This report (System Safety 2.1) is the second in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 [IEC 1998a,b,c,d,e,f,g] and other recognized standards. The scope is “surface and underground safety mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system.

This is a revision of a directory of coal research organizations throughout the world that was first published in 1961 as Bureau of Mines Information Circular 8008. Because of the wide acceptance of the first edition , a revision which would supply up- to - date information on coal research and which would facilitate communication among organizations of similar interest seemed important . This compilation includes the names and activities of organizations of various types -government , university , private , and industry . The areas of investigation that each organization is engaged in are indicated in broad terms : Analysis and constitution , mining and geology , preparation , briquetting , combustion , high- and low-temperature carbonization , gasification , conversion to solid and liquid fuels , and health and safety . Publications issued by and describing the work of each organization are cited ; almost all of the organizations also publish results of their investigations in the technical press . Selected technical and trade publications that publish information on the science and technology of coal and are not published directly by any of the organizations listed are cited in the pages following the list of organizations in each country . Information that would improve coverage and accuracy of the next revision of the publication will be welcomed by the Bureau of Mines .

The U.S. Bureau of Mines has developed porous beads containing immobilized biological materials such as sphagnum peat moss for extracting metal contaminants from waste waters. The beads, designated as BIO-FIX beads, have removed toxic metals from over 100 waters in laboratory tests. These waters include acid mine drainage (AMD) water from mining sites, metallurgical and chemical industry waste water, and contaminated ground water. Following the laboratory studies, cooperative field tests were conducted to evaluate the metal adsorption properties of the beads in column and low-maintenance circuits, determine bead stability in varied climatic situations, and demonstrate the beads' potential as a viable waste water treatment technique. Field results indicated that BIO-FIX beads readily adsorbed cadmium, lead, and other toxic metals from dilute waters; effluents frequently met drinking water standards and other discharge criteria. The beads exhibited excellent handling characteristics in both column and low-maintenance circuits, and continued to extract metal ions after repeated loading-elution cycles. Based on laboratory and field data, cost evaluations for using BIO-FIX technology to treat two AMD waters were prepared. Operating costs for BIO-FIX treatment, which ranged from $1.40 to $2.30 per 1,000 gal of water treated, were comparable with chemical precipitation costs.

Mine One General. The first summer field trip for the purpose of collecting data on open-pit metal mine grounding systems was marred by the fact that the group's ground test instrument was damaged in transit and proved to be inoperative. Fortunately, the mine personnel had a similar instrument which was then used for all tests. System Description. Power is purchased from the utility at either 69 or 100 kV. This is transformed to 4160 V at the pit substations and distributed around the periphery of the pit via a "ring bus." The three phase wires and the safety-ground conductor are carried on a conventional wooden pole and cross-arm support structure. At key loca¬tions, overhead feeders carry power from the ring bus down over the benches and into the pit. Each overhead feeder is terminated at a switchhouse, from which an SHD-GC trailing cable supplies power to the electric loading shovels. Each pit substation has a main or system-ground mat, installed by the utility, and a separate safety-ground mat, which is constructed by mine personnel. Three of the safety-ground mats are quite old, and personnel at the mine could not recall what type of construction was used. However, records are available on the fourth mat and construc¬tion details are shown in Figure 64. In a previous report, entitled A Gage and Recording Equipment for Measuring Dynamic Strain in Rock, a control circuit for a drum camera was described. The purpose of this control circuit was to provide a means for firing seismic caps, synchronizing the firing of the cap with the opening of the camera shutters and generating an electrical impulse at the instant of detonation. The operation of this circuit depended on the following two characteristics of seismic caps: (1) these caps contain a bridge, which breaks at the instant of detonation, and, the firing delay time of the cap is a function of the firing current. During the course of the Bureau's studies, considerable difficulty was experienced from "firing hash", i.e., spurious vibrations that appeared on the records at the time of detonation. The cause of most of this "firing hash" was traced to the intermittent grounding of the cap leads at the time of detonation. As the cap leads were still connected to the firing battery, the grounding of the leads permitted current to flow through the rock to the gage and to return to the firing battery through the shield on the gage cables. The intermittent flow of current along the cable shield produced potentials on the gage leads that were recorded as the "firing hash." To eliminate this difficulty, it is necessary to remove the firing voltage from the cap leads the instant the cap detonates. This report supplements the previous report and describes an improved circuit that can be used to fire seismic caps, remove the firing voltage from the cap leads the instant the cap fires, control the firing delay time in the cap, and generate reference signals at the time current starts flowing in the cap circuit and at the time the cap detonates. These reference signals can be used to determine the firing delay time of seismic caps and the time at which the seismic wave is generated by the explosion.

The objective of this laboratory investigation was to develop a mattesmelting process for the recovery of copper from industrial smelter dusts . Experimentation was conducted on three samples of Cottrell precipitator dust from a northern Michigan smelter with variations in the following conditions : Temperature , charge composition , pelletization , and moisture content . Based on chemical analyses of the furnace slags , poorest recovery of copper was effected in smelting dry charges regardless of composition . Some improvement was noted with uniformly moistened charges and still more with pelletized (but dry) mixes , but best results were obtained from smelting moist , self - fluxing pellets . Under favorable conditions , experiments yielded furnace slags with an average copper content of only 0.15 percent , which is well below that of industrial copper reverberatory slags .

This report covers the character, properties, origin, occurrence, and uses of the traprocks and describes briefly the methods and equipment employed in quarrying and preparing them for market. Production of traprock occupies an important place in industry. In 1960 the output in the form of crushed stone reached nearly 58 million tons valued at $87 million. Traprocks are also shaped into blocks of dimension stone for monuments, building construction and decoration, and specialized products such as surface plates.

The cost of reclamation can vary widely, depending on the primary objectives of the restoration activities. statistics in this study originated from State files, publications, and personal communications relating to restoration and pollution control measures for previously mined lands (orphan lands) and active mines. Reclamation of orphan lands is generally considered a public burden and constitutes an economic problem. All work reported here was completed under government contract, by the lowest bidder, with money coming from State and/or Federal funds. Cost would have been substantially lower had the reclamation been concurrent with mining. Several persons connected with some of the projects have observed that costs could probably be reduced by at least one half, if the reclamation had been conducted along with the mining. The expense of clearing and grubbing of volunteer vegetation, disposal of buried trees and brush, loosing of compacted spoil, and re-establishing access to areas could be saved. In addition, a contracting firm doing the work for a government agency would have mobilization costs and receive a profit. Mining companies also are profit conscious and would consider these costs in anticipating their profits (e.g., overhead would be less if reclamation is integrated with mining). The data presented here should serve as a guide for estimating and determining cost ranges, however, it should be recognized that variations exist. Adjustments may be necessary from the standpoint of physical conditions, economic conditions, price changes, and more restrictive requirements of recent surface mining laws. Reclamation conditions, procedures and successes in the eastern United States, particularly in Appalachia, have no bearing on conditions to be expected in the western United States. The situations are wholly different. Reclamation in the West differs from th t in the East, primarily because of aridity especially a during the summer months 1). Because of the many variables and differences between reclamation in eastern and western areas, they will be discussed separately.

This paper describing the methods of ruining a sand, gravel, and bowlder deposit 20 miles east of Los Angeles, and the classification and preparation of these materials for market, is one of a series being prepared for and published by the United States Bureau of Mines on methods and cost of mining sand and gravel. These papers are designed to disseminate technical information regarding, the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion anti study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations stall ensue. "INTRODUCTION A soluble mediator has been described which is released from activated rabbit leukocytes and induces histamine secretion from rabbit platelets (Barbaro and Zvaifler, 1966; Siraganian and Osler, 1971). This factor has been isolated, characterized and named platelet activating factor, PAF (Bcnveniste et. al., 1972). PAF has since been chemically identified as l-0-alkyl-2-acetyl-sn-glyceryl-3-phosphocholine (Benveniste et. al., 1979; Demopoulous et. al., 1979).PAF is a lipid mediator of broad biological activity. It causes smooth muscle contraction, contraction of lung tissue and decreased FEV 1; while enhancing capillary permeability thus causing edema (Pinkard, 1983). In addition, PAF is a chemoattractant and can lead to inflammation.PAF has been reported to stimulate the release of lysosomal enzymes, leukotriene B,, and lipid metabolites from neutrophils (Smith et. al., 1983; Shaw et. al., 1981; Lin et. al., 1982; O'Flaherty et. al., 1984). The objective of the present investigation was to further characterize PAP-induced stimulation of granulocytes and to develop a bioassay, i.e. chemiluminescence, for screening PAF receptor antagonists and inhibitors of PAP-induced activation of granulocytes. The possible use of the chemiluminescence assay to monitor PAF synthesis by human granulocytes is also described.METHODSBlood was drawn from healthy volunteers into a blood storage bag containing CPD anticoagulant. Granulocytes were partially purified by dextran sedimentation and further purified by centrifugal elutriation as described previously (Jones et. al., 1980). Granulocytes obtained by this procedure were approximately 95 percent pure. The number of granulocytes in this preparation was determined using an electronic cell counter (Coulter Model Z1, Coulter Instrument Co., Hialeah, FL). Isolated granulocytes were used to monitor membrane potential, hydrogen peroxide and superoxide release, oxygen consumption, calcium uptake and, in some cases, chemiluminescence. Studies of PAF receptor antagonists were conducted using neutrophils isolated by density centrifugation. Briefly, blood was layered onto Mono-Poly-Resolving Medium (Flow Laboratories, McLean, VA) and centrifuged at 22 °C and 300 g for 30 min. Neutrophils collected from the second band of this gradient were at least 90 percent pure."

The applicability of the "direct method" for determining the methane content of virgin coalbeds was tested. Preliminary results indicate that the direct method, when applied to exploration cores, can be successfully used to estimate coalbed gas content and also approximately predict the total gas emission from a prospective mine located in the coalbed at the exploration site.

The Bureau of Mines established geologic factors affecting the mining of the Lower Kittanning coalbed to aid in coalbed minability studies and examined the occurrence of "wants" (places where coal is missing) and types of unstable roof rock strata. Trends established from mapping, including prediction of areas of high methane emissions, were extrapolated to unmined areas. "Wants" in the coalbed are of two types: Erosional and depositional. Erosional features occur where north-south-trending sand-filled channels cut into the coalbed. Variations in depositional environments have caused the coalbed to "split" into several thinner units. Slickensides, commonly indicative of unstable roof, are adjacent to and on the underside of sandstone channels; they were caused by differential compaction and by soft sediment sliding along the contact between the sandstone and adjacent shale. The frequency of unstable roof also increases where the interval between the Middle and Lower Kittanning coalbed is less than 30 feet. The zones of weakness at the contacts above and below the Middle Kittanning coalbed are the controlling factors for unstable roof in these strata. Methane emissions from the coalbed are controlled primarily by depth, fracture permeability, and rank of coal. Local geologic factors are coalbed thickness, associated rock strata, structure, and proximity to outcrop.

"PURPOSE OF REPORTThe safety and efficacy of permissible storage—battery gathering locomotives are becoming recognized more and more in coal mines. The great mobility of this type of haulage equipment is due to the fact that no trolley wire and bonding of rails are needed; hence wherever there is track and adequate ventilation to dilute properly any dangerous gases, the storage—battery gathering locomotive may go. As coal near the outcrop or the surface is mined out, coal farther from the outcrop or deeper in the ground must be mined, and gassiness of the coal bed often increases under these conditions. The use of electrical equip¬ment capable of giving off arcs or sparks while operating near or at the coal faces constitutes a serious explosion hazard. Often, it is uneconomical or impracticable to use animal haulage, and locomotives must be employed. The operator should consider the safest and most economical unit; permissible equipment is the answer to this problem, and storage—battery locomotives are the only permissible electric haulage units.A comparison of permissible storage—battery locomotives with cable—reel locomotives of the latest enclosed ""explosion—tested"" type has been made at the Keystone No. 1 mine of the Houston Collieries Co., at Keys one, W. Va. The information and data contained in this publication were obtained by the writer during an inspection of haulage at this mine.ACKNOWLEDGMENTSThe writer is indebted to P. C. "In the land-pebble district of Florida a lively interest in the possibilities of obtaining increased recoveries of phosphate rock is evident. Research in several directions is being carried on by companies operating in the district to increase the yields obtained by the washing plants. The Bureau of Mines is cooperating with this research program to promote more efficient plant practice and to avoid unnecessary depletion of mineral resources.Washing practice, as carried on in the district at present for the recover of phosphate rock from the crude ores or matrix, is not a complicated process. Flow sheets of the several companies are similar, although the equipment varies with the preferences of the individual operators. For disintegrating the matrix log washers are favored, although revolving drums equipped with flights to break up lumps of clay are also used. Fine sand is removed by screening. Vibrating screens have become well established in the district, although stationary flat screens and trammels are also employed.The writer acknowledges with appreciation the cooperation of the phosphate companies in the land-pebble district; suggestions and criticism by Will. H. Coghill, supervising engineer, Ore Dressing Section of the Bureau of Mines; and the laboratory assistance of J. O. Davie, J. W. Pamplin, and E. Roca, cooperative fellows of the University of Alabama.Losses in the Finer SizesOf the phosphate that is not recovered by present washing methods the greater portion is in the finer sizes. In these sizes the phosphate grains are accompanied by grains of sand - largely quartz - of the same size, and recovery of these phosphate grains as a commercial product is not possible by simple washing methods. Phosphate recoveries approaching complete extraction can only be effecte by applying metallurgical processes, either mechanical or chemical. As yet, most of these processes have not advanced much beyond the laboratory or perhaps the pilot-plant stage. Such processes may have some application to the beneficiation of phosphatic ores or washer rejects, but a discussion of them is not within the scope of this paper."

"INTRODCICTIONSilicosis is the chronic fibrosing disease of the lungs caused by the inhalation of crystalline silica. However, inhalation of crystalline silica, may induce three distinctly different disease patterns; i.e., chrome silicosis, accelerated silicosis, and acute silicosis. These three disease patterns differ in their pathologic characteristics, clinical symptoms, onset of disease, and mortality. Many studies in the past have focused on the elucidation of mechanisms involved in the development of chrome silicosis. We recently reported that freshly fractured silica has surface properties that could make it more reactive with lung tissue than aged silica, and that this unique reactivity of freshly fractured silica may be involved in the pathogenesis of acute silicosis (Dalal et al., 1986; Vallyathan et al., 1988; Shi et II., 1988). Because freshly fractured silica could contain some moieties in an ""excited state,"" due to the breakage of silicon oxygen bonds, we postulated that the de-excitation of these moieties could produce light which could be monitored by a luminescence measurement technique. In addition, if this ""excited state'' of silica could trigger a greater biologic response by phagocytic cells, this activation could be monitored by a chemiluminescence technique in the presence of appropriate enhancers.This investigation describes for the first time the use of luminescence in the study of freshly fractured silica and its properties. Enhanced biologic reactivity of the freshly fractured silica with alveolar macrophages was monitored by the chemiluminescence technique.MATERIALS AND METHODSNative silica was obtained from the dust bank of the GenericRespirable Dust Technology Center, Pennsylvania State University, State College, PA, and ground for 3~ min in an agate ball mill. It was then sieved through a 20 micron mesh filter and used within 1 O min as fresh silica or stored in glass bottles for aging. X-ray energy spectrometry and X-ray powder diffraction studies on representative samples were made to confirm the mineralogic purity. All the silica samples were found to be 99 % pure with minimal detectable conlamination by metal ions."

According to the Mine Safety and Health Administration (MSHA) injury database, 227 knee injuries were reported in underground coal mining in 2007 [ 1]. Low-seam coal mines are those with extremely low working heights (<42?). Gallagher et. al [2] found that the average cost per knee injury in low-seam coal operations was $13,121.29. Thus, it can be estimated that the financial burden of knee injuries was nearly three million dollars in 2007. Pressure applied to the knee while kneeling and crawling is likely a risk factor. Typically, mine workers utilize kneepads to better distribute the pressures at the knee; however, their ability to reduce the stresses at the knee is unknown. The objective of this study was to determine the pressure applied to the knee during static postures used in low-seam mining while not wearing kneepads and while wearing two kneepads commonly used in the industry (one articulated and one non-articulated).

In overview, the world&apos;s mineral industry in 1989 registered gains over its 1988 performance, but these gains were by no means as pronounced as had been those of 1988. The traditional statistical measures of mineral industry performance, namely production, trade, and consumption levels, reflected significant growth in most industry sectors from crude material extraction through the gamut of down- stream processing. Growth in market economy countries generally exceeded growth in the centrally planned economy countries as a result of a variety of causes that will be covered subsequently, but even among the centrally planned countries there were some upturns. In contrast to these measures of the soundness of the industry, the situation for nonfuel mineral and metal prices was less satisfactory than in 1988, and low crude oil prices continued as a problem for the all-important petroleum sector, despite some gains during the year. The oil price situation mitigated against price increases for competitive fuels. Although this was unfavorable for fuel producers, it remained advantageous to consumers, including nonfuel mineral producers, processors, and transporters. Thus it cannot be viewed as a negative factor for the whole of the global mineral industry. Global crude mineral output value was estimated at nearly $1,420 billion in current dollars, an increase of 9% over the 1988 level, and an increase in current dollar terms for the seventh consecutive year. Measured in terms of constant dollars, however, adjusting for inflation, the increase was only 4.7% compared with the 1988 level. Despite the prolonged growth trend, the 1989 crude mineral output value level was still 3.2% below the record high set in 1980, which was $1,467 billion in terms of 1989 dollars.

The increasing activity in oil shale has had a tendency to direct the attention of the industry to any substance from which gasoline or other oils can be secured . Cannel coal for many years has been known, as a source of oil and formerly it was the only substance from which kerosene was obtained . The name of coal oil was given to kerosene because it was derived from cannel coal before any flowing wells were brought in in the United States . In an isolated region in Southern Utah there is an unusually thick and clean bed of cannel coal which laboratory experiments indicate can be made to yield about seventy gallons of oil to the ton . This coal was first described in Bulletin 341 of the United States Geological Survey under the title of Colob coal field . This field lies at the western and southern base of the Colcb plateau and extends from the town of Cedar City southward to Kanarra and then southeastward to the town of Mount Carmel . Cedar City is 35 miles south of east from Lund on the Los Angeles and Salt Lake Railroad which is the nearest railroad point . Mount Carmel is about 90 miles south of Marysvale , on the Denver and Rio Grande Railroad , which is the nearest railroad point from the eastern end of the field . The Colob coal occurs in Lower Cretaceous rocks and a number of wagon mines have been opened on the seam in the vicinity of Cedar City , Kanarra , and Mt. Carmel , but between these places the field has been very little prospected . The cannel coal , so far as known at present , is limited to a small area on the head waters of the north fork of the Virgin River in Township 39 and 40 South , Range 9 East . In this region it occurs as a bed 5-1 /2 feet thick over which lies a layer of bituminous coal 2 feet and 5 inches thick .

Due mainly to conditions brought about by the war , the metal mining industry in this country is now passing through one of the most critical stages in its history , and is confronted by new problems upon the solution and adjustment of which depends , in a large measure , its future welfare and prosperity . The chief factors contributing to the cost of production are the cost of labor and supplies . It is conceded by our leading mine operators , managers , and engineers that any material reduction in the cost of labor or supplies , within possibly the next two or three years , cannot be anticipated , anl it is not thought likely that pre - war prices will ever again prevail . This being true , the mine operator must look in some cther direction to effect economies that will lower production costs .
