"The government o f Canada has, since 1981, been under intense political pressure to modify its foreign direct investment (FOI) regulatory regime(1). To date the government's response has been limited to administrative and ""cosmetic"" changes: substantive issues have been largely ignored(2). However, as long as the economy continues to flounder , the Foreign Investment Review Agency (FIRA), as it is presently formulated , will continue to be an easy target for government critics . This phenomenon, in conjunction with the virtual certainty of a federal general election within two years, suggests that changes to the FIR Act will be seriously entertained by the present government.Recent events indicate that if change s are made, they will likely entail the adoption of a special-sector approach within the existing framework of a general screening system(3). Since this approach is currently employed in Australia(4), it would seem to be appropriate, from a public policy perspective to study that country's experience in developing and operating such a scheme. In doing so, I shall focus on the mineral sector; the rationale for doing so is as follows. First, this sector served as the focal point of the Australian FOI regulatory debater(5), Second , with the exception of the oil and gas industries, the non-petroleum mineral sector is one of the few areas of the Canadian economy wherein the Trudeau government has adopted an explicit domestic ownership target(6). Third, the non-petroleum mineral sector is, undoubtedly, a prime candidate to be denoted a s a special-sector if such a framework were to be utilized by the Canadian government!"".Although international comparisons are fraught with danger , a Canadian/Australian comparison is particularly appropriate(8). Both countries have reasonably similar economic, political and social structures . Furthermore, as noted above , Australia is the only other western country which employs a general screening mechanism for FOI. In addition, it utilizes a special area approach ; within this scheme, an explicit target of a minimum of 50% Australian ownership of all new resource projects has been formulated and clearly promulgated to all of the relevant interest groups. This policy, broadly defined, has been in place for more than six years and during this time the Australian mineral sector has, by world standards, prospered(9). Hence, the Australian experience in designating the mineral sector as a key area within a general screening system, should be of interest to Canadian policy-makers."

"Canadian process industry experts have often observed the strong trend for U.S. industrial safety and environmental laws to creep across the border. These experts will be interested in new United States (OSHA) regulations (29 CFR 1910.119), and anticipated new U.S. Environmental Protection Agency (EPA) regulations that will require over 28 000 U.S. refineries and chemical plants employing more than three million workers, to begin a comprehensive Process Hazard Analysis (PHA) of these complex plants immediately. Impending EPA regulations are expected to expand these efforts and add process Hazard Frequency and process Hazard Consequence reviews for many additional industrial locations.These regulations were created to reduce catastrophic industrial accidents, and emergency releases of hazardous chemicals which endanger employees, the public, and the environment.Accurate, and field verified Piping and Instrument Diagrams (P&IDs) are essential to permit a meaningful Process Hazard Analysis or emission release to be done. Today accurate P&IDs often do not exist. Many companies that have started to update their old P&IDs have found the process to be far more difficult, time-consuming,and expensive than they ever thought.This paper describes a new technique of computer drawn ""Intelligent"" P&IDs that can make a Process Hazard Analysis less expensive, more accurate, easier to perform, and provides lasting benefits to the plant owner long after the PHA has been completed."

"The U.S. Bureau of Mines, in cooperation with the Homestake Mining Co. and the University of Utah, is conducting a field demonstration to evaluate the behaviour of rock masses supported with cable bolts. One of two rock masses being studied is supported with both conventional and birdcage cables. This rock mass is located between the 6500 and 6650 levels of the 45-48N stope, 21 ledge. The second rock mass is the hanging wall of the D-limb stope between the 3500 and 3650 levels near the Ross Shaft and is supported with conventional cables. The primary objectives of the project are to monitor the behaviour of the two rock masses during mining using extensometers and cable support strain gauges, after which the rock will be modelled using the finite-element code UTAH III. Field data will be used to verify the modelling. In addition, a comparison between the effectiveness of conventional and birdcage cables will be made.45-48N StopeThe 45-48N stope is located in the 21 ledge between the 6500 and 6650 levels and contains about 233 000 short tons of mineable ore. The orebody lies within the Homestake Formation and is very irregular being approximately 200 ft long and 75 ft wide. Between the 6500 and 6650 levels, it dips from 35 degrees to 60 degrees east with a near-vertical plunge to the south. Mineralization is characterized by arsenopyrite and pyrrhotite with minor gold. The contact between the Homestake and the overlying Ellison Formation creates a plane of weakness along localized graphitic layers. The footwall dips at approximately 60 degrees but between 100 ft and 120 ft above the 6650 level , the hanging wall flattens to almost 20 degrees causing a significant mining problem."

"The underground operations of Kidd Creek Mines uses an average of 450 U.S. gpm water during regular operations, and discharges an average of 800 U.S. gpm through consecutive staged pumping lifts of 1200f t.Water is used as a flushing medium for the drilling operations and as a dust suppressant for drawpoint mucking. The water retains an average of 5% suspended solids by weight which is removed underground before being pumped to the surface. This paper outlines the treatment of the mine water for the removal of suspended solids which are chemically treated to settle out as a sludge product of 60% solids by weight. This process reduces the sludge handling operation by 50%. The sludge is systematically disposed into the ore passes.IntroductionThe Kidd Creek minesite, located 27 km north of Timmins, Ontario, produces 4.5 million tonne s of copper, lead, zinc and silver ores annually from its No. I and No.2 underground mining operations. Both mines use a sublevel blasthole stoping method of extraction.Water from the underground operation passes through a series of surface settling ponds, where it is treated to remove heavy metal ions from solution. A blend of the pond effluent with fresh water from Kidd Creek, supply the underground with water at an average rate of 450 U.S. gpm. Water flows from the production zones through coarse sumps and into a main pumping station. There are five main pumping stations underground, three in No. I Mine and two in the No.2 Mine.The No. 2 Mine pumping stations are located on the 4800 level and the 3600 level. All water below the 3600 level to the shaft bottom is controlled from the 4800 pumping station. The water from the 4800 pumping section is combined with water from the remaining levels of the No.2 Mine at the 3600 pumping station. Water from the 3600 pumping station is pumped to the 2400 pumping station in No. I Mine.The No. I Mine pumping stations are located on 2800, 2400, and 1200 levels. All water below the 2400 level to the shaft bottom is controlled through the 2800 pumping station. This water is pumped to the 2400 pumping station. The 2400 pumping station also controls the water below 1600level to 2400 level."

"The suitability of a new organic reagent DS20 as a depressant for oxidized and carbonaceous pyritic lead-zinc ore from Nanisivik Mines Ltd. has been evaluated in the laboratory and in the plant.The depressant DS20 is a mixture of Lignosulphonate-Dextrin-Quebracho and was developed specifically for depression of highly oxidized and carbonaceous pyrite.The laboratory test work indicated that the poor metallurgy resulting from the oxidized ore could be improved to normal plant performance by the addition of the DS20 depressant with the existing plant reagents. The laboratory data suggested that lime consumption could be reduced when using DS20.In this paper, the development work and the plant trials with DS20 are described.INTRODUCTIONNanisivik Mines Ltd. treats approximately 2000 tonnes per day of lead-zinc massive sulphide ore, containing currently 1% Pb and 9% Zn. The concentrator operations have been described previously (1,2) and typical metallurgical performance is detailed in Table I.The concentrator flowsheet (Figure No. 1) and the standard reagent scheme (Table No. 2) demonstrate the relative simplicity of treatment of this coarse grained ore.A recently discovered satellite orebody - Area 14 - containing 2% Pb and 12% Zn was brought into production in October 1983. This ore had been oxidized to varying degrees by ground water; the pyrite mineralization was found to be very fast floating and a carbonaceous constituent present in higher than normal proportion also affected flotation. The simple high lime addition could not control the pyrite, and very low grade lead concentrates resulted; zinc metallurgy was also affected by this oxidized condition (Table 3)."

"How can the durability of asphalt pavement be doubled without increasing highway budgets? Asphalt containing asbestos can provide the desired performance with additional costs being made up by longer life. The addition of a low percentage of asbestos to an asphalt mix permits a higher asphalt content without any consequent loss in stability. It is mainly the higher asphalt content that provides improved performance and durability, although the fibrous reinforcement plays a key role in preventing the propagation of micro-fissures. "Environmental problems encountered with the use of diesel equipment in underground mining operations are discussed. The concept and procedure o implementing the Health Effects Index equation as a means of quantitatively assessing an underground working environment is outlined and sample calculations are present ed. Advantages and disadvantages of utilizing this method are also discussed.IntroductionWith the introduction of diesel-powered mining equipment in the 1960s there arose several question s for the environmental engineer to consider. These included: 1. What are the constituents of diesel exhaust and how can they be detected and evaluated?2. What are the toxicities and long-term health effects of these constituents?3. What is the ventilating volume required to maintain the concentration of these constituents below toxic levels?Diesel engines are a class of reciprocating, internal combustion engines in which relatively high compression ratios are used to generate high air-charge temperatures, which cause ignition of fuel to occur spontaneously. Ideally, perfect combustion of the fuel would produce an exhaust consisting solely of nitrogen (N2), water (H2O), carbon dioxide (CO2) and oxygen (O2). However, because no combustion process is perfect, relatively small quantities of imperfect-combustion products, or pollutants, are also generated. These include hydrocarbons (HC), carbon monoxide (CO), nitric oxide (NO), nitrogen dioxide (NO2), carbon (C) or soot, and sulphur dioxide (SO2).Currently, the Regulations for Mines and Mining Plants, made under the Occupational Health and Safety Act (Section 176), stipulate that weekly tests shall be made to determine the carbon monoxide (CO) concentration in the undiluted exhaust and at the operator's position, and the nitrogent dioxide (NO2) concentration at the operator's position. Also, the aldehyde (as HCHO) concentration in the atmosphere, at the operator's position, is to be measured at least every three months. Threshold limit values (TLVs) have been established for each of the three combustion products, and each is regarded as a separate entity. Consequently, this does not allow for consideration of interactions and possible synergistic effects between the various exhaust components."

"This paper presents a discussion of the mechanisms by which aerosols of the process electrolyte are entrained into the breathing environment of copper, Zinc and nickel eIectrowinning tankhouses. Literature outlining the health effects associated with worker & posure to the acidic and metallic contaminants found in the airbome aerosols is summarized and compared with existing North American regulations.A brief review of the existing technologies for the source reduction of these aerosols is presented. This paper outlines the industry experience with use of covers, balls, beads, shapes, fixtures and chemical surfaetants. Each of these devices is ranked according to its effusiveness in the process in which it is used, and rated according to its operator acceptance.The various forms of existing in-plant ventilation systems are reviewed with a discussion of their relative merits and effectiveness. Actual experience is related, detailing the methods of testing for ambient contaminant levels in a variety of tankhouse environments. Guidelines are provided for the site and process specific criteria which govern the selection and ultimate effectiveness of a particular form of ventilation system.Finally, actual project experience is cited in which hydraulic modelling is used a design tool in tankhouse ventilation design. These projects include the upgrading of existing traditional ventilation designs, and the ''grass roots"" design of a more efficient aerosol source control system to be used in high altitude, cold weather sites."

"Different forms of corrosion, the various corrosive environments encountered, the mining equipment subject to corrosion and the methods to control corrosion in the mining industry are briefly reviewed along with the savings that could be achieved by corrosion control. IntroductionCorrosive conditions in mines and metallurgical plants, lead to deterioration and wastage of equipment and of materials. The cost of corrosion in the mining industry can be significant, and measures to minimize corrosion must be taken to reduce this cost(l-3). Although the data in Table I are twenty years old they indicate the significance of corrosion costs in four industrialized countries. The costs of corrosion in the U.S. metallic ores sector and in the Canadian mining industry are presented in Tables 2 and 3, respectively. Significant savings in the mining industry can be achieved by using corrosion control methods. For example, corrosion in the Canadian mining industry in 1991 cost $1460 million of which $97 million was avoidable. Indirect costs of corrosion associated with plant shutdown, lowered efficiency of equipment and overdesign are additional to the direct costs cited here."

A series of dense medium separation (DMS) tests were performed on four low-grade copper ores from Mount Polley mine in order to determine their amenability to pre-concentration. The tested ores contained disseminated sulphides, mostly chalcopyrite with low copper grades (0.15% - 0.2%) and relatively high iron grades (4.76% - 5.63%). The samples were screened into different size fractions ranging from 9.5 mm to 50.8 mm and DMS tests were performed on each size fraction at various separation densities. The pre-concentration efficiency at different size fractions and separation densities was evaluated in terms of metal upgrading and distribution. Mineralogical tests were also performed on selected DMS sink and float samples in order to understand the influence of mineralogy on the pre-concentration efficiency. The results showed that significant copper upgrading was achieved for intermediate size fractions only at the highest separation density tested. The copper recoveries generally increased with particle size at all separation densities. However, it was impossible to upgrade the copper content in the ores and achieve acceptable recoveries and mass rejections at the same time. Copper recoveries and grades showed a strong correlation with iron recoveries and grades indicating that it is possible to pre-concentrate copper by recovering magnetite and other iron-containing minerals in the ore. Overall, the results suggest that the optimum separation density and pre-concentration efficiency is a function of particle size, and that the ore mineralization properties limit the performance of DMS as a pre-concentration technology for such low-grade disseminated ores.

"Since May 1980, New Brunswick has called separate tenders for the right to explore and develop several potash prospects, as well as areas underlain by Alberta oil shale. These tender calls had in common the provision for a basic ad-valorem royalty, combined with sharing of cash flow after exceeding a 15-20% discontinued cash flow rate-of-return threshold. In the case of potash, the bidding variable was a share of cash flow, but for oil shale it was exploration expenditures committed, with the cash flow sharing to be negotiated at the time of application for a production lease. The Millstream potash occurrence, previously discovered by government drilling, received five bids (21.1% highest), the Dorchester ""grassroots area"" with four surmised drill targets apparently received no bids, and in the case of oil shale there were only two bids on the one block previously subjected to the most exploration.It is concluded that New Brunswick will not be successful in awarding the potash or oil shale rights in return for a comparable level of basic royalty and cash flow share as in the case of Millstream, unless it spends money in discovering prospects or sharing the exploration risk with companies. The approach is likely to work for oil shales only if current exploration proves the existence of much high-quality material or a definite trend of real increases in the price of oil is again established. Undoubtedly, it continues to be desirable to assure an on-going stable investment climate through award of potash and oil shale rights under terms which provide for a return that the public and future governments will consider fair. This could mean that some form or risk sharing with companies would be advisable."

"The jointed roof of underground mine openings in stratified rock can be analyzed in terms of a voussoir beam. Because of the essential indeterminacy of the structure, previous attempts of theoretically solving the equilibrium equation have been unsuccessful. Numericalanalysisby the finite element method taking the geometrical and joint non-linearity into consideration combined with the experimental method has been adopted to study the performance isopara of the voussoir beam. Deformation and failure mechanism is analyzed in relation to the failure modes. Equations are proposed to estimate the elastic buckling strength and the crushing strength of the voussoir beam and to verify the failure mode of shear sliding. For application of the mechanism of the voussoir beam in mining operations, methods are described to predict the stability of a jointed roof and to design the dimensions of mining openings.IntroductionThe roof stability of an underground mine opening has direct effects on the selection of support methods, opening dimensions and, more importantly, on the safety of mining personnel. The prediction of the roof stability can be of importance in the design of a mining method and in mining operations. The jointed roof of mine openings in stratified rock can be stable under transverse load depending on the roof geometry and properties of the roof material and joints. The stability of this type of roof can be analyzed in terms of a voussoir beam which was introduced by Evans (1941) to study the strength of underground strata. Brady and Brown (1985) analyzed the voussoir beam and suggested that the mechanism of the voussoir beam could be used in the design of underground mine openings in stratified rock instead of the traditional continuous beam theory."

The Outotec® Ausmelt Top Submerged Lance (TSL) Process has achieved widespread commercial acceptance over the past 40 years for the processing of copper, nickel, lead, tin, zinc and precious metal bearing feeds. The continual development and evolution of the technology during this period has resulted in a more intense smelting process with higher energy efficiency and lower operating costs. More recently, considerable effort has been invested in decarbonisation of the process through improvements such as increased oxygen usage, dry feed injection and use of low-carbon auxiliary fuels. This paper covers a number of these recent advances to the technology and highlights their impacts on energy consumption and CO2 emissions for a range of non-ferrous smelting flowsheets. INTRODUCTION Relentless demand for improvements in the profitability, safety and environmental performance of non-ferrous smelting plants has driven a continual development and evolution of processing technologies in this industry. In response to these demands, a number of bath smelting technologies have emerged over the past 40 years and have been implemented for the treatment of primary and secondary feedstocks. The Outotec® Ausmelt Top Submerged Lance (TSL) Process (henceforth Ausmelt Process) is one such bath smelting technology which has been widely adopted in a large number of greenfield projects and brownfield plant modernisations (Wood & Hughes, 2016). Emissions of CO2 from the production of non-ferrous metals represent approximately 4-5% of global totals (Rankin, 2012), comparable with the almost 10% attributed to iron and steel production. Despite significant improvements in the energy efficiency of modern smelting technologies (Coursol, Mackey, Kapusta & Cardona Valencia, 2015), primarily through increased oxygen usage, further innovation and development is still required to address their reliance on fossil fuels such as coke and coal. Transformation of the non-ferrous smelting industry to low-carbon technologies and process flowsheets is lagging behind the power and transport sectors, which have witnessed significant growth in clean/renewable energy technologies to reduce CO2 emissions and address the issue of anthropogenic climate change (IRENA, 2018; IEA, 2018).

"India is undergoing a massive electrification program using local coal to provide fuel for thermal generating plants. The Rajmahal mine in northern Bihar is scheduled to produce coal at the rate of 10 million tonnes per year by the end ofa sixty six month contract with MET-CHEM Canada Inc. for mine development. In order to control maintenance performance and warehouse inventory MET-CHEM is installing some proven computer-controlled programs and will provide extensive training to ensure that the systems are properly used. The programs are Maintenance Planning and Control System (MPCS) and Materials Management System (MMS), both of which were developed and used by Quebec Cartier Mining Company at its iron ore mine in northern Quebec. In addition, a Predictive Maintenance Program (PMP) using vibration analysis will be introduced . This paper discusses the three systems.IntroductionIndia is currently undergoing a massive countrywide industrialization and electrification program. Most of the power will be supplied by coal-fired thermal electric plants.One of the mines being developed as part of the over-all program is the Rajmahal Open Cast Coal project in the Godda District of Bihar, approximately 270 km north , and slightly west of Calcutta.The project is based on an agreement signed in January, 1989 between two government organizations - Canadian Commercial Corporation (Ccq and Coal India Limited (CIL). MET-CHEM Canada Inc. (MET-CHEM), an international consulting engineering organization which has worked in India since 1976, is CCCs Canadian executing agency for the project. METCHEM was the engineer-constructor and mining associate for the development of the 7.5 mtpy Kudremukh Iron Ore Project. This US$430 million project was completed on schedule and under the original budget estimate. The Rajmahal deposit is the responsibility of Eastern Coalfields Limited (ECL), a subsidiary of CIL. The project is to produce coal at the rate of 10.5 million tonnes per year in 1994."

"Zonation patterns are welt developed in the mafic metavolcanic rocks that host epigenetic quartz-carbonate-gold vein mineralization at the Hollinger-McIntyre deposit. Carbonate alteration assemblages are strongly zoned about mineralization. Proceeding inward from background greenschist facies rocks to alteration envelopes enclosing individual veins, the following assemblages are observed:Assemblage I-quartz-albite-chlorite-epidote-actinolite-(calcite)Assemblage II-quartz-albite-chlorite-calcite-epidoteAssemblage III-quartz-ankerite-sericite-(chlorite-calcite)Assemblage IV-quartz-albite-ankerite-sericiteLithogeochemical zoning is equally well developed as variations in whole-rock abundances ofAs, Au, Ba, Rb, and Sb. As and Ba form the most useful zonation patterns, outlining individual ore zones as well as broader trends of mineralization.Gas chromatographic analyses of fluid inclusions in the quartz-carbonate veins indicate that the mineralizing fluid was an H20-C02 mixture. Locally, CH4-rich fluid inclusions are associated with graphitic and/or carbonaceous wallrocks. Fluid inclusions in ore-bearing veins have higher CO2 contents than those in non-ore veins. Extensive sampling and analyses of veins from the area surrounding the deposit reveals a well developed zonation of CO2 contents about the main zone of mineralization. Low CO2 levels (1-2 mole%) in veins are peripheral to the deposit and increase to over 12 mole% in mineralized zones.The observed zoning of the carbonate alteration assemblages is a result of the addition of CO2 to the wallrock, which is consistent with the zoning of CO2 in the fluid inclusions.The zoning patterns delineated in this study are useful in exploration both on a deposit scale and on the scale of individual ore zones."

"A mineral processing investigation to recover chromite was performed at Lakefield Research, under the guidance of CANMET personnel, on a 70 tonne ore sample from the Bird River deposit in Manitoba. In the laboratory phase a flowsheet was developed which involved grinding, gravity separation and flotation. The gravity concentrates were upgraded by magnetic separation and the flotation concentrates by gravity concentration. Pre-concentration by electronic ore sorting, magnetic separation and heavy media separation also was examined.The developed flowsheet was applied on a pilot-plant scale in the second phase of the testwork to the ore as received, and to ore pre-concentrated by electronic ore sorting and magnetic separation. Ore pre-concentrated by heavy-media separation was treated on a laboratory scale based on the pilot-plant flowsheet.Processing the are as received resulted in 77% recovery of chromite in a concentrate analyzing 30% Cr20 J; processing are pre-concentrated by electronic are sorting resulted in 64% recovery of chromite in a concentrate analyzing 30.5% Cr20J.IntroductionA five-year mineral development sub-agreement was signed between the federal government and the province of Manitoba in 1984. The purpose of the agreement was to establish a work program which would strengthen and diversify the mineral resource industry of Manitoba. Basically, the agreement covers three sectors: Sector A, geoscience; Sector B, mining and minerals technology research; and Sector C, development studies.Project selection involved input from industry, federal and provincial representatives. In the case of industrial mineral s, the selection was initiated at a meeting held at the offices of the Department of Mines and Energy, Winnipeg, Manitoba, in October 1985. "IntroductionSince the mid -1960s, automatic control of grinding circuits has become the rule, to avoid losses attributable to frequent circuit upsets associated with uncontrolled disturbances such as ore hardness variations. Higher capital costs of grinding equipment and corresponding operating costs-especially with respect to energy consumption-are major factors that continue to stimulate interest in grinding control.Grinding circuit control strategies depend upon the control objectives defined by the processing plant and are subject to constraints such as: maintain final per cent solids within some range, do not transport steel ball s out of the discharge trunnion, or do not overflow or empty the pump box and so on. Constraints depend on the nature of equipment employed within the grinding circuit and may actually determine the characteristics of the control scheme. Typical control objectives are:1. Maintain final particle size at set point by ,a. manipulation of fresh feed rate with circulating load maintained by manipulation of pump box water addition rate, orb. manipulation of pump box water addition rate with circulating load maintained by manipulation of fresh feed rate, where the methodology utilized to accomplish either (a) or (b) is dependent upon equipment/circuit constraints such as the availability of a variable speed pump.2. Maintain circuit throughput at a maximum by,a. manipulation of fresh feed rate subject to constraints on final particle size and variables such as power draw, circulating load and mill overload.3. Maintain mill load at set point by a. manipulation of fresh feed rate subject to constraints such as on power draw.4. Maintain mill power draw at set point bya . manipulation of fresh feed rate subject to mill load constraints. Often, a grinding control objective is dictated by the recovery vs fineness-of-grind characteristic that exists for downstream separation circuits. When recovery is relatively insensitive to size, maximum throughput in the grinding circuit is advantageous.The purpose of this paper is to review control strategies for primary ball mill grinding circuits, rod mill/ball mill grinding circuits and semi-autogenous grinding mill circuits. Primary sensors employed are highlighted and modern trends are documented briefly."

During the last twenty years, the company has been interested in developing a gold mine, the Duport Project, on Stevens Island in Shoal Lake . The lake straddles the border between Ontario and Manitoba and is a drinking water supply for Winnipeg and environs.The Duport Project involves the mining of 450 t/day grading an average of 0.35 oz Ault of ore . At the minesite, located on Steven s Island in Shoal Lake, only preliminary processing of the ore will take place, to produce gravity and flotation concentrates for final gold recover y at a mainland plant well removed from the Shoal Lake watershed. No hazardous chemicals will be used at the island site."
