In 2005, NIOSH and Badger Mining Corporation entered a partnership to implement ergonomic interventions, including a systematic process, to address exposures to risk factors that may result in musculoskeletal disorders or other types of injuries/illnesses. As a result of this partnership, an ergonomics process was integrated with the existing safety and health program to promote an on-going application of ergonomic principles, and over 40 task-specific interventions were implemented during the first year of the process. This paper presents details of the process integration, and several examples of task-specific interventions that reduced exposures to risk factors.

This report presents a detailed lithologic description of the Big Lime, Keener, Big Injun, Weir, and Berea horizons from a well cored in the Spruce Creek oilfield, Ritchie County, W. Va. Well logs and results of core analysis are also included. The information was obtained during the Bureau of Mines continuing technical evaluation of selected Appalachian area oil reservoirs for increased ultimate recovery. The lithologic study of these important West Virginia oil and gas producing horizons was made on a 4-inch-diameter core. Commercial oil production was obtained by the well owner after the Big Injun horizon was successfully hydraulically fractured.

Prior to 1854 the provincial legislatures in Austria enacted their own mining laws. The confusion that resulted from the existence of different codes when mining began to be conducted by modern methods forced the drafting of a law to cover all mining operations of the country. Such a general law (allegemines österreichisches Berggesetz) came into effect May 23, 1854, in the old monarchy, with the exception of Hungary, which had its own special laws. This general law of 1854 is still the basic mining law for Austria, although it has been amended and supplemented by a mumber of acts.

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. Pennsylvania anthracite coal is almost universally recognized to be the solid fuel best suited for domestic use when cleanliness , convenience and cost are considered . At various times and in various localities , however, conditions so affect the supply that it becomes insufficient or is too high in price and recourse must be had to other fuels as substitutes . In practically every district in the United States where anthracite has been the common domestic fuel , some other fuel is available as a substitute . In even the most severe climates such fuels are used either as emergency substitutes for anthracite , or as the ordinary domestic fuel . There may be some drawback to the use of such fuel , such as the need of more frequent attention to the furnace , smoke , soot and dust , in the case of solid fuels lower in price than anthracite , but these inconveniences must be accepted as necessary accompaniments to a decreased fuel bill . The cleanliness and ease of handling anthracite in the house must be considered in the light of a luxury and a higher cost of heating with this fuel must be expected . That a growing number of people are willing to pay for such added convenience is evident from the increasing mumber of heating installations using oil , gas and electricity , all of which are more convenient and usually more expensive even than anthracite .

"Explosive gas mixtures are characterized by their ability to undergo a self-accelerating reaction that may culminate in ignition. In the case of methane and air there are two interdependent causes of this acceleration. First, if a sufficiently fast reaction is induced, heat may be evolved faster than it is lost to the surroundings; consequently, the temperature rises and the reaction rate increases. Second, the reaction rate is determined not only by temperature but by the concentration of reactive intermediate products if the latter increases during the course of the reaction the rate will increase. To understand the role of these active intermediates, it should be realized that molecules of methane and oxygen, per se, show little tendency to react with each other even at high temperatures.(1) If, however, free radicals like OH and CH3, are present in the mixture, the methane and oxygen are attacked in the reactions(2):In these reactions the radicals are regenerated, and thus a chain of reactions is set up by an individual radical or chain carrier which is broken only if the latter is destroyed in some process. Not all collisions of a chain carrier with CH4 or 02 result in reaction, since one requirement for a successful collision is that the colliding particles have a certain minimum energy. The percentage of collisions in which this energy condition is fulfilled increases with temperature, so that for equal chain-breaking probabilities the length of the reaction chain increases with increasing temperature. Thus, there exists an interplay of temperature and concentration of chain carriers that determines the reaction rate. To carry the rate to the stage of self-acceleration, higher temperatures are required for lower than for higher chain-carrier concentrations, other conditions being equal."

The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989(1), which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This report reviews, available diesel exhaust aerosol and gas measurement techniques. Measurement of human exposure to toxic agents is the first step in determining the exposure-dose-response relationship. It is a fundamental step in risk assessment. Measuring exposure to diesel exhaust pollutants is particularly challenging due to the complexity and variability of exhaust components. This paper reviews current occupational health standards for diesel emissions and available diesel exhaust gas and aerosol measurement techniques. Although surveys in mines have primarily assessed diesel exhaust exposure using diesel particulate matter (DPM) some exhaust gas measurements have been used as indicators of exposure. DPM is emphasized because it is a major component of diesel exhaust, is suspected to make a major contribution to the health hazard, and is measurable. OCCUPATIONAL HEALTH STANDARDS Occupational exposure surveys of diesel exhaust frequently measure regulated pollutants, or pollutants that are suspected carcinogens, even if no permissible exposure limits (PELs) have been established. In the United States, various organizations recommend a range of allowable values for diesel exhaust gaseous constituents, including carbon monoxide (CO), carbon dioxide (CO2), sulfur dioxide (SO.), nitrogen dioxide (NO2), nitric oxide (NO), and formaldehyde (HCHO). "Filter samplers are one of the simplest methods and, in some instances, one of the only methods that can be use to obtain samples of particulate matter suspended in a gaseous medium. Once collected, particles are normally analyzed directly on the filter by gravimetric, chemical or microscopic techniques. However, it is sometimes desirable to resuspend the particles in an airstream for analysis. This would be the case if the size distribution of the particles were to be measured using one of many particle sizing techniques such as inertial classifiers, optical particle counters or the TSI Aerodynamic Particle Sizer CAPS).A ·technique has been recently developed whereby one can resuspend particles from filter samples in an airstream. The technique has been used for the resuspension of coal dust from filters. The resuspended particles were then introduced into the APS. This development was necessary since an APS can not be taken directly into an underground coal mine. For this application, particle samples are collected on membrane filters in the underground mines. The mass concentration of the particles determined through gravimetric analysis. The particle size distribution was tl1en determined by resuspending the particles and passing them through a TSI Aerodynamic Particle Sizer (APS). Excellent agreement has been obtained between the size distribution directly measured underground with a cascade impactor and that measured from the resuspended particles. For this experiment, an open-faced filter sampler was placed adjacent to the cascade impactor in the n1ine. The particles collected on the filter were resuspended in the laboratory and Measured with the APS.A venturi aspirator is used in the apparatus developed for resuspending the particles. The venturi has a small diameter capillary tube placed in the venturi throat. High velocity air flow is passed through the venturi, thereby, creating a low pressure region at the exit of the capillary tube. The low pressure draws air through the tube. The filter with deposited particles is located at the inlet to the capillary tube where the air flow into the capillary resuspend the particles. Once airborne, the particles are deagglomerated as they pass through the high velocity air flow in the venturi throat."

In carrying out a general plan of ascertaining more efficient and more economical methods of utilizing the fuel resources of the United States, in order to prevent unnecessary waste and thus conserve the available supply, the United States Geological Survey made a series of experiments on the combustion of fuel in house- heating boilers. As it was realized that steam boilers of the ordinary types used for heating private houses are often installed and operated under conditions unfavorable to fuel economy and smoke prevention, these experiments were made with briquets, raw coal, and washed coal, so as to determine what is to be expected of these fuels in a representative house-heating plant, properly installed and operated. Briquetted coal had been frequently tested in the hand-fired furnaces under the Heine boilers in the Survey fuel-testing plant at St. Louis. The results were so satisfactory as regards economy and smokelessness that it was decided to conduct a series of tests to determine the value of this fuel for domestic heating purposes. Beginning in October, 1906, a number of evaporation tests were made on the house-heating boiler installed to heat the buildings occupied by the structural-materials laboratory, both briquets and coal being used. After these tests were well under way, it was thought advis- able to conduct some additional tests under conditions more constant than could be maintained at this plant. A carload of briquets was shipped to the University of Illinois engineering experiment station at Urbana, Ill., where two house-heating boilers of a size commonly used in residences were available. This equipment permitted more uniform conditions of pressure and capacity, making the results more valuable for comparison. Tests were made with this fuel at Urbana in June and July, 1907. The present paper is an account of both series of tests, and includes also details of tests made at Urbana on three standard fuels in the spring of 1908. Perhaps the most important result obtained is that showing the relative value of different fuels for domestic purposes. INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) at its Pittsburgh Research Laboratory (PRC) is interested in the application of water mist sprays to extinguish diesel fie1 fires in underground mine diesel refueling areas. To this end experimental studies have been carried out on the extinguishment of diesel fuel fires at PRL's large enclosed fire suppression facility (FSP) at its Lake Lynn Laboratory (LLL). Two sizes of shallow fuel pans (3x3 ft and 5x7 ft) contained the fires, and a number of commercial mist spray nozzles (at roof locations) and spray/fire locations were tested (52 fires in all). Visual observations of the pool fire extinguishment process by the overhead sprays with an infra-red sensitive videocom suggests that there are two distinct actions involved in extinguishment due to two different transport mechanisms by which the water droplets can enter the fire plume. First, is a direct injection of water droplets into the plume from overhead. This is believed to involve larger water drops and leads to an extinguishment time of several minutes. Second, is an indirect injection process involving small water drops which are entrained in the sideways air flow that feeds oxygen to the fire. This second process apparently leads to relatively fast quenching of the fire in less than 1 minute - a highly useful attribute for a fire protection system. This paper describes a relatively simple parametric model for the indirect water injection process, and defines the critical spray conditions for achieving rapid quenching of the pool fire. While the model is consistent with the pool fire data obtained to date, the PRL studies are continuing with more complex pool fire scenarios. It remains to be seen if this simple parametric approach applies to these future fire tests. THEORETICAL Critical Drop Size In the two-dimensional representation of figure I, an oil pool fire is considered to be a cone whose base is the vaporizing liquid oil surface having an area n?, above which exists a fire plume diffusion flame) of height, L. The rising plume induces a horizontal air flow into the side of the plume supplying the oxygen necessary for propagating gas phase combustion reactions. Water droplets suspended in the air around the plume will tend to follow the horizontal air flows into the plume. Each year at least one and in some years several explosions are reported as having resulted from firing of mudcapped shots in coal mines; undoubtedly a number of small or local explosions occur that are not reported; in addition there are numerous accidents, some of them fatal, attributable to this reprehensible blasting practice. It is surprising that so few explosions and other accidents from this cause occur since the practice of firing mudcapped, Even in gassy "adobe," "dobe," "sand blast," or "bulldozed" shots is widespread. mines where general blasting is safeguarded by being done with permissible explo- sives, rocks or bowlders frequently are blasted with mudcapped shots of dynamite; even if permissible explosives are used, this type of shooting is dangerous. The usual method of preparing a mudcapped shot is to place the explosive, either in loose or cartridge form, with the detonator or "cap" on top of a piece of rock or coal and cover it with several handfuls of moist clay, loam, sand, or When the shot is road dust; in many cases there is no covering of any kind. fired a dense cloud of dust, together with an intensively hot fleme, are thrown into suspension, and if the dust is explosive or ignitable an explosion or igni- tion is likely to result practically simultaneously. Supplemental water sprays were placed along the sides of a continuous mining machine to improve suppression and confinement of the dust cloud under the cutting boom to re- duce downwind dust levels. Using a full-scale mock up of a continuous mining machine, preliminary work showed that these side sprays improved suppression of the dust cloud and redistributed this cloud under the cutting head. This led to reductions in dust levels around the machine and in down- wind airways for some positions of the mining machine. This testing also showed that side spray effectiveness was influenced by the distance from the fresh air ventilation device to the cutting surface, termed the ventilation setback distance. These sprays produced larger reductions in machine and re- turn dust levels at smaller setback distances than at larger setback distances. These side sprays then were installed in similar locations on a mining machine at an underground coal mine operation to evaluate their effectiveness for im- proving suppression and capture of dust by the flooded-bed dust scrubber. Although sampling could not be conducted successfully in the return, sampling around the mining ma- chine and at the machine operator showed that dust levels decreased with use of these sprays. Further analysis showed that these sprays were most effective at the smaller setback distances, a result confirmed by full-scale laboratory testing. Provide guidance on the selection of millisecond initiator delays between blastholes in surface mine blasting to provide a desired degree of rock fragmentation consistent with safety and vibration considerations. The Problem Blasting remains the primary means of fragmenting, rock for all kinds of mining, quarrying, construction, and excavation activities, and it is the only practical and economic method of breaking up and moving large amounts of material such as coal overburden and stone aggregate. Because of the large amount of blasting done, typically using 4 billion pounds of explosive to break about 8 billion tons of rock annually in the United States, a small improvement in blasting performance will have a significant productivity impact. Standard blasting practices involve the selection of time delays in a blast for at [cast three purposes: (1) to control energy flow to minimize adverse vibrations, (2) to provide sufficient time relief for good rock displacement, appropriate muck pile shape for digging, and the prevention of collar violence, misfires, and flyrock, and (3) to provide an appropriate amount of interhole stress wave and gas pressure action for a desired fragmentation size distribution. Timing guidelines that exist are based on subjective observations rather than measurements, even for the relatively new casting methods. Until this Bureau study, no definitive analysis had been done to quantify the fragmentation and productivity of full-scale blast rounds as functions of precision delay timing.

 The general conclusion of earlier investigators was that the action of sulfur dioxide on manganese oxides of Cuyuna ores was not sufficiently pre- ferential to be attractive as the basis for a commercial process. Bradley4/ and his coworkers discarded it for leaching with boiling ammonium sulfate solution, and Sweet5/ used a baking operation to render the iron insoluble. These results were confirmed by the early tests in the present investigation, which were made on brown ores (Sagamore), using acid additions, because at that time the Technologic Committee on Manganese held the opinion that these ores constituted the major available reserve in the Cuyuna district. However, when it appeared that the black ores, or the formation in which they occur, were a possible source of a large tonnage of manganese, the use of sulfur dioxide and sulfuric acid leaching was again reviewed, and a satis- factorily preferential action on the manganese was found. It was originally thought that the use of sulfuric acid ahead of, or at least with, the sulfur dioxide simplified the process, particularly by preventing formation of dithionates. Removal of the phosphorus from the solution by neutralization with lime or fresh ore was suggested. The tests recorded in this report indicate that it is not practicable to use enough acid to prevent formation of dithionate and that the value of excess sulfuric acid is doubtful, particularly in regard to satisfactory manganese:phosphorus and manganese:iron ratios.

During 1940 and 1941, the Bureau of Mines examined a large number of silver mines in Arizona for their potential as producers of manganese ores. Although very little manganese ore had been produced from these mines, it was generally known that manganese oxides in appreciable amounts were associated with the silver ore. Following the examinations, the Bureau further investigated some of the ore deposits by diamond drilling and other types of sampling. The results of these investigations, from the viewpoint of manganese, were discouraging. However, the investigations did indicate that appreciable tonnages of manganese-silver ores had been left in some of the mines by earlier operators. Most of these ores were too low-grade for direct shipping as ores of manganese or silver, and their beneficiation by ordinary processes was not economic. Exploitation of the ores appeared to be dependent upon the development of a low-cost milling method, which would yield a marketable manganese product and recover a high percentage of the silver. Later, the Bureau of Mines constructed an experimental mill at Salt Lake City, Utah, for the treatment of manganiferous ores by the dithionate process, designed to recover manganese as a high-grade product. The dithionate residues can be treated by other processes for the recovery of additional values that may be present in the ore. This development focused attention on the manganese-silver ores of Arizona and led to setting up Bureau project No. 370, which is the subject of this report.

A thermal oil-recovery experiment was conducted in the Venango First sand, Goodwill Hill oilfield, Warren County, Pa., about 10 miles northeast of Titusville. The Quaker State Oil Refining Corp., Bradford, Pa., performed the experiment with assistance from Sinclair Research, Inc., Tulsa, Okla., and the Federal Bureau of Mines. The Goodwill Hill field was discovered in 1885. Primary-production oper- ations continued until 1930 when an air-gas injection project, which is still in operation, was started. At the location of the combustion experiment, the reservoir is 400 feet deep and 30 feet thick, with wide permeability and porosity variations. The crude oil is typical Pennsylvania Grade paraffin- base oil with a gravity of 43.9° API and a viscosity of 4.55 cp at 60° F. The well pattern for the experiment consisted of 5 producing wells, enclosing an area of 1.28 acres, and a central ignition-injection well. An air-natural gas mixture was ignited in the ignition well on July 29, 1961. Ignition was followed by injection of air and natural gas at various rates. The experiment was suspended January 5, 1962, when it became evident that economic oil production could not be achieved. There was no conclusive evidence that self-sustained combustion was achieved or that combustion increased oil and water production. A slight increase in liquid production was attributed to stripping action caused by the air-injection rates, which were higher than those normally used during air-gas injection.

"Transportation of explosives in mines is extremely hazardous, and where electric haulage is employed the danger is intensified. Insulated mine-car couplings have been adopted by at least five companies in Alabama and Pennsylvania - and undoubtedly in other States - to prevent an electric current passing from a mine locomotive to a car or between care joined by this coupling. The need for such protection is recognized in the report of an explosion.""Four hundred kegs of black blasting powder had been loaded into four mine cars at the railroad, to be hauled to the magazine, upgrade, by a trolley locomotive. On starting, the motorman put sand on the rail and a grounded circuit passed through the hitchings and so exploded the powder. No insulation was used between the locomotive and cars."" When used on man trips the insulated coupling further serves the purpose of guarding the men against shock. Four couplings are described so that a clearer understanding may be obtained of the details of construction.ConstructionThe general principles of construction are similar in all insulated couplings. The piece containing the hole for the coupling pin is made of steel and the steel parts are separated by an insulating material, such as fiber or wood. The coupling is either rigid or semirigid to prevent the bumpers of the mine cars from coming in contact and to keep the cars insulated from one another at all times."

A generalized flow diagram is presented in Figure 1, which shows the relationship of major model functions. This chart does not necessarily represent the anatomy of the computer program, but is designed to illustrate the informational interchange between major model functions. The related flow-charts-and computer program are listed in Parts I and II, Appendix A, respectively. Mine Car Stations The mine car stations are the activity centers for the model. The locomotive logic structure is designed to provide these stations with adequate cars and to clear them of car buildup. The model is designed to simulate a three stage haulage situation which suggests the need to differentiate station levels by type numbers. These are: a) TYPE 1 stations - mine cars are loaded here; b) TYPE 2 stations - intermediate stop and storage for mine cars; c) TYPE 3 stations - all mine cars that are stored here leave mine; and d) TYPE 4 stations - mine portal. TYPES 1, 2, and 3 have all loaded cars assigned to an ascending TYPE as their next destination. In input, if single stage haulage is designated, TYPES 1 and 3 do not exist, and if two stage haulage is called for, TYPES 2 and 3 are absent. A motor is not permitted to exchange cars between stations of the same type. Station Status Update. One major model function is to continuously evaluate the status of each mine car station. The generally disappointing results obtained in the present study, together with the high material costs involved, preclude any general recommendation for a continuation of the work. One recommendation arises, however, from some observations on the application of latex to spoil banks. It was found that dilute latex used on a slope of spoil bank material at an application rate of 400 lbs per acre (dry basis) stabilized the soil and made it much more resistant to washout by rainfall. It is recommended that a study be conducted to use latex for temporary stabilization and/or sealing of spoil banks before and during reclamation procedures, on coal slurry ponds and coal refuse piles.
