A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

The Golden Cross Gold Mine Project is now fully operational and into its second year of operation. Because of its location in the sensitive Coromandel Peninsula , strict water management and environmental requirements had to be met. This led to the development of new technologies for cyanide recovery and the adoption of advanced water management and water treatment systems. This paper discusses the water management and treatment system adopted for contaminated water at Golden Cross and provides data on the operational history to date.

Grinding Mill Operation and Maintenance - Central to Asset Management Since 2005, RME has pursued a vision for a new grinding plant operational paradigm, made possible by RME's latest Mill Relining Systems. At some sites, new liners degrade SAG mill performance. The variables include mill volume loss, rotational speed limitations (ball strike) and liner designs developed for longer and longer life but without a backward glance at metallurgical consequences of whole plant performance. Freshly relined mills can initially deliver as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the liners' wear life. RME's proposition is to see new liners designed for maximum commercial performance. This may mean more frequent mill relines but with liners designed to yield optimum grinding, metallurgical and profitability performance, not maximum life. In other words, mill liner profiles and relining speed become key profitability contributors and not simply 'must do' maintenance functions and costs. This paper includes a short history of RME's Mill Relining System development (Appendix A). These are the enabling technologies which permit more frequent liner exchange without incurring additional downtime imposts. The body of this paper outlines RME's vision of a 'liner profile vs. profitability' commercial model, underpinned by the rigour of PAS 55-1:2008 Asset Management Part 1: Specification for the optimised management of physical assets. The technical elements can be developed either intuitively (based on plant experience) or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum technical solution for the maximum commercial outcome. Much of this can be modelled off-line, in the virtual world, before asking senior management to commit to an expensive liner experiment. The potential benefits are compelling.

Industrial minerals and rocks are those which are economically important because of desirable physical and/or chemical properties rather than metal or energy content. The evaluation of these resources for investment purposes in general follows established procedures after due consideration of well documented input data. However, in view of the sensitivity of many industrial mineral projects to specific inputs they require very careful analysis. The characteristics of the industrial minerals and the industrial minerals industry are reviewed and the significance of logistics, customer requirements, technology and marketing are discussed. Implications in relation to resources/reserves terminology are considered with phosphate rock used as an example. It is concluded that industrial mineral projects as a consequence of technology and market dependence in particular can give a high level of investment risk. The industry, however, offers most interesting and challenging employment opportunities for geologists, mineral engineers and economists.

Human-caused global warming has become the environmental cause celebre of the early 21st century. The strong warming alarmist camp currently includes the United Nations, most Western governments, most of the free press, many large corporations (including Enron, before it failed), the major churches, most scientific organisations and a large portion of general public opinion. This phalanx of support notwithstanding there is no scientific consensus as to the danger of human-induced climate change. There is, therefore, a strong conflict between the level of public alarm and its scientific justification. How can this be? In a democracy, the media serve to convey to the public the facts and hypotheses of climate change as provided by individual scientists, governmental and international research agencies, and NGO and other lobby groups. In general, the media have promulgated an alarmist cause for climate change; they have certainly failed to convey the degree of uncertainty that is characteristic of climate science, or a balanced summary of the many essential facts that are relevant to human causation. Climate change is as much a geological as it is a meteorological issue. Natural climate changes, both warmings and coolings, are indeed a societal hazard. We usually deal with geological hazards by providing civil defence authorities and the public with accurate, evidence-based, general information about events like earthquakes, volcanic eruptions, tsunamis and floods, and then by adapting to the effects when a damaging event occurs. As for other major natural disasters, the appropriate preparation for extreme climate events is to mitigate and manage the negative effects when they occur, and especially so for dangerous coolings. Attempting instead to æstop climate changeÆ by reducing human carbon dioxide emissions is a costly exercise of utter futility. Rational climate policies must be based on adaptation to dangerous change as and when it occurs, and irrespective of its sign or causation. The issue now is no longer climate change as such, the reality of which will always be with us. Rather, the issues are, first, the failure of the free press to inform the public about the true facts of human-caused climate change and of the dangers posed by natural climate change. And, second, the vested interests held by many of the groups of warming alarmists. These interests include not only the obvious commercial ones, but also the many scientists and science managers who have discounted or remained silent about the huge uncertainties of the human-caused global warming hypothesis because it suited them to do so. Public opinion will soon demand an explanation as to why experienced editors and hardened investigative journalists, worldwide, have melted before the blowtorch of self-induced guilt, political correctness and special interest expediency that marks the sophisms of global warming alarmists.

The second will be a technical paper on the development of a welded coupling compatible with urethane lined pipework. We trust that by discussing our recent work we can leave two lasting impressions on you: the versatility and useful role of slurry transportation, and the leading role taken by New Zealand in this technology This paper discusses three recent projects the New Zealand Steel Ironsand Transfer Line the Coarse Coal Ship Loading Technology the Nerang River Sand By-pass System. These have followed on from the other slurry projects with which McConnell Dowell has been associated such as the ironsand export trade at Waipipi and Taharoa. The New Zealand Contractors Federation awarded the Construction Award for 1986 to McConnell Dowell for the Ironsand Slurry Pipeline.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Epithermal deposits (Au or Ag dominant, ± base metals) form within ~1 km of the surface in volcanic belts, both arcs and rifts, with the different tectonic settings reflected in distinctly different characteristics. Within arcs, deposits are typically intrusion centred and commonly associated with hypogene advanced argillic alteration, both in lithocaps and as halos to shallow or proximal portions of some veins; such alteration is coupled with processes that form porphyry Cu-Au deposits at depths of ~1–3 km. Introduction of metals is related to the subsequent phyllic-stage overprint; if this fluid rises to the level of the lithocap or into epithermal veins, Au mineralisation with Cu or Ag may occur, associated with sulfate minerals or muscovite. By contrast, Au-rich (both low Ag:Au ratio and bonanza grade) colloform quartz veins form at shallow depths in volcanic rifts, typically within a few hundred metres of the surface, with clay halos and topped by silica sinter if the palaeosurface is preserved. The geologic variability in volcanic belts, including host rocks, structures and hydraulic gradients, means that many epithermal deposits vary from the end-member features of the principal styles. Effective exploration requires familiarity with end-member styles as well as potential variations, plus the mineralogical indicators of palaeotemperature (eg evidence for erosion depth, fluid flow channels). Concern exists about the potential release of metals from the proposed mining operation at Martha Hill to the Ohinemuri River. Speculation on possible impacts is fuelled by the dearth of published data on existing metal levels not only for this river system but for streams throughout the Coromandel. At first sight this lack of data is surprising given the apparent interest in this subject and the fact that future mining activity in this region has been a possibility since at least 1979. That such a situation has arisen is not altogether unexpected given the difficulties faced by various organisations, including the mining industry, in determining metal levels which are generally acknowledged to be low. This paper presents data for a number of stations in the vicinity of the proposed operation; it explains the analytical procedures which were adopted and the rationale for them and relates the information which has been obtained to water quality criteria.

Constraints on the mineral industry are best treated as issues that have to be understood and managed in partnership rather than in conflict with communities. TheZapopan development at Mt Todd in Australia and the Martha Hill development at Waihi in New Zealand are but two of many recent successful examples at the local level.   However, at the national level, the issues are more complex and more difficult to resolve because the most influential stakeholders are now the urban electorates and governments defer to their perceptions when making decisions and policy. In the developed countries, government policies for the development of mineral resources have been progressively eroded since the early 1970s. At the same time policies for the environment and for native land rights have generally been carried out in a way that has reduced access to minerals and increased the cost and risks for prospectors and developers (Hancock, 1995). Since the end of the Cold War, the lesser developed countries (LDCs) have introduced policies to attract investment in their mineral resources that remained undeveloped under previous unstable or hostile regimes. The increased attraction of these LDCs and the decreased attraction of the developed countries has caused many Australian and North American companies to outlay increasing proportions of their budgets and capital investment in the LDCs.   Significantly, LDC policies for environment protection do not discourage exploration and mine development, Surveys of the relative appeal of the LDCs and the traditional mining countries of the developed world, rate Chile, Argentina and Indonesia ahead of Australia and Canada in terms of risk, delays and ease of doing business (Australian Mining Monthly, February 1994).

Although auriferous beach and fore-dune sands at Five Mile Beach south of Okarito township had been intensively mined by hand and primative mechanical methods drilling of the sandspit by the Gold Development Corporation in 1929 indicated that the grade and quantity of undisturbed black and grey sand below the water table was sufficient to support a mining operation. Worked sand above the water table also contained fair prospects. The Okarito Five Mile Beach Gold Dredging Co Ltd, was formed and an hydraulically powered, bucket ladder, sluice box dredge built. In 13 years of operation (1931 - 1943) the dredge returned 556.39 kg (17 890 oz) of gold at a recovered grade of 225.4 mg/m3. A total of ú42 000 was distributed as dividends on the ú30 000 capital investment. Recent drill and bulk sampling at the northern end of the beach has confirmed that reworking of the historic tailings by a modern gravity recovery plant would not be economic.

Critical decisions in iron ore project evaluation and production are based on global and local spatial estimates of primary mineral deposit properties (such as in situ geochemical grades) and geometallurgical responses (such as screened, washed or concentrated product yields and grades), which are derived from limited sample data. These spatial estimates are typically made using classical geostatistical techniques, which fundamentally assume that the attributes of interest behave additively. This assumption is generally appropriate for æprimaryÆ variables but æresponseÆ variables may behave non-additively and therefore their direct linear estimates may be biased.In this paper an existing additivity testing mechanism is used to quantify the bias resulting from direct linear estimation of a non-additive iron ore attribute. Data from a magnetite project are used to determine the circumstances under which such biases may be of material impact. The implications for iron ore resource estimation, geometallurgical modelling and grade control are outlined and discussed.CITATION:Cornah, A J, 2013. Closure cost estimates may be generated at any stage of a mining operationÆs life; commencing with the initial prefeasibility studies and continuing through to the final decommissioning cost estimates. However, not all mine closure cost estimates are necessarily the same. Cost estimates will vary depending on the purpose for which they are prepared, the organisations requiring or undertaking the estimate and the stage of the mining operation. Different organisations can legitimately arrive at disparate cost estimates for closing the same mine because the organisations have different reasons for requiring the estimates. Another, equally valid, reason for potentially wide variations in cost estimates by different organisations on the same mine site is the different definitions of æclosure costsÆ used by different estimators. This paper considers the different approaches by different organisations including operating companies, government authorities and financial organisations and uses a hypothetical example based on practical experience to illustrate some of these differences in estimation methods.The paper suggest that a more consistent approach to closure cost estimating in the Australian mining industry would assist mining companies, governments, the accounting industry and the broader community to better understand this complex component of mine planning. "Column flotation has been successfully applied to iron ore concentration since the 1980s with the goal of reducing silica content and allowing for the efficient production of pellet feed. Since then, columns have been widely used in iron ore processing due to: their lower capital and operational costs when compared to conventional cells their ability to generate higher concentrate grades and recoveries.Currently, more than 100 columns have been installed within Brazilian iron ore processing circuits for rougher, cleaner and scavenger duties. Despite it being a well-established approach, several technological advances have improved column design, accessories and performance. This paper stems from recent multidisciplinary research between mining engineering and health researchers at the University of British Columbia and the University of Victoria, Canada. It considers the implications of a future state of sustainable mining development that places more emphasis on consideration of mine community health and sustainability within the definition of mine planning best practice. It reviews recently completed research studies on mining and other resource communities in British Columbia, Canada and a process undertaken by the research team to share research findings. It then examines the outcomes of this knowledge sharing process placing emphasis on the development of a more collaborative and enhanced mine planning process that integrates community- level indicators of health and sustainability to more effectively address mine impact-benefits. The paper concludes by discussing current initiatives that aim to benefit the mining industry, communities, and governments as they plan future mineral development projects.

Geophysical surveys are currently being carried out over mineral prospects all around the Pacific Rim. Many of these surveys are successful in locating mineralisation in porphyry intrusives, mesothermal environments, and epithermal vein systems. A number of examples of surveys in Indonesia and Papua New Guinea are presented, which show the successful application of various geophysical techniques to the discovery of mineral deposits on the Pacific Rim.

A summary of a proposal to develop a 20 000 tpa underground gold operation in a Forest Park. The environmental constraints are severe and affected the mine development planning and choice of mining method. The mine will use trackless methods to access the narrow 1.5 m ore shoots, and to mine ore by cut and fill methods. The use of Microscoop and CT 1700 HE electric LHDs for mucking, together with special drilling attachments for drilling, is central to efficiency and small Kubota diesel haulers will be used for carrying ore to surface.

Up until 1990 CoalCorp North Island's accident record was six times that considered acceptable in those NSW operations with good accident prevention programmes. This was an obvious avoidable burden on the company in both human and cost terms.   Late in 1989 an accident prevention programme was implemented with the objective of achieving a 50 per cent reduction in the lost time accident frequency rate within 12 months. The key to achieving this objective was recognised as being an attitude change in the total workforce from General Manager downward. Management commitment and action were seen to be critical to the success of the programme.   Through very basic and simple training programmes in accident investigation, analysis and reporting, communication, on-the-job coaching and in focusing on improving supervision skills, the original objective was achieved.   During 1991 the application of methods improvement and hazard recognition techniques are seen as the logical step to achieving a further 50 per cent reduction in the accident frequency rate.

A brief review of the Waipipi Iron Sands Limited company history and operations over the past ten years is made along with a summary of the benefits of this mining company to New Zealand. Land rehabilitation procedures in coastal dune lands are described in detail and brief mention is made of a study of animal health and copper uptake. The paper concludes with a summary of the increased emphasis on agronomy and restoration as the mining operation commences dredging in a better class of grazing land.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Baiyinnuo’er Zn-Pb deposit is a typical skarn deposit in NE China. Skarn and orebodies mainly occur between different units of the Lower Permian Huanggangliang Formation carbonates-sandstone-mudstone or within the contact between intrusions and marble. Skarn minerals are dominated by prograde garnet and clinopyroxene, and the main ore minerals are sphalerite and galena. We conducted single fluid inclusion compositional studies using laser ablation inductively coupled plasma mass spectrometry on clinopyroxene (pre-ore-stage mineral) and sphalerite and calcite (syn-ore-stage minerals). The results show that the Baiyinnuo’er fluids are distinctly different from basinal brine but similar to magmatic fluid, thereby indicating that the deposit has a dominantly magmatic origin. This interpretation has also been supported by the Cl/Br mole ratios, which remain stable (~500) in different fluid stages. The decreases for most of the elements in the fluid inclusions from pre-ore-stage clinopyroxene to syn-ore-stage sphalerite and calcite suggest that mixing with groundwater has occurred during mineralisation, with significant Zn, Pb and Ag deposition.CITATION:Shu, Q, Hammerli, J, Chang, Z, Lai, Y and Huizenga, J-M, 2015.
