Industry can achieve best results via thorough planning, consultatiion with agencies and local communities and a 'hands on' approach to' environmental problem solvingThe Department of Energy and Minerals, through its Minerals Group, has regulatory responsibility for the mining and extractive industries in Victoria. The role of the group is to facilitate the environmentally responsible development of these industries for the benefit of Victorians. It has a wide range of contacts with other government agencies, local government and community groups.The paper is in three parts; firstly, an overview of the nature and contribution of the mining and extractive industries in Victoria; secondly, the industries' regulatory framework; and thirdly, the environmental issues facing the industries and the management of these issues.

The collapse of the I.T.C., the subsequent fall in the price of Tin, and the lifting of quotas saw the Renison concentrator resuming full seven- day operations at maximum capacity in 1985/86. Performance was sus- tained in terms of grade and recovery, and in some areas improved, over this period. A further challenge was declining head grades, and the need to treat higher proportions of less amenable ore types. The complexity of the flowsheet and the method of mining and ore handling predisposes the process to unstable operation, and solving this problem comprises a major component of the current development effort. The concentrator has an imbalance of capacity between processes, and excess in some areas is being adapted to enhance the capacity of others. Magnetic susceptibility of various minerals is being exploited to greater effect. Significant performance gains are achievable by improving exist- ing unit process efficiency, particularly in grinding, gravity processes and Cassiterite Flotation. This paper reviews the metallurgical developments, both recently implemented and planned for this year, which have contributed to main- taining Renison Limited in a competitive position in the post I.T.C. Tin industry.

A case-study is presented of the tailings dam of Nairne Pyrites Pty. Ltd., at Brukunga, South Australia. The methods of-construction and operation of the dam are outlined over the whole working life of the mine. Procedures of soil mechanics used to estimate the stability 'of the face of the dam are described, and seepage problems are dis- cussed. It is concluded that the dam is basically stable, and enabled Nairne Pyrites Pty. Ltd. to dispose of tailings economically, although more attention to seepage control may have been ad- vantageous. Suggestions are made on the construction and operation of tailings dams elsewhere.

The process of resource estimation of large precious metal deposits is illustrated by reference to major deposits now being mined or developed by Placer.The estimation procedure commences with building an appropriate model of the mineralization and proceeds through steps of data validation and geostatistical studies. It is important that the geologists most familiar with a deposit be involved with all stages of the estimate, and also prepare a manual estimate used to validate the kriged resource.Resource estimates are major exercises taking many man-months of work. The most time consuming part of this is usually construction of an appropriate three dimensional geological model. The data base for the resource calculations must be complete and checked for accuracy. The most appropriate estimation method must be selected.

Western Mining Corporation (W.M.C.) operates a nickel refinery at Kwinana, 30 km south of Perth. The refinery commenced pro- duction in May 1970, with a rated capacity of 15 000 tpa of nickel metal. A hydrometallurgical route was chosen as the most expedient way to produce nickel metal at a time when world demand for nickel was outstripping the supply. Later events dictated that an increase in production from the refinery be achieved. To this end, matte produced from Kalgoorlie Nickel Smelter, which was commissioned in 1972, was used in varying proportions as a complement to the concentrate initially utilised as input to the refinery. The effect of matte addition was to increase the capacity to 30 000 tonnes of nickel per annum. This was accompanied by other benefits which were 1. reduction in energy consumption per unit of nickel produced, 2. improved metal extraction, 3. improved precious metal recovery, 4. reduced production of ammonium sulphate by-product. Refinery operating results for the years 1970 to 1983 show how matte feed has improved refinery performance in these areas.

Mount Isa Mines Ltd. annually extracts 5.6 million tonnes of copper ore from the 1100 Orebody. All production is by longhole open stoping, with an increasing emphasis on pillar recovery. Drilling and blasting prac- tices have been modified to allow more efficient pillar extraction, with the evolution of a "core and shell" approach. Blast design occurs at the stope design stage, while individual blast preparation is based on detailed ring plans. A programme of blasting research involving surface and under- ground vibration monitoring and fragmentation assessment has been car- ried out in conjunction with production personnel. Drilling and blasting practice in the orebody must continue to evolve with continued research, to suit changing conditions and take advantage of new technology.

The 14.7 km Mt. MacDonald Tunnel beneath Rogers Pass in Canada used both drill-and-blast and machine boring methods. A unique ventilation system provides for diesel operations. The design featured minimum construction support and an unrei.nforced poured concrete lining. The west heading was excavated in a single-stage drill-and-blast operation. The east heading used a TBM top heading with a drill-and-blast keyhole bench. The choice of methods was controlled by varying geology, with up to 1,700 m rock cover. Construction performance and progress are evaluated.

The North-South Bypass Tunnel is the first project to get underway as part of BrisbaneÆs transport plan, which aims to improve the urban road network. The total length to be excavated is 6.8 km, which includes 4.8 km of driven tunnel and associated road connections. Construction commenced in August 2006 with project completion targeted well before the contractual completion date of October 2010. Due to the local geology, in particular the hard Brisbane tuff and neranleigh-fernvale formation, a combination of tunnel excavation methods are used. The majority of the tunnel is excavated by two tunnel boring machines which have a rate of progress of 16 - 20 m per day in rock having a compressive strength of between 80 and 150 MPa. Ten roadheaders operate at a rate of up to 2 m per day excavating the remaining tunnels, such as ramps, access tunnels, cross passages and merges. The tunnel team are managing the challenges and complexities associated with tunnelling through the hard Brisbane rock. A major challenge arose during the planning of the initial mainline excavation underneath the Royal National Association Showground in Bowen Hills. This section contains low rock cover and historical maps indicate that the showground is located within a former topographic depression (alluvial valley), which a creek once flowed through.Due to traffic merge design requirements, both tunnel boring machine (TBM) and roadheader excavation methods were required to be used in this challenging geological profile. The answer was to stabilise the alluvium above both TBM section tunnels from the surface prior to excavation and to operate the TBM in single shield mode with immediate grouting of annular void from the tail shield. In addition, the roadheader section of tunnel required additional support by spiles and canopy tubes installed from the tunnel face.

The general experience in gold cyanidation research activities and plant practice is that high oxygen and cyanide concentrations improve gold leaching kinetics which in turn reduce residence time and increase throughput. This paper shows how the improved pre-oxidation method for the pyrrhotite rich gold ore of Bounty Gold Mine has increased gold recoveries at lower reagent consumption rates. The installation of a pipe reactor, in conjunction with a Multi Mix Systems oxygen injector, has lowered the amount of oxygen required to achieve a dissolved oxygen level target of 20 mg/L. The improvement of the pre-oxidation stage and lead nitrate solution addition has led to a reduction in the free cyanide concentration required for leaching, resulting in a decrease in cyanide consumption rate by 36 per cent to achieve a one to two per cent improvement in the gold recovery.

Mining, like most other businesses, is based upon capital assets; and the primary cap- ital of any mining company is its ore reserve. A company's survival and growth is, thus, dep- endent upon its ability to replace, increase, redistribute and to diversify its ore reserves. A Kennecott executive addressing a group of geologists in 1957 stated, "Management expects a geologist to find ore! That is the primary objective and the justification of the geologist in the minerals industry. There is no other function that we can rationalize." This is, however, a restricted point of view, and one which I an sure is not fully shared by mining executives or mine operators at the present time. Ore reserves are 'made' as well as 'found' and the geologist contributes to this process. A mining geologist engages in activity in- volving the study of geology in connection with the total mining operation. His major task is the adaption of geological knowledge of ore de- posits and rock behaviour to mining needs, and the application of principles of the science of geology to specific problems of finding, develop- ing and extracting of ore bodies.

A series of physical tests have been conducted to determine the actual performance of bunton to shaft side wall connections typically used in new shaft construction in South Africa. The test set-up is described, together with the applied loading, which incorporates a cyclical load component and a quasi-static load component, in an attempt to simulate actual conditions in the shaft. The test results are given and it is shown that generally the performance is adequate, provided double-slotted holes are not used. Generally the fatigue performance is found to be good, with the only exception being cases where the bottom of the bunton is lower than the seating level for the bunton to side wall connection. Arising from the tests, typical design values of connection stiffness, strength and fatigue life are proposed and a design procedure including these three key aspects of connections is described.

The scope of this paper has been restricted to the manufacture in Australia of seamless steel tubing, as the subject of buttweld tubing has already been dealt with by A. N. Hamilton in a paper delivered before the Institute in 1935.The earliest attempts to produce seamless steel tubes were based on the extrusion of lead piping, a process developed by Thomas Burr in 1820. However, the problems associated with the extrusion of white hot steel had to await the metallurgical knowledge of the twentieth century, and these early attempts were unsuccessful.The years 1840 and 1845 were noteworthy for the introduction of the first practical methods of making seamless steel tubes. In one process, a large circular plate was 'cupped' in a vertical press; in the other, a round steel billet was pierced for its entire length.The product from both these methods was then elongated by repeated reheating and rolling over an internal mandrel, in a circular pass mill.At this juncture, it should be noted that every process developed for the manufacture of seamless steel tubing can be divided into two parts. In the first part of the process, attention is centred on the conversion of the heated bloom into a short, thick-walled, hollow cylindrical forging; this product is then elongated in the second section of the process. It will be noted that these two sections are actually quite distinct, and in practice numerous methods exist for carrying out both functions. The first stage is generally referred to as 'piercing', the second stage being termed 'elongating.' In this paper, the author proposes to outline the various methods adopted for piercing and elongating; the reader is asked to note that although certain methods of piercing are almost invariably associated with only one method of elongating, the distinction between the two functions is, nevertheless, a vital one and should be noted accordingly.

Hydrocyclones are the most widely used device for classification in a grinding circuit. However, even the most efficient hydrocyclone has a bypass of fines from the feed to the underflow which reduces comminution circuit performance, as well as misclassification around the cut point. Fine screens classify only according to the particle size, allowing for a reduction in the recirculation of fines back to the mill. The development of high capacity multi-screens makes fine classification in a grinding circuit a viable option. Minera Saucito recently substituted hydrocyclones with screens in its grinding circuit. The change of classifier resulted in an increase in throughput and lead recovery but a decrease in silver recovery. This case study presents the changes in comminution and flotation performance that occurred after the installation of screens and uses historical operational data collected over 12 months of operation to investigate the reasons for these observed changes. In 1979, a test operation of an experimental blast furnace was carried out to investigate the behavior of a sort of formed coke, which was used safely by 30% of total coke charge in No.2 B.F., Sakai works, NSC, in 1975". The Mashec-type formed coke of 60 x 60 x 40 mm in dimension was crushed and screened so that it had the same size range (1011,20 mm) as ordinary coke used in the base operation. Preceding to the operation, some experiments on the properties of the formed coke and the effects of crushing on them were performed.

BHP Diamonds and their joint-venture participants DiaMet Minerals, Chuck Fipke and Stewart Blusson are currently developing Canada's first commercial diamond mine in the arctic barren lands of the Northwest Territories (NWT) of Canada. The paper reviews the early history of the project leading up to the discovery of the first kimberlite pipe in September 1991, diamond exploration techniques and the subsequent advanced exploration and development work carried out at the site. In many aspects, this exploration work represented a development project in itself. Coinciding with the advanced exploration work, the project team prepared an Environmental Impact Statement (EIS) and went through federal review of the project at the highest level. Botanical exploration has identified many plant species that naturally accumulate very high concentrations of elements, particularly heavy metals. The enormous potential applications of some of these species to remove metals from soil (phytoextraction) are slowly being realised. The discovery of hyperaccumulation has resulted in considerable research into applications for removing contaminants (phytoremediation) or more importantly, in the context of this discussion, for commercially æfarmingÆ metals (phytomining) from metal-bearing soils. Currently published phytoextraction models estimate Ni yields using Berkheya coddii (a South African nickelophyte) are approximately $US 750 ha-1, excluding the cost of processing. Research indicates that B. coddii will also accumulate significant amounts of Co, resulting in a considerable increase in the value of the crop. Modification of the substrate by acidification, fertilisation and/or chelation indicate fruitful avenues for improving this yield by increasing the extractability of the target element, elevating biomass production rates and/or rendering other contained heavy metals extractable. Plant uptake of more insoluble elements, such as Au, may be induced in many plant species using chemical compounds. These chelates applied to the soil, form soluble complexes with poorly soluble metals forcing them into the soil solution. Plants may then accumulate these metal complexes through transpiration. Research has achieved foliar Au concentrations of 78 mg kg-1 in Iberis intermedia, 56 mg kg-1 in Brassica juncea and 9 mg kg-1 in B. coddii (on a dry weight basis). Therefore in theory B. coddii could phytomine a soil containing modest concentrations of Ni, Co and Au to yield 116 kg Ni, 36 kg Co and over 6 oz Au ha-1 at a current value of $US 4000. Root crops have also shown promise in chelate assisted Au accumulation (eg 6.8 mg kg-1 in Beta vulgaris and 118.5 mg kg-1 in Raphanus sativus). Phytoextraction, in its varied applications, is rapidly coming of age as a technology having considerable potential for application in environmental science and the minerals industry. Phytotechnology employs unique plant biochemical behaviours in the rhizosphere, driven by the sunÆs energy, to seek out and concentrate low levels of heavy metals at very low cost.

Three methods of gold analysis are briefly described highlighting some of the problems and advantages of each. The variation of results between samples and splits and due to method preparation are illustrated. The mean percent difference of the fire assay values from the means of sample split values for three cases is 15%. Finally, a comparison of the aqua regia atomic absorption spectroscopy and fire assay fusion AAS techniques is made. This shows that the mean precision, the ability to obtain the same value, of the methods at 98% confidence are +30% and +15% respectively. The fire assay fusion atomic absorption spectroscopy method is relatively more accurate than the aqua regia method.

The Hall-Heroult process is likely to be the dominant method of aluminium production for the remainder of the century. The characteristics of the operation of a modern smelter are described and attention drawn to their disabilities which are due chiefly to the small production capacity of individual cells.The principal components of the Hall-Heroult cell- the electrolyte, the anode and the cathodes are discussed in order to identify the problems of scale-up. The factors influencing current efficiency and energy consumption are analysed and lead to the conclusion that the greatest potential for energy saving lies in reducing the anode to cathode distance (ACD).The most promising direction for major change is in the application of a new titanium diboride-carbon composite for coating of the surface of the cathode carbon. It improves the wetting of the carbon by aluminium and should permit the use of sloping cathodes and anodes. The deep metal pad would thereby be eliminated and, in the absence of magnetic perturbations, the ACD could be substantially decreased.

Two field studies to monitor fill pres sures and vein-wall deformation were conducted in mines of the Coeur d'Alene mining district in Idaho. Both operations employed cut-and-fill mining techniques in nearly vertical veins aver- aging 10 feet in width, and backfilled with classified mill tailings. Hydraulic pressure cells were used to measure transverse, longitudinal, and vertical pressures within the backfilled stopes. Rock bolts extending into the manways and mechanical closure devices were used to monitor vein-wall convergence. Continuous recorders were used with selected pressure cells to prolong the life of the installation. Transverse pressures in excess of 600 psi and stope wall closure up to 22 inches were re- corded. Closure rates were higher at midheight of the stope than they were near either sill, indicating that the vein walls react similarly to a beam supported on each end.
