OPTICAL PROPERTIES of U.S. coals of differing rank have been investigated by the Bureau of Mines, for about 20 years. These investigations have been remade to further the development of an objective basis for petrographic analysis of coal and to add to knowledge of the structure and composition of coal and coal components by determining their optical constants in various regions of the electromagnetic spectrum. Various experimental techniques have been used in these studies, including determination of reflectance from bulk specimens and transmittance of thin and ultrathin sections, interferometry, electron microscopy, and election diffraction. Similar studies leave also been made of graphite, the end product of coal metamorphism. The bureau of Mines conducted the first U.S. investigation of reflectance properties of coal components, laying the foundation for petrographic analysis based on arbitrary reflectance classes and for automated reflectance analysis of coals. Optical constants of coals of differing rank and of graphite have been determined in the ultraviolet-visible-near infrared spectrum. Maxima in the optical constants of graphite were observed in the ultraviolet region and were interpreted to be related to transitions of electrons between the valence and conduction bands. Similar maxima for coals, especially high-rank coals, appeared to be characteristic of the presence of graphitelike layers. A special application of optical theory to absorbing, anisotropic materials like graphite and high-rank coals has been developed. Electron microscopic and electron diffraction studies of coals have revealed various ultrafine structures in coal components and have shown the evolution of an oriented, crystalline graphite structure in high-rank coals.

"The aggressive industrialization of America, the development of powered tools which generated massive amounts of respirable-sized dust particles, a latency period which may mask the relationship between exposure and development of disease, inadequate (or perhaps even careless) understanding of the relationship between dust exposure and disease, and respiratory protection which has later proven to be inadequate have resulted in a series of epidemics of silicosis which have caused the premature death of many workers.1-11 Emphasis on the regulatory control of dust levels in the workplace has greatly reduced the development of pneumoconiosis in the United States and in other developed as well as underdeveloped countries, yet the prevention of silicosis or coal workers' pneumoconiosis has not come close to being accomplished. Despite the public health perspective that pneumoconiosis arc totally preventable illnesses, there appears to be little evidence that this is the case.Cases of pneumoconiosis continue despite aggressive enforcement policies by regulatory agencies, attempts at dissemination of very readable materials aimed at workers and management 12.13 and respiratory dust exposure standards which are in place and appear, for the most part, protectivc.14- 16 It is more than frustrating for all parties associated with advocating workers' health to see reports of workers with aggressive silicosis. On another level, both the physician and the affected worker are helpless when a diagnosis of silicosis or coal workers' pneumoconiosis is made. Both realize that there is no proven way to affect the natural history of these progressive inflammatory and fibrotic processes. Neither is there any ""compassionate use"" therapy. What must be developed, at the very least, is a ""salvage therapy"" which has the potential to reverse, or at least dramatically lessen, the aggressive natural history of silicosis which develops over relatively short time periods. Because of the aggressive nature of silicosis (compared to coal workers' pneumoconiosis) attempting to develop a therapy for this illness should be a priority."

In the development of commercial vehicles as well as of passenger cars, the effects of vehicle vibrations on operating safety, health and comfort can only be predicted by numerical simulation when appropriate occupant models are available. Such models must be based on human anatomy and have dynamic properties of real humans in order to achieve realistic results. Since human dynamic behavior depend on posture and percentile, the occupant model needs to be adjustable to these parameters with respect to geometry and dynamic properties [1,2]. Dynamic Human Finite-Element-Model CASIMIR CASIMIR is a non-linear, dynamic finite-element-model of the human body. It consists of a dynamic model of the upper torso with head, neck, shoulders and arms as well as of a dynamic model of the lower extremity with pelvis and legs. The most important part is the lumbar area with dynamic non-linear models of the lumbar spine and of back and abdominal musculature. The frequency-dependent characteristics of the intervertebral discs and the effects of muscle activation and non-linear frequency-dependent muscle properties are included. In the latest stage of development, CASIMIR has been equipped with a compliant model of the body surface in the contact areas to the seat. This results in a very realistic transmission of static and vibrational forces into the human body, see fig. 1. Intense model verification and validation has been performed in all stages of model development, starting with validation of small components like intervertebral disc, ending with validation of whole-body-vibrations using measurements of the dynamic mass / mechanical impedance [4]. For an in-detail examination of stresses in the vertebral bodies and discs, a non-linear submodel of the lumbar spine with an increased number of degrees of freedom can be coupled to the whole-body-model, enabling the researcher to examine local effects of vibrations and single shocks on the lumbar materials. [ ] Since it is well known that human dynamic behavior is significantly affected by anthropometric data and posture, CASIMIR can be individualized to the anthropometric status of single individuals or to the mean values for specific percentile groups. Furthermore, posture can be adjusted to the seating conditions applicable to a specific vehicle. Posture modification capabilities include the variation of the lumbar lordosis [3].

Over the period 2000 to 2003, roof falls have accounted for 4 to 14% of the fatalities in underground mining operations. The National Institute for Occupational Safety and Health (NIOSH) is conducting research to reduce the frequency, exposure, and risk of these events through an ongoing program of field and laboratory studies. One area of research involves the evaluation of polyurethane grouting technology that is commonly used to stabilize fractured mine roof strata. Concurrently, NIOSH is conducting work to evaluate the application of ground penetrating radar for advanced delineation of problematic mining areas. In this study, NIOSH partnered with Sub-Technical, Inc. who injected a polyurethane grout (also known as glue) into a roof area of NIOSH’s Safety Research Coal Mine. The mine roof area was scanned using ground penetrating radar technology before and after grout injection in an attempt to determine the extent of grout infiltration. A comparison of the pre-and post-grouting radar records showed a significant change at a mine roof depth of about four to five feet. The interpreted radar records were then compared with drill core information, borescope evaluation of roof-bolt holes in the study area, and underground observations. At this site, the interpretations of the radar records correlated with data obtained from the core holes, borescope evaluations and underground observations. This study showed that ground penetrating radar technology can be a useful tool for detecting changes in mine roof due to the injection of the grout.

Since the beginning of waterflooding in the Midcontinent area, the Bureau of Mines has published many reports3-6/ describing in detail the results obtained on individual waterflooding projects in the area. These are intended as guides for operators in the selection of well-spacing, water-treating, and other techniques, as well as an indication of the results being obtained in waterflooding in various areas, fields, and horizons. In addition, Bureau personnel has arranged a tour of selected waterflooding projects each year for the past several years so that actual operating conditions may be observed and an additional opportunity provided for exchanging information. A wide variety of techniques and equipment are available for coring soft or poorly consolidated geological material. This report presents a comprehensive literature review and evaluation of these techniques and equipment. A potential user will find guidelines in this report to assist him in selecting sampling equipment. A bar chart shows what samplers have been used under what geological conditions, and gives the specific literature references. Two matrices rate the present techniques and equipment with respect to reported success for sampling specific materials, and with respect to several performance characteristics including complexity of use and core quality. These matrices are supplemented with tables of typical sampling equipment. and program costs. Near-term future developments are seen primarily in improved training of drillers, and in instrumenting the drilling operation to provide objective data on drilling characteristics. An extensive annotated bibliography, a catalogue of equipment suppliers including specifications and cost ranges, and a list of manufacturers and distributors are appended to the report.

Burning coal-mine refuse banks were surveyed in 15 States. The following characteristics were tabulated for 495 hanks: County; name, population, and distance of nearest town; size and status of bank; status and stage of fire; and topography. Ways of controlling fires were reviewed, the compacting and sealing method proving most satisfactory. Means for preventing refuse-bank fires by proper construction of banks are described.

There was little change during 1988 in the production of minerals in Burundi. The Government of Burundi, which banned all commercial mining operations in the country in 1979, lifted the ban on mining of alluvial gold deposits and started a program of small-scale artisan gold mining in October. Along with the legal mining of gold, licensed gold trading counters were established. Other mineral commodities produced were kaolin clay, lime, and peat. In compliance with the Government ban, the only mineral wealth exploited for commercial sale and export was alluvial gold. Through financial assistance from the International Bank for Reconstruction and Development (World Bank) and the United Nations Development Program (UNDP), a study to inventory the country's mineral resources continued throughout the year. As part of this study, during the year, a West German company undertook a drilling program to further outline the nickel reserves of the Musongati area in central Burundi. Results of the work as of yearend were disappointing, with only 12 million tons of ore identified with better than 2% nickel content proven. Investigations also continued during the year regarding the centrally located deposits of vanadium-bearing titaniferous magnetite. A Norwegian company contracted to prepare a prefeasibility study for developing the deposit. The British Sulphur Corp. Ltd. was nearing completion of its $1.2 million2 study of the phosphatic limestone deposit at Matongo-Bandaga at yearend. Ore reserves of about 17 million tons grading 11% phosphorus pentoxide (P2O3) had been identified. The phosphate zone overlies a carbonatite rock, which could provide the basis for a cement industry. Additional drilling was planned for 1984. Exploration for gold was underway in 19S3 in northern Burundi through UNDP funding. Several primary deposits of shallow semimassive sulfides with gold values ranging from traces to 11 grams per ton had been discovered. The Federal Bureau of Mines reviewed the status of tungsten deposits of Utah in 1959. Industrial requirements of tungsten during emergencies have exceeded the domestic supply, and a knowledge of the sources of this strategic element may be helpful in the future. Tungsten occurs as the mineral scheelite in deposits that have been developed or explored on approximately 60 properties in 10 of the Great Basin ranges of Utah, none of which were being worked in 1957-59. Ores from most of the productive areas are similar in that they are contained in tactite deposits on or near the contact of calcareous and acidic intrusive rocks. The tactite ores consist predominantly of the silicate minerals garnet, epidote, and diopside and the carbonate rocks limestone or dolomite. Scheelite, where present, is disseminated irregularly in the tactite. Tungsten ores from Utah mainly have been produced from small deposits worked in World Wars I and II and the Korean campaign. The ores were either hand sorted to a grade ranging from 0.5 to 1.0 percent tungsten trioxide (W03) or were beneficiated in small mills to higher grade concentrates. The largest reserve appears to be in the area of the Notch Peak intrusive in the House Range, Millard County. A large part of the reserve in the House Range is mineralized tactite containing 0.2 to 0.3 percent W03. Research on flotation by the Bureau of Mines has indicated a method of concentrating scheelite in tactite ores that average 0.25 percent W03, with at least 85 percent recovery. The concentrate assays more than 5 percent W03 and can be processed into artificial scheelite ready for industrial use.

Two modes of seal application were identified, and promising state-of-the-art seals of both types -shaft and drum -were selected for initial rating by non-destructive testing. Only one shaft seal survived the initial test, and a search was made for other candidate seals including new seals. One new type of seal was found that gave promising enough operation, as both a shaft and drum seal, to be recommended for installation in prototype wet-head machines.

THIS REPORT gives results of an investi¬gation of the carbonizing properties of coals from Pittsburgh bed, Jamison No. 9 mine, Marion County, W. Va., and from Upper Freeport bed, Bull Run No. 1 mine, Preston County, W. Va. The study included Bureau of Mines-American Gas Association tests at 800° and 900° C. and various chemical and physical tests designed to evaluate the plastic, expanding, and agglutinating properties of coal. A blend of each coal was carbonized in the 500-pound slot oven. The carbonization sample of Pittsburgh coal contained 2.7 percent moisture, 35.8 percent volatile matter, 54.4 percent fixed carbon, 7.1 percent ash, and 0.9 percent sulfur. It contained 60.9 percent fixed carbon on the dry, mineral-matter-free basis and had a heating value of 14,780 B. t. u. per pound on the moist, mineral-matter-free basis. It therefore ranks as high-volatile A bituminous and was blended with low-volatile Pocahontas No. 3 coal. Upper Freeport coal contained 2.8 percent moisture, 27.7 percent volatile matter, 60.9 percent fixed carbon, 8.6 percent ash, and 1.0 percent sulfur, as carbonized. It contained 69.5 percent fixed carbon on the dry, mineral-matter-free basis and therefore ranks as medium-volatile bituminous. It was blended with high-volatile A Pittsburgh coal from Allegheny County Pa.

Microseismic monitoring and evaluation is one aspect of the National Institute for Occupational Safety and Health (NIOSH) research program. Roof falls are often preceded by a period of elevated microseismic activity, but not all periods of elevated activity result in a roof fall, nor do all roof falls occur after some amount of elevated activity. The objective of this study is to review periods of elevated microseismic activity and determine whether fracture activity rate can be used to anticipate the initiation of roof falls. The study was carried out at an underground limestone mine where major roof falls are associated with excessive horizontal stress. The progression of roof falls was detected by the microseismic signature produced by the rock falling from the mine roof onto the mine floor, which is termed a roof fall impact event. A total of nine elevated fracture activity periods that resulted in seven major roof falls were examined. It was observed that elevated fracture activity preceded the initial roof fall impact event in three out of four major roof falls. The initial impact event was not identified for the remaining three roof falls. Fracture event rates were analyzed and a roof fall alarm trigger of five fracture events in a ten minute time period was established for this test case. The fall alarm trigger was tested against six of the elevated activity periods. Four roof falls occurred in the six periods of elevated activity, and two would have triggered the alarm before the roof fall occurred, while two false alarms were generated. The results show that limited success would have been achieved by the microseismic system as a roof fall alarm trigger. However, the trigger would have been successful at warning of the onset of elevated activity, allowing mine employees to respond appropriately. The study highlighted some issues with implementing such a system in an operating mine, including the need for real time identification of fracture related microseismic signals among mining induced signals, and accurate location and identification of fracture clustering.

Probably over 95 percent of the coal production of the United States depends upon the use of explosives before it can be placed in the railroad car at the mine, and up to the present time it has been impossible to obtain Pry kind of practicable explosive that isn't dangerous unless handled carefully. In other words, no "foolproof" explosives have been found to date and inspection of the accident records of the coal mines of this country indicates that the use of explosives in coal mines has taken a sad toll of lives. ACCIDENTS PROM EXPLOSIVES IN COAL MATES Of the 2,000 to 2,500 persons killed annually in the coal mines if the United States, 100 to 125 have been killed from explosives without an explosion of gas or dust; these accidents have been due to misfires, hangfires, premature blasts, or accidental setting off of explosives through carelessness or otherwise (but chiefly through carelessness in some form). In this type of accident the flame character of the explosive is not necessarily involved, although an unexpected or premature blast is initiated much more easily with black blasting powder, which has a long flame, than with a permissible explosive, which has a flame much shorter and of briefer duration. By far the greater number of such accidents are caused by black blasting powder or dynamite rather than by permissible explosive.

Coal bumps are brittle, violent failures associated with high stresses and competent host strata. To study bump mechanisms, conditions in the vicinity of a deep longwall mining face in bump-prone strata were monitored using three discrete systems. First, a microseismic monitoring network recorded mining-induced seismic events throughout the mine and surrounding strata. Second, pressure variations and distributions on the longwall shield legs across the face were recorded. Last, tomography surveys imaged seismic transmission properties ahead of the face. Results from the three systems were correlated in an effort to increase understanding of mining-induced stress redistribution and bump potential. An initial, one-week study showed that the correlation between averaged tomogram values and seismically active areas had a coefficient of correlation (R) of 0.89. Further results of these studies demonstrate that the tomography system is capable of imaging heavy shield-leg loading and bump-prone conditions prior to them disrupting the face operations.

The Bureau of Mines t.ced its investigations into sympathetic detonation of ammonium nitrate (AN) and ammonium nitrate-fuel oil (AN-FO) to define the scaling law for safe separation from detonating AN-FO. Both missile- and non-missile-producing AN-FO donors, weighing up to 5,400 pounds, were employed with acceptors of the same size. The usual cube-root scaling law was not confirmed; exponents for the relationship S = f(Wx) for AN were 0.51 with non¬missile-producing donors and 0.61 for missile-producing donors. For AN-FO an exponent of 0.80 was indicated in the missile-producing case. AN-F0 in polyethylene bags appeared somewhat more easily initiated than bulk AN-FO. The efficacy of barricades in protecting AN charges was investigated. detonation distances were reduced from one-third to one-seventh when filled barricades were employed. The investigation was extended to dynamite with both types of donors. With 1,600-pound missile-producing donors and an equivalent weight of dynamite, initiation would be expected in 50 percent of the trials at 167 feet. The corresponding value in the non-missile case was 67 feet. The data developed in this program of sympathetic detonation will allow the development of a rational set of safe separation distances for AN, AN-FO, and explosives.

The Mouat mine, Nye, Mont., was reopened in 1953 by the American Chrome Co. under a Defense Minerals Production Administration contract. Operations were terminated in 1961 after completion of the contract. Mining methods employed during this period are described in detail, and cost data are presented by years for 1953 through 1959. Ultramafic rocks of the Stillwater complex in Montana contain the largest domestic resource of chromite, and the Mouat mine has been the largest producer. Mine reserves were estimated in 1960 to be about 4.4 million tons containing 22.5 percent Cr2O3. The chromite deposits occur as a series of overlapping bands or lenses roughly paralleling the steeply dipping layers of the complex. Only two of the chromite layers have proven to be of economic importance. One layer is 2 to 16 feet wide; the other is 3 to 8 feet wide. Shrinkage stoping was generally used throughout the mine, but various methods of ore breaking, stope drawing, chute construction, etc., were tested to improve output and lower costs. Long-hole stoping proved to have limited use. Breasting down benches, developed outward from the center of the stope with air-leg drills, was satisfactory only in wider stopes. At the close of operations, the company had standardized the use of lightweight stopers to advance a flat back by breaking from a centrally located face. Mining costs were reduced 47 percent during 7 years of operation.

The mine of the Porter Coal Co. is located at the town of Porter in the northwestern part of Jefferson, County, Ala., about 20 miles west of Birmingham. The operations in this mine are confined to the middle and bottom benches of the Mary Lee bed. The coal from the Porter mine is handpicked and washed before being placed on the market. The handpicked lump coal and the washed egg and nut, coal are sold chiefly as domestic and steam-raising fuel. The coal finer than 1 inch is washed in 2-compartment jigs and utilized in the manufacture of metallurgical coke. The coal company has found that, when coal ranging in size from 1 to 0 inch is washed in jigs, a considerable amount of high-ash material finer than 3/16 inch remains in the washed coal. This paper gives the results of an investigation which was conducted for the purpose of determining the washing characteristics of the through 316-inch raw coal and the extent to which the ash might be reduced by means of coal-washing tables. This investigation has been made in connection with an. extensive study of the coal-washing problems now being conducted by the United States Bureau of Mines and the University of Alabama, with the cooperation of the coal-mining companies of the State.

The final report contains a summary of the work performed under this contract, In addition to the report itself, other products were derived from this effort. Several hardware items were prototyped for use with underground belt conveyors, and a manual for installation and maintenance procedures was developed and published under separate cover. Recommendations have been included for implementation of the tools and the manual or, an industry-wide basis.

The San Juan Coal Mine, located near Farmington, New Mexico, supplies the San Juan Generating Station with more than 6 million tons of coal annually. To replace dwindling surface mine production, San Juan installed a longwall in 2002. The roof rock in much of the underground reserve consists of interbedded coals, carbonaceous shales, and mudstones. Roof support consists of fully-grouted roof bolts, both tensioned and non-tensioned, supplemented by modified cable trusses. Short-encapsulation pull tests conducted by San Juan’s geotechnical engineering department showed that some of the immediate roof layers provided variable bolt anchorage. To ensure that the roof bolts were obtaining the necessary anchorage, additional tests were conducted in a variety of locations. The results have been used to determine the optimum support design for different areas of the mine. Another series of tests evaluated the performance of several bolt and hole diameter combinations. The experience at San Juan Mine shows that short-encapsulation pull tests can provide the information necessary to improve ground control in variable roof conditions. It also illustrates how a pro-active geotechnical engineering program can be an essential component of a state of the art underground coal mine.
