Early workers attempted to study the structure of alloys by measurement of equilibrium electrode potentials in aqueous solutions containing ions of the metals from which the alloy was made.' The method was subject to such limitations (e.g., the difficulty in attaining electrochemical equilibrium at low temperatures) that it has not been widely used by metallurgists. Recently, Seltz and co-workers have introduced a greatly improved method for studying alloys by measurement of equilibrium electrode potentials in molten salts.2"4 The mathematical treatment is the same, of course, as for equilibrium potentials of amalgams in aqueous solutions.5 This method will probably find extensive use, since it makes possible not only the determination of phase fields of equilibrium diagrams but also the determination of certain thermodynamic quantities which can be used advantageously in metallurgical calculations. However, the method presents difficulties. With many metallic and alloy electrodes, reversibility is not readily obtainable. Also, the difficulty of obtaining suitable material from which to make the cells is increased as the temperature is increased. Moreover, the necessity of carrying out measurements in a vacuum requires additional apparatus and introduces considerable difficulty, especially at the higher temperatures. Apparently, no consideration has been given heretofore to the metallurgical use of irreversible electrode potentials that exist when a specimen is immersed in a suitable aqueous solution at room temperature. The apparatus and the method required for such measurements are very simple, and if the results of such measurements could be demonstrated to be reproducible they might be very valuable in studying the structure of alloys. The method would not have the scope of that developed by Seltz and his co-workers because no thermodynamic quantities could be calculated from the data. However, the utility and the simplicity of the method might warrant extensive use for the determination of phase fields and similar applications. Theory of Irreversible Potentials A brief review of the theory of irreversible potentials will be given before showing how to interpret the potential readings in terms of alloy structure. It is known that heterogeneity of a metal surface in an electrolyte will produce points of different potentials, with the result that current flows between these points and electrochemical reactions occur. The points at which oxidation reactions are localized are known as anodes, and those at which reduction reactions are localized are known as cathodes.6, 7, 8 For the benefit of those who are not familiar with the terms anode and cathode as applied to a primary cell, the potential difference between anode and cathode of such a cell can be measured when

JAMES E. HOWARD,* Washington, D. C. (written discussion?). -Mr. Comstock, in his classification of the possible causes of transverse fissures, has not quite caught the point of view of the writer. It appears, following the trend of thought in Mr. Comstock's paper, that three groups instead of two might bee enumerated, namely: Fatigue of the steel, quality or, preferably, grade of steel, and mill practice. All steels are liable to failure by fatigue. Stresses that are capable of causing fatigue fractures are modified in their magnitude by the grade of steel acted upon. Mill practice is a term having a very wide meaning and in its relations to the development of transverse fissures has been used with such vagueness as to include many known factors and some that are unknown in the arts. According to the grade of steel employed, fatigue fractures may be accomplished by loads of greater or less magnitude, hence there is a relation between quality, or grade, of steel and the display of fatigue fractures. Mill practice of such an order as to affect the formation of transverse fissures must be shown to exert an influence on the ability of the steel to endure repeated stresses. Different grades of steel are selected for different purposes. Steel employed for fire-box purposes is of different grade from that used for cutting tools; although each grade is suitable for its purpose, and therefore of good quality. It is conceivable that a demand might be made for steel of physical properties in excess of those of any known grade. Under such a demand, impossible of' fulfillment, it would not be proper to refer to the steels as being deficient in quality; to do so would be a failure to recognize that all steels have their limitations in strength. Service conditions peculiar to rails admit of successive advance until the conditions can no longer-be met. The failure of a large number of rails from one type of failure, when all known means of averting the failure have been employed without success, is sufficient evidence that the end is close at hand. Iron rails, for a time, successfully met the requirements of railway service but weight of equipment, motive power, and rolling stock were increased, necessitating the use of steel. The early steel rails enjoyed the reputation of being of excellent quality, although: neither chemically nor structurally would they be so regarded ,lit the present time. THE results described in this article are based on field work conducted during the periods April-May, 1939, and May-July, 1940. The United States Potash Co. is mining potash on Government land under a permit from the Department of the Interior and the geophysical investigation was completed under a cooperative arrangement made between that company and the Conservation Branch of the Geological Survey. The writer, a member of the Section of Chemistry and Physics of the Geologic Branch, was assigned to this investigation. Four definite objectives were in mind for the geophysical work in the studies over the salt deposits. The first was to determine the measure of success that could be attained in this type of work with the resistivity methods that were to be employed. These methods had been introduced into the work of the Conservation Branch by Benjamin E. Jones for the investigation of dam sites, and have been used under his direction by the author for such work. If the method proved to be applicable, an effort was to be made to contour the top of the salt beds and also the other formation boundaries known to be present in this area. Salt-water aquifers were to be studied in an effort to determine their boundaries, and an attempt was to be made to delineate the potash-bearing beds. EARLIER STUDIES Others have made, and reported, resistivity studies over saliferous deposits in different areas. Friede1 and Messrs. Schlumberger2 reported geophysical work performed in the discovery of the salt domes of Alsace; Carrette and Kelly3 described the geology of the same area. Leonardon and Kelly4 published a resistivity curve obtained over the Hettenschlag dome, and a further discussion of this same area was given by the Messrs. Schlumberger5 in a communication. Messrs. Alty6 described studies on salt deposits in which the single-probe method was used. Sinerez7 mentions that electrical methods were tried over salt deposits in Spain. Geoffrey and Charrin8 show a resistivity curve obtained over marl, gypsiferous marl and salt which is similar to that obtained over the New Mexico salt deposits. Kelly9 reported resistivity work performed with the ground comparator of Zuschlag over the salt deposits near Syracuse, N. Y., where the Salina formation is at a depth of 700 to B00 ft. Some structural studies on the potash basin of Alsace are described by Poldini.10 Another single-probe resistivity study, made over salt deposits in New Mexico, is briefly described by Heiland,11 through the courtesy of Harry Aurand, of the Midwest Refining Co.

"The Rockets' Red Glare" of the Fourth of July is produced by strontium compounds. However, strontium has a number of less spectacular uses; i.e. in, or in connection with, the manufacture of ceramics, caustic soda, glass, railway and truck signal flares, beet sugar and steel. The principal ore of strontium for use both as the mineral and for production of compounds is celestite (SrSO4). This mineral varies in color from white to pink or blue depending on presence of impurities. It has a hardness of about 3.5 and specific gravity of 3.9. It is brittle and has perfect basal and prismatic cleavages. The high grade ore is obtained from England, hence it has become the standard for all other producing areas. (See analyses, Table 1.) The most objectionable impurity in English celestite is iron, coming mostly from adhering clay. On the other hand, Mexican celestite, while no higher in strontium sulfate content, is extremely low in iron (less than 0.2 pct), hence it is more desirable for certain uses. Most of the celestite in Spain and in the United States is high in calcium and barium, and commonly high in iron, and requires some form of beneficiation in order to be equal to English ore. The natural carbonate (SrCO3), or strontianite, is less important than celestite as a source of strontium, because it is less abundant and is not so widespread in its occurrence. Furthermore, it generally occurs with calcite (CaCO3) and lead sulfide (PbS), and for most uses these impurities are detrimental. This mineral is generally white or yellowish, forming needle-like crystals. It has a hardness of about 3.7 and a specific gravity of 3.68-3.8. The mineral is brittle and has an imperfect cleavage. A typical analysis of German strontianite is shown in Table 1. [ ] Distribution of Deposits UNITED STATES Occurrences of strontium minerals are known in Arkansas, Arizona, California, Illinois, Ohio, Pennsylvania, Tennessee, Texas, and Washington. Celestite occurs in the Vulture Mountains, Maricopa County, Arizona in beds three to ten feet thick associated with sandstone, gypsum, and barite. Because of the low strontium content, approximately 86 pct SrSO4, it has no commercial value. A large deposit of celestite occurs in San Bernardino County, California, in the Cady Mountains near Argus Station, about eight miles west of Ludlow. The Pinson Mining Co., which will start production in very early 1981, is the fourth Carbon-In-Pulp plant to be put into operation in the United States. The property is located in Humbolt County, Nevada, 38 km (24 miles) northeast of the town of Golconda. The famous Getchell Mine was also near Golconda and was the site of one of the early Carbon-In-Pulp plants in the 1940s. The deposit was discovered in 1971 by Reno based Cordilleran Explorations, which is founded by a consortium of Canadian mining companies. Cordilleran is a partnership consisting of John Livermore and Peter Galli. In 1972 a second but smaller deposit, called "Preble", was discovered at a location 15 miles south of Pinson. During 1980, a decision was made to place the Pinson deposit into production and Pinson Mining Company was formed. Ownership of Pinson is vested in Lacana Mining Inc. , Rayrock Mines, Inc. , Siscoe Metals, Inc., John S. Livermore, Peter E. Galli and Donald M. Duncan. Three distinct but connected ore zones occur at Pinson. Combined reserves of milling ore total 3, 200, 000 tons at an average (undiluted) grade of 4. 12 g per mt (0. 12 oz per st) Au. Initial mining will be from "A" zone which contains 1, 500, 000 tons with an average (undiluted) grade of 5. 8 g per mt (0. 17 oz per st) Au. An additional 5, 500, 000 tons of low grade ore will be mined from the Pinson deposit and processed by heap leaching. Mining reserves at Preble total at least 1, 500, 000 tons grading 2. 7 g per mt (0. 08 oz per st) Au. Production plans for the Preble deposit have not been formulated at the date of writing. Gold mineralization at both deposits is finely disseminated as sub micron sized particles. The ore at Pinson is structurally controlled and occurs in an Ordovician limestone-siltstone unit. Much of the ore has been silicified to a jasperoid. The ore zones have been entirely oxidized. Preble ore occurs in the Cambrian formation in a carbonaceous, limey shale. Only the upper part of the Preble is oxidized and amenable to conventional cyanide leaching. The Pinson ore body is adjacent to the mouth of Granite Creek in the Osgood Mountains at an elevation of 1, 615 m (5, 300 ft) with the mill being 1. 2 km (3/4 mile) from the mine at an elevation of 1, 495 m (4, 900 ft). The extent of losses, due to evaporation, sediment, and water, in crude oil stored in steel tanks, is a very interesting question, and particularly so at this time, when every reasonable measure should be employed to eliminate all possible losses of this important natural product. Available information on this subject is incomplete; e.g., during the development of the Cushing Field, considerable surplus oil was stored in steel tanks, but from time to time, owing to changes in weather, some losses by evaporation and short storage room on the leases, these tanks were topped out, thus rendering inaccurate any system designed to determine the average rate of evaporation or other losses of the oil over a given period. Furthermore, the losses, as shown by the records at the time, as a result of hasty gages, failed to take into account the temperature and gravity of the oil. Losses may be classified roughly as occurring from evaporation, presence of sediment and water, and leakage. The coefficient of expansion and contraction of crude oil, in relation to temperature conditions, is of material importance; also, the rate of evaporation is dependent upon the gravity of the oil, as the escape of the lighter hydrocarbons in fresh Cushing oil, of from 40 to 42 gravity, on a warm day is considerable, and from available records of temporary storage, it is safe to assume that a loss of 1 to 11/2 per cent. in volume will easily occur in light crude oil of Cushing grade over a period of 6 months, including the summer season. The presence of sediment, water, and other impurities, in the oil will also cause more or less deterioration in quality, particularly when the fresh production is run direct from the gage tanks, or from the wells on the lease to steel storage, as is often the case when an oil field is being rapidly developed. The bad oil will settle to the bottom of the tanks and may be determined by thiefing and running a centrifuge test on the sample. The amount of water in the oil depends entirely on the conditions under which it is produced. Sometimes in large producing wells, with heavy gas pressure, some water may come in with the oil, particularly if the well has been drilled to the top of a water sand. Under these conditions, cut oil is often produced, which, if not settled out, is carried over into the steel tanks. The losses by leakage in steel tanks are difficult to determine, for

DEFINITIONS The ores of iron are classified in three general categories: direct shipping, concentrates, and agglomerated-i.e., pelletized or sintered. Direct Shipping As the name implies, direct-shipping ores are shipped as mined or, perhaps, after screening. Generally, direct-shipping ores are hematitic (R203), magnetitic (R304), or limonitic (2Fe2O3.3H20) in nature. Grades of direct-shipping ores vary widely. Prices are frequently related to the historical Mesabi standard of 51.5% iron, although certain premium lump ores may contain up to 68% iron. The use of direct-shipping ores is diminishing as the advantages of beneficiated ores become evident and reserves are depleted. Concentrates Where the nature of the deposit and economics allows, certain ores are upgraded. This may include no more than washing and screening, or may be as elaborate as fine grinding followed by magnetic, gravity, or even flotation procedures for separation. Coarser concentrates may be smelted "as is.'; Fine concentrates usually are sold as sinter feed. (Sinter, as used here and in the following, refers to a process by which a fine ore-carbon mixture is agglomerated at elevated temperatures on a direct-fired moving grate to eliminate fines and improve chemical and physical homogeneity.) Agglomerates-Pellets or Sinter The development of economic techniques of mining and concentrating taconite (fine-grained, ferruginous jasperoids) led to the introduction of the iron-ore pellet, which is now becoming the major form in which iron is introduced into the furnace. The tremendous reserves of magnetic taconites of the northern United States and Canadian Precambrian shield had been recognized for many years. A century of mining has seen the reserves of the direct-shipping or "red ores" of the Minnesota, Michigan, and Wisconsin ranges approach depletion. Research started in the 1930s has seen the evolution of motives and techniques to concentrate these stubborn refractory ores. The efficacy of concentrate pellets in iron-making has been such as to induce mines throughout the world to grind, concentrate, and pelletize otherwise shipping-grade ores. Table 14.1A.1 shows typical analyses of iron ore. Marketing-Prices of iron may be quoted on a value per long-ton (2240 lbs) or metric-ton (1000 kg or 2204 lb) basis, or on a value per long-ton-unit or metric-ton-unit basis. J. Laskowski (Associate Professor, Dept, of Mineral Processing and Coal Preparation, Silesian University of Technology, Gliwice, Poland) -Referring to the papers by J. A. L. Campbell and S. C. Sun, I must say that I am very pleased to see that type of work, because it is the only way to progress towards an understanding of flotation mechanisms. All those interested in the science of the surface chemistry of coals would find these papers a valuable contribution to the literature. In their extensive research, the authors attempt to synthesize their findings into a theory of coal flotation. To do this, the zeta potential of bituminous coals and their lithotypes, as well as that of an anthracite coal, was measured and H+ and OH- ions were found to be potential determining ions. The measured ZPC of bituminous coals was at a pH range from 3.5 to 4.6 and for the anthracites between 2.0 and 4.5. The authors have pointed out that since the hydrophobicity is pH-controlled, the flotation mechanism should also be. The Campbell and Sun papers confirm a good many of the conclusions on surface properties of coals reported in recent years. It is noteworthy to point out that the ZPC found in the paper on bituminous coals was approximately pH 4, similar to the ZPC for the anthracite coal. In fact, we have been investigating different coals from low to high ranks. Thus, the plot of the pH for ZPC against rank could be derived and this curve-an electrocapillary one-indicates a pH near which the hydrophobicity of the coal surface should be at maximum. This can be proved by so-called salt flotation, which, in a sense, can be treated as method of surface charge measurement. It is obvious that the salt flotation experiment is possible when the native hydrophobicity of the mineral surface is high, e.g., when the solid surface does not have an orienting influence on an adjacent water layer and the hydration layers are controlled by the electrical double-layer potential. The addition of electrolyte or a change of pH which decreases the thickness of the stabilizing double-layer "opens up" the hydrophobic surface micro-area mosaic. Thereby the surface becomes hydrophobic and particles become floatable. The orienting influence of surface on hydration layer increases even after very slight oxidation and flotation is affected by it. It seems that such an explanation agrees reasonably well with those of Campbell and Sun.

OF widespread interest to all lead metallurgists is a dross smelting process that will consistently give mattes and speiss of low lead and high copper contents. It is a problem that has intrigued operators through the years. In the past few years, with increased amounts of copper and overcrowded metallurgical furnaces, it has been almost imperative to evolve some method. Experience at El Paso has shown that high copper-to-lead ratios can be consistently attained by use of the new soda process. † Older Methods Three older methods, i.e., 1. Dross plus siliceous ore and limestone. 2. Dross plus one fourth blast-furnace speiss and siliceous ore, 3. Dross plus sulphides and siliceous ore and scrap iron, do not give consistent results and the products are higher in lead and lower in copper than those produced with the soda process. Any radical changes in the blast-furnace drosses will throw any of these older methods into a tailspin. For almost ten years, El Paso used the third method, with varying results. It was noted that as the arsenic and anti- mony contents of the dross increased, the speiss and matte steadily increased in lead and decreased in copper. A dross containing four parts of copper to one part of arsenic was considered to be ideal. At times this balance of copper to arsenic was almost impossible to obtain, especially when handling copper Cottrell dusts, which vary so greatly in copper and arsenic. Custom smelters like El Paso, handling a great variety of dusts, concentrates and ores, are apt to have anywhere from I to 15 pct copper on charge, with a variable in arsenic of from 0.5 to 2 pct. With such conditions, and drosses varying from 12 to 40 pct copper, an operator using the older dross reverberatory practices would find it just about impossible to control the reverberatory operations and to produce a good product low in lead and high in copper. These conditions prevailed at El Paso from the year 1940 to the present. In May 1942 it was decided to experiment with the soda process. The Soda Process After considerable work the soda method was finally evolved to the present state. It has never failed to produce a good product even under the most adverse conditions. It might be well to remember that many men of thought in the smelting industry have at one time or other sugge~ted the removal of all copper, arsenic and antimony from the lead blast-furnace charge as an aid to better metallurgy.

NO important discoveries of petroleum during 1933 were reported from New Mexico. Lea and Eddy counties were the centers of activity during the drilling season and each had a number of interesting completions. The Hobbs pool, in Lea County, was definitely outlined on the east, north and northwest. Under an agreement reached last summer by state officials and operators, the Hobbs pool was continued under proration throughout the year. One hundred eighty-four units of 40 acres each were being produced at the end of 1933. The allowable was 21,306 bbl. daily at the beginning of 1933, but when the agreement was revised in the spring the minimum was raised to 30,000 bbl., and by the end of the year had been raised to 33,473 bbl. At present the field is being prorated on the basis of 25 per cent on acreage and 75 per cent on potentials except in the southwestern edge of the field, where water encroachment is a problem. In this area the basis of proration is 40 per cent on acreage and 60 per cent on potentials. A corrective method employed in this part of the field has been partly successful. The water is advancing in the upper part of the pay, a dolomitic limestone, and in a number of instances packers have been set in the pay below the water and above the oil. The locating of a satisfactory seat for a packer is difficult and in some instances has not been a complete success. Pipe line runs from the field during the year aggregated 11,413,218 bbl., bringing the total gross production up to 41,093,681 bbl., of which 39,000,-000 bbl. has been produced under proration, which went into effect on July 10, 1930. On Nov. 30, potentials were determined on the assigned pressure basis and the total was reduced 71,165 bbl. daily, to 1,265,-332 barrels. The outstanding completions in the Hobbs pool were three in number, of which the best was the Humble Oil & Refining Company's No. 3B Bowers in sec. 20, 18S., 38E., with an initial production of 11,664 bbl. of oil and 10,000,000 cu. ft. of gas. The Shell Petroleum Company's No. 4B McKinley, in the same section, produced at the rate of 22,940 bbl. of oil while flowing open, but when tubed, flowed at the rate of 6610 bbl. Although the interierometric method for the determination of length changes was devised by Fizeau more than three quarters of a century ago, it has not achieved the widespread use in the metallurgical field that its precision and simplicity would seem to warrant. The interferometer and the basic principle are both very simple. When optically plane surfaces held at a very slight angle to each other are illuminated by monochromatic light, rectilinear, equally spaced interference fringes arc formed. Each fringe corresponds to a defiuitc thikness of the wedge formed by the optical flat.;. The difference in wedge thickness between two consecutive fringes is cqual to one half the wave length of the illuminating light. Instruments for vicwing the intertero~ncter have passed through a number of modifications. Outstanding among the improvements were those Abbe. in 1884. His improved instrument permitted micrometric mcasurements to the order of one-hundredth of the width of an interference fringe (i.e., lengths were measured to the order of one two-hulldredth of the mave length of light ). It also permitted the consecutive use of light of several wave lengths. which made possible the determination of the order number of any fringe and therefore the absolute thickness of the wedge at any point. The Abbe dilatometer and methods of measuretment, including corrections to he applied for the change of index of refraction with change in tempcrature and barometric pressure in an air wedge, have been thoroughly described by Pulfrich.' Pulfrich2 made further improvements in the interference measuring apparatus. His instrument embodied all the features of the Abbe dilatometer but was made more versatile by its complete mechanical separation from the interferorneter. The introduction of an Amici prism in the piece permitted the simultaneous observ tion of the whole set of fringe systems developed in the interferometer from the visible light of a geisler tulle. .Also, the introduction of a direct-vision, reflecting prism made it possible to set the fringes parallel to the two vertical fiducial line. of the instrument without the necessity of rotating the interierometcr. Interferometric methods employed ill this country have been developed and dcscribed by Priest, Pelers and Cragoe," Austin,5 Merritt,= Saunders,? and Nix and MaNair. Since none of these authors used the type of instrument that was employed in the present investigation, they Will not be discussed here. Sizes of coal particles coarser and finer than this size range are termed respectively as coarse and fine particles. Methods of Conducting Flotation Experiments: All of the flotation tests, except those shown in table 1, were carried out in a laboratory Fagergren flotation machine, using 300-a samples of solids for each test. Thermal-expansion data for, tungsten, rhenium, tantalum, .molybdenum, niobium, W-25 pct Re, Ta-10 pct W, ant1 Mo-50 pct Re are presented covering the range from room tempature to 2500°C. In these measureMents, made in a resistively heated tungsten tube furnace operating in a helium atmosphere, data for rod and sheet specimens were found to be identical; in addition, arc-cast and sintered tungsten were found to yield essentially identical results. Optical rneasurenlents of thermal expansion .made in any atmosphere other- than vacuum are subject to a refraction error which can be quite substantial. Specimens tested in helium appear shorter than when tested in racuum and hence a special correction factor must be applied to the helium data in order to obtain accurate results. WHILE it is true that linear thermal-expansion data for many of the refractory metals have been measured to very high temperatures, it is also true that except in a few instances the data from various investigators are not in good agreement. This is particularly evident in the case of tantalum and niobium although some tungsten data have been reported which differ by as much as 40 pct from the data of other investigators. Due to the sensitivity of both tantalum and niobium with respect to impurity absorption during exposure to high temperatures, it is probable that this single factor accounts for the majority of the discrepancies in the thermal-expansion data for these metals. However, this same factor can probably not be employed to explain the existing differences in the tungsten data. In all probability, these are due to errors in the measurement technique, to material composition variations, or to changes which take place in the material during the heating process (e.g., additional densifica-tion resulting from heating a sintered specimen above the original sintering temperature). In view of the discrepancies which exist in the linear expansion data reported for many of the refractory metals, the current study was initiated in an attempt to resolve such differences. Also, no high-temperature linear thermal-expansion data were found to be available for several refractory metals. Providing such data was another objective of the current investigation. MATERIALS In this study test specimens were employed in either rod or sheet form and in several instances both arc-cast and sintered material were employed. Material compositions are presented in Table I. Helium gas was fed to the furnace at a rate of about 0.5 SCFH and no special purification procedures were employed. It is the purpose of this work to investigate the former problem —i.e., the dependence of shear rates on temperature, stress, etc.—from the standpoint of .recent developments in the field of chemical-rate theory and with particular reference to the phenomena occurring in the creep of metals and in the plastic flow of crystalline solids in general. ISSUES IN MINING LABOR The examination of mining labor issues is often confined to health, and safety. There are other issues, including the present state of mining manpower availability and utilization, and the nature of mineral industries' industrial relations, which are worthy of consideration. The state of the labor market for mining skills, the availability and utilization of mining engineers and related disciplines, the state of research and its employment of scientists and engineers, and the condition of mining industrial relations with all these groups, all have an important effect on the viability and economic health of the minerals production sector. PRODUCTION LABOR Why examine an industry's production labor market? People involved in an industry should be aware of what labor supplies will be relative to industry requirements. This advance information allows industry and government to plan ahead to alleviate problems by moving to affect labor supplies or to accommodate production to expected labor supplies. This is less costly and less painful than responding after the fact to labor market changes. Any industry requires some form of labor. Labor is especially important to the mining industry. Mining labor is well paid. Average annual earnings are higher than in manufacturing. Average hourly wages are also higher. Payroll costs form a high percentage of total cost in coal mining and nonmetallic minerals mining. In metal mining the percentage is comparable to the average for manufacturing. Payroll cost in oil and gas extraction is quite low, but a major proportion of cost is in the form of income to proprietors, i.e., unincorporated businesses. Mining labor is worthy of specific attention. The minerals extraction labor is unique in many ways. Mining labor and especially underground miners are differentiated from other "unskilled" labor. Miners cannot be considered as part of a larger labor pool. The mining labor market has exhibited a unique combination of characteristics. Mining is the only large sector of United States employment in which hourly wages are high and continuing to rise, yet employment declines. Although industry has introduced new labor-saving investments, and labor requirements continue to decline, there is evidence of a mining labor shortage. Specific problems have arisen in the mining labor market such as a present labor shortage in nonfuels mining. Understanding the causes and remedies for these specific problems is also important. These various problems and questions may be handled in a unified manner by examining the relationships of certain economic variables. The relationship that exists between changes in output, employment, labor productivity, and hours worked per week may be stated explicitly:

The yttl-irtm-nickel system has been investigated by metallo-graphic, thermal ard X-ray methods. There are nine intermetal-lic compounds present: Y3Ni, Y3Ni,, YNi,, YNi,, Y,Ni,, YNi,, and Y,Nil, which rodergo peritectic decomposition and YNi and YNi, which melt congruently. There are eutectics at 34.8, 57.5 and 93.3 at pct Ni which melt at 805°, 950 and 1285 C, respectively. Crystallographic data are given for YNi, YNi,, YNi,, YNi5and Y,Ni,. The terminal solid solubility is low. In recent work by Fisher and Fullhart' in which yttrium crucibles to be used for containers of uranium-chromium eutectic were clad with a high nickel steel, a low melting phase formed where the yttrium was in contact with the steel. To investigate the cause of this phenomenon, Daane, et al. made a survey study of yttrium systems with chromium, manganese, iron, and nickel and found an 18 wt pct Ni (weight percent) alloy to melt at approximately 950°C. voge13 in a study of the systems of cerium, lanthanum, and praseodymium with nickel found six compounds of the same formula in each system, i.e., R3Ni, RNi, RNiz, RNi3, RNi4, and RNi5. Since there is a great similarity between yttrium and the rare earths, compound formation was likely to occur also in the yttrium-nickel system. voge13 observed that the ability of transition metals to form compounds with the rare earths diminishes in the order nickel, cobalt, and iron while no compounds are formed with manganese, chromium, and titanium. Available data on yttrium systems with these elements indicate similar behavior, except that a slightly greater tendency toward compound formation is apparent. Simple eutectics with limited solid solubility have been found in the yttrium-titanium4 and yttrium-chromium5 systems, but at least one compound is present in the yttrium-manganese system.' In the case of yttrium-iron, at least three compounds are present,5 while only two are present in the cerium-iron,' and no compounds are present in the lanthanum-iron5 system. On the basis of both the trend in the alloying behavior of yttrium and rare-earth metals with the first transition series metals and the large number of compounds in the cerium-nickel system, one might expect six or more compounds to form in the nickel-yttrium system. A consideration of Hume-Rothery's rules of alloying based on size factor, electronegati-vity, and valence predicted low terminal solid solubility and possible compound formation.
