Detailed comprehensive assessment of the performance of Afghanistan's mineral industry during 1987 is virtually impossible, owing to the paucity of reliable published information. It was evident, however, that the level of civil disorder, now in its eighth year since the arrival of significant numbers of Soviet troops, was in actuality little removed from open civil war. Insurgents controlled substantial areas of the country and imperiled any industrial activity in many places. Assistance programs by the U.S.S.R. and other Eastern European nations were directed at developing the country's meager mineral industry, but the economy was generally viewed as chaotic. The inflation rate was somewhere between 20% and 30%; major food shortages contributed to the discontent of the population, and numerous villages were devastated by Soviet and Afghan Government campaigns to destroy the insurgents and cut their supply routes. Moreover, proposals by the Soviets and the Kabul Government aimed at reducing tensions with the rebels and scaling down the warfare seemingly were taken by the opposition as signs of weakening by the Soviet-backed Government, and rather than reducing aggressions, seemed to heighten insurrectionist activities. Efforts to entice the substantial number of Afghans who have fled to nearby areas of Pakistan and Iran to return to their country seemingly were failures, and indications near yearend that the Soviet Union might soon begin withdrawal of its occupation force of nearly 120,000 did little if any to reduce disorder.

During the early part of World War II , it appeared likely that supplies of chromite for United States industry might become critically short . As a part of the ensuing search for new sources of domestic chromite supply , the chromite - bearing black sands along the coast of southern Oregon were hurriedly investigated by State and federal agencies and by private interests , These investigations led to a decision to begin exploitation of the deposits immediately . A government stock- piling program was put into effect , a concentrator was financed by the Defense Plant Corporation , two privately controlled companies were encouraged to start mining operations , and the Bureau of Mines and the Geological Survey were authorized to search. for additional reserves of minable ore .

The Bureau of Mines made drillability studies with impregnated diamond bits in the laboratory on 7 rock types and in the field on 21 different rock types. Results indicate that drill parameters of rotational speed, thrust, and torque must produce sufficient applied forces to induce stress levels that cause continuous failure in rock to achieve efficient penetration rates. Higher rotational speeds appear to be more effective in drilling relatively harder rocks, although the increased speed causes more bit wear; increases in thrust result in higher drilling rates but not linearly; and up to a critical value a linear relation exists between torque and penetration rate for a specific rock type. Penetration rates with impregnated bits show a trend similar to that obtained with surface-set bits for rock under 25,000 psi compressive strength.

The gold that is not recovered by a particular process is refractory to that process. A study to determine how the refractory gold is associated in the ore constituents usually indicates the needed improvement in the process or additional methods for bettering recovery. In preliminary work, segregation of the various minerals, gangue or impurities, and data showing the reactions of each in the recovery method readily confines the refractory gold to a certain part on which extensive research can be directed. In this dissecting plan, the microscope is an important aid in locating the refractory gold but should be supplemented by chemical tests. Each ore is an individual problem until the association of the gold has been determined. Knowing the problem through the interfering minerals or elements, the solution often is only the application of part of a former known practice as an auxiliary or additional feature. In the treatment plan for most gold ores, it has been the custom to try each of the usual recovery methods or combinations thereof, accepting the best results on a basis of the lowest cost. A better plan includes knowledge of the association of the gold and the various minerals from which it is to be recovered. This presents reasonable foresight into the problems that should be expected and permits some provision for avoiding probable difficulties. The preliminary work should include: Determination of the percentage of free gold with classification showing size of gold particles to be expected; determination of the percentage of gold associated with each mineral and whether it be freed from the mineral by crushing; and an analysis of representative samples of the ore to include other valuable minerals and the form in which they occur.

"One phase of the Bureau of Mines' work in the field of health and safety is the promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To promote the development of such devices the Bureau has established schedules of minimum requirements for oxygen breathing apparatus3/ gas masks/, supplied-air respirators5/ (hose masks, airline respirators, and abrasive blasting helmets, hoods, or masks), and mechanical-filter respirators6/.Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules.As a prerequisite to such submittal, the Bureau requires a statement that the device is completely developed and of the design and material the manufacturer believes suitable for a finished marketable device; that the device has been subjected to inspections and tests such as described in the schedules, and that it met those requirements when tested by the manufacturer or his testing agency; and a. statement regarding the nature, adequacy, and continuity of control of the quality of the respirator. If the manufacturer can satisfy these requirements, and if the device, when tested by the Bureau, meets its requirements, a certificate of approval is granted by the Bureau of Mines. The approved devices bear distinguishing marks that indicate that they have been approved, the purpose for which they are approved, and the limitations of their use. If it is found at any time that approved devices purchased in the oven market and tested do not meet the requirements of the schedule, the Bureau may rescind that approval. Lists7/ of approved devices are published periodically for the convenient information of the public.Respiratory equipment may be divided into two main groups: (1). Those that afford protection by removing atmospheric contaminants and (2) those by which a respirable atmosphere from an uncontaminated source is supplied to the wearer.The devices that protect by the removal of contaminants may be divided into two subgroups: (1) Those that protect against gaseous contaminants and (2) those that protect against particulate matter. There may, of course, be combinations of these two.The devices by which a respirable atmosphere is furnished to the wearer also may be divided into two subgroups: (1) The self-contained type, by which the supply of oxygen, or material from which the oxygen can be generated is carried by the wearer, and (2) the hose type, by which air is supplied to the wearer through a hose or tube."

[Testing explosives for safe use in coal miner ran boon an important factor in preventing mine explosions. In the United States, explosives that have been approved by the Bureau of Mines are called permissible explosives. A purvey of the history of coal mining since permissibility testing welt, instituted some 4 years ago shown that there is no record of a coal-mime explosion caused by permissible explosives when used in a manner prescribed by the Bureau. To maintain the appropriate standards of quality, the Bureau of Mines conducts a series of examinations and tenth on samples of explosives collected in the field. In what is considered the most crucial test, teat 1, the explosives An fired from a steel cannon into a gallery atmosphere containing a mixture of natural gas and air, In another important test, test 4, the explosives charge to fired into a mixture of natural gas, air, and coal diet. To satisfy the permissibility requirements, the explosive must undergo throe gallery teats without igniting gas or coal duet. Other tests also are required for permissibility, but they do not come within the scope of the present paper, which studies the factors affecting the incendivity of explosives when fired into methane, air, and/or coal-dust mixtures. "The basic population balance models for agglomeration processes are reviewed and procedures are described for extending their applicability to systems with size-dependent rate constants and to the formation and growth of porous agglomerates from rigid, solid-particles. Simplified procedures for the further extension of the models to include simultaneous agglomerate growth and breakage are also described.INTRODUCTION The association of small particles into clusters or agglomerates is a significant factor in many facets of particle processing. Agglomeration processes are widely used to facilitate handling, storage and utilization of fine powders. Processes such as coagulation or flocculation are used to aid solid-fluid separation in dispersed particulate systems. Agglomeration also occurs as an accompaniment, often unwanted, to other particulate processing operations such as fine grinding, mixing and blending, transport and flow.Reliable agglomeration models are needed for improved understanding of the processes in general and of the complex role of numerous, interacting variables as well as for direct application to the design and control of industrial processes such as flocculation, granulation and pelletization. Ideally, the models should account for the primary forces responsible for agglomerate formation and growth, the effects of external forces on process dynamics, the development of agglomerate structure and its role in the process itself, and the effects of concurrent processes such as structure modification (e.g. compaction) and agglomerate breakage or degradation."

"INTRODUCTION Exploration of the Iron Mountain and Bader iron-ore deposits in Llano County and the Gamble deposit in Mason County, Texas, was begun by the Bureau of Mines in January and completed in May 1944. The deposits had been examined by A. B. Needham, district engineer of the Bureau, in November 1942. Detailed geophysical studies by the gravity method as well as with a dip needle were made by the Bureau of Economic Geology 3/ of the University of Texas and the Federal Geological Survey. 4/ACKNOWLEDGMENTSIn the program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy., It is the policy of the Bureau to publish the facts developed by each exploration project as soon as practicable after its completion. This circular is a study by the Bureau of Mines of 346 accidents in underground iron-ore mines of the Lake Superior district from June 1949 to August 1954. These accidents caused 354 lost-time injuries, including 28 fatalities and 2 permanent-total disabilities. The accident reports were analyzed by the Bureau to show the causes of injuries and the time charges and unsafe practices or conditions that caused the accidents. Also shown are the times of occurrence, ages of the injured by job classification, and experience of the injured in mines and on the job being performed when hurt. Detailed information is presented on approximately 14 percent of the total number of Lake Superior district underground mine accidents that resulted in lost-time injuries during the period covered. These facts are presented to aid accident-prevention measures in underground mines and as a record for measuring future safety accomplishments.

Safe electrical operation of shuttle cars depends upon maintaining the trailing cable's conductor temperature below 90° C. However, trailing cables are wound on and off reels, which changes the heat transfer characteristics of the cable-reel system. Derating factors for trailing cables are an attempt to adjust for this changing heat transfer mechanism in a practical way. The U.S. Bureau of Mines conducted research to determine acceptable derating factors for reeled mine trailing cables, using four cable-reel combinations, representative of industry usage. Cables were continuously and intermittently loaded at different duty cycles with direct currents of different magnitudes. Relationships between the average temperature rise and current load were established for each layer of each cable. Two models were constructed; one used empirical data from the continuous and intermittent load tests, and the other was based on thermodynamic theory. Results obtained from the theoretical model were compared with those from the empirical model for the rated temperature rise of the cable. Both models can be used to simulate a variety of test conditions including those that normally cannot be conducted in the laboratory. This information was used to determine acceptable derating factors for each layer of these cable-reel combinations.

Minerals are a fundamental component of the Nation" material and economic base. Without a continuous supply of minerals to meet growing and changing needs, the basic character of our society would be very different. The importance of minerals to the United States was reemphasized by the Congress in I970 when it enacted the Mining and Minerals Policy Act, which stated that it is the continuing policy of the Federal Government in the national interest to foster and encourage private enterprise in (I) the development of economically sound and stable domestic mining, minerals, metal and mineral reclamation industries, (2) the orderly and economic development of domestic mineral resources, reserves, and reclamation of metals and minerals to help assure satisfaction of industrial, security and environmental needs, (3) mining, mineral, and metallurgical research, including the use and recycling of scrap to promote the wise and efficient use of our natural and reclaimable mineral recources, and (4) the study and development of methods for the disposal, control, and reclamation of mineral waste products, and the reclamation of mined land, so as to lessen any adverse impact of mineral extraction and processing upon the physical environment that may result from mining or mineral activities.,.

This report describes investigations conducted by the Bureau of Mines from 1957 through 1959 in the Roseland anorthosite-titanium belt of Nelson and Amherst Counties, Va., for the purpose of studying the titanium resources of the area. Three titanium deposits containing much saprolite ore derived from the decomposition of anorthosite and diorite were selected for detailed study Following a reconnaissance of the reported titanium occurrences in the belt. These three deposits occur in or are associated with anorthosite. Most of the occurrences are situated on or near the contact between the anorthosite and the gneissic country rock. The saprolite deposits are as much as 1.5 miles long, 1,000 feet wide, and 100 teat deep and contain significant reserves of titanium-bearing material estimated in excess of 20 million tons. Where it was penetrated by drilling, the unweathered rock beneath the saprolite contains nearly the same titanium values as the saprolite.

This Bureau of Mines report is the second of a series of process evaluations planned to determine the relative processing costs of producing metallurgical-grade alumina from low-grade aluminous materials. Included in these evaluations are recommendations for additional research and development to improve the processes and to lower their costs. The design for each process is based on published work. The processes considered in this report are designed to extract alumina as aluminum chloride from calcined clay with 20 percent hydrochloric acid and to remove the silica residue by filtration. Iron is removed by one of the following processes: Isopropyl ether extraction, in which iron chloride is extracted before decomposing the aluminum chloride; gas precipitation, in which the aluminum chloride is precipitated with hydrogen chloride while leaving the iron chloride in solution; gas precipitation-isopropyl ether extraction, in which the aluminum chloride from precipitation is extracted with isopropyl ether, if necessary; caustic purification, in which a crude alumina is produced and then purified by a modified Bayer operation; or sinter purification, in which a crude alumina is produced and then purified by a lime-soda sinter operation. Aeration in water slurries and controlled drying of manganous hydroxide produced from dithionate leaching of Artillery Peak manganese ores from Arizona were investigated by the Bureau of Mines at its Electrometallurgical Experiment Station, Boulder City, Nev., to determine whether a simple process could be developed for converting this product into a battery-grade manganese dioxide. The properties of manganese dioxide prepared by the thermal decomposition of manganous nitrate were investigated also. Manganese dioxide suitable for use in batteries was not obtained from the dithionate leach product, but some of the factors controlling its oxidation were isolated. Aging of manganous hydroxide was of major importance in retarding its oxidation by aeration. Sodium hydroxide and sodium silicate promoted oxidation by drying. Optimum quantities were about 0.85 mol of sodium hydroxide and 0.2 mol of sodium silicate per mol of manganese, and drying temperatures of 200° C. produced yields of manganese dioxide up to 90 percent of the manganese present. Higher temperatures and concentrations of reagents carried oxidation of manganese beyond its tetravalent state.

The Cherry Creek tungsten district was explored by the Bureau of Mines from April 16 to August 13, 1942. This district is in north-central White Pine County, Nev., 50 miles north of Ely. Principal work was done on the property of the Cherry Creek Tungsten Mining Co. and at the adjacent Chance mine, although the entire district was examined and mapped. The exploratory work was done in cooperation with the Federal Geological Survey and comprised surveying, trenching, sampling, long-hole and core drilling, rehabilitation of mine workings, road building, drifting, and shaft sinking. The more important tungsten occurrences were explored by trenching and diamond drilling. Sixteen holes, having a total length of 2,515 feet, were drilled. The project resulted in partial development of three new tungsten deposits and small increases in the reserve tonnage of two scheelite-bearing lenses that were being mined by the company. The following pages summarize the history of the district, outline the ownership of the properties explored, and describe the physical features and mineral deposits. Mining and milling practices at the Cherry Creek tungsten mine are outlined, and the plan and results of project work are presented in detail together with surface maps, assay maps, and drill-hole logs.

The character of phosphorous-bearing minerals in the Birmingham red Iron ores and iron-bearing minerals in the Eufaula bauxite deposits in Alabama has been Intensively studied by petrographic, ore microscopic, luminescent microscopic, scanning electron microscopic, electron microprobe, and x-ray diffraction techniques. A total of 15 types of phosphorous-bearing mineral grains have been recognized in Birmingham iron ores by their characteristic sizes, shapes, and distributions. Size measurements, modal analyses, and texture analyses have permitted an estimate of potential liberation of phosphorous from the iron ores by beneficiation to be 27% In areas of previous mining and 60% in areas of current iron reserves. Fine grinding, selective flocculation, and flotation may constitute the best beneficiation technique for future research. Hematite and goethite are the most important iron minerals in Eufaula ferruginous bauxites, but pyrite, marcasite, and siderite are Important iron minerals in some varieties of ferruginous bauxite, and lepidocrocite and ilmenite occur locally in minor quantities. Although simple screening will remove the coarsest iron-bearing grains, research on the utilization of high gradient magnetic separation to reduce the amounts of iron-bearing grains is recommended.

A metal diaphragm pressure relay system was constructed to measure vapor pressures of the metal halides, oxyhalides, and other substances at temperatures up to 700° or 800° C. The vapor pressure of arsenic (III) oxide (As2O3) was determined to verify the reliability of the apparatus for such measurements. The data for the liquid AS2 Os (2820 to 4830 C) are represented by the equation, log Pmm = 6.875 - 2,929/T, from which the normal boiling point was calculated to be 461° C. The heat of vaporization calculated from this equation was 13.40 ±0.09 kcal/g mole As4OS and is essentially constant over the interval studied. The melting point of the octahedral arsenic (III) oxide was determined to be 278° C from the inter-section of the solid and liquid vapor pressure curves, A thermal analysis apparatus is also described by which melting and transition temperatures could be checked by a method independent of vapor pressure data. The melting points of the monoclinic and octahedral forms were determined to be 314.4 ±1.4° C and 278 ±5° C, respectively.

Four bit designs, two conical and two radial, were tested in coal against a 60° conical reference bit to obtain data on orthogonal cutting forces and primary respirable dust generation. One conical and one radial design were modified by the Bureau of Mines for these tests. Results were mixed: One radial bit used substantially lower overall cutting forces and specific energy than the other bits and was the only cutter lower on energy and most forces than the standard 60° bit. How-ever, it generated more specific and total dust than any other bit. The four bits were also tested for incendivity, with a 90° plumb-bob bit as the reference. The frictional ignition tests were designed to simulate both trimming top rock and cutting such rock during advance on-sump. Results of these tests were also mixed. The radial bits were substantially less incendive than the reference bit and caused no ignitions in either top trimming or sump modes. Only the modified mushroom-tipped conical bit caused ignitions. Bits similar to this modified design should not be used on drum-type miners in gassy mine areas; in-stead, the other types of bits tested should be used to reduce ignition potential to a minimum.
