Government geoscience may be categorised by objective under three headings: Applied Research for Geoscientific Framework Studies, Resource Inventory, and Technical Advice. In Queensland, the Department of Resource Industries is active in all three categories. Under the program-based management system adopted in 1987, three Programs, namely, Geological Survey, Mineral Resources Development, and Energy Resources Development and Utilisation, have geoscience responsibilities.Prime responsibility for geoscience resides with the Geological Survey Program, which provides a geoscientific framework for mineral and energy exploration and the development of the State. Simply stated, the Program goal is to provide geological information when and where it is required. Geological Survey work also encompasses aspects of resource inventory and technical advice, complementing the work of the other two Programs. This role has a 122 year long tradition, for geoscientists of the Geological Survey have been engaged in investigations designed to facilitate the identification and utilisation of the mineral, water and energy resources of Queensland since 1868.

The existence of bias in samples taken by cross-stream sample cutters has been investigated using three-dimensional discrete element method (DEM) modelling. Detailed quantitative information on overall extraction ratios, size specific extraction ratios, missed and extra sample components can be made by comparing a reference sample to the actual sample. A key advantage of using this modelling approach over physical experimentation is that the reference sample can be measured on precisely the same portion of the stream of material as the actual sample, thereby allowing the elimination of a significant fraction of the variability and allowing statistically significant results to be obtained using many fewer replicates. Quantitative analysis of results broadly supports the commonly-used rule that the cutter aperture should be at least three times the nominal top-size of the material being sampled, but does not support the commonly-used rule requiring increase in cutter aperture if the cutter speed exceeds 0.6 m/s. Sampler performance can be understood in terms of the balance of forces in the congested region of material formed by the slowing of the particle stream due to collisional interactions around the mouth of the cutter.

During the last decades, maintenance has changed from an ordinary repair activity to a complex function that plays an essential role contributing for the companyÆs results. The increasing level of complexity of modern equipment motivates maintenance personnel to improve both techniques, and management systems, in order to face the new challenges. Managing properly those modern means of production requires knowledge of methods and planning systems, controlling and performing maintenance tasks, in such a way that two objectives are achieved at the same time: system efficiency and cost-effectiveness. This paper shows CVRDÆs experience on evolving and implementing a model to plan and manage maintenance activities in order to achieve a higher level of performance on its operations.

The Golden Blocks Goldfield is located in the Slaty Creek area,North West Nelson, about 20 km west of Collingwood. Alluvial gold was discovered in Slaty Creek in 1861. Gold was mined from quartz veins up to 1.5 m thick at nine mines from the 1890s until the closure of the Aorangi Mine in 1911. Total production from the Golden Blocks Goldfield is estimated at 46 000 ounces of gold. The Aorangi Mine was the largest mine, with a recorded production of 27 978 ounces of gold at an average grade of 36 g/t. Quartz veins containing gold and sparse sulphide mineralisation occur in a slightly metamorphosed, complexly deformed over-turned sequence of Lower Ordovician sandstones and shales. Primary gold mineralisation is associated with intensely deformed zones that occur near or at carbonaceous shale and sandstone contacts. Some eighty-five percent of all gold production (39 000 ounces) came from four mines confined to the stratigraphically lowest, most widespread shale unit. The quartz veins exhibit textures consistent with a hydraulic fracturing mode of vein formation with fissure infill vein types predominating over replacement textures. Stylolites of carbonaceous material and recrystallization features within the veins suggest multiple phases of deformation. The lack of wall rock alteration, and low primary fluid inclusion temperatures of 200¦ - 265¦ indicate that the ore fluids were associated with a low temperature epithermal system. A model consistent with similar mineralisation styles observed in Ordovician sediments from Pacific Rim occurrences is presented. The high grades (up to 100 g/t) mined from the upper levels of several mines suggests supergene enrichment processes associated with the Upper Cretaceous weathering surface. The Golden Blocks Goldfield has had no modern exploration. The most recent exploration was undertaken in the early 1980s. There are known acid intrusives in the area, with potential for the application of new models of intrusive-related gold mineralisation.

The extension of theoretical and laboratory studies of the roasting of tantalite and cassiterite concentrates from Greenbushes Tin Limited to pilot and semi- commercial plant developments is detailed. A rotary pilot furnace was used to prove the feasibility of the process and a semi- commercial plant was constructed at Greenbushes to produce large quantities of roasted calcine. The additions and conditions of the laboratory study were employed to achieve marketable grades of calcine from the two materials. As well as producing calcines with less than 0.1% Sb, most of the tin in tantalite was recoverable to a separate fume product. Tin fumed during cassiterite roasting on a semi-commerical scale amounted to less than 1% of the tin in feed.

The regulation of environmental management in the minerals and petroleum industries has been undergoing considerable change over the past decade. In recent years, there has been a distinct trend towards smaller government and increased environmental awareness. Current regulatory systems have generally neither responded to these trends nor effectively dealt with the demands placed on them. There is a need to develop a more effective means of providing assurance to Government and the community that its environmental objectives are being met. These means must also enable industry to have an effective environmental management process.

The accurate estimation of ore reserves is the most crucial element in a financier's assessment of the risks associated with funding a mining project. It is crucial because any deficiencies in the estimation of a company's ore reserves will be later reflected in the cash flows derived from the production and sale of the commodity. Bankers must rely on the advice of members of your institute in assessing the quality and quantity of reserves. This information helps determine the cash flows which bankers use in their credit making decisions. It is against this background that this exposition has been prepared on "what bankers require in ore reserve statements" or put another way, "what does a bank require in ore reserve statements in order for it to provide the necessary credit Approvals".

The chemistry of acidic mine drainage discharging from flooded coal mines is commonly reported to improve with time after flooding. This investigation describes a 18-year dataset of post-flooding water chemistry for a below-drainage underground coal mine within the northern Pittsburgh coal basin (Pennsylvania, USA). The Montour mine is a 5650-hectare below-drainage coal mine of maximum 260 metres depth. Montour was closed in 1980 and flooded to within 38 metres of land surface within 4.8 years. Pumping averaging 210 L/s was then employed to maintain water levels at this elevation. The flooded proportion of the mine (by volume) at full flooding was 56 per cent. The shaft where water was pumped from Montour for water control is located about 70 per cent of the distance between the mine water table and the back of the mine ù that is, it is close to the back of the mine. The residence time (total water volume at flooding divided by pumping rate for control) is estimated at 5.6 years. Time series of chemical analyses show three phases of chemical behavior in post-flooding discharge. In Phase I (zero to two years after flooding), iron concentrations were high and reached their maximum (1100 mg/L). In Phase II (two to four years after flooding), a transition was begun to alkaline conditions, with decline in iron and other solutes. In Phase III (>4 years), net alkaline conditions began, with iron concentrations declining exponentially to 50 per cent of mined volume. This attainment of net alkalinity in this case may have also depended on abundant calcite in overburden extended up to 30 m above the mine floor.

The paper discusses the range of modern software available, presents a design methodology, reviews ground investigation requirements and software available for data processing and management, and discusses requirements and common analytical considerations with reference to typical packages. Caution is given of the tendency for readily available and user friendly software to be used without a full appreciation of the underlying engineering principles.

The performance of prototype magnetic resonance sensors suited to mineral measurement in conveyor, slurry or portable applications is described. The sensors can be positioned around conveyors and modified slurry pipes, providing deep penetration of the sensing field, relative insensitivity to ore surface conditions and high mineral discrimination. Measurements on slurry, concentrates and ores sourced from mine operations are presented for two applications. Firstly, the quantitative measurement of chalcopyrite in slurry was demonstrated in laboratory measurements. In a calibration test, a standard error of 0.1 wt per cent and detection limit of 0.3 wt per cent was obtained. Secondly, results were obtained for the discrimination of iron ore texture. Signals were readily observed using measurement integration times of seconds to several minutes, depending on ore material. The results demonstrate the feasibility of online quantitative analysis of selected minerals in processing applications using magnetic resonance.

As an environmental "pollutant", noise is different. For one thing, it is localised (as opposed to transfrontier) and, for another, relatively low levels can trigger very strong human reaction. The reactions, which are annoyance-based, range from mild to violent and do not always correlate well with the levels experienced. This paper draws on technical aspects of noise to consider control and control principles and balances them with the subjective nature of the perceptions and reactions. It is critical to bear in mind that health effects resulting from noise are secondary to the primary human reaction. It is also important to appreciate that annoying noise levels are usually well below those which cause hearing loss. Large mines tend to be remote from cities and towns and the country surrounding such mine sites is often inhospitable. In general, residences near large mines are committed for use by mine personnel and annoyance from mining noise would be rare. Noise problems at long term operations are often a result of secondary activity or land use. As a pioneer mining community develops, secondary and service industries may be established and a township created. With changes in way of life, the perception of problems also changes. Therefore, it is never too early to plan for noise abatement, particularly because noise is only one of a number of environmental and community concerns. Ihny environmental problems are associat- ed with development or expansion of smaller open cut facilities such as hardrock quarries. There is an ever-present need to reduce product cost by mining or quarrying deposits close to the end user and many local authorities have to operate quarries for undertaking their civil engineering responsibilities.

S. A. Tomich (Consulting Geologist, Perth) : I would like to commend Mr. Haycraft on his presentation on the economic geology of the North End of Kalgoorlie. This is an intriguing area which is in the Kalgoorlie field but not of it, inasmuch as it is separated spatially from the main Golden Mile by the Golden Pike Fault. Mr. Haycraft has stressed the differences-the mineralogical and structural differences of economic significance between the two areas.I would like to ask whether he is satisfied that the lithological sequence in the North End is the duplicate of that in the main Golden Mile area irrespective of the postulated effects of erosion, and more specifically whether there is any chance that the quartz-dolerite-greenstone of the North End may be in any way dissimilar from the quartz-dolerite-greenstoneof the Golden Mile which is tellurude bearing.J. A. Haycraft: In relating the quartz-dolerite in the Hannan's North-Mount Charlotte area back to the Golden Mile, we find some quite close similarities. Although the rocks are similar they are not necessarily one and the same.At Mount Charlotte we have three varieties of dolerite- a coarse-grained gabbroic dolerite on the eastern side of the orebody, the host rock medium grained and on the western side, a fine grained dolerite. Further west we have an amphibolitic variety of quartz dolerite.Recent drilling south of the Golden Pike fault on the Enterprise No. 20 level had indicated a remarkably similar sequence of rocks. We drilled west through a wide section of medium grained rocks into a fine grained rock and then into amphibolitic quartz dolerite before intersecting the Golden Pike fault. The operations of the Mount Morgan gold tailings retreatment plant were significantly improved in 1984 by the desliming of the CIP plant feed, which reduced cyanide consumption and increased percent gold dissolution. Subsequently, the development of slimes treatment, incorporating gold leaching from slimes solids by copper cyanide complexes in the process water, and gold adsorption on to carbon in an environment lacking free cyanide was successfully implemented. Mount Morgan was initially mined for gold commencing in 1882 on the auriferous ironstone cap to the sulphide ore body. During the history of mining and processing at Mount Morgan the operations have developed through numerous phases of gold and copper production, operating almost continuously through until the final closure in late 1990. The final phase of processing was the retreatment of tailings, predominantly flotation tailings accumulated since the 1930s, for the recovery of gold and minor silver. Tailings retreatment commenced in 1982 with the commissioning of a 10 000 tonnes per day CIP plant to treat some 40 million tonnes of tailings at an average grade of 1.08 g/t Au. The initial operations were hampered by high cyanide consumption and poor gold dissolution on the mixed siliceous/pyritic tailings. The successful development and implementation of the desliming of the CIP plant feed in 1984 (as described by Parsons and Hampshire, 1986) reduced cyanide consumption by 40 per cent, and raised gold extraction by 13 per cent points by virtue of significantly higher dissolved oxygen levels. The finer portion of the reclaimed tailings were deslimed by eighty 100 mm diameter AKW cyclones, with the desliming cyclone overflow thickened in a Warman 30 in diameter thickener for water recovery and slimes disposal. Operation of the desliming plant involved the discarding of a slime fraction representing about 15 per cent of the reclaimed feed. Although gold-bearing, the high content of cyanicides and oxygen consumers within the slime negated any conventional treatment of this stream with free cyanide for gold recovery. The natural lixiviant behaviour of the soluble copper cyanide complexes for gold, which was extremely evident at Mount Morgan, directed efforts in this area. Enhancement of gold leaching with a deficiency or near absence of detectable free cyanide, but with significant levels of copper cyanide complex from recycled process water were examined. Adsorption of this solubilised gold onto carbon in a similarly difficult environment required close examination.

In planning its production and investment activities the mining industry has generally paid too little attention to perceptive analysis of its market environment. The nature of world economic difficulties over the past decade is not a mystery. Essent- ially prolonged affluence has engendered a false sense of security and fostered entrenched vest- ed interests hostile to economic change. The overall outlook remains poor. For mining projects mineral demand affects both product prices and the availability of specific sales outlets. Long-term projection of demand is complex and a key to success is concentrating on analysis of fundamental deter- minants and avoiding mindless extrapolation.

Nickel phytomining is a low cost alternative to traditional nickel mining and a complementary process to existing mining operations in areas with low-grade nickel soils or nickel waste material. The process of nickel phytomining consists of growing selected hyperaccumulator plant species (‘metal crops’) on Ni-rich (ultramafic) soils, followed by harvesting and incineration of the biomass to produce a ‘bio-ore’ from which Ni salts or Ni metal may be recovered (Chaney et al, 2007). The ‘metal crops’ are selected on the basis of high biomass yield combined with high Ni concentrations (>1 per cent) in the above-ground biomass (Chaney et al, 2007). Currently, Alyssum murale and A. corsicum have been used for Ni phytomining trials, mainly undertaken in Albania and USA (Bani et al, 2015; Li et al, 2003), while the agronomy of <10 species has been tested in temperate regions (Nkrumah et al, 2016). Nickel phytomining has high economic potential; however, large-scale demonstrations are needed to provide ‘real-life’ evidence for commercial operations (van der Ent et al, 2015). Unrealised opportunities exist in tropical regions for commercial scale Ni phytomining. To date, the agronomy of tropical ‘metal crops’ has not been tested. Having worked as a consultant for most of his 40-year working life, mostly as a mineral property valuer, the author has seen many poor valuations. Most were valuations of exploration tenements where the selection of the rather subjective, but necessary, geological inputs raised the main concerns. Those valuations involving iron ore prospects raise particular problems due to the special characteristics of such deposits. Iron ore is more like an industrial mineral rather than precious or base metals and Reserves are determined not by a traditional cut-off grade but by customer specifications. This is intended to be an overview/keynote paper on the current state of the growing (yet consolidating) Australian Iron Ore industry. It has now moved beyond Western AustraliaÆs æPilbara Big TwoÆ of Rio/BHPB (with the emergence of the irrepressible FMG and Hancock Prospecting) to include the YilgarnÆs æMidwest ManyÆ (including US re-entrant Cleveland Cliffs through Portman) and projects in other States. Ore types have moved from haematite Brockman to martite-goethite Marra Mamba (including the RobeÆs mesas and below water table Yandicoogina CIDs) and magnetite ore types. There are DSOs and secondary process feed. Mineral valuers have to reflect today upon these and many other determinants of value when choosing the most appropriate methodologies to adopt when technically assessing and valuing exploration tenements containing iron ore. Set against a frame work of the JORC Code (2004) and VALMIN Code (2005), the general valuation issues involved in using the cost methods (eg multiple of exploration expenditure), market methods (eg comparable sales, rules-of-thumb and joint venture terms) and income methods (eg synthetic discounted cash flow (DCF)/net present value (NPV) modelling) are discussed. Relevant factors when valuing iron ore properties are discussed, eg ore type, lump/fines ratio, stripping ratio, water table, impurities and grade, particularly the JORC confidence category of the identified mineralisation. Remoteness and access to existing rail infrastructure is a key consideration.

As the gold price, and consequently ore reserves, improved in the late 1970's, a programme of upgrading the gold recovery circuit at the Phoenix treatment plant at Central Norseman was initiated. The introduction of oxidised ore with a high clay content from the North Royal open cut caused a reduction in thickening and filtering capacities, which in turn restricted plant throughput and increased gold losses in the residue solutions. Test work into alternative washing facilities showed that the installation of a five stage counter current decantation system would restore throughput and reduce soluble gold losses. Installation of the system achieved the objectives of increased plant tonnage, increased proportions of the high grade oxidised ore in the mill feed and decreased gold losses in the residue waters.

Explosives have been an important tool for unlocking minearl wealth from the earth's crust for several countries. In'the past, innovation in explosives technology, spurred on by industry needs has assisted the Mining Industry to improve productivity and reduce costs. A symbolic relationship exists between Explosives and Mining. Australia has vast mineral wealth. Our Mining Industry is of major importance to the Economy., The value of mineral produc- tion in 1987 was $25 million or 10% of GDP. Australian Mining is a business depending on international markets. The Mining Industry is our leading export earner, generating 44% of all export income. 60% of mineral production is exported. About half of these minerals are extracted using explosives. Explosives rank as one of the top three consumable expenditures for a mine. For example: A major open-cut iron or coal mine can spend $6 million dollar per annum on explosives.

Dealing with Aboriginals and various others purporting to represent them has become part and parcel of exploration and mining in Australia, whereas 20 years ago it was not. The author has been involved in dealings with Aboriginal groups over this period. The following paper is a summary of the social background to such dealings and a compendium of rules for the newcomer to this aspect of the resource industry.

A thousand writers have harped upon the wondrous nature of the inventive faculty. They realise that man is a creator, and that capital and labour alike are, and will always be impotent without machinery and processes that is invention. What Bacon has said is echoed by them all, "the introduction of new inventions seemeth to be the very chiefest of human actions. The benefit of new inventions may extend to all mankind-they make all men happy without injury to 'any' they are new creations and imitations of God's own works." My remarks will occupy another field I will refer to some of those features of the Patent Laws of different countries, which prevent the use of new inventions, oppress the development or inventive' genius, and diminish human happiness and progress' Wherever Patent Laws are framed and administered upon wrong principles, these results are inevitably found. A concise, complete, common-sense comparison of the chief Patent Laws of the world cannot easily be found but to avoid seeing scrappy, misleading references to Patent Law in the press particularly the English-would be equally difficult. Writers who are considered authorities so frequently make minor issues prominent and so uniformly fail to give weight to fundamental principles that the effect on the public is to mislead.
