THIS bulletin presents all analytical and lest methods regularly used by Bureau of Mines laboratories for characterizing coal and coke. To provide better service to coal producers and consumers, the scope of this bulletin has been expanded to include important test methods used to evaluate coal properties for commercial processing. The methods described will prove valuable to all persons interested in analyzing and testing coal and coke.

Research personnel from the Bureau of Mines, a representative of the Mine Safety and Health Administration, and research contractors for the Bureau of Mines met with other Government and industry representatives at three seminar locations in December 1980 to discuss the findings and products of Bureau research on mine safety training. The research program is aimed at providing assistance to the mining community in its efforts to reduce industrial-type, human-error accidents through research establishing performance based methods and media for employee training. Research emphasis is directed toward development of baseline materials and instructional models; development of methods for structuring and evaluating health and safety, supervisory, and occupational training; and the continued investigation and application of current learning and simulation technology that could significantly enhance the effectiveness of training opportunities.

Pyrometallurgical studies by the Bureau of Mines demonstrated the feasibllity of sintering and smelting a low-grade flotation concentrate made by pilot-plant processing 10-percent manganese ore from the Maggie Canyon deposit, Mohave County, Ariz. Under optimum conditions 85 percent of the manganese in a flotation concentrate that assayed 36 percent manganese was recovered as standard ferromanganese. A blend of this flotation concentrate with high-grade dithionate pilot plant precipitate was similarly processed with a recovery of 90 percent of the manganese. Thorough mixing and pelletizing of the charge before treatment on the sinter hearth was necessary to produce a well agglomerated product by single pass sintering. Although satisfactory sinter was produced from a variety of material combinations, best results were obtained on a charge that contained 80 percent flotation concentrate and 20 percent return sinter fines. This combination was mixed with 6 percent coke, based on weight of concentrate; and 12 percent moisture. Sintering such a charge yielded a well agglomerated product containing over 80 percent coarse material, The results of standard crushing tests showed that the product was physically comparable to iron ore sinters and manganese nodules.

Output of mineral products was estimated to be unchanged in 1983 from that of 1982 with the exception of petroleum. The country began production of crude oil from the Seme Oilfield, and all output was exported. Wd and charcoal constituted 72% of Benin's total energy consumption, and imported petroleum products and electric power accounted for the remainder. Cement was produced from imported clinker. The gross domestic product (GDP) was $1,061 million in 1982, the latest year for which information was available.2 COMMODITY REVIEW Gold.-Exploration was underway at Perma by the U.S.S.R. as part of the United Nations development program. Gold had been produced previously at Perma, where a grade of 0.289 troy ounce of gold per ton was reported, An exploitation program for the deposit was to employ about 100 people, and output was targeted to reach 1,600 troy ounces per year. Recoverable reserves were put at 96,000 troy ounces.

To aid the U.S. Army Corps of Engineers In their Resource Development Navigation Study, the U.S. Bureau of Mines (Bureau) examined the potential for mineral development near ten Alaska port sites. This report presents the results for the first three sites: Bethel, Kivalina (Red Dog), and Omalik Lagoon. The mineral deposits near Bethel are primarily gold and mercury; the nearest deposit being 55 mites away. Because of the expense of constructing and maintaining a road over the poorly drained lowlands, the potential of Bethel as a port site in the near-term is considered to be low. The Kivalina site currently serves the Red Dog mine and has the potential to handle material for similar deposits in the area. Results from a lead-zinc mine model indicate that potential for additional mine development exists in the area. Coal is the major deposit type found near the Omalik Lagoon site. Due to environmental constraints, development of a large-scale mine producing coal for export is considered unlikely. A small-scale coal mine model was used to examine the feasibility of producing coal for regional use. This alternative may be feasible but would require conversion of heating/generating equipment in the area.

Stress-relief techniques and instrumentation have been developed through many years of research in the Federal Bureau of Mines and successfully used to determine the in situ state of stress in rock. This paper describes the drilling equipment and accessories for use with the Federal Bureau of Mines three-component deformation borehole gage. Operation and calibration procedures for the deformation gage are discussed in detail. Site selection and overcoring procedures are included to provide a complete working knowledge for surface or underground applications.

This report presents a description of the Prototype Demonstration Vehicle and Safety Guidelines developed under U.S. Bureau of Mines Contract No. JO 366003, ?Improving Man Transit Safety. This vehicle was constructed to assess the feasibility of a set of equipment related guidelines which were drafted in Phase I of the same contract. State-of-the-Art improvements are embodied in such areas as collision survivability, occupant comfort, and multiple mode (on and off rail) operation. The electric battery powered vehicle carries a twelve man section crew at speeds up to 12 mph. The description of the demonstration vehicle Is presented In Volume I. Safety Guidelines are presented in Volume II.

In this report, the use of Penn State Ventilation Simulator (PSU/MVS) for planning and evaluating new coal mine ventilation systems is demonstrated. The simulator's application to evaluate the ventilation system of a coal mine currently under development is discussed. The ventilation system is evaluated for representing development of the mine at the end of 12, 24 and 36 months after mining has begun. The report describes the necessary steps of data input preparation, ventilation network development, analysis of results, modifications to the network, and methods to expand the computer program for networks larger than 550 branches.

Efficient transportation is necessary to complement modern mechanized mining methods. The increasing trend toward high-capacity face loading equipment has demanded equally efficient haulage methods; this has been met by increasing mine-car sizes, using larger locomotives, and increasing haulage speeds, all requiring properly installed and maintained haulage roads specifically designed for this type of traffic. The recommendations and specifications included in this circular were made to point out salient factors important to the proper construction and maintenance of track haulage roads and to serve as recommended standards for track installation and maintenance. The Bureau of Mines conducted field investigations in two underground mines to determine the actual loads to which bearing plates were subjected when installed in conjunction with full-column resin-grouted bolts and the roof movements generated by the applied loads. Measured loads indicate that the bearing plate is an integral part of the support system. Vertical displacement gauges installed to monitor roof displacements in the test sites show that the highest degrees of loading occur in conjunction with the largest amounts of movement.

This Bureau of Mines publication presents an analysis of information related to the transportation of bituminous coal by unit trains and slurry pipelines. Even for short hauls from mines to markets, transport costs frequently account for between one-third and one-half of the delivered price of coal. Minimizing these costs has become an even more critical objective for hauls from the western mines than for hauls from farther east. Factors related to minimizing costs and transporting the western coal receive special attention. Although no general rule of preference is likely to be developed that can be applied to all shipments, both rail and pipeline service will be needed on an increasing scale. The study should provide useful background information and analysis for government and industry in approaching investment decisions in the mining and transportation industries.

An evaluation is presented of the Bureau of Mines process for the recovery of metal and mineral values from municipal incinerator residues. This process employs standard mineral beneficiation techniques and is operating on a pilot-plant scale of 1,000 pounds of incinerator residue feed per hour. Products from this separation process include ferrous, aluminum, and copper-zinc scrap, and colorless and colored glass. Cost estimates were prepared for four plant sizes. The estimated capital and operating costs For the four plants follow: [ ] It is assumed that the separation plant is located adjacent to a municipal incinerator. Provision is made, however, for part of the residue feed to be delivered by truck so that one large separation plant can be used for residue from more than one incinerator.

Wastewater from uranium mines in the Ambrosia Lake district near. Grants, New Mexico, U.S.A., contains uranium, selenium, radium, and molybdenum. The Kerr-McGee Corporation has a novel treatment process for waters from two mines, sections 35 and 36, to reduce the concentrations of the trace contaminants. Particulates are settled by ponding, and the waters are passed through an ion exchange resin to remove uranium; barium chloride is added to precipitate sulfate and radium from the mine waters. The mine waters are subsequently passed through three consecutive algae ponds prior to discharge. Water, sediment and biological samples were collected over a 4-year period and analyzed to assess the role of biological agents in removal of inorganic trace contaminants from the mine waters.

"The ninth yearly National Safety Competition covering the calendar year 1933, conducted by the United States Bureau of Mines, w participated in by 332 mines and quarries situated in 35 States. Enrollment represented as increase of 10 plants over 1932, and one addition was made to the number of States represented.The primary purpose of the United. States Bureau of Mines in conducting the contest is to promote safety in United States mineral industries. This purpose is accomplished directly through the efforts of the competing companies and their employees to win first place in the competition and thereupon receive recognition on a national scale for their achievement the purpose is accomplished indirectly through studies by the United States Bureau of Mines of the facts contained in the accident reports the competing companies furnish to enable the Bureau to compute the accident rates that are the basis for determining the winners of the contest.The statistics which constitute the basis for determining the winning companies and the relative standing of all companies are prepared uniformly without regard to the States in which the companies operate, or to differences in classes of accidents covered by State laws relating to compensation for injuries resulting, from industrial accidents.Bronze trophies, known as 'Sentinels of Safety', which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines, were presented to five companies in the contest of 1933, each company having established the best accident-prevention record within one of the five classes into which all companies were divided, namely, anthracite-mining companies, bituminous-coal-mining companies, metal-mining companies, operators of nonmetallic-mineral mines other than coal mines, and quarries or opencut mines. The trophies are awarded for 1 year and are then transferred to the winners of the succeeding year's contest.The trophy for bituincus-coal mines was won by a company in Wyoming. A company in Tennessee won the trophy for metal mining. In the nonmetal-mine group the trophy was again won by a company in New York. A quarry in Michigan won the trophy for the quarry-and-opencut-mine group. The trophy for anthracite mines remains in Pennsylvania, as all anthracite mines in the contest are in that State."

The U.S. Bureau of Mines has established a wire rope research laboratory to examine the factors that affect the life of wire rope. Two sin-diameter 6x25 fiber core (FC) ropes were degraded on a bending fatigue machine, These were the second and third ropes in a series of tests on this construction and size rope. Tensile and nondestructive tests were performed on samples of the rope to determine the relationship between rope deterioration and rope breaking strength. The tests indicated that once a wire rope nears the end of its service life, both deterioration and the consequent loss of rope strength begin to increase at an accelerated rate.

This study forms a part of Bureau of Mines continuing research on thermal fragmentation of rocks. The potential of internal heating techniques for rock fragmentation is discussed. A concept of rock fragmentation with rapid inter¬nal heating of a localized inner volume of rock is advanced The energy required for rock fragmentation is made available by creating a required vol¬ume of localized heating. The fragmentation of rock using the proposed method is analyzed and qualitatively compared with the results of experiments with Charcoal granite, Dresser basalt, and Sioux Quartzite. High frequency dielec¬tric heating below 100 MHz is used in the study as an example to examine the working of the concept. The selection of operating conditions for the experi¬mental heating is explained. Fragmentation of Charcoal granite and Dresser basalt test rock blocks is achieved for localized heating below 550° C. The heated volume required for fragmentation is observed to be less than 2 percent of the test block volume and the electrical energy consumption is in the order of 3.5 to 6 5 kwhr/m3 The method offers a possibility for in situ fragmenta¬tion of rocks, favorable for internal heating. The method is highly dependent on rock properties governing internal heat generation The efficiency of dielectric heating in the experimental study is observed to increase with increasing dielectric loss of the rock material, ranging from about 10 percent in Sioux. This report discusses research being done by the Petroleum and Natural Gas Branch und the Applied Physics Branch of the Bureau of Mines to deter-mine the most effective uses of explosives in shooting oil and gas wells, as measured in terms of rates of production from the wells. An experimental investigation of the effects of detonating explosives in shallow holes drilled in rocks, chosen to be similar to those forming oil and gas reservoirs, forms the basis of this study. Records obtained from strain gages placed in the rock around the experimental shots permit determination of the generation and propagation characteristics of the strain wave. Water-injection tests made on the test holes before and after shooting allow the increase in fluid conductivity resulting from the shot to be determined. By rotating these data to the physical properties of the rock, and by conducting shooting experiments over the range of rock types common to oil and gas reservoirs, it is expected that relationships between the fluid conductivity and the properties of the explosive and rock can be developed and used for designing efficient shots for oil and gas wells. Four series of experiment.al tests were completed during the summer of 1949 and are described herein. The results of these tests confirmed the feasibility of the experimental approach and permitted outlining the plans for future research discussed in this report. This report is presented to acquaint industry with this research program and the progress to date, so that the Bureau may have the benefit of suggestions from interested readers.
