?Rare earths ?will not be bargaining instruments?? was stated in a headline in China Daily of 29 October 2010. The Chinese government is trying to fend off the persistent accusations from Japan, the USA, and Europe that it is manipulating the supply of these so called ?critical? metals to gain political and economic advantages. The critics maintain that China has taken the rest of the world hostage by controlling 97% of the resources of rare earths. These elements are crucial in a number of high-tech applications. They are not impossible to substitute, but difficult to do so effectively. The name ?rare earth? is a misnomer, as even the least abundant is 200 times more common in the Earth?s crust than gold. They are, however, difficult to find in economic concentrations. The Chinese near-monopoly over the rare earths, together with China?s scramble for other resources in Australia, Africa, and elsewhere around the world, is seen as an example of a Chinese strategy to take control of vital metal resources. The Chinese are also accused of using unfair and sometimes illegal business practices in this fight for resources. Practices which, critics claim, put the Chinese interests above the interests of the host countries, in particular in Africa.

A quality characteristic analysed through construction of the Shewhart control chart is required to be normally distributed. In mining applications, this assumption is often violated as many quality characteristics follow skewed or lognormal distribution. In this paper, two methods were investigated using a heuristic approach for setting up the control limits for a skewed population. Based on these approaches a Mode chart, and a Weighted Variance (WV) control charts were constructed. The performance of the proposed methods was compared with the normal based Shewhart method through a case study conducted in a surface mine supplying iron ore to a steel plant. A simulation study was also conducted to evaluate the effectiveness of the proposed methods over the Shewhart method. The study revealed that the Shewhart control charts generated more out of control alarms compared with the Mode and Weighted Variance control charts for a skewed population of Fe%. The simulation results also revealed that for extremely high skewed population, the WV control chart and Mode control chart provided higher probability of coverage than the Shewhart method; although the detection rate (probability of detection) of out of control condition for these methods was slightly reduced compared with Shewhart method.

This paper summarizes important features of a compilation of thermal properties of stratified rocks from Witwatersrand gold mining areas. The database consists of more than 1000 thermal conductivity measurements, more than 700 density measurements, and nearly 100 heat capacity measurements. Most important rock types and stratigraphic units are well represented. Heat capacity does not differ significantly from one rock type to another, and density is relatively uniform although particular rock types are characterized by distinct average values. Different rock types also have distinct thermal conductivities, but this parameter varies by a factor of four to five. Primary factors controlling the thermal properties are mineral composition, degree of metamorphism, and porosity. In addition, the temperature dependence of thermal conductivity and heat capacity of quartzite may significantly decrease the thermal diffusivity of this rock at deep mining levels.

Optimum Colliery is an opencast strip mine producing 18Mt of bituminous coal per annum for the export and inland markets as well as for domestic power generation at the Hendrina PowerStation. Coal is exposed by four 60m3 and four 11m3 walkingdraglines and transported from the open cuts to the processing plants by twelve 130 ton coal haulers. Overburden and interburden areas are drilled by nine 250mm-diameter rotary drill rigs. Until 1997 all surveying tasks were conducted by electronictotal stations requiring accurate control points from which line-of-sight XYZ readings could be taken. In 1997 a GPS system was introduced which consisted of a fixed base station and two rovers. The rovers were able to perform most of the survey tasks assigned to total stations. In addition, two overburden drills were equipped with blasthole drill navigation systems, which includes the drill monitoring and material (strata) recognitions system. The rest of the drilling fleet will also be equipped with GPS systems. Blasthole positions are designed in the office based on survey and geological/geophysical information and transmitted via radio link to an industrial PC on the drills. Together with GPS positional data, both the planned and actual drill positions are displayed on an LCD screen. This eliminates the need for surveyed hole positions to be staked before drilling, and for actual hole positions to be surveyed after drilling. As holes are drilled, performance and rock property data transmitted back to the office. Future applications will include GPS monitoring of dragline positions and pad elevations. GPS receivers on the draglines will utilize the existing base station to calculate and transmit XYZ co-ordinates. Another application will be locating of boreholes in the field prior to the pumping of specified explosive charges into the blastholes. Charging instructions for each blasthole will be loaded into the computer on the explosives truck which will be equipped with a GPS system for hole identification.

Mine accidents/injuries are complex and generally characterized by several factors, from technical to social characteristics. In this paper, a sociotechnical model for work injury in mines was developed and tested through structural equation modelling with application to case study mines in India. In total 14 variables were considered in this study. Most of the variables are not directly quantifiable. Instruments were developed to quantify them through a questionnaire survey. Underground mineworkers were randomly selected for the survey. Responses of 300 participants were used for the analysis. The analysis was conducted in three parts. Firstly, high-low plots were constructed to explore the variations in responses to the questionnaires by the accident involved (AG) and non-involved (NAG) workers. Secondly, a t-test was conducted to see whether the responses were significantly different for the two groups or not. The chi-square results showed significant differences of responses among the two groups. Finally, how these difference scan cause accidents/injuries in mines was hypothesized and evaluated using structural equation modelling. The measurement model of the Linear Structural Relations (LISREL) program was used to identify the latent constructs of the sociotechnical model. The structural model of LISREL was used to estimate the interrelationships among the constructs. The case study results showed that there is a sequential interaction among the sociotechnical factors leading to accidents/injuries in mines. Work hazards induce more job stress in the workers while social support mitigates the same. Job stress and safety environment predict the workers? job involvement. A worker who is more job-involved exhibits better safety performance, which in turn reduces work injury. The safety environment is shown to have a direct mitigating effect on work-related injury. The findings of this study clearly revealed that job stress and safety environment are the two key factors influencing work-related injuries in mines that need to be addressed properly through effective safety programmes.

"Two shortened test procedures for estimating the Bond ball work index are compared for suitability of use on Zambian/DRC-type copper–cobalt ores. The first procedure is based on a batch milling test while the second procedure is based on a limited locked-cycle test. Both procedures were conducted using a standard Bond test mill. INTRODUCTION The Bond ball work index is widely used in the field of minerals processing as an indicator of ore grindability. The work index is determined by means of a locked-cycle test procedure that typically requires seven to eight cycles to stabilise at a re-circulating load of 250%. A typical test requires between three to four kilogram of ore sample and around eight hours of operator time. For geometallurgical test work applications, where a large number of variability samples are to be tested, it would be highly beneficial to use a test procedure that requires less sample mass and operator time. Certain test work laboratories, for example SGS and JK Tech, are already offering various types of shortened test procedures for estimating the Bond ball work index. This paper discusses a comparison of two shortened test procedures that were evaluated for suitability of use on Zambian/DRC-type copper–cobalt ores. EXPERIMENTAL Test Procedure 1 – Batch Milling The first test procedure is derived from a batch milling approach proposed by the University of Hacettepe (Aksani, 2000). Some modifications were, however, made to the data analysis method from that originally proposed. During this test procedure, a 700 mL volume of sample is milled in a standard Bond test mill for a pre-determined number of revolutions. The feed and product particle size distributions are measured for each test. These results are then used to back-calculate a cumulative breakage rate parameter (k) for each particle size, according to the following formula:"

Energy consumption and wear of grinding media and liners are the major cost factors in milling plants. Since the beginning of the last century, much effort has been directed at the prediction of the power draw as affected by the mill operating conditions. This paper explores the prediction of the liner wear using the discrete element method (DEM). A mathematical model taking into account adhesion, abrasion and impact wear which occur in dry mills is derived in order to predict the loss of material on liners. The mathematical model is implemented in the DEM code using an objective function in order to produce realistic simulated profiles. The introduction of new technology into mining operations is seen as a strategic necessity by many mining companies, in order to improve safety and to improve operational effectiveness. Many attempts have been made in recent years to introduce new technologies into mining operations in southern Africa. Amongst these are noteworthy successes, as well as some disappointing failures. Often, the reason for failure does not lie with the technology itself, but with the work system into which the technology is introduced. Such failures may come with a significant opportunity cost, and have a detrimental effect on future development, simply because the system has not been adequately engineered, and the risks have not been adequately assessed and managed. This paper examines the reasons for such failures, and proposes a methodology to be followed to ensure successful and sustainable implementation of new technologies, such as to reduce technical and financial risk to the company, and to energize the workforce into ensuring the initial objectives of the project are met. The paper also focuses on the application of appropriate technology, and the development of technological applications which are commensurate with the level of development of the work environment into which it is introduced. The paper therefore focuses on the application of risk management, change management, systems engineering and feasibility analysis as being key elements of a successful and holistic technology implementation programme.

The introduction of Extra Low Profile (XLP) mechanised equipment within Anglo Platinum is aligned with the overall New Mining Technologies strategy to focus on continuing modernization of our mining operations to achieve injury free sustainable production and cost effective mining technologies. The method allows for the introduction of a suite of XLP and Low Profile (LP) equipment in a narrow reef (1,2m) mining environment. For the first time it is now possible to achieve total trackless mechanisation at these stoping widths and XLP Breast mining has the potential to add more value when benchmarked with conventional mining and other mechanised methods. Various types of XLP equipment were tested at different sites within Anglo Platinum and this paper describes the XLP equipment evolution to-date. It concludes with recommendations on our future strategy regarding implementation and roll out of the XLP technology within Anglo Platinum.

Transalloys produces 160 000 tons of SiMn per annum from five AC submerged-arc furnaces. The lime-ore melt from two AC open-arc furnaces is contacted with SiMn to produce 50 000 tons of medium carbon FeMn per annum. Metallics in the slag are reclaimed in a jigging plant, which has been in operation since 1999. The flow of materials between the jigging plant and furnaces has been optimised. The amount of recycle slag in the feed of the SiMn furnaces has been decreased by more than 30% which still provides satisfactory stability of the furnace operation. The jigging plant has absorbed all the additional slag generated, to recover SiMn metal. A review of the raw materials used and operating parameters for SiMn production was also undertaken. Slag to metal ratios were decreased by more than 30% by reducing the slag recycle, removing magnesite from the recipe and introducing high-grade ore. Electrode penetration was improved by reducing coke levels and by utilising more reactive coal. The pitch circle diameter (PCD) was reduced to get a better operating stability on furnace no 5 using the MINSTRAL Control System. Energy consumption on the furnaces improved by more than 15% while SiMn production increased as a result by more than 18%.

The South African Institute of Mining and Metallurgy was approached by the Australian Institute of Mining and Metallurgy to present a paper on the current practice in terms of the valuation of mineral projects and properties, given the development of a Code for the Valuation of Mineral Properties, developed in Australia (the VALMIN Code), and a similar Code in Canada (the CIMVal Code).This paper is the result of research and investigation into the matter, in terms of the reporting of Mineral Resources and Reserves, financial reporting practice, the Listing Rules of the Johannesburg Securities Exchange, and various practices in valuation. The paper establishes that a strong linkage has already been established between the SAMREC Code for the reporting of Mineral Resources and Reserves and the Listing Rules, and that, for completeness, a Code for Valuation needs to be developed. This Code will be similar to its international counterparts, with the necessary inclusions which are relevant to South Africa, and will provide guidelines and definitions on matters such as transparency, materiality and competency in valuation. It proposes that a multi-stakeholder steering committee be established under the auspices of the SAIMM, to deliberate and design a process for establishing such a Code.

The exploitation of stone (trachyte) at the ?Srebro? open pit mine, located on the northern slopes of the Fru?ka Gora National Park (Serbia) central area begun in 1964. Stone exploitation in this locality does not endanger the environment in an ecological sense, does not pose a threat to plants and animals, and apart from the terrain configuration changes, it did not leave behind permanent consequences to the environment. Projects for permanent cessation of mining operations and for land reclamation and spatial arrangement were completed in these circumstances. The paper gives a short review of the condition at the open pit mine; furthermore, the key problems and basic demands are presented, together with a concept of technical and biological land reclamation and the spatial arrangement of the mining complex. This paper discusses the principles and application of risk assessment and management as the basis for environmental management within the mining industry. Unlike in other industries, mines are required to obtain closure certificates in terms of section12 of the Minerals Act, which should ultimately release them from further environmental responsibilities. It is emphasized that the concept of environmental risk assessment and management, when applied correctly will mean that the mine will be identifying and managing environmental issues beyond those set by current legal requirements and management strategies. The focus shifts from conventional minimum legal compliance management to management of real environmental risks. The advantage of this approach is that the perceived ?shifting of legal and management goal posts? due to changing environmental laws or management principles, will not influence or dictate the mine?s short or long-term management objectives or actions, mine closure funds can be more accurately determined and mine closure should become a relatively simple procedure. The risk assessment approach has been applied to the planning of mine closure at Iscor?s Durban Navigation Collieries (Durnacol) in Kwa-Zulu Natal and certain key risk issues such as the long-term risk of water pollution from coal discard dumps have already progressed to fully quantitative risk assessment. This paper will discuss the process, which has been followed to date, with particular emphasis on the most recent phase, namely quantitative risk assessment and management of pollution from coal discard dumps. It is believed that the approach that is being pioneered at Durnacol and which overcomes some of the more obvious deficiencies of both the EMPR and the traditional IEM process will ultimately serve as the model for all responsible mines in South Africa. It is also believed that this approach will enable the authorities to issue closure certificates with the confidence that there will be no unforeseen surprises in the years after closure.

A selective dispersion process is presented and the work carried out to find optimum process conditions to minimise the colouring material in ground calcium carbonate (GCC) is described. The feed material is the overflow product from a hydrocyclone which results from using a Denver Attritioning machine with semi-autogenous grinding for one hour and a 1:1 ore/water ratio. By using sodium silicate (SS), with pH 9 and pulp density 5%, the iron content (as colouring impurities) is decreased from 0.21% in the original concentrate to 0.12% in the final concentrate. The degree of whiteness reached is improved to 85% from 63% in the original material. However, by using hexametaphosphate (SHMP) at pH 10 at the same pulp density, the iron content decreased to about 0.073% and hence the whiteness degree increased to about 96%.

Resue mining was practiced extensively in the East Rand in the first half of this century. The obvious benefits were that a higher grade of ore was trammed to the surface. The disadvantages were slow rates of face advance and an extremely labour-intensive method of mining. A collaborative effort by personnel from Avgold?s Target Gold Mine and Sandvik Tamrock has resulted in the design of a method of resue mining which can be totally mechanized. The purpose of this paper is to describe the methodology used and the proposed new mechanized resue mining method.

In-pit crusher location selection has had an important role recently, since increasing diesel prices. One way of reducing the haulage costs is to shorten the truck haulage distance by bringing the truck dump point into the pit. This study covers the work done on the optimum crusher location definition for a company that produces aggregate near Izmir, a city of Turkey located in the west. This paper will discuss the effects of pit geometry and mine access requirements on optimum crusher location selection that are mainly based on the establishment of minimum haulage distance. The method will be introduced first and then the computer algorithm developed for this study will be discussed later in the paper. Since the early 1990s the underground mining industry has embarked on a vigorous program of improving process and eliminating costs. A leading development in this program has been the implementation of leaky feeder radio systems as an enabling infrastructure for future automation. El-Equip Inc. has led this development with more than 175 mines implementing mine-wide radio infrastructures for voice and data. In this paper, we describe the implementation of a digital radio network which supports existing installations through to an automation infrastructure employing full digital cellular communications with mobile video roaming capabilities. We outline the evolutionary path from existing low speed data communications links through to 155 Mbps and beyond.

Cost analysis of chrome ore reduction is one of the important issues facing ferrochrome producers in today?s competitive environment. Much of this depends on quality and various ratios in the actual ore. The latter can have a direct bearing on electricity consumption and optimum efficiency of the furnaces. While the industry has been successful in reducing costs by designing larger and more efficient furnaces, the role of the optimum blend of ore has perhaps been given less emphasis. This paper will discuss the general specification and metallurgical characteristics of various chrome ores for producing high carbon ferrochromium on industrial scale. By analysing the results obtained from smelting, including chromium recovery and energy consumption, the determining parameters in total cost of ferrochromium i.e. chrome ore; reductant and energy consumption can be optimized. Our study is based on actual experiences obtained from Faryab Ferroalloy Plant over a period of approximately three years.
