I congratulate The Australasian Institute of Mining and Metallurgy on its decision to hold its Annual Conference here in Western Australia. Western Australia, with its abundant mineral and energy resources, plays a key role in the Australian mining industry... and Western Australia will continue to figure prominently in this vital industry for many years to come. The success of our gold, iron ore, bauxite, mineral sands and other primary industries has enabled Western Australia to contribute significantly to Australia's export revenue and, therefore, to the nation's economic strength. The State's mineral wealth has also provided the impetus for a recent surge in mining related activity, including a dramatic increase in downstream processing of our raw materials. Billions of dollars worth of new project investment is either committed or awaiting final approval - and most of this new investment is a direct result of a healthy and vibrant mining industry. The North West Shelf Project - which has been providing natural gas for homes and industry in Western Australia since 1984 - has also played a key role in stimulating industrial development. The availability of abundant, competitively-priced gas from the North West Shelf has - along with the availability of other raw materials - made Western Australia a more attractive proposition for industrial investment. The company I represent, Woodside Offshore Petroleum, is operator of the North West Shelf Project on behalf of the Project's six Joint Venture Participants - Woodside Petroleum Ltd, BHP Petroleum (North West Shelf) Pty Ltd, BP Developments Australia Ltd, Chevron Asiatic Limited, Japan Australia LNG (MIMI) Pty Ltd and Shell Development (Australia) Proprietary Limited. The theme for this Annual Conference: "Excellence - the key to the continued success of the Australasian mining industry" is appropriate to the North West Shelf Project. The pursuit of excellence has been a hallmark of the Project. The Joint Venture Participants have been conscious of the need for stringent quality control at all stages of development. Procurement and purchasing policies, for instance, have demanded strict adherence by contractors and suppliers to the highest standards and specifications.

Slag foaming is an important control item in the process of refining molten steel. This study aims to investigate the factors controlling slag foaming by observing the bubble formation behaviour resulting from the chemical reaction between iron oxide and Fe-C alloy in the slag. In this study, 0.06 g of Fe- C alloy was introduced at the bottom of a BN crucible, and 6.0 g of slag (SiO2:CaO:Fe2O3 = 40:40:30) was placed on top of it. The crucible was positioned inside an infrared image heating furnace, where the temperature was rapidly raised to 1370°C at a rate of 1000°C/min in a nitrogen stream, and then held at that temperature for a predetermined time before rapid cooling. Following rapid cooling, the internal structure of the sample was examined using a high-resolution X-ray CT device. The spherical equivalent volume was calculated based on the number of observed bubbles and their equivalent circle diameter. Additionally, the relationship between the volume ratio of small bubbles in the slag volume and the distance from the bottom of the crucible was determined, along with the calculation of bubble density and volume ratio. Under various experimental conditions, numerous bubbles with equivalent circular diameters ranging from 200 to 300 μm were consistently observed. The density and volume fraction of bubbles with circular equivalent diameters between 200 and 500 μm showed a tendency to increase as the distance from the bottom of the crucible increased. Bubbles with equivalent circular diameters of 500 μm or more consistently exhibited lower bubble densities, regardless of their height within the crucible. The formation of larger bubbles is attributed to a decrease in iron oxide concentration within the slag as the reaction progresses. However, this is believed to be due to their higher buoyancy, resulting in shorter residence times within the slag and a reduction in the number of encapsulated bubbles.

A new leaching regime was implemented at Kalgoorlie Consolidated Gold MinesÆ (KCGM) Gidji plant on a cyanide leach of ultra-fine ground sulfide concentrate. High lime concentration and lead nitrate were used to overcome the refractoriness of the fine sulfides (high reactivity of fine sulfides with the presence of gold tellurides). The leach pretreatment stage was shown to be detrimental and was shut down. Lime titration was introduced as part of the process control. It was shown that the leach could be performed at low dissolved oxygen, (ie 3 - 5 ppm) to avoid sulfide oxidation and the associated high cyanide and lime consumption. Plant results showed reduced cyanide consumption (40 per cent) and an accelerated leaching rate, whereby most of the gold was dissolved in 24 hours compared to 72 hours used previously. Similar work was performed at KCGMÆs Fimiston plant, which leached a combined ultra-fine ground sulfide concentrate along with the slimes fraction from hydrocycloning the bulk flotation concentrate. The use of lead nitrate, high lime and carbon-in-leach generated a faster leaching rate and minimised adsorption of gold on fine pyrite particles. The grind, previously controlled with a P80, was replaced by a P98 to give a better operational indication of top size hydrocyclone performance. Before the implementation of the changes, average leach residues for slimes and UFG were respectively 4.0 g/t and 5.5 g/t. With the modifications to the leaching regime, average leach residues were lower by 1.5 - 2.0 g/t. Whilst significant improvements have been demonstrated, further work is progressing at KCGM to further reduce ultra-fine concentrate leach tail grades, and also to improve the understanding of concentrate refractoriness and the factors responsible for differences between laboratory and plant leach results. Estimated profits since the implementation of the new approach are in the range of $A3.5 million per year.

The floatability methodology developed by the AMIRA P9 project through research contributions by the Julius Kruttschnitt Minerals Research Centre (JKMRC, Brisbane, Australia), University of Cape Town (UCT, Cape Town, South Africa) and McGill University (Montreal, Canada) has been successfully commercialised through JKTech. The methodology involves detailed flotation plant campaigns which require large quantities of data to fit models that can be used in JKSimFloat (a steady state simulator for the flotation process). The methodology to date, although widely accepted as the best flotation optimisation technology available, is limited to existing circuit optimisation and requires full plant or pilot plant data to calibrate new models. The floatability of new ore types cannot be characterised using this method unless a pilot campaign is undertaken. After reviewing a large database of existing industrial floatability data, a new methodology is proposed that involves a laboratory based flotation test procedure and review of the floatability database to characterise the floatability of new ores. The full methodology is labelled the floatability index test procedure (JKFIT). This paper outlines the JKFIT procedure and the results of applying this methodology to pilot plant data from a copper ore. JKFIT was applied to two different feed sizes (namely a P80 of 180 microns and 212 microns) of this copper ore. The results of applying JKFIT to this case showed that the metallurgical response (in terms of grade and recovery) from the full pilot plant survey data could be predicted well. Further validation of this methodology was conducted on a separate copper ore. The results from this validation also showed that the JKFIT test was able to be used to predict the full plant performance. The JKFIT test has the potential to become the 'drop weight' test of flotation which will improve the confidence in plant design flow sheet layouts, allow full orebody characterisation and prediction of key grades and recoveries before the ore enters the plant, and will provide an improved methodology for chemistry impact analysis on different ores.

This paper deals with two separate case studies investigating the froth phase performance and characterisation of two industrial rougher/ scavenger flotation circuits. Froth phase performance was quantified using a mass balance approach to estimate froth zone recovery. Measured characteristics of the froth phase included frother solution concentration determined by gas chromatography, and the time taken for an equilibrium froth sample to decay to one-half of its original froth height. The latter measurement is referred to as the æfroth half-lifeÆ and is strongly linked to froth stability. Special methods and techniques developed to preserve frother in solution and to measure froth half-life are briefly described. The frother type in the first case study was a mixture of straight and branched alcohols, whilst the frother type in the second case study was a mixture of alcohols, aldehydes and triethoxybutane. The first case study focussed on a flotation circuit treating a low-grade ore containing only a small fraction of floatable copper sulfide minerals, while the second case study focussed on a flotation circuit treating a higher grade complex sulfide ore containing significant quantities of chalcopyrite, galena, sphalerite and pyrite. It was found that froth zone recovery of valuable mineral generally decreased down-the-bank of the two industrial rougher/scavenger circuits. Moreover, decreases in froth zone recovery significantly limit the overall cell recovery of valuable mineral achievable from the plant scavenger cells. However, the decrease in froth zone recovery could not be linked to the removal of frother from the pulp solution to the concentrate product in the preceding rougher flotation stages. Measurements of residual frother in solution suggested that, approximately, only five to ten per cent of the added frother was removed into the rougher/scavenger concentrate, with the remainder appearing in the scavenger tailings. This finding suggested there was apparently adequate frother in solution in the scavenger stages.

In Australia, ilmenite is produced from beach sand deposits. These deposits contain varying quantities of the valuable minerals zircon, rutile and ilmenite, along with a variety of other minerals. The valuable minerals are upgraded using combinations of gravity, magnetic and electrostatic processing techniques to yield high-grade products. One of the penalty elements present in ilmenite concentrates is chromium, present mostly as chrome spinels. This mineral is particularly difficult to separate from ilmenite, as the properties of the two minerals are very similar in relation to the traditional separation processes. While the deposits which have been treated in Australia in the past have had only low levels of chromium present, many of the newer deposits contain much higher levels of contamination and, thus, there is an increasing need to develop robust processes to separate chrome spinel from the ilmenite. Flotation, which is a unit process with the potential to solve this problem, has surprisingly received little attention for this application. The literature suggests the research effort to characterise the general flotation properties of chromite (chrome spinel with high chromium content) has been extensive and a substantial amount of data is available. However, the problem of separating a small amount of chrome spinel from a large amount of ilmenite requires a different approach to that from separating chromite from siliceous gangue, which has been the main commercial focus of chromite flotation in the past. Much of the work done has been fundamental in nature and the results obtained are fairly inconsistent, as is the testwork completed at batch and pilot plant scale. While these inconsistencies have been attributed to the variable composition of the mineral, there is little evidence supporting this premise. Just as chrome spinel and ilmenite have similar physical characteristics, the flotation response of both minerals is also similar. This paper reviews the literature relating to the flotation of chrome spinel and presents a considered approach to the development of a robust flotation method to separate chrome spinel from ilmenite.

The self-organising map (SOM) is an exploratory data mining technique that is both non-traditional and underutilised. Methodologies based on SOM tend to be data-driven and unsupervised, which makes them ideal to assist in the integrated analysis and interpretation of complex and disparate æmineral explorationÆ data sets. While traditional statistical multivariate approaches have difficulty with relationships that are non-linear and data distributions that are not normal, SOM-based data mining procedures are useful in these circumstances. In a SOM analysis each sample is treated as a vector in a data space defined by the variables; and measures of vector similarity, such as the dot-product or Euclidean distance, are used to order or segment a data set into naturally occurring populations. These groupings are positioned as nodes, or groups of nodes, on a 2D rectilinear representation of the multi-dimensional ædata spaceÆ, which is the æself organized mapÆ. While it is common not to include a sampleÆs locational information in the actual SOM analysis, such information can be used to display the spatial location of samples coded by their SOM node or cluster. If one finds there are coherent spatial patterns belonging to samples from particular nodes, or groups of nodes, then there is strong evidence that the technique is determining patterns and relationships within the data that have natural significance. Variations of the SOM technique may be used to perform broad categories of operations, including: 1. outlier identification û for samples belonging to various nodes or grouping of nodes; 2. function fitting, prediction, estimation or imputation û for calibrating relationships between variables and determining replacement values for missing, null or censored values; 3. clustering, pattern recognition or noise reduction û for determining the natural patterns within a data set; and 4. classification û for classifying samples into the clusters determined in three. Conventional blasthole sampling for grade control has acquired an extremely bad reputation for the last 50 years. The introduction of many sources of bias is a structural reality. Delimitation biases are devastating. Extraction biases are of great concern as well. Weighting biases aggravate an already bad situation. Furthermore, preparation biases are many. Some of these biases are due to the type of drilling machine that is used and are nearly unsolvable. Some of these biases are due to the sampling tools that are used and often unsatisfactory. Attempts to automate blasthole sampling at the drilling site have failed, not because it cannot be done, but mainly because it interferes with drilling productivity. As a result the miner most often rejects the idea after a few weeks of practice. Manual sampling of blasthole piles is a disaster for many reasons; some are related to the methodology, some to the selected sampling protocol, some to the training of operators, some to limited manpower available, and some to limited supervision. Furthermore, with blasthole sampling a time logistic problem is unsolvable as the miner wants the ore grade control geologist to make up his mind within two or three days at most; as a result not enough time is allowed for samplers, preparation facilities, laboratory, and resources department to perform a good job as everyone is working under unreasonable pressure. The economic impact of poor blasthole sampling for grade control has been vastly underestimated by mining companies. The resulting ore grade misclassification is responsible for severe reconciliation problems and massive financial losses every year. This paper suggests areas along this grim scenario where things can be greatly improved; however it is clear that too many problems are unsolvable. An alternative using reverse circulation drilling for grade control is suggested. A thorough analysis of the respective advantages and disadvantages for blasthole and reverse circulation drilling for grade control is presented in this paper.

Preliminary experiments have shown that, when used in a fusedchloride electrolyte, titanium carbide anodes dissolve yielding lower titanium chlorides which nlay be electrolysed in situ to produce a cathode deposit of pure titanium metal. The anode residues are easily withdrawn from the cell. Further experiments have established the operating conditions for maximum efficiency in the process.The process is essentially two-stage, viz.: (1) titanium carbide production, (2) electrolysis producing metal. Timestudy analysis of mining operations at North Broken Hill Limited has been carried out by dissecting operations into small elemental components, and accurately timing these elements. Over a wide range of observations, this has enabled standard time values to be calculated for all underground work.The application of the standard values is in calculating performances as a measure of work output and Performance Controls are kept on approximately two-thirds of underground employees. Through the Controls it has been possible to stimulate supervisory action to improve low performance, and to reduce delays and lost time.The values are used to calculate contract" prices, and anomalies in previous prices have been adjusted on work values and not on arbitrary standards. In out-of-the-ordinary circumstances, the request for a timestudy investigation has been made by both operatives and foremen, and the contract set following the timestudy analysis has been to the satisfaction of both parties.The range of values enables contracts to be applied to work which was previously performed on a day basis, resulting in improved performance.A natural corollary of timestudy is the analysis of methods, and in some cases method improvements have been introduced.It is anticipated that further investigations will be made on methods.INTRODUCTIONIn 1953, a Timestudy analysis of mining operations at North Broken Hill Limited was commenced under the guidance of management consultants. Its aim was, to determine standard time values for specific operations, which would provide management with a measure of productivity beyond the existing measures of tons or feet of advance, and also to determine whether increased output was available under existing operating conditions.

Regardless of the company, and regardless of the program structure, there are a few key points that a graduate can follow to ensure he or she extracts the most from any graduate experience.

It is always difficult to sum up an open forum adequately and instantaneously, so, with the privilege of hindsight, and also with some time to reflect, I am exercising the Chairman's prerogative to put together my view of the overall conclusions. Hopefully, these may provide a focus for each Institute to formulate its own programme with respect to mineral industry education. First, in answer to the question, "Should there be Schools of Mines?", there was a very clear 'yes'. However, I reiterate what I said in the introduction to this forum, specific professional education for the mineral industry exists only because the mineral industry sees a need and wants it. If the mineral industry should decide that it does not need professionals with specific mineral industry training, then such training will cease to exist. As alluded by Dr Hackett, if such training ceases to exist, one must then question the need for Institutes of Mining and Metallurgy. Now, there's some food for thought! Specialist schools of mines (metallurgy and geology) can only exist in an environment of genuine interaction with, and support by, industry. For their part, schools of mines, used here in a generic sense, require leadership that is strong but responsive to industry needs. It is the leader that puts his stamp on a school, and, to a large extent, determines whether that school is 'good' or only 'mediocre'.

There are a number of different mechanisms by which wetlands can immobilise the metals in mine drainage. Here, the biogeochemistry behind four of these mechanisms (adsorption, biological uptake, precipitation as oxyhydroxides, and precipitation as sulfides) is discussed from the perspective of sustainability. Moreover, treatment wetlands are considered as part of a larger system, also taking into account the source of the drainage and various aspects of the receiving waters. The biogeochemistry of different metal immobilisation mechanisms in wetlands determines what kind of drainage can be treated with success, and it also places an upper limit on the amount of metal that can be removed from the water phase per unit of time. This has important implications for the design of treatment wetlands, perhaps particularly in colder climates. A thorough understanding of the prevailing biogeochemical processes is essential when attempting to establish treatment wetlands after the closing of a mine. If a wetland is to be used as a sustainable æwalk-awayÆ solution, the anticipated change in treatment efficiency over time (as pollutants accumulate in the system) must be considered in relation to the expected changes in drainage quality. It is also important that the total metal immobilisation capacity of the wetland is not exceeded and that the integrity of the system is maintained, in order to minimise liberation of previously immobilised metals.

The Mitsubishi Higashitani limestone mine is a ten million tonne per annum operation located near the city of Kitakyushu on JapanÆs western island of Kyushu. Higashitani is one of the largest limestone mines in Japan and accounts for about five per cent of national production. Blasting practices at the Higashitani mine involve the use of bagged ANFO, dynamite primers and non-electric detonators. Regulations in Japan prohibit the use of site mixed bulk explosives. Blast size is usually around 17 000 tonnes with 20 holes in a single row, two or three blasts are fired per day at a powder factor of between 0.25 and 0.32 kg/m3. As part of a program looking at oversize reduction Mitsubishi, Asahi and Orica agreed to conduct a joint project at the Higashitani mine to investigate the relationship between the powder factor and fragmentation. The first stage of the project was to benchmark the current blasting performance. Five blasts were monitored in each of the 210 (hard rock) and 220 (soft rock) areas of the mine. OricaÆs Powersieve« software was used to measure fragmentation and total rock breaker hours were also recorded for each blast. OricaÆs computer blasting simulation model Sabrex« was used to prepare revised blast designs with a higher powder factor and predict their performance. The performance of these blasts was monitored using the same methods.

Telfer is a gold/copper operation, currently operating one open pit mine and one underground mine. The ore processing plant consists of two parallel trains involving semi-autogenous mill, ball mill and crusher (SABC) grinding, flotation and leaching. Due to receiving relatively high grade underground ore for over half of its total feed, Train 1 frequently experienced cleaning circuit overloading during high production periods. This resulted in losses in recovery and ineffective concentrate upgrade. As a quick and simple solution, the Train 1 copper flotation circuit was reconfigured to send concentrate from the first two rougher cells directly to the final concentrate and return the cleaner scavenger tailings to the third rougher cell. These modifications have resulted in a 1.4 per cent increase in plant copper recovery with no change in final concentrate grade. Preliminary results also indicate gold recovery has increased by more than 1 per cent since the circuit reconfiguration. Other benefits include less spillage, more friendly circuit to operate and a more consistent metallurgical performance. Focus for the next phase of optimisation is on concentrate upgrade. A number of opportunities have been identified and are currently being investigated, including staged reagent addition, single stage cleaning of the first two copper rougher concentrates, regrinding of the remaining copper rougher concentrate prior to cleaning and process control based on a machine vision system.

A common problem for many mines is insufficient total primary airflow or insufficient airflow in the correct places as the mine changes over its life. This has a number of impacts on the business operation and may result in the need for a major and unexpected capital upgrade of the system, cancellation of a planned production increase, reduction in production targets, increased operating costs, failure to provide contracted metals to customers or acceptance of substandard conditions in the workplace. In some cases, it can even result in premature closure of the mine. In recent times, higher metal prices have given an expected economic boost to many mines, potentially prolonging their life but simultaneously requiring the mine to develop to deeper depths or requiring assets such as shafts and fans to have their service life extended. Insufficient primary airflow is a particular problem in deeper mines as the ventilation circuits become longer, more convoluted, have higher shock losses and the actual airflow requirements increase due to a combination of leakage, dispersion of the workings and the problems of managing the additional heat loads due to higher virgin rock temperatures and autocompression. This paper discusses the reasons why mines experience unexpected shortfalls in primary ventilation capacity with its associated impacts on metal targets, profits and frequently on the health, safety and morale of the workforce, as well as its productivity.

This paper discusses the significant land use changes that have occurred in the Latrobe Valley during 150 years of white occupation. The developments and changes were haphazard and made with little thought as to their setting or their environmental consequences. As a result many landscape and land management problems have not been addressed.This paper contends that the mistakes will continue unless an overall plan for the landscape of the area is developed and implemented. The concept of 'Greening the Valley' is introduced. It aims to provide focus for a comprehensive co-ordinated plan which caters for the need to restore the landscape and the need to provide for future land use. The plan will seek to draw on three major landscape features of the Latrobe Valley: the natural setting of the hills, rivers, valleys and forests; the agricultural land use including the forestry plantations; and the industrial complexes and urban areas.Rehabilitation of mining areas is a key element of the plan but must be put in a regional context and not be treated as an isolated function of a single organisation. A major challenge will be to integrate the worked out areas into useful and significant landscapes. The paper concludes by explaining the process that will be followed in an attempt to realise the concept.

The Ok Tedi copper and gold mining project is located in the headwaters of the Fly River system in western Papua New Guinea. The project's Feasibility Study was completed in 1979, and in- cluded a preliminary environmental assessment and an environ- mental management program. Construction commenced in 1981, an environmental impact study was completed in 1982, mining and treatment of gold ore commenced in 1984, staged construction of copper ore processing facilities took place during 1986-1988, and a further major environmental study was carried out for the operat- ing mine during 1986-1989. A very considerable data base of environmental information has been assembled by means of a comprehensive monitoring program. Environmental management criteria applied to the Project have reflected the stages and nature of development and operation. Criteria have been designed to regulate potential environmental impacts in the Fly River. An Acceptable Particulate Level of suspended sediment is the principal criterion. Compliance is con- ditional upon -a limited reduction in fish biomass, and upon dis- solved and particulate copper concentrations not exceeding predicted values at various locations throughout the river system. The criteria were established by the Government of Papua New Guinea following evaluation of environmental studies undertaken by the mining company. Compliance is checked by a detailed monitoring program, frequent reporting and statistical evaluation of monitoring results.

When Australian voters elected a Labor Government in March 1983 the value of the Jabiluka uranium deposit as an asset of Pancontinental Mining Limited effectively evaporated overnight. The day before the election, Jabiluka was Pancon's principal asset, with the Company's 65% stake in the deposit having a market value of the order of $US1 billion. This value had been set by an agreement reached with a potential customer, who was prepared to pay $US150 million for 10% of Jabiluka. The months before the election had been the culmination of ten years of unremitting effort to bring what was then the world's largest reserve of high'grade uranium ore into production. These efforts had included two and a half years of negotiations with the local aborigines, as well as exhaustive environmental studies and conceptual mine planning. All domestic approvals required to develop the Jabiluka deposit had been given to Pancontinental and marketing efforts had successfully placed about 50% of the expected uranium production with overseas utilities. It appeared that Jabiluka was about to emerge as one of the world's great mining enterprises. The election of a government with an anti-uranium policy stopped Jabiluka dead in its tracks. Pancontinental's largest asset had effectively become worthless and the Company appeared to be facing a bleak future.

Hong Kong continues to display a remarkable enthusiasm for undertaking ambitious tunnelling schemes despite apparent recessions in the Asian economy. This paper provides an outline of tunnel projects currently under construction, those recently tendered and a glimpse of the extent of forthcoming projects which, according to Government sources, carry a price tag of HK$ 200B. Committed works will cost about HK$ 15B and involve a variety of TBM and drill and blast tunnels. These include the recently tendered works for KCRCÆs West Rail and MTRCÆs Tseung Kwan O railway extension, together with five no retendered TBM drives for the Strategic Sewage Disposal Scheme (SSDS) following forfeiture of the works by the Campenon Bernard-Maeda JV in mid-1997. The JV claimed unreasonable specifications leading to unacceptable levels of water inflow and dangerous working conditions. Key technical issues that are now arising in Hong Kong are:the general use of design and build contracts for bored tunnel contracts;a trend to accept TBM options for relatively short drives in urban areas;the use of æfixed-priceÆ contracts which in the current competitive market, can encourage tenderers to take contractors to take very high risks; andthe difficulty of predicting and managing water inflows in rock tunnels.This paper also includes a new empirical method of predicting water inflows in rock tunnels, and makes recommendations for managing these on-site.
