The Bureau of Mines, in a cooperative research program with four lead companies, has investigated ferric chloride leaching of galena to prepare lead chloride for molten-salt electrowinning to produce lead metal. The hydrometallurgical-electrolytic process is an alternative to the sintering-smelting-refining process currently used to produce lead metal and avoids the environmental problems associated with a conventional smelter. During investigations on the electrowinning aspects of the work, it was noted that certain cations, moisture, and sulfate in the electrolyte affect lead metal purity, cell voltage, current efficiency, and viscosity of the electrolyte. Results of bench-scale tests are re-ported on the effects of CaCI2, CuCI2, FeCI2, MgCI2, NaCI, ZnCI2, PbS04, and moisture on electrolysis. As impurities increased in the electrolyte, current efficiency decreased. CaCI2, CuCI2, and FeC12 decreased current efficiency by 12 to 47 pct. ZnCl2 gave a small voltage increase, while CaCI2 addition equivalent to 4.9 pct Ca caused a 50-pet increase in voltage. The lead metal was contaminated in direct proportion to the CuCI2 buildup in the electrolyte, Anode corrosion was observed with MgCI2 and MgC12?6H20. Viscosity increased appreciably with the buildup of NaCI, CaCI2, and sulfate. Electrolyte foaming occurred with ZnC12, MgC12?6H20, MgC12, FeC12?2H20, and FeCI2. Moisture inhibited the coalescence of the lead metal.

As part of safety and stability studies at three underground mines in the United States, researchers installed earth pressure cells and embedment strain gauges in cemented rockfill to measure stress and strain changes as mining progressed and the rockfill was loaded. Data from these instruments were used to calculate the in situ modulus of the rockfill for two of the mines. A three-dimensional numerical model of a cemented rockfill cap was validated with data from extensometers anchored in the mine roof and sill; this model was then used to estimate deformation modulus at the third mine because the earth pressure cells and embedment strain gauges recorded negligible changes. Rockfill binder used at these mines ranged from 4 to 8 per cent of the dry components by weight, the water-to-cement ratio was from 0.42 to1.0, and the largest aggregate size in the three mixes ranged from 5 to12 cm (2 to 4.7 in). The range of the calculated in situ deformation modulus values was large, but as expected, it was bracketed by modulus values for cemented tailings and roller-compacted concrete with similar cement contents and water-to-cement ratios. Said to be one of the world's most under-developed countries, Benin had a gross national product (GNP) estimated at $1 billion in 1980.2 Contribution of the mineral industry such as cement and limestone to the GNP was negligible, but exploration of mineral potential continued Minerals.-The United Nations Development Program (UNDP) conducted an investigation of three deposits from 1977 to 1980: Phosphates (Mekrou), gold (Perma), and chromite (Buem). A phosphate rock deposit containing about 4.5 million tons recover- able by opencast techniques was discovered. It was not known if the gold and chromite deposits were recoverable economically. Iron ore deposits of some 230 million tons near Loumbo-Loumbo are at present not exploitable because of lack of infrastructure in the northern part of the country. Geologic mapping with British and French assistance was also pursued in 1980.

The major fire and fire injury findings for all coal mining categories for 1990-1999 are reported in tables 37-38. Table 39 and figure 13 show the number of fires. fire injuries, risk rates, employees' working hours, and coal production (under- ground and surface coal mines only) by time period for all coal mining categories. Table 40 shows major findings (for under- ground coal mines only) for 1978-1992. For all coal mining categories, 458 fires occurred during 1990- 1999; 157 of those fires caused 164 injuries and 2 fatalities (Ewhr = 2,070 x l0%r, Irr = 0.016: C'P (for underground and surface coal mimes only) - 10,363 x l0\t, Frr = 0.044, LWD = 14,753). Twenty-nine fires and 17 injuries involved contractors. Sixty-six fires required firefighting interventions by mine rescue teams (25 times in underground mines) and fire brigades and fire departments (at least 41 times at surface coal operations). In all, 51 fires destroyed or heavily damaged equipment (including 16 pieces of mobile equipment) because of failure of other firefighting methods, late fire detection, undetected fires, or fire size. A total of 114 fires were detected late, and 42 fires were undetected. The greatest number of fires and fire injuries occurred at surface coal mines; the highest risk rate values were also calculated for this category. For all coal operations, the ignition sources that caused the greatest number of fires were flame cutting/welding spark/slag/flames (1 03 fires or 23% with 69 injuries), hydraulic fluid/fuel sprayed onto equipment hot surfaces (98 fires or 2 1 % with 29 injuries), spontaneous combustion/hot coal (62 fires or 14%), electrical short/arcing (49 fires or 11% with 18 injuries), and conveyor belt friction (3 1 fires or 7% with 6 injuries).

These provisions shall be fixed by virtue of the colonial ordinances.Application for permission to explore shall be made in accordance with existing laws. Simultaneous applications, those made on the same day, must be decided by drawing lots; but an application for the concession for exploitation has preference ovor that for permission for exploration. Western coal mines are operating under increasingly challenging ground conditions. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are cooperating with mines to evaluate how these conditions affect mine opening stability and related miner safety. A system was developed to monitor rock and coal stresses during mining of an entire longwall panel. The system was designed to generate data in near real time to evaluate rock behavior in roof strata and the onset of hazardous conditions as overburden stress was redistributed over working entries during gob formation. Computer simulations and in-mine evaluations were used to optimize instrument placement. A prototype packer assembly was designed and tested for installing sensitive instruments in a mine roof. This paper provides background information on the stress monitoring concept and focuses on the development of instrument placement techniques and the prototype packer assembly.

A High Splint coal was carbonized in a low-temperature, fluidized-bed sys-tem to study the effects of thermal cracking on the products of decomposition. The coal was fluidized in recycle gas at 485° to 600° C, and the products were cracked at 600°, 700°, and 800° C in a bed of fluidized coke. Yields of tar, pitch, paraffins, and olefins decreased as carbonization temperature increased. Thermal cracking of the tar vapors produced the highest tar yields at 600° C, and light oil yield increased at cracking temperatures up to 700° C. At an 800° C cracking temperature, the yield of light oil decreased.

Many significant events that began in 1990-91 continued to have a profound impact in the world minerals economy in 1992. The dissolution of the U.S.S.R. and the formal breakup of the Council for Mutual Economic Assistance (CMEA) had significant effects far beyond the geographic boundaries of Europe and Central Eurasia. CMEA's network of economic interdependence had relied on central planning, a variety of subsidies, and barter agreements that allowed its members to function without the pressures of productivity and efficiency. In the mineral sector, many decisions had been made based on the need for military planning and technology competition with the market economy world. Because of inexpensive oil available through subsidies and technology assistance from the former U.S.S.R., industries III CMEA member countries had been able to function and maintain production to supply minerals and materials required to support the policies of the central plan. In 1992, most of the former CMEA countries decreased their output of many minerals. In some cases, the network of production that had been in place was severed. Political and economic instability, destruction of infrastructure, and new priorities were affecting other mineral industries in the area. In late 1991, 15 independent countries replaced the U.S.S.R. and in early 1991 the former CMEA countries found themselves trying to adjust to the realities of economic independence and the need to compete with former allies for survival. Although 11 of the 15 former Soviet republics joined in the Commonwealth of Independent States (CIS) in December 1991, in 1992, individual economic needs exceeded the needs of the Commonwealth III importance. As a result, new mineral trade patterns emerged as minerals were used as a source of much needed capital.

Chapman-Jouguet detonation calculations were carried out for pentaerythri-tol tetranitrate (PETN), TNT, and ammonium nitrate-fuel oil (AN-FO) explosives using the compressibility form of an equation of state of hard spheres based upon Percus-Yevick (PY) theory, and a chemical equilibrium detonation code called TIGER. Similar calculations were also carried out with the Becker-Kistiakowsky-Wilson (BKW) equation of state. For PETN, the BKW equation gives somewhat better agreement with experimental values of detonation velocity and pressure. However, in terms of experimental temperatures and concentrations of the minor product species (NO), the predictions of the PY equation are shown to be more satisfactory. Similar comparisons of experimental and theoretical results for TNT and AN-FO indicate that the PY equation has general utility in predicting the detonation properties of condensed explosives at moderate loading densities (Po < 1.3 g/cm3).

The extremely sluggish oxidation of steel scrap was appreciably accelerated when the charge was pretreated in aqueous solutions of sodium metavanadate or sodium molybdate. The degree of oxidation acceleration was inversely correlated with the melting point of the promoter oxide possessing the highest valency. The magnitude of oxidation enhancement exhibited a systematic inverse dependence on the duration of pickling processes; mere dipping of the oxidizable charge in the vanadate bath was most effective. In general, the rate of steel scrap oxidation increased with increasing concentration of the pickling reagent. The results are explained on the basis of the hydrolytic decomposition of the pickling agent with subsequent slow interaction with the metal surface, coupled with the tendency of vanadium to form polyanions in alkaline media. The data not only served to elucidate the mechanism by which catastrophic oxidation takes place, but also showed that the accelerating species need not be alloyed with the oxidizable metal; surface impregnation by minute amounts of the accelerating species can still produce catastrophic effects.

Approach Install water-jet-assist on mining machines and evaluate its impact on respirable dust. How It Works Water-jet-assisted cutting involves a mechanical cutting bit working in combination with a moderate pressure (generally up to 10,000 psi) water jet directed just in front of, or through, the bit tip. One of its advantages is reduced dust generation because the jet wets the face of the material being cut more efficiently than a conventional low-pressure water spray, thus capturing much of the dust before it ever becomes airborne. It also removes loose cuttings ahead of the bit before they are pulverized by the bit into respirable dust. Total water consumption is about the same as for conventional low pressure dust control water spray systems. However, there is some increase in power consumption because of the energy needed to provide the high pressure water.

"The belief is now fairly general among the coal-mining people of the United States that one of the most effective methods of preventing wide-spread coalmine .explosions is that of introducing rock-dust into coal mines to reduce the inflammability or explosibility of dusts found on mine surfaces. Notwithstanding this belief it is improbable that even a small fraction of 1 per cent of the coal mines of the United States are at all adequately protected by rock-dust; in a survey made in the summer, and fall of 1927 it was found that but 463 out of more than 7,000 operating bituminous and lignitic coal mines were using rock-dust at all, and that few if any of the 463 were fully or adequately protected by rock-dusting.Inspections of a large number of mines through the United States by Bureau of Mines safety division field men have failed to reveal a single adequately rock-dusted mine, Yet there is no doubt that many of the owners and operators believed their properties to be fully protected by rock-dust against the much-feared hazard of widespread explosion. Two of the most disastrous explosions of recent years occurred at properties where the owners were definitely of the belief that the rock-dusting done had made the mines immune to widespread explosion involving coal-dust. In both instances it was found that although some rock-dusting had been done, the mines were more nearly 1 per cent than 100 per cent rock-dusted.This condition as to inefficiency or insufficiency of rock-dusting in the coal mines of the United States is almost universal, and unless our mining men awaken to its, dangers, the disaster record of the coal-mining industry is much more likely to become worse than better. During the fiscal year ended June 30, 1928, the attention of the safety division of the United States Bureau of Mines was called to. 22 explosions With 320 fatalities in bituminous coal mines of the United States; and of the 22 explosions there were 10 with 258 fatalities in mines that were listed as having used rock-dust; upon investigation it was found that as usual the rock-dusting had been anything but comprehensive or adequate. It is probable that in a very few instances last year the relatively small amount of rock-dusting stopped the .extension of the explosion and thus prevented further expansion of the death list. In general, however, the explosions occurred in a part of the mine that had not been rock-dusted - and right here is the crux of the failure or probable failure of present-day rock-dusting in the United States, There should be no part of any bituminous or coal mine in which all of the exposed surfaces (roof, ribs, and floor) have not been thoroughly rock-dusted and kept thoroughly rock-dusted. In other words, all exposed surfaces of all accessible places in bituminous and lignitic coal mines should be kept covered with rock-dust so that the combined rock-dust coal-dust mixture at all times and in all places has less than 35 or 40 per cent combustible matter, The only exception to this rule is that surfaces which are wet (and this does not mean merely damp) need not be rock-dusted. However, a mine opening may have several inches of water on the floor and yet have much explosive dust on the ribs and roof above the water; in such places the ribs and roof should be kept rock-dusted, irrespective of the wetness of the floor."

Reduce the number of conveyor-related accidents in the mining industry by providing recommendations for effective operation of conveyor belt cleaning systems. The Problem Troughed belt conveyors provide effective, and efficient materials transport and their use has increased throughout the mining industry. Carryback, the spillage that accumulates under the belt, is a problem even with belt cleaning systems installed. Mining personnel are exposed to safety and health hazard; as they attempt to clean up this spillage. Approach To investigate the influence of metal-segmented-blade belt cleaners on the amount of carryback spillage, the. Bureau identified and tested the following parameters: (1) amount of pressure applied to the cleaner blades, (2) friction between the blades and conveyor belt, and (3) wear rates of different metal blades. The test parameters were quantified by recording the amount of carryback material passing the metal cleaner blade, and the weight loss of the blades. The data collected were used to identify the following critic d operational parameters of a segmented-blade conveyor cleaner system: (1) the existence of an optimal operating pressure for the conveyor and cleaning systems and (2) elimination of recessed patterns on the working side of the conveyor belt.

Laboratory batch and semicontinuous studies showed the feasibility of using methylene bromide and trichloroethylene in heavy liquid cyclone concentration of a Nevada brucite ore. Cyclone tests of minus 20- plus 200-mesh material at specific gravities of 2.42 and 2.44 recovered 71.6 to 74.9 percent of the MgO at grades of 95.5 and 95.4, respectively. Neither increasing the feed pulp density from 5 to 25 percent solids, nor varying feed pressures from 25 to 60 psig had any apparent effect on the heavy liquid separation.

A portable radon monitoring instrument capable of making on-the-spot measurements of the radon gas content of uranium mine atmospheres was designed and constructed. The monitor was tested in the laboratory and in operating uranium mines. Good correlation was obtained between the monitor readings and radon measurements made on mine atmosphere samples taken in radon bottles.

This paper discusses a practical method for enhancing the performance of mining work crews. The method, described as the Work Crew Performance Model (WCPM), seeks to define performance variability within similar tasks of an underground work crew. Key components of the WCPM include: (I) job definition through task analyses; (2) the ranking of job elements by perceived cost consequence; (3) observational techniques to establish performance baselines; and (4) cost linkages between adherence to task procedures and measures of consequence for noncompliance. The components of this model emphasize a reliance on learning from a veteran work force and using that information to reinvest in strategies to enhance safety and efficiency. These strategies are not limited to technologic efforts but include consideration of the so-called "soft-skill technologies" aimed at reducing variability in individual performance and at effecting a continuous improvement in overall system effectiveness.

The Bureau of Mines conducted pioneering batch and laboratory cyclic tests that simulated plant operation in developing a procedure for acidulating phosphate rock with fluosilicic acid. Both high-grade deslimed phosphate rock and low-grade phosphate rock samples were treated. The most promising results were obtained by acidulating des limed high-grade material. In a series of seven cyclic tests, 85.4 percent of the P20S was recovered in solutions. The average P2O5 content of the phosphoric acid-monocalcium phosphate solutions of the first step was 156 grams per liter, and the average fluorine content was 4.7 grams per liter. Residues had an average fluorine content of 30.7 percent and contained 83.9 percent of the total fluorine in the charge materials. Some fluorine was lost by volatilization.

The Bureau of Mines sponsored an investigation of the thermal oxidative degradation characteristics of certain solvents and hydraulic fluids used in underground mining operations. The following halogenated solvents were studied in view of their usefulness and their flame retardant property: tetrachloroethylene, C12C = CC12; 1, 1, 2-trichloroethane, CIH2CCHC12: and trichloroethylene, C12C = CHC1. The hydraulic fluids studied were representative of five groups approved by the Mine Safety and Health Administration for underground operation, namely: glycol-water solutions, mineral oil-water emulsions, synthetics other than phosphate esters, synthetic phosphate esters, and mixtures of phosphate esters with mineral oils and other ingredients. It was observed that the partially halogenated solvents present a greater potential toxic hazard than the fully halogenated materials, due not only to the easy production of hydrogen chloride but also to their ease of oxidation leading to the formation of phosgene and carbon monoxide. The pure phosphate esters exhibited the best thermal oxidative stability of the five groups of hydraulic fluids tested. A fluid containing phosphate esters mixed with mineral oils and other unidentified ingredients appeared to be the most hazardous On the basis that it produced very toxic acrolein and phosphine.

As part of the work of serving as Chairman of Subcommittee 3, Health and Industrial Requirements, of the American Society of Mechanical Engineers&apos; Committee on Air-Pollution Controls, the author assembled the following information on accepted maximum permissible concentrations of air pollutants from the standpoints of health, damage to vegetation, damage to property, and requirements of industrial processes. A search in technical literature was made followed by direct inquiry to all State governments as to their regulations. The subcommittee membership - G. D.
