"The Kettle River Operation of Echo Bay Minerals Company is located about thirty kilometers north of the town of Republic in northeastern Washington State. In tum, Republic is about a hundred and seventy kilometers north and a little west of the city of Spokane, Washington. It is also about fifty kilometers south of the town of Grand Forks, BC, Canada. At this time it is the only gold mining and milling operation in the State.Tailings are stored in a double lined, zero discharge facility. It became evident in mid 1996 that the rate of free water accumulation in the tailings pond was going to result in the level in the pond reaching its permitted freeboard elevation long before the solids plus pore water capacity was reached.We then embarked on a mission to manage tailings pond water on several fronts: reduce fresh water usage in the process, divert spring seeps and surface runoff and install a system to enhance evaporation.IntroductionThe Republic area is an historic gold mining district. Hecla operated its Republic unit from 1892 until closure in 1994. The Kettle River Operation processing plant is located in the San Poi! river valley at an elevation of just under a thousand meters. The facility consists of a ninety thousand ton ore storage pad as the mines are remote and truck haulage is subject to interruption due to weather and road restrictions, jaw and cone crushing with screening, rod and ball milling to an eighty percent passing size of seventy five microns. This is followed by preaeration with high purity oxygen supplied by a vacuum pressure swing adsorption plant plus lead nitrate addition to achieve passivation of the sulfide mineralization such as chalcopyrite, pyrite and pyrrhotite. Conventional cyanide leaching and carbon in pulp adsorption completes the loop. Tailings are treated with air/S02 to achieve cyanide destruction. Plant capacity is 1,815 tons per day. Our license requires that there be no detectable free cyanide in the tailings pond water and a maximum of forty parts per million weak acid dissociable cyanide. The operation started in 1989 with production from the Overlook Mine located about five kilometers further up the same valley at an elevation of twelve hundred meters, hence the location of the mill. Current mine production comes from Lamefoot in the Curlew Lake valley, about ten kilometers distant, and K2 in the Kettle River valley about fifty kilometers away. Both are at an elevation of about 800 meters. Lamefoot produces 1,360 tons per day and K2, 455. Both are underground operations."

Abstract - A simple linear model for interpreting duplicate analytical data for a range of values is described. The conceptual model can be quantified using a reduced major axis model rather than the inappropriate traditional least squares approach. The reduced major axis parameters (slope, intercept) and associated errors provide a quantitative basis for: (1) defining bias, and (2) comparing results within laboratories, between laboratories and between sampling/analytical methods. Application of the linear model must be preceded by extraction of obvious outliers or small groups of values that have an inordinately large impact on values of the statistical parameters defining the model. In addition, consideration must be directed to the presence of more than one population of sampling error, as in the case of multiple styles of mineralization being sampled.

Abstract- Approaches to mineral potential mapping based on weights of evidence generally use binary maps, whereas, real-world geospatial data are mostly multi-class in nature. The consequent reclassification of multi-class maps into binary maps is a simplification that might result in a loss of information. This paper describes results of using multi-class evidential maps in an extended weights-of-evidence model vis-à-vis results of using binary evidential maps in a simple-weights-ofevidence model. The study area in the south-central part of Aravalli province (western India) hosts a number of SEDEX-type base metal deposits in Proterozoic supracrustal rocks. Recognition criteria for base metal deposits were represented as both multi-class and binary evidential maps. The known mineral deposits were divided into two subsets, viz., the training and the validation subsets. The training subset was used to calculate, for the evidential maps, the weights, contrasts, and posterior probabilities and their variances. The distributions of expected frequencies of base metal deposits estimated from the posterior probabilities and the observed frequencies were compared using standard goodness-of-fit tests to verify conditional independence of the input evidential maps. The posterior probabilities from both the models were mapped and interpreted to classify the study area into zones favorable, permissive, and non-permissive for base metal deposit occurrence. As compared to the simple weights-of-evidence model, the extended weights-of-evidence model results in more robust and finely differentiated posterior probabilities in favorable and permissive zones and has a better prediction rate. The results also reveal that the statistical properties of the weights of evidence, the contrasts, and the posterior probabilities are not significantly degenerated by using multi-class evidential maps in weights-of-evidence modelling.

Technology development and innovation has played a crucial role in the copper industry throughout history. The effective development and implementation of new technologies allows mankind to produce copper at progressively lower cost of production at a given feed grade and mineral type. This progress serves to counteract cost escalation over time and, depending on the magnitude of the cost benefit, allows ore cut off grades to be reduced thereby improving the availability, accessibility and utilization of mineral resources. The development of step change technologies that can offer >$0.15/lb total cost benefits provides a significant opportunity for producers to achieve competitive advantage, but it has been argued that rapid dissemination of technology makes such competitive advantage unsustainable over time. This paper presents the results of a recent study that evaluates a number of historical and emerging step change technology case studies in the copper industry and quantifies the associated cost benefits for users, the impact on the production cost curve, and the duration of such cost benefits for various categories of implementers: first mover, fast follower, conservative followers and laggards. The results provide a compelling case for major, mid-tier and emerging copper producers to invest in technology development initiatives if they wish to achieve and sustain competitive advantage over the long term. INTRODUCTION AND BACKGROUND A key issue for mining companies is how much time, effort and cost to spend on research and technology development (R&TD). The economic drivers for technology development and implementation are poorly understood in our industry and the business case is clouded by some notable and well-publicized failures (McNulty, 1998). Mining companies are in business to deliver financial returns to investors. This means delivering short term results on a quarter-by-quarter reporting basis as well as sustaining and growing the company to retain and reward a sustainable longer term investor base. The cyclical nature of the commodity metal markets makes it challenging to maintain investment in research and step change technology development: Mining companies must manage through the highs and the lows of price cycles, typically ranging from 5-15 years in length. The discounted cash flow approach to investment evaluation results in weak financial justification for R&TD expenditures. A clear and compelling rationale to support longer term investment in research and step change technology implementation is required.

"Starting this year, corporations that conduct business in Ontario face a new tax a corporate minimum tax. This tax is in addition to the myriad of other taxes that make up a corporation's total tax burden including federal and provincial capital 1oXJ!S, payroll tax and sales taxes. Mining companies with gross revenues in excess of $10 million or total assets exceeding $5 million may be liable for this new tax. IntroductionOn December 8, 1993, the Ontario government introduced legislation to implement the corporate minimum tax (CMT promised in its May, 1993 budget. There are very few differences between the final legislation and the budget proposals.The CMT is effective for taxation years commencing after 1993. Subject to certain specific exemptions (detailed below), the tax applies to all corporations liable for Ontario Corporate Income Tax that have either gross revenues in excess of $10 million or total assets in excess of $5 million. These measurements apply to the aggregate gross revenues and total assets for all corporations in an associated group and a corporate partner's share of partnership assets and revenues must be included in the determination.In essence, the CMT is an income tax that is based on financial statement profit instead of an income amount that is determined separately under a statute. Accordingly mining companies (including so called ""junior"" exploration companies), which traditionally sheltered their taxable income by claiming generous exploration and development deductions, could find that they have a CMT liability."

"Previous papers (McNulty 1998 and 2004) have dealt with the causes of successful and less successful achievement of design production rate by new processing plants in the minerals industry. Examination of many case histories has allowed the construction of curves or profiles that represent projects with similar characteristics that equate to differing degrees of care exercised during the project development phase. Simplistically, decreasing care is reflected by increasing risk and a heightened likelihood of poor technical and/or financial performance.This contribution provides an update, including recent case histories, and presents a modified Series 1A curve that includes the best 23 case histories, out of a total of 81 examined, or 28%. This is done to show that some very carefully developed and executed projects can ramp-up quickly and that owners of new projects should avoid being too pessimistic in projecting early cash flow if they are certain that they have done their homework. The role of metallurgical process development in the reduction of project risk is discussed and several financial analyses are presented that express the potential monetary value of a well-designed and professionally executed metallurgical program."

"This paper deals with the organization of the central office technical areas and the role played during the feasibility studies, construction and operating phases of Les Mines Selbaie.HistoryThe Engineering Department was originally formed as a part of the Exploration Department, to examine the feasibility of advanced exploration prospects being brought to the company. In 1968, with the discovery of the South Bay property in northwestern Ontario, the department became part of a Mining Division and was expanded, so that it could provide more advanced mine feasibility studies, control of construction engineering and procurement and initial mine design. As is generally the case, the mine design function was handled with in-house capability, while plant, mill and const ruction functions used outside consultants.The 1974 discovery of the Selbaie deposits, started a period o f growth in the capabilities o f the department. The complex nature of these deposits, required that skills were added in the mining, metallurgical and plant areas. During the early feasibility study period these skills were provided by the engineering company of the parent group, but when it was realized that production from the deposits was likely, permanent staff was added."

"Flotation is a complex and highly multivariate process. Using the conventional OFf (one-factor-at-a-time) technique, the optimization of flotation circuits through laboratory or plant testwork is difficult, time-consuming and therefore, expensive and often results in marginal improvements. The optimal operating conditions can be more efficiently estimated when a systematic approach like SDE (Statistical Design of Experiments) is taken.The concentrator of Noranda's Brunswick Mining Division (near Bathurst, New-Brunswick) is well known for the complexity of its differential copper-lead-zinc flotation circuits. One of them, the chalcopyrite-galena separation (or CuSep) circuit, is impacted by more than 20 variables.Statistical Design of Experiments (SDE) techniques were applied at the laboratory scale to improve the performance of Brunswick's CuSep circuit. Screening tests were conducted using Fractional Factorial designs while optimization tests were carried out based on Response Surface Modelling techniques like the Central Composite design. Every series of tests, without exception, revealed new information and process insights which led to significant circuit performance improvements in the plant So far, the metallurgical gain may be as high as four percentage points of copper recovery (in the CuSep circuit). Potential cost savings of expensive consumables (steam, activated carbon) have also been identified but will require additional circuit modifications before being realized.IntroductionIn spite of its apparent simplicity, flotation is a complex three-phase (solid, liquid and gas) separation process. Fundamentally, it is a highly multivariate process. Industrial flotation circuits are commonly affected by 10 or more process variables."

"Fording Coal is a wholly owned subsidiary of Canadian Pacific Limited. The company was founded in 1968 to mine metallurgical coalfor export at the Fording River operations in southeast British Columbia.Today, Fording Coal Limited also operates the Whitewood mine under contract to TransAlta Utilities and the Genesee mine under a joint venture arrangement with Edmonton Power. Both these operations are located just west of Edmonton and produce subbituminous low-sulphur coal which is used for power generation. Fording also owns and operates two industrial mineral mines in the United States and is mining overburden under a lo-year contract with Syncrude Canada at Fort McMurray.As of December 1992, Fording Coal Limited owns and operates the Greenhills mine which was closed due to bankruptcy. This papers deals with the innovations and changes which have been made and those which are currently being implemented to make this operation competitive in the world export coal market. IntroductionOn December 4, 1992, following a tendering process, Fording Coal was awarded 80% controlling interest in the Greenhills mine by Trustee Arthur Andersen Inc. Assets acquired included 100010 of the land and coal leases and 80% of the major joint venture assets including all structures. The remaining 20% is owned by Pohang Steel Canada Ltd., a wholly owned subsidiary of Pohang Iron Steel Co. of Korea. The Greenhills mine had been in continuous operation since 1983 and was finally closed due to bankruptcy of its majority owner on October 31, 1992.A permit to operate the Greenhills mine was issued by the British Columbia government on January 29, 1993, and Fording Coal Limited started mining operations in late February 1993.To return the Greenhills mine to profitability significant changes were required in workforce productivity, mining methods and equipment selection. These mine plan changes are designed to make the Greenhills operation competitive in world markets, provide longterm employment for the company's workforce and ensure that a secure supply of coal is available."

Fuel cells are promising sources of electrical energy because of their exceptionally high efficiencies and low environmental emissions. Solid oxide fuel cells (SOFC) are high temperature, ceramic electrolyte cells, which unlike most other fuel cells, can work with a variety of fuels besides pure hydrogen, including hydrocarbons and hydrogen sulfide. In this presentation I present the models we have built for a single H2S fuelled SOFC. The goal is to model the electrochemical reaction coupled with mass transfer, fluid flow and current/voltage distribution in an yttria stabilized zirconia electrolyte fuel cell assembly operated between 750 and 850 °C. Two models of the above SOFC are discussed in this work, 1) an algebraic model derived by integrating a one-dimensional model along the thickness of the cell, and 2) a two-dimensional finite element axi-symmetric model. Important physical and kinetic parameters in the 1-D model are fitted using experimental data sets at three different temperatures and reasonable fits are obtained for the data sets at 800 °C and 850 °C. However, the third data set at 750 °C does not give a good fit using this model. We need to apply the curve-fitting to more data sets to investigate it further. The main conclusion that can be drawn from the present study is that the ohmic resistance of the cell is very high. Contact resistances are believed to be the reason behind this although there could be contributions from resistive interphases. The 2-D model also gives reasonable fits to data sets. One of the publications by the laboratory group doing the experimental work in our department presented very interesting data that shows the cell performance being a strong function of fuel flow-rate. We want to model this behaviour and will have to depend on the 2-D model as the 1-D model does not have flow-rates as parameters.

The hydraulic air compressor (HAC) is driven only by water, held up by a dam, to create relatively low head (typically 10-20 metres), such that the developed hydropower is used to cause flow in openings deeper underground. Air is entrained in the water at the inlet to the sub-surface openings (an air to water volume ratio of 1:1 is reported to be optimal) and is compressed as it is carried along by the deepening water flow. At depth, and with lower water velocities arising from larger cross sectional area tunnels, air bubbles separate out of the water flow and are collected in a receiver space above the flowing water. Water, free of air, then passes back up a return shaft (up-pipe) and rejoins the river or stream flow. In principle, an HAC can produce any pressure and flow rate required, given large enough shafts and enough water supply with head sufficient to overcome frictional resistance in the sub-surface tunnels. Practically, as air solubility in water increases with pressure, HAC installations with depths greater than 100 metres may lead to higher rates of compressed air loss, without special separation measures. A modern HAC application for mine refrigeration and cooling is presented.

Updates have been solicited from all major mill manufacturers and most have responded.A review of AG/SAG mills sold to date and in the last five years indicates that the AG/SAG mill market is very healthy and the trend is larger diameter mills with high diameter-to-length ratios. Ring motors (gearless) are the preferred drives for large mills even though the power transmitted through a gear drive is expected to near 11,000 kW per pinion in the near future.INTRODUCTIONThis paper is derived from a document that compiles autogenous and semi-autogenous mill installations worldwide. The list is maintained by Stuart M. Jones, Jr. (author), and is included in the appendix. This list has been the inspiration for similar papers in the past several SAG Conferences. Updates have been solicited from all major mill manufacturers and most have responded. Information from this list is compiled to illustrate the growth of the AG/SAG mill market and the use by industry and selected geographic areas. It covers the market growth through the end of 2010."

Equipment and processes must be designed, operated and maintained as required to assure safe and efficient mineral processing.INTRODUCTIONThe Canadian mining industry must contend with many challenges to attain and maintain a competitive position in today's global market. Canadian Mineral Processors play a vital role in meeting the challenges and achieving optimum mineral productivity.Ongoing technology developments and improvements continue to be imperative to maintain a viable mineral processing industry. The efficient implementation of technology developments requires a safety conscious, skillful and productive work force.In addition to technical and human resources, challenges may also include governments, labour unions or environmental advocates who at times may appear to be misguided or unrealistic. Canadian Mineral Processors must not allow themselves to be overwhelmed by these apparent obstacles but must use their demonstrated ingenuity to achieve successful solutions.It should be recognized that the majority of the Canadian work force are, in fact, a potentially talented and skillful people with ambitions to excel. Bio-mining is a cost-effective, energy efficient and potentially environmentally protective method of exploiting a variety of ore deposits, from high-grade base metal deposits of nickel to lower-grade uranium deposits such as are found in the uraniferous quartz-pebble conglomerate beds of the Quirke Syncline, Elliot Lake, Ontario, using bacterial metabolic processes are used to enhance the solubilization of the metal(s) of interest. The cost effectiveness of bio-mining in Elliot Lake depends on the bacterially-influenced dissolution metals of economic importance, as well as on the ability to suppress microbiological activity following the release to solution of the economically important elements. This poster provides an overview of elemental recovery results and release kinetics for more than 50 elements. The data is obtained using a combination of advanced spectroscopic tools (ICPAES and ICP-MS) to analyze solutions obtained from a series of environmentally controlled biologically mediated uranium ore extraction experiments. The focus will be on rare earth elements, potential environmentally toxic elements, and metals of economic importance. Furthermore, the importance of these findings will be put into an economic and geologic context for the re-development of the mining industry of the Elliot Lake Camp.

Brought into production in late 1969, the plant treats an average of 30,000 tons per day of an ore that contains 0.130% copper and 0.030% molybdenum.The operation is divided into six areas of responsibility, namely the mine, mill, plant, accounting, industrial relations and purchasing /stores departments.The purchasing and warehousing area handled in excess of 11,000 items valued at $31,000,000 in 198J. Over and above this, the warehousing area issued in excess of 74,000 line items valued at $15,000,000 during that same period.Materials Management- DefinitionWhat is meant by the term ""Materials Management""? Reference to the dictionary will reveal that a material is ""that of which anything is composed or may be constructed; the tools, instruments, implements', etc. for doing something"". Management is defined as ""the act, or manner of managing; the skillful use of means to accomplish a purpose"". Presumably combining these words defines materials management.Of greater importance are the materials managers who will carry out the function. At Brenda Mines Ltd., all employees and suppliers contribute to the materials management function. Each has a specialized knowledge of the materials used in his field. Each has a different view concerning the use and description of the same material. The key is to focus this knowledge so as to make the materials management system useful to everyone."

"Mining operations generate an enormous amount of data that is difficult to organize, analyze and act on. These data require an extremely broad range of experts to investigate and manage the cross-disciplinary information. The data collects in paper files, diverse databases, historians, stand-alone applications, and excel files. This collection of sources represents everything from monthly, weekly, or daily inputs to real-time feeds or sporadic unscheduled entries. With the operational complexities ever increasing and fewer engineers per mine, an efficient operation is becoming more and more challenging. Engineers are typically burdened with data collection, clean up, and administrative efforts leaving very limited time for engineering assessment and/or optimization analysis. Often optimization becomes limited to the analysis of equipment uptime through existing field automation systems. A great portion of the field data is tucked away in historians seldom reaching those engineers who might leverage the data. Few mine operators have the time or budget to re-architect their operations data collection or management practice, so solutions must enable improvements without requiring expensive or time-consuming implementation. This presentation highlights examples where the aforementioned challenges are addressed using a solution framework designed to enable: 1) data integration and connectivity, 2) monitoring and opportunity recognition, and 3) engineering workflow automation. The initiative extends the concepts and success proven in the automation market segment to all disciplines across the mine operations. INTRODUCTIONThe mining industry by its very nature spends a great deal of its capital on equipment maintenance and replacement. In addition, periodic shutdowns due to equipment failure are typically very costly in terms of interrupted operations. Keeping mining equipment running at peak performance and avoiding costly shutdowns can make a huge difference in the overall return from mining operations. Today, information can be make available that can go a long way towards spotting equipment issues and permitting timely intervention to avoid costly unplanned shutdowns. That said, gathering all of the information from numerous points on many different pieces of equipment necessary to enhance overall equipment effectiveness presents its own daunting issues."

The Caetité-Brazil uranium facilities produce about 340 t/y of uranium from an ore averaging 0,25 U %. The process steps are ore crushing, heap leaching with sulfuric acid, U separation and purification by solvent extraction with tertiary amine followed by stripping with sodium chloride solution and precipitation as ammonium diuranate that is dryed. A change in the milling process is being evaluated to increase the production and the uranium recovery. Heap leaching will be changed to conventional tank agitated leaching of the ?590 ground ore slurry in sulfuric acid medium. The replacement of the stripping reagent is also being considered.

"HistoryMining of the Schefferville iron deposits began in 1954 on completion of the 357 mile railway linking the mines and the St-Lawrence river port of Sept-Iles. Apart from crushing, no treatment of these ores was required before smelting. In the late 1950's, testwork began at schefferville to develop a process for upgrading the extensive lower grade deposits containing 51% iron with 15% silica (natural analysis). Engineering for a six million ton per year beneficiation plant using cationic silica flotation and the A-C grate kiln Began in 1970 and the first pellets were produced in mid-1973.Production requirements and operating difficulties have restricted capacity to approximately 85% of design but on going improvements are being made continuously to attain design capacity.GeologyThe sedimentary ore bodies of the labrador trough occur in a belt 5 to 10 miles wide and 60 miles long and contain 51 individual deposits varying in size from 1 and 60 million tons. The ores are classified into three main color groups."

A new vapochromic material of formula [Au2Ag2(C6F5)4(bipy)2]n (bipy = 2,2´ bipyridine) has been developed and used for the detection of some volatile organic compounds as acetone either in vapour or in water solution. The material is presented in the form of powders which colour changes with acetone vapours turning from bright yellow in the absence of vapour to white in the presence of vapour. By using the sol-gel technique, the powder ? dispersed in tetraethyl orthosilicate- was easily deposited on optical fibres. In order to study experimentally the behaviour of this material for construction practical optical fibre sensors, a sol-gel material doped with the vapochromic material is deposited onto an extreme of a monomode fibre connected to a coupler. The behaviour of the material was studied for different wavelengths and concentrations of acetone vapours and acetone/water solutions. Changes up to 4dB in the reflected optical power were detected. Optical fibre sensors have many advantages over conventional ones, such as electromagnetic interference immunity, passivity behaviour, possibility of using multiplexation techniques, low weigh and little size, etc. Actually, there is an increasing interest in developing optical fibre sensor for vapour detection in the chemical industry and in fact many sensor had been developed [1]. Some are based on the deposition of a sol-gel-based material either over the core of an optical fibre [1] or onto the thinner zone of a biconically tapered optical fibre [2]. Others are based on Fabry-Perot interferometers [3]. Also there are sensors based on the reflection of the light on films, on the fluorescence of dye-doped polymer cladding in fibre, on colorimetric reagents in the core of a silica fibre or on surface plasmon [4]. The possible materials for the construction of such sensor should be colorimetric reagents able to change the colour or refractive index in the presence of same organic vapours. There are not many metallic complexes with these properties, although same interesting examples have been reported in the chemistry of palladium and platinum as [Pt(p-R-C6H4NC)4][Pd(CN)4] described by Nagel [5] and Mann [6], which reported the construction of some LEDs. We recently reported the preparation of a novel vapochromic material (Fig 1) [7] which can be used for the construction of optical fibre tapered environmental sensors [8,9] of vapour organic compounds (VOC´s).
