"INTRODUCTION The use of wet drilling with adequate ventilation has largely controlled production of dust in drilling rock; however, in some operations, such as shaft sinking and modern tunnel driving, when each of a number of drills is operating in a small cross-sectional area, it is at times difficult to ventilate well enough to keep the dust concentration within desired limits.Some chemical compounds, known as wetting agents, when added to water in small quantities reduce the interfacial tension and make it possible for the solution to wet dust particles more effectively than water alone.This report presents results of tests on the effectiveness of two wetting solutions in reducing the amount of dust produced by wet drilling in basalt.ACKNOWLEDGMENTSThe tests were conducted the Bureau's Mount 'Weather Testing Adit,Mount Weather, The author acknowledges the assistance and cooperation of Wing G. The Bureau of Mines has been investigating deposits of critical and essential minerals in the United States since 1939. Bureau engineers made a preliminary examination of the Morefield mine early in 1943 and recommended investigation by trenching and diamond drilling, The Bureau of Mines conducted work from August to December of 1943, which indicated that the Morefield mine was a favorable location for an experimental mining program. The Bureau of Mines carried on such a program from September 1947 to March 1949. The property investigated is 30 miles southwest of Richmond in Amelia County, Va. (fig. 1). During World War II mica and beryl were shipped from the Morefield mine, but after the high prices and premiums paid during the war years were not available the mine was closed.

A general increase in employment prevailed in the stone-quarrying industry of the United States during 1941 compared with 1940. Likewise, more accidents occurred to men working in and about the quarries, with the result that the accident-frequency rate for the industry as a whole was higher in 1941 than in the previous year. Reports from operating companies to the Bureau of Mines, covering open and underground quarries, as well as rock-crushing and rock-dressing plants, cement mills, and limekilns at or near the quarries, showed a total of 86,123 men employed and a total of more than 22 million man-days of labor performed during 1941. The total working time of the industry averaged 260 days per man. Measured in man-hours, the volume of work equaled 173 million, an average of 2,011 man-hours per employee.

An investigation was conducted to develop columbium alloys with e1evated-temperature strengths higher than those exhibited by more common commercial columbium alloys, and attention was given to improving the oxidation resistance and ease of fabrication. Additions of carbon, aluminum, and chromium were made to some columbium-base alloys, and their effects on workability, recrystallization, oxidation resistance, and mechanical properties at elevated temperatures were explored. The additions were made to take advantage of (1) solid solution strengthening, and (2) precipitation hardening. Three alloys displayed good high-temperature properties with relatively good oxidation resistance at 1,000° C, and tensile strengths from 26,000 to 32,200 psi at 1,400° C. When the properties of these alloys were compared with those of commercial alloys, B-66 and FS-85 (1),4 the outcome was favor-able for the alloys studied in this investigation.

This publication covers the work of the Division of Coal Mine Inspection, Bureau of Mines, as performed under provisions of the Federal Coal Mine Safety Act. It presents background information and data since 1952 when the Act became effective and includes up-to-date statistics for the calendar year 1962. During that year, approximately 9,704 coal mines were active in the United States, and the Bureau made 12,810 regular inspections. BACKGROUND The Federal coal-mine inspection program was established to carry out the provisions in Public Law 49, 77th Congress, (H. R. 2082) approved May 7, 1941. This act has since been amended as Title I, Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also included Title 11, Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal Mine Safety Act.

The rapid depletion of known deposits of high-grade ore and the need for development of additional reserves, together with increased interest in open-pit mining of low-grade zinc-lead ores in the Tri-State District, led the Bureau of Mines to examine likely mining sites. Underground operations failed to remove all of the ore in a number of areas, and it appeared possible that some of them might be reworked successfully by low-cost open-pit methods. The South Carthage or Hull tract in Jasper County, Mo., was selected by Bureau engineers as favorable for the development of an open-pit mine.

THIS REPORT covers the third in a series of five projects into which the Conowingo tunnel system has been divided for geographical and practical reasons. It outlines the work constituting Project No.3 that consists principally of the following: (a) To sink the No. 15 shaft and extend the Alden, Sugar Notch, Baltimore No.2, and Laflin shafts from their present depths to tunnel level; (b) to drive a tunnel off these shafts to connect with the western end of the tunnel in Project No.1 (Lackawanna) and to a point 1 mile south of the No. 15 shaft; (c) to construct an emergency pumping plant at the No. 15 shaft, complete with 3 centrifugal pumps of 200-cubic-foot-per-second (c. f. s.) capacity each, and a discharge-water shaft and a discharge tunnel for conducting the water from the pumping plant into the Susquehanna River; and (d) to construct a lateral tunnel 1 mile long off the main tunnel in the vicinity of the No. 15 shaft, to be known as the Wyoming lateral. The project, as outlined, is a self-contained drainage unit that will permit unwatering inundated mines and safeguarding active mines in the Wyoming Basin of the Northern field and also will handle the water in the Lackawanna Basin, thus permitting the temporary pumping plant provided in Project No.1 to be discontinued. The pumps installed in the temporary pumping plant provided in Project No.1 can then be moved to the emergency pumping plants recommended in Projects Nos. 2 and 3, to be installed as the third or standby unit.

The Bureau of Mines developed computerized mathematical models to estimate the economic availability of Mesabi Range taconite concentrates; these are a quality model, a cost model, and an economic availability model. The quality model evaluates metallurgical test data; the cost model determines iron unit cost from mining and processing cost data; and the economic availability model determines quantity from geologic and ore quality data. By correlating all of the physical resource quality factors and dimensional characteristics with the economic cost factors associated with producing iron ore pellets, these three models combine to establish a final relation between iron ore reserve quantities and iron unit cost.

Confidence in the strength of the U.S. economic recovery was considerably enhanced by third quarter 1983 profits, which showed a 12.8-percent increase over those in the second quarter (table I). Although the increases were not as great as between the first and second quarter of 1983, profits have grown each quarter since fourth quarter 1982. Both total profits and profits per unit of output increased, which the Bureau of Economic Analysis (BEA) attributes to decreases in labor and nonlabor costs (per unit of output), as well as to moderate price increases. [ ] A number of durable goods sectors, however, continue to show profit declines, especially electrical and non-electrical machinery. Profits in the primary metal industry are still negative, but the economic picture of this industry is improving. Between the second and third quarters of 1983, capacity utilization increased somewhat in primary metal manufacturing and stone and earth mineral mining but did not change at all in metal mining. Capacity utilization in metal materials increased from 47.4 percent in the fourth quarter of 1982 to 64.2 percent in the third quarter of 1983 (table 2).

Changes in world mine and smelter supply sources of zinc have led to changes in zinc supply patterns in the United States during the past 3 years, 1970-72. The result has been a growing reliance on foreign sources of zinc metal to furnish an ever-increasing portion of expending domestic requirements. This review of fundamentals and historical developments is intended to provide background in order to place the future of the U.S. zinc industry fn perspective. The properties and uses of zinc are described. A new study on U.S. reserves is presented with description by geographical region and comparisons with older reserve data. The technology of the zinc industry from prospecting through refining is described with emphasis on the metallurgy involved in the various methods of smelting. Production, consumption, and imports are discussed and illustrated with graphs and tables to review the past and present patterns. Government actions affecting the industry are shown.

1. Reserves are estimated in the Nemo, Sewanee, Wilder, and White Oak beds of Fentress County, Tenn. The Wilder is the only bed being mined commercially and contains the largest known reserves. Eleven lesser known beds are present in the county, but not enough information on them was available for estimating the reserves. 2. Known measured and indicated reserves, based on a minimum bed thickness of 14 inches and on 1,800 tons per acre-foot of coal in place, are estimated at 102 million tons as of January 1, 1955. This total includes 66 million tons in beds 28 inches and more thick.

This study was made to determine the capabilities and limitations of the hydrocyclone for separating quartz sand from impure clays, Optimum operating conditions for beneficiating typical subgrade clays were determined. Estimates are furnished for installation and direct operating costs of hydrocyclones in such separations. Laboratory models of commercial hydrocyclones were used to beneficiate a suite of fire clays including plastic, semiflint, and flint types, all of which were contaminated with quartz in amounts ranging from 3 to more than 62 percent. Results show that this technique is not limited to a single type of clay but is applicable to clays ranging from plastic through flint, Under proper conditions use of this technique will result in good separation of the sand and good recovery of a useful clay mineral concentrate. Rejection of quartz from the clays investigated ranged from a low of 82.4 percent with an alumina recovery of 71.2 percent to a high of 99.0 percent with an alumina recovery of 85.6 percent.

"In this Bureau of Mines report, the Federal income tax treatment of mineral exploration and development expenditures is summarized, and changes in the tax treatment of these expenditures since 1951 are detailed and analyzed. Although no attempt is made to establish causal relationships, major tax changes favorable to exploration and development activities did occur in 1951 and 1966 when the Nation was engaged in military actions and the economy was expanding. More recent changes have been unfavorable to exploration and development and were parts of major tax reform efforts. INTRODUCTIONThis Bureau of Mines report discusses the Federal tax law provisions relating to mineral exploration and development expenditures. These provisions, contained mainly in sections 616 and 617 of the Internal Revenue Code of 1954 (Title 26 of the U.S. Code), apply specifically to minerals (other than oil and gas), and thus are of interest to the Bureau of Mines.Bureau of Mines involvement in this subject stems from the legislative mandate in the 1913 amendments to the Organic Act of 1910 (the Act creating the Bureau) to conduct economic investigations of the mineral industries. Congressional concern with the financial conditions in the economic and mineral industries was expressed more recently in the Mining and Minerals Policy Act of 1970 and in the National Materials and Minerals Policy, Research, and Development Act of 1980. The General Accounting Office recommended in 1976 that the Department of the Interior ""identify and evaluate laws and agency programs that affect maintaining and developing a sound and stable domestic mining and minerals industry"" (17, p. iii). 2Taxes, a source of revenue to governments, are a cost to private firms. Thus, taxes directly affect private sector profits, and unique tax provisions are designed to encourage (or discourage) activities such as agriculture, construction, or mining. Even the international competitiveness of the domestic mineral industries may be affected by taxes because many minerals are traded in world markets."

"This paper results from the research at The Pennsylvania State University into establishment of standard procedures for characterization of respirable coal dust performed by the Generic Mineral Technology Center for Respirable Dust and supported by the U.S. Bureau of Mines and the Mining and Mineral Resources Research Institute at The Pennsylvania State University. The research performed within this particular project is oriented primarily toward standard methods of sampling and characterizing respirable coal mine dust underground so that the chemical, physical, and morphological characteristics are known and can be related to the incidence of coal workers' pneumoconiosis (CWP) in Pennsylvania.The research was initiated by con¬ducting a search of the literature to determine what coal and geologic variables may be related to CWP. The effects of coal rank, free silica content, the mass of respirable dust, and the level of trace elements were the major variables studied. It seems to be evident that the free silica content, the rank of coal, and the mass of respirable dust are the major concerns in defining the causes of CWP. However, based on the literature survey, the authors have concluded that verification of the causes of CWP is a multivariate problem and must be analyzed in an appropriate statistical manner.The results of a multivariate analysis of ten trace elements recorded on Pennsylvania coals are presented. Five of these trace elements were found to be of use in differentiating one coalfield from the others. Of these five elements, chromium and zirconium showed a strong positive correlation with the rank of coal while strontium showed a negative correlation.The design of the field sampling work and its application in future research is the final topic discussed. The sampling plan is oriented toward continuous miner sections with eight-stage impactors as the collection equipment. All of the field work will be conducted in the coal measures of the Allegheny Formation and above with both dust and channel samples being collected in the same mines.Coal workers' pneumoconiosis has been an important topic of concern to miners, mining engineers, and epidemiologists for decades. The general cause of the dis¬ease, the inhalation of coal mine dust, is well known, but the specific coal and geologic variables that affect the incidence and severity of the disease are still subject to debate and study. The primary objective of this study is to identify those variables of Pennsylvania coals that contribute to the CWP problem. To accomplish this task, a field sampling program is to be conducted to relate the characteristics of the coal dust, the coal seam properties, and the geologic variables to the occurrence of CWP.The first year of this study has been involved with both a literature review and experimental work oriented toward identification of causal variables related to CWP. The results of this work are presented here along with plans for implementation of the findings in future research.The previous studies of CWP causal variables have been conducted by scientists, engineers, and medical personnel. Many different types of studies have been performed with emphasis on interpreting the effects of dust mass concentration, mineralogy of the coal, the rank of the coal, and trace element concentrations upon the incidence of CWP in various coalfields. Most of the research has been conducted during the last two decades, with the British Isles, West Germany, and the United States being the primary countries involved.The review of the literature was conducted to determine which variables are likely to warrant further study in Pennsylvania. Previous research studies have related CWP to free silica and other mineral content, the rank of coal, the mass of dust in the working place, and the trace elements in the coal and lung dust. In the following sections, each of these topics will be discussed and analyzed."

The Explosives Division of the United States Bureau of Mines makes certain laboratory and field investigations that deal with explosions, explosives, ignition, and combustion, together with many related problems, such as the cause and prevention of fires, and certain fundamental scientific questions bearing upon the determination of the chemical and physical mechanisms underlying some of the important phenomena encountered. Its work on explosives has been particularly directed toward determination of the chemical and physical characteristics of explosives designed for use in coal mines and in a more limited way to those used in metal mines, tunnels, quarries, and other engineering operations. The effectiveness of 0.01 pct. molybdenum, as ammonium molybdate impregnated on coal, on the hydrogenation of a high-volatile bituminous C coal at 8,000 p.s.i.g. and 460° to 480° C. has been studied in a pilot plant by the Federal Bureau of Mines. Under these conditions, the Bureau obtained 98 to 99 pct. conversion5/ of coal to liquids and gases at throughputs of 29 to 101 lb. of m.a.f. coal per cubic foot of reaction space per hour. At 460° C. the indicated yield of oil ranged from 63 pct. (based on m.a.f. coal) at a throughput of 35 lb./c.f.h. (pounds per cubic foot per hour) to 68.5 pct. at a throughput of 58 lb./c.f.h., and the yield of gaseous hydro-carbons ranged from 25.5 to 19 pct. at the same throughputs. The maximum measured yield of oil boiling under 325° C. was 47 pct.

1. The investigation shows that the Poplar Creek and Big Mary beds contain the largest known recoverable reserves of coal in Morgan County, Tenn. The Poplar Creek bed has been the most productive. 2. Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated to be 96 million tons, as of January 1, 1954. Of this total, 59 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics were too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Consumption of abrasive materials in the United States decreased 23% in value from that of 1981 to $262 million, of which 53% was manufactured abrasive, 39% was industrial diamond (natural and synthetic), and 8% was natural abrasive. Production of natural abrasives, excluding industrial diamond, appeared to be stable when compared with that of 1981. Production of tripoli, a porous siliceous rock, increased slightly after decreasing steadily over the three previous years. Data obtained from mine ventilation pressure and quantity surveys are required to accurately diagnose ventilation problems, project future air quantity needs, and to locate conditions adversely affecting the efficiency of a mine ventilation system. A method for making mine ventilation pressure surveys with aneroid altimeters was presented in Bureau of Mines Information Circular 7809, and a description of field calculation technique is presented. This report supplements Information Circular 7809 by developing the information obtained during a mine ventilation pressure survey into a single equation suitable, with appropriate modification, for use with desk-top calculators and digital computers. The equation can be used to calculate the ventilation pres sure from the base station to any underground station, or between any two underground stations, and can be programed for semiautomatic sequential calculation using a desk-top calculator. An example of application to a programed desk-top calculator is provided in the appendix.

This report describes two goniometers that, by simple manipulation, can be used to ascertain the attitude of a joint, vein, or fracture plane observed on the planar projection of a borehole photograph taken with an NX borehole camera of the type developed by the U.S. Army Corps of Engineers. One goniometer was designed to interpret photographs taken in vertical drill holes and the other for photographs taken in inclined drill holes. In practice, several measurements are made on each photograph with the goniometer. These data are then substituted into mathematical equations, which are derived in this report and the attitudes of fracture planes are determined.
