The patterns of occupational health pro- grammes in mining and metallurgy are discussed in relation to the impact of chemical and phy- sical hazards on the health of workers in these fields. Mining and metallurgy are quite unique in that their history and practice embrace virtually the total spectrum of occupational health problems and hazards as understood today. A panoramic concept of the possibilities would comprise the following fields: 1. The Pneumoconioses or Dust Diseases. 2. Physical stress due to exertion, and exposure to heat and humidity in deep mines. 3. The toxic effects of various metals in the mining of ore. The most obvious are lead, mercury, arsenic and manganese. 4. Diseases associated with mining. These include leptospirosis, ankylostomiasis and mycotic infections of the skin. 5. The Beat Diseases of coal miners working in narrow seams. 6. Illumination problems and miners nystagmus. 7. Geographical and climatic problems

During the last decade the proper training of operating and maintenance staff has been recognised as directly contributing to the successful startup and continuing operations of a metallurgical project. During this period Bechtel has assisted clients in the design, development and implementation of such training. The clients have been located in Australia, Papua New Guinea, Africa, China and North America. The programmes have addressed mobile and fixed plant operations and maintenance in coal, copper, gold, borax and other mining environments. The level of sophistication has varied from highly structured and documented instruction to less formal, yet controlled efforts to reorient and enhance the skills of experienced workers to training personnel with no previous work experience. Many lessons have been learned, some easier than others. The space probe Magellan is on its way to Venus (May, 1989) and with its sophisticated radar systems will discover much more about our twin planet. There is tennuous evidence that Venus once had liquid water. Did it have life? Why was it not stable and why did liquid water not persist through the period of the dimmer young Sun? These are profound questions for us. We understand why Mars froze when volcanism terminated (Just as Earth will freeze one day) but could Earth boil if we continue to add greenhouse gases (Broecker, 1985). What will happen if 10 billion humans continue to use fossil carbon as their main fuel source? The Earth is warming fast and the new satellite data show that the oceans are warming faster than we thought. Is this just a fluctuation or is the greenhouse signal coming through the normal noise of climate?

The development of the lower Hunter Valley, centred around Newcastle and its suburbs is closely linked to the mining of coal and the settlements which grew to house the colliery officials, the miners and their families. The Port of Newcastle expanded and developed as a port exporting coal to many ports of the world ranging from Hawaii and Brazil to Japan and Korea. The coal which passed through the Port of Newcastle, depend- ing on the historical period in question may have been mined in Newcastle itself, or one of the nearby colliery townships such as Lambton, Wallsend, Charlestown or Hamilton, or from one of the estuarine collieries located at Carrington or Stockton or from the West Wallsend area or from East Greta, Pelaw Main or Cess- nock located on the South Maitland (Greta) coal field or from the open cut and underground mines of the Singleton Coal District.

While I contemplate the formidable catalogue of bodies and organisations participating in this Conference and the impressive array of qualifications chalked up after the names of the representatives I am indeed honoured to be invited to address you. When I consider the theme you have chosen for your conference I am also somewhat daunted: "The Twenty First Century - Mining for Mankind". It is indeed dramatic, challenging. But what, I ask myself, can a mere KCMG say to all you professional fellows and doctors and academicians? It is not for me to stray on to the more esoteric areas that you will be covering, thereby running the risk of teaching my grandmother how to suck manganese nodules. On the other hand it seems to me that you deserve more than the courtesies, not to say banalities, that are sometimes - sadly, and unjustly - regarded as the stock in trade of diplomats.

The Australian mining industry can expect to be working internationally competitive high quality coal mines during the twenty-first century. Cost efficient mining methods such as high productivity longwall units with heavy reliance on remote control will be standard and worked by well paid and intensively trained operators. Major changes in mine ventilation engineering can be expected in the use of computers and mine telemetry, the understanding of the mine environment and the frequency of mine disasters, the utilization of mine air contaminants for profitable purposes and the provision of a pleasant and comfortable work environment. New approaches to mine ventilation such as air recirculation will have been considered. There will be an increased need for highly trained ventilation engineers. With the present pace of technological change, quite revolutionary new approaches to mining and ventilation can be expected by the end of the twenty-first century.

Portland cement is the chief binding ingredient in mine backfill. In the presence of water, the chemical compounds within portland cement hydrate causing hardening and strength gain. During hydration, heat is generated. In certain cases, hydration heat may be produced significantly faster than it can be dissipated, which can create high temperatures in the underground environment. This paper presents the results of a series of investigations aimed at quantifying the heat generated by cemented backfill during hydration. Scaled stope models, instrumented with thermistors, were used in the investigation. Heat transfer to the hanging wall, orebody, footwall and cross-cut and production drifts was assessed during the backfill curing process and relationships between cement content, cure time, and heat generation were developed. The results of this work will assist mine operators in predicting the heat generated by cemented backfill and provide the necessary information to implement effective engineering control of heat in the underground environment.

The Victorian State Government recognises that the extensive brown coal deposits in Victoria are one of the State's key competitive strengths for economic development. The unique properties of the coal, together with the ease of open cut mining, make it suitable for a variety of new applications. Research and development activities are centred around applications which take advantage of the natural attributes and unique properties of the coal. The high reactivity and low ash content of the coal led to its selection for the Japanese brown coal liquefaction pilot plant currently operating in the Latrobe Valley, with support from the Victorian Government and the Coal Corporation of Victoria. Research and development of new brown coal based products together with many other areas of applied and fundamental research are being conducted in Victoria by Government research organisations, tertiary insti- tutions and private industry, with the objective of establishing new indus- trial developments based on Victoria's vast brown coal resource.

In large-scale mining, large-sized intermediate pillars, or block-pillars, are generated on the horizon or between closely located mines. These pillars are mined under high rock pressure that results from the stress concentration zones superposition from closely located working excavations. This problem becomes much more complicated if high tectonic stresses occur in the rock mass inducing a rock-burst risk situation. Mining experience gained in mining seven block-pillars at three Khibiny mines in Russia under the geomechanical situation like that described aboveÆ is discussed in detail. It has been shown how safe mine of block-pillars depends on their width, location relative to significant geological failures and uncaved rocks of the hanging wall, the order of pillar recovery, and application of special measures for rock mass stress relieving. Basing on the analysis of the mining experience and special scientific researches, the basic principles are worked-out for safe block-pillar mining under rock-burst prone conditions.

Plenary Address Zinc is a trace element in all igneous rocks and its background geological occurrence roughly follows iron but at much lower concentration. Living matter reflects this abundance and zinc is an essential trace element for complex life forms. Thus, environmental issues include zinc deficiency in soils and/or water - and thus in local diets - and zinc toxicity evident in natural or modified ecosystems. Increased knowledge of the role of zinc in plant and animal metabolism emphasises the need to manage, within guidelines based on naturally occurring abundances, the concentrations of zinc in water, spils and in the food chain. Although recognition of the natural variability of zinc concentration provides some basis against which environmental protection standards might be set, the measure of environmental `pollution' is more commonly taken as the degree of change to natural, background levels, attributed to the particular land or water use activity. BHP World Minerals (BHP) commenced development of the Cannington exploration decline in 1993 using Peabody Resources LimitedÆs Mining Services Division (PRL) as the contractor. Approval was given in 1996 to complete the mine development and bring the mine into production in 1997. The total mine development at Cannington by PRL has included 14 km of headings, 1040 m of shaft sinking for ventilation and ore hoisting and 990 m of raise boring for ore passes and vent rises. Hard money schedule of rates contracts were used for mine development from 1993 until early-1997. This took the mine development down to 570 m below the surface and developed six levels. Because of significant risks, the final phase of the mine development was completed in 1997 under a partnering agreement. This paper examines the factors considered in making the change to partnering, the issues involved in negotiating the partnering agreement to complete the Cannington mine development and the outcomes of the agreement.

This paper describes some experiences in the design of flotation reagent schemes for the efficient flotation of complex gold ores containing free gold and/or gold associated with easily flotable sulphide minerals such as chalcopyrite and bornite. Historically, the design of gold flotation reagent schemes has been based primarily on experiences using high dosage levels of water soluble charged collectors such as xanthates and dithiophosphates and carefully controlled regions of pH. This approach has been effective with gold associated with complex sulphide minerals, in particular gold associated with iron sulphides such as pyrite. An alternative two-stage reagent approach is presented that is applicable to certain types of gold ores. This approach involves using very small dosages of uncharged water insoluble collectors at natural ore pH followed by a modified bulk flotation reagent approach for the second stage. The reasons for utilising this approach, when applicable, are discussed and illustrated with examples.

Owing to the 'creeps' and consequent movements in the mines, followed by the recent fire in the southern workings, the whole of the orebody above the 800 ft. level is now very much crushed and broken. The same applies to the hanging wall or overwall coutrny, which has subsided towards the workings, so that for some years past all development work within the lode has had to be carried out with extreme care.The continual but slow subsidence of the overburden into the stopes necessitates a periodical renewal of all gangways in the lode, and, as the subsidence amounts to as much as 60 ft. in places, these new gangways must necessarily pass through the mullock-filling of old stopes in addition to broken ore. They at times pass into the broken ground of the hanging-wall for some distance, where the orebody has widened underneath by the original folding and puckering.

Classifications of Ni-Cu deposits are based on petrology, geochemistry and the geotectonic setting of host igneous bodies (Naldrett and Cabri, 1976; Besson et al, 1979; Nadrett, 1989). The four major classes in Naldrett's (1989) division rest on the geotectonic setting of the igneous complexes and the classes are further subdivided on the basis of the petrology and geochemistry of the intrusion. A more common subdivision of mafic and ultramafic igneous rocks is based on the environment of rock-forming processes, endogenic or exogenic, intrusive or extrusive, and this subdivision has been applied, in practice, to the classification of sulphide Ni-Cu deposits, too. The extrusive deposits, Class I in Naldrett's (1989) classification, are directly related to volcanic processes whereas all the others refer to the intrusive environment. This paper looks at the differences between the extrusive and intrusive groups of Ni-Cu deposits and presents generic, genetic and structural features of the intrusive group.

Argyle Diamond Mines Pty. Limited (ADM), manager and operator of the Argyle Diamond Mines Joint Venture (ADMJV) will recruit approximately 400 employees during 1985 to operate the new large-scale, open-cut diamond mine and treatment plant being developed at Argyle, in the East Kimberley Region of Western Australia. These employees will live in Perth or environs and will commute to work at Argyle via chartered jet aircraft. On site, they will be accommodated in self-contained single person's quarters, with central messing and recreational facilities. Rostering systems have not been finalised, but it is likely employees will rotate through a cycle of 14 days at site and seven-days on leave in Perth. ADM spent three years evaluating residen- tial options before deciding to commute its workforce from Perth. Another 70 senior staff will reside in Kununurra (the nearest established town, 250 km from Argyle) and commute to the mine daily by air.

The adsorption mechanisms of various thiol collectors can be subdivided into four classes: chemisorption, EC-mechanism, catalytic oxidation and metathetical substitution. The chemisorption mechanism occurs at potentials below the thermodynamic potentials for the metal-thiol compound formation and is reversible. The EC-mechanism occurs when the mineral is sufficiently oxidised to liberate metal ions to form metal-xanthates; therefore, it is observed with more easily oxidisable minerals and/or with collectors having large pK values. Thionocarbamates adsorb on sulphide minerals via the EC-mechanism due to their large pK values. Although the adsorption occurs at very low potentials as compared to xanthates, it is irreversible with large overpotentials. On the other hand, the adsorption of modified thiophosphates and thiophosphinates occurs near the thermodynamic potentials because of the low pK values. The metathetical substitution is believed to occur only when a mineral is highly oxidised. These classifications are useful for studying the effects of electrochemical potentials and the molecular structure on the collector adsorption Mechanisms.

The Regional Development Council has initiated a project that aims to find better ways for further investment by extractive industry companies in sustainable regional and community futures. It will be undertaken through collaborative actions that bring together the resources of private and public sector stakeholders in regional Western Australia.   The broad objectives of the project are to: describe and analyse the current situation with respect to the impediments to regional communities being more self sustaining, assess the effectiveness of the current and possible future levels of investment by extractive industry companies in the sustainable development of communities in regional Western Australia, identify and demonstrate collaborative ways in which extractive industry companies in Australia and other countries can play an enhanced role in sustainable regional and community sustainability through strategic engagement and investment; and confirm the effectiveness of the collaborative measures in delivering sustainable outcomes for regional communities by way of attracting and retaining populations and enterprises in Australia and similar environments.

Laser ablation Inductively Coupled Plasma Mass Spectrometry (ICPMS) analysis of fluid inclusions trapping mineralising solutions in major porphyry-copper deposits indicates that copper concentrations can reach 103 - 104 ppm in both dilute, CO2-bearing fluids and in high salinity brines. Non-Cl transport of Cu is implicated. Au has been determined at 0.2 - 0.4 ppm in the low salinity fluids and may be co-transported with Cu. In contrast, high concentrations of Fe, Mn, Zn and Pb are only attained in brines and correlate strongly with Cl-indicating chloride transport. Physical and/or temporal separation of these fluid types can therefore producemetal fractionation within porphyry systems. Evidence concerning the behaviour of Mo is less clear but brine transport appears to be favoured; phase separation is one mechanism that may account for the fractionation of Mo from Cu and the formation of quartz-molybdenite veins. Mining companies worldwide have an increasing interest in restoring indigenous ecosystems following mining. Low levels of plant nutrients and organic matter, pH extremes, heavy metals, physically challenging media, and difficult climatic conditions all hinder revegetation of steep rockdump slopes. Our techniques use colonising pioneer plants to accelerate natural soil development and plant succession processes on minesites that are difficult to revegetate with locally sourced plants by traditional techniques. Suitable treatments and pioneer species must first be identified for each rocktype. Field trials at the Stockton Coal Mine in Buller have shown that successful acceleration of moss and pioneer plant establishment is possible. Best plots showed a mean of 15 per cent moss cover and 3.3 per cent vascular cover after 12 months compared with 0.1 per cent and nil respectively for controls. Techniques have been extended to field-scale trials, using hydroseeders and dryblowers. These techniques show potential for practical land rehabilitation, whilst conserving local biodiversity.

Depending upon the probability one assigns to project go-ahead, up to $10 billion (1978 figures) could be required for resource based projects in Australia in the next decade. In the past major resource projects were readily financeable against sales contracts. In the future the complexities imposed by such matters as political risk, inflation, currency movements and environmental and other socio- economic considerations on project development costs and returns may require a different approach. This paper addresses itself to the ramifications of providing development finance for resource based projects in the future - and in particular examines such factors as project completion guarantees, sales contracts, protection against exchange rate fluctuations, interest rate structures and debt/equity ratios as each relates to the provision of finance.
