The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. An attempt has been made to fit assay data from an underground copper deposit to a three-dimensional polynomial surface as a means of expressing assay points in terms of their mine coordinates by a mathematical equation. The resulting equation was evaluated to predict the grade trend of the deposit. Although the fit obtained by this initial experiment is not considered accurate enough to provide good predictions about the deposit, the methodology is presented in this preliminary report to show the potential usefulness of the technique in mineral deposit evaluation. The technique also should be useful in determining the grade of blocks of ore for production scheduling and blending problems in open pit operations. Further experimentation is needed to increase the reliability of the computer program, to increase the precision of the method, and to make the solution more flexible for use on other mineral deposits.

"INTRODUCTION The method of differential thermal analysis suggested by Le Chatelier (1)1 in 1887 has recently emerged as an outstanding means of studying the constitution of various substances, particularly clays, soils, and miscellaneous hydrous materials (2). The literature ably discusses the applications and results obtained but has paid too little attention to specific details of construction of the apparatus. Knowledge of the apparatus is of importance to the experienced research man as is extremely useful to the novice v ho ventures into this field of analysis. Further, it is generally acknowledged that the variations in design and conditions of operation are one of the essential causes for differences in characteristic temperatures as reported by various investigators. A step forward in the elimination of such differences is the publication of the details of construction and operation of a simple and inexpensive apparatus that has proved useful at the southern Experiment station of the Bureau of Mines, where it was used in cooperation with the University of Alabama, Tuscaloosa, Ala."

In the method used in the Health Branch of the Bureau of Mines for petro-graphic identification of the minerals in a rock, the sample is crushed, ground to a fine powder in a mortar, the powder is put on a slide, a drop of index oil and a cover slip are added, and the slide is ready for examination. The rock should be ground fine enough so that most of the particles consist of only one mineral, otherwise identification is difficult. Finally, the amounts of the minerals present in the sample are estimated to the nearest 5 or 10 percent. When quartz grains are mixed with some claylike minerals) of which by far the most common example is quartz and kaolinite in a shale, grinding in a mortar does not always separate the quartz from the kaolinite; instead, the quartz grains become coated with the kaolinite and are not visible, even after careful search. Talc acts Similarly, but muscovite and pyrophyllite do not. In evaluating the possible silicosis hazard of breathing dust from a shale, it is essential to be able to see and identify all of the quartz grains, as the other minerals present are relatively innocuous.

The solubility characteristics of three calcium aluminates , 12Ca0 · 7A120½ 3Ca0 A1203 , and 4Ca0 A12 03 Fe2O3 , were determined in water and in solutions of NaOH and Na₂ CO₂ to more clearly define their role in relation to the recovery of aluminum by the lime sinter and the lime - soda sinter processes . The calcium aluminates were prepared by sintering stoichiometric mixtures of CaCO3 , Al2O3 3H20, and Fe 0 at 1,375 ° C. The rates and extent of aluminum extractions were determined . The aluminum extractions from the aluminates were dependent on the presence of carbonate ions in the leach solutions , temperature , time , leach solution composition , and solid - liquid ratio of the slurry . The aluminum extracted from the calcium aluminates in water and in NaOH solutions varied from 4.6 to 22.9 percent . Virtually , complete extraction could generally be obtained for 12Ca0.7A120 and 4Ca0.A12 03 • Fe₂ 03 ; in one instance it was obtained for 3Ca0.A1203 , when an excess of carbonate ions was present over that required for the conversion of all of the calcium in the aluminates into CaCO3 . In some cases of poor aluminum recoveries , extractions could be improved by regrinding and releaching the solid residues .

"INTRODUCTION The Bureau of Mines, United States Department of the Interior, with the cooperation of the University of Alabama and coal producers of Alabama, is making a series of washability studies to obtain technically and commercially important data from the productive coal beds of the State. Based on the system followed in these studies, this report consists of screen-sizing and sink-and-float data on the America and Pratt beds at Gorgas, Ala.SAMPLING AT THE MINESAlthough operations were discontinued in 1929, the accessible openings of the old Gorgas mines of the Southeastern Fuel Co. made possible the taking of samples from the America bed at three openings and from the Pratt bed at two openings. A sample was taken from the America bed at the Klondyke opening; a second was taken about 1 rile south of the Klondyke at the Musgrove America opening, and a third sample was taken about 1-1/2 miles south of the Musgrove-America at the Cricket Lodge opening. A sample was taken from the Pratt bed at Musgrove-Pratt No. 1, which is about 3/4 mile east of Musgrove-America, and a second sample was taken at Musgrove-Pratt No. 2, which is about 3/4 mile west of Musgrove-America. The samples ranged in weight from 1/2 ton to 1 ton and were equivalent to approximately a 2-ton sample from each bed. Figure 1 shows sections of the beds at the places sampled.In addition to the samples for washability study, a seam sample for analysis was taken at each of the places sampled. So as to give a representative seam sample for each of the two beds, these samples were combined in the laboratory in proportion to the thickness of the bed at the places sampled."

THE CARBONIZING properties of Chilton-bed coal from Lorado No. 5 mine, HE Logan County, W. Va., were determined by Bureau of Mines-American Gas Association tests at 600°, 700°, 800°, 900°, and 1,000° C. and by expansion tests. Chemical analyses, agglutinating and plasticity tests, and low- and high-temperature assays also were included in the investigation. Blends with low-volatile Pocahontas No. 3 coal were carbonized at. 900° C. The Chilton coal bed lies in the Kanawha, or Upper Pottsville formation of the Pennsylvanian system; the estimated original reserves are nearly 3.2 billion tons. The bed was 39/1 to 57 inches thick in the Lorado No. 5 mine, and the coal was 38 to 57 inches thick. The carbonization sample contained 62.6 percent fixed carbon on the dry, mineral-matter-free, basis, and the heating value on the moist, mineral-matter-free basis was 15,190 B. t. u. per pound; it therefore ranks as high-volatile A bituminous. It contained 1.8 percent moisture, 35.2 percent volatile matter, 57.9 percent fixed carbon, 5.1 percent ash, and 0.7 percent sulfur, as carbonized. The sulfur was largely organic, and the ash softened at 2,630° F. The agglutinating value determined on a silicon carbide-coal mixture of 15:1 was 6.8. In the Gieseler test the coal softened at 327° C., fused at 407° C., attained a maximum fluidity of 5,730 dial divisions per minute at 435° C., and solidified at 487° C. Maximum resistance in the Davis plastometer was 45.5 pound-inches.

The strike of the Canadian asbestos miners entered its seventh month with increasing signs of early termination. Both unions are in the midst of heavy negotiations with management, and an optimistic industry source predicted that work would resume by October 1. Recession recovery in some segments of the asbestos manufacturing industry is being impeded by lack of fibers, CADMIUM - On September 9, St. Joe Minerals Corp. reduced the price of cadmium metal to $2.75 per pound. The producer price bad been uniformly quoted at $3.00 per pound since June 26, 1975. Subsequently, Amax, Inc. and National Zinc Co. reduced their prices to $2.50 per pound. By mid-September all five U.S. cadmium producers were marketing the metal at $2.50 per pound.

The Bureau of Mines estimated the remaining lode gold endowment of eight mining districts in Alaska using historic production data. A log-arithmic model of cumulative tonnage of ore processed versus cumulative grade was applied to the following districts: Chichagof, Fairbanks, Homer, Hope-Seward, Juneau, Ketchikan, Prince William Sound, and Willow Creek. To assess the remaining endowment, a computerized production data base was compiled from Bureau records. These data were aggregated in 5-yr intervals for each district. Data were sorted in order of declining grade, and log cumulative grade was plotted against log cumulative tonnage. Linear regression was performed on the data for each district. The linear equation for each curve was used to predict remaining endowment at a limiting mining grade. Based on conservative extrapolation of the grade-tonnage curves, a substantial total endowment of 8,415,100 tr oz of gold remains in the eight districts. The districts with the greatest remaining endowment are the Juneau, Chichagof, Fairbanks, and Willow Creek Districts.

(Measurements of stable isotopic variations (sulfur, carbon, and oxygen), supplemented by chemical, mineralogical, and petrographic analyses have been used to investigate the processes responsible for : (1) the incorporation of sulfur in coal, and (2) the (development of permineralized peat zones ("coal balls"). Sulfur isotopic results indicate that there are two principal sources of sulfur in the Pennsylvanian coals from the Illinois Basin: (1) "primary" sulfur assimilated by plants (low-sulfur coals), and (2) "secondary" sulfur produced by reactions involving H2S that was produced by the anaerobic reduction of sulfate in seawater which permeated the peat during post-depositional marine transgressions (the dominant source of sulfur in high-sulfur coals). Sulfur isotopic compositions of low-sulfur coals in Several Tertiary basins of Wyoming are consistent with a plant sulfur source. However, the inverse correlation between content and isotopic composition of sulfur observed in coals from the Powder River Basin suggest some "secondary" additions to these low-sulfur coals. Seveeral Quaternary (freshwater pears which were submerged by sea-Level rises during deglaciation over the past 30 ka have sulfur contents and isotopic compositions similar to high-sulfur coals. Carbon and oxygen isotopic compositions of calcareous coal balls from North America and Europe suggest that (1) the carbonate was derived from variable proportions of oxidized plant matter (typically predominant) and inorganic carbonate, and (2) the carbonate minerals were precipitated from fresh-to-brackish waters. Local geochemical and hydrological conditions were apparently more important than regional depositional environments in controlling the source of carbonate and the development of coal balls.

Previous work.-The general plan of work outlined for the Government fuel-testing plant erected at the Louisiana Purchase Exposition, at St. Louis, Mo., in 1904, included investigations relative to the briquetting of coals found in the United States. These investigations embraced the possibility of making satisfactory commercial fuels from lignite or low-grade coals which do not stand shipment well; of benefiting culm or slack coals that are wasted or sold at unremunerative prices; and of improving the furnace efficiency or ability to withstand transportation of good coals. This work was begun in 1904 and was continued in 1905, 1906, and 1907 as an essential part of investigations looking to the determination of methods for reducing waste and increasing efficiency in the utilization of the fuel resources in the United States. The initial briquetting tests at St. Louis, which included examination into the behavior of different coals or mixtures of coals in the briquetting press, experimental study of the merits of various substances used as binders, and consideration of the physical properties and resistance to weather and abrasion of the briquets, have been described.a They demonstrated that satisfactory briquets could be made from most coals, and that by briquetting the commercial value of many low-grade coals and lignites could be raised enough to more than cover the cost of manufacture. Norfolk plant.-The briquetting plant of the Geological Survey was moved from St. Louis, Mo., to Norfolk, Va., in 1907, along with the steam boiler and producer-gas equipment of the fuel-testing plant, as the closing out of the affairs of the Louisiana Purchase Exposition and the consequent removal of the buildings from Forest Park made a change of location necessary. Norfolk was selected largely with a view to the testing of coals for naval purposes, and because of facilities in the way of buildings and materials offered by the Jamestown Exposition Company. The work at Norfolk was chiefly devoted to making steaming and briquet tests of coals which reach the Atlantic seaboard at Norfolk and Newport News and are used by the navy and merchant marine. Two briquet machines were installed at the Norfolk plant, one being the English machine used in briquetting tests by the Geological Survey at St. Louis in 1905 and 1906, and the other an American machine. The briquets made at this plant were tested on locomotives of several railroads entering Norfolk and on the United States torpedo boat Buldle in comparison with the run-of-mine coal used in making them. Some of the tests were conducted by the railroads on their own locomotives, but those on the Biddle and on the locomotive of the Seaboard Air Line Railway were carried on by W. T. Ray and Henry Kreisinger, of the United States Geological Survey. Personnel.-Charles T. Malcolmson continued in general charge of the briquetting section after the removal to Norfolk until January 1, 1908. Walter J. Chapman continued in charge of operation of the briquet machines and of the observations reported under the heading "Details of manufacture." Charles L. Wright supervised the installation of the English briquet machine and later in the year continued the physical tests of briquets and the analyses in the chemical laboratory of the section until January 1, 1908, on which date he was placed in general charge of the work of the section. G. E. Ryder and Ralph Galt also continued with the staff, but the former was obliged to resign soon after the plant was in operation on account of ill health; the latter continued with the section as computer until the close of work on December 1, 1908.

More than 50,000,000 tons of bituminous coal and probably about the same quantity of anthracite are cleaned annually in the United States by wet methods. The water, fine coal, and impurities from the water used for washing ordinarily are recovered by moans of various forms of settling tanks. Settling and clarification may be hastened markedly, thereby greatly increasing the capacity of clarification equipment already installed, by the addition of substances to the washery water that cause the fine particles in suspension to agglomerate and thus settle more rapidly. This phenomenon, although well known and applied in other fields, has been used at only a few coal washeries in the United States. It is widely employed, however, as an aid in the recovery or disposal of fine coal or impurities, as a means of preventing, stream pollution, and to enable reuse of washery water at many plants in Europe. Pioneering work in the United States has been done principally by two companies -- the Pittsburgh Coal Co., in Pennsylvania, 6/ and the Pacific Coast Coal Co., in Washington.

Large-scale ultrafine grinding tests of a coarse kaolin were made using the Bureau of Mines developed attrition grinding process in continuous open-and closed-circuit systems. A 20-inch diameter attrition grinder, designed and constructed at the Tuscaloosa Laboratory, was used. Studies included single- and multiple-stage open-circuit grinding, and also continuous grinding tests in closed-circuit with a 6-inch-diameter solid bowl centrifuge. Clay feed, containing 9.0 percent minus-2-micrometer esd, was used at fates up to 840 pounds per hour. Multistage grinding tests gave better results than single-stage treatment when equivalent clay feed rates were used. Closed-circuit grinding tests yielded ground products containing slightly more minus-2-micrometer-esd clay than the open-circuit grinding when using the same clay feed. Energy consumption was lower in closed-circuit grinding than in batch or open-circuit grinding. A modified two-stage closed-circuit grinding system gave the best grade of product and amount of minus -2-micrometer-esd clay produced per pound of clay feed. The ground product from this test contained 88.5 percent minus-2-micrometer-esd material and electrical energy consumption was 327 kilowatt-hours per ton of minus-2-micrometer-esd material produced.

Relative enthalpies of CuBr from 298.15 to 1,301 K were measured at the Bureau of Mines to provide thermodynamic data needed for the advancement of mineral technology. The temperatures of transition were measured by differential scanning calorimetry (DSC) and the standard enthalpies of transition[ (IlH~r) by drop calorimetry. The combined results gave reversible transitions at 657 K with llH~r= 1.10 kcal/mol, at 741 K with lm~r == 0.51 kcal/mol, and at 759 K with an enthalpy of fusion (AH~) of 1.22 kcal/moL ] An anomalous increase in heat capacity preceded the first crystal transition at 657 K. Tabulated values are listed for the standard relative enthalpy, heat capacity, entropy, and Gibbs energy function from 298.15 to 1,500 K. Standard relative enthalpies are also given in equation form and combined with thermodynamic data from the literature to derive values of standard enthalpies of formation and Gibbs energies of formation.

A pyrometallurgical process for recovering manganese from open-hearth furnace slags or low-grade manganiferous iron ores is described. The slag or ore is smelted in a blast furnace to produce spiegeleisen; the speigeleisen is then blown with air in a basic converter to give an oxide slag. This slag product contains 60 to 75 percent manganous oxide and may be considered a synthetic manganese ore. In the smelting operations coke rates for five test periods ranged from 3,255 to 4,130 lb per ton of spiegeleisen. The recovery of manganese in the spiegeleisen varied from 60 to 76 percent. Recovery increased to 83 percent when the open-hearth slag feed to the blast furnace was diluted with a high-? grade iron ore sinter to facilitate smelting. In blowing the spiegeleisen a cyclic procedure was developed that gave nearly 90 percent recovery of manganese in the slag product (synthetic ore) yet prevented excessive contamination of the slag by phosphorus and iron. The overall recovery of manganese was about 75 percent when iron ore sinter was used with the open-hearth slag in the smelting step. The metal remaining after oxidizing the manganese from the spiegeleisen contained approximately 3.5 percent phosphorus. It was refined in a basic converter by blowing with air in the presence of lime" A high--grade iron and a basic phosphate slag were produced.

The Bureau of Mines has initiated a program to determine the availability of land for mineral exploration and development in Alaska. Researchers involved in this pro-gram are comparing land availability, based on ownership and government policies and regulations, to the distribution of known mineral deposits and terranes. This report on southeastern Alaska presents the findings of the first of six regional studies that will cover the State. The study consisted largely of data compilation and analysis using various mapping techniques. Summary land availability data are presented on copies of U.S. Geological Survey (USGS) quadrangles at a scale of 1:500,000. Five categories of land availability were identified: open to mineral exploration and development (approximately 9.4 million acres, or 38% of the 24.8-million-acre study area), open but with possible use restrictions (4.2 million acres, or 17%), selected (0.5 million acres, or 2%), patented (0.74 million acres, or 3%), and formally closed to mineral exploration and development (10 million acres, or 40%). Of the 1,187 known mineral deposits in the study area, approximately 38% are on land in the open category. Mineral terranes comprise approximately 6.7 million acres, or 27% of southeastern Alaska. Approximately 34% of these terranes are on open land.

This is one of a series of information circulars describing mining and milling methods being published by the Bureau of Mines. The Summitville Consolidated Mines, Inc., is the only company now active at Summitville. Since the holdings of the company include those of most of the former producers of the camp, the paper virtually becomes a description of the Summitville district. The field data were collected from August 23 to 28, 1937. ACKNOWLEDGMENTS The writer gratefully acknowledges his indebtedness to H. F. The Rapidex continuous spiral blast tunneling concept uses a spiral blast pattern that provides efficient slabbing action, continuous progression, and partial self-shielding. A lightly shielded tunneling machine using this concept stays at the face to provide continuous drill, load, shoot, and muck functions. Previous phases proved the effectiveness of the blast pattern in the White Pine Shale tested the design features of the shield and developed a remote loading and shooting capability using inductively initiated blasting caps and a pumpable slurry explosive. Phase IV assembled previously used front-end elements (drill, loading components, shield) on a used Joy loader chassis and added a mucking system television monitoring and remote control elements. Remote television monitored loading shooting and mucking were investigated. Difficulty was experienced in locating previously drilled blastholes near the bottom of the heading and even on the face. These holes often had to be considered as lost. Because of hydraulic system deficiencies and overall congestion of machine elements at the face mucking rates obtainable with remote television monitoring were low (on the order of 16 tons per hour). Performance was good enough to indicate improved rates if more space were available and if extreme thoroughness were not required. Because of the serious nature of the lost hole problem, a new explosive loading scheme was given a preliminary evaluation. The new scheme would require the explosive and the detonating charge to be loaded through the drill steel. If the necessary equipment modifications could he made and if safe, efficient operation were assured, the new scheme would alleviate some of the crowding at the face and would eliminate the lost hole problem.

The purpose of this investigation was to find whether the moduli of elasticity obtained were the same for the following methods : ( 1 ) Deformation of a borehole in a prism subjected to uniaxial stress ; ( 2 ) deflection of a thin beam of uniform cross section uniformly loaded ; ( 3 ) sonic - pulse velocity measurements , and ( 4 ) strain measurements on a prism under uniaxial stress . The rock tested was chosen for its good elastic behavior and relatively good homogeneity and elastic isotropism . The same rock was used for all methods . Results indicate that for given environmental and stress conditions the moduli obtained by each of the four methods check one another within the limits of experimental error and that the differences introduced which are characteristic for each method are smaller than physical variations within the rock tested .
