The dispersion pattern of heavy metals in soil and water is a consequence of complex geophysical and geochemical processes. Metal release from mining sites and subsequent migration occur primarily through acid mine drainage and erosion of waste and tailings dumps. Water plays a significant role in heavy metal mobilisation. Whilst it acts as a storage buffer for the pollutants, it is also the medium in which most of the reactions take place, and is undoubtedly the most significant transport vector in the pollution process. The intrinsic properties of the acidic drainage such as chemical composition, speciation of key mineral components, redox potential and pH are master variables controlling metal release, transport, deposition, reactivity and availability to biota. The mobility of heavy metals is strongly increased by acidification from acid mine drainage, and the discharge of these metals into the receiving waters results in numerous physical, chemical and biological responses in which the environment can affect the metal and vice versa. The result is an overwhelming number of association/dissociation, substitution, adsorption/desorption reactions, giving rise to a complex migration pattern. The attempt to understand and describe the dispersion pattern of heavy metals is complicated by the nature and level of interaction between the geochemical and hydrodynamic processes that generate and control the movement of the pollutants in the geosphere. Transport models which can be used to predict the behaviour of metal pollutants in a natural environment are still in the initial phases of development and their application to real life situations is limited. The Biochemical Cycle adds another dimension to the mobility of heavy metals. Metals form an important component of the food chain for man and plants. Biological uptake of metals from the bedrock and soil by organisms can result in migration paths very difficult to follow. Biodegradation or assimilation is just a tip of the iceberg.

A mining operation can be identified as demonstrating prudent management when a number of vital characteristics are evident.All risks and opportunities that are critical to the on-going success of the operation have been identified and are being effectively managed. All significant tasks and events are plan driven. All levels of management visibly support the policies of the operation through their attitude, behaviour and actions as well as words. Supporting evidence for required activity and the outcomes is readily available. Improvement mechanisms are working to advance the key business processes. Everyone is working towards satisfying the needs of the stakeholders of the operation. When these characteristics are integrated with the satisfaction of all legislative requirements, all industry codes and optionally all relevant international management system standards then an operation is fulfilling all the requirements of a Due Diligence Process. The majority of mining operations do not show all of these characteristics and therefore unnecessarily suffer from missed profit opportunity and constant cost pressure, less than acceptable safety and health and environmental performance and consequent poor relations with employees, unions and regulators. In these operations the characteristics to be observed are quite different.Serious incidents are occurring with no sign of a rate decrease. The operation lurches from one panic ituation to another. Management are absent in their leadership, but very active in developing rules and enforcement methodologies. The operation has no history. Re-inventing the wheel with employees who come and go at an alarming rate seems to be forever occurring. All efforts are directed at controlling the business outputs with a strong emphasis on blame. Everyone is trying to look busy to avoid the ever-present cost reduction threats. To change to more prudent management utilising a Due Diligence Process is not theoretically difficult. However it does take clear direction, focussed efforts, supporting actions with appropriate tools and perhaps most importantly an internal desire and drive to become such an operation. A Due Diligence Process is about doing the important things that have to be done, providing the understanding of why they are important, demonstrating proof of activity and effectiveness, and leading the way through effective management.

The story of the rise, progress, and development of our modern railway system is a long but an exceedingly interesting one. The phases it has passed through, the discussions that have arisen from time to time on the most economic modes of construction and working, and the final result these various discussions have led to, are full of importance and interest to the engineer. It is not my intention to deal historically with the subject. I desire simply to speak to the requirements of the hour in Australia. It will not be disputed, I think, that these colonies have reached a point in railway construction and management when, if additional lines to any extent are still to be built, a different principle must be adopted. There are yet large tracts and areas of country to be tapped by the rail and the locomotive, which for years to come must remain untouched if the same expensive gauges and modes of construction are continued. We have yet to see clearly the necessity of introducing a system of light lines that will pay their own way and at the same time augment the traffic of our main lines. This question really no longer remains an unsolved problem. It lies, in a few words, in the acceptance of the, narrowest gauge and the simplest mode of construction that can constitute a pacticable railway. I fear it is hopeless to suggest that private companies should be legally permitted to construct such lines. It seems as if it were next to impossible to move official authorities to enter upon the construction of lines on this principle. It is, all the same an undoubted fact that if private companies could obtain Acts of Parliament, that in several of the colonies a new impetus would be given to railway construction.I may point out that not only has the principle of narrow gauge light railways been adopted in India but private companies are obtaining power to build them. Outside of :England many narrow gauge lines have been made, and in France, Denmark, Italy, and Sweden they have been highly successful.

The JORC Code, which has been in existence as a Code incorporated in the listing rules of the Australian Stock Exchange and New Zealand Stock Exchange since 1989 and 1992 respectively, has been revised and will be re-released in 2003. This revision followed a call for submissions in December 2001, the publication of an exposure draft in late-2002 and an exposure period during which a large number of constructive comments were received. These comments were reviewed and a further exposure draft released as part of the current exposure draft of the ASX listing rules. It is anticipated that the final Code will be incorporated into the stock exchanges listing rules in late-2003. The 1999 JORC Code has been the standard on which other reporting Codes have been based, each of which has contained refinements. Three in particular, the Reporting Code from the United Kingdom/Ireland/Western Europe, the new Canadian Reporting standards and the SAMREC Code from South Africa, influenced JORC in the preparation of the 2003 JORC Code. Whilst there are differences between the 1999 Code and the 2003 Code, these changes are mainly in the guidelines. The Code definitions, which are largely in accord with agreed international definitions, remain substantially unchanged. The two main changes in the 2003 Code are the requirement for a Competent Person to be responsible for the documentation relating to the reporting of Exploration Results, and the introduction of æRecognised Overseas Professional OrganisationsÆ as overseas organisations to which Competent Persons may belong. Other changes include: clarification of the reporting of exploration targets or potential; the rearrangement of the diamond reporting clauses; the introduction of guidelines for the reporting of Industrial Minerals; modification of the coal clauses and recognition of the new Coal Guidelines; and the introduction of a guideline encouraging the discussion of relative accuracy and confidence in resource/reserve estimates. Other lesser changes to the Code are listed and discussed briefly. The release of the 2003 JORC Code maintains the standard set by JORC as a world leader in the development of mineral reporting Codes and their adoption by industry.

One common public perception of mining is that financially it is an extraordinarily risky business. Another and contrary view, in certain circles, is that price risk and other financial risks can be relatively easily removed or shifted by a number of schemes or devices. In reality, beyond the orebody discovery stage, mining need not be any more risky than most heavy industrial businesses. Nevertheless, as stated by Rappaport, (1986): Risk is a parameter of central importance in establishing the economic value of any asset. The level of risk is determined both by the nature of the firm's operations and by the relative proportions of debt and equity used to finance its investments. These two types of risk are commonly referred to as 'business risk' and 'financial risk' respectively. The term financial risk is used somewhat more loosely herein to recognise the reality that any risk inadequately addressed in the design, construction and operation of a mining project can have significant financial consequences; usually negative. For instance, a specific area of business risk in mining is often called technical risk which definitely has severe financial consequences if not managed correctly. The various risk shifting, hedging and risk management tools available all have their place and range from merely useful to almost indispensable. However, in the long-term, financial risks are maintained at acceptable levels by the application of sound, more fundamental business management principles. There are many with a vested interest in perpetuating a perception that the conceptual foundations of sound management practice are extremely complex. In reality, most management concepts are prosaic, but their application requires incredible discipline and hard work. There is no magic formula or 'silver bullet'. It appears that a company whose activities are restricted to mining can analyse the range of risks specific to mine development and operations more clearly than companies in which mining is just one of many businesses. The almost universal failure of large oil companies in the mining business is probably the best example of lack of any clear comprehension of fundamental business characteristics and risks. Conversely, in regard to risk management, choosing to be in other business as well as mining does nothing to reduce the risks of the mining business. The individual shareholder can probably make such 'diversification of portfolio' decisions better than most management teams. It could be argued that diversification across a number of disparate businesses may actually increase overall corporate risk due to lack of management concentration and focus. These differences between the perceptions of financial risks and the realities in mining need to be further elaborated in relation to some uncompromising business concepts.

Recent well-publicised problems with the start-up of new mining projects have continued to feed the perception that the mining business in general and Ore Reserves in particular are a poor risk. New mines commonly experience difficulties when the true variability of ore characteristics becomes apparent during commissioning. At this critical stage, the impact of lower metal recovery, reduced throughput or increased consumption of reagents and energy can have a catastrophic effect on economic returns, as illustrated by the premature closure of some operations. There appear to be several common reasons contributing to the poor performance of mining projects, of which three are examined here: lack of early risk assessment before feasibility studies are started, inadequate sampling for metallurgical test work and variability of the run-of-mine (ROM) ore. An underlying feature of these issues is the lack of effective interaction between geologists, mining engineers and metallurgists/ process engineers. Geologists need to be more aware of ore processing issues and the range of characteristics that need to be considered as part of the resource estimate. Metallurgists need a greater understanding of the variability of the run of mine ore in terms of all the characteristics that influence the design and operation of the plant. Mining engineers need to determine the short-term variability of the ore in the mine schedule, so that there is confidence that the quality of the run-of-mine ore will be within the design specifications of the plant. A substantial overlap between these disciplines and sharing of areas of responsibility is necessary if these and other technical problems are to be better understood, production estimates are to be improved and commercial risks are to be reduced. Although the JORC Code (1999) provides guidelines for reporting all the issues that are material to an Ore Reserve estimate, some issues are rarely fully addressed in Ore Reserve reports. In particular there is no formal requirement for a metallurgist to assure his or herself of the appropriateness of the Ore Reserve classification. Consequently the level of uncertainty related to recovered grade and ore processing characteristics may be understated. It is suggested that to meet the concerns of bodies funding new mineral developments a stronger multi-disciplinary approach to the analysis of mineral deposits and reporting of Ore Reserves is required. The culmination of this approach would be the formal requirement for a geologist, mining engineer and a metallurgist to co-sign Ore Reserve reports.

The Bowen Basin coal field is an important energy resource. A relatively small proportion is avail- able by open cut operations. Responsible men throughout the world have warned of the need to increase coal research immediately. Because energy is still available in abundance these warnings have not been heeded in Australia. The characteristics of the Bowen Basin coal make it a fairly difficult underground mining proposition and a significant research effort is required to solve the problems likely to be encountered. Both industry and government have responsibilities in the economic recovery of the maximum proportion of the resource and jointly funded research administered by existing organisations should be inaugurated forthwith.

The relative merits of treating coal by flotation and spiral concentrators have been examined by tests on run-of-plant fines samples from three seams in the Wittingham coal measures of the Upper Hunter Valley. Flotation of the complete fines was found to be the most metallurgically efficient process with yields substantially superior to those obtained from treatment of only the deslimed fines. A strict comparison between spirals and flotation for the treatment of the deslimed fines was impossible due to differences in product quality. However, the results indicated that the performance of a flotation circuit would be equivalent, and sometimes superior, to that of a spiral circuit.

A regional scale prospectivity model was developed for Papua New Guinea (PNG) to identify areas of porphyry Cu-Au mineralisation. Weights of evidence modeling techniques were used to determine spatial correlations between porphyry Cu-Au mines and predictive maps created from available spatial data. These predictive maps were then combined into a final prospectivity map. Despite limited regional scale data the model has successfully identified areas of known porphyry mineralisation as prospective and has also identified areas where new mineralised systems may be discovered with further exploration. In February 1974 a continuous synthetic polymer dosing plant was installed at Hamersley Iron Pty. Limited's Pellet Plant at Dampier. The polymer, supplied in a liquid sus- pension, is used to improve the drying characteristics of green pellets. 'Three years of test work were involved in the development of the use of polymers. Polymer is continuously dosed to the balling spray water system at a rate determined by the flow of spray water to the discs. Problems have been experienced with handling the polymer in 44 gallon drums, the increased viscosity of the spray water, disc overloads, increased bed strength and increased "stickiness" of pellet fines.

Rocks of all geological ages are present on the Australian continent. As a result of its geological heritage, Australia is richly endowed with mineral and energy resources. Due in part to its enormous mineral wealth, the nation is in the position of being a wealthy country surrounded by less developed countries of the Asian and Pacific region. Over many years Australia has developed and gained valuable experience in the exploration, mining and processing of a wide range of mineral and energy resources. In an interdependent world community, it is obviously in Australia's interest to cooperate and provide assistance in geoscience education and training to developing countries of the region.

It is a facet of modern-day life that change, even of a revolu- tionary nature, normally passes without comment. People have become so conditioned to continuous improve- ments in every aspect of their lives that they would be surprised only if there were to be no change. This paper seeks to demonstrate the extent of technical change, and to indicate the need for a fuller advantage to be taken of the technologies available, or potentially available, to the profes- sion. It contends that the mineral industry has been particularly slow to embrace technical change, and has good reason to con- sider an improved attitude for both prosperity and survival.

Due to treatment of refractory carbonaceous low-grade gold ores a new technology providing improved precious metal recovery is required. For this reason, a technology including gravity, flotation, recleaning of the flotation concentrate, intensive cyanidation of the gravity concentrate and carbon in leach (CIL)-process for intensive cyanidation tailings and the recleaned concentrate was developed. The proposed technology allows to decrease preg-robbing activities of concentrates treated by subsequent cyanidation. Total gold recovery by the proposed technology from the ore with a head grade of 0.8 g/t was 83.9 per cent. The gold loading onto the activated carbon from CIL process was 6.500 g/t.

One of the most dramatic changes, from a geological perspective, is the reduction of in-house geological staffing and an ever increasing reliance on contract and consulting services. As a result, there has been a change in the way geological information is generated, managed and retained within the industry. This paper describes the changes that have taken place in the industry, provides two case studies of how companies manage their geological Intellectual Property and reviews some of the issues associated with management of in-house and outsourced geology services.

A large amount of Be2C and BeO is formed during the Cu-Be alloy production process, because beryllium is a highly reactive element. Carbide and oxide formation impairs the production yield and the quality of the Cu-Be alloy products, and therefore should be minimised. As a first step for solving these problems in the process, the following thermodynamic properties of the Cu-Be-C-O system were investigated. Based on the results, the equilibrium relations of the Cu-Be-C-O system were clarified and the operational conditions of the current Cu-Be alloy production process were also examined and discussed.

Gold was discovered in the Bendigo area of Victoria in 1851 (Willman and Wilkinson, 1993), and all the early gold mining of any note involved washing (puddling) the gold out of the regolith or alluvium. The waste material from this process was a semi-fluid mixture of rock debris, soil and water, referred to as `sludge'. Puddling machines were gradually introduced to speed up the puddling process (Cole, 1994), and by 1855 an estimated 2000 machines were in the district (Anderson, 1978). In 1859 it was estimated that approximately 2 293 000 m3 of material was puddled annually by the machines on the eastern side of the goldfield, whose waste drained into Bendigo Creek and its tributary gullies. It was also estimated that after the gold was removed, approximately one-quarter of the residue/sludge consisted of the heavier, coarse-grained material which settled out fairly quickly, while the remainder, approximately 1 720 000 m3, was the fine-grained material which flowed downstream for some distance (VPP, 1859 - 60). From these figures it can be assumed that for the ten years during which this volume of puddling was maintained (1854 - 1864) over 5 700 000 m3 of gravels and sands and 17 200 000 m3 of fine-grained sludge had been discharged into and around Bendigo Creek. This was enough to cover an area of over 400 km2 to a depth of 5 cm. By 1859 the problems associated with the sheer volume of sludge being discharged were such that a Royal Commission was appointed to `Enquire into the Best Method of Removing the Sludge from the Gold Fields' (VPP, 1859 - 60). The goldfields referred to were those in the Bendigo area around the township of Sandhurst (now known as Bendigo). The Report of the Commission (VPP, 1859 - 60) stated that: `... inspection of the country bordering upon the course of the Bendigo Creek, to a distance of about fifty miles from Sandhurst . . . ' had revealed that the sludge had ' . . . filled up watercourses and flooded pasture lands . . . '. It also noted that ' . . . even on the plains, thirty or forty miles away from Sandhurst, where the sludge flows thin, and is relieved from its heavier particles, we found it baked into a perfect concrete, and in thicknesses varying up to two feet or more . . . '. The italics were used for emphasis in the original text. As it was considered unlikely that the physical evidence for such widespread inundation would have disappeared completely over the intervening 130 or so years, a project was initiated to locate any evidence of the inundation in the current landscape. If such evidence were to be found, then an estimate could be made of both its extent and its effects on the topography, drainage, and land-use of the inundated area. Extensive field work has determined that over 700 km2 to the north of Bendigo was inundated by the sludge. The area has not been uniformly covered, but has occasional `inliers' which have obviously escaped inundation by being slightly higher than the surrounding areas. Today the sludge is readily identified as a very fine-grained, hard-setting, concrete-like `capping' overlying a well-developed, well-structured, pedal horizon, or in some instances, the gravels and sands of a creek bed. The thickness of the sludge capping varies between a few centimetres and three metres (Peterson, 1996). Rock and coal fractures together with micro seismic vibration is a common occurrence during mining, however, it is very uncommon for coal and rock to be propelled into the roadway. Irrespective, such occurrences do occur and appear to require significantly more energy than is available from strain energy release during coal cutting. The sources of energy which can contribute to the propulsion of coal from the face or ribs are typically strain energy from the surrounding ground, seismic energy from a rapid rupture of the ground in the vicinity, or rapid expansion of gas from within the burst source area. The aim of this presentation is to briefly review the mechanics of a coal burst and to discuss the mining situations for which the energy is sufficient to create bursts. A large number of techniques are in use today to limit membrane fouling, among them certainly is air bubbling (which constitutes the transport medium in flotation) as applied in wastewater treatment; meanwhile, dispersed-air flotation is suitable as a pretreatment stage for microfiltration. The invented and investigated hybrid cell combines the advantages of both flotation and membrane separation, while overcoming their limitations, producing clean water from industrial wastewater. Metals recovery from dilute aqueous solutions is a promising application of this innovative hybrid process of flotation and microfiltration, further to solid/liquid separation. In this study, ceramic flat-sheet membrane modules were inserted inside a typical flotation cell in the laboratory tests, using multichannel geometry, combining flotation with microfiltration by submerged membranes; the latter requiring periodic backflushing. The specific objective was to apply this process for the efficient separation of effluents containing metal cations (here, zinc). The main examined parameters were: the initial metal concentration, flotation surfactant applied and air flowrate. The successful contribution of precipitate flotation was highlighted, while the observed metal removals were of the order of ~100 per cent.

The techniques used in evaluating gold placers and in recovering gold therefrom are briefly reviewed and critically assessed, relative to the estimated and actual recoveries from many operations. The discrepancies between these quantities can be significant and sometimes disturbing. The coefficient of variation for the annual percentage recoveries, relative to the estimates, is in excess of 10 and commonly above 20 . The difficult- ies in evaluating placers are recogni- sed both in the gathering of meaning- ful sample data and in the derivation of estimates. There are deficiencies, perhaps insurmountable at reasonable cost, in the techniques used to derive an estimate and in the gold saving devices usually employed. There is a subconscious trend to use recovery as a check on the estimate. The industry could have extracted more information during the evaluation and working of deposits in order to fully characterise them and in order to quantify metallurgical efficiency. There is a place for other prospecting techniques, particularly geophysical, in placer evaluation and a need for more appropriate and sophisticated
