of 8,8 per cent. INCOME TAX: POST-GRADUATE STUDY COURSE CONCESSION As a result of representations made by the Associated Scientific and Technical Societies of S.A. and the Suid-Afrikaanse Akademie vir Wetenskap en Kuns, engineers and scientists will now be allowed to deduct expenses incurred on post-graduate study courses from their taxable income. The conditions of this concession are set out in section 16 of the Income Tax Act, 1969, which reads as follows: 16. (1) The following section is hereby substituted for section 16 of the principal Act: 16. "Notwithstanding the provisions of section 23(a) and (b), there shall be allowed to be deducted from the income of any person who is a dentist or medical practitioner or practises any profession referred to in paragraph (a), so much as the Secretary may allow of any expenditure incurred by such person in the circumstances contemplated in paragraph (c), if the Dental Association of South Africa in the case of a dentist, or the Medical Association of South Africa in the case of a medical practitioner, or the "Suid-Afrikaanse Akademie vir Wetenskap en Kuns" or the Associated Scientific and Technical Societies of South Africa in any other case, certifies in such form as the Secretary may prescribe that such person- (a) if he is not a dentist or medical practitioner, is the holder of a degree in engineering or allied technology or natural sciences awarded by a recognized university on completion of a prescribed minimum period of study of not less than four academic years or the equivalent thereof and enabling the holder thereof to practise the profession of an engineer or a profession for which advanced and specialised scientific knowledge is required which relates directly to- (i) the development or exploitation of natural resources; (ii) mining or prospecting for minerals; (iii) the production of pastoral, agricultural or forest produce ; (iv) the breeding or care of farm animals; (v) any industrial process; or (vi) the training of specialists in any branch of science or technology connected with any aforementioned profession; (b) has practised his profession for not less than three years; and (c) has incurred such expenditure during the year of assessment in respect of the attendance by him of any postgraduate study course approved by such body to improve his qualifications for carrying on his profession in the Republic". (2) The amendments effected by subsection (1) shall first take effect in respect of assessments for the year of assessment ending on the twenty-eighth day of February, 1970. From this section it is clear that the concession will only be granted if the application is accompanied by a certificate, which certificate must be either signed by the Chairman of Die Akademie or the President of the Associated Societies. In terms of the authority granted such certificates must certify that: (i) the taxpayer concerned has practised his profession for not less than three years; (ii) the expenditure was incurred by the taxpayer during the year of assessment indicated in the certificate; (iii) the expenditure was incurred by the taxpayer in respect of the attendance by him of a post-graduate study course approved by the Associated Scientific and Technical Societies of South Africa or Die Suid-Afrikaanse Akademie vir Wetenskap en Kuns, as the case may be, to improve his qualifications for carrying on his profession in South Africa; (iv) the taxpayer is the holder of a degree in engineering or allied technology or natural sciences, which degree was awarded by a recognized university,

International Solvent Extraction Conference 1971 ISEC &apos;71, which will be held in The Hague, The Netherlands, from 18th to 23rd April, 1971, is being sponsored by the Society of Chemical Industry in association with the Koninklijk Instituut van Ingenieurs, the Institution of Chemical Engineers and the Koninklijke Nederlandse Chemische Vereniging. The Working Party on Distillation, Absorption and Extraction of the European Federation of Chemical Engineering is participating in the Conference, which is the 101st event of the Federation. The scope of the Conference covers the entire science and technology of liquid-liquid extraction as applied in all branches of industry. Thus sessions will cover both chemical and chemical engineering aspects of the subject as applied to both inorganic and organic solutes. The conference aims to bring together academic and industrial workers in the field from all parts of the world. The programme includes over 100 papers by authors in 26 countries. Full details of the papers, together with registration forms, are contained in a detailed programme, copies of which are now available from: ISEC &apos;71, 14 Belgrave Square, London, S.W.1, U.K. Department of Mining and Mineral Technology of the Royal School of Mines Postgraduate Courses Technical and economic challenges facing the minerals industry, together with progressive change in methods and equipment, increasingly necessitate re-training of experienced professional engineers who aim for top places. In order to meet this need, this Department has for some years run one year M.Sc. courses. Engineers, often sponsored by their employers, have a choice of three courses which are respectively devoted to mining, applied rock mechanics or mineral process design. The course in Mining is divided into five subjects, which are treated from the business management point of view. It is intended to provide middle management with a knowledge of those techniques that are required by the mining engineering function in the preparation of modern projects. The course in Mineral Process Design provides a systematic use of mineral sciences, engineering and economics for ore testing and process design, so as best to balance the technical and financial requirements for specific mineral resources. The course in Engineering Rock Mechanics is designed to provide a specialized training in the engineering applications of rock mechanics for engineers and geologists, so that they are equipped to treat a wide variety of problems in mining and civil engineering. Prerequisite qualifications are a good first degree in a related subject, plus industrial experience: The rewards include an M.Sc. of the University of London and the Diploma of the Imperial College (DIC). Copper working in the Messina district E. O. M. HANISCH. B.A. (Pretoria) (Visitor) By reference to the available literature, an account is given of the manufacture of metal ingots by the Messina copper workers. These workers are thought to have been Balemba tribesmen, of the Musina Clan, who came from across the lebombo Mountains. A description is given of their methods of mining, smelting, and casting, and of the vlrious types of ingots they produced.
