Offshore petroleum development involves massive capital expenditure and financing demands, with the main participants being large international oil companies and State owned enterprises. Types of project oriented financing include take-or-pay contracts, throughput agreements, and production payment financing. The main project finance credit aspects are revenues, investment budgets and cost over- runs, reservoir, political and other risks and special problems such as weather and corrosion in the North Sea. A variety of documents is required and a mix of equity, export credit and Euro-market financing will typically be included in the financing.

Direct seeding or regeneration of vegetation in Australia has been occurring in nature for about 400 million years! From the 1870's till the 1930's, direct seeding by man was used in the south-west of Victoria as a method of re-establishing native vegetation on broadacre farmland. The introduction of improved exotic pasture grasses and the wide-spread use of superphosphate from the 1930's lead to its demise as a farmland revegetation technique.

Taxes have an impact on mineral resource availability in several ways. There is the obvious effect on the grades needed for mineral deposits to become economic orebodies. There are also indirect effects which can have equally significant impacts. The paper examines the appropriateness of different types of taxes in the mining industry. The effects of discriminatory taxes such as price-based royalties are described. There is a discussion on the feasibility of introducing a single resources tax to replace completely the various forms of taxes presently applied to the industry. The subtle impacts of taxes are described in a section covering the way in which apprehension over future possible changes to both the level and diversity of taxes is reflected in industry confidence. It is concluded that taxation can significantly limit the economic availability of mineral resources.

For decades strip mining with discon tinuously operating 'draglines and shovels has been the most economical operation method in the shallow hard coal opencast mines of Aust- ralia, North-America and some other countries. Continuously operating equipment such as bucket chain excavators and bucket wheel excavators in combination with conveyor belt systems, conveyor bridges and stackers had been deve- loped in Germany; during the last 25 years this type of equipment has been further developed in order to allow a high degree of rationaliza= tion as to opencast mines in unconsolidated overburden in Germany, in many European couh- tries, in India and in Victoria. The differing compactness of the layers to be mined, the increasing mining depth, the adverse over- burden to coal ratio and geotechnical con- ditions account for the combined use of con- tinuously and discontinuously operating equip- ment and systems. Rock bolts are important in underground mining as they provide support to the rock mass around the excavation. They are the most common reinforcement method in mining and civil engineering excavations. The length of the bolts, types and spacing between them can be varied, depending on the reinforcement requirements and the use case (Kolapo, Onifade and Praise, 2022). The rock bolt provides safety and stability for the rock mass in the excavation area and they can be mechanically anchored, grouted, or friction anchored. They normally don’t have a measurement option and there is a possibility that it failed without showing visible signs on the surface, especially in grouted rebar bolts where they can still have some residual strength. Therefore, support functionality can be lost without recognising it. To overcome that, sensors can be installed on all three previously mentioned bolt systems. Intelligent bolts with implemented measuring systems have a function of showing changes and indicating if there is some damage on the bolt. So, it can be said that intelligent rock bolts are regular bolts equipped with additional instruments which are helping us detect potential instabilities inside of the rock mass or malfunction of the bolt itself. Changes in rock mass can be tracked, by measuring rock bolt reaction concerning the excavation response. Rock mass damage and instabilities are therefore measured in terms of rock mass deformation. Moreover, other additional information depending on the type of the sensor device could be collected. Based on such measurements, information about rock mass state can be derived. Different rock bolt types work at different reaction principles. Therefore, limitations on sensor application and information that can be extracted must be considered.

SASOL Synthetic Fuels has recently completed the design of sampling systems for raw and blended coal feeding the gasifiers at Secunda, South Africa. The new systems will replace manual, stopped belt sampling and have been designed to achieve specific accuracy targets on a daily basis. The sampling system is unusual in the coal industry in that the fines content (-5.5 mm nominal) of the coal is very critical and is to be determined with high accuracy.The sampling system was designed to meet carefully considered target accuracies using methods of modern sampling theory. The heterogeneity of the coal streams involved with respect to the critical analytes was determined by appropriate sampling and sample analysis. The statistical characterisation of the time variation of analytes in the process streams was based on variograms derived from on-line ash gauges. From this point, the design was completed using fundamental statistical sampling theory and some simulation studies. The paper discusses the development of the sampling system design in detail as well as the plans to use the data stream to provide timely alarms when the coal quality deviates from the target specification.

A Master of Applied Science degree course in Mining Geomechanics commenced in 1983 at The University of New South Wales, taught by extern- al (correspondence) studies. The course is aimed at graduates employed in the mining indust- ry, and especially people involved in geomechan- ics projects on a routine basis in remote locations. This kind of course is unique in Australia and is one of only two correspondence programmes available at this University. The author designed the course and nursed it through the early years, and was Director until 1986. The paper describes the teaching and assess- ment methods and also discusses aspects of admin- istration and coordination of such a course. It is concluded that an important need of the mining industry is being catered for and it appears that similar correspondence course for- mats would also be useful in other areas of the minerals industry.

A scientific approach to analysing grade control has been applied at a number of mining operations. By dividing the grade control process into the various stages of data collection and interpretation, errors can be identified using reconciliations of production against predictions. The merits of different mining styles in large and small open pit mines are examined.One factor in successful grade control is estimation of the expected ore loss and dilution. Heap leaching is a low capital cost alternative to conventional processing techniques for gold recovery from areas that contain small gold particles in a porous host rock.For successful heap leaching the ores to be leached must maintain good permeability after being stacked into heaps so that the leach solutions can percolate evenly through them.The presence of clays, slimes or excessive amounts of fines can hamper the flow of leach solutions causing channelling and producing dormant or unleached areas within the heaps. This results in unreasonably long leach periods and poor extractions. In extreme cases the clays or fines completely seal ore heaps, causing leach solutions to run off the sides of t'he heaps rather than penetrate the ore.The Northern Queensland Company uses the Agglomeration Heap Leach technique (AHL) to overcome the difficulties associated with clays or fines. This technique involves cementing the fines, by using readily available binders, into a rigid, porous network that greatly enhances uniform flow of cyanide leach solutions through the ore heaps.

In 1984, work was started to determine the viability of heap leaching silver-containing waste dumps from Cerro Rico near Potosi - Bolivia, at an elevation of 4300 meters (14 100 ft.). The result today is an unusual heap leach utilizing fine crushing, grinding, and agglomeration to process 1000 tonnes per day of ore containing 200 g/tonne silver. The unique metallurgi- cal, economic, and political factors will be discussed which led to the decision to build a heap leach rather than a conventional agitation leach plant. Capital and operating costs will be given along with some of the uncommon process design and equipment problems encountered while developing the operation.

The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, 'good corporate citizen' policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies' public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

Knelson concentrators are commonly used to recover fine liberated gold in gold processing plants. The decision to employ a gravity gold circuit consisting of centrifugal devices such as Knelsons is primarily taken on the results of GRG tests, among other considerations. While the GRG test is considered a material characterisation test, which is useful in the design stages, its use in evaluating the performance of an existing unit is questionable. The problem is exacerbated by the fact that it is time consuming and costly. This paper examines the validity of the GRG test for performance evaluation and discusses alternative test work that can be performed to evaluate the performance characteristics of an operating machine. Principles that are useful in selecting optimal operating parameters, such as optimal fluidising water flow rate for a given ore/machine combination, are also discussed and illustrated with laboratory and plant data.

Mount Isa Mines Limited recently commiss ioned an 800 tph Heavy Medium Preconcentration Plant for lead/zinc/silver ores. The decision to build this plant was made in late 1979 based largely on investigations conducted in the Company's pilot plant on a variety of ore types including Hilton ores, between 1972 and 1978. The paper reviews the historical develop- ment of the pilot plant heavy medium circuit through this period and illustrates the extent to which this work impacted on the final design criteria. The production of stabilised backfill at mine sites commonly uses Portland cement as the binder. Calcined gypsum has cementing properties and is cheaper to produce than cement. This paper discusses the strength of fills stabilised with calcined gypsum. Laboratory tests were carried out on specimens prepared from tailings obtained from four different sites to allow for the wide variety of tailings found in practice. The results show that the gypsum-based fills can achieve a strength of 1 MPa using around two and a half to four times the corresponding amount of cement.

Gold recovery by catalytic copper ammonium thiosulphate solution has been studied. Such a process strategy is very attractive for leaching certain difficult-to-treat ores and presents lessened lixiviant toxicity compared to cyanide. Newmont Gold Company has evaluated the ammonium thiosulphate heap leach process for gold recovery from low-grade carbonaceous sulphidic refractory ores following biooxidation. The ammonium thiosulphate leach process has been studied in laboratory, pilot plant and demonstration scale. Satisfactory test results support the continuation of process development. However, the thiosulphate leach chemistry was found to be very complex. Maximum control of the stability of the leaching system is a key factor for success, especially for the heap leach process. Important solution chemistry is discussed in this paper.

As mines become deeper, the problems of heat in the workplacebecome more acute. An important response from the industry hasbeen the widespread adoption of microclimate cooling such asair-conditioned cabins. However, not all work in mines can becompleted from inside an air-conditioned cabin, and in any event,it is still important to keep the ambient air in the mine outside ofany microclimate to a safe temperature. An important method forbringing workplace temperatures under control is the appropriateuse of refrigeration. The application of refrigeration inmechanised mines has been recently described (Brake, 2001;Brake and Fulker, 2000). This paper provides an overview ofsome of the important engineering considerations in thespecification and selection of mine refrigeration plants. Thepurpose is to provide a basic understanding of refrigerationprinciples, practices, terminology, hazards and opportunities formining engineers or other personnel who may need to beinvolved in the introduction of refrigeration onto a mine site.
