Vertical retreat open stoping (VROS) is a variation of sublevel open stoping (SLOS) that has been introduced at Cannington to minimise the influence of subvertical geological structures during stope extraction. The first application of VROS is described, where structures within the stope resulted in a change in firing sequence and the extraction of two complete sublevels in a single blast. The use of electronic detonators is critical to the success of VROS and their application is described. Numerous benefits of using VROS have been identified and are described. To date, eight stopes have been successfully mined using VROS. In addition to the first application of VROS, two further case studies are described.

An alternative stoping method has been adopted for narrow vein stoping at the Tasmania Mine in Northern Tasmania. Colloquially described as ‘Radial-in-Reef’ (RiR) stoping, the method employs the drilling of radial rings in the plane of the Reef from a drill stub located at the geographic centre of the proposed stope panel.Production from the Western Zone of the Tasmania Reef has been undertaken remotely from the Reef since 2007, after a detailed geotechnical engineering analysis indicated that the integrity of the sill drives could not guarantee an acceptable level of confidence should an anticipated seismic event occur within a radius of 10 m. The key tenet of the remote mining approach was the exclusion of personnel from sill drives once stoping had commenced. The remote mining method had to be ‘retrofitted’ to four existing stoping blocks totalling 11 sill drives which totalled 160 m vertically. The remote mining method proved to be complex, cumbersome and very expensive. However, the ore was extracted successfully.By early 2010, previously developed ore had largely been exhausted and the future development with an orebody open at depth presented the opportunity to review the current extraction method. However, the new extraction method needed to maintain the tenet of excluding personnel from sill drives of active stoping blocks, but seek opportunities to reduce the difficult and costly aspects of the previous method. The new ‘Radial-in-Reef’ stoping reduced the development requirement from six to two drives per ore block. Cost implications aside, the significant reduction in prestoping extraction ratio was expected to also reduce the likelihood of seismicity. Transverse production rings were designed to be drilled radially from a drill stub mined from a mid-stope footwall drive. Stopes totalling up to 7000 tonnes were planned be fired in a single electronic blast. Extraction was designed to take place from a basal sill drive under teleremote operation. At the time of writing, the method was under trial.

A major challenge for closure planning at mining operations below the water table is evaporation from final void pit lakes and concentration of salts, which can impact on downstream groundwater (and surface water) flows and quality. Where such impacts are deemed unacceptable, the closure approach that is often adopted is to infill the final voids with waste rock to above the pre-mining water table to prevent the development of a pit lake and subsequent evaporative losses. BHP Billiton Iron OreÆs Marillana Creek (Yandi) mining operations face these issues. The orebody is a channel iron deposit that forms the major aquifer in the region, which will be completely mined as a series of elongated open pits over tens of kilometres. The major constraint on mine closure planning was the stripping ratio of less than one, which means that there is insufficient waste rock to infill all areas to the pre-mining water table. Hydrogeological investigations and groundwater modelling indicated that standard mine closure approaches would result in pit void lakes becoming saline sinks unless the residual void geometry was optimised to minimise evaporation and maximise throughflow. The solution developed is a cost-effective long-term mine plan that meets all mine closure objectives, and involved:the selective infilling of all pits, largely using run-of-mine waste dumping with limited re-handling; the diversion of the major part of up-catchment creek flows around the mining operations to allow mining of the resource under Marillana Creek crossings, which in turn restricted overall aquifer recharge and reduced the elevation of the long-term water table; the diversion of some minor creek tributary flows into specific locations within the mine path to induce hydraulic gradients to maintain groundwater throughflow and water quality; and close integration of mine plan optimisation (mining and waste dumping schedules) with groundwater modelling scenarios to achieve acceptable environmental outcomes. This approach is designed to result in no reduction in downstream surface water flows or quality, maintenance of adequate downstream groundwater throughflow to support groundwater dependent ecosystems, and no reduction in the beneficial use status of the downstream groundwater resource.

The nickel deposits within the Honeymoon Well project area (26¦ 40'S, 120¦ 25'E), located 45 km south of Wiluna, occur in the northern part of the Agnew-Wiluna belt (Figure 1; Hill et at, 1990). The project area is covered by up to 50 m of transported material which greatly hampers both exploration and an understanding of the bedrock geology. Since 1990 intensive exploration has increased the resource from 10 Mt at one per cent Ni to 134 Mt at 0.76 per cent Ni in five deposits (0.4 per cent Ni cut-off, resources above 300 m depth, December 1994). This includes a massive sulphide resource of 2.5 Mt at 3.4 per cent Ni.

This paper describes in detail the controlled blasting adopted and the measurements undertaken for the successful excavation of large twin tunnels under a shallow cover for a six-lane highway project in India. The tunnels are D-shaped, each 15 m in diameter, and the cover between the tunnels and the existing railway track was about 14 m. These twin tunnel tubes were characterised by two separate three-lane carriageways for each direction of traffic, and were planned with about 25 m of reinforced cement concrete (RCC) portals at the entrance and exit of the tunnels. The major challenge of the project was the blasting of tunnels in rock below an operating railway line. As the tunnels approached the area below the railway line, the ground vibrations were monitored vertically above the blasting faces and on the railway track sleepers. Vibration intensities between those generated from tunnel blasting and those from the movement of the trains were compared, and it was found that the vibrations from blasting were lower than those from the moving trains. Though the permissible level of ground vibration based on the Indian Standard (IS) code happens to be 70 mm/s, the maximum charge per delay was calculated restricting this limit to 50 mm/s. This ensured that the vibrations in the vicinity of the railway tracks never exceeded the prescribed limit of 70 mm/s. The surface ground settlement before and after the blasts were also measured using an optical levelling instrument, which confirmed that there was no significant impact on the surface movements due to blasting. Extensometer readings inside the tunnels showed that there was no deformation in the tunnel. The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

Uncertainty in prediction and modelling of geological (physical) ore continuity in geometrically complex ore deposits is a key risk factor in mining. Reducing geometric uncertainty of hard-boundary ore/waste contacts and related geological features improves the efficiency of local mineral resource estimation and reserve calculation, mine/stope planning, ore control and in-mine exploration. Detailed underground mapping of serial-level drives provides a continuous record of the characteristics and contact configuration of ore, as well as crucial ore-related geological features that are required to resolve geometrical variability when closely spaced drilling proves inadequate or is cost-prohibitive. The mapping-based approach described in this paper re-establishes the focus on the geology of the orebody by incorporating high-value, detailed geologic mine mapping information. Mapped ore-related configurations and relationships, recorded on a succession of faces or on a series of levels, provide the basis for 3D interpolation and extrapolation of the local geologic continuity of an orebody. Correlative points representing locations of key ore-related geologic features on each face or level are linked by 3D polylines or trajectories forming a coherent geometrical framework. The coherent progression of geometric changes mapped by these trajectories reveals the overall ‘dynamic’ of the geometrical framework, as well as the spatial tendencies of its geological constituents. Distinct sets of ore control trajectories are selected from within the framework and are used in the construction of alternative geological ore continuity models. As mining proceeds, alternative models are evaluated, and are then either refined or rejected. The geometrical framework is used to evaluate theoretical models and practical heuristics, focus exploration targeting and inform and guide all aspects of mine geology in active mines. This approach also lends itself to analysis of global ore continuity in the re-evaluation of mature or abandoned mines. Its use is particularly effective in geometrically complex orebodies such as the West Branch orebody and the orebodies of No 2 mine of the Balmat-Edwards-Pierrepont zinc district, which are used to illustrate the method. Melbourne Water Corporation, through the Pipelines Alliance, has commenced construction of a new drainage pipeline to provide additional flood protection within the Sandgate Avenue Main Drain catchment, in order to mitigate against the risk of flooding of Frankston’s central activity district (CAD).The project involves the construction of a 1550 m long, 2.5 m internal diameter tunnel, commencing upstream at the Monash University Peninsula Campus and traversing approximately west to the outlet located at Kananook Creek. The tunnel was excavated by a dual slurry-earth pressure balance tunnel boring machine (TBM), with the depth to tunnel crown ranging from 0.7 m to 14 m below the natural surface level. The TBM navigated 500 m radius curves, with a maximum drive length of 608 m. The tunnel lining consists of 2.5 m internal diameter, 250 mm thick reinforced concrete jacking pipe.The geotechnical conditions along the tunnel alignment consisted of mixed face ground conditions, predominately clay, with clayey sand and sandy clay and some sand deposits near Kananook Creek.This paper presents the challenges associated with the operation of the slurry separation plant during tunnel construction. In particular, the paper focuses the impact of slurry separation on tunnel advance rates, the lessons learnt during construction with regards to slurry separation and on the decision to adopt a dual slurry-earth pressure balance shield TBM. In addition this paper highlights the importance of having a thorough understanding of the slurry separation requirements on a slurry TBM project prior to selecting the necessary plant.

In an ironmaking blast furnace (BF), molten slag and hot metal form in the softening-melting (cohesive) zone and then trickle through the coke packed bed before being discharged from the taphole. During their downward flow, there are significant interactions occurring between liquids and other phases, such as gas and packing particles. Overall, the formation, dripping and discharging of these liquid phases, particularly molten slag, have a significant impact on BF operations in terms of furnace permeability, fuel consumption, process stability, product quality and ultimately, productivity. Hence, understanding the liquid flow behaviour in the BF lower zone is critical for designing optimal operations. In the current investigation, the flow behaviour of slag droplets was investigated at a mesoscopic level using a combined numerical and physical modelling approach. The interaction between slag and carbonaceous materials was studied using sessile drop wetting experiments, slag flow through a funnel and a high temperature packed bed and the Volume of Fluid (VOF) modelling technique. Molten slag flow and counter-current gas-slag flow in the packed bed was investigated in terms of superficial gas velocity, slag properties and packing structure. The gas-slag flow behaviour at a mesoscopic level was numerically visualised, with gas velocity gradually increased up to the flooding point. The strong interaction between gas and slag was uniquely identified, which can cause localised slag flooding as well as gas channelling. Detailed information concerning the effect on slag holdup distribution, residence time and flow patterns of wettability, slag properties and bed structure were obtained. The current investigation highlights the significant role of research at a mesoscopic level in understanding macroscopic slag flow behaviour. Gas channelling, which is a critical phenomenon in a packed bed with counter-current gas-slag flow, is predicted. It can be speculated that significant gas channelling in the BF can inevitably occur prior to operational limits being reached. In the BF process, the formation of permanent gas channelling and large slag rivulets should be avoided to maintain appropriate contact between phases and hence, furnace permeability.

SMC Resources Limited is implementing a selective mining approach at the Hadleigh Castle mine, formerly operated by Aurora Gold Limited. The main ore zone has a length of 250 metres and dips at 40 - 45¦ to the south. Gold mineralisation occurs in a variety of quartz-sulphide lodes in sericitised granodiorite. Shallow dips, alteration intensity and mineralisation style combine to make mining relatively difficult. Previously unworked, high-grade, shallow dipping (30 - 45¦), narrow quartz-sulphide lodes within the hanging-wall of the deposit are also being selectively exploited. Annual production of 35 000 oz Au is forecast from 185 000 tpa ore grading 6.5 g/t Au over a currently envisaged mine life of six years. Operations completed to-date include deepening the decline and access development of the first two levels beneath the previous workings. Longhole stoping operations have commenced in the main ore zone with air leg stoping also underway in the hanging wall lodes.

The El Salvador porphyry Cu deposit (26¦ 15Æ Lat S, ~2700 masl) and associated exotic mineralisation is situated at the back-scarp of the late middle Miocene Atacama pediplain in the western Precordillera. New, together with published 40Ar-39Ar data from El Salvador combined with morphologic analysis reveal that the palaeospring plumbing system related to exotic mineralisation at the Damiana exotic Cu deposit and the local geomorphology has not changed fundamentally between the late Eocene and late Miocene. Stable H/D isotope data on supergene alunite from El Salvador indicate an overall increase in dD values (VSMOW) from -74ë at 35.82 ¦ 0.95 Ma to -23ë at ~11 Ma. The transition from strongly to moderately negative deuterium values occurred between ~16 and ~13.5 Ma. Supergene alunite from the El Hueso (3950 masl) sedimentary rock-hosted epithermal deposit ca 35 km SE from El Salvador was dated at 8.19 ¦ 0.01 Ma and yielded a dD value of -25ë. We interpret the increasing deuterium excess as the result of strong evaporation and recycling of meteoric water after ~15 Ma and as indicative for a change in precipitation patterns and climate desiccation. In contrast, the strongly negative dD value for late Eocene supergene alunite points to a more humid climate and an elevation similar to the present. The late Miocene supergene activity at El Hueso is probably related to an uplift of the Precordillera to elevations sufficient for capture of orographically controlled precipitation. The prediction of how waste materials will evolve geochemically within waste storage facilities has been the subject of hundreds of thousands of hours researched by geoscientists globally. Despite the quantity of research there are a number of significant areas of uncertainty that remain as partially resolved issues. One of the most significant issues is the applicability of scaling laboratory test results to field conditions, and the use of laboratory data for predictive calculations to determine geochemical evolution of waste materials in the field. This issue has arisen predominantly as a result of the relative paucity of field monitoring data from waste rock storage facilities (WRSFs) and the fact that laboratory test methods are not typically linked to specific field conditions; rather they are based on generic standardised methods and designed primarily to simulate accelerated weathering conditions that do not relate to field conditions in a linear manner.To address these specific issues the authors have in the last two years made significant progress in the development and deployment of advanced field monitoring equipment within numerous WRSFs. O’Kane Consultants (OKC) has previously reported the findings from data collected from these monitoring installations in a number of papers presented throughout 2013–2014. This valuable site data has subsequently been used by OKC as the basis to design and engineer advanced customisable site-specific kinetic leach columns at OKC’s geochemistry research laboratory. These columns represent an important advancement in kinetic column assessment methodology as they have been designed to replicate the field internal conditions within waste facilities.Key features of the columns include their capacity, size and technical specifications; including fully programmable solenoid-controlled air supply with variable flow and pressure control and in-line heating option, automated temperature control and monitoring, automated oxygen consumption and carbon dioxide production monitoring, and soil moisture/matric suction monitoring.This flexibility of the design not only allows for more accurate field-based assessment of pyrite oxidation rates (POR) but also assessment of the potential effectiveness of waste management options such as deposition within a reduced oxygen environment, for example, as simulations of reduced net percolation rates or oxygen ingress rates can be accommodated.CITATION:Pearce, S, Pearce, J and Barteaux, M, 2015. PanAust Limited (PanAust) has successfully constructed and commissioned two mining operations in Lao PDR over the past decade and undertaken major studies for three new mine developments. The management of potentially acid generating mine waste and tailings in close proximity of local communities sensitive to water discharge quality have been recurring themes that have confronted PanAust’s project study, development and operational teams. Further compounding challenges, such as the effects of intense annual tropical monsoonal conditions, staging of embankment raises and regular lifting of spillway structures, integrating mine waste and tailings management into production plans and ensuring the long term stability of structures, have been addressed by implementing leading practice management solutions.A recognition of the criticality of managing the substantial business risks associated with these crucial activities led to the early establishment of a governance structure to ensure that the highest standards are embraced for planning and execution. Importantly, these are guided and monitored by a panel of highly experienced and qualified international specialists reporting directly to PanAust’s Managing Director – the Tailings Independent Review Panel. Multielement reconnaissance geochemistry coupled with ground scintillation gamma ray measurements has been used to investigate the dispersion patterns of uranium and other major and trace elements in the arid Palmyrides region of central Syria. This region occupies an interplatform depression in the northern part of the Arabia Plate, upon which sediments up to 10 km thick have accumulated. Outcrops of strongly fractured Mesozoic and Cenozoic rocks form two major mountain belts, the northern and southern Palmyrides, between which is located the closed Ad-Daww basin, with a thick Neogene and Quaternary clastic cover. Among the various lithologies, phosphorites are well represented. Uranium and associated elements have been incorporated into the Upper Cretaceous and Lower Palaeogene sediments, especially the phosphorites, which are well represented in the region. These elements are derived from three possible sources, namely, sea water, Lower Cretaceous volcanism and metalliferous fluids leaking along taphrogenic lineaments. In and around the phosphorites, numerous traces of secondary uranium mineralization occur. Over 500 geochemical samples of outcropping rock, wadi and playa sediments, overburden and groundwaters were taken over an area of approximately 9000 sq km. Most samples were analyzed for 25 major and trace elements by nebulization ICPAES; for As, Sb, Bi and Se by hydride generation and ICPAES; and for U, Th and La and other REE by neutron activation analysis.

The quality and quantity of Australia’s secondary deposits, which include tailings streams and tailings dams, are higher than most countries’ primary deposits. In addition, these secondary deposits have already been mined and processed, meaning that the recovery of high-grade product requires low capital and operating costs.The most widely used process for the recovery of these valuable fine and ultra-fine hematite iron particles is the wet high-intensity magnetic separation technique, originally developed by Dr Jones over 55 years ago. Many of the original machines are still working today.The aim of this paper is to demonstrate the capabilities in terms of grade and yield of using sophisticated magnetic separation modules. All results and figures are obtained from test work and design and engineering work with material from the Pilbara. In addition, consideration is given to dewatering of iron ore product and tailings.Two types of tailings have been identified for processing. Firstly, tailings that have already been deposited in a tailings storage facility, and secondly, live tailings streams from an existing wet iron ore beneficiation plant. In both cases, the technical and practical results are shown along with relevant flow sheets and plant layouts. Finally, this paper highlights the total predicted power and water consumption, capital requirements and projected operating expenses.The results show that the operating costs are significantly lower than the mining and processing operations that are required for an equivalent amount of iron ore. The recovery of iron depends on various factors but is within the 30–50 per cent range at an equivalent grade to the mainstream product. Another significant benefit is that the magnetic separation process is water positive, meaning that water is released rather than added in the process.The processing of the Pilbara’s secondary deposits will therefore result in an overall reduction in operating costs, an increase in product yield from a plant, extend the life-of-mine and offer environmental benefits by reducing the tailings footprint and water usage.The quality and quantity of Australia’s secondary iron ore deposits and tailings are such that many other countries would judge these as equivalent to primary deposits. The Legacy Way Tunnel was constructed from Toowong to Kelvin Grove in Brisbane, and is the first large-scale underground excavation in the Bunya Phyllite in Brisbane. The Legacy Way Tunnel is 4.3 km in length, comprising two mainline tunnels excavated by a tunnel boring machine (TBM) with 46 connecting passages excavated between the mainline tunnels for egress provision and services. The Legacy Way Tunnel passes through two geological formations, the Bunya Phyllite and the Neranleigh Fernvale Beds. The Bunya Phyllite is the dominant formation of the Legacy Way Tunnel, extending for three quarters of the tunnel prior to intersecting the Normanby Fault Zone (NFZ) and the Neranleigh Fernvale Beds. The NFZ forms the contact between the two formations as part of the Brisbane Metamorphics, which underlies the majority of Brisbane City. The development of the geological model and the understanding of the ground’s reaction to tunnelling was an iterative process. The tender phase investigation data has been supplemented with additional design phase investigation boreholes, geophysics and walk overs. Aerial photograph interpretation coupled with borehole data allowed the development of the domains along the length of the tunnel. Early excavations for the spoil conveyor tunnel and borehole data from subsurface instrumentation installation provided the first construction phase data followed by the commencement of tunnel boring machine (TBM) excavation. Routine cutterhead inspections coupled with ongoing reviews of the predicted geology resulted in clear response triggers to selection of segment types while detailed inspections in passage locations provide the initial classifications for segment removals.CITATION:Bennett, C and Norbert, M, 2014. Hydraulic mining shovels can be successively used at open-pit mining operation in severe climatic zone with air temperature interval from -700C to +450C typical for some northern region of the world particularly of Russia, Canada and Sweden, if they would be equipped by special preheating facilities for their diesel engine, water, hydraulic oil and lubrication systems. All shovels manufactured by the Komatsu Mining Germany GmbH for operation at ambient air temperatures down to -50¦C have cast and forged structural design elements, bolted connections made of special steel grades, electric cables with special insulation, flexible high-pressure hoses manufactured by ICE-Champion with connectors made of special steel grades.Generally at the temperatures below -25¦C the ordinary machine has to be stopped, the attachment should be placed in the parking position, the generator should be switched on, or the external electrical power supply connected, for the preheating equipment. For rapid start-up in winter after a long shutdown of a hydraulic shovel, there is a procedure for preheating of the main systems. It is applied for the following systems: engine cooling system, engine oil, hydraulic oil, pumps and drive motors of the propel gears, electric cabinets, machinery house, especially near the ventilation inlets and outlets.Start-up of the main drive engine is permitted at a hydraulic oil temperature of -20¦C, when it has a viscosity of 1000 cSt. In this case the rotation speed of the diesel engine crankshaft is lower by two times than the nominal value and this is the most favourable condition of start-up of the engine and hydraulic pumps and motors, which work with half of their rated rotation speed until the hydraulic oil reaches a viscosity from 100 to 10 cSt. After that the hydraulic system and the entire shovel begin to operate under normal conditions.

Brisbane’s Airport Link is Australia’s largest road infrastructure project, worth a total value of A$4.8 billion. The project is using surface and underground blasting to excavate hard volcanic rock, Brisbane Tuff. This paper tells the story of the most challenging and difficult blast of the whole project: the removal of a remnant pillar of rock (approximately 2250 m3) next to a major arterial road and within 100 m of existing infrastructure including a number of heritage listed buildings, residences and privately owned sensitive receivers. The pillar consisted of a hard rock wall (Brisbane Tuff) between 2 m and 6 m thick, 15 m high and 35 m wide; with in situ precast concrete piles embedded within 1 m of the boundary of the pillar. Orica Australia Pty Limited was contracted by Thiess John Holland, to perform the work in this area, including design, modelling, drilling and loading of the explosives, as well as blast clearance and shotfiring. Access to the area was limited so all explosives and equipment, including the 20 t drill rig, had to be lifted in and out by crane. Due to the nature of the blast, with infrastructure 5 m directly in front of the 15 m high face, there was only ever going to be one chance to get this blast right. This was an extremely complex blast which required the use of a number of different types of packaged explosives, as well as special timing techniques only made possible by using electronic initiating systems. This type of blast is high risk, and is more typical of a building demolition in the urban environment. The blast was fired on the 25 September 2010, and was highly successful. The environmental results for vibration and overpressure were well under the imposed limits, and the embedded concrete piles remained undamaged.

A key issue in maintaining the mining industryÆs social contract to access community-owned resources, is the need to be able to demonstrate professional management of resource extraction and the risk associated with mining hazards. Significant failures such as disease relating to coal dust and asbestos and mine disasters such as Moura, Appin and Gretley have resulted in judicial and legislative interventions that respond to the community outcry but do not necessarily effectively manage the longer term risk in a sector driven by new technology. With the implementation of recent amendments to the Queensland Professional Engineers Act, senior engineers in all industries including the mining industry are required to be registered and to demonstrate that they have æmaintained competency in the practice of engineering in the area of engineering for which the (engineer) is ... registeredÆ. This may be facilitated through a report produced by an æAssessing EntityÆ. These entities are approved by the Minister on advice from the Board of Professional Engineers, Queensland. Engineers Australia and The Australasian Institute of Mining and Metallurgy (The AusIMM) are the two professional bodies approved as æassessing entitiesÆ charged with facilitating successful implementation of the process established by the legislation. The scope of the legislation covers engineering enterprises in Queensland and engineering activities elsewhere that may have been designed in Queensland. There is currently a challenge to determine what the necessary health and safety competencies for the mining industry are and how the maintenance of these competencies will be assessed. The different approaches taken by the two assessing entities are compared and contrasted. At the legislative level, establishing an obligation to assess professional competency is simple, but at the level of the profession, it is new ground that warrants a substantial research and development input. The challenge is to develop criteria by which the quality of such system can be assessed. The comparison is made by considering such issues as equity, effectiveness, efficiency, objectiveness and transparency. These five indicators are considered in terms of how they are applied in other sectors and how they might be applied in the mining sector.

Transporting coal by means of conveyor belts is very common in Australian underground coal mines. Major conveyor belt-related mining incidents are now relatively infrequent as a result of recent improvements in engineering standards and use of fire-resistance materials. However, conveyor belts have the potential for incidents capable of causing either personal or structural damage. In addition, any unexpected break down of rolling components or failure of belts creates a significant interruption to the production that is a major concern for operators whose responsibility is to achieve the optimum mining production.Currently, underground coal conveyor belts are examined for the presence of any overheating, smouldering or unsafe conditions likely to cause a fire. Periodic inspection of operating conveyor belts is carried out with the aim of detecting any local heat sources in an early stage. This includes temperature measurements of the driving head, idlers and rollers using hand-held temperature sensors such as infrared cameras or laser temperature sensors. The disadvantages of current conveyor belt temperature monitoring systems include high labour and equipment costs, safety risk to personnel who are in close proximity to moving conveyors, the ability to take line of site measurements only and potential for missed overheated idlers. Some of the conveyor idlers in underground coal operations cannot be accessed for traditional temperature measurements. This introduces a significant risk to the operation of critical infrastructure.A distributed temperature sensing (DTS) system can be used to develop an advanced conveyor belt temperature monitoring system that provides real-time, accurate and continuous temperature measurements along a conveyor belt particularly at the rolling components. The DTS system comprises of fibre optic detection cable, DTS controller and interfacing module. The advantages of the system include the accuracy, low-cost, easy installation, robustness, safety, immunity to radio frequency and electromagnetic interference, real-time data collection, and secure data transmission. This paper presents a scoping study on the development and utilisation of a fibre optic-based DTS system for underground coal conveyor belts. The mechanism of heat generation, the operation temperature range and the installation issues of fibre optic cable along the conveyor belt particularly in close proximity to each end of the spindle on every idler will be discussed.CITATION:Aminossadati, S M and Yang, B, 2013.
