In recent years the mining industry has suffered from skill shortages in a range of disciplines including mine geology. As a consequence, many businesses operate with incompletely filled organisation charts and technical professionals are frequently thrust into roles earlier than previous generations of geologists, engineers and metallurgists. Exacerbating the difficulties managers face with recruiting suitably experienced professionals is the churn of people through roles. Churn may be caused by internal pressures related to the rapid increase in projects and opportunities within a company or by external factors including the high workforce mobility resulting from the advent of fly-in, fly-out (FIFO). Historically, new entrants into the mine geology profession often received on-the-job training from their more experienced colleagues. This training, supplemented with targeted skills and knowledge enhancement through dedicated short courses, ensured the wide range of skills, knowledge and abilities required in the complex role of mine geology were continually renewed. Faced with an influx of new graduates and a dearth of mine geology professionals in the critical ten to 15 year experience range, the industry needs to develop new paradigms to ensure that the full business benefit of the mine geology function is delivered. This is increasingly important as the complexity of business planning built on geologically-based variables grows. Mine geologists are now faced with the potential incorporation of geometallurgy and waste characterisation along with energy efficiency, carbon-economy and other environmental issues into their roles. Providing baseline data, models, operational control and reconciliation for a wider range of variables further stretches the already limited geological resources available to the industry and exposes personnel with relatively low levels of experience to potentially business transforming decision processes. This paper outlines a successful approach to mentoring at the individual and team level. It discusses what went well and what could have been done differently from both the mentor and menteeÆs perspective with examples from case studies and offers insights into a new approach to dealing with gaps in organisation charts and high turnover of personnel.

The purpose of this paper is to explain the basic structure of how minerals are marketed, whilst highlighting the essential factors that mine management needs to be confident are incorporated into a mineÆs marketing strategy. The traditional mine management approach to marketing has been to defer its scrutiny to the marketing manager and take a largely passive role. It is this paperÆs assertion that mine management needs to become more proactive and provide greater strategic input into the marketing process. Irrespective of what mineral your mine produces, the key marketing principles remain constant and need to be understood and managed to extract the full benefit on behalf of the mining asset. From a mine management perspective, success is ultimately linked to understanding these marketing principles and ensuring that they are effectively addressed by your mineÆs marketing strategy. This paper will unashamedly attempt to simplify marketing by explaining how the basic fundamentals of supply and demand set market direction, the importance of a comprehensive marketing strategy, the importance of customer relationships and how contracts and prices are typically negotiated. This paper will use examples from the metallurgical coal (met coal) industry to highlight these points. The paper will also provide a template for developing the critical mine interaction that needs to exist between the marketing department and management to develop a æwhole of mineÆ approach to marketing. It is this core group that will be strategically responsible for delivering the commitments your mine has made to your customers. For mine management not to be actively involved in this process puts at æriskÆ the hard won production and cost efficiencies achieved at your mine and ignores the opportunity to maximise your current and future revenue streams. And whilst this paper recognises that is arguably unreasonable for mine management to become æmarketing expertsÆ, it also argues that it is unreasonable for a mine management to divorce themselves from the process.

Structural geological modelling is a process which results in a 3D computer model that represents the essence of the geological and structural understanding of an area and is presented in a way that is directly useable, typically by internal customer groups. BHP Iron Ore operates a number of open cut iron ore mines in the Pilbara Region of Western Australia. The largest mine is the Mt Whaleback Mine located at Newman close to the southern margin of the Pilbara Craton. The structurally complex Mt Whaleback Mine is the largest metalliferous single pit open cut mine in Australia with over 1.6 billion tonnes of original iron ore resource. Additional to the Mt Whaleback Mine, a number of satellite open cut iron ore mines are operated by BHP Iron Ore (BHPIO) in the Newman area. BHPIO also operates the Yarrie mine approximately 400 km north of Newman at the northern edge of the Pilbara Craton Most of the BHPIO mines are located in the Archean- Proterozoic Hamersley Province that overlies the Archean granite-greenstone terrain of the Pilbara Craton. The orebodies are considered to be the result of supergene enrichment of the approximately 2.5 Ga Brockman Iron Formation and the slightly older Marra Mamba Iron Formation. Folding represents the most prevalent and penetrative structural element in the Newman area. Four folding phases have been identified regionally (Fj, F2, F3, F5), while a more local folding deformation (F4) developed mainly in the Mt Whaleback and Orebody 29 mine area. A northeast trending, southeast dipping, 45 km long, high angle, normal fault zone, the Whaleback Fault Zone, cuts through the Mt Whaleback mine resulting in an approximately 1400 in gap in stratigraphy. Additionally, two large, low angle, normal faults, the East Footwall Fault and the Central Fault, are present at the Mt Whaleback Mine. During the formation of supergene orebodies, up to 40 - 45 per cent volume loss occurred resulting in local non-tectonic deformation in the orebodies.

At the outset I want to thank you for inviting a representative of the Chamber of Mines of South Africa to address you on the subject of mining and its future at this, the 13th Congress of the Council of Mining and Metallurgical Institutions. It is indeed a pleasure and an honour to be here. As many of you will recall, four years ago I, as the then President of the South African Institute of Mining and Metallurgy, had the privilege of hosting and welcoming you to the 12th Congress, the third such congress hosted by South Africa. The late Sir Ernest Oppenheimer, President of the 1930 Congress - the first to be held in South Africa - in his opening address foresaw the mining industry as "the most potent factor in spreading the benefits of civilisation over the sub-continent." We have come a long way since those halcyon days but, as I noted four years ago, it still remains true that mines have been, and will continue to be, the missionaries of development in many, if not most, of the Third World countries. I have been asked to address you on the subject of "mining" and to let my imagination roam widely so that delegates can leave the congress with a broader vision than they brought on arrival. It is a tall order and in my attempt to fulfil it I ask you to cast your minds back 120 years to a sultry, rustic day when the first diamond was discovered in South Africa at the now famous town of Kimberley. At that time the South African economy, predominantly pastoral, was still at subsistence level. Almost overnight the ensuing diamond rush turned the then British- owned northern Cape Colony's semi-desert scene into a hive of mining activity, every prospector bent on making his instant fortune. It was very little different, I am sure, to the gold rushes that hit California in 18+8, Australia in 1851, New Zealand in the 1860s. and the Yukon in the 1890s.

Oxidation of pyrite and other metal sulfides is accelerated by the activity of acidophilic iron- and sulfur-oxidising microorganisms. The ideal biocide for controlling biocatalysed acid rock drainage (ARD) would be inexpensive, inhibitory toward sulfide-oxidising bacteria at low concentrations, relatively non-toxic toward non-target organisms, degradable in the environment outside the zone of application, stable and long-lived in the impacted environment, sufficiently mobile to penetrate into piles of waste rock or tailings, and effective regardless of the metal sulfides present. A potent agent for combating ARD that fits these criteria is the thiocyanate anion (SCN-). The objective of this study was to determine the effectiveness of thiocyanate in controlling or preventing ARD within several types of sulfidic waste rock and tailings. Results were evaluated within a context encompassing process water and solids management strategies employed at different precious and base metal mines. Sulfidic rock was treated with solutions of potassium thiocyanate and subjected to accelerated weathering tests in lab-scale humidity cells, trays, and columns. Certain tests also utilised solid phase copper thiocyanate (CuSCN) to evaluate a ærelease on demandÆ strategy. Leach solutions were analysed for parameters indicative of ARD including pH, redox potential, conductivity, acidity, sulfate, iron, and certain heavy metals. Two larger scale field tests were also initiated by personnel at separate mines using, in the first case, ore containing a pyritic component in large columns and, in the second case, waste rock containing base metal sulfides in lined pits. Humidity cell tests showed low concentrations of thiocyanate solution applied to pyritic waste rock could reduce ARD formation by 90 per cent or more compared to untreated controls, with the residual release of ARD components (eg sulfate, Fe, acidity) probably reflective of strictly chemical oxidation of the sulfides by molecular oxygen. Thiocyanate applied at a concentration of 22 mg/kg to waste rock from a base metal mining operation in large laboratory scale columns reduced acidity and sulfate release by 75 per cent to 80 per cent compared to untreated controls. This extent of reduction in ARD may not meet discharge water quality criteria, but has the potential to significantly reduce lime consumption and sludge production in a conventional neutralisation facility. The use of a solid-phase metal thiocyanate compound (CuSCN) at a dosage of 194 mg/kg pyritic ore resulted in the following per cent reductions in leach solution parameters in comparison to controls: sulfate (78 per cent), acidity (93 per cent), dissolved Fe (99.4 per cent), and dissolved arsenic (99.9 per cent). This compound has the further advantage of being relatively stable until needed, dissolving only in the presence of an acidic and oxidising ARD solution. If this line of investigation progresses favorably, it offers the possibility of an ARD prevention technique that may be applicable in some settings. Mine-site pilot scale tests with pyritic ore resulted in reductions in sulfate (56 per cent) and Fe, As (66 - 68 per cent). In sum, thiocyanate at relatively low concentrations dramatically reduced ARD from sulfidic rock in a simulated heap. The pilot test using waste rock containing base metal sulfides has begun only recently. A preliminary process design and cost estimate was made for fullscale application of thiocyanate to waste rock at a hypothetical gold mining operation producing 5000 tpd of ore and 10 000 tpd of sulfide containing waste rock. The combined capital and operating costs for the full-scale thiocyanate application facility were about $US 0.25/tonne of waste rock and $US 0.50/tonne of ore. Although thiocyanate is readily available commercially, it also occurs in process solutions associated with certain types of mining processes. Such solutions after selective treatment might be recycled to sulfidic waste rock or tailings, rather than being treated for thiocyanate degradation.

Gold mining cyanide-bearing solutions can pose a risk, cause significant wildlife deaths and adverse public relations and result in non-compliance with regulatory conditions. The International Cyanide Management Code for the Manufacture, Transport and Use of Cyanide in the Production of Gold (the Code) was developed as a voluntary code to encourage industry-wide improvements in managing cyanide responsibly. The Code requires design and implementation of robust monitoring programs for compliance under the following standards of practice: 4.1, 4.4 and 4.9. A robust monitoring regime can be complicated as each processing and tailing system is different. The following systems are commonly used in Australia: carbon-in-leach (CIL); carbon-in-pulp (CIP); heap leach process ponds; tailing waste disposal systems; peripheral discharge, central discharge and in-pit disposal. Some terrestrial wildlife can be denied access by fencing tailing storage facilities (TSFs) or other physical barriers, therefore limiting wildlife interaction with cyanide-bearing tailing and solutions to mainly birds and bats. While wildlife monitoring programs for processing and TSFs contain similar core attributes, it is necessary to adapt monitoring to take into account the site-specific features of each system. These core attributes are discussed in this paper, with reference made to cyanide concentration and associated methodologies. The issue is considerably complicated if tailing solutions are deemed or discovered to be toxic to wildlife. Essentially cyanides are required to be measured to gain an understanding of the concentrations to which wildlife may be exposed. This usually equates to measuring the cyanide concentration of solutions entering and leaving a tailing system. To assess the risk to wildlife presented by tailing and heap leach systems it is necessary to monitor both the hazard (cyanide concentrations) and the exposure (live wildlife species, presence and interaction). These tasks need not be arduous and a system of simple frequent monitoring has been developed and implemented for Code compliance. The wildlife monitoring developed by Donato Environmental Services (DES) and used at mining operations departs from the industry norm. It documents observer effort, live wildlife presence, habitat and behaviour in a tailing system, as well as deaths and carcasses. A greater understanding of wildlife cyanide toxicosis associated with this monitoring approach will enable mining companies to adopt a proactive approach to significantly reduce, or preferably eliminate, the impact on wildlife and assist in gaining Code compliance.

Pyrite, chalcopyrite and mixed sulfide samples, with and without quartz (5 wt per cent S), were subjected to column leaching to mimic natural weathering (cyclic wetting and drying). The pH and SO4 2- concentration of the column effluent was measured over a period of 78 weeks. The pH of the pyrite-only containing column rapidly decreased and remained under pH 4 after 12 weeks of leaching. The pH calculated assuming a 2:1 ratio of H + generation and SO4 2- release was slightly lower than that measured. However, a reduced H + to SO4 2- ratio of 1:1 is predicted if the release of aqueous Fe 2+ is assumed rather than the formation of Fe(OH)3. The pH of all columns containing only chalcopyrite or a 1:1 mole ratio of chalcopyrite and pyrite remained at or above pH 5 for the duration of the leach even though significant SO4 2- was released. One column containing the same initial surface area of pyrite and chalcopyrite but only approximately 0.10 the mole fraction of S as chalcopyrite maintained a pH of greater than five for the first 56 weeks of leaching and showed sporadic acid production thereafter. It is well established that oxidation of chalcopyrite results in a surface layer of polysulfide material. It is the formation of polysulfide that neutralises the acid produced on S oxidation through to SO4 2-. Hence where polysulfide formation occurs extensively on chalcopyrite the resulting solution pH decrease will be less than that based on SO4 2- production. The oxidation rate of sulfide minerals increases with decreasing pH and hence acid formation via sulfide oxidation to SO4 2- causes the subsequent oxidation rate to increase. The addition of calcite (CaCO3)to a pyrite column not only neutralises the acid formed but also decreases the rate of release of sulfate to solution by a factor of approximately 30. This is also the case where chalcopyrite is present mixed with pyrite. The rate of release of sulfate from the mixed sulfide mineral columns (after the initial release of the sulfate already present) was between one-fifth and one-tenth that in the absence of chalcopyrite.

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

WHEN reading reports on reefs and lodes, one often comes across the statements "short shoot," "narrow shoot," "wide shoot," & c.From a number of reports in the writer's possession, some by members of the Geological survey, it is plain that the words "short," "narrow," "wide," "long;" &c., are used somewhat carelessly.In one official report on a certain field, for instance, the reefs are described as having "short, rich shoots"; another report on the same field states that "the reefs were characterized by narrow shoots, rich at the surface." Again, Charters Towers is described as having "wide shoots"; another writer says they are "long shoots. "The writer has read again of "short shoots which went down like pipes," and of "narrow shoots of limited extent." No doubt one can make out what is really meant, but the language is mixed. It is apparent that "narrow" is meaning the same as "short," and that the shoot has not much length in a horizontal direction. Nothing is said about the thickness or width of 'said shoot, or its depth. The "wide" shoot is evidently a "long" one; its thickness 01' width and depth is not specified. When we consider these terms, it is seen that only a few words are needed, and that these few should (as they do) have a definite meaning. In the course of his mining experience, the writer has seen shoots of almost all sizes, and some have been very long (in horizontal measurement), and have been followed down for great depths, these shoots being the best type-Charters Towers, Walhalla, &c., are examples.

As an Inspector of Mines in Queensland, my main responsibilities include the enforcement of the Mining Act 1968 - 1986, the Mines Regulation Act 1964 - 1983 and the Metalliferous Mining regulations 1985 to promote the safe and responsible exploitation of the States' mineral wealth. An important adjunct to this task is the offering of an advisory service to the mining industry. However, in the pursuit of my duties to this regard, I have sadly observed in some cases, numerous wrong doings and negative activities by miners which have led to their ultimate demise, not to mention that of others. Despite what I consider corrective advice, I have witnessed, again in some cases, disregard and blind pursuit for the wrong end. This then is a novel approach to get the message home in the form of a light hearted cartoon presentation relating the saga of an average Aussie battler entering the mining game unprepared, making the wrong decisions due to his own ignorance and the cleverness of others, leading finally to his and possibly others' downfall. It is not intended to insult any particular profession or group of individuals and only endeavours to impart to readers and listeners, the message of being prepared and alert when entering the gold mining industry. Even though the presentation focuses on the woes of a rookie alluvial gold miner, a similar analogy could be drawn with his hard rock counterpart since the basic issues that I have attempted to address are common. By no means is there a saga complete because there are many more traps a miner can inadvertently fall into and only time has prevented me from referencing them.

Mineral maps of æintactÆ and large particle textures have been produced routinely from optical microscope images. Polished thin sections of large particles (1 - 3 mm) provide a balance between representative sampling and the preservation of primary rock textures. Optical microscopy is an efficient way to generate mineral maps suitable for geometallurgical applications. The automated optical mineral identification was carried out using a Leica DM6000¬ microscope with a high precision stage suitable for direct tiling of image frames and good registration of multiple image layers. Standard images collected were 10 x 10 frames (20 mm x 16 mm). Four image layers were recorded: ætransmitted light plane polarisedÆ, ætransmitted light crossed polarsÆ, ætransmitted light crossed polars with 1l tint plateÆ and æreflected lightÆ. All image analysis was carried out using Definiens Professional V5¬. The four image bands were read directly in 12 greyscale bands. A segmentation algorithm produced objects based on homogeneity across all bands. These objects were then classified using a complex set of rules (Process Tree) that are based on image brightness in all 12 bands. Opaque and non-opaque minerals were classified in the same sample. Using this protocol up to 12 minerals can be satisfactorily classified in one sample. The opaque minerals were recognised using colour ratio and reflectance intensity in the reflected light image. Non-opaque minerals are more difficult because of the complex variable colours of many minerals and the complexity of interference colours. However, object-oriented classification using three transmitted light image layers and multiple rules is a powerful technique for recognition of these minerals.

The history of black coal as a fuel dates back in Europe more than 2,300 years, and possibly longer in China. Originally the mining of coal was done by underprivileged people, but with the industrial revolution and the dawn of mechanisation, the status of the coal miner improved. The improvement continued to the present day. Coal miners now take an important role in industrialised countries and enjoy a high standard of living. The miner is amongst the highest paid and best technologically served in any industrial activity. The abundance of coal relative to alternative fuels and its widespread occurrence, brings with it a prosperity much valued in those countries with significant resources such as Australia. Coal will play a major role in easing the world energy shortage. In addition to the conventional usage, throughout the world coal gasification plants are in various stages of development. Coal liquefaction plants are beyond the drawing board stage. Slurry pipelines to supply coal for direct burning in electric generating and other plants are planned. In the current atmosphere of environment consciousness, Australia has to contend with people with only marginal interest trying to influence coal mining activities to the detriment of the overall prosperity of Australia. Fortunately enlightened legislation is the greatest protector of the environment and in many instances great improvement to the environment ensues after mining has passed. With its vast resources of black coal Australia can look forward to a significant role in future supply of fuel. As a result of the trade and industry involved, Australia can become an even more influential country in world politics, trade, and the setting of high living standards.

Soil covers for mine waste are subject to changes in structure as a result of root development, and wet/dry or freeze/thaw cycling. The purpose of this study was to evaluate the changes in the hydraulic conductivity of three non-compacted clay covers over time. The covers are located on a sodic/saline overburden fill (30-Dump) at the Syncrude oilsands mine in Fort MacMurray, Alberta, Canada. Monitoring of these covers for temperature, matric suction, and water content by the University of Saskatchewan has been ongoing for more than three years. The three covers (D1, D2, and D3) were constructed in 1999 and are 50 cm, 35 cm, and 100 cm thick. The covers are comprised of a surface layer of reclaimed peat/mineral mix over a secondary reclaimed mineral soil (glacial till or glaciolacustrine clay), placed over a sloping shale surface. Field measurements of hydraulic conductivity within the secondary layer were obtained using a Guelph Permeameter during the 2000, 2001, and 2002 summer field seasons. Repeated measurements were made within the D1, D2, and D3 covers at depths of approximately 40 cm, 30 cm, and 60 cm, respectively. The values of hydraulic conductivity for the covers were similar to each other during each of the field study seasons. The mean hydraulic conductivity of the secondary layer increased every year: 2.5 + 10-6 cm/sec to 2.1 + 10-4 cm/sec to 4.3 + 10-4 cm/sec from 2000 to 2001 to 2002. Soil temperature data shows that one freeze/thaw cycle occurred each year at the measurement depths.

In Australia a social impact assessment (SIA) is generally required prior to the approval of a mineral resource extraction or processing projects as a part of the Environmental Impact Assessment (EIA) process. In recent years there has been increased attention on the adequacy of the SIA process applied in major project assessment. Most applications have focused on the impact identification process with little attempt given to the community negotiating power over how impacts will be addressed. The impact assessment tends to occur at a single point in time, with no subsequent re-evaluation or ongoing social impact management and monitoring process. The assessments rarely specify how responsibilities for impacts on communities may be apportioned between project proponents and government, and have been inadequate in dealing with cumulative project impacts. In Queensland, concern about these shortfalls have led to the release of the Sustainable Resource Communities Policy 2008 and requirements for social impact management plans (SIMP) to be developed for each resource development in the State. In this paper a 'pressure-state-response' approach to impact assessment is used to develop an 'impact-response-monitoring-evaluation' (IRME) framework that can be applied to ongoing evaluation and monitoring of social impacts. The framework is applied to coal resource developments in the northern Bowen Basin in Queensland to identify core requirements in a SIMP. The IRME framework is flexible enough to be implemented at various spatial and time scales, for the wellbeing of the local and regional mining and non-mining communities in Australia. The framework can be further examined in other mine developments and could be integrated with the existing mining or environmental protection acts.

There is growing acknowledgement that successful organisations, including mining companies, achieve their competitive advantage by better managing their employees, customers and other stakeholders. The fact that I have been asked to address this conference is perhaps evidence of the recognition of the importance of ensuring the improved management capabilities of the personnel within Australian mining companies. As many of you will be aware, prior to my appointment to the role of President of Minera Alumbrera Limited (MAA), the operator of the Bajo de la Alumbrera project, my career had been more generally focussed on industrial relations and human resources management. My appointment was met by surprise in some quarters, as it is unusual for a person without the technical background of a mining discipline to manage a world-class mining operation. However, it was recognised early in the life of the Alumbrera project that the operation did not lack technical expertise or a committed workforce; rather what was required was innovative management of the project and its operational resources, particularly given that we were operating with totally ægreenÆ workforce in a country without a large-scale mining culture. It is my experience that a particular shortcoming of mining companies is that they have tended to ægrowÆ managers based on their technical expertise rather than people management skills. Historically, many companies have assumed, or at least hoped, that their better technical people would develop the requisite skills to take on the challenges of management. Such philosophy has not always met with success. Whilst the topic for my presentation was originally published as People in the Mining Industry, within the context of the overall theme for this plenary session, People: Education for the Future, it is a subject with an extraordinary breadth of possibilities for discussion. Therefore, I have chosen to redefine my presentation to People Management Issues in Offshore Mining Projects,an issue which I consider to be an important area within the overall topic and one which has particular currency given the increased tendency by Australian miners towards offshore exploration. It is also relevant from the perspective of continued rationalisation of our industry, the recognition that there will be more large-scale, global corporate mining entities and that significantly more mining professionals will become æcitizens of the worldÆ. We therefore need to prepare our future leaders for these challenges. The topic also allows me to highlight the importance of an holistic management approach as the establishment of a new project in a foreign environment puts into stark relief the need for the application of the full range of competencies, rather than the narrow ætechnicalÆ approach to doing business. I hasten to add, however, that the mining industry is not alone in this regard and I was interested to read an article in the Weekend Australian of 22/23 January 2000, which reported on the first key speech of former Westpac CEO, Bob Joss, as Dean of the Stanford University Graduate School of Business. He said: à We know that when our students go out into the world, if they have to struggle, it will not be because theyÆre not smart enough, or they donÆt have enough good ideas. It will be because they struggle over managing themselves and their relationships to other people. The article then went on to say that Bob Joss foreshadowed an initiative to build alliances between the Business School and other Humanities departments within Stanford University to draw on their learning. Other business schools have also recognised this need, albeit somewhat late in the day, as have the most enlightened of modern corporations; in summary, successful businesses have recognised that in an age where competitive advantage through, for example, technological breakthroughs is very short-lived, it is the quality of management that will provide the leading edge. By using the Alumbrera project as a case study, I will identify certain of the challenges with which companies and individuals may be confronted in the establishment of a greenfields project outside Australia. However, many of the issues raised will have direct application in the context of the development of an Australian operation. My objective is to provide an indication of areas which should be considered at the formative stages of a projectÆs development, with particular focus on the issues of people management. I would expect that such a study would be of benefit to companies, education institutions and individuals in preparing themselves for similar experiences.

South Africa is a semi arid, water scarce country that has undergone recent major political and social transformation. This transformation has ensured that water management has become a primary environmental concern in the South African mining industry, raising the status of water from an ancillary service to a fundamental factor in mine planning. The coal mining industry has been involved in the development of integrated catchment management plans since the late-1980s when a series of initiatives commenced in catchments where collieries operated. The plans focused attention on water supply and water demand management, the equitable access to water supplies, and intersectoral approaches to decision making, before the promulgation of new legislative and policy frameworks. Development of an integrated watershed management plan for the Olifants River basin, located in the Mpumalanga province, commenced in 1990. The Olifants River is an international river basin of 54 570 square kilometres and shared by South Africa and Mozambique. The upper watershed, locally called the Witbank Dam catchment, will be the focus of this paper. It has an area of 3400 square kilometres and is the major coal mining, power generating, and maize-growing region of the country. The processes embodied in the integrated watershed management plan had no formal guidelines but rather developed in an ongoing fashion over time. The plan commenced with a situation analysis involving the major stakeholders that identified principal technical shortfalls. These shortfalls were investigated under the guidance of multisectoral committees. The Olifants River Forum was started to extend awareness of the initiatives on an informal level throughout the whole watershed. The results of the investigations enabled water quality guidelines to be established for the upper catchment. To achieve the guideline levels additional initiatives were developed including a scheme to manage mine water discharges into the river system, the development of a standard four-step water management process, investigation and development of innovative mine water treatment processes, specifically sulfate reduction technologies, the use of gypsiferous mine water for irrigation, river and dam hydrological models, groundwater models and biomonitoring. Significant outcomes from the process have been achieved including the improvement in water quality in the Witbank Dam catchment. Equally significant have been the development of partnerships between businesses and between businesses and the community specifically in the use of mine water for irrigation. The plan realised a number of requirements for success including, the development of trust, openness and transparency with information, the essential need for consultation and negotiation and the involvement of third parties to validate information. The future still holds the potential for disputes between upstream and downstream water users but understanding, transparency and accountability between all players have, and will in future, enable the matching of the increasing demands on a scarce water resource to the needs of all.

The procedure for operation of deluge systems installed in road tunnels is still a subject of debate. The work undertaken in this paper assists in the understanding of the effects of deluge in road tunnels, and thus aims to help inform the development of operational policy. Analysis was undertaken using computational fluid dynamics (CFD) simulations to help explore the deluge interaction with the tunnel ventilation (including smoke exhaust) and combustion products. It was found, for the scenarios considered, that: Deluge activation can decrease the required critical velocity for smoke backlayering, and this in turn can improve the effectiveness of a smoke exhaust system.The dominant parameter for deluge effectiveness is the vehicle configuration, with shielded scenarios (such as a fire in the passenger compartment) showing almost no water reaching the fire. The water delivery rate (5 mm/min versus 10 mm/min) has only a minor effect on the smoke duct damper inlet temperatures and downstream smoke temperatures for small fires (5 MW). For large fires (50 MW) the higher water delivery rate gives slightly improved performance (lower damper inlet temperatures and lower downstream smoke temperatures). A one-dimensional transient tunnel model incorporating different operational and deluge response policies (ie deluge activation times) was developed. It was used to examine the influence of different operational parameters on life safety risk and tunnel damage risk. It was found, for the scenarios considered, that: The life safety risk for different scenarios has a sensitivity to deluge activation policy with the case of delaying the deluge activation for a long time giving the worst outcomes. However, the most critical parameters for life safety risk are operator response time (for all response activities, not just deluge) and the type of fire (configuration, size and growth rate).There is a reduction in risk of tunnel damage when the deluge is activated earlier, although the fire configuration (ie whether or not the seat of the fire can be reached) has the greatest influence on the outcome. It is concluded that the deluge activation policy should be case-dependent. It will depend on the tunnel, the safety systems provided, and most particularly the vehicles involved. The current policy in Australian tunnels is for manual activation of the deluge by the tunnel operator as soon as practical after the fire is confirmed (see also PIARC, 2007). This is a good policy. However, future work may be helpful to improve the skills of operators to make the best judgement as to when deluge should be activated, balancing all risks. This work could include research to further the understanding of deluge and fire in road tunnels, training programs and consideration of historical fire events.

There has been an unprecedented rise in the fatality rate in the Australian mining industry over the last few years. The factors behind this rise are not clear; however, it is noted that the increase in fatalities has occurred during a fall in commodity prices.This paper examines prevention methods and systems to deal with hazards that have the potential to result in either single or multiple fatalities. Managing the risks associated with mine ventilation is used to illustrate the principals behind the approach.The paper also touches on the broad science of human error and proposes a multifaceted approach to controlling and preventing fatal risks.A summary of the steps involved in developing an effective principal hazard management plan is provided.CITATION:Clough, A J, 2015. Is the Northern Territory different? Certainly it is more remote, has less people and relies more heavily on two or three industries for its survival. On the other hand, its mining industry is governed by Acts not dissimilar to those of the major States - a Mining Act provides the basis for acquisition of tenure, a Mine Management Act provides regulatory control, a Mineral Royally Act collects revenue in return for the right to utilise the land's bounties, an Environmental Assessment Act provides the public face to rehabilitation and environmental safety, and the Aboriginal Land Rights (NT) Act purports to give development criteria for inalienable land use. With the exception of the latter, at least until the advent of Mabo, all these are simply variations on a theme, and are common to most States. This paper will show how the Department of Mines and Energy works in relation to the Northern Territory mining industry.
