Southern Explorer Ridge (SER) is an anomalously shallow, intermediate-rate spreading ridge located 200 kilometers off the west coast of Vancouver Island, Canada. It ranges in depth between 2600 m (deepest basins) and 1760 m (bathymetric minimum). At least 60 sulfide deposits are known to be associated with hydrothermal vent fields along the ridge. For the first time geological data, including deposit locations, collected from 15 marine expeditions to SER since 1983 have been assembled in a GIS format. GIS processing techniques were employed to plot the distribution of base metal concentrations for recovered sulfide samples. The highest base metal concentrations are found in the vicinity of the Magic Mountain site (main active vent field), and also proximal to a side scan sonar anomaly referred to as AGOR 171. Individual samples near these locations have yielded values as high as 29.3 wt\% Cu, 34.3 wt\% zinc, 0.97 wt\% Pb, 2.0 ppm gold, and 664 ppm silver. Sample paucity is the key limiting factor that prevents adequate assessment of the areas economic potential.

Much advance has been made in offshore hydrocarbon exploration and exploitation in India. But the same amount of success could not be achieved in the case of other offshore minerals which are amenable for mining. However, employing present technology, there should not be any difficulty in successful exploitation with minimum environmental hazards. A demonstration is provided by considering the conditions prevailing in the Kerala offshore (southwest coast of India) scenario of monazite, ilmenite, phosphatic mud and calcareous deposits. Mud banks are unique phenomenon of the Kerala coast during monsoon season. Acting as barriers to waves, mud banks protect portions of the beaches from being eroded and trap sediments from either side facilitating growth of adjacent beach. The easy minable possibilities of the phosphatic mud during non-monsoon season with less pollution hazards and dumping back the waste material after processing for phosphate at the breaker zones to reduce the erosional effects on the coast make the exploitation economic and ecofriendly unlike the benefication of the lowgrade phosphate ores on land on a comparatively larger area and subsequent crushing, transport and resulting pollution.

In early 1990s, the Korean government has launched a deep-sea research program to secure the stable long-term supply of strategic metallic minerals including Cr, Cu and Ni. Through the pioneering surveys, Korea registered 150,000 km2 of Mn-nodule field in the Clarion-Clipperton area, the NE equatorial Pacific to the international sea-bed authority (ISA) in 1994. Following the ISA exploration code, the final exclusive exploration area of 75,000 Km2 was assigned in 2002, based on results of eight-year researches of chemicophysical properties of nodules, bottom profiles and sediment properties. Since that time, environmental studies, mining technical developments including robot miner and lifting system and establishment of smelting systems were accompanied with the detailed geophysical studies to decipher the priori mining area until 2009. Major points of the recent Korea Mn-nodule program are deployed on a commercial scale until 2015. In order to meet the goals, detailed 25,000 scaled mining maps in the priori area will be prepared, which can provide operation roots of the miner. In addition, an environmental-friendly mining strategy will be pursued based on the environmental impact test and environmental monitoring.

The Norwegian Petroleum Directorate, which is the Government agency for the management of offshore geo-resources including seabed minerals, is about to finish this year’s marine data acquisition cruise in the Norwegian Sea. We would very much like to present the preliminary results of that cruise, including the discovery of a new black smoker and surrounding sulphide deposits.

Around 235 million tonnes of marine aggregates have been dredged in the last decade from the UK continental shelf alone. The current distribution of marine aggregate production licence areas in North West Europe reflects the relationship between a variety of factors such as the natural distribution of deposits of sand and gravel, the demand for aggregates, the technical capabilities of the dredging fleet and environmental considerations. Whilst the sand and gravel deposits targeted by the marine aggregate industry are generally relict and therefore geographically fixed, the remaining factors have evolved over time and will continue to do so in future. Applications for new licences must not only reflect the current situation, but anticipate future trends. The main markets for marine aggregates are the construction industry, centred around the larger centres of population and coastal protection projects along the coastline of Europe. The aggregate industry as a whole does not create demand but simply meets it. Many factors influence the overall demand for aggregates and guidance exists for those in authority and industry who need to plan for the supply of aggregates. Adequate supplies should be maintained at the best balance of social, environmental and economic cost, whilst ensuring that extraction and development are consistent with the principles of sustainable development.

KIGAM (Korea Institute of Geoscience and Mineral Resources) has been doing various kinds of research works in marine minerals and energy resources exploration and utilization since early 1990s in Korea. In the presentation, the authors will introduce the recent research and development activities mainly focusing on the rare earth metals of the Pacific deep seabed Mn-nodules and gas hydrates which occur from Korean deep waters. KIGAM has been participating in the polymetallic manganese nodule exploration, mining and metal-extraction project, which is modulated by KIOST (Korea Institute of Ocean Sciences and Technology, formerly KORDI). Now KIGAM puts more focus on extracting precious and rare earth metals from the Mn-nodule as well as underlying sediments. The rare earth elements (REE) from seabed mineral deposits also draw attention to those countries including Korea which are lack in natural resources. KIGAM is doing several kinds of leaching experiments using various kinds of reagents under the different experimental parameters. Extraction of rare earth metals from deep sea nodule using H2SO4 and HCl solution showed good leaching effect. As the gas hydrates are to be evaluated as a new future energy resource globally, Korean government has initiated national R/D program covering fundamental exploration survey for resources assessment in Korean deep waters and production technology development. Iron and manganese are very mobile metallic elements in the surface aqueous environment, particularly in the oceans. The elements are easily precipitated as oxides or dissolved back into water, controlled mainly by redox conditions, and the oxide precipitates often selectively accumulate other metallic elements. We have found clear evidence of fine-scale variations in chemistry, mineralogy, isotope composition and microstructures within various iron-manganese nodules and crusts, such as in the deep-sea basins and seamounts of the Pacific Ocean, and in shallow waters in the Baltic Sea. The patterns of variation with depth (that is time-lapse profiles of the deposits) are often correlated among samples and sometimes between remote localities. These fine-scale variations most probably reflect past depositional conditions and possibly image the environmental change, although they remain to be correlated to any physicochemical, geological, or oceanographic parameters. The hydrogenetic ferromanganese crusts have grown widely in the northwestern Pacific, accelerated by intensive circulation of oxygenated bottom waters during the last several millions of years, or earlier. The fine-scale (in millimeter) in-depth compositional and textural patterns with Be-10 growth-rate curves suggest significant changes in growth rate and also occasionally show a common microstratigraphic pattern among samples. Some of the samples indicate a correlation in growth pattern between remote locations, while others suggest short-range difference of oceanographic conditions with water depths.

After verification of methodology and testing of prototype systems during 2005/06, Nautilus Minerals expanded their Papua New Guinea (PNG) operations to a full commercial exploration program in 2007. Included was the deployment of sensors and survey systems to locate, characterize and verify massive sulfide deposits with potential as mine sites within the tenements held by Nautilus in PNG. This presentation discusses some of the gear developed and operated during the 2007 PNG investigation.

"The conceptual basis of the developed model is based on the ideas that evolution of geological-geomorphological structure of the CCZ is controlled by four types of geologic factors: geodynamic, sedimentary, volcano-tectonic and erosion-lithodynamic. In terms of time span two factors (geodynamic and sedimentary) can be considered as permanent and the other two as sporadic.The geodynamic factor is responsible for two interrelated geological processes. One is going under conditions of the axial zones of spreading centers and results in formation of the CCZ basement. Historically this process is considered as a starting point for each of the heterochronous fragments of the CCZ. The second one controls gradual shifting towards the Pacific Plate (Hawaiian direction) and subsidence to greater depths of the neogenic fragments (basement). Thus, those processes control basic topography, geomorphology and the seabed depth within the CCZ.Volcanogenic-hydrothermal activity of the EPR is one of the main sources of the ore components, which finally compose manganese nodules as a result of complicated processes of their dissemination and transportation to the bottom in dissolved and organically bound forms.The role of the other constant factor (sedimentary) is displayed in two ways. Firstly, initial relief is smoothed under the influence of this factor, which, subsequently, makes favorable conditions for manganese nodules formation. Secondly, it favors transportation of the majority of the ore components, participating in manganese nodules formation into zones of active nodules formation."

China, India and South Korea are three developing/newly industrialized countries that can show a very positive economic development in latter years. Moreover the three countries also feature amongst the countries with the highest level of activity in deep seabed mining today. India was the first country to achieve Pioneer Investor status in accordance with the UN Convention on the Law of the Sea. The country has carried out comprehensive exploitation of nodule deposits in the Central Indian Basin. India has an active programme for development of mining technology and internationally, India is probably the leading nation today as far as processing technology is concerned. China for its part has established a central coordination unit for its deep seabed involvement and its exploration and technology development is already well underway. South Korea has applied for Pioneer Investor status and much indicates that it will be allocated its own minesite in the autumn of 1994. The three countries are in mutual contact in the area of the Law of the Sea. Korea contacted both China and India when drawing up its application for pioneer investor status and allocation of minesite. However, no cooperation exists between the three regarding for example technology development, economic analysis or in studies of the environmental consequences. The main purpose of this paper is to focus on why and how the three countries would be well advised to cooperate in the above areas. Economic, technological and organizational aspects all point in that direction.

Placer minerals are one of the rich natural resources readily made available primarily and broadly in the form of inland placers, beach placers and offshore placers. The exploitation of placer minerals goes back in the history for a period of time immemorial in the form of alluvial placer mining. In India only 35% of coast has been scanned for beach placer minerals. The buried inland placers and offshore placers have not been given due attention. Integrated management and sustainable development of coastal and Open Ocean including the EEZ are of great importance to us. Judicious exploitation of non-renewable mineral resources plays an increasingly important role with regard to future economic and social development. This calls for newer techniques for exploring and analyzing more the seafloor. Though India could remain in the placer mining for the last four decades through the establishment of the Indian Rare Earth in both east and west coasts, the lack of necessary dynamism to expand such industry and catch the world market points out a significant setback. It is highly essential to establish the major trends of paleo-beaches, since some of them are definite to contain highly rich heavy mineral placers comparable to the one being mined by beach scraping. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along the West Coast of India. In recent years the National Institute of Oceanography, India and the Geological Survey of India attempted to invest on nearshore placer exploration by applying the integrated survey techniques.

Continental shelf margins are dynamic sedimentary environments that contain important benthic habitats and support many functions such as navigation, national defense, cables, pipelines, trawling, and oil and gas and mineral extraction. Coastal margins also contain resources such as sand and gravel aggregates, which are becoming increasingly important for beach nourishment to mitigate coastal erosion and enhance recreation and to restore degraded coastal ecosystems. Existing geologic maps of the seafloor and sub-bottom sedimentary character, morphology, texture, composition, and other seafloor properties are not available for some regions, are out of date and not inclusive of the massive data collected during the past several decades, and are not in GIS-based digital formats. New geologic maps, based on unified and integrated national digital datasets, showing the sedimentary character of continental margins are critical tools for both research to better understanding the geologic history and processes of continental margins as well as the distribution of habitats and resources and for managing coastal-marine resources. The majority of existing seafloor maps are decades old and do not include recent data from mapping surveys, seabed sampling and observation carried out by federal agencies, universities and industry. Because continental margins are increasingly important, comprehensive and integrated databases are needed to produce GIS-based digital maps displaying information such as seafloor geology, sediment character, texture and distribution. To meet the need for a unified database of seafloor sedimentary character, the USGS is conducting the Marine Aggregate Resources and Processes project, a national assessment of marine sand and gravel with federal, state, and academic partners.

Meaningful and real time environmental monitoring of marine tailings placement is a clear sign of deeper commitment to the people of PNG in regard to impacts of mining on coastal environment and marine life. Today daily mine wastes and tailings are increasingly being delivered to the seabed offshore of project sites in Misima and Lihir islands. Ramu and Simberi mining projects also plan to dispose tailings out at deep sea. As tailings leave the tailings pipe and come out into the seabed, concentrations of the cations and other potential harmful particles in the tailings stream need to be quantifiably monitored each day during the life of the refinery. For continuous monitoring of the tailing?s true chemical characteristics submarine cables connected with ocean floor observation systems consisting of deep-sea underwater video, and cation sensors and electrodes will be laid. Power transport to the tailings site and data transfer from the tailings site will be via opto-electric cables. Various data center instruments will record and manage the collected data. Observation data will be transferred in real time to stake holder?s data centers via a dedicated line from on-land stations, and then distributed to company offices and government establishments. Japan Marine Science and Technology Center, Telikom PNG, and Australian Institute of Marine Sciences will be the key advisers in this project. The main role of the observatories is to monitor and collect background seabed geochemical data prior to start of tailings disposal, during tailings disposal period, and after the life of the refinery.

The small-scale observations, mapping, sampling, and in-situ experiments have been carried out since 2009 using JAMSTEC ROVs at some model seamounts in the Northwestern Pacific seamounts. Laboratory analysis on mineralogy, chemistry, chronology indicated a continuous slow precipitation since the Middle Miocene, at water-depths 1-6 km, and the modern hydrogenetic precipitation even in the oxygen minimum zones. Thus the variability in abundance and grade of the deposits on regional, small and microscopic scales are determined by geological, geochemical, and hydrological conditions, resulting in the stacked piles of tiny precipitates from the seawaters.

The Portable Remote Operated Drill was developed in Sydney, Australia in the 1990’s. The device is a platform for many in-situ seabed sampling and coring tasks. The range of tools developed for use in PROD’s magazine now includes gas detectors, vane testers, penetrometers and corers. This paper presents aspects of the soils testing undertaken in deepwater since 2005, focusing on testing of methane hydrates and reefal accumulations. The varied selection of tools carried in PROD’s magazines allow the unit to perform several functions from the seafloor in one deployment.

Seafloor massive sulfides have been a subject of interest for profitable commercial mining these ten years. Because of the higher Au, Ag, and Cu contents, they have received much attention as immediate commercial mining targets by private companies and nations. Some of them already proposed the technologies necessary for the commercial mining. However, the technologies for survey, excavation, lifting, and ore dressing have not yet well been examined from viewpoint of the economy. A thorough appreciation of the origin, formation, preservation and geometry of marine sand and gravel deposits is central in demonstrating that their extraction by dredging does not affect coastal processes or marine life. Geological evaluation underpins wave, tidal and sediment transport modeling and assists in predicting the nature and extent of seabed change during and after dredging. Marine sand and gravel deposits in the English Channel, southern North Sea and parts of the Irish Sea are of predominantly periglacial fluvial origin and record long histories of valley and floodplain cut and fill associated with Quaternary climatic and sea level oscillations. In the Bristol Channel, the influence of marine transgression and tidal dominance in sorting proglacial outwash deposits is evident in the distribution of sandbanks, scoured channels and gravel lags of this region. These deposits are relict and are unrelated to coastal sediment dynamics. Their extraction leaves seabed depressions which monitoring shows remain unfilled. The resultant offshore bathymetric changes and sediment removal in over 10 m water depth are not transmitted to the coastal zone as beach drawdown, wave height increases or sediment starvation. Applications for new aggregate dredging permissions in UK waters must be accompanied by an EIA and need to make a convincing case that the dredging will not affect rare or declining species and communities of marine life. Seabed recovery rates post dredging are now investigated and understood with reference to geological setting and the uniqueness of the sediment/biological character (biotope). Investigation of the continental shelf by the Industry and others reveals the large extent of gravel-dominated biotopes relative to commercially viable deposits.

The importance of cobalt-rich manganese crusts on the Pacific seamounts for possible future rare metal sources has currently been recognized. The thin layer-type deposit characteristics affect not only the excavation efficiency but also the economy of mining venture. Considering the thin layer-type distribution and the utilization of some rare metals in cobalt-rich manganese crusts, a preliminary economic feasibility of the mining venture is evaluated. Under some preliminary technical assumptions, the possibility of cobalt-rich manganese crusts for future rare metal sources for Japan is examined. The important role of utilization of rare metals in the crusts is highlighted.

INTRODUCTION The UN-General Assembly adopted an Agreement on 28 July 1994 entitled ‘Agreement relating to the implementation of Part XI of the United Nations Convention on the Law of the Sea ((UNCLOS) of 10 December 1982’. The Agreement came into force on 16 November 1994, and consequently, the inauguration of the International Seabed Authority (ISA, or the Authority), located in Kingston, Jamaica. The Authority is the organization through which States Parties to the Convention (168, as of 25 July 2017) shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the Agreement, organize and control activities in the Area, particularly with a view to administering the mineral resources of the Area. The legal regime for the administration and development of the mineral resources of the Area as it now exists are available in Part XI of the Convention1 which contains the legal framework governing “activities in the Area” and in Annex III to the Convention which contains the “Basic Conditions of Prospecting, Exploration and Exploitation” with respect to the resources of the Area2. The 1994 Agreement relating to the Implementation of Part XI of the UNCLOS is the so- called ‘parallel system’; as elaborated in article 153 of the Convention. The essential elements of the ‘parallel system’ include assured access for States parties and their nationals to seabed mineral resources along with a system of site-banking, whereby ‘reserved areas’ are set aside for the conduct of activities by the Authority through the ‘Enterprise’ itself or in association with developing States or in joint venture with the contractor who provided the particular reserved site2.

Natural methane hydrate has been scientifically studied as a carbon reservoir globally. However, in Japan, the potential for energy resource has been industrially highlighted. There is less domestic oil and natural gas resources in Japan, but many potential deposition areas for methane hydrate in ocean around Japan are the reasons. Less CO2 discharge from methane compared with coal, oil and conventional natural gas when the same calorie value we get is considered as the advantage for energy resource. However, because methane hydrate distributes in shallower sediment layer in ocean floor, accidental leakage of methane may occur while we utilize methane hydrate. Methane itself has 21-times impact on the greenhouse effect, if it reaches the atmosphere. Therefore, it is necessary to estimate the behavior in the environment after the leakage, if we want to use methane hydrate as energy resource. The mass balance after leakage of methane on seafloor and in water column is numerically studied through the analyses of methane emissions from natural cold seepages and hydrothermal activities in this research. The outline structure of mass balance ecosystem model shown in Fig. 1 is introduced. A numerical early diagenetic model CANDI (Carbon And Nutrient Diagenesis) developed by Boudreau (1996) for simulating the biogeochemical processes such as organic matter, oxidant, nutrient, bi-product, and pH diagenesis in aquatic surface sediments and C. CANDI improved by Luff and Wallmann (2003) for describing the formation process of calcium carbonates in CANDI are used as bases of the ecosystem modeling in surface sediment layer around seafloor methane emission. Two functions such as methane bubble dissolution and bacterial methane oxidation in water column are added to an existing physical plume dispersion model by Doi et al. (1999).
