Knowledge of the hydrogeological setting of a mine forms an integral part of a mining operation. Groundwater impacts, initially, on mine feasibility. Then, on commencement of mining, it interacts on the operational components of dewatering, water supply, tailings leachates, mine wall stability, stormwater run-off, water disposal, impact on regional environment and mine closure planning. The recording of hydrogeological information is frequently overlooked during resource and reserve definition as well as during the course of mining when prime opportunity exists for the collection and collation of this data. In recent times, the exclusion of hydrogeological data has been exacerbated by use of high air pressure drill rigs that exclude water inflow. The recording of water data has been further inhibited by the use of computer coded drill logs that do not include the site geologistÆs or drillerÆs comments on drilling problems and observations associated with groundwater intersections. Geologists now infrequently directly supervise drill rigs, but visit the rig only intermittently to evaluate drilling progress. They do not see first hand drill performance characteristics at water make zones. Drill cuttings, as drill chips and cores, are now mostly logged away from the drill site so that wet sample locations, visual water flow evidence and verbal comments from the driller are not recorded. As a result, mine geologists now do not direct adequate attention to the delineation of lithologies and structures that store and transmit water. This paper provides examples of water sighting and recording techniques applicable to a mining operation. Examples are also provided where hydrogeological conditions have been disregarded with serious impact on the progress of mining. The recording of hydrogeological data should be maintained and formatted by the site geologists into a useful database for review as and when required by specialists in hydrogeology, geotechnical and mining engineering and the environment. The information can be coded by the site geologist for inclusion into the mine database. A groundwater dataset, compiled during the progress of field investigations, will save the considerable cost of re-drilling and hole re-entry testing which would otherwise be required to provide base level hydrogeological information required for progress of mining. Apart from working mine use, a hydrogeological dataset is a necessary component for planning mining closure and mine legacy conditions.

The Xiong’ershan district in the southern margin of the North China Craton (NCC) contains more than 20 gold deposits hosted in the late Neoarchean to early Palaeoproterozoic amphibolite facies metamorphic rocks or late Palaeoproterozoic unmetamorphosed volcanic rocks. Gold mineralisation consists mainly of auriferous quartz veins and disseminated ores in hydrothermally altered zones, with additional gold mineralised breccia pipes. Gold orebodies are strictly controlled by secondary- or higher-order brittle/ductile-brittle faults. Isotopic dating reveals two separate episodes of gold mineralisation: the Shanggong and Dianfang deposits formed in the range of 236 ± 1.4 to 202 ± 18 Ma, whereas the Gongyu, Qianhe and Qiyugou deposits formed between 135.0 ± 0.5 Ma and 124.0 ± 1.0 Ma. Stable isotope and noble gas geochemistry studies indicate that the Triassic gold deposits were precipitated from deeply-sourced, low-salinity fluids at 250–350°C, but whether the fluids were mainly derived from metamorphic devolatilisation or magmatic degassing remains unresolved. In contrast, the Early Cretaceous deposits most likely precipitated from a dominantly magmatic fluid, although metamorphic and meteoric components cannot be ruled out. Results from this study, when combined with regional geological and geochemical data, suggest that the Triassic gold mineralisation was generated by the deformation associated with the collision between the North China and Yangtze cratons, forming the Qinling-Dabie orogen. In contrast, the Early Cretaceous gold veining was a result of lithospheric destruction of the NCC, a process initiated by plate subduction from both the south and north since late Palaeozoic but ultimately triggered by the westward subduction of the palaeo-Pacific plate in the late Mesozoic. The central Nanling region in South China experienced multistage granite intrusive events and corresponding metallogenic processes during the Early Yanshanian period (190–140 Ma). In this study, a wide variety of published data on age determination, petrological characteristics, major and trace elements compositions, whole rock Sr–Nd contents and zircon Hf isotopic composition of the representative granite composites were systematically collected to estimate their cooling-uplift rates, granite evolution processes and mineral deposit formation. These granites have been classified into two groups based on their age and geochemical variations: Group 1 (180–165 Ma) and Group 2 (165–150 Ma). Major and trace element geochemistry suggests that Group 2 experienced more intense magmatic evolution and differentiation than Group 1. In addition, Group 1 granitoids are classified as A1-type alkaline rocks with faster cooling and uplift rates, whereas Group 2 granites are considered as A2-type aluminous rocks with slower cooling and ascent rates. Furthermore, the Group 1 granitoids have younger Nd and Hf two-stage model ages but higher eNd(t) and eHf(t) values, indicating influence from crust–mantle interaction. In contrast, the Group 2 granites show different values, suggesting stronger upper crustal contamination or assimilation. The slowly cooled and ascended Group 2 granites experienced much heavier crustal contamination (or assimilation) and crystal fractionation, contributing to the large W–Sn mineralisation in the central Nanling region. "This paper discusses a method to build a calibrated comminution circuit model, using historic operating data and blend information that is useful for forecasting and optimising plant performance, as well as evaluating expansion opportunities. A preferred method for building a calibrated power-based comminution model is discussed and justified based on two case studies, offering low-cost and effective strategies to utilise existing information for the maximum possible benefit.The first example is the Lefa Gold Mine located in Guinea, West Africa operating a semi-autogenous grinding (SAG) and ball milling circuit with recycle crushing (SABC). Daily blend information and operating data was utilised to build and calibrate a power-based model of the comminution circuit. The least squares regression method was used to solve the SAG mill specific energy requirement and the operating work index (Wio) for each individual ore type. The calibrated model was used to evaluate expansion strategies to sustain throughput at higher proportions of fresh ore based on the proposed life-of-mine schedule.The second example is the Ok Tedi Copper-Gold Mine in Papua New Guinea operating a SAG and ball milling circuit (SAB). The circuit limitation would often shift between the SAG mill and the ball mill due to variable ore characteristics and feed blend. Typical SAG mill relief strategies, such as recycle crushing or secondary crushing, required significant capital expenditure and the potential throughput benefit would vary depending on ore type, making economic justification difficult. Daily blend information and operating data was used to build and calibrate a power-based model of the comminution circuit to identify ore types that might benefit from higher blast intensities to increase fines content, thus relieving the SAG mill limitation and increasing overall throughput without a major capital investment.Citation:Zawadski, A L and Putland, B G, 2016. Not only do epithermal gold deposits provide many challenges in estimating mineral resources, the complexities of these deposits also provide technical challenges in assessing appropriate mining and processing strategies, as well as social and environmental planning and management. The characteristics of epithermal gold deposits include being highly variable with respect to geometry and gold grade distribution, the presence of other economic contributors, mineralogy, texture, rock strength, weathering and alteration overprint. These characteristics influence the economic value of mining projects in an interlinked manner. Consequently, successful exploitation of epithermal deposits requires a holistic approach, coupled with the effective integration of geological data to meet all aspects of mine development decision-making. This paper presents examples of the key technical challenges encountered in estimating and mining epithermal deposits. The Singapore Land Transport Authority Contract C917A is for the design, construction and completion of all outstanding works under the original Contract 917, including taking over the design and construction responsibility for the works carried out by previous contractor. Construction works connect the bored tunnels between the stations at King Albert Park and Sixth Avenue on the Downtown Line two in Singapore.The original contractor became insolvent leaving the works incomplete. On 29 August 2013 McConnell Dowell were awarded the completion contract following a fast-tracked tender process. The completion contract required a quick start and therefore the recruitment of some of the original workforce. A large majority of the original workforce was from Malaysia, Indonesia, China, Philippines, Bangladesh, India and Thailand. In order to ensure that the safety standards were upheld, and that the new workforce embraced a safety culture, a behaviour based safety (BBS) approach was implemented.The BBS approach was implemented to overcome the existing poor cultural safety behaviours, and to ensure that high standards and expectations for safety were implemented. This ensured that the workforce were comfortable in identifying hazards, avoiding shortcuts, and changing poor safety behaviours.This article outlines how a BBS program was delivered on the C917A project, containing defined goals, communication tools, and assessment and feedback models.CITATION:Brown, R, 2014. The Emeishan large igneous province (ELIP) of SW China is host to magmatic Ni–Cu–(PGE) sulfide and Fe–Ti–V oxide deposits which contain economic to subeconomic concentrations of precious and base metals. The formation of a given deposit-type (ie sulfide versus oxide) is thought to be related to the type of parental magma (ie high-Ti versus low-Ti) and the subsequent processes (ie fractional crystallisation and sulfide segregation), which allowed for metal enrichment.We examined the PGE of Baima and Taihe oxide-bearing layered mafic intrusions from the ELIP (Shellnutt, Ma and Qi, in press), and compared them with the nearby Xinjie and Hongge intrusions as well as with the Emeishan flood basalts. The PGE results for the two intrusions are contrasting. The Baima gabbroic rocks are almost PGE-barren (SPGE < 4 ppb) whereas the Taihe gabbroic rocks are variable, but generally much higher in PGE concentrations (SPGE < 2 to ~300 ppb), although the gabbros from both intrusions are enriched in platinum-subgroup PGE (PPGE = Rh, Pt and Pd) relative to iridium-subgroup PGE (IPGE = Os, Ir and Ru). Cu/Zr, Ni/Ir, Y/Pt, Cu/Pd and Ni/Ir systematics suggest that the Baima rocks were derived from a relatively evolved, mafic, S-undersaturated parental magma that was affected by earlier sulfide segregation. In contrast, the Taihe rocks record evidence of both S-saturated and S-undersaturated conditions and that the parental magma was likely emplaced very close to S-saturation. Through comparison of the PGE contents in the Emeishan flood basalts and the Emeishan oxide-bearing intrusions, we provide a self-consistent model for ELIP that the PGE budget in a magma is not strictly controlled by magma series (high-Ti versus low-Ti), but very much by crustal contamination.CITATION:Ma, G, Shellnutt, J G and Qi, L, 2015. The Weda Bay nickel and cobalt laterite deposits on Halmahera Island, Republic of Indonesia were first drilled in May 1996 by Strand Minerals Pte Ltd (Strand). Subsequent exploration has delineated four large laterite provinces, parts of which have been diamond drilled to outline an indicated nickel resource of 59.9 Mt of 1.51 per cent Ni and 0.09 per cent Co within a total indicated and inferred resource of 117 Mt of 1.36 per cent Ni and 0.12 per cent Co. The project is held as a Seventh Generation Contract of Work (COW) by PT Weda Bay Nickel, which is jointly owned by Strand (90 per cent) and PT Aneka Tambang (ten per cent). Strand is a wholly owned subsidiary of Weda Bay Minerals Inc, a company listed on the Toronto and Alberta Stock Exchanges in Canada. Halmahera is located in the north-eastern part of the Indonesian archipelago at the convergent junction of three major plates and is a region of considerable tectonic and geological complexity. The western arms of Halmahera form a classic volcanic island arc while the central region and eastern arms contain ophiolite complexes and interlayered sediments. The extensive areas of laterite discovered at Weda Bay have developed over serpentinised harzburgites and dunites of pre-Cretaceous age. Weathering of these rocks has produced laterite profiles that are enriched in nickel and cobalt. There are three economically mineralised laterite types, namely limonites, ferruginous saprolites and saprolites and all are amenable to rapid pressure acid leaching with recoveries of 98 per cent nickel and 94 per cent cobalt in less than 20 minutes.

The paper presents a new integrated system for control of concentration processes. The system is based on cluster-based modelling taking the ore quality into account and a new on-line particle size analyser capable also for reliable measuring of particle size distribution of concentrate. A metallurgical precontrol audit was performed at the Hitura concentrator in order to design the control strategy of the integrated grinding and flotation control. A new analyser PSI-200, was used to the measurement and control of the distribution of nickel in the total particle size range. An expert control system using the cluster model together with a new control strategy for decision of necessary control actions is outlined. The method has been tested to real data from mineral processes. The results are in good correspondence with empirical process knowledge. The East China Mesozoic metallogenic province hosts the world’s largest resources of tungsten, tin, molybdenum, antimony and bismuth, with additional important gold, silver, mercury, lead, zinc, copper, uranium and iron deposits. These deposits form several giant metallogenic belts, including South China, Middle-Lower Yangtze River Valley, East Qinling-Dabie, eastern North China Craton and North-east China. Available data demonstrate that these metallogeneic belts are the products of episodic magmatic and related hydrothermal events between ~240 and ~80 Ma. Each magmatic-hydrothermal episode has produced distinct deposit assemblages that can be readily linked to the Mesozoic geodynamic evolution of East China, involving continental collision between the North China Craton and South China Block at 220–200 Ma, oblique subduction of the Izanagi plate under the Eurasian continent at ca 170–135 Ma and post-subduction extension and lithospheric delamination at 130–80 Ma. Many underground mine void spaces are not suitable for human entry due to unprotected roofs, instability or having an unknown safety state (eg if they are many decades old). Investigations of these voids may nevertheless be important for general mine safety, for example to detect propagating collapses or water accumulation, prevent accidental intrusion by new developments or drilling to reassess old spaces for re-mining. Robots are an ideal technology for investigating these spaces, especially flying, rotary-wing robots that can access and map vertical structures and spaces while avoiding rocks, water and mud that have accumulated on void floors. To operate in underground mines, we are developing customised unmanned aerial vehicles (UAVs) as well as interactive 3D virtual models of the vehicles and their underground environments for controlling vehicle operation and visualising incrementally gathered survey data. Using a game/simulation engine to provide an interactive interface for UAV operation makes it possible to orchestrate external spatial information and video feeds with in-game cameras for optimal visualisation that is not limited to the position, orientation or field of view of cameras mounted on the UAV. First and third-person points of view with respect to the UAV are provided, together with 2D and 3D gaze tracking to provide effective interfaces for geology and mine engineering experts without the need for specialist UAV piloting skills. Ongoing work is addressing the provision of greater levels of autonomy for these vehicles to support mapping well beyond the line of sight of operators and geological characterisation of rock surfaces using sensors mounted on them, including miniature X-ray fluorescence and Raman spectrometers. The sixth international symposium on mining with fill nearly coincides with the 25th anniversary of the Jubilee Symposium on Mine Filling. That symposium, held in August 1973 in Mount Isa, in part to commemorate the 80th anniversary of The Australasian Institute of Mining and Metallurgy, was the first in what has turned out to be a very successful series of symposia. Subsequent symposia were held in Sudbury, Canada (1978), Lulea, Sweden (1983), Montreal, Canada (1989) and Johannesburg, South Africa (1993). The series of symposia has now become an established part of the mining industry calendar, and it will be interesting to see which country is given the honour, and accepts the challenge, to organise the next symposium. When the chairman of the conference organising committee invited (or was it instructed?) me to prepare and deliver one of the keynote addresses, his request was for me to be in parts historical, controversial, predictive and entertaining. The mix was left to me, with one proviso - that an early pioneer of mine filling in Australia be given due recognition. The chairman of the organising committee alone will be able to determine if I fulfilled the last objective. My success, or otherwise, with the other objectives will have to be judged by my fellow delegates. One way of predicting the future, or some small part of it, is to revisit where we have already been with a view to determining the existence of any trends that may impact on the future. An historical review of filling practice and research, with special emphasis on Australian experience in particular and worldwide in general over the previous 25 years, will enable me to address the historical and predictive objectives.

The 90 m deep Yallourn Open Cut brown coal mine in the Latrobe Valley, Victoria is developing into an area close to a reverse fault. A major batter stabilisation program, matched to ongoing operations, has com- menced to maximise coal recovery where the fault is within 100 m of the Open Cut. The various mine development options considered during the planning stages are outlined. These options were formulated in a back- ground of geotechnical constraints and the need to maintain continuous and reliable coal supply at a time when a new coal field would be developed. The geotechnical investigations and analysis procedures under- taken to determine stability of the batters during their excavation are presented. The geotechnical constraints on the mine design and opera- tions required to ensure safe working conditions are detailed. Current operational and batter stability conditions are considered satisfactory.

The distribution of volcanic-hosted massive sulfide deposits through time is episodic, involving relatively short time intervals of apparent high productivity and long intervals of low productivity. This distribution is principally related to the geodynamic evolution of the Earth. The vast majority of these deposits is associated with the assembly of supercontinents and form along convergent margins, generally in back-arc basins or rifted arcs. This contrasts with the distribution of black smoker deposits, which presently form along both convergent margins, particularly in the western Pacific, and divergent margins at mid-ocean ridges. However, the latter environment is rarely preserved deep into the geological past.There also appear to be systematic patterns in a number of other features of volcanic-hosted massive deposits through time. Deposits hosted by mafic-dominated successions are dominant in Archean to Proterozoic rocks, whereas deposits hosted by felsic-dominated successions are most common in Phanerozoic rocks. Geochemical characteristics of felsic rocks within the host successions and ore lead and sulfur isotope data of the ores have also changed with time. This suggests changes in the process of subduction and/or changes in the characteristics of the over-riding plate with time, consistent with isotopic and geologic evidence for greater reworking of pre-existing crust during the Phanerozoic.Other secular changes that are reflected in characteristics of volcanic-hosted massive sulfide deposits include the redox state and salinity of coeval oceans. As an example, both the abundance of sulfate minerals and sulfur isotope patterns reflect the development of periods of anoxic conditions over time, with major intervals of anoxia reflected by a virtual lack or low abundance of sulfate minerals in volcanic-hosted massive sulfide deposits in the Mesoarchean to the Palaeoproterozoic, and shorter intervals since.CITATION:Huston, D L, Eglington, B, Pehrsson, S, Piercey, S and Doublier, M, 2015. The Mesozoic iron oxide-copper-gold (IOCG) mineralisation in southern Perú and the northern Chile coastal IOCG belt have emerged as two of the major exploration targets in the Central Andes in the last two decades. These Mesozoic Andean IOCG deposits formed in two mineralisation epochs, the Middle-Late Jurassic (170–150 Ma) and Early Cretaceous (130–110 Ma), with the major Cu-rich IOCG deposits located in the Early Cretaceous mineralisation belt. The early studies in some IOCG centres support a magmtic-hydrothermal model for both Cu-rich IOCG deposits and broadly contemporaneous Cu-poor ‘Kiruna-type’ magnetite deposits. However, recent evidence from field, geochronology, fluid inclusions and stable isotopes show that in the major Central Andean deposits (eg Raúl-Condestable, Mina Justa in southern Perú, La Candelaria-Punta del Cobre and Mantoverde in northern Chile), the incursion of evaporite-sourced basinal brines or sea water may be a prerequisite for economic Cu mineralisation. Moreover, the Cu-poor massive magnetite deposits could be interpreted as a product from iron oxide melt, with minimal intervention by non-magmatic fluids. Therefore, they could represent two contrasted deposit types and contain little genetic relationships. The different roles of magmatism during the Mesozoic are responsible for the variable mineralisation in the Central Andes, including IOCG, magnetite and ‘manto-type’ deposits. Open pit blasting at Ernest Henry Mining has the potential to cause damage to nearby underground workings. This paper is a case study of the blast vibration management project that was conducted to ensure open pit blasting did not adversely affect the stability of upper production levels or cause damage to the underground primary fan units. The two upper levels of the underground mine surround the lower portion of the open pit mine. The remaining underground mine workings are directly below the open pit mine. This paper details the process developed to prevent open pit blasting causing excess vibration in the underground mine. Measurement of test blasts combined with historic blast monitoring data was used to determine site specific blast vibration parameters. Threshold vibration levels for blast-induced damage to underground drives and the fan chambers were developed from benchmarking and non-linear numerical modelling. A Monte Carlo simulation model was used to predict vibration levels in critical underground areas. Blasts predicted to exceed maximum vibration levels could then be redesigned to avoid damage.A scale distance law for determining peak particle velocity (PPV) from the distance and charge weight of blasts was developed. Underground observations were used to develop a site-specific relationship between PPV and ground support/rock mass damage. A Monte Carlo superposition prediction model was developed and compared to measured data to refine input parameters. Standards for redesigning open pit blasts in order to reduce blast vibrations whilst minimising impacts on productivity are described. Non-linear numerical modelling was used to establish the dynamic capacity of the fan chambers, and set a PPV of 250 mm/s as a threshold for damage. The numerical model captured the full dynamic behaviour of the fan chambers and installed support, including transient stresses, strains and induced damage, when subjected to a simulated open pit blast.This case study also outlines a procedure for monitoring and predicting blast vibrations at other mine sites where open pit blasting has the potential to impact on a nearby underground mine.

In steelmaking processes, it is known that P2O5 in dephosphorisation slags often exists in solid solutions between Ca2SiO4 and Ca3P2O8, <C2S-C3P>SS, and thus the solid solutions play an important role in the dephosphorisation reaction. Hence, the knowledge of thermochemical properties, ie phase relations and activities of components, in slags containing <C2S-C3P>SS are necessary for the effective removal of phosphorus from hot metal. In this study, the P2O5 activities in <C2S-C3P>SS were measured through the gas equilibrium method. In the present experiment, oxide samples were equilibrated with Cu-P liquid alloys at 1573 K under a stream of Ar + H2 + H2O or Ar + H2 + CO2 gas mixture in which oxygen potential was fixed and then equilibrium phosphorus concentrations in the Cu-P alloys, [mass%P]Cu, were analysed with ICP-OES.

The degree of regional denudation is one of the most important factors for judging the preservation potential of ore deposits as it can be used in a predictive manner to help guide exploration. There are many methods available to judge the denudation degrees of mineral deposits. These include regional geochemical assessment methods, the characterisation of primary lithogeochemical halos, the thermoelectricity of pyrite and apatite fission-track methods. Each method has its specific principles, application scopes, limitations and successful cases. The Tifalmin porphyry copper district is located in the Star Mountains roughly 35 km north-east of the Ok Tedi mine. The district is a cluster of temporally and geochemically related porphyry copper deposits and their associated skarns. It covers an area of roughly 10 × 6 km and comprises at least three intrusions (Olgal, Futik and Kum Kom) where drilling has demonstrated the presence of porphyry copper mineralisation, and another three intrusions (Rattatat, Unfin and Pad 48) where porphyry copper mineralisation is strongly suggested by surface investigations and geochemical or geophysical signatures.Copper and gold mineralisation was first discovered in the area in the 1960s as part of the regional exploration program by Kennecott that located Ok Tedi. The mineralisation is associated with poly-phase porphyritic diorites, quartz diorites and tonalites that intrude the Upper Eocene to Middle Miocene Darai limestone and underlying Cretaceous to Eocene Feing Group. Radiometric K-Ar and U-Pb zircon ages cluster between 4 and 2 Ma for both the mineralised and post-mineral intrusions. In addition to porphyry-type mineralisation, variable amounts of calc-silicate and/or magnetite skarn occur near the contact of most of the intrusions. Mineralisation in the Olgal and Futik porphyries occurs as chalcopyrite replacement of mafic minerals and in a stockwork of micro-veinlets. Mineralisation mostly occurs in the intrusions but is also observed in hornfelsed siltstones and sandstones of the Feing Group on the southern margin of the Olgal intrusive body. Quartz veining is uncommon. Secondary magnetite is commonly associated with the highest copper and gold grades. Sericitic alteration is most prominent in the mineralised hornfels. Structurally, the area is dominated by syn- to post-mineralisation thrusting from the north. At least one of the deposits (Olgal) appears to be truncated at depth by a thrust fault.CITATION:Queen, L D, 2015. In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.
