What is known about manganese nodules and their potential commercial recovery is outlined in terms of economics, legal rights, environmental impacts, and mineral genesis. As a result of 20 years of accomplishments it is clear that nodules comprise a real resource, and that they can be collected in water depths up to 5000 m, for brief periods, and raised to a surface vessel at rates of production appropriate for scale model systems. Based upon information in the public domain at present there is more confidence in the nature and magnitude of the resource than in the ability to recover nodules commercially. A review of the literature suggests that the metallurgical processing of manganese nodules is technically feasible and that the associated costs are well predictable. What is less clear is the market outlook for the products. All "overlapping claim" conflicts have been resolved. Therefore, parties with a historic interest in nodule mining appear now to have the right to mine in the future, assuming they properly complete whatever exploration license obligations they may have.

Large scale, profitable, offshore mining of cassiterite started in 1907 around the coast of south Thailand and continues today in Indonesia. The more complex marine mining of diamonds commenced in the early 1960?s and is now an established industry off the coast of Namibia in southern Africa. The activities have involved many diverse organisations, and have required the development of new marine mining equipment. De Beers Marine, more recently as contractor to Namdeb, has been the dominant producer since 1989. Smaller, public, mining companies, registered in South Africa, Canada and the U.K., have achieved mixed performance results, but the total annual revenue from offshore diamonds now exceeds about US$ 180 M. With the benefit of hindsight, there are some useful lessons to be learned from the experiences. Mining of placer deposits at sea is more difficult and more costly than on land. It justifiably commences in response to a market demand for a product that cannot be supplied in sufficient quantity from onshore sources, not because the marine resource exists. The high costs can be offset in places by submarine grades so high that they have not been seen on land for a century. Technical and commercial success requires a combination, and a sufficiency, of ore reserves, capital, experienced people, and technology. Economic viability is not achieved easily and some diamond mining companies have experienced a very short productive life, terminating in their acquisition or liquidation. The reasons for failure in marine mining, regardless of whether the product is diamonds, gold, or tin, invariably are similar and fall into two categories. Those outside a company?s control include the sea conditions, taxation and fiscal climate, security of lease tenure, and the diamond market. The others, assignable to the company, provide important instructions for those who may aspire to advance the cause of marine mining.

Development of a deep-sea mining system is a new and interesting field of research. Commercial mining of the ocean floor for SMS deposits is yet to occur, and while exploration of the undersea has been undertaken by various research institutes exploitation of SMS deposits is yet to be investigated in detail. Industry has been stimulated by the potential development of economically viable deep-sea mining methods. The establishment of deep-sea mining production has also been encouraged by industry trends. These include the success of the oil and offshore diamond industries, scientific advances in computer modeling, technological advances in undersea exploratory equipment and further development of the Law of the Sea. This project also presents an opportunity to build on UNSW?s established reputation, positioning the Mining Research Centre as a leader in this specialized field of research. This project aims to form a greater understanding of the environmental conditions associated with SMS deposits, detailing the physical, biological and chemical characteristics of typical ocean floor sites from an environmental management perspective. With the aid of previous numerical models and disturbance experiments that have been conducted at various ocean floor sites worldwide, new virtual reality models will be developed to enable assessment of the environmental impact of the undersea mining process. These models will simulate seafloor systems prior to mining through various stages including particle distribution and sediment disturbance, to illustrate the impact of a number of proposed mining techniques. The model will allow users an interactive virtual experience of a potential SMS deposit site where hotspots can be identified and mining processes can be demonstrated. This initial baseline model will help to establish generic parameters, which can then be modified and tailored to simulate a wide range of deposit sites and differing mining processes. These models will be validated with the development of appropriate physical modelling.

The Korea Ocean Research and Development Institute conducted its first exploration for deepsea mineral resources in 1983, and began a systematic deepsea prospecting in 1989 among Micronesian islands and in central and eastern parts of Carion-Clipperton fracture zones of eastern Pacific. With the arrival of R/V Onnuri in 1992, KORDI commenced a full-scale national program for nodule exploration. The total area surveyed by KORDI covers more than 1,500,000 km2. At the end of 1993, based on the collected data, Korea designated 300,000 km2 in the Clarion-Clipperton fracture zone as prospective mining area for manganese nodules, and accordingly, the government of Korea submitted the application in January of 1994 to the United Nations for registration as a pioneer investor and for the allocation of a pioneer area. This application was approved by the General Committee of the Preparatory Commission in August 1994. As a result, Korea became the 7m pioneer investor under the United Nations Convention on the Law of the Sea. KORDI is now carrying out detailed exploration survey and environmental studies in the registered area to fulfill required obligations to UN, and Korea will continue exploring the last frontier on earth. It is KORDI's unshaken calling to be successful in exploiting deepsea resources to provide our nation resources it lacks. It is not only a challenge to explore deepsea, but it is also our national mission to explore and succeed in our endeavor for future generation.

The Zacarias gold-silver-barite deposit appears to be a Precambrian analogue of present-day exhalative deposits on the sea floor. Geochemical, stratigraphic and structural studies of the latter can be useful in elucidating the ore environment at Zacarias, thereby assisting exploration. The Zacarias mine is about 300 km north of Brasilia, within the Goiás Massif, Brazil. It is the southernmost of three auriferous quartzite occurrences along 1 km of a northeasterly striking amphibolite. Zacarias and its neighboring smaller deposit to the north, the Central Pit, contained a premining ore reserve of 650,000 tons at 4.4 g/t gold, 48 g/t silver, and about 20% barite. Gold mineralization is hosted by concordant quartzite strata also containing layered barite, pyrite, barium-mica, sphalerite, galena, chalcopyrite, magnetite, sulfosalts, free gold, and electrum. The host amphibolite is intercalated with barren mica-quartz-chlorite-pyrite schists that are more voluminous in the footwall and are associated with the ore horizons. Above the amphibolite in the hangingwall lies a thin graphitic shale, then a feldspathic arenite. The strata and regional foliation strike northeast and dip 42° northwest. Crenulation and small-scale folds plunge 30 to 40° to the west.

"Seafloor hydrothermal systems result in the emission of abundant particles and nanoparticles into seawater1. Many of the elements in these particles settle locally, although some are transported distally to the global ocean2. Although broad similarities exist, the mineralogy, size and therefore reactivity of particles emitted varies between sites in the global ocean, and even within sites at the same vent field. The particle geochemistry of these vent fields is a critical but little understood component both from a perspective of baseline characterization and potential environmental impacts.The mining of seafloor massive sulfides formed from hydrothermal venting will generate a new class of particulates in the deep ocean. Broadly, black smoke and SMS tailings exhibit similarities including abundant Cu, Fe and Zn sulfides, and a large number of submicron particles. In addition to the major minerals, minor minerals including As, Bi, and Pb are present, especially in back arc settings. However despite broad similarities, natural “black smoke” and crushed sulfides created during mining operations differ significantly in size class, morphology, abundance, and reactivity. A comparison of these two classes of particulates will be presented, including chemical composition and reactivity to dissolution and oxidation."

Following the recent award of a prospecting license by the New Zealand Government, Widespread Energy Ltd. (Widespread) is focused on the acceleration of its exploration program in order to bring a potential phosphorite deposit to market in the near future. Rock phosphate is the primary constituent of most fertilizers that are manufactured and distributed in New Zealand. Field trials in the 1980s demonstrated that direct application of rock phosphate can result in a more effective fertilizer (than super-phosphate) with less environmental damage from run-off. At present virtually all of the rock phosphate used by the New Zealand fertilizer industry (approximately 1 million tonnes a year) is imported from Morocco. In recent years price increases of up to 12 fold (peak of $500/t) with massive increases in freight costs have bought to the forefront the economic opportunity to in part replace foreign imports with a local source of phosphate. The Chatham Rise phosphate deposits are relatively well understood, having being discovered during the 1950?s and it is estimated that approximately 100 years supply (at current requirements) is present at shallow depths. An estimated 100 million tonnes of rock phosphate is present within the license area based on previous private and publicly funded research. Widespread has engaged several parties to assist in the exploration planning to confirm the resource potential. Widespread has commenced investigating the feasibility of recovering the phosphorite nodules off the sea floor, and presently has several conceptual technical solutions under consideration and will advance the discussions with potential contractors during the exploration phases. Widespread is acutely aware of its responsibilities to conduct both the exploration program and extraction of the rock phosphate, in a manner that causes minimal disruption to the marine environment. To this end, the National Institute of Water and Atmosphere (NIWA) ? a New Zealand Crown Research Institute has been engaged to assist in designing sampling and extraction methods that will minimize disruption to the seabed. All sampling and extraction activities are planned to be conducted with reference to the environmental guidelines published by the International Marine Minerals Society ?Code for Environmental Management of Marine Mining.? Widespread is conducting its project with a background of changing regimes to both the allocation and environmental management of its activities.

Numerous hydrothermal vents occur along the Earth?s oceanic spreading axes documenting the reaction of seawater with hot magmatic rocks. The circulation of seawater through the oceanic crust, the interaction with hot rocks in the crust, and the subsequent discharge of hot metal- and gas-rich fluids into the ocean have significant implications for the cycling of material and energy on Earth. Until recently, hydrothermal activity was unknown from the Mid-Atlantic Ridge (MAR) south of the Equator where the MAR is offset by about 1000 km at the St. Paul?s and Romanche fracture zones. During a British cruise in February/March 2005, the first active hydrothermal vent field was discovered on the southern MAR at 5°S. During our follow-up cruise M64/1 in April 2005, the first samples from this vent field were recovered with the ROV QUEST (Univ. Bremen) and analyzed onboard. The high-temperature vent field is situated in a water depth of 2990 m along a line of collapse pits within a large basaltic sheet flow. A diffuse, low-temperature field occurs in a jumbled sheet flow few hundred meters to the east with warm water streaming out of cavities between lava blocks. Here we show for the first time that boiling fluids of ~400°C are emanating from sulfide-bearing vents at a depth of about 3000 m at a slow-spreading Mid-Atlantic Ridge segment. Although this segment is composed of thick basaltic crust, these fluids are dominated by hydrogen relative to methane. Whereas the active chimneys consist of pyrrhotite, chalcopyrite, and isocubanite, the mineral association hematite-magnetite-pyrite occurs in the inactive chimneys suggesting that the fluids became more reducing in present times. The high hydrogen contents and the high temperature of the fluids as well as the change to more reducing conditions are most likely related to a young volcanic eruption event some 300 m east of the hydrothermal field. The presence of hematite and magnetite may indicate that the upflow zone or even the reaction zone at 5°S used to be more oxidized then at other MOR sites, where the hydrothermal fluids are commonly buffered by the pyrite-pyrrhotite-magnetite (PPM) buffer. Consequently, high iron contents and high hydrogen/methane ratios occur in high temperature fluids from basaltic host rocks rather than being restricted to ultramafic host rocks. Faunal communities at the South Atlantic vents largely resemble those from the North Atlantic vents implying that the large Equatorial fracture zones do not inhibit or obstruct faunal exchange along the Mid-Atlantic Ridge.

The main characteristics of the 2545 km Tonga-Kermadec subduction system are the subduction of the Pacific Plate and its sedimentary cover in the Tonga-Kermadec trench and the extension and rifting of the lithosphere behind the active island arc in the Lau basin - Havre Trough back-arc systems. The subduction of the Louisville Seamount chain at 25.6°S affects the tectonic and volcanic system and separates the island arc into the Tonga arc and the Kermadec arc, respectively. To the west, a Miocene island arc is represented by the Lau-Colville ridge. The crustal extension between the Lau-Colville and the Tonga-Kermadec ridge started at about 6 Ma, and induced their separation and the onset of the southward rifting since about 5 Ma. Characteristics of the Tonga-Kermadec arc system include (i) the fourthfold decrease of the subduction rate from 24 cm/a in northern Tonga to 6 cm/a in the southern Kermadec trench, mainly north of 23.5°S; (ii) the development from fast spreading in the Lau basin (16 cm/a) to slow rifting (2 cm/a) in the southern Havre Trough with the transition from spreading to rifting at 23.5°S; (iii) variations in the composition and the volume of the subducting sediments and rocks (detritus from the Samoan hotspot at the northern Tonga arc; the aseismic Louisville ridge at the southern Tonga arc; increasing terrigenous sediments from New Zealand at the southern Kermadec arc); (iv) a number of active volcanic centers younger than 1 Ma and characterized by significant shallow submarine hydrothermal systems.

With the pending U.S. ratification of the United Nations Convention on the Law of the Sea (UNCLOS), the subject was raised as to the Convention's potential impact on U.S. ocean science. The Ocean Studies Board (National Academy of Sciences) elected to convene a two-day workshop in October 1995 to consider the potential impacts and to determine whether or not they warranted a more formal and intensive study. A review of the workshop discussions and deliberations concerning the matter of UNCLOS and U.S. ocean science will be presented.

Williamson and Associates, Inc of Seattle, Washington has recently built a remotely operated seafloor coring system for Nichiyu Giken Kogyo Ltd and the Metal Mining Agency of Japan (MMAJ). The system is designed to core to depths of 20 meters in 6,000 meters of water and will be operated from MMAJ's research vessel Hakurei-Maru No. 2 The corer uses rotary rod coring methods and will recover a core diameter of 44 mm. To facilitate coring through soft or unstable formations, the corer has the ability to set casing. The corer is fitted with thrusters for positioning during landing and telescoping legs for leveling. The system is operated through a 12 km electro-optical cable. Data displayed to the operator provides the operator with real-time feed back and control over the coring process. The operator has independent proportional control over bit weight, advance rate, rotary speed, and flushing water flow. The process of making up, breaking down and storing the drill string is automated and is controlled by a logic driven software routine. The system is currently undergoing trials in Japan. This presentation will discuss the drill's capabilities and should be of interest to those in need of a tool for assessing the thickness of marine mineral deposits.

Recently, the Korean government prepared a strategy for deep seabed mining, which consists of three stages for 20 years until 2010. The first step of the program is focused to conduct deep seabed exploration until 1993. The apparent "hurry-and-spend to catch-up" policy that the Korean government has shown in deep seabed mineral exploration was motivated by an effort to qualify a prerequisite requirement to be a pioneer investor as a developing country under the terms of Resolution II and the New York Understanding. Since 1983, KORDI (Korea Ocean Research and Development Institute) under the auspices of the Korean government has carried out deep seabed mineral exploration. The KORDI had a joint exploration program with USGS from 1989 to 1991 aiming to evaluate the potentiality of manganese nodule in the western part of Clarion-Clipperton Zone as well as that of manganese crusts in the western Pacific. In 1992, Korean government accelerates its program by the confirmation of national policy and the equipment of new built research vessel, Onnuri-Ho. The RIV Onnuri-Ho is about 1400 G/T, which is equipped with various advanced instruments including GPS, multi-beam echosounder (Seabeam 2000), multi-channel seismic system, and MDM system.

Recent offshore diamond exploration has been concentrated in the SW Joseph Bonaparte Gulf. I`IW Australia. Extensive high resolution seismic and sampling surveys have been carried out in Cambridge Gulf, offshore of the mouth of the OR River and other rivers of the region. Surface-tow boomer surveys have been correlated with sampling data from vibracores and a wide diameter (1m) airlift system, providing a geological framework for the area. Although large-scale bulk sampling has not been undertaken, there has been no reported recovery of diamonds since 1993. The geology and prospectivity of a range of potential diamond traps in high energy, fluvial and transgressive depositional settings has been assessed. Potentially diamondiferous targets include (i) a shoreline apron. (ii) fluvial/estuarine channel infills and terraces and (iii) ravinement surfaces.. Although there is evidence for a long history of fluvial development and sea level changes, the majority of the investigated traps represent the result of erosion and sedimentation during and following the last interglacial. Significant volumes of unconsolidated gravels and coarse-grained sands with occasional indurated layers are present, and are locally exposed at sea beet In place s thick successions (>5m) of fine-grained overburden overlie the coarse-grained sediments.

Onslow Bay is a broad, shallow, high-energy shelf system bounded by the Cape Lookout and Frying Pan shoals. It is generally a sediment-starved shelf system dominated by hardbottoms with a scattered and discontinuous veneer of mobile Holocene sediments. Phosphate-rich beds of the Miocene Pungo River Formation crop out in a belt 150 km long and up to 50 km wide across the continental shelf in Onslow Bay, North Carolina. Previous research has demonstrated that a few of these beds contain vast quantities of potentially economic phosphate resources that occur in the surface and shallow subsurface sediments. Onslow Bay contains five phosphate-bearing beds predicted to include up to 20.7 billion tons of in-place phosphate concentrate with total sediment grades ranging up to 22.9% P2O5 and adjusted average concentrate grades of 29.8% P2O5. These phosphates are lithologically and chemically similar to phosphates currently being mined in the nearby Aurora phosphate district in North Carolina. Various lithologies of the Pungo River Formation and associated rock units of Oligocene and Quaternary age crop out on the sea floor to form extensive hardbottom habitats that dominate almost 100% of Onslow Bay. A large proportion of these hardbottoms appear to be sea floor deserts, whereas others are virtual oases with rich associations of benthic organisms. These important differences in benthic community structure appear to be greatly influenced by one or more of the following variables: 1) geologic framework (geologic formation, hardbottom composition, morphology, and spatial orientation relative to dominant currents and waves), 2) texture, movement, and accumulation of surface sediments, and 3) flow rates and chemical composition of discharged submarine groundwater.

The Cook Islands is a group of 15 islands, being a Polynesian nation in the heart of the South Pacific Ocean and now bears the name of famed English navigator Captain James Cook, who sailed here in the 1770’s. In the 1800s, it was re-named “the Cook Islands” by illustrious Russian cartographers from the previous English name of “The Hervey Islands”. SEABED MINERALS The Cook Islands has one of the world’s most abundant deep seabed mineral (SBM) resources of Manganese nodules estimated at 10 billion tonnes, within its large Exclusive Economic Zone (EEZ) of almost 2 million square kilometres. This knowledge has been gained through numerous scientific surveys conducted in the Cook Islands waters by many international scientific research entities, starting with a Russian deep seabed marine survey in the 1970’s, from which many physical samples of these abundant Manganese nodules were first recovered. Some of the 1970’s Russian samples are still retained in the Cook Islands more than 40 years later. Then a comprehensive 21 year Pacific wide Seabed Minerals scientific study, between 1985- 2005, undertaken by the Japanese and SOPAC1 based in Fiji, confirmed that the Cook Islands has a vast, unique and valuable deep seabed minerals resource of Cobalt rich Manganese nodules. These Nodules contain many valuable minerals required by the global market including Nickel, Copper, Cobalt and Rare Earth Elements.

Diamonds were discovered on the coast of Namibia in 1907 but it was not until 1962 that the first gems were produced from offshore by a barge employing an airlift. Geophysical surveys and a sampling program were initiated and an understanding of the diamond distribution was gained. Several vessels, some with multiple airlifts, were used until the early 1970's. Some spectacular production results were achieved, but generally the systems failed to retrieve the gravels efficiently from beneath the overburden and off the bedrock. Various companies continued working with mixed outcomes until the mid-1980's, when new regulations were enacted by the authorities. The local Southern sea conditions dictate the present mining methods which are now applied over several hundred kilometers of the west coast. In shallow waters divers operate from small vessels, suctioning the diamondiferous gravels to surface with gravel pumps. In water depths of up to 50 m airlifts of various designs continue to be utilized with recovery plants installed on the vessels. Beyond 100 m depths a remote controlled, tracked, vehicle is used, together with a large drill mounted on swell compensator. Each system is deployed from a separate ocean-going vessel. Production of diamonds from the offshore is rising rapidly, with expectations of further increases. The coastline is likely to be the scene of new developments in marine mining techniques.

The Marine Mining Technology Center (MMTC) was authorized by an act of the United States Congress in 1996. The act established several marine minerals research centers in the U.S., including one at the University of Alaska Fairbanks. The Alaska MMTC is funded through the Minerals Management Service of the Department of the Interior and concentrates its research in the Artic seas region. Recent research projects at the MMTC include, among others, a geographic information system (GIS) application to the gold placer deposits offshore Nome, Alaska, a marine gold placer reserve definition model using a neural network, and development of an expert system model for submarine tailings disposal (STD) planning and decision-making. Although geostatistics remains the most prevalent method used today for ore grade estimation, researchers have made numerous improvements over the years for accurately predicting grades of ore using various other estimation techniques. As a result, the neural network has recently emerged as an alternative to geostatistics for grade estimation purposes. A neural network is a non-linear, model-free estimator that is well-suited for noisy and/or sparse data environments. Neural networks perform best with non-linear spatial data, contrary to the stationary assumption of ordinary Kriging techniques. In the marine placer ore reserve definition model, the neural network technique was used to estimate placer gold reserves offshore Nome. This study demonstrated the utility of neural network modeling over other traditional ore reserve estimation methods, especially for high cut-off grades. Some of the relevant issues of neural network modeling were also addressed in the study. In testing, the neural network produced results that were close to those from geostatistical techniques including Kriging, polygon, and inverse distance methods.

Managing sediment plumes under multiple jurisdictions Management of activities in the New Zealand EEZ can be characterized as a distributed basis of decision-making with each independent and separate decision-maker focused on specific elements of a proposal (environmental, work place safety, wildlife management, fisheries, navigation, oil spill). The New Zealand EEZ Act 2012 was intended as gap-filling legislation to address the lack of an environmental assessment lens for permissions to undertake certain activities in the New Zealand EEZ. These activities relate mostly to marine scientific research, dumping and discharges, oil and gas exploration and development, and seabed mining. The regulatory decision-maker for most EEZ Act marine consents is the New Zealand EPA. Since 2013 when this gap-filling legislation took effect, the EPA and its decision- making committees have processed three seabed mining applications. Two consents were refused, one consent was granted in 2017. A common feature of all consents has been the assessment and consideration of the scale, significance and effects of sediment plumes arising from the activity. One consent is for irons and mining in about 40m of water where the plumes reach the nearby coastal waters and shoreline, the second consent is far offshore but plumes extend far beyond the mining area (850 km2) in to rare coral habitats and in to a significant offshore fishery. A significant consideration for decision-makers is how the assessment and management of plumes under the EEZ Act interact with, and potentially overlap, management of such plumes under other legislation (Resource Management Act, Marine Mammals Protection Act, and Wildlife Act). This is in a statutory context where the EEZ Act requires explicit consideration of the nature and effect of other marine management regimes over the matter under consideration.

A C-CORE study on behalf of the government of Newfoundland identified the inner continental shelf off northeast Newfoundland as having a relatively higher potential for hosting placer gold than other parts of the inner shelf. Under the auspices of the Canada-Newfoundland Cooperation Agreement on Mineral Development, the Geological Survey of Canada conducted a three-year project to map the distribution of surficial sediments and the abundance of placer minerals (particularly gold) from White Bay to Cape Freels. Much of the study area is a fjord coast, with steep rocky slopes and scattered gravel beaches. The extreme east, from Hamilton Sound to Cape Freels, has a wide, shallow inner shelf, sandy beaches, and extensive coastal dunes. Relative sea level was high in the late glacial period. It has fallen continuously in the west, but in the east it dropped to -19 m, before rising to within several metres of the present level by 3 ka. In terms of surficial sediments and processes, five zones are identified: (1) Deep offshore deep basins that contain thick postglacial mud overlying glacialmarine gravelly sandy mud. This zone is below a depth of 370 m in White Bay, 300 m in the Notre Dame Basin. 2) Basin transition zone in which the sea bed has been eroded by currents, so that glacialmarine sediments are exposed in places. Winnowing has formed an uppermost layer of muddy gravel. There is a slight potential for enhanced levels of fine particulate gold, but the gold would not be exploitable. (3) Iceberg impacted zone Above 200 m the keels of icebergs impact the sea bed, causing furrowing and pitting. Furrows predominate in deeper areas, and pits are concentrated at the inner boundary of this zone. Iceberg turbates have developed in shallow waters (60-100 m). The United Nations Convention on the Law of the Sea (UNCLOS) entered into force, for those nations who had ratified it, on November 16, 1994. The Convention deals with nearly every aspect of ocean affairs, including marine scientific research, fishing zones, freedom of the high seas, protection of the marine environment and deep seabed mining. Article 76 of the Convention defines edge of the continental shelf in a way that many earth scientists find bizarre. Out to this limit, a coastal state has sovereignty over the seabed and sub-seafloor resources. Beyond that limit, the key principle of UNCLOS, that "the resources of the deep seabed represent the common heritage of mankind and should be developed to benefit all nations" is invoked. Establishing that limit and managing development in the different areas of jurisdiction is no small task. Canada's continental shelf as defined by UNCLOS covers an area approximately equal to half the area of the Canadian land mass. Interpretation and application of the convention is therefore highly significant for Canada. For example, the sedimentary basin in which the offshore Hibernia oil field is found, extends beyond the 200 mile limit but lies predominantly within the limits of the (UNCLOS) continental shelf. Responsibility for development of inshore placer deposits rests firmly with the coastal state. However, development of deep sea mining, in which the international community plays a management role under UNCLOS, has raised many concerns. Of particular interest to Canada will be the application of the provisions of the convention to interest in the polymetallic sulfides sampled on the mid-ocean ridges such as the Juan da Fuca Ridge. A further complicating factor for Canada is management of fishing stocks. Canada has sought to resolve this "problem" through multilateral negotiations under the UN. Under its "Oceans Act," currently being debated by Parliament, Canada intends to become a world leader in oceans and marine resource management. Similar activity in most maritime nations is setting the stage for a revolution in the way in which use of the world's oceans is managed. Much of this revolution will be guided by UNCLOS. Coastal states that have ratified the convention have ten years in which to define the limits of their continental shelves the clock is already ticking for them! We have yet to see how their actions will guide, or be guided by, those who have not yet ratified. We also have yet to see how national legislation and aspirations will mesh with international conventions that were drawn up in a previous era of environmental standards. This is a time in which many questions have been raised and few firm answers received. However, we must ensure that everyone is aware of what is happening, with what potential consequences, in order that rational decisions can be made. Canada has taken a few small steps that it is happy to share with the world community.
