Since 1985, numerous constructional sulfide-sulfate deposits in the form of mounds, pinnacles, chimneys, and sheets have been located between 40°45' and 41°05'N latitude in Escanaba Trough, the sediment-covered axial valley of the Southern Gorda Ridge. Single-channel seismic data indicate that three volcanic edifices up to 6 km in width penetrate as much as 500 m of turbidites that fill the valley; pillow and sheet flow lavas are exposed on the sea floor where these volcanoes breach the sediment surface. Observations from deeply towed camera systems and submersibles show that the largest hydrothermal deposits occur along the step-faulted northern flank of the central volcanic edifice and on the peripheries of steep-sided, sediment-capped hills, approximately 1 km wide and 100 m high, that rise above the valley floor. The sulfide deposits are highly oxidized, eroded, and partly buried by unconsolidated sediment; aprons of sulfide talus extend downslope from the mounds. Two types of sulfide have been sampled by dredging and submersible. The predominant mound and chimney material is pyrrhotite-rich massive sulfide with low amounts of Zn, Pb, Cd, and Ag. Coarse-grained zones with high porosity mark the location of myriad fluid channelways. Thin crusts of barite associated with pyrrhotite-rich sulfide have Au contents up to 2 ppm. The cost of an offshore exploration project is mainly dependent on the size of the vessel engaged for the work and increases dramatically with increasing size. Of the various factors influencing vessel size, the type and size of the sampling equipment is typically the principal consideration. This scenario is particularly true of shallow sampling programs employing a vibracore system. The problem develops when certain bottom materials such as densely packed fine sand require sampling. This type of material being one of the most difficult for the standard vibracore systems, with integral core liner, to penetrate to a reasonable depth of some five to seven meters. The problem is mainly related to the excessive cross sectional area of the cutting bit required to accommodate the core liner. The typical solution has been to apply more power to the vibracore drive head which results in a considerable scale-up for the entire system with attendant increase in vessel size. In order to reduce operating cost, M.M.R.I. has developed several systems for deployment from vessels in the 20 meter range. Two systems are modifications to the basic vibracore and a third is a vibralift system. Recent investigations located at least six major massive sulfide deposits (dimensions measured in tens to hundreds of meters) within a 50-km-long segment of Escanaba Trough, the sediment-covered axial valley of southern Gorda Ridge. The sediment fill is intercalated silt and sand turbidites and hemipelagic mud with a maximum thickness of 500 m. Several volcanic edifices, spaced at approximately 15-km intervals along the ridge axis, penetrate and locally breach the sediment. The largest sulfide deposits form mounds and ridges on the steep flanks of structurally unstable sediment-capped blocks that have been uplifted above the volcanic edifices; both sediment and sulfide deposits are undergoing rapid erosion and redeposition. Although hydrothermal activity appears to be absent at most sulfide fields, 220°C fluids are discharging from the tops of sulfide mounds near 41°00'N lat, 127°31'W long. Recent pillow lavas and sheetflows erupted onto the sediment-covered sea floor less than 500 m away from the active vent field. The massive sulfide deposits have compositional characteristics that differ from deposits formed on sediment-free spreading axes. The Escanaba Trough deposits include Fe- and Cu-rich, Zn- and Pb-poor massive sulfide mounds, polymetal (Zn-Fe-Pb-Cu-As-Ag-Sb-Sn) sulfide vent structures, abundant barite-rich chimneys, crusts, and sinter cones, and thermogenic petroleum in the sulfide and sediment. A recently completed series of projects funded by the Commonwealth of Virginia and the U.S. Minerals Management Service was designed to assess the distribution of heavy minerals on the inner continental shelf adjacent to Virginia. These projects indicate that a suite of minerals of both strategic and economic interest is present. Analysis of several hundred grab and core samples shows that zircon, monazite, and titanium minerals (ilmenite, rutile, and leucoxene) occur in quantities that probably warrant further study by the mineral industry. Furthermore, side-scan sonography and shallow seismic profiles have provided information on the thickness and areal extent of the mineral-bearing sands. Possible development of the resource is enhanced by a potential use of offshore sand for beach nourishment. The results of the preliminary studies have been presented in open-file publications and oral reports in order that the mineral industry might have an up to date basis upon which to consider more exploratory work. Much of the effort south of the mouth of Chesapeake Bay was made in cooperation with and enhanced by an independent study of sand resources for beach nourishment and other needs. Preliminary review of the quantitative analyses of the heavy-mineral content of several hundred samples demonstrates that the distribution of high concentrations is non-uniform. Phosphate deposits on the southeastern U.S. coastal plain have long been the major force in world phosphate markets. World markets continue to grow, but the role of U.S. resources is rapidly declining. This situation results from a complex interaction of economic, political, and environmental factors. Causes for this ongoing erosion of the U. S. market include 1) escalating costs, 2) changes in land-use patterns, 3) environmental pressures oh conventional mining techniques; 4) exhaustion of shallow, high-grade resources in Florida, and 5) increased, low-cost production in other countries throughout the world. In fact, some agencies and commodity personnel predict that the U.S. will become a net phosphate importer early in the next century. If this projection is correct, the U.S. industry must look towards major changes in the near future in order to continue to compete in the world market. One possible change includes development and application of unconventional mining techniques to cheaply recover vast 'new' potential resources in areas with lower land-use pressures. These 'new' resources include 1) deep phosphorites within major sediment basins of the southeastern coastal plain and 2) subsurface phosphorites on the continental shelf and within the U.S. EEZ. These latter resources include extensive deposits in Onslow Bay, N.C.; broad regions offshore of Savannah, Ga. and Cape Canaveral, Fla.; and the central portion of the west Florida shelf. Hydrothermal fluids emanating from the seafloor rise as buoyant plumes, entraining ambient bottom sea water on the way up, until they reach density equilibrium and spread laterally in a direction that is governed by near-bottom currents. Plumes provide targets for focussing exploration for seafloor polymetallic sulfide deposits associated with active hydrothermal vents because their lateral and vertical extent is commonly orders of magnitude larger than the vent field from which they originate. Black smokers can inject on the order of 10,000 µg of particles per liter into a sea water column that normally contains only about 10 µg of particles per liter. The resulting plume should be characterized by increased particulate concentration with respect to background sea water and, therefore, provide a measurable gradient towards the source of venting. By utilizing the ability of particles to scatter light, we employed a real¬time, acoustically telemetered, nephelometer to measure this gradient, and mapped the size, shape and particle concentration of plumes at an active spreading center on the Southern Explorer Ridge at lat 49°45.6'N and long 130°16.2'W. Isopach and particle concentration data indicate the presence of two separate but overlapping plumes. Marine scientists at the University of Georgia, have in the past few years, designed, developed and refined two geochemical survelliance systems for the exploration of hard mineral resources on the seafloor. The one first developed is an underwater sled which contains a nuclear radiation detector for measuring naturally occurring gamma radiation that is associated either with marine phosphorites containing uranium and its decay daughters or thorium decay products that are indicative of monzanite. The latter can, in most instances, be used as a pathfinder mineral for placer deposits that may contain other heavy minerals of interest such as rutile, ilmenite, chromite, gold, etc. This sled is operational in continental shelf depths. The second system is capable of more definitive measurements in the form of direct elemental analyses of the silt and clay fractions within the surficial sediments. It consists of a towed sled containing a submersible pump which, upon agitating the sediments, transfers the finer fraction up a hose to a shipboard centrifugal cone then to an automated sample processor. The resultant samples are rendered into sediment wafers, suitable for non-destructive XRF analysis. The system is capable of shipboard analysis for specific elements within minutes after sampling, allowing a cursory look upon which an exploration grid can be formulated while on site. A much wider spectrum of up to 40 elements can be evaluated when the wafers are returned to the land based laboratory.

Accumulation of cobalt -rich ferromanganese crusts on Pacific seamounts located off-ridge in the Hawaiian EEZ, represents a complex process that involves geologic aging of the seamounts, geographic transportation- of the seamounts on the Pacific plate during the past 80 million years, and geochemical history of the oceans for that period. A comparative study of the building and erosion processes of the young Loihi Submarine Volcano, located south of the Island of Hawaii , and the 80 million year old Cross Seamount, located west of Hawaii , shows that both edifices show wide armchair-shaped talus chutes and intervening ridges of exposed dikes. The similarity between the observed mass wasting process on Loihi and Cross suggests that the slopes of submarine volcanoes are geologically unstable from the time of their origin on the seafloor through their entire geological history. The slopes of Cross are covered by coalesced ferromanganese crust covered talus, steep exposed dike faces, and crust covered dike ridges. A study of the stratigraphy of the crusts shows a range of thicknesses and number of unconformities present. The thickest crusts, up to 8 centimeters, are found preserved within the larger coalesced slabs along the shallower slopes of the talus chutes and along the crests of the ridges between water depths of 400 and 1800 meters. The platinum content was used in stratigraphic correlation between the crusts in the coalesced slabs and those collected from ridges with the PISCES V submersible. In late 1988, the Committee for Coordination of Joint Prospecting for Mineral Resources in South Pacific Offshore Areas (CCOP/SOPAC), Suva, Fiji, consulted the Continental Shelf Division of the Marine Minerals Technology Center regarding low-tech, low-cost, reconnaissance sampling systems for a variety of nearshore needs. Materials of interest to several member island nations included silica and calcareous aggregate for cement manufacture, sand for beach replenishment, heavy minerals, and precious metals. A principal criteria of the system was that it be of low-tech design, and as far as possible, suitable for construction on the islands from available materials. It should also be operable with SOPAC personnel on island vessels of opportunity. The system selected to satisfy these requirements was a convertible drill of basic airlift design, capable of operating with easy modification as either a vibralift or airlift, depending on the desired application. The basic system included a drill pipe constructed of heavy duty 76 mm (3") black iron pipe, divided into three 3 meter sections (for ease of transport), fitted with an air intake manifold and bit at the lower end. A 25 mm (1") galvanized pipe assembled in three similar sections and clamped to the drill pipe served as a water jet to assist in cutting. Air was supplied to the manifold by means of a 12 mm (1/2") pipe also clamped along the length of the drill pipe. The future exploitation of crust deposits will require a dependable characterization system. The U.S. Department of the Interior, Bureau of Mines (Bureau) initiated research to develop a new sampling dredge by conducting a series of cutting and physical property tests on previously collected cobalt-rich manganese crust and substrate samples. Using the engineering parameters derived from these tests, a large, heavy dredge was designed and tested. This heavy dredge was capable of fragmenting and collecting in situ crust, but it created handling problems for the research vessel, thus an aggressive cutting, light-weight dredge was conceived and fabricated. The light-weight dredge is capable of fragmenting and collecting crust and some talus. This dredge can be used on flat or rough seabed terrains. It can be easily retrieved from hang ups and reset to sample again.

The Minerals Management Service of the U.S. Department of the Interior and the State of Hawaii Department of Planning and Economic Development are investigating the cobalt-rich ferromanganese oxide crust deposits found within the Exclusive Economic Zones (EEZ) of the Hawaiian Islands and Johnston Atoll. The objective of this investigation is to complete a preliminary resource assessment and an Environmental Impact Statement for potential leasing of mineral rights to these crusts. The results of this effort will be summarized and published in a Draft Environmental Impact Statement in March 1986. Three oceanographic cruises to deposit sites in the Hawaiian Islands EEZ were conducted by the University of Hawaii in 1984. As a result, data and sample analysis yielded the following resource estimates (in thousand tonnes): (1) total crusts - 378,500; (2) cobalt - 2,500; (3) manganese - 76,200; (4) iron - 59,700; and (5) nickel - 1,400. These estimates do not include key factors such as deposit continuity, recoverability, and environmental sensitivity. A preliminary attempt to quantify some of these factors for one particular deposit is in progress and will consist of detailed field studies followed by laboratory analysis. Similar evaluations of the Johnston Island EEZ have also begun and are based upon field work conducted by West German researchers and the U.S. Geological Survey. The Johnston Island EEZ appears to have crust resources about as large as those contained in the entire Hawaiian EEZ.

The technology available for mining of underwater mineral resources such as placers and phosphorite, typically occurring with variable amounts of overburden, has remained largely unchanged for decades. The traditional bucket ladder dredge with maximum digging depth of 48 m and monthly capacities about 500,000 m3 still reins as the only heavy duty mining system capable of working the tough materials characteristic of heavy metal placers. Attempts at adapting the bucket wheel cutter-suction dredge to these severe conditions have not yet been successful except in moving small volumes from shallow depths. High capital cost (20-30 million U.S. dollars), high cost of overburden removable, and turbidity generation for the bucket ladder are often significant negative factors in mining operations where this system remains the only viable alternative. The Japanese continue to advance the technology of their submersible dredge pump system powered by specially adapted, direct drive electric motors. Present systems are designed primarily for working surficial deposits of aggregate to depths as great as 90 meters, the pump suspended by cable from a surface vessel with an eductor pipe leading from the pump to the vessel. Such a system may prove adaptable to a variety of surficial deposits including phosphorite, shell and heavy minerals in addition to aggregate. However promising for the exploitation of surficial deposits, little advantage can be expected for the deeper buried and more difficult deposits.

Geochemical exploration for marine placers involves the acquisition, processing, and interpretation of geochemical data. Recent technological advances such as in-situ analysis systems and microcomputers have greatly improved our ability to acquire and process data, but their full benefits cannot be realized until we also develop improved methods for reducing and interpreting large amounts of raw geochemical data. Toward this end, our research has sought to identify existing and/or develop new geostatistical techniques for use in marine placer exploration. Each technique has been tested by evaluating its performance in the analysis of existing data sets. The data sets typically include the results of chemical analyses of suites of sediment samples collected from areas of known or suspected platinum and gold placers along the Bering Sea coast of Alaska. Results to date indicate that three geostatistical methods (subpopulation partitioning analysis, comparative factor analysis, and end-member compositional factor analysis) are useful in identifying elemental groups which can serve as "pathfinders" in the search for marine placers, and are also helpful in discerning the generic geochemical basis under lying observed statistical correlations between pathfinder elements and placer minerals. The Republic of South Africa ranks among the world leaders in both reserves and production of numerous land-based mineral commodities. Over the last three decades, however, South Africa has also identified several commodities that may exist in commercial quantities in the marine environment. The major targets include 1) placer diamonds; 2) titanium- and zirconium-rich beach sands; 3) sedimentary and concretionary phosphorite and glauconite deposits; 4) manganese nodules; and 5) hydrocarbons. South Africa ranks second in world reserves of diamonds and has potentially enormous sea resources. Diamonds are currently recovered on the Atlantic side from ancient beach gravels in the Northwest Cape Province and from the seabed south of the Orange River to Lamberts Bay. Approximately 100,000 carats (or just 1% of South Africa's total annual production) are produced each year from offshore operations. DeBeers is investing approximately $5 million per year on sea prospecting activities and currently operates three vessels in offshore recovery operations. Diamonds recovered at sea will remain a small percentage of total production because of huge land-based reserves that are mined at a fraction of the cost of seabed operations.

Mining is a waste intensive industry, oftentimes producing hundreds of kilograms of waste rock and tailings for every gram of metal recovered. Disposal of mine tailings is a major concern in most mining operations. In Southeast Alaska the steep terrain and high seismic hazard province limits cost effective opportunities for land disposal of tailings. The lack of infrastructure and long travel distances generally limits secondary utilization of tailings, as well. Since the mines are located close to tidewater, submarine tailings disposal is an attractive option for tailings management. At the present time the EPA will not issue a permit that authorized marine tailings disposal from any mining process that includes flotation technology. Upland disposal is the "Best available technology" and must be used. Consideration of submarine disposal is generally precluded because the tailings are contaminated with fluids from the flotation process. However, when developing technological solutions to minimize environmental disturbance, destruction, pollution, and risk, submarine tailings disposal deserves another evaluation. In Southeast Alaska it may be the "Best available technology" based on an assessment of all issues and concerns in these mining projects.

Under the provisions of the U.N. Law of the Sea Convention Ireland is likely to have mineral rights to an area of continental shelf some six times its present land area. Apart from the major potential hydrocarbon basins which are currently the focus of active commercial exploration, little is known about the mineral resources of this vast area. In recent years a variety of mineral resources however have been identified from the coastal region. These include Sand and Gravel aggregates, Calcaraeous Algae (Lithothamnion), Heavy Mineral Sands and Coal deposits. The potential also exists in the coastal zone for buried placer deposits and base metal deposits. Several million cubic metres of gravel and hundreds of millions of cubic metres of sand have been identified by the Geological Survey of Irelands (G.S.I) Marine Unit off the east coast. The greater part of these deposits lies within the 10 metre depth contour and are easily recoverable. Irish aggregate needs at present are well supplied by onshore Pleistocene glacial deposits. Commercial interest in offshore deposits is in supplying coastal areas which are locally poor in aggregate and major coastal construction works. The possibility of supplying the large British and Continental European Market nearby also exists.

The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

Marine mining is driven by profitability, and profitability is driven in turn by people and equipment that can work productively and safely at sea. Design challenges faced by the marine mining community have much in common with those faced by the offshore construction community. Technical solutions continue to move freely between both communities. A brief pictorial history summarizes the evolution of offshore construction technology as it grew in the Gulf of Mexico and expanded worldwide. Attention is focused on those areas of platform and pipeline construcion where there is potential technology application to underwater mining. An especially difficult challenge faced by both communities is work in the surf zone. Some innovative concepts for surf zone construction operations are presented and possible applications to marine mining are suggested.

For the past twenty years or so the oceans of the world have been transformed in the minds of most Americans from the ultimate and nearly infinite receptacles for sewage and other wastes to an almost sacrosanct and threatened last refuge of Mother Nature from man on Earth. While this general movement has helped somewhat to moderate the flows of pollutants into the oceans, it has had severe and sometimes devastating impacts upon various attempts to develop seabed mineral resources. Marine mining proposals have been easy targets for attack. In most cases, they have short or no histories and involve prototype or first-generation methods. They commonly lack major financial backing, and do not command significant public support. Their constituents are limited. Opposition movements to such proposals have been able to evoke strong support by appealing to this "last refuge" image and depicting mining operations as the final assault. In mounting these public appeals, the movements obtain visibility and support. Because of the small and sometimes tentative status of the constituencies which support particular proposal s, the potential liabilities for opposition movements are minimal.

The State of Hawaii has expressed concern over deterioration of the tourist beaches at Waikiki, which are becoming seriously depleted of sand. In this report the options for acquisition, transportation and placement .of sand on the beach are examined with respect to feasibility and cost. Ten sources of sand were compared, including commercial, from Australia, Maui, and Barbers Point (3), deposits offshore of the Reef Runway (3), offshore of Waikiki (3), and offshore of Molokai from the Penguin Bank (1).
