The scope, pace and depth of mining is creating a need for improved ground control strategies to meet mine safety standards. Ground control and associated conservation problems relating to subsidence and the disposal of mining and metallurgical wastes can be resolved by mine filling with selected reject materials. The lack of suitable criteria to evaluate the applicability of such materials and especially cemented forms of fill is considered. Sulphide wastes, which are prone to oxidize, and cement are inexpensive mine fills, but their incorrect use can give rise to problems which are briefly described. Research work concerned with the utilization of sulphide wastes such as mill tailings, to produce fill with self-cementing properties has shown that the development of cohesion and strength is attributable to natural oxidation processes controlled by the physical and chemical composition of the fill mass. The cementing is caused by a number of oxidation products, and is most effective when the mineral pyrrhotite is present. The concepts of fill design are outlined and various criteria for assessing durability and deformational properties are proposed. Specimens prepared in the laboratory are capable of attaining unconfined compressive strengths up to 28 MN/m2.

Hydrogen and oxygen isotopic constraints on hydrothermal fluid composition from the Pliocene Boyongan and Bayugo porphyry copper-gold deposits (southern Philippines ) reveal mixing of magmatic and sea water reservoirs as the hydrothermal system evolved. Magmatic-equilibrated fluids (d18O: +8.3ë to +9.1ë; dD: -61ë to -51ë) are represented by hypersaline brines implicated in copper-gold transport and deposition. These dominate the fluid inclusion assemblage in early comb-quartz (unidirectional solidification textures), miarolitic quartz, and in K-silicate-stage quartz-K-feldspar ¦ biotite veins. Fluids responsible for post-K-silicate alteration assemblages of pyrite-clay (illite, pyrophyllite and kaolinite), alunite and smectite are represented by low-moderate salinity two-phase inclusions in co-existing quartz. These are interpreted as mixtures of evolved magmatic fluids (d18O dD: -42ë to -20ë) with evolved Pliocene sea water (d18O: + 4.0ë; dD: +4ë). The isotopic evidence for sea water involvement in the hydrothermal system suggests that porphyry emplacement and associated diatreme formation could have occurred in a submarine setting. The aim of these analyses was to utilise the latest available production information for the Wandoo operation to determine the optimal blasting parameters, costing information and predicted results (fragmentation, muckpile shape and vibration). Much of the data used as input was made available from the information gathered during the excavation of the test pits during 1995. As with any æplanning stageÆ analyses, many assumptions were required to fill gaps in the available data. The calibration of computer blasting models was conducted using data from the last of the test pit blasts (this blast was carried out in material that closely resembled rock expected to constitute the bulk of the base case design pit). This calibration was refined using observation and experience based judgements to extend the accuracy of the predictions as far as possible. All the simulations were performed assuming that the blastholes will be wet (as instructed by BGM). This has consequently determined that the appropriate explosive for the simulations and the actual blasting will be a pumped emulsion/ANFO blend. The following blast design parameters were derived by determining a likely range of powder factor (from other similar scale gold mines) with a median value of 0.62 kg/m 3 being the powder factor arrived at through the field optimisation process conducted during the test pit excavation. The total swell/displacement percentage (volume after blast/volume before blast) largely determines the diggability of a well fragmented muckpile. Consequently where fragmentation is good any reduction of total swell will probably reduce diggabilty. Any reduction of diggability can and should be traded off against increased gold recovery. In most gold mines, diggabilty will be substantially compromised at the balance which produces the most profit. When these considerations are combined with the cost to drill and blast material, processing costs and the achievement of æacceptableÆ diggibility, the analysis becomes extremely complex and qualitative. Many trends are evident including:the relationship between powder factor (for each blast design) and maximum forward displacement (throw), see Figure 1; and the relationship between powder factor (for each blast design) and drill and blast cost per BCM, see Figure 2. The following blast designs are matched to each of three ore-tonnage alternatives (as supplied by BGM) (Table 1). They are all based on powder factor of 0.62 kg/BCM and are considered optimum from a mining æpoint of viewÆ. The costing of each design includes drilling, explosives and labour cost to load, stem and tie-in holes. Using the available rock data and relying heavily on the wall exposures in the test pit(s), it is the opinion of the author that between 20 per cent to 40 per cent of the final walls excavated in the Wandoo pit would be likely to have the angle between the dominant foliation and the wall plane that is well suited to presplitting and be cost-effectively served by presplit technique. The drilling cost for 125 mm blasthole is about $11.40 per drilled metre and the cost of 40 mm presplit explosive is about $140 per 25 kg (17 metre) case. This implies that the cost to drill and blast presplit on the above parameters would be about $10.90 per square metre of presplit face. The remaining wall area would be most cost-effectively delineated using modified production blasting techniques. This requires the use of modified parameters such as smaller hole diameters, smaller spacing/ burden, higher powder factor, free face firing, less rows per blast and longer delays. These altered blast parameters would usually be applied uniformly across the entire blast fired adjacent to the wall and this ætrimÆ blast would relieve burden away from the wall, into the pit. In simplest terms, this method relies upon maximised burden relief to minimise blast energy applied to the wall. It is only applicable where the material to be blasted is waste since the throw achieved is inconsistent with ore dilution control. The largest charge weight per hole for these analyses is 360 kg and the nearest domestic structure to the proposed Wandoo pit is about 6100 metres distant. From these parameters and assuming a worst case example of rock controlled site factor, the predicted ground vibration is 0.5 mm/sec that is about five per cent of the lower limit set down in AS 2187 part two (1993). This suggests that for the current location of neighbours, ground vibration will not be an issue for the Wandoo operation.

The flotation results of artificial mixed mineral showed that using combined salified water glass and (NaPO3)6 as a modifier for magnesite-dolomite separation can obtain an excellent Selectivity.

Distal rhyolitic tephras from the Taupo Volcanic Zone are widespread in the Auckland urban region. Some are primary air fall or flow deposits but most are reworked. Their presence indicates potential hazard for the Auckland urban region from future eruptions of central North Island volcanoes and associated secondary effects. Geotechnical problems occur as a result of weathering of the tephras yielding sensitive materials.

Concentration ranges are presented for 15 trace elements not previously reported in Australian bituminous coals. The results were obtained by instrumental neutron activation analysis, which has sufficiently high sensitivity to enable determination of many elements directly in coal at concentrations less than a few µg/g. The ranges found in Australian coal are similar to the ranges reported in North American bituminous coals.

In the period since 1989 the Yabulu Nickel Refinery of Queensland Nickel has undergone a transformation both in terms of the nickel laterite ore feed and the refined nickel product. These two changes were mutually supporting, as will be shown in the following paper. It had been realised since the early-1980s that the Greenvale orebody would be exhausted by 1992. Consequently planning had been in progress throughout the 1980s for the importation of overseas ore as a replacement for the Greenvale ore. The existence of extensive lateritic ore deposits in New Caledonia and Indonesia made these locations the natural focus of attention. With the three Japanese ferronickel smelters sourcing their nickel garnierite ore feed from these locations it was relatively easy for the miners to supply the overlying limonite ore to Yabulu. This limonite ore was previously discarded as waste. The Yabulu refinery now receives about 85 per cent of its ore from these two overseas sources. The transition from Greenvale ore to imported ore occurred gradually between 1989 and 1993. It was during the ore importation planning stage of the mid 1980s that Queensland Nickel commenced the technical investigation which led to the ammoniacal solvent extraction (ASX) plant installation and the product change from nickel oxide to nickel metal.

Mond gas-producer tar, and, in fact, all tars obtained from the retorting of coal where steam and air are admitted to the retort, are of entirely different chemical composition to the ordinary coal tar made in the gas or coke works. These tars contain none of, the aromatic hydrocarbons - benzene, toluene, naphthalene, and anthracene, sought after by the ordinary coal-tar refiner.The distillation of Mond tar shows it to consist of phenols of high molecular weight, unsaturated hydrocarbons of high gravity and low viscosity, paraffin wax, and resinous substances of whose composition little is known.The physical properties of Mond producer tar are also peculiar. It has a "short," granular texture when cold, which might be likened to candied honey. It "dries" (hardens) when exposed in thin layers to the air, and, for a coal tar, it cannot be considered sticky. This latterò property, combined with the short texture, prevents its being used successfully for road-making or macadamizing.The drying properties and the paraffin wax contained in: this tar cause it to hold up large percentages of water, probably in the form of emulsion. When containing as much as 10% to 15% moisture it appears to be quite dry.

The mineralised members of the Brockman Iron Formation mined at Mt Whaleback are overlain and underlain by shale horizons. To maximise resource recovery, waste movement within the life of mine plan includes mining of the:unmineralised banded iron formation (BIF), Mt Whaleback Shale, Mt McRae Shale, Mt Sylvia Formation, and parts of the Wittenoom and Jeerinah Formation. With the exception of BIFs, all other units contain zones with varying amounts of sulphides and carbon û æreactive shaleÆ. Reactive shale has a propensity to self-heat and can react with some explosives, resulting in spontaneous explosion. Sulphide rich zones also have the potential to generate acid rock drainage (ARD). Mining reactive shale at the Mt Whaleback mine must be undertaken in a safe, efficient and environmentally responsible manner. Key tasks in the mining process include:100 per cent identification of blastholes that may contain reactive shale; 100 per cent correct loading of blastholes with specified blasting products; 100 per cent of reactive shale mined, hauled and dumped in designated overburden storage areas; 100 per cent containment and treatment of ARD water onsite; and ongoing research into ARD, self-heating and spontaneous combustion. Successful mining of reactive shale requires constant co-ordination between the geology, mine planning, mining and environment departments.

North Flinders Mines Limited (N.F.M.) is an Australian-owned mineral exploration and mining company based in South Australia. In the 1970's it researched the prospectiveness of the Tanami (central western region of the N.T.) for the identification of possible economic gold deposits. Having outlined the potential for such a deposit at The Granites (550 km. N.W. of Alice Springs), it marked out and in 1975 applied for the grant of eleven gold mining leases (G.M.L.'s) under the provisions of the then Mining Ordinance. This application was deferred by the Commonwealth Government during the time of the Aboriginal Land Rights Commission (Woodward), subsequent enactment of legislation and land claims. In 1980, the Walpiri and Kartangarurra-Kurintji land claim encompassing the G.M.L.'s, became Aboriginal land. It therefore became necessary for N.F.M. to negotiate a mining agreement with the Central Land Council (C.L.C.) represent- ing the Traditional Owners, before the G.M.L.'s could be granted. In August 1983, the C.L.C. and N.F.M. concluded an agreement to enable the grant of mining interests necessary for the devel- opment of The Granites Gold Project. In an industry that is data-hungry and increasingly international in its outlook, the role of the New Zealand Government in facilitating exploration and mining activity here presents unique challenges. All things being equal, the Regime itself should result in æefficient outcomesÆ, however central to this rational economic tenet are the assumptions that the regime is in keeping with the times, other legislation works in tandem with it, and that those who administer the regime have the knowledge and experience to apply the rules wisely. Following the Crown Minerals review in late 2003, a shift in emphasis from Crown Minerals æmanaging the ActÆ towards proactively æmanaging the mineral estateÆ for greater benefit for all New Zealanders means that these assumptions are being increasingly challenged and addressed through a variety of initiatives. These include improved access to relevant data sets, minimisation of red tape and compliance costs, increasing emphasis on permit holder compliance with work programme obligations, changes to the Minerals Programme and regulations, closer collaboration with and representation to other government departments and councils, and additional recruitment of industry-experienced staff. This presentation will highlight aspects of these initiatives, and examine how they will collectively contribute to facilitating future exploration and mining activity in New Zealand.
