This literature study of methods for desulfurizing residual fuel oil was conducted by the Bureau of Mines at the request of the Department of Health, Education, and Welfare. The sulfur compounds in residual fuels are believed to consist chiefly of condensed thiophenes and other polycyclic sulfur compounds. Hydrodesulfurization appears to be the most promising method for desulfurizing these oils and is the only method applicable to all types of sulfur compounds. There are indications in the literature that hydrodesulfurization without hydrocracking of residual oils may require higher pressures than used in present desulfurization processes, but no cost data and little experimental data are available on the higher pressure operation. Literature proposals for hydrogenating residual oils and heavy crude oils are exclusively for hydrocracking the oils to lower boiling products with accompanying partial desulfurization of the residual fuel fraction. Costs of the hydrocracking operations appear the closest available to probable costs of hydrodesulfurizing the oils, and have been reported (in 1955 to 1957) as $500 to $840 investment cost per daily barrel of capacity, with total operating costs of 70 cents to $1.10 per barrel.

The purpose of this program was to demonstrate the feasibility of Illuminating various types of underground coal mining machinery as required by the Federal Coal Mine Illumination Standards Part 75.1719 to 75.1719-4 Code of Federal Regulations Title 30. Nine various machines were illuminated and the illumination systems were evaluated for a 3 month period of operation. Factors evaluated were ease of implementation, reliability, ease of maintenance, acceptance by mine workers and operators, Illumination degradation and durability.

Contract H0177044 included three objectives; (1) consolidate, maintain, and distribute information on STE approved lighting systems; (2) develop and present one-day seminars on underground mine lighting; (3) determine direct labor and hardware costs associated with the installation of mine illumination systems. All objectives were completed with results as follows: Task I - A file containing 1350 Statements of Test and Evaluation (STE) for all types of underground equipment was developed and publicized throughout the coal fields, A total of 40 requests for STE information was received and processed. Task II and III - A series of 50 seminars was scheduled and presented to 942 attendees throughout the coal fields. The seminars were well received and attendees indicated the information presented would be helpful in bringing their equipment into compliance. Holding a series of seminars in the coal fields, instead of a few in population centers, was favored by attendees. Task IV - Installation cost data obtained on 415 lighting systems indicate that the factors which most affect installation costs are higher hardware cost for DC powered systems and slightly higher manpower requirements for systems installed underground. Based on these data, the total cost to industry of retrofitting existing underground equipment could range up to $50 million.

Four taconite plants were studied to establish the extent of hazard to plant personnel which exists based on long-term exposure to noise. The criteria for evaluation include the 90 dBA and 85 dBA summations of partial exposures. Data from extensive interviews were used to determine all work stations or locations which employees occupied and how much time they spent in ach location in a typical working day. Noise level measurements at every designated location were then made. By means of a computer program, these time and noise level data were us d to find the optimum noise reductions which would be required throughout each plant to meet both noise criteria. Subsequently, each plant was examined in detail so that the apparent sources of noise for each of the locations requiring noise reduction could be delineated. In tabular form, this report presents the hazardous locations for each plant, the existing noise level, the optimum noise reduction which would be required to meet the current and proposed laws, and the sources of noise which produce the existing noise level.

The U.S. Bureau of Mines contracted a study to review the air and water monitoring requirements of five Federal environmental acts (the Federal Water Pollution Control Act, the Safe Drinking Water Act, the Clean Air Act, the Surface Mining Control and Reclamation Act, and the Resource Conservation and Recovery Act) and to compile information on the currently available monitoring instruments. A literature review of the acts and their associated regulations was conducted to determine applicability to the mining industry as well as any air and water monitoring requirements. In addition, an industry search and literature review was performed to assess the instrumentation available to comply with the monitoring regulations. Based on this research, the instruments are classified by general applicability to air, surface water, or ground water monitoring, then catalogued by monitoring parameters. A discussion is provided on recommended and innovative monitoring techniques.

The reaction between calcined dolomite and ferrosilicon has been studies with the aim of developing a continuous process for magnesium production. Small-scale tests were made in vacuum retorts similar to those used in the vacuum retort process as developed by Pidgeon (1)2/ and operated during the period of World War II in several Government-owned plants. Factors investigated with respect to the silicon efficiency were the reaction temperature, reaction time, amount of excess dolomite in the charge, and effect of adding sodium silicate to the charge to serve as a binder. Additional laboratory tests were made to study the reaction at elevated temperature but at atmospheric pressure. Silicon efficiencies exceeding 80 percent were found to result when operating in the temperature range from 1,750° to 1,800° C. for periods of 20 to 30 minutes.

The mining industry of the United States has-long been severely criticized because of its high rate of accident occurrence, net only as compared with other major industries-in the United States but also with the mining industries of other countries particularly Europe. Statistics (often not of strictly comparable nature) indicate that the accident-frequency rate in all mining is currently about three times and the accident-severity rate is about seven times as great as the average for general industrial work in the United States. These figures are by no means comforting to humanitarian mining men, irrespective of their status in. the industry, and they constitute a challenge that certainly cannot continue to be ignored much longer. This picture becomes much darker when the above statistics are augmented with data indicating that. on an exposure basis our mines (more particularly our coal mines) have accident rates two, three, or even more times as great as more or less similar types of mines in Europe, particularly England and Wales, Belgium, France, and Germany. However, these foreign accident statistics should be carefully analyzed before we become very mush concerned about them, because they are clot strictly comparable owing to several considerations, not the least of which is the fact that foreign methods of compiling or recording accident statistics often differ materially from ours. Moreover, foreign mining and other conditions axe definitely dissimilar to ours in many if not most phases, and numerous ether factors affect the comparability of foreign mine-accident statistics with ours. Unquestionably it should also be taken into consideration that the accident rate of the 130,000,000 or more constituting the populace of the United. States as a whole is much higher than that of any other major country in the world and is two, throe, or more times the rate of the European countries that have more favorable mine-accident rates than those of the United States. Moreover, it is significant that the mine-accident-severity- rate of British mines is about six times the average accident-severity rate of the major industries of the British Isles, or but little mere, favorable than the comparable figures in the United States, namely, that mining-has an accident-severity rate about seven times that of the average of about 30 of the major industries of this country.

The Bureau of Mines, as part of its Health and Safety Technology Program, is conducting research on the use of ground penetrating radar (GPR) for mine hazard detection. GPR offers a possibility of mapping immediate below-surface geologic conditions, including faulting and other anomalies, thereby exposing potential safety hazards to miners. This report summarizes a literature review of the current status of GPR research in and outside the Bureau.

The goal of the Bureau of Mines diesel engine research program is to reduce exhaust emissions and minimize the risk of fires and explosions caused by the use of diesel- powered equipment in underground mines. This program has led to a fundamental understanding of the problems and to solutions that allow diesel equipment to be used safely and effectively. This volume contains reports of the presentations made at the Bureau Technology Transfer Seminar on Diesels in Underground &fines given in Louisville, KY, and Denver, CO, on April 21 and April 23, 1987. It also contains three reports of related research, not presented at the seminar, which highlight the significant achievements of a joint US.-Canadian research program on diesel emission control technology for underground mines. Topics covered in this volume include discussions of industrial hygiene problems associated with the use of diesels, accident statistics, fire and explosion control systems, measurement of diesel pollutants, emission control techniques including engine maintenance, fuel additives, diesel particulate filters, and ventilation of diesel sections. An alternative to diesel power, the hydrogen-powered mine vehicle, is also described.

All technical facilities of the Bureau of Mines have been geared for more efficient use and conservation of mining equipment, developing plans for safety, improving the quality of coal through better methods of preparation, studying the problems of coal storage and utilization, and extending the uses of coal5/ for the war and postwar economy. The Bureau is now analyzing all of the coal purchased by the Army and much of that required by the Navy. Work on boiler feed water was doubled over last year to meet the increased demand made by the War Department for protecting vital boiler plants in many new camps and defense plants. Progress has been made in safely storing coal to reduce dangers of spontaneous ignition to a minimum and to preserve coking power. Mixtures of oil and coal to be used as a substitute fuel have been investigated. "INTRODUCTION The Iron Mountain deposits were examined in the summer of 1943 by engineers of the Bureau of Lanes, and a diamond-drilling project was set up under the Strategic Minerals Program. Actual drilling operations, under the supervision of a Bureau engineer, commenced November 9, 1943, and were completed on November 1, 1944. When the Bureau began detailed exploration of the Iron Mountain deposits, the Federal Geological Survey participated. Dr. I. W. Newhouse, of the Survey, and Dr. A. F. Hagner, of the Wyoming Geological Survey, were assigned to the investigation.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. This report is a summary of the work performed for the Bureau of Mines to evaluate the feasibility and desirability of a movable in-pit crusher combined with conveyors to substantially reduce or eliminate truck or train haulage in large open-pit non-fuel mineral mines. The report includes an introduction and summary of previous work, an analysis of movable crusher system components, a description of the selected system, a review of possible movable crusher system applications, and finally requirements for future work to bring about the general availability of such systems. It was clear from the program that there is a real need for movable in-pit crushers.

This investigation was undertaken with the idea of studying a number of unconventional methods for making chromium to determine whether production cost could be lowered and to discuss some of the more recently described processes. These comprise carbon reduction of the oxide in vacuum, nitride dissociation, fusion electrolysis of the chloride, amalgam method, iodide dissociation, calcium reduction of the oxide, hydrogen reduction of the chloride, and reduction of this compound with zinc and with magnesium. Preference is given this latter method, which is shown in a flow sheet. Special attention is given purification of the chloride and separation of the vacuum at about 900° C. A reduction method for the elimination of traces of oxide contained in pure chromium by pure hydrogen obtained from the dissociation of zirconium hydride is described. The various methods are compared in a table in the appendix. Aluminothermic and silicothermic methods for the reduction of chromium oxide and the aqueous electrolysis have been disregarded in this investigation.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation, and utilization of coal . The mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British Committee . Engineers from other allied countries cooperated in some of the investigations . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , deputy solid fuels administrator . The personnel of the mission consisted of H. F. Yancey , in charge , J. W. Buch , Thomas Fraser , L. L. Newman , and L. D. Schmidt , of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology ; H. J. Rose , vice president and director of research , Bituminous Coal Research, Inc .; and F. H. Reed , chief chemist , Illinois Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These and microfilms of supporting data obtained in the course of the investigations are on file at the Bureau of Mines , Washington , D. C. where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproductions of all declassified reports .
