Tantalum and columbium can be extracted from several of their ores or concentrates by chlorination procedures. Direct chlorination of high-grade minerals in the presence of carbon at temperatures between 500° and 800° C will extract up to 99 percent of the tantalum and columbium. Metallurgical beneficiation of low-grade source materials by carbothermic reduction produces a ferroalloy that is amenable to chlorination at a temperature of 500° C. Over 90 percent of the tantalum and columbium can be recovered.

Highly stressed rock in stopes continues to be a primary safety risk for miners in underground mines because this condition can result in failures of ground that lead to both injuries and death. Personnel from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health studied two methods for identifying stress in rock. A seismic tomographic survey, finite-difference analysis, laboratory measurements of compression wave (ultrasonic) velocities in rock cores, and site geology were integrated to evaluate the use of seismic tomography for identifying induced pressures in an underground pillar at the Edgar Mine, Idaho Springs, CO. Electromagnetic (EM) emissions were also investigated in the Galena Mine, a deep underground mine in Idaho, in an effort to determine if these emissions could be used as indicators of impending catastrophic ground failure. Results of this research indicated that (1) seismic tomography appears to be a useful tool for determining relative stress in underground pillars, while (2) EM emissions do not appear to be significant precursors of impending catastrophic ground failure.

Table 19 and figure 7 show the number of fires and fire injuries for surface metal/nonmetal mines by state during 1990-2001. Table 19 also shows the injury risk rates, employees' working hours, and lost workdays. A total of 79 fires occurred in 16 states during 1990-2001 for these mines. Forty-five of the fires caused 44 injuries and 2 fatalities (including 9 fires and 7 injuries involving contractors). The yearly average was 6.6 fires and 3.7 injuries. Sixty-five fires with 31 injuries and 2 fatalities occurred at metal mines, and 14 fires with 13 injuries occurred at nonmetal mines. The Ewhr value was 546 x 106 hr (In = 0.016), and the LWD value was 13,134. Nevada and Arizona had the most fires (19 fires, 10 injuries, and 1 fatality; and 19 fires and 11 injuries, respectively). They were followed by Minnesota (11 fires, 4 injuries, and 1 fatality) and Alaska (6 fires and 4 injuries). Of these states, Alaska had the highest injury risk rate value (In = 0.079). Table 20, partly illustrated in figure 8, shows the number of fires, fire injuries, fire fatalities, risk rates, employees' working hours, and lost workdays by time period. The number of fires increased during the second period, then decreased during most of the remaining periods. The number of fire injuries decreased during most of the periods (a small increase is seen during the last period), accompanied by a decline in employees' working hours during most of the periods (a small increase is seen during the third and fourth periods). The In values follow patterns similar to those shown by the number of fire injuries. Tables 21-26 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 9 shows the major variables related to fires for 1990-2001. Table 27 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

A major focus of ground control research presently being conducted by the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) is to incorporate weak rock masses (such as are associated with operations in the Carlin Trend in Nevada) into existing design relationships. The original database that led to most of the empirical design relationships presently employed in hard-rock mining was derived from fair-to-good-quality rock. In this study, the relationship between weak rock quality and opening design (non-entry/entry methods) is being investigated. The common factor in all mines is a weak back or wall. This work attempts to provide tools that will enable a mine operator to make economic decisions that will also ensure a safe working environment. Before the present century there existed a fairly persistent demand for the establishment of a Federal Department of Mines, but relatively little was done about it until a considerable number of very serious coal-mine disasters in 1906, 1907, 1908, and 1909 created what might almost be termed a national scandal and virtually forces the Federal. Government to take action to try to solve the problem of the cruse and prevention of such disastrous occurrences. Instead of a Department of Mines, the mining people had to accept a bureau, which was created on July l, 1910; and while the Bureau of Mines was given numerous functions, unquestionably the promotion of safety in the mineral industries was and continues to be one of its main "jobs." The Bureau's organic act was approved in 1910 and amended in 1913. Both the original and amended acts indicated that promoting; the health and safety of the mine workers constituted the chief function of the Bureau, and that this was the construction placed on its activities by those put in charge in 1910 is shown very definitely by the fact that as soon as the Bureau came into existence on July 1, 1910, both health end safety activities were started in its Mine Accidents Division. Before the end of the first fiscal year (June 30, 1911) 6 mine safety stations had been established in various parts of the United States, add 6 nine safety cars had been put into the field; by October 1910 first-aid-training work was being done in mining regions. The Bureau eras able to function so promptly in its safety work largely because sections of the Geological Survey, which had been doing some coal-mine safety work since 1907 or 1905, were transferred into the Bureau when it began to operate in July 1910. On October 30, 1911, a national First-Aid Meet was held at Pittsburgh, Pa., at which first aid and mine rescue were demonstrated. During the fiscal year 1910-11, the first year of the Bureau's existence, 509 persons were given certificates indicating completion of the Bureau's training course in first aid.

The occurrence of dust in mines has always been a source of trouble, but for any years, and virtually up to the beginning of the present century, relatively little of a definite nature was known as to the numerous ill effects of dust in mining operations. Even today, with the west amount of time given and attention paid (for at least 40 years in various, countries) to research and observation en dust in mining, and in spite of the experience with it, much information remains to be obtained, before definite, well-authenticated statements can be made as to numerous features connected with the occurrence of dust in Dines an of its effect upon the health and safety of the worker. One statement that can be made with relatively good assurance of being uncontradicted in that dust is a real menace to the well-being of mine workers, and this includes both health and safety. In addition, dust in and around mines and mining plants is one cause of large financial losses to mine owners and operators. FORMATION OF DUST IN COAL MINES IN THE UNITED STATES One definition of mining is "the processes by which useful materials are obtained from the earth's crust; " since virtually all of the useful materials of or in the earth's crust either are solids or must be reached by penetrating through solids, the materials that are moved in mining must necessarily be broken or disrupted, so that almost every phase of the work of loosening the material and transporting it is likely to produce dust.

This paper represents one of a series of digests of foreign mining legislation that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries . This interpretation of the mining legislation of Tunisia was prepared from a copy ( in French ) of the Mining Decree of Tunisia promulgated December 29 , 1913 , by the Resident General of France in Tunisia and effective January 1 , 1914. It is released subject to correction and amplification , if necessary , by the proper American diplomatic and consular officers , to whom it will be referred through the courtesy of the Department of State .

from 1990 to 1996, 16 states reported 92 injuries from falls of roof, rib or face in the more than 90 underground stone mines in the United States (Fig. 1). Missouri, Pennsylvania and Kentucky accounted for 48% of the total number of injuries (Fig.2). Of this total, 11 miners were killed. Of the 11 fatalities, 10, or 91 %, were associated with unrecognized loose or failed rock within the roof beam. Additionally, unrecognized roof beam failures resulted in a majority of the falls of ground injuries occurring in underground US stone mines from 1990 to 1996.

Only limited work has been reported in the literature about the use of latex in soil. Unisol 91 2,3 (a 9:l oil-latex emulsion made b International Synthetic Rubber Company) and Phil1ips Petroset4 geotechnic emulsions are surface soil stabilizers which penetrate a maximum of two inches, but do not reduce permeability. Diamond Alkali 5 found that styrene-butadiene rubber latex as a one percent latex-soil mixture reduced permeability to 0.7 from 21 feet per year under a head of twenty feet of brine. We have found no literature reference for use of latex as sealant at depth in the soil, although asphalt has been applied at depth using civil engineering methods6,7. Most of the materials investigated as soil sealants in the present work were latexes, although some studies were also conducted with a variety of inorganic and organic chemicals. Of the latexes tested, most were rubber but a few were plastic, e.g. polyvinyl chloride. Sealants examined in this investigation are listed individually in Table I with supplier, code number, and other pertinent information. The materials consisted of the following general classes with additional details as indicated: 1.Anionic latexes: a. styrene-butadiene copolymers and terpolymers (SBR) b. butadiene-acrylonitrile copolymer (Paracrils®) c. polyvinyl chloride homopolymers and copolymers (WC) d. ethylene-propylene terpolymer e. vinyl acetate homopolymers and copolymers (VA) f. acrylics (acrylate copolymers) g. 2-chlorobutadiene homopolymer (chloroprene) (prepared specially as cationic material coagulated by soil). 2. Water Soluble polymers: a. polyvinyl ether b. methylcellulose c. polyethyleneimines d. polyacrylic acid homopolymer e. copolymers and terpolymers with acrylic acid types (water soluble as sodium or ammonium salts) f. alginates g. monomers (for polymerization in soil, e.g. acrylamide)

The petroleum sector continued to dominate Ecuador's economic activity in 1978, accounting for nearly 10% of the gross domestic product (GDP) and 42% of total export earnings. In 1978, a more flexible petroleum export price was adopted which permitted an expansion of foreign market opportunities. During 1979, Ecuador took advantage of disruptions in the world petroleum supply and renegotiated existing export contracts to accomodate the rapidly escalating world market price. Petroleum sales on the spot market were maximized, and prices reached unprecedented levels. By taking royalty payments in-kind, Ecuador increased its volume of petroleum available for term and spot sales. Although the volume remained about the same as in 1978, the total value of 1979 petroleum exports increased to about $920 million, reflecting a 76% increase over the $523 million received for 1978 crude oil exports. Concerned about its steadily decreasing petroleum reserves (recently estimated at about 1.1 billion barrels), rapidly increasing and heavily subsidized domestic consumption, and the prospect of having to import substantial amounts of petroleum by 1983, Ecuador announced plane which it anticipates will double reserves within the next 5 years. The Government plans to spend $1 billion over the 5-year period. Plans include drilling 325 exploration and development wells and establishment of a secondary recovery program for the Sachs and shushufindi fields. Some exploration wells are expected to reach a depth of 17,000 feet. It is thought that substantial reserves exist in the southeast Amazon region. Late in 1979, it was announced that some 10 million hectares will be available for exploration tenders-probably in blocks of about 200,000 hectares each-in the Amazon jungle of the Orients and in the coastal and offshore regions. The Government planned to commission a private, independent analysis of Ecuador's petroleum reserves that would also include recommendations on efficient production levels.

Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are investigating technology and methods to monitor the blind areas around large haulage equipment used in surface mines. On average, six fatalities a year can be attributed to equipment colliding with other vehicles or pedestrian workers, or backing over the edge of a dump point. Several off-the-shelf technologies exist for monitoring areas that an equipment operator cannot see from the cab, including radar, video cameras, and radio signal detection systems. NIOSH researchers have tested many of these systems on large dump trucks both at their test facility and at surface mines. This article discusses the technologies available for this application and their effectiveness in detecting objects near an off-highway dump truck. Also, guidance is presented for mine safety personnel who are planning to evaluate collision warning systems or cameras on their haulage equipment. Available Technology Over the past few years, the number and types of systems available for monitoring the blind areas around heavy equipment have increased. A recently completed survey , made by the Bureau of Mines to determine the trend of fuel consumption at refineries in the United States , showed the following outstanding points : A decrease in the use of oil for fuel in 1927 of over 5,000,000 barrels as compared with 1926 ; a decrease in the use of coal of over : 1,000,000 short tons ; small increases in the use of both natural gas and refinery gas ; an increase in the use of petroleum coke . The decrease in fuel - oil consumption was approximately 2,000,000 barrels each in the Atlantic Coast , Texas , and Louisiana- Arkansas districts , with an increase of 1,000,000 barrels in the Indiana - Illinois district , or a net decrease of 5,000,000 barrels . The decrease in fuel- oil consumption by refineries in the Texas and Louisiana- Arkansas areas was offset largely by increased consumption of natural gas and refinery gas , whereas the increased consumption in the Indiana- Illinois region was more than offset by the decrease in coal consumption . The use of coal for fuel declined from 6,052,000 short tons in 1926 to 5,031,000 short tons in 1927. Practically all of this decrease was recorded in the Appalachian and Indiana- Illinois districts , which at the same time showed the largest percentage increase in the use of oil for fuel . It is probable , therefore , that although coal prices also fell off , a considerable quantity of oil replaced coal in this area in 1927. In addition , the group of refineries , which are by location more or less definitely committed to the use of coal for fuel , undoubtedly succeeded in saving a material amount of coal through the use of more efficient fueling methods . A total of 130,815,000,000 cubic feet of natural gas was consumed for fuel at refineries in 1927. This represents an increase of 8 per cent over the 1926 total . Nearly all of this increase resulted from the opening of a line from the Monroe field to Baton Rouge , La . Had this line not been opened , there would have been a decrease in the use of natural gas , as a number of districts , particularly the Rocky Mountain , reported decreases in its use . The use of refinery or still gases for fuel did not change materially during 1927 , there being a total of 52,807,000,000 cubic feet burned as compared with 52,077,000,000 cubic feet in 1926. Refinery gases are largely a product of cracking and , it was probably more than a coincidence that a few districts in which cracking slowed down in 1927 also reported less refinery gas used as fuel .

Native asphalt was produced in 1978-79 by six companies in four States. Leading States were Texas and Utah. Output in-creased 37% in 1978 to 1.7 million tons and decreased 5% in 1979 to 1.6 million tons while value increased 39% in 1978 to $19.3 million and 33% in 1979 to $25.6 million. Bituminous limestone was produced by Whites Uvalde Mines and by Uvalde Rock Asphalt Co. in Uvalde County, Tex.; by Southern Stone Co. in Colbert. Ala.; and by Barton County Rock Asphalt Co. in Barton County, Mo. The product was used mainly in street and road repair. Gilsonite was produced by American Gilsonite Co. in Uinta County, Utah, and by Ziegler Chemical and Mineral Corp. in Weber County, Utah. This material was used for purposes other than road repair.

The transverse loading requirement for stoppings as specified in the current Code of Federal Regulations is 39 psf. This measure is based on physical testing of a freestanding wall in accordance with ASTM E 72 specifications, where the dominant parameter is the tensile strength of the sealant. A new protocol based on arching has been developed to determine the true transverse load capacity of stoppings. Arching is achieved by the restraint of the stopping against the mine roof and floor, whereby compressive forces are developed within the wall. A laboratory procedure using the NIOSH Mine Roof Simulator (MRS) to simulate rigid-arching of stoppings was developed and verified through full-scale in-mine tests. Using this protocol, a systematic study of the design parameters that affect arching capability in block stoppings was conducted. The study included a theoretical assessment of arching and development of design formulations that can accurately define the transverse load capacity of various stopping constructions under various loading conditions. This approach should lead to a safer mine environment by matching the transverse load capabilities of the stopping design to the requirements in the mine to ensure proper ventilation control is maintained.

This paper sets forth the hazards of accumulations of explosive mixtures of methane and air due to inadequate ventilation, the causes of which are discussed as follows: 1. Lack of well-maintained air courses. 2. Air losses due to leaky stoppings, trap doors, and overcasts. 3. Faulty mining methods. 4. Poor supervision. A modified plan of room-and-pillar panel mine development is suggested, which, it is believed, will eliminate many off the hazards of gas accumulations inherent in the present method of mine development. It is also suggested that some water-proofing agent be used on the roof of permanent air-course entries in conjunction with roof bolting to eliminate the detrimental effect of the moisture-laden atmosphere during summer and thus prevent serious roof falls.

The fiscal year which ended June 30, 1932, although one of acute financial de ression was, nevertheless, one of distinct encouragement to those who have long struggled against the much too prevalent occurrence of accidents in coal mines, especially of coal mine fire and explosion dis- asters, both of which are now known to be readily preventable. Table 1 summarizes some important information about explosions in the United States coalies for the fiscal year which ended June 30, 1932, insofar as such information is available to the safety division of the United States Bureau of Mines, the personnel of which are under instruction to get in touch with and report on all mine explosions in their respective districts, including not only those occurrences with loss of life but also those in which for- tunately no lives, are affected. Table 1 gives data on 33 ignitions in 10 States with a total of 87 deaths for the year; the number of ignitions (33) is considerably groater than the number (26) for the previous fiscal year, and is exactly the aver- age number for the past four fiscal years; the mumber killed in the 33 ignitions (57) is materially lower than that (217) for the preceding fiscal year or the average (150) for the past four fiscal years. The States with the greatest number of deaths from explosions in the fiscal year ending June 30, 1932, were Virginia; 54; West Virginia, 11; Pennsylvania, 7 (6 being in anthracite mines); Alabama and Colorado, 4 each; Illinois and Kentucky, 3 each; and Maryland, 1. The greatest number of ignitions listod wes that for West Virginia, 7; then came Pennsylvania with 6 (2 being in anthracite mines); Alabama with 5; Colorado, Illinois, Tennessee and Virginia, 3 each; and California, Kentucky, and Maryland, 1 each. The colony of French Guiana ( or Cayenne ) is administered by a governor , assisted by a privy council of five members . A council - general of 16 members is elected by French citizens resident in Guiana, and the colony is represented 3 in the French parliament by one deputy . The area is about 34,740 square miles . French Guiana is the largest gold producer of the French colonies , producing nearly $ 1,000,000 worth annually . Considerable prospecting has been done on the bauxite deposits , which are extensive . Copper , iron , lead , and 4 mercury deposits are also reported . In 1931 , 10,000 prospectors for gold were reported as working . The French Government is taking an active interest and has sent a committee of mining experts to explore the region ; no permits are to be issued to individual prospectors while the committee is in the colony . Plans for development of mining industry include consideration of 4,500 convicts and 2,500 natives already in the colony and available for labor .
