"The Bureau of Mines receives and answers many requests for information on the qualities and properties of American coals, and also publishes many papers that deal with coal characteristics. Compilations of chemical analyses of coal from specific locations are contained in a series of technical papers,2/ by States, whereas typical analyses of coal seams, by States and counties, are given in data books, volumes 1 to 7,2/ by producing districts, as defined in the Bituminous Coal Act of 1937. Bulletin 446, ""Typical Analyses of Coals of the United States,"" condenses and supplements these data books, which do not apply to the Western States. Other coal properties are described in numerous publications listed in the Bureau of Mines Bibliography of Publications. However, no recent publication lists average B.t.u. values by rank on a Statewide and national scale. Averages have been estimated in the past, and some of them are included in this paper for comparison.The average and the ranges of as-received B.t.u. values of American coals on a Nation-wide basis, as found by the statistical method described in this paper, are given in table 2 and on a State-wide basis in table 3. The following is abstracted from table 2:In deriving average B.t.u. values for coals, the results depend on the type of data available and the methods of calculation. The data, or analyses, may represent any of three types of samples - mine, tipple, or delivered. In mine sampling, a channel cut is made of a vertical face of the coal bed, carefully excluding most of the impurities, and the material retained is the sample. It is readily seen that mine samples are selected samples and do not strictly represent the unmined coal bed, unless the coal contains no major impurities. Mine samples generally represent the best-quality coal that could be produced. In contrast to mine samples, tipple and delivered samples represent coal that actually has been mined, and their analyses may show either lower or higher values than mine samples of the same coal, depending on treatment and preparation after mining.Of the thousands of analyses accumulated by the Bureau of Mines, most are of either tipple or delivered samples and represent the coal after it has been mined. Any average calculated from this aggregate of data will, consequently, reflect coal that has been produced, and not unmined coal in situ.The method of calculating an average from the basic data also will have considerable influence. If there are three seams of coal in a county, the average analysis for the county is not necessarily the arithmetic mean of analyses of the three individual seams. For a probable average of unmined coal, the B.t.u. values of each seam should be weighted in proportion to the unmined reserves of each seam. In similar manner, an average for past pro¬duction should be weighed according to the past production for each seam. Figures for coal reserves are only estimates based upon geologic evidence and its interpretation. Production records are much more accurate than estimated reserves, although detailed production records for individual seams by counties are very few."

This paper presents experimental results for conveyor belt flame spread from tests conducted in a small-scale tunnel. The purpose of this study is to investigate the effects of belt type, ventilation velocity, belt surface-to-roof distance and ignition source power on the flame spread properties. The tunnel used was 4.9 m long by 0.46 m square with the ventilation velocity ranging from 0.7 to 3.2 m/s. The ignition source was an impinged methane jet burner with heat output ranging from 7 to 21 kW. The belts tested included non-fire resistant rubber belts, fire-resistant rubber belts, fire-resistant neoprene belt and fire-resistant PVC belt with belt samples measuring 0.23 m wide by 2.5 m long. Experimental results show that with a ventilation velocity of 1.02 m/s all conveyor belts could be ignited, and that with sufficient ignition source power, flames spread the full length of the belt sample. The data showed a coupling effect of the ventilation air velocity and the belt surface-to-roof distance on the flame spread rate. For instance, flames could not spread with a ventilation velocity higher than 1.52 m/s and a surface-to-roof distance of 0.22 m. The use of the measured CO/CO2 ratio as an indicator of combustion stoichiometry is also discussed.

Mining, traditionally a low-tech industry, is now utilizing surprisingly complex programmable electronic (PE) systems. The functional safety of PE-based mining systems is an international issue and concern. From 1995 to 2001, there were 11 PE-related mining incidents reported in the U.S. and 71 PE-related mining incidents reported in Australia. These incidents are due, in part, to unprecedented levels of system complexity. The National Institute for Occupational Safety and Health (NIOSH) is addressing this issue of system complexity by conducting research to develop a quantitative complexity assessment methodology based on Normal Accident Theory (NAT). The methodology models the behavioral interactive complexity at the level of system requirements. A graph-theoretical approach is used for creating quantitative metrics from Software Cost Reduction (SCR) dependency graphs. This complexity assessment methodology will help realize simpler, safer systems that will be easier to validate and verify. The methodology will benefit mining and other industries as well.

Reducing the number of roof fall injuries is a goal of the NIOSH mine safety research program. Central to this effort is the development of assessment techniques to help identify the nature of the risks associated with working under potentially hazardous roof conditions. This paper discusses a method to determine the roof fall risk using a qualitative risk-analysis technique. The ability to determine roof fall risk has been a long-standing goal of safety professionals and could provide the kind of information needed by on-site personnel responsible for worker safety to mitigate roof fall injuries.

"So much has been written on the ore genesis of the Comstock Lode that it is sufficient here to describe the original ores as consisting chiefly of quartz and some calcite. In places .a considerable amount of pyrite appears. There are also minor amounts of galena, chalcopyrite, and sphalerite. The chief silver minerals are argentite, stephanite, and polybasite. Most of the gold is native.A composite analysis of the ore; obtained by averaging the results from the early workings of several mines, is shown in Table 1.The history of the milling of Comstock ores from the Sixties to date would call for a review of the development of precious-metal metallurgy. However, a brief outline of the methods employed will give a better basis for studying the difficulties that are to be expected in the final retreatment of the remaining residues.In the earliest days amalgamation was accepted as the main recovery method. The large tonnage of good-grade ore from the Comstock Lode attracted the best metal¬lurgical talent of the time, and developed there the highest skill in the art of amalgamation, including the auxiliary chemical preparation of the ores and the mechanical operation. In this work 0.5 to 6.0 pounds of mercury was used per ton of ore. The mercury loss probably averaged about 2.5 pounds per ton of ore treated.The better grade of tailings from the ores milled were impounded, often near the works. In many cases the same tailings were reworked several times before they entered the main outflow waste stream that had its course down Seven Mile Canyon to the Carson River. Following the water course down the canyon the tailings were re-impounded, and, as metallurgy advanced, new plants were erected to again re-treat them. The most successful of these plants used forms of amalgamation, chlorination, and cyanide methods of recovery. To the tailings from the re-treatment plants, smaller tonnages of untreated tailings produced by milling lower-grade ore are continually added.Along the stream bed down the canyon a series of blanket runways were constructed, and each was independently operated for years by one or more men. All, or the heavier portion of the stream flow was run over the blankets; in this way much of the heavier concentrate, mostly sulphides and mercury products, was reclaimed.All of the residues finally entered the run-off flow along with the sewage from Virginia City and waste from the gas works, saw mills, and stables. As the accumulation along the bed of the Carson River became a nuisance, the lighter and better grade of tailings was impounded on the banks of the river. This accounts for the large dumps locally known as ""Douglas tailings."""

A portable, multichannel battery-operated mine-permissible measurement system was developed to measure the rms magnetic-field noise spectrum in the frequency range from 100 Hz to 375 kHz. During each measurement, the entire spectrum is measured simultaneously through the use of time-domain recordings which are later analyzed by Fast Fourier Transform processing. Dynamic ranges of 60 dB in a 125 Hz bandwidth are obtained for spectra covering the range from 100 Hz to 100 kHz. The method also allows a three-dimensional display of the way spectrum occupancy changes with time. Calibration and correction procedures allow absolute field strength measurement with an uncertainty of not more than 3 dB. We feel that further analysis of the system errors will allow this uncertainty to be reduced to less than 1 dB. Ambient magnetic field noise spectra covering frequencies from 100 Hz to 100 kHz are given for several underground coal mine locations. Examples are also given of magnetic field noise on the surface above the mine, noise in the mine face area, noise radiated by specific equipment, the voltage spectrum found on a 600 V dc trolley wire, and noise picked up simultaneously on loops and on roof support bolts.

Improve the efficiency of stainless steel pickling (chemically cleaning) operations by providing the industry a quick and convenient method to estimate pickling solution behavior and to estimate recommended ranges of nitric and hydrofluoric acid concentrations for effective pickling of stainless steels. Background Iron, chromium, and nickel in stainless steels react with nitric and hydrofluoric acids during pickling. Ions of these dissolved metals complex or combine with the acid anions. When the total metal concentration reaches about, 50 grams per liter of pickling solution, the solution no longer serves its purpose and is considered spent. Knowledge of cation and anion species in these pickling solutions contributes an insight into pickling chemistry and allows estimates to be made of the most effective ranges of acid concentrations. The Bureau developed a computational model of the complex equilibrium chemistry occurring among iron, chromium, and nickel and the pickling solution. Total concentrations, in grams per liter, of nitrate, fluoride, iron, chromium, and nickel were used as input; output was 17 cation and anion molar concentrations. The model, in the form (if an equilibrium program on a mainframe computer, was used extensively to facilitate Bureau research by determining chemical complexes in numerous stainless steel pickling solutions. However, the program's availability to members of the stainless steel industry, its intended users, was limited because of lack of mainframe compatibility and the difficulty of program maintenance.

Cooperative research efforts by the Bureau of Mines and Agapito & Associates, Inc., Grand Junction, CO, used a one-dimensional, finite-element computer model to simulate turbulent mass transfer in face ventilation of oil shale mines. The objective was to study the dilution of methane released by rubbled oil shale during blasting. A methane release rate function was developed from the back-analysis of field measurements, and the finite-element model was calibrated using tracer gas characterization data from tests of full-scale face ventilation systems.

Each year, about 2,000 falls of supported roof occur in the more than 800 underground U.S. coal mines. Therefore to help improve the design of primary support systems, the National Institute for Occupational Safety and Health (NIOSH) conducted a nationwide study of roof falls in over 2,500 km of roadways at 37 coal mines. Information on the roof falls as well as other geotechnical, mining, geologic and roof bolting factors were collected and quantified Then a multi variate statistical analysis was conducted on the data with the roof fall rate being the outcome variable The results were used to derive preliminary design guidelines for predicting the roof bolt length, capacity, and pattern required to effectively reduce the roof fall rate. The equations are fairly limited by a relatively high statistical variance in the data. Also reported is a recent survey of U.S roof bolt manufacturers that shows a significant change in bolt types used over the last ten years.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as "any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine." Contractors that perform specific types of work are required to report the number of employees who perform work at coal mines and at noncoal mines.

General An important part of any mine power distribution system is its con¬nection to earth or ground. The grounding network serves to protect men and machinery from the hazards associated with electrical equipment which is operating improperly. Since the mine site is determined by the location of the rock or mineral to be extracted, the conditions required for the installation of an adequate grounding system are not always easily met. If annual rainfall is low or soil resistivity is high, an extensive array of buried metallic conductors may be necessary to assure a low-resistance connec¬tion to earth. Measurement of soil parameters can be made before the construction of a grounding grid is begun, and the configuration of a metallic network, which will yield the desired values of earth resistance and potential gradient, thereby ascertained. Proper design at the time the ground bed is installed will save much time and expense in later years. Ground conductors extend from the buried grid to each piece of mo¬bile and portable equipment via overhead lines or multi-conductor cables. In this fashion all machine frames are referenced to the same potential as the grounding medium. Protective circuitry must be installed to monitor\current flow in the ground conductors or the potential drop across the neutral grounding resistor, which is placed between the grounding grid and the neutral point on the distribution transformer secondary. Provide mine operators with a quick means of identifying the effect of cutting system changes on relative dustiness at the mine face, by developing an interactive computer program for drum-type coal mining machines. Approach A program which simultaneously evaluates machine parameters, coal seam parameters and mine operator-controlled parameters for their effects on relative dustiness has been developed for use on any minicomputer using BASIC computer language. How it works The interactive computer program allows mine operators to make one or more changes at a time to their cutting system to determine how these changes affect relative dustiness of the face. Using this program, mine operators can find the optimum cutting system configuration to minimize dust using their seam conditions and their equipment specifications. The mining machine variables include: number of vane bits, number of gage bits, number of starts, vane wrap, number of end ring lines, rpm, advance rate, ton/min, percentage of time spent cutting per shift, and airflow.

Improve transmission of data from an underground mine monitoring system to a remote, mass-data storage system. Background Instrumentation systems in underground mines must operate under environmental extremes of dust and humidity, local electromagnetic/radio frequency (EM/RF) interference fields, and potentially explosive atmospheres. During a recent roof-bolt study performed by the Bureau of Mines, it was necessary to transmit a large quantity of data to a data storage system. Conventional wire cable transmission presented several limitations which often required special electrical isolation or physical protection. Because conventional wire cable presented certain problems, the Bureau of Mines investigated alternative means of data transmission. The research investigation led to the selection of fiber optic cable for data transmission applications. The fiber optic method of data transmission offers several advantages: ? Since the transmission medium consists of light waves, it is safe to use in gassy mines. Where applicable, MSHA permissibility standards for peripheral devices must be met. ? It is lightweight and rugged. ? It can operate up to 131000 feet (4km) without repeaters and without EM/RF field interference.

The Bureau of Mines investigated factors that influence the formation of methane and other hydrocarbon gases in coal, which is an integral part of the coalification process. Coalification begins with a biogenetic stage in which plant debris decomposes and peat is formed; methane and CO2 are the predominant gases produced during this stage. During the diagenetic stage of coalification hydrogen and the hydrocarbon gases methane, ethane, ethylene, propane, propylene, butene, iso-and normal butane, and pentane are formed by dissociation of the organic material. Methane may also be produced by a secondary reaction of hydrogen with unsaturates or by the reduction of CO2. The gas contained in coalbeds is a mixture of methane, C2 through C5 alkanes, CO2, O2, N2, H2, and He; its heating value is equivalent to that of natural gas. The gas content of coal depends on many variables, but an empirical relationship between adsorptive capacity, rank, and depth has been observed.

C. 4 Hoist Assemblies (not man-rated) A large number of manufacturers supply materials handling winches. These units are predominately electric powered while a limited number of vendors supply air powered equipment. Air powered units are currently used extensively for underground materials handling purposes. Suppliers of materials handling equipment normally include a disclaimer statement in their published literature which clearly states that the equipment "is not designed or suitable for lifting or lowering persons " This category of commercially available equipment can be adequate for emergency man hoisting provided that its' capacity is suitably derated and provided also that the necessary safety features are incorporated. Section C. 5 details the equipment which could be added to a commercial materials hoist to meet these needs. Four commercially available hoist assemblies, two electric and two pneumatic are discussed in the following paragraphs. This equipment is typical of what is commercially available and three of the units are currently used extensively in mining applications. Each hoist description includes a remarks paragraph which identifies the additional equipment each hoist would require for emergency hoist use.

Safety and health professionals from all sectors of industry recognize that training is a critical element of an effective safety and health program. A major concern in the mining industry today is how to train the present aging workforce plus the expected influx of new and less experienced miners and mine operators as the cohort of older workers retire. This paper defines the problem, offers a model to structure the inquiry, and presents the key issues a multi-disciplinary team of NIOSH researchers identified, based on an extensive review of the current literature in relevant areas. Issues include differences between cohorts, such as the newer workers (Generation M), and present workers (Boomers) with respect to their physical, social, psychological, and cultural characteristics, their learning styles and work expectations. Specific issues for an aging workforce are discussed. Some preliminary recommendations are offered on the type of training needed.

6.1 Summary This report deals with the investigation carried out to select, test, and implement a method of evaluating coal deposits and reserves. Cognizance is taken of the inherent characteristics of coal and the legislation covering aspects of health, safety, environment, and ecology applicable to the coal mining industry. Further, the method is computerized and provides information that is meaningful and readily available to other programs and sub¬systems within the concept of the Master Design Simulator. The Geology and Reserves Sub-system interface with the total system is provided by a geological data library which is structured to hold and make accessible all the data required by the system. The output from the program is accurate and useful to users with a wide variety of computer experience, knowledge, hardware and storage capacity. The sub-system is designed to function as a separate unit or an integral part of the total system and, there¬fore, an interface to or with the system has been established. Detect fires in or near mine shafts, isolate smoke filled areas, and remotely extinguish fire. Approach A system (of sensors, automatic alarms, an aboveground control console, remotely operated ventilation doors, and sprinklers) has been built from off the-shelf components, and fire, tested in two mines. How It Works The system uses three different kinds of sensors that can detect the heat or smoke of a fire and automatically actuate alarms. When the alarm sounds in the control center on the surface, water sprays in the mine shaft and shaft station areas can be remotely turned on to deluge both the inside and the outside of the mine shaft's wooden support structure. To protect miners from toxic fumes, smoke control doors can be closed or opened, either remotely from the control center or directly by miners using the manual or electrical actuators at the door locations. Man doors built into each ventilation door allow persons to pass without opening the main door.
