Significant amounts of cobalt, a strategic and critical metal, are present in readily accessible spent copper leach solutions. For example, recovery of cobalt at two major u.S. copper operations could produce about 1,300,000 lb Co annually, about 13 pct of domestic consumption. However, techniques such as solvent extraction and precipitation have not proven cost effective in separating and recovering the cobalt from these low-grade domestic sources. The Bureau of Mines has devised a procedure using a chelating ion-exchange resin to extract cobalt from a pH 3.0 copper leach solution containing 30 mg/L Co. Cyclic tests in 4-ft-high by 1-in-diam columns gave an average cobalt extraction of 95 pct when 65 bed volumes of solu-tion were processed at a flow rate of 4 gpm/ft2 of resin area. After an impurity scrub, eluates contained, in grams per liter, 0.4 Co, 0.2 Ni, <0.001 Cu, 1.3 Fe, 2.8 Zn, and 0.008 AI. Solvent extraction procedures to remove impurities, reject nickel, and concentrate cobalt produced a cobalt sulfate solution containing 80 g/L Co, 0.05 g/L Ni, and not more than 1 mg/L Cu, Fe, Zn, or AI. Based on data from commercial electro-winning operations, this solution appears suitable for production of metallic cobalt.

The study of neutrinos?particles infinitesimally smaller than atoms?would be significantly advanced if a deep underground facility were available that would filter out unwanted cosmic radiation. Encouraging progress has been made in satisfying the criteria for such a facility with the selection of the Homestake Mine in Lead, SD, by the National Underground Laboratory Committee as the recommended site for a National Underground Science Laboratory (NUSL). The Homestake Mine is America?s oldest and deepest underground mine, and its well-maintained infrastructure to depths of 2438 m below the surface makes the mine an excellent site for such a laboratory. The investigation reported here is an initial study of the stability of the first of the proposed chambers. A cylindrical room with a dome-shaped roof and floor was analyzed in three dimensions using the finite-difference program FLAC3D. The results were compared to recommended support requirements based on Barton?s Tunneling Quality Index, Q. Based on model results and observations from previous mining studies, large rooms with 50-m roof spans can be constructed and will remain stable at 2141 m below the surface in the Poorman Formation when the rock is reinforced with cable bolts. Construction may be possible at lower levels in the Yates Formation if more extensive laboratory strength tests confirm initial results.

"The American Consul at Guatemala City reports that the Guatemala Marble Mining Company is preparing to operate a marble quarry about 13 miles from the railroad station of Zacapa, which station is a little over 100 miles from Puerto Barrios, the nearest port from which the product may be shipped. The deposit is extensive, and though somewhat broken up in places, great quantities of sound marble are available. It is claimed that the marble is equal in quality to the best product of the Italian Carrara quarries.Access to the quarry by rail is obtained by a spur track of the International Railways of Central America (Ferrocarril Internacional de Centro America) from Marmol, 3 miles south of Zacapa. This spur is about 5 miles long and terminates at the foot of the mountains. A double-track incline cable-way 2000 feet in length has been constructed to bring the marble down the mountain. From the top of the incline to the quarry there is a railway six miles in length over which the rock will be hauled by two side-geared Shay locomotives."

Over a portion of the older limestone mine workings at the NIOSH Lake Lynn Laboratory, a mining health and safety research facility, a large sinkhole formed caused in part by the intersection of several tightly spaced joint sets and unusual weather conditions. The anticipated propagation of the associated roof failures threatened to encroach upon a portion of the facility’s secondary escapeway. To protect the escapeway, two cribs walls and over 80 cable bolts were installed. In addition, extensometers were installed to monitor roof movement in the escapeway. However, a large roof fall associated with the propagating roof failures in the sinkhole area partially destroyed one crib wall where the adjacent escapeway was not reinforced by cable bolts. Recent roof movement information indicates that this area is still active. Based on these measurements, steps have been taken to stabilize this portion of the escapeway. This paper discusses roof monitoring, the roof movement, the large roof fall, propagation of the roof failures, and the recent support measures undertaken to stabilize the escapeway.

The Mine Safety and Health Administration, Pittsburgh Safety and Health Technology Center, Roof Control Division, is routinely involved in the evaluation of ground conditions in underground coal mines. Assessing the stability of mined areas and the compatibility of mining plans with existing conditions is essential to ensuring a safe working environment for mine workers at a given site. Since 1985, the Roof Control Division has successfully used the boundary-element method of numerical modeling to aid in the resolution of complex ground control problems. This paper presents an overview of the modeling methodology and details of techniques currently used to generate coal seam, rock mass, and gob backfill input data. A summary of coal and rock properties used in numerous successful evaluations throughout the United States is included, and a set of deterioration indices that can aid in the quantification of in-mine ground conditions and verification of model accuracy is introduced. Finally, a case study is detailed that typifies the complexity of mining situations analyzed and illustrates various techniques that can be used to evaluate prospective design alternatives.

Operator cabs on a front-end loader and a rotary rock drill were retrofitted with ceiling mounted heating1AC units and air filtration systems. Subsequently surface coal mine field studies were conducted to evaluate the respirable dust protection these retrofitted cab systems offer to the equipment operator. A significant 10: 1 respirable dust protection factor (ratio of outside to inside cab dust levels) was measured for the front-end loader cab with positive pressurization of the cab interior. Whereas an insignificant 3: 1 respirable dust protection factor was measured for the drill cab without positive pressurization of the cab interior. These results indicate that achieving positive interior cab pressurization with retrofitted cab filtration systems is a key element to their dust control effectiveness.

The first steps in the process of mine evacuation are the recognition of a problem and an attempt to communicate the problem to miners who may be affected. This chapter will focus on the way that a problem, fire, came to the attention of mine personnel and the messages that were sent to miners in the affected areas. The concept of information uncertainty, which was introduced in chapter 4, will be discussed as it influences problem perception and diagnosis. Sociotechnical and interpersonal communications will be explored and suggestions for improving these systems will be offered. It might seem that the first indication of a dangerous fire would motivate individuals to take self-protective action, to evacuate the affected area or structure, and to provide clear warning to others who are in danger. Research has actually shown that in most situations this does not occur. Instead, time is taken to gather more information, confirm information that is provided, and consider possible alternative explanations that could account for the given circumstances [Canter 1990; Scanlon 1979; Bickman et al. 1977]. This process of confirmation can lead to the loss of critical time. Canter [1990] summarizes the problem in his book, which reports studies of a number of fire events: "As discussed throughout this book, ambiguity and confusion, incoherent instructions and time-wasting actions, lack of appropriate instructions and misunderstanding of the nature of the event that is unfolding, are all hallmarks of fires and emergencies that kill people." In this chapter, the detection of each mine fire and the communication of warning to endangered miners will be reviewed with an emphasis on how those processes were affected by the availability and use of information. Information can become available through a variety of mechanisms during an emergency situation. First, cues may be taken directly from the environment. Smoke is an obvious example. Secondly, mechanical devices, such as smoke detectors, may provide warning messages. A third source of information is interpersonal communications. These can occur face-to-face or through some mechanical device such as a telephone. With all three methods there is a possibility of miscommunication, misunderstanding, and misinterpretation. All of these means of communication were used with varying degrees of success in the three mine fires analyzed here. A fire, like any nonroutine situation, engenders uncertainty about a diagnosis and understanding of the problem [Mead 1938]. This uncertainty leads to delays in realization of the seriousness of the situation and therefore in the proper response to it. Delay in action is an important concern in any fire setting, but is even more at issue in underground coal mine fires. Mine fires are qualitatively different from structural blazes: workers&apos; escapeways may be miles long; the seam height at many operations is so low that it is impossible to walk upright; access to underground workings is always limited to a few (sometimes only two)

"It is generally agreed that dust characteristics play a role in the development of Coal Workers' Pneumoconiosis (CWP). Unfortunately, there is a serious lack of information on what the characteristics of mine dust actually are and how they vary among different mining regions, coal seams, etc. This paucity of data can generally be attributed to the serious problems encountered in collecting sufficiently large quantities of dust for conventional analytical procedures.Personal samplers are widely used in coal mines for regulatory and enforcement purposes. Generally, these provide information only on the total (respirable) dust loading in the mine atmosphere and on the mineral matter (primarily quartz) content of the respirable dust. A procedure has been developed by which samples collected with a slightly modified personal sampler can be analyzed for particle size distribution, total mineral matter content and elemental composition, in addition to the standard mass and quartz measurements. These analyses could readily be performed on a routine basis. Shape analysis by Scanning Electron Microscope (SEM) could easily be included if appropriate shape criteria are established. Extension of the procedure to include the determination of complete size/specific gravity (composition) distributions is quite straightforward provided sufficiently large samples (at least 10 mg) can be collected. Typical sample sizes for a personal sampler carried by a miner for one shift range from about 0.5 to 2 mg.The basic procedure was developed and evaluated using synthetic mine dust prepared in the laboratory. Field tests in three working mines in Pennsylvania and West Virginia have confirmed the applicability of the approach to the real world. Particle size distribution measurements on mine dust collected in the modified personal sampler were found to agree closely with the results of simultaneous in situ measurements obtained using cascade impactors."

The mine ventilation system consists of the fan, the roadways, and the regulatory devices. Sufficient fresh air must reach each working face in the mines to render harmless noxious, toxic, and respirable pollutants and to provide for the breathing of men. This is achieved by the proper selection of fan and regulatory devices. Because a mining system is dynamic, the mine ventilation system must also be dynamic. In short, mine ventilation engineers are frequently called upon to provide answers to the following questions: 1. Given a mine or the projected plan of a mine, what fan must be selected for the quantities specified in the section? At what point in its characteristic must it be operated? Are any speed changes or changes in blade settings warranted? 2. What should be the regulation in a section to insure cer¬tain desired quantity in that section? How does it affect the overall ventilation system? 3. What are the effects of driving a new shaft? Where should it be located? What size fan should be installed in the shaft? How does this affect the overall ventilation sys¬tem? 4. How much quantity increases can be obtained by cleaning up falls and streamlining roadways and by driving addi¬tional parallel airways? These questions are in no way exhaustive, nor are answers easy. Most of the operational and planning problems discussed above are to a cer¬tain extent solved by ventilation engineers using rules of thumb from experience. Both natural conditions and regulatory requirements have changed so drastically recently that use of scientific methods in ventilation planning and of faster methods in evaluating the plans is a must. The extrapolation of results from reconstructed laboratory soil columns to field conditions is difficult because of the limitations of laboratory experiments. Permeability and elution tests performed in the laboratory differed from the natural state in that the soil was sieved through 1/4 inch screen to remove large stones and roots, its density was controlled by tamping the soil into two-inch I.D. tubes instead of normal weathering, and water and latex were applied with a constant head of liquid. Tube wall effects are important in interpreting data. Conversely, interpretation of field results were confounded by non-homogeneities within the sample tested, a soil profile with gradation of permeability and density with depth, and uncontrolled weather conditions and seasonal changes that affected the results. Nevertheless, both laboratory and field tests showed that a specific latex did perform as a soil sealant. In view of these facts a soil box experiment was designed to overcome some of the disadvantages associated with the small laboratory soil columns and the field experiments. Two wood soil boxes 5 ft x 5 ft x 5 ft were built in the greenhouse at the Uniroyal Research Center. They were lined with plastic PVC sheeting provided with tubes every six inches of depth on one side of each box to measure water removal rates under saturated conditions. Tensiometer gauges were placed at depths of 6, 12, 18, 24, 36 and 48 inches and Bouyoucos blocs and resistance thermometers were positioned at 6, 24 and 48 inch depths. Each box was filled with a uniform sub-soil obtained from Ogdensburg, N. J. The texture of this soil was determined to be a sandy loam by the ASTM Hydrometer method, as shown below: [ ] The boxes were thoroughly wetted by sprinkling to abet settling and allowed to dry by draining to check seepage ports and functioning of tensiometers.

Produce an annotated bibliography to serve as a comprehensive source of published information available on the use of soil amendments in coal mine reclamation and the characterization of coal mine soils. The Problem There is a substantial amount of information available tin coal mine reclamation and revegetation, particularly on the use of soil amendments to ameliorate site conditions and aid vegetation establishment, growth development, and productivity. Additionally, site characterizations based on chemical, physical, and mineralogical properties have been thoroughly researched. This information, however, is widely disseminated throughout various professional and scientific journals, State and Federal documents, proceedings of conferences, theses, and other technical writings. A critical need exists for a comprehensive and up-to-date summary of published information concerning the uses, methodologies, and types of soil amendments that arc necessary for reclamation success.

The results from the sound level measurements, the dosimeter recordings and the time-activity studies on four different air-rotary rigs indicate a wide variation of operator noise exposure during hole development. These variations appear to be dependent on the cab design and the operator?s drilling behavior. Studies have documented that exposure to high sound levels for long periods of time can cause hearing loss. The results of this study help identify the loudest parts of the drilling cycle. Sound level measurements on the four rigs show that all the rigs generate sound levels that are 90 A-weighted decibels (dB(A)) and above within 6 feet around the rigs during drilling. It is easy to conclude that some type of noise protection, such as a cab, is needed to protect the operator from overexposure to noise for an eight-hour shift of uninterrupted drilling. However, even when rigs are outfitted with cabs, operators observed in this study are being exposed to sound levels above 90 dB(A) during some activities required to complete a drilling cycle. An evaluation and comparison of the four dosimeter recordings and time-activity studies during one drilling cycle may explain why variations in operator exposure occur. Table 1 summarizes the time-weighted average (TWA) and accumulated dose percentages for each of the four operators during the time needed to complete one typical hole cycle.

The perpetuation of the supply of anthracite coal in Pennsylvania is a national as well as a State problem. Any investigation that shows how larger percentages of this coal may be saved in mining, without excessive cost, and without dangerous subsidence of the overlying surface ground, has a national as well as a local interest. Messrs. Conner and Griffith, who conducted the investigations described in this report largely for the city of Scranton, are consulting engineers for the Bureau of Mines for investigations similar to those they have already made in connection with their Scranton work; and this report is published by the bureau in response to numerous requests, because of the fact that the information it contains will prove useful in the general solution of similar problems in many of the country's coal fields. A study of the accompanying maps will show that the city of Scranton is underlain by 11 separate beds of coal, varying in thick- ness from 2 to 24 feet. It is estimated that before mining opera- tions were begun these beds of coal contained underneath the present city limits of Scranton 600,000,000 tons of coal. The 27 collieries operating within the city limits, working independently of each other, had excavated and removed, up to March, 1911, an aggregate of 198,000,000 cubic yards of coal and accompanying rock, or 3,000,000 cubic yards more than the total amount of material excavated and to be excavated by the United States in constructing the Panama Canal. This fact illustrates something of the magnitude of the problem that the city of Scranton, with the aid of these engineers and of a special commission or advisory board, has undertaken to solve. The excavation has included 177,000,000 tons of coal and 44,000,000 tons of rock and accompanying refuse. This leaves about 420,000,000 tons of coal still to be removed. As a result of other investigations and of experience in adjacent anthracite mines, Messrs. Conner and Griffith and the advisory board of engineers have advised that, as far as may be necessary to prevent dangerous surface subsidence, the spaces remaining beneath the city of Scranton from the excavation of the above-described material should be filled with sand and other materials by flushing or other processes. This operation is expensive, but it is believed to be not beyond the reach of what is practicable, nor in excess of the value of the coal that may be removed and the amount of damages that may result from the caving in of the surface if such a plan is not carried out. No one realizes so fully as do the authors of this report the need of additional tests and other investigations before the data now pre- sented by them can be fully accepted as sufficient for all purposes in the solution of the problem; and it is expected that at some early date a more extensive series of similar tests can be made by the Bureau of Mines under the supervision of Messrs. Conner and Griffith on a larger scale and under a greater variety of conditions. The field examinations made for the Bureau of Mines by N. H. Darton, which are described briefly in a chapter of this bulletin and will be discussed at length in a bulletin to be published later, indicate the extent and distribution of the sands, gravels, and other materials in the Scranton-Wilkes-Barre district available for flushing purposes if further tests indicate their relative merits; and it is expected that the relative merits of these different materials will soon be tested under such conditions as will furnish the desired information.

Data on dust control practices, geology, and occupational exposures were gathered for approximately eighty underground continuous mining units. Despite silica contents in excess of 5%, nearly forty units successfully maintained silica concentrations at or below 100 µg/rn3 on a majority of occupational dust samples while the remainder had difficulty maintaining this level. These two sample sets were termed group A operations and group B operations, respectively. Analyses of productivities, geologies, and dust control parameters revealed only minor differences between these two groups. Subsequent analyses of face ventilation design showed considerable differences in silica exposure and silica content between group A and group B at the continuous mining machine and roof bolter operator occupations. These differences were minimal when using exhaust curtain ventilation with a dust scrubber&apos;, This face ventilation system may benefit operations having difficulty controlling silica dust exposure and silica dust content. Finally, the collected data showed that occupational samples from group B operations possessed generally higher silica exposures and silica content than similar samples from group A. The single head roof bolter (helper) possessed among the highest silica exposures and silica contents in both groups.

"The amount of new surface generated during fracture of coal and rock has been found to be directly proportional to the amount of energy associated with the fracture. To confirm this and study the relationship between the new surface and dust aerosol formed during fracture the U.S. Bureau of Mines has conducted experiments simulating fracture as it occurs during mining operations. In addition to fracture energy measurements, fragment size distributions were determined over a size range of 0.5 microns to 1 inch. The size measurements accounted for the mass of the original sample. Material studied was Illinois No. 6 coal, coal from the Taggart seam of Virginia, and Berea Sandstone. The experiment employed a chamber to confine sample fracture fragments and a combination of particle measuring systems. Measurement methods included aerodynamic sizing of entrained dust aerosol with optical counting and inertial impaction techniques, physical sizing of non-airborne fragments by sieving, and optical sizing of fragments using optical counting and scanning electron microscopy.Results of the size distribution measurements indicate that a single size distribution law does not adequately describe the entire fragment size distribution. A combination of two size distribution laws, such as the Rosin-Rammler and log-normal distributions, is necessary to describe this size distribution. New surface created by fracture is primarily found 1n particulate between 2 and 50 microns with a mean size of 12 microns. It was also found that the specific energy of fracture can be linearly related to the .concentration of aerosol in this size range.Only a .small fraction, between 0.02 and 0.16 pct, of the dust particles .generated during fracture become airborne. The remainder adhere to the new surface created during fracture. An entrainment fraction, defined for a given particle size is the ratio of the mass of airborne particles to that of the total particles generated in that size range. This experimental entrainment fraction is related to the Van der Waals adhesion force and the electrostatic forces operating during fracture and is used to derive empirical parameters to model these two processes."

"Flotation is generally regarded as a process that is only applicable to metallic minerals. However, its scope is now known to be greater than this, because some of the nonmetallic minerals are floatable, such as graphite, sulphur, and fluorite. Recent observations show that limestone may be added to the list of floatable nonmetallic minerals. Such work is being done on a laboratory scale at the Southern Experiment Station (Tuscaloosa, Ala.) of the Bureau of Mines, Department of Commerce, where experimental magnetic concentration of the low-grade iron ores of the Birmingham district is in progress. Certain experiments have demonstrated that the limestone may be floated from the magnetic log-washer tailing, and then incorporated in the iron concentrate.If the loss of lime could be prevented, some ores though low in iron and high in insoluble contain enough lime to make their concentrates self-fluxing. Since this loss in the magnetic log-washer can not be avoided, the Time must be recovered from the tailing by some method and added to the magnetic iron concentrate before sintering. Then the resulting concentrate will be self-fluxing.While seeking a suitable means of treating the tailing for recovery of lime, flotation was tried. It was at once evident that this method had possibilities, during the early part of the investigation, soap solution made from a common soap was used as a flotation reagent. The froth obtained was a fairly good lime concentrate. This result was an important clue, and led to tests with the use of such reagents as oleic acid and sodium oleate. Later, cresol, creosote, coal tar and other similar flotation reagents were tested in combination with the oleic acid and soap solutions. As a result, oleic acid and cresol used together were found to be satisfactory.The tailing from the magnetic log-washer is in excellent physical condition fur flotation. The iron ore had been ground in a ball mill to 100 mesh for magnetic concentration. Hence the bond between the lime carbonate and the other constituents of the tailing was well broken."

Almost every process has a predecessor, and studying the predecessor helps to define needs and shortcomings to be addressed in the new design. It also suggests what information is needed by the users in order for them to be able to operate safely and effectively. The end users of a system can provide important feedback to better evaluate the current and proposed designs. When new technology is introduced into a system, mishaps may occur before it is realized that human-system interactions were not considered adequately in the design process. A systematic methodology to evaluate the causes of these injuries and to develop remedial recommendations can enhance safety. This paper illustrates how such an approach was used to assess remote machine operation in underground coal mines. The dynamic work environment of underground mining with its unpredictable geologic anomalies can result in numerous hazards. Many of these hazards, including mine roof collapse, occur near the working face where coal is being extracted. The face area is also where the most intricate interactions of people and equipment occur. For these reasons, a high priority has been placed upon minimizing hazards to the workers at the face. A remote control operation was introduced to provide a safer working distance from these hazards. As the remote control technology began to be widely used for extended cut mining operations, new issues became evident. It was essential to develop mechanisms for mines to evaluate these issues in order to predict and reduce injuries. Mining methods and equipment changes must allow for the ability of workers to adapt to changes in their dynamic mining environment. Consideration should be given to how the worker will use familiar information to make decisions in now unfamiliar situations. There will be both intended and unintended consequences [Merton, 1949]. Designers try to anticipate and eliminate surprises, but it is impossible to eliminate them all. How, then, will the new system affect the tasks to workers which are currently accustomed? As suggested below, this question may be addressed and more of the unintended outcomes predicted with a planned design process which includes strong human factors input to determine interactions and behaviors of participants.

Miners' nystagmus is the result of a peculiar form of eyestrain, which often results in impairment of vision and a consequent diminu- tion of the wage-earning capacity of the workman. Historically it has been pointed out by Shufflebotham that "This disease was first recognized by Gillett, of Sheffield, about 1854, although no case was mentioned in medical literature until 1861, when the symptoms were described by De Conde, a Belgian physician. Cases were reported by Pepp Müller as early as 1860, by Von Graefe in 1873, and by Bell Taylor, of Nottingham, and by Nieden in 1874. In this country (England) we are indebted to a very large extent to the observations and writings of the late Simeon Snell and for his pioneer work on this many-sided disease; in France Dransart occupies a similar position." In the treatise on "The Effects of Arts, Trades, and Professions," by C. Turner Thackrah, published in London in 1832, it is stated that- The complexion of the colliers, even after the removal of the dirt, is generally sallow and unhealthy. Their eyes, from the swelling of the lids, appear small, are affected with chronic inflammation and intolerant of full light. * Sickness and vomiting sometimes affect persons at their commencing the employ; and many, after a few years' trial, are obliged, by the injury which their health has sustained, and especially by the weakness of their eyes, to leave the mine. According to Greer, an authority on industrial diseases and acci- dents, miners' nystagmus occurs in 5 per cent of all miners, but it is quite probable that the reference is to European coal miners rather than to men employed in all branches of the mineral industry. According to the same authority, miners' nystagmus "is associated with a twitching of the eyelids and with considerable diminution of the range of movement of the eyes, and is particularly liable to occur in patients whose vision is subnormal owing to errors of refraction, especially astigmatism. It causes much inconvenience to those suf- fering from it and prevents them from following their usual occupa- tion as, owing to the movements of the eyes, everything at which they look appears to be in a state of perpetual motion, and in conse-
