Dr Claude Martin,Director General,WWF International The four quotes above well illustrate the challenges faced by companies and conservationists in attempting to achieve the societal goal of sustainable development. That this aspirational goal itself is far from clearly defined, although it has been widely accepted and endorsed by governments, business and civil society, exacerbates the challenges. Sustainable development has as its central thesis the integration of environmental, social and economic policy. Its attainment by business has been described John Elkington (1998) as the pursuit of the ætriple bottom lineÆ - the achievement of social and environmental targets, in addition to the traditional economic bottom line. It is self-evident that business is both competent and comfortable defining and measuring economic performance and reporting that performance to internal and external audiences. As long as information has been prepared according to the established standards of measurement and reporting of economic performance, all audiences can have confidence in its accuracy. Business does not enjoy the same competence and comfort with regard to social and environmental performance. This is no startling condemnation of business, any more than it is a criticism of governments, non-government organisations (NGOs) or academia. It is a statement of fact that the tools to allow for credible definition and reporting against the other two components of the ætriple bottom lineÆ have yet to be fully developed and are, therefore, far from being widely accepted. Crucial to achieving sustainability is the ability to measure progress toward the goal. The task is to develop means to define appropriate performance standards and to credibly measure and report company environmental and social performance against those standards.

It is my role at this juncture to report to you on behalf of the Council of Mining and Metallurgical Institutions itself. In essence, the Council is an orbital body - a little like Halley's Comet - it returns to earth, in spectacular style, once in every four years. We must acknowledge, however, that the spectacle is provided by the constituent member body organising the particular event and, on this occasion, it is The Australasian Institute of Mining and Metallurgy. On behalf of the Council and its other constituent bodies may I thank the Australasian Institute most sincerely. Our thanks go to Sir James Foots, the President of the 13th Congress, and to all the members of the organising committee and to the five sub- committees. Over 40 people are involved as full members and I am certain there will have been many more involved in very meaningful ways. None of this great- team would ask me to mention them individually, I'm sure, but to fail to acknowledge the role of John Funnell, the Honorary Secretary, would be an unforgivable omission. We must also thank the kindred institutions in Japan, Korea, Thailand, Malaysia, and Indonesia who all helped with the tours themselves or with the initial preparations. Qantas, Jetabout Australia, and Jetabout Singapore have all also made very important contributions and, in our different ways, we each owe our thanks to them. At the two most recent meetings of the Congress - in Hong Kong and Johannesburg - Professor Marston Fleming made this report on behalf of the Council and was supported on both occasions by Robert MacWilliam as vice- chairman. Marston died in 1983 and Robert died in 1984; both men contributed a great deal to CMMI and we will miss their counsel for a long time. As you know, Sir Alistair Frame succeeded Marston Fleming as chairman in 1984 and I succeeded Robert MacWilliam as Vice-chairman.

While the potential for the discovery of new high grade resources exists, it is almost inevitable that the ore resources used to provide society's ongoing demand for primary metals will deteriorate over time as the higher grade reserves are exploited first and are progressively depleted. This deterioration in quality of metallic ore resources will bring about significant interactions with other resources such as energy and water, resulting in an increase in the amount of these resources required per unit of primary metal production. In this paper it is shown that as ores deteriorate in quality, the contributions of the mining and mineral processing stages to the life cycle-based embodied energy and water of primary metal production will increase significantly. Therefore efforts to reduce the impact of deteriorating ore resources on energy and water consumption should focus on these stages.   The results from life cycle assessments of the production of various metals by a number of different processing routes, particularly copper and to a lesser extent nickel, have been used to identify a number of opportunities and technologies for reducing the energy consumption in the mining and mineral processing stages, including: comminution, eg high pressure grinding rolls, stirred mills, ore sorting, preconcentration, advanced blasting techniques, advances in diesel technology for loading and hauling, alternative processing routes, eg heap leaching, in situ leaching, water treatment and re-use, water quality 'fit for purpose', dry processing, floating modules to reduce evaporation, and paste thickeners. All the above and existing developed flotation technologies can impact on the mineralogy of the concentrate supplied to the smelter. Removal of gangue minerals early on in processing may have further downstream process implications on fuel and water requirements. The above technologies are in various stages of development, with some more advanced than others. However, all can be expected to play their part in improving the sustainability of the Australian mining industry.

This paper reviews some of the factors thought to control the formation of supergene gold in the Pacific and its Rim. Discussion of these should lead to reassessment of the economic potential of many areas. In several parts of the world many gold-bearing veins display rich gold values only in the oxidized zone, whereas beneath the present (or ancient) watertable the unaltered vein commonly holds only sub-economic refractory low grade sulphides or arsenides. In the Eastern Highlands of Australia some of the most spectacular concentrations of - gold have been found at shallow depths. For example, Harper (1918) describes the Canton mine in New South Wales which was stoped over a length of 180 metres from the 45 metre level to the surface. The reef yielded gold at 300 g/t in the upper levels, but became gradually poorer at depth. Present geologists of N.S.W. Geol. Survey, G.R. Mcllveen and B.P.J. Stevens, believe that many similar Australian enrichments were formed between the surface and its ancient water table level during the extended period of weathering in the Eocene or pre-Eocene. They concede, however, that further supergene movement of gold may have occurred since the early Tertiary. Large quantities of Mesozoic supergene gold of extreme fineness (Au 99.7%, Cu +òFe 0.3%; Leibius 1885) was found at Mt. Morgan near the Tropic of Capricorn in Queensland. Lower Jurassic sediments cover part of the gossan in a small depression caused by oxidation and collapse of the Main Pipe, thus showing that the supergene gold is pre-Lower Jurassic (Cornelius, 1968). Because the Lower Jurassic landscape around Mt. Morgan was mature with a surface slope of less than 10 (Playford and Cornelius, 1967), erosion would have been very slow. Moreover, once all sulphides had been removed from the ore body the Lower Jurassic environment would have reverted from highly acid to alkaline as it is at present. Accordingly, gold, goethite and 1. Over the last 20 years the mining industry has played a key role in the further development of many Central Queensland and New South Wales communities. The number of people who are employed by the coal mining industry, the number of transient residents, shift work and the town facilities have all contributed to how the community views the coal mining industry. As the coal mining boom continues and the mining communities continue to grow more emphasis is needed to address the community concerns, specifically the socio-economic and environmental impacts that the coal mining companies may have on these communities. Central Queensland coal mining operations are situated in the Bowen Basin. Many of the towns in the region have been developed specifically for the coal mining industry with 13 - 50 per cent (Australian Bureau of Statistics, 2006) of people living in the communities being directly employed by the mines. The introduction of shift work, differing rosters and the mining boom have resulted in considerable changes to these communities with more transient contractors and permanent employees taking up residence outside of these communities. This change, however, has not been as noticeable in the Hunter Valley region. The Hunter Valley, situated in the Sydney Basin has two main mining towns, Singleton and Muswellbrook. Of the 37 173 (Australian Bureau of Statistics, 2006) people that reside in the communities 13.8 to 16.5 per cent (Australian Bureau of Statistics, 2006) are employed directly by the mines. The Hunter Valley is a large tourist destination due to its many vineyards; this results in a diverse community where mining is not the sole means of employment. Similar to Central Queensland the mining boom has brought more people to the Hunter Valley region, although greater percentages have taken up residence in the communities. The views vary between the two regions on the coal mining industry, specifically on the socio-economic and environmental impacts that the industry may have on the surrounding communities.

Solid Energy New Zealand (SENZ) uses a 20+ year period for integrated planning of all its business activities. It has an ongoing program of coal resource assessment to optimise future mines within this 20 year period, using a six step resource and mine planning process. Desktop review and conceptual study at preliminary Levels 1 and 2 are based on general coal resource information. Further coal resource investigations are carried out for the more detailed evaluations in secondary assessment, prefeasibility study, feasibility study and detailed engineering from Levels 3 to 6. At Levels 1 and 2, completing conceptual planning, including preliminary resource evaluation and economic appraisal to the target cost uncertainty level of ¦33 per cent, is challenging in New ZealandÆs highly variable geological and geographical conditions. Where coal deposit geometries are relatively simple, approximate methods for determining pit limits using overburden strip ratios, seam thickness, physical boundaries, and quality cut-offs may be sufficient. Many New Zealand coalfields are however complicated structurally, with multiple seams and extensive folding and faulting. Coal seams are characterised by variable dip, thickness, and quality over relatively short distances. In the North IslandÆs Waikato coalfields, coal is typically overlain by weak sediments and clay rich strata that necessitate very flat cut and fill slope angles. The proximity of these deposits to major infrastructure (including towns, highways and rail lines), significant environmental features such as the Waikato river and lakes, and valuable dairy farmland, add further complexity. Traditional preliminary mine planning techniques applied in these conditions are insufficient. Pit optimisation software, widely used in the metalliferous mining industry since the 1980s, offers the ability to analyse many more specific factors affecting pit limits, mine layouts, and economics, with more rigour and for a much larger number of scenarios, than traditional methods allow. SENZ therefore decided to adapt and use æWhittleÆ pit optimisation software for Level 2 analysis of several Waikato opencast prospects. This paper describes this work.

The Resources Boom of the 1960s in Australia provided a strong foundation for AustraliaÆs economic prosperity for the remainder of the twentieth century. In combination with sound economic management, our world-class minerals and energy sector has played a key role in the nationÆs competitiveness, and it has been the major source of our exports since the early 1970s. Even with the emergence since 1990 of major mineral provinces in Latin America and elsewhere, Australia has increased its percentage of world production of several minerals. Between 1990 and 2002, our share of iron ore production rose from 13 per cent to 20 per cent, nickel mine production from eight per cent to 17 per cent, copper mine production from four per cent to seven per cent and zinc mine production from 13 per cent to 17 per cent. Whether this situation will continue during the coming decades motivates the discussion of this reflective paper. The approach is to consider fundamental supply-side and demand-side issues in arriving at a view about the state of the world, the world minerals sector and the Australian resources sector in the coming decades. The argument draws from the experiences of other mature mineral producing countries such as Canada and the United States. In such nations, efficient producers have often sustained competitiveness for extended periods, despite falling grades and other challenging operating conditions. Yet several forces are changing the economic geography of the minerals industry in significant ways. These include the re-emergence of major global mining corporations, the revision of mineral policy in over 100 nations since 1985, the mobility of technology and more efficient transport both for mineral productions and mining professionals. Given these trends the paper argues that the Australian mining industry must continue to change and evolve significantly in the foreseeable future. Its leaders will need to be even more internationally focused if it is to maintain its strong competitive position.

It explores how they interrelate and how they merge eventually with mine design and mining reserves. The main intent is clarification, particularly in certain areas where misconceptions are common.

The low potential hydrophobic state of pyrite in amyl xanthate (PAX) flotation with nitrogen is of particular interest with regard to the N2TEC flotation technology currently being used for the recovery of auriferous pyrite at NewmontÆs Lone Tree Plant in Nevada. Initially, the N2TEC system had been found to operate satisfactorily, but cyanide in the flotation mill water appeared to be responsible for a loss in pyrite recovery. This supposition was confirmed with laboratory experiments, and a program was initiated to study flotation chemistry variables by electrochemically controlled contact angle measurements. Experimental results show that activation of pyrite in such cyanide solutions can be achieved more effectively with lead than with copper. Subsequently, based on these fundamental studies, significant improvement at the Lone Tree Plant was achieved by lead activation, in which case the recovery increased to expected levels. The effect of activator is particularly significant not only with respect to pyrite depression by residual cyanide, but also with respect to collector (PAX) consumption and the initial state of the pyrite surface. Experimental results show the importance of the pyrite surface state and the rather interesting features of the activation process.

The last two years have seen a rapid change-over from mechanised cut and fill. stoping to the more economic and productive long hole open stoping method, such that today more than 80 per cent of total production is won from open stopes. At first drilling was by sub-level rings and/or parallel up and down holes from inter- mediate sill horizons using conventional exten- sion rod equipment. Sub-levels were developed no more than 40 metres apart to allow accurate drilling. Compact, crawler mounted in-the-hole hammer equipment was introduced as soon as it became available in Australia. Today, all open stope drilling is done with three Atlas Copco ROC306 rigs and two Ingersoll-Rand CMM jumbos. Fans of 115 mm diameter holes, varying from near vertical down holes to horizontal, are drilled with a burden of 3 m. Toe spacing varies from 3.5 m to 4 m. An Atlas Copco DG418 booster compressor is used to boost run-of-mine air from 700 kPa to 1400 kPa in the areas of longest drilling. This has improved overall drilling performance in these areas by 40 percent.

Major changes occurred in the management of loss prevention and risk management at operations in North and South America due to increased insurance premiums following the Olympic Dam fire in Australia in 2001. There are many different scenarios on how fires can develop and the estimated maximum losses (EML) those fires can incur. The EML is utilised by insurance companies to determine the cost of insurance premiums. The cost of insurance can be controlled at existing and newly designed solvent extraction (SX) plants by using risk reduction methods and design criteria to limit the fire exposure. A review of data collected during several loss prevention risk assessments can show how a budget can be protected from dramatically increased premiums and see which design of SX plant and fire protection standards best apply to your operations. The paper will investigate the pitfalls of existing materials of construction, capacity, geography, management practices, fire risk minimisation, and fire suppression systems. Intelligent engineering and managerial improvements implemented by the operations in the Americas in the past two years have further minimised the fire potential and benefited companies in insurance renewal negotiations.

CABS - Costs and Budget System - is being developed to provide more appropriate tools to assist cost control. The most important of these tools is responsibility accounting, that is to ensure the respons- ibility for costs and budgets is placed at the lowest possible managerial level in the Company. The system design and computer techniques utilized include the use of on-line facilities for enquiry purposes plus entry and validation of data. Data base management is used to permit the complex relationships that exist between data in CABS to be defined and maintained. The system must be flexible in order to cater for organisational and other maintenance changes with minimum time delays. The major outputs of the system are reports produced in several cost dissections, by responsibility, by products by cost collection group and type of expense. A significant role in CABS has been played by users. This includes development, control and review of the system proposals in order to ensure that the objectives and requirements from all sections in the Company are met. This role has included Project Leader for the system plus a committee formed to provide formal acceptance of the system Design.

Underground coal mining involves the disturbance of natural strata stresses formerly in equilibrium, the production of noxious and flammable gases and dust which can be both an explosion and a health hazard. It involves also the use of heavy, large equipment operating on natural floors and in confined spaces. Such operations are required to be carried out under artificial light. Much of the easier won coal, that is the shallower coal, from this State has already been extracted and in future workings will be required to go deeper. As the depth increases strata pressures will increase, gas production is likely to be greater and the production of dust will also increase. A further problem which has not yet reached significant proportions in Australia is the potential rise in working temperature. This will be occasioned not only by the use of large items of equipment which themselves generate heat, but due also to thermal gradients as the depths increase. The need for better employee training is now being widely recognised throughout the industry. Under present highly mechanised conditions new employees should not be required to work with or near heavy mobile machinery without proper training

Since 1975 two electric hydraulic drills, a Robbins 11ND and an Atlas Copco C0P1038, have been part of the production drilling fleet at Mount Isa Mines Limited's Isa Mine. As might be expected with innovative and technically more complex machines, breakdowns and mainten- ance problems have been greater than those experienced with pneumatic drifters. This has been especially so with the COP1038 but in co-operation with Atlas Copco, many modific- ations have been made to alleviate operating problems. The training and quality of the maintenance workforce is of great importance. The use of coloured pictorial diagrams for hydraulic trouble-shooting will aid in minimising maintenance downtime. Both machines have achieved good operator acceptance. This is the result of many factors, the major ones being the more acceptable environmental conditions, the relatively low amount of physical effort and the high degree of mechanisation. The drilling area is one in which there is great potential for cost savings and product- ivity gains. Because both machines are capable of a high drilling output, Isa Mine is confident of achieving these aims.

The Nagambie heap leach gold mine commenced production of gold in September, 1989. The mine,120km north of Melbourne in Victoria, Australia, was developed by Perseverance Mining Cor- poration Ltd, a junior Australian mining company, with no other operating mines. Gold production to December 31, 1990 was 47,621 oz. The mine is now producing at the rate of about 45,000 oz per year. As of February 28, 1991, resources at the mine are 5.1 million tonnes measured, at 0.65g/t Au while reserves were 1.65 million tonnes at 0.86g/t Au of proven, heap leach ore, plus 0.37 million tonnes at 0.40g/t Au, of dump leach ore. Metallurgical recoveries expected are 80 per cent for the heap ore and 60 per cent for the dump ore. Perseverance Mining Corporation was listed on the Australian Stock Exchange on April 2, 1987, after a capital raising in March that year. At this time the company's issued capital was 4 million ordinary 25ó shares, 3 million of which were issued to the public to raise $0.75 million.

Safety is paramount in the underground mining environment. The mining industry has for many years focused on injury prevention in the workplace through procedures and training. In the area of control of major accident events that could result in single or multiple fatalities, and serious injuries, the mining industry approach has concentrated mainly on past experiences and lessons learnt. However, in the last 20 years, other high hazard industries, such as the chemical process industry and oil and gas industry have developed the Safety Case approach, using systems safety techniques and risk assessment as a means of identification and control of major accident events. The Safety Case approach is now being introduced into Australian underground mining. This paper describes the Safety Case approach and how this can be adapted to underground mining. This is a holistic approach and assists in ranking significant risk contributors and prioritising risk management efforts. The discussion includes how the Safety Management System interfaces with the Formal Safety Assessment in effectively controlling the hazards. It provides examples from actual case studies conducted by KBR, and suggests ways forward for the industry.

In simple terms, heap leaching means the removal in solution of valuable elements from a heap of material, and their recovery from that solution. The heap of material can consist of essentially unprocessed ore, sub-ore, low grade gangue and country rock, tailings from other upgrading processes, or artificial materials such as slags or furnace and flue products. The solvents can be solutions of acids (commonly sulphuric acid because of cost) or of other chemicals such as cyanides. Because of cost factors the solutions are aqueous; because of this, leaching operations may be curtailed in cold-climate areas. The guiding principle must surely be `large volume / low cost'. Since solutions are generally easier to manage than gases, there is a strong incentive for replacing roasting of materials by leaching, eg arsenical gold ores. Where sulphides are present in the material to be leached, these may provide the necessary acid, with or without the aid of bacteria, to dissolve and extract the recoverable metals. The mineralogical aspects of the operation relate to the nature of the `ore' and gangue minerals present in the heap, their textural relationships, and their effect on the process itself.

Spatial modelling has been used to determine potential locations of granite-related nickel skarn mineralisation throughout eastern Australia. It is believed that during granite intrusion, fluid can leach nickel from nearby mafic lithologies and combine with sulfur to form nickel sulfides. Currently exploration for this style of deposit has been limited to the region around the Avebury Deposit in western Tasmania. As the lithologies near Avebury are not unique it is feasible that similar deposits could exist elsewhere in Australia. The weights of evidence spatial data modelling technique was used to evaluate the wealth of geological data available over eastern Australia and included known economic deposits as training data to weight the themes of the model. These weighted themes were combined to create a prospectivity map showing areas favourable for granite-related nickel deposits. Several regions were identified by the model to have good potential to host nickel mineralisation similar to the Avebury deposit. These include areas located throughout New South Wales, Victoria, Tasmania, the Tasman District of New Zealand and, in particular, the Rockhampton region of eastern Queensland. The production of high-grade calcined bauxite is very dependent on the moisture content of the final product. Existing procedures rely on the ignition of small samples to monitor the effectiveness of the calcination process. The results obtained by this gravimetric technique are several hours behind production and do not permit regular adjustment of the furnace to optimize the control of the chemically bound water content (LOI).To provide rapid and hence more relevant results, a neutron moderation technique has been developed for measuring the LOI of bulk samples of calcined bauxite while they are still hot. The method uses fast neutrons from an 241 Am-Be neutron source to irradiate the samples, and the backscattered thermal neutrons detected are a measure of bound moisture content.The rms deviation between neutron and conventional determinations of LOI, in 15 calcined bauxite samples, was 0.08 per cent LOI over the range 0.1 to 0.9 per cent LOI. When allowance is made for the rms error in the ignition method, the error in the neutron method is found to be 0.07 per cent LOI.

The cement industry requires large quan- tities of limestone, its main raw material. It is the major consumer of this mineral. Limestone is widely distributed throughout Australia but location in relation to major markets, and transport considerations render most deposits of no economic value. Of those which are sufficiently close to the major me- tropolitan markets many are rejected as being unsuitable on grounds of quality, inadequate size for major development, or other reasons such as environmental considerations. Detailed geological investigations are necessary, not only to prove raw material sources prior to establishment of a cement works but also to permit planned extraction programmes and satisfactory grade control during subsequent development. Conventional field techniques have generally proved adequate for raw material exploration. Data assessment and reserves estimation also are by conventional methods although the specific requirements of the industry relating to raw material and cement quality, the type of manufacturing process and fuel used are relevant.
