During the 1960s chalcocite ore was mined from the Black Rock open cut. A large amount of this uneconomic material was not treated by the No 3 Concentrator at the time and as a consequence a surface stockpile was created which contained 750 000 tonnes of material at an average of 1.5 per cent copper.Laboratory trials indicated that due to oxidation, an average of 25 per cent of the copper was water soluble and the remaining copper was leachable using a sulphate/ferriclbacterial leach. On the basis of these trials it was decided to investigate the feasibility of producing copper via a leach SX-EW process. The investigation proved the process was feasible, so began the design, construction and commissioning of a 10 tpd (cathode copper) Copper Leach SX-EW Pilot Plant. CMPS Pty Limited in a joint venture with John Holland Engineering Pty Limited were awarded the turnkey contract for the design, construction and commissioning of the Pilot Plant.

When it comes to sampling theory, a bad sampler is a bad sampler, no matter what, and a sampler is either bad or good. It also is of critical economic importance to tell and understand the difference, especially in a metallurgical plant. In this paper, the grand principles of Sampling Theory are first recalled, then the most popular types of sample cutters for plants are critically reviewed. It is concluded that the industry has a lot of progress to make in that direction, although improvements usually pay for themselves very quickly.

Major underground gold mine developments are not common in Australia especially when they are totally owned and hence financed by a relatively small public company. Ballarat Goldfields Limited with its Ballarat East Project is such a company. Financing a $20m underground exploratory access programme in a poor economic climate places added importance on the quality of the project. Critical factors such as ore reserves, environment, planning and the development program are of immense importance in devising and implementing a workable finance package that satisfies both the shareholder and the project's needs.

The determination of the "optimum pit limit" of a mine has long been considered as a fundamental problem of mine planning. A number of mathematical techniques have been proposed to solve this problem some of the more elaborate ones posing considerable computational difficulties for their implementation. Barnes and Johnson recently introduced "bounding techniques" to ease the computational effort required for determining the optimum pit. The aim of this paper is to point out and correct some errors in their techniques. A presentation of a general bounding algorithm is given.

Thank you and good morning. I am delighted to be here and to see so many of my colleagues and competitors. The general topic of this week's conference - World's Best Practice in Mining and Processing - suggests a focus on mining and processing. I am somewhat of a `jack of all trades and a master of none'. But I'm not even a jack when it comes to mining and processing technology and practices, and so I will leave those topics to speakers better 'qualified than I. Instead, what I would like to do is give you my thoughts on the best management practices of mining. You see, the times are changing for the mining business. There is great uncertainty in our industry. Anyone who received their education in an English-speaking school probably remembers the famous poem `Invictus' by William Ernest Henley. The two most famous lines from that poem are, if you remember, `I am the master of my fate; I am the captain of my soul'. The fact of the matter is that the metals industry, including the copper industry, is not the master of its fate. To a great extent we're at the mercy of forces over which we have little control, such as the world economy or political situations in individual countries. The copper industry is like a surfer at Manly - we can't influence where the wave is going; all we can do is stay in front of the curl and on our board. Historically, discovering, developing and processing ore reserves were the primary facets of our capital intensive business. To stay competitive today, we must invest equally in intellectual capital - our employees - in order to succeed in the face of economic, regulatory and political challenges and global competition (Schonberger, 1986). Everyone seems to have a different theory about being competitive. A lot of people use sports analogies when talking about competition. Others, like American businessman and former US presidential wanna-be Ross Perot, take a more interesting approach. In Mr Perot's hypothetical corporation, competition is a lot like having a snake in a factory. If someone sees a snake, the first thing they do is create a committee on snakes. Then, the committee on snakes meets and discusses the problem for a couple of years. The most likely course of action is nothing. Everyone figures that the snake hasn't bitten anyone yet, so they just let him crawl around the factory floor. Perhaps a vice president of serpentine affairs is appointed to continue watching the snake - making sure it doesn't grow. Ross Perot sees it a little differently. In his corporate world, business needs to build an environment where the first guy who sees the snake kills it. Of course in our industry, we better make sure the snake isn't on an Endangered Species List before we go after it! I am not going to talk about competition and competitive forces in terms of sports or snakes, but I would like to share some thoughts with you about how the mining industry can better utilise competitive thinking to get ahead and stay there. Much has been written about leadership over the years. It is probably one of the most written about but least understood and defined concepts in business. Leadership and management are often confused and blurred, and inspirational words such as mentor, coach, motivator and the like, are often interspersed when describing a leader. There are a few things we do know about leadership:The only thing common to all leaders is that they are different.Leadership is not the sole domain of business; it applies to every aspect of human endeavour. We are all required to lead at times, and we all have it in our ability to lead. There is no set of predetermined competencies, which a leader must possess to be effective. Hence there is no course in the world that can teach you to become a leader. There is no such thing as the perfect leader. Leadership is a verb, not a title; you actually have to do it to be judged a leader. All leaders no matter how you define the term, must leave a legacy. Thus in the busy world we all live in, what are the lessons in leadership that we can all learn from, that will assist us all in our pursuit of leadership. The purpose of today is to put forward a framework for leadership that I have been researching and working on for many years. It is not the definitive framework, merely a framework. Out of today you will take your own collective thoughts, learnings, observations, experiences, education and training, and collective wisdom, and apply it to yourself.

The word "mine" means different things to different people. To a professional in the mining industry, it may mean trucks and shovels, overburden dumps, headframes, mill buildings, and the other conventional nuts and bolts that constitute an operating mine. To an environmental- ist it may mean bulldozed trees and tailings dams. To a mining engineer who has spent a significant proportion of his career in mine and prospect evaluation, it can mean a hole in the ground with a liar at the top. The liar in this case is frequently not so through design but through ignorance. The purpose of this paper is to contribute in a small way to en- lightening that ignorance. In doing so, it will foster more effective deployment of the pool of risk capital available to the industry.

The educational system is a dynamic; a flow resource that can be significantly shaped, changed and - refined by educationists. This paper analyses these various facets of geo- science education in Australia. The Australian educational philosophy is essentially a laissez- faire model, a free market approach without any real government or professional directive or stratagem. Students are therefore free to choose their own educational pathway dependent only upon their ability and the access to courses. Geological education at the tertiary level in Australia is described and critically analysed. There is a real need for a rationalisation of geological education in Australia, and this rationalisation should include not only the number of courses offered but should also aim to fully define both the philosophy and purpose of geological education and the accreditation procedures for the Students.

The cost of capital is the rate at which a project's cash flow should be discounted to obtain the Net Present Value. The cost of capital is a weighted average of both debt and equity funds of a company, on an after tax basis. Two methods are described for calculating a company's cost of equity, the Dividend Valu- ation Model and, more importantly, the Capital Asset Pricing Model. A worked example is presented where the cost of capital was obtain- ed for two resource companies. The application of the cost of capital was illustrated by way of a mining equipment replacement problem. The paper outlines refinements and problems that may be encountered with the use of the cost of capital, and concludes that it is an integral part of any project evaluation.

One of the strategies introduced within Pasminco Mining to survive low commodity prices is to formally implement a `Quality Education System'. The net result has been a consistent approach to quality within and across mine sites. This `quality system' has been adopted in the technical computing environment and the immediate benefits have been: ò A clearer understanding of the systems, processes and relationships that involve technical computing. ò A re-focussing on customer (user) requirements. ò Inclusion of managers as customers with their own requirements of performance and quality, in addition to access to Executive Information. ò New ways to measure the `performance' of a technical computing environment which includes using maintenance costs. Observations are that there is an overlap between `traditional' information technology (IT) methodologies and quality systems being put in place in the broader workplace. This overlap is most apparent in the area of analysing customer requirements. In the IT environment customers are viewed as users, and their requirements determined by undertaking a requirements analysis. A data flow diagram traditionally used in the IT environment and not as a tool in quality systems, has been used in a novel manner to help identify the customers of the technical computing department. It has also been useful in illustrating the work processes and relationships between the entities in this diagram and in directing the future initiatives needed to fulfil the customers' changing requirements.

WITH the exception of the deposits of the Milburn Cement Co near Dunedin, Wilson's Portland Cement Co., on the Mahurangi River (a short distance north of Auckland), and those of the New Zealand Portland Cement Co., at Limestone Island, the cement. Tesources of New Zealand remain practically undeveloped. The Milburn Company utilizes a mixture of limestone and mud for the manufacture of cement, while Wilson's and the New Zealand Portland Cement companies both have the advantage of a natural cement stock which requires but small additions of highgrade limestone to give the mixture required. The plant and deposits of the New Zealand Portland Cement Co are located in Whangarei Harbour, some six miles from thetownship of Whangarei. The works and dwelling-houses are situated on Limestone Island, which, with an area of 92 acres, and rising to a height of 212 ft., supplies the bulk of the raw material required. In addition to the island, the company possesses a high-grade limestone area of, roughly, four acres, situated on the mainland, 11 miles to the south. A better location for a cement works could not well have been chosen. On the east side of the island there is a deep channel, which never shows less than 18 ft. of water alongside the company's...

There are presently no suitable underground mine production scheduling optimisation models available for application to sublevel stope mining. Scheduling underground production for maximum return is therefore still a manual process, which generally involves scheduling production from the next available highest cash flow stope within the operational constraints of the project. In most mining operations, the scheduling problem is too large and complex to guarantee truly optimal results through manual scheduling. This paper reviews some general optimisation studies that have been proposed for underground hard rock mining. Furthermore, an example of a mixed integer programming model is presented for a small conceptual sublevel stoping operation. Comparative results of a schedule generated by a mixed integer programming (MIP) production scheduling model and a manually generated model on a nine stope example is presented. Results indicate that the potential benefits of the MIP production scheduling model for the purpose of maximising NPV are significant. Finally, a new constraint was formulated to limit multiple exposures of fill masses for use in an existing MIP production scheduling model. Testing of the formulation took place on the central stope of the nine stope example, which showed that the formulation performed its task without breaking other operational constraints.

Although inherent mineral matter appears to have no effect of the reflectivity of inertinite in the reflecting light microscope, it has a marked effect on the grey levels resulting from the backscattered electron response in the scanning electron microscope. Inertinite with a high inherent mineral matter content has a high grey level response but not as high as that of mineral matter. The highest grey level response is with inertodetrinite which at times could be mistaken for mineral matter. Fusinite has a higher grey level response than semi-fusinite. The backscattered electron grey level response corresponds to average atomic number and hence approximately to density. If a porous structure develops and becomes filled with mineral matter such as S, Cl, Ca, Si, and Al the grey level will be higher. Micrinite has an unusual response in that it behaves like an exinite maceral in the SEM rather than an inertinite maceral. It either has a low grey level when relatively free of inherent mineral matter, or a low grey level background with high level granules corresponding to Si and Al dominantly. Similar structures have been found in exsudatinite and resinite. It is thought that micrinite results from the migration of hydrocarbons out of exinite giving a porous structure which usually accommodates inorganic matter.

The Income Tax Assessment Act ["the Act"] levies tax on a taxpayer's taxable income. At a time when commerce and life were more simple, the calculation of taxable income had some connection with logic and a taxpayer's capacity to pay. However, as a result of successive governments' different views of equity, their perception of avoidance, their needs for revenue and their changing views on capacity to pay, the rules determining the calculation of taxable income have continually changed to the point that logic is no longer relevant. Taxable income now is simply the product of the application of a complex set of rules.

The ability to simulate the stability of post-mining landscapes over time scales ranging from decades to millennia is a critical element in the assessment of closure designs for uranium mines. Landscape Evolution Modelling (LEM) technologies provide a means to simulate and assess the long-term geomorphic stability of a conceptual rehabilitated landform for periods of thousands of years. However, a major issue with simulations derived from long-term modelling are the limitations associated with the data inputs. Specifically, simulations which utilise historic rainfall data only represent the variability of rainfall events that have occurred over a relatively short period. Consequently, these simulations run the risk of not accounting for the full range of rainfall variability that might be expected over an extended period of up to 10 000 years. Therefore, for this study a probabilistic approach was adopted to generate a stochastic synthetic rainfall data set to produce a series of unique rainfall scenarios, each representing a simulated period of 100 years. Importantly, utilising such an approach allows uncertainty in predictions to be better accounted for and provides a range or probability of likely outcomes.In this study, the effect of ten individual rainfall scenarios are assessed in terms of their impact on the predicted erosion and denudations rates produced by the CAESAR-Lisflood LEM for a conceptual rehabilitated landform of the Ranger Uranium Mine (RUM) in the Northern Territory of Australia, focusing on the Corridor Creek catchment (Figure 1). While legislation requires this site to be erosionally stable for at least 10 000 years (Commonwealth of Australia, 1987), here the focus is on the first one hundred years of landscape evolution, as this is the period in which erosion is expected to be higher, with limited vegetation cover or pedogenic development in the initial decades after rehabilitation. Mining epitomises the challenge of sustainable development, because few sectors have such a direct impact on the natural environment, yet few are more important to the economic and social health of almost every region in the globe. In a global industry, with increasing competition for exploration and mining investment dollars, sustainable development must also be resolved within an international competitiveness framework. In formulating a response to the challenge of sustainable development, the State and Federal Governments do not fully appreciate the extent to which technology drives the solution on a range of issues. In some cases` a dangerous fatalism about the state of science has led to an unhealthy æstop productionÆ attitude that puts our industry and economy at risk. As a technical institute representing the professionals in the minerals sector, The Australasian Institute of Mining and Metallurgy (The AusIMM) sees one of its roles as being to highlight the way in which industry innovation can facilitate solutions. The AusIMM is currently evolving a greenhouse gas emissions policy. As a case study it throws into sharp relief the way in which irresponsible ælimits to growthÆ policies could have a negative impact on the sustainability of the sector, as well as the importance of a technology- based solution. With 80 per cent of greenhouse gas emissions in the next twenty years projected to come from developing economies, such as India and China, major reductions will only be achieved if cost-effective, low emissions energy technologies are deployed in developing countries, and more energy efficient processes of producing key commodities for them are brought online. As a supplier of the key energy resources and materials that will be in high demand to feed developing economies, and with knowledge intensive industries with excellent R&D links across mining and manufacturing, Australia is well positioned to contribute to develop key low emissions technologies. However, we will only be able to take advantage of this position if the Federal Government commits to a holistic greenhouse emissions policy that does not penalise industry. We need effective æpushÆ polices aimed at leveraging investment in low emissions R&D that are closely linked in to æpullÆ policies aimed at stimulating technology uptake.

Every mine is situated within a water catchment – a catchment with potentially many other land uses. A mine may take up a relatively small area in that catchment, but its operations have the potential to affect the whole catchment and long after that mine has ceased to operate. Therefore, the residents of any given catchment have the right to feel secure in the knowledge that their catchment, and indeed the wider environment, will not be degraded by mining activities. Much conflict can arise when this confidence does not exist.But, imagine if a community not only felt confident that their catchment would not be degraded by mining activities, but was also confident that their catchment would be left in a better and continuously improving condition – with improving water quality, biodiversity and soil - and a strengthening, more resilient economy. Workplace Centred Learning, (WCL), is a learning strategy which helps organisations cope with the constant change in skill requirements that is part of business today. WCL focusses on the specific needs of the workplace and provides the structure and sets the standard whereby the required competencies can be transferred between individuals. Learning is considered part of the job and ownership is achieved by involving individuals in all aspects of the learning system. Each individual in a WCL system is considered both a learner and a teacher. A significant advantage of WCL over conventional training systems is that it responds quickly to changing requirements, and once in place, becomes self-sustaining. That is, once implemented, the system provides mechanisms to detect and respond to changes in skill requirements as they arise. WCL is a competency-based system with multiple levels of validation. It provides a flexible approach to skills development that recognises both the needs of the workplace and the needs of the individual. WCL was developed in collaboration with ALCAN Aust Ltd and is currently being implemented by companies within Australia and overseas.

The PT Kaltim Prima Coal (KPC) operation is a large scale coalmine operating on the east coast of Kalimantan (Borneo), Indonesia. Originally developed under a coal contract of work (CCOW) with the Indonesian Government, new legislation has led to uncertainty as to the actual life of the mine, the size of the operating lease or mining area, the rehabilitation compliance requirements and other areas of concern. The actual life-of-mine (LOM) plan is therefore in a constant state of flux and must be updated and modified with every new piece of information.Under the CCOW system, the mine life ran from the first year of production (1992) for 30 years (2021), with the potential to extend for a further two ten-year periods. KPC has always intended to run until at least 2041. Under the new legislation, the potential term of the CCOW (to be replaced by a mining license) is open to interpretation, resulting in KPC having to prepare plans allowing for a LOM that may end in 2021, 2031, 2041 or a range of other possible periods of time.Uncertainty about legislation (and hence the mine life) possible production rates and available work areas; variable coal prices and costs; varying management contexts; the substantial reserves available; difficulty sourcing dump space; potential rehabilitation costs and the dependence of a community of over 100 000 people on a single operation sees the LOM and mine closure teams preparing dynamic yet thoroughly robust plans that are updated on multiple occasions per year.This paper will describe the procedure followed by KPC and the potentially show stopping issues that must be dealt with.CITATION:Bennett, S M and Manege, I, ?2014.
