Data were obtained by the writer from a number of the large coul-mine operators in Illinois, on the consumption and cost of timber used in their mines and the quality of the timber now being used as compared with former years. This information supplemented by comparative date for previous years published in bulletins of the filinois Coal Mining Investigation series, and other sources, is presented below. This survey is part of a cooperative study with the . S. Forest Service, of the mine timber situation, with particular regard to the economies to be derived by better selection, preparation, and storage of timber, and especially treatment with preservatives to prolong the life. Geo. S. Rice, chief mining engineer of the J. S. Bureau of Mines, under whose general direction the work was done, gave valuable advice and criticism. R. B. Miller, State Forester, contributed helpful data which he had recent- ly obtained in an independent study of the mine-timber situation in Illinois.

This report discusses some practical applications of a geotechnical investigation conducted by the U.S. Bureau of Mines that can help mine operators meet revised Federal regulations in their roof control plans. The investigation, designed to characterize roof conditions near the coalbed outcrop in drift coal mines in eastern Kentucky, revealed that weathered stress-relief joints near outcrop are crucial ground control factors in the region. The joints' origin and character were determined through underground mapping of many joints in coal mine roof and detailed observations and measurement of joint trends and physical characteristics in widely separated strip mine highwalls and roadcuts. This resulted in an understanding of stress-relief-joint patterns and the effect of various rock types on the intensity of weathering in the joints. That information is used in this report to show how stress-relief joints contribute to roof failure and how, through improved roof support and mine planning, safer roof support plans can be developed.

The added hazards to mining incident to oil and gas wells penetrating the coal measures in proximity to mine workings , have long been recognized in those fields where the extraction of oil , gas , and coal , has been in progress for a number of years . The history of these fields is replete with stories of serious mine fires , explosions , and miraculous escapes from both fires and explosions due to either oil or gas finding its way into the mine workings through the strata , or by mining into an unknown or uncharted and abandoned oil or gas well that had not been properly plugged . The Director of the Bureau of Mines , in response to numerous requests from coal operators and oil and gas operators , called a meeting in 1913 to discuss necessary precationary measures to take when drilling oil or gas wells through workable coal beds and to try , if possible . to formulate a set of regulations that might serve as a guide to those persons preparing regulations covering the drilling of oil and gas wells in the various coal producing States . This meeting was attended by representatives of the coal , oil , and gas industries , State geologists , State mine inspectors , and representatives of the Bureau of Mines . A committee was appointed to prepare a set of regulations , which was later published as U.S.Bureau of Mines Technical Paper 53 ; the discussions and results of the meeting werepublished as U. S. Bureau of Mines Bulletin 65 . Later , the American Institute of Mining and Metallurgical Engineers appointed a committee to draft a model law for the use of the legislature of any State concerned . This committee made its report on April 27 , 1928 . Several of the coal mining States now have more or less comprehensive regulations governing the drilling of oil or gas wells through workable coal beds , others have regulations that are inadequate , while some have no regulations . The State of West Virginia recently enacted a law containing reg lations which are the result of a comprehensive and careful study of the problem .

"In response to the U.S. Bureau of Mines (USBM) Request for Proposal (RFP) for "" the establishment of a Generic Mineral Technology Center (GTC) in Respirable Dust,"" the Mining and Mineral Resources Research Institutes (MRIs) at The Pennsylvania State University (PSU) and West Virginia University (WVU) in association with participating MRIs at Massachusetts Institute of Technology (MIT), and the University of Minnesota (UMN) have prepared the comprehensive research program described herein. Michigan Technological University (MTU) joined the Center as an affiliate after its inception. This program was developed with recognition of the stated objective of the Federal Mine Safety and Health laws which is to "". . . permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis or any other occupation-related disease . . . .""Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic consequences and some others, slow and long enduring, has been a major concern for labor, management and the government. This concern has manifested itself in four mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of mines according to the best recommended practices, (3) interaction of dust and lung control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workman's compensation laws for occupation related health deterioration."

Material used for flame safety lamp gauzes should possess the following qualities: (1) mechanical strength, (2) resistance to corrosion under service con- ditions, (3) a relatively high thermal conductivity, (4) a melting point above the ignition temperature of mine gas. Heretofore, three metals have been used for flame lamp gauzes, namely: steel, brass and copper. While each of these has the requisite qualities to some extent, none of them is an ideal gauze material. Copper gauzes lack mechanical strength, especiall, after they have been heated; brass and copper both have comparatively low melting points so that before the gas ignition is reached the gauze metal is attacked and oxidized under the action of the heat. Steel corrodes readily in damp atmos- pheres and if the lamp stands unused under these conditions for some time, the gauzes become unfit for service. Tests of these three materials have shown that steel offers the highest degree of safety. Manel metal, the natural alloy of nickel and copper, is practically noncor- rodible. Its relting point is approximately the same as that of steel. From time to time it has been suggested that this alloy might be a better gauze material than steel, since gauzes made of Monel metal should have all of the good qualities that steel gauzes possess and, in addition, would not corrode appreciably in ordinary mine atmospheres. One advocate of this use for Monel metal, the International Nickel Co., through their development engineer, Mr. Robert J. McKay, cooperated with the Interior Department, Bureau of ines, to the extent of supplying twelve sets of 30 mesh, Monel-metal gauzes for tests. Those gauzes were made up by the same lamp manufactur- er ho rade the steel gauzes used in the previous investigation. Being made by the same processes as the steel gauzes, these Manel-metal gauzes were needlessly given the same anti-rust coating that is always applied to steel gauzes to prevent any corrosion before the gauzes are used. In previous tests the Bureau of Mines had collected data as to the behavior of steel gauzes. In determining the value of Monel metal as a gauze material, it was planned to obtain similar data with Monel-metal gauzes, and thus make a direct comparison with the steel gauzes. This is the third of a series of reports on a survey of petroleum prod- ucts manufactured on the Pacific Coast from California crude oils. California crudes differ in many characteristics from the petroleum produced in the other parts of the United States, and the claim has been made that some of the present Federal Specifications for petroleum products tend to discriminate against Cali- fomia products. The purposes of the present survey are to determine what par- ticular specification requirements Califomia petroleum products characteristical ly fail to meet, how widely the products deviate from these requirements, and if possible to show whether the fault lies with the specifications or the products, or along what lines investigation to determine this question should proceed. The first report of the series gave the physical and chemical properties of the samples of gasoline and mineral spirits. A second report**, gave the physical and chemical properties of samples of lubricating oils. The present report deals entirely with burning and fuel oils. The refin ing companies have continued their very cordial and helpful cooperation. Seven samples of kerosene, four samples of Diesel fuel and eight samples of fuel oil were obtained. The methods of analysis used are those adopted by the Interdepartmental Petroleum Specifications Committee, published by the Bureau of Mines in Technical Paper No. 323. The specifications used for corparison are those officially adopted by the Federal Specifications Board for the use of the various Depart- ments and Independent Establishments of the Government, effective February 3, 1923, and published by the Bureau of Mines in Technical Paper No. 323, Part 1. Specific gravity, degrees A.P.I., viscosity and other special tests al- though not required by the specifications have been given for comparison. All temperatures are recorded in degrees Fahrenheit. Tables have been prepared giving data on physical and chemical propertios of the individual samples. Before each table the classification and specifica- tions for the particular class of oil considered in the table are given. Follow- ing each table, brief notes show wherein samples deviate from specification re- quirements.

Solvent extraction techniques were used to determine the extraction sequence of yttrium and the rare-earth elements in an amine solvent extraction system. Single-stage extraction with Primene 81-R resulted in separation factors of 3.8 between yttrium and dysprosium and 25 between yttrium and cerium. Yttrium was concentrated in the aqueous phase. EDTA and DTPA, as aqueous phase counterextractants, enhance separation factors in mine-rare-earth sulfate systems. Yttrium separation from heavy rare-earth elements exhibits marked sensitivity to the position of yttrium in the selectivity scale of the rare-earth elements with the sequestrants. Yttrium-ytterbium separation is more effective with EDTA, whereas yttrium-dysprosium separation is more effectively increased with DTPA.

"Diesel particulate matter (DPM) emitted from diesel engines is currently considered to be a health problem in underground mines. As a result, attempts have been made to control DPM both by reducing emission rates and by managing the DPM that gets into the mine atmosphere. This paper presents a method for modeling the generation, transfer, and distribution of DPM in coal mining sections through the use of a convection-based computer model so that controls for emitted DPM can be evaluated. A variety of ventilation strategies and diesel deployment schemes for room-and-pillar development sections were simulated to compare their effects on average DPM concentrations at several fixed and mobile personnel locations in the section. Input data for the model was gathered from actual diesel development sections and derived from experimental study results provided by other researchers. Analyzed using the model were ventilation schemes using vent tubing and brattice, exhaust location strategies on the vehicles, and the direction of ventilation at the feeder-breaker location. A summary of results from this study is presented.With diesel equipment holding an important place in underground coal mining and growing in use over time, it is important to develop and improve controls of the exhaust emissions, especially diesel particulate matter (DPM), to further reduce potential health hazards. The proper design and maintenance of diesel engines and on¬board control procedures are paramount requirements for controlling DPM successfully. There is also, however, a significant reduction potential in terms of personal exposure that can be realized by managing the DPM that gets into the airstream. Strategic design of the mining, ventilation, and equipment implementation systems remain essential for efficiently reducing the DPM concentrations.Modeling the effect of diesel exhaust contaminants upon the mine atmospheric quality will permit improved health and safety design of the overall mining and ventilation systems. Numerous studies have been performed to model the distribution/transport of gaseous and particulate emissions in the underground mine atmosphere and some very sophisticated convection/diffusion models have been developed (Skobunov, 1974; Thakur, 1974; Stefanko and Ramani, 1975; Wala, 1980; Bandopadhyay and Ramani, 1983). Most of these models were developed for a single airway or based on the assumption that the ventilation network of a mining section can be approximately represented by a single intake and a single return. The complexity of most models of the convection/diffusion type and the mobility aspect of diesel haulage units made a detailed emissions model very difficult to develop.The current model is an attempt to fill the need for a more generic tool applicable to mining sections employing multiple mobile diesel units by simplifying the convection-diffusion model to a convection-only model. The simplification is based on the fact that the diffusion coefficient will affect only the transient environmental contaminant concentrations with little or no affect on the time-weighted-average concentrations over a relatively long period such as a working shift (Lee et al., 1994). In view of the difficulties involved in mathematical modeling, the approach here is developing and using a computer simulation model. A PC-based FORTRAN 77 simulation model for the analysis of mining systems with multiple diesel sources and any ventilation network configuration was developed to study the distribution/transport of DPM in mine airways, evaluate methods of reducing DPM concentrations, and explore modifications to existing mining practice."

1. In 2002, a total of 2,065 coal mining operations reported employment to the Mine Safety and Health Administration (MSHA). Coal mines comprised 14.2% of all mining operations. • Bituminous mines comprised 92.5% (n = 1,910) and anthracite mines 7.5% (n = 155) of coal mining operations. • More than 70% of all coal mines were located in three states: Kentucky (28.7%), West Virginia (21.7%), and Pennsylvania (20.1%).

Workers exposed to certain inhaled dusts may show increased levels of nonspecific airways responsiveness (AR). In some studies, cigarette smokers have also been reported to have increased levels of AR. As part of an ongoing study, we compared the results of preshift methacholine inhalation challenge, spirometry, and smoking and occupational histories, in 191 under-ground bituminous coal miners (M) and 215 non-mining control workers· (C) . All M and c were selected to have normal baseline% predicted FEVI (PPFEV). Mining tenure was recorded as years worked underground (YRUG) and at the coal face (YRFC). AR was assessed as the% decrease in FEVI from baseline divided by the dose of methacholine delivered. M reported similar years smoked (YRSM) but fewer pack-years* (PY) than c~ Overall, both increasing YRSM and PY were associated with more AR*. Smoking C* but not M showed increased AR with increasing PY. In smoking and nonsmoking M, baseline AR and PPFEV showed no association with YRUG. The level of AR was inversely related to YRFC*, possibly representing selection away from dustier jobs. AR was inversely correlated with PPFEV*. In this study, AR and baseline PPFEV were not significantly associated with mining tenure, but cigarette smoking was related to both baseline lung function and level of AR. * p < 0.05 (Supported in part by Grant Gll35142, us Bureau of Mines, Generic Mineral Technology Center for Respirable Dust.)

In certain populations, nonspecific airway hyperreactivity (HR) is associated with increased respiratory symptoms and decreased lung function. We analyzed standardized pulmonary symptom questionnaires and pre-shift spirometry with methacholine inhalation challenge (Chatham, M. et al, Chest 82: 15) on 228 control workers (C) with no known exposure to occupational hazards, and 200 underground bituminous coal miners (M). M and c were similar in age, height, sex, and smoking status. HR (defined as >15% fall in FEVI after up to 5 vital capacity breaths of 25mg% methacholine) was found in 25% of M and 28% of C (NS). M showed higher% predicted FEVI (%PFEV) than c (M 107%, C 104%*). 28% of current smokers showed HR versus 22% of never smokers (NS). Current smokers showed reduced %PFEV but were not different from lifelong non-smokers regarding prevalence of HR. Subjects with HR showed reduced %PFEV, (HR 101%, not HR 107%*) but M and c with HR showed similar reductions. M had more dyspnea and chronic cough than c*. Hyperreactivity was associated with increased symptoms in controls but not miners. In our study, the prevalence of HR in coal miners was similar to nonminers, and did not explain miners' respiratory symptoms. * P < 0.05

Some segments of the mining industry, especially underground coal, have seen a large influx of inexperienced miners in recent years. It is anticipated that this trend will reach other mining segments over the next 10 years. This paper discusses the training needs of the younger generation of inexperienced workers who have just entered or are soon to enter the mines. Currently, many trainers are of the so-called Baby Boom generation. Can these different age groups learn to communicate across the generation gap? Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these new trainees.

Since 1969, the Department of Interior, Bureau of Mines, has carried out communications research. Research has been directed toward developing emergency and nonemergency mine communications. This paper gives an overview of the progress made in the last two years. Particular emphasis is given to the overall program, noise and signal measurements, systems studies, guidelines, products, and demonstrations now being carried on in operating mines.

Twelve laboratories from the Western United States and Canada participated in radon progeny intercomparison measurements at the U.S. Bureau of Mines radon calibration facility in March 1987. The participants intercom pared grab-sampling and automated equipment methods at high and low concentrations of radon progeny and condensation nuclei (CN). The objective of this intercomparison was to determine if the measurement procedures and equipment of the North American facilities are equivalent. The sampling results showed good agreement among all participants. The standard deviation for the working level measurements was less than 3.5% for 1.70 working level (WL) and less than 8.8% for 0.21 WL. This relatively good agreement was achieved by using alpha standards calibrated by National Bureau of Standards (NBS) and by closely checking and monitoring airflows.

Researchers at the U. S. Bureau of Mines conducted investigations to evaluate the potential for ground water contamination by mine waste used as backfill. Samples of cemented waste backfill and water discharging from drillholes and seeps were collected to use in chemical analyses and laboratory tests to determine the physical and chemical factors that control release of heavy metals to ground water. Greater water retention by cemented backfill (as compared to uncemented sandfill) reduces the surface are aexposed to oxidation, which in turn reduces the amount of acid produced. The acid is neutralized by the cement and minerals contained in the backfill. The grain-size distribution of tailings used for backfill affects the structural integrity of cemented backfill under attack by acidic water; breakdown of the backfill structure releases neutralizing materials faster. Backfilled stopes in rock with low hydraulic conductivities will constitute preferential flow paths after mine flooding; however, the rate of flow through backfill will be much slower than when the stope is partially saturated during mine operation. Considering all factors, acid generation and release of metal ions from cemented backfill should be less than in uncemented sandfill.
