The Grossmann principle1 for the calculation of hardenability of steel from composition is attractive because of its simplicity. It postulates that the hardenability of a steel for any particular grain size may be expressed in terms of an ideal critical diameter, which is the product of an ideal critical diameter for a "pure" iron-carbon base multiplied by a succession of factors for each element of composition contained, including the incidentals. It infers that the multiplying factor for a given quantity of an element is constant for all combinations of composition. Gross-mann has stated that in the great majority of cases the experimental values of hardenability are found to be well within 10 per cent of the calculated values. The validity of the scheme has been confirmed in principle by Crafts and Lamont2,3 and by Kramer et al.4 Their results differ from the original in the magnitude of the effect of some elements but, since they accepted the product concept and followed its direction, it is to be ex~ected that similar results would be obtained. Crafts and Lamont, in their second Paper, recognized that the factor relations for manganese and nickel were not continuously linear, but beyond certain critical amounts increase sharply. Austin, Van Note and Prater6 demonstrated nonlinear relations between hardenability and alloy contents. Their curves for chromium, silicon, manganese and nickel were all convex upward to show decreasing incremental effects. They concluded that Grossmann's factors under-evaluate the hardening effect of low percentage additions of these elements, and overevaluate the larger additions. More recently W. Stevens has found that the factor method fails when applied to complex steels containing two or three principal alloying elements other than carbon. Multiplying factors derived from his results bear a complex relation to composition and are not constant for a given amount of an element as the base composition varies. C. A. Liedholm7 found that, using either the Grossmann or the Crafts-Lamont multiplying factor values, not only were the relative hardenabilities of two heats of S.A.E. 6130 chromium-vanadium steel

Interest in the corrosion problem seems to continue without abatement and is bringing practical results. At least four important conferences on this subject have been held during the last 5 months. Those interested in steel-frame structures are taking steps to study vulnerable points on account of the failure of some minor parts in certain buildings after 35 years of service. The steam power-plant group, including the railroads, realize the importance of a better knowledge of corrosion, especially under modern high-temperature boiler operations. The chemical and refrigerating industries have already conducted a systematic study of depreciation of metals by corrosion, for which they have spent considerable money and time during the last 2 years with encouraging results. More has probably been done to control corrosion in the atmosphere and in closed water systems, because the work on these phases of the problem started over 15 years ago and the important factors are now fairly well understood. As a result of all this work, there is now little excuse for corrosion in water conduits, recirculating condensers and cooling systems, since economical means of prevention have been worked out to meet nearly all situations where such corrosion occurs. The entire Baltimore water supply was treated with lime at a cost of only 35 c. per million gallons and the rate of attack on the pipes has been reduced to not over 20 per cent. of what it was before the treatment. Yearly damage to water mains in Baltimore is estimated at $300,000, and in New York City at $5,000,000, not including damage to water conduits in buildings. In some cities corrosion is now recognized by water works' engineers as a major problem. In the oil industry, there are evidently three general classes of corrosion, relating to: (I) Production, (2) transportation, and (3) refining. (1) Production.—Some fields, those of California for example, have little corrosion trouble in the wells. In others this is a major problem and should be a strong incentive to the development of more resistant metals at a reasonable cost. E. G. THE development of the linear hot-wire anemometer has been chiefly clue to the efforts of L. V. Kings1 and A. E. Kennelly and H. S. Sanborn.2 The anemometers used by these investigators consisted essentially of a fine heating wire having attached leads for resistance measurements at distances of 10 or more centimeters from each other. In using such an anemometer, the current is measured that is necessary to maintain the resistance of the wire, between the two leads, constant for different air velocities. Thus resistance is always so chosen that the temperature of the heating wire will be sufficiently high to make the observations practically independent of small variations in the temperature of the gas in which the anemometer is placed. The measurement of the resistance of the anemometer wire requires a Kelvin bridge set up, which for commercial work is not altogether desirable. The cooling effect clue to different air velocities depends on the temperature difference between the wire and the gas and the total quantity or mass of gas passing the wire per unit tine. Since the temperature of the wire is maintained constant, the effect observed in the change in the heating currentfor a given change in air velocity is a measure of the difference between the gas flow in the two cases. Such an anemometer, therefore, measures the average gas flow for a length depending on the distance between the two resistance leads. Therefore the instrument in the form used thus far is not very satisfactory for measuring gas velocities in small tubes or in places where the velocity varies rapidly across the line of flow. For the purpose of measuring gas flow through relatively small tubes, where the velocity changes rather rapidly across the tube, the hot-wire anemometer has been modified in the manner shown diagrammatically in Fig. 1. It consists essentially of a platinum heating wire H about 0.007 in. (0.178 mm.) in diameter and ½ to 1 in. (12.7 to 25.4 mm.) long stretched across a suitable framework, say of glass. This wire has

THE Au-Ni alloy system is one of many binary systems in which the supersaturated solid solutions may exhibit a multistaged precipitation behavior during aging. In addition to the equilibrium phase separation, which was studied extensively years ago in the range 400" to 600",' there exists at least one earlier stage of precipitation, i.e., preprecipitation, which occurs below 300°C in quenched alls.-This note reports on some effects of composition on the preprecipitation in Au-Ni alloys as determined from resistivity measurements. The kinetics of the preprecipitation were studied in alloys of 15 to 85 at. pct Ni which were water- were found in alloys which after various quenching-and-aging treatments were slowly heated and cooled (1Z"C per hr) between room temperature and about 300°C. Two such heating-cooling curves for a 40 pct Ni alloy are shown in Fig. 2. Similar effects were observed in other 15 to 50 pct Ni alloys. These curves are characterized upon heating by two changes in slope indicated by A and B in the figure and upon cooling by a resistivity hysteresis of approximately the size of the original decrease in resistivity after the aging treatment. The inflection at B generally falls at about the same temperature for all heating curves for a given alloy and appears to be a critical temperature (T,) for the preprecipitation for that alloy. The values of T, for most of the 15 to 50 pct Ni alloys fall in the range 200" to 220°C. The position of the inflection at A depends upon the heat treatment prior to the heating-cooling run and perhaps the heating rate, which was held constant in these runs. The preprecipitates grown in by the appropriate aging treatments seem to decrease in size as the alloys are heated from A to T,, dissolve at T,, and do not reappear after cooling below T,. When similar heating-cooling treatments were performed on 60 to 85 pct Ni alloys, an entirely different behavior was observed. Typical results are shown in Fig. 3 for an 85 pct Ni alloy. In these

Safety First is a popular motto—most mining companies have adopted it. It is probable, however, that in the majority of cases it is only a motto and gets no further than the office stationery or the bulletin board at the mine's entrance. In but few industries is there employed a greater diversity of machinery and mechanical devices than in coal mining. The list ranges all the tray from mechanical stokers to wood-working machinery and undercutters. Many of these devices, particularly those employed in wood working, are extremely dangerous. In 1913,23 per cent. of all fatalities occurring in coal mining in the U. S. were caused by machinery of some sort or other. Although the forms of accidents occurring with mining machinery are legion, they generally arise from one or more of five causes: (a) Falls from ladders, platforms, etc.; (b) coming in contact with moving machines or parts thereof; (c) electric shocks; (d) failure of some machine part; (e) mismanipulation of valves, levers, switches or other hand-operated controlling devices. The steps which may be taken to prevent accidents from the above causes are almost as numerous as the accidents themselves. There is, and can be, no panacea for all mishaps, nor for any one class of accidents. There is no mathematical or other formula that will bring immunity under any set of conditions. Common sense is the only guide. The remedy for the first-named class of accidents is simple and generally effective—namely, make the staging, ladder, platform, or other support, abundantly strong to carry any possible weight that it may be called upon to bear; provide ample railings on platforms or runways, and non-slipping feet on movable ladders. Coming in contact with moving machine parts is one of the greatest dangers met with in the operation and maintenance of mining machinery. Unfortunately, machine manufacturers have not as a class adopted the idea of thoroughly protecting and incasing the dangerous parts of their product. No one has, or should have, a better or more thorough knowledge of what the dangerous parts or elements of a machine may be than its builder. Andy H. Vassiliou – Introduction Ladies and gentlemen,.good evening and welcome to the Paul F. Kerr Memorial Symposium dinner. I believe we are all here to honor the memory of a great teacher and advisor, and a true friend -- Professor Kerr, or Dr. Kerr, or to most of us who were his students, "Pappy" Kerr. Most of us who attended the Paul F. Kerr Memorial Symposium earlier today at the New York Hilton had the opportunity to read, or listen to, or discuss scientific papers presented in honor of Dr. Kerr. In addition, all of the speakers had the opportunity to reminisce about their association with Dr. Kerr, who was credited as having contributed substantially to their graduate education and the development of their careers. Dr. Kerr's two daughters -- Ruth and Nancy -- who attended the Symposium at the Hilton are also here with us tonight. I think we should keep tonight's festivities on an informal basis since we are all old friends or former students of Dr. Kerr. Some of us may want to say a few words about our experiences at the time we were students at Columbia, and hopefully include some anecdotes relating to Professor Kerr. I would like to invite everyone to do so, but first we have arranged for two of us to be the lead speakers, whom I will introduce in a few moments.

OF the many categories into which scientific knowledge has been arbitrarily 'divided, the one that has proved most. applicable in our attempts to gain an insight into the details of steelmaking processes is physical chemistry. To the young metallurgist who has only recently survived a college course in this subject, the application of its principles to reactions in liquid steel should not be difficult. The many excellent textbooks of physical chemistry provide ample material on the principles of this subject for the student of steelmaking processes. It is the purpose of this chapter to provide a concise review of the principles of physical chemistry that have proved useful in studies of steelmaking and at the same time to present some of the data that are essential to the application of physical chemistry to reactions at high temperatures. Certain parts of physical chemistry require rather formidable mathematics for their complete development, but in the main those applications in which we are here interested can be expressed in fairly simple terms. Many of the equations are logarithmic, and we shall use the symbols In X and log X to represent, respectively the natural and the common logarithm of X. The two are related-by In X = 2.303 log X. Logarithms may, be read from a good slide rule with sufficient accuracy for our purposes. In a few spots a knowledge of the calculus will be helpful. MATTER Innumerable forms of matter may, be recognized, and these may be converted by chemical processes into others, as ore, coke, and air are converted into iron, slag, and gas.. Whenever such a change occurs there is a corresponding change in the amount of energy associated with the matter. The process may require an input of energy, as in the electrolytic production of aluminum, or it may result in an output of energy, as in the combustion of fuel. The basic laws of the conservation of matter and of energy tell us that we cannot change the total amount of matter or the total amour t of energy.. THE copper industry in the Province of Katanga, in the Belgian Congo, which is now controlled and operated by the Union Minere du Haut Katanga, had its inception many years ago in the vision of a Scotsman, Robert Williams, now Sir Robert Williams, Baronet. He it was who personally negotiated the mineral concession with King Leopold of Belgium, sent in the prospecting parties who located most of the present mines of the company, later arranged for the Belgian participation from which the present company was formed, and has been its active mentor ever since. The idea back of his efforts was the establishment of an industry on the Congo-Zambezi divide, of sufficient importance to draw up to it the head of the Cape to Cairo Railroad, the dream of Sir Cecil Rhodes, and the consummation of which he had left as a legacy to Mr. Williams, his successor. The reports of the prospecting expeditions showed that copper in profitable quantity was there, but many difficulties lay in the way of the establishment of the infant industry. The isolated location of the mines, various tribal wars, the Boer War, and many other factors contributed to making progress very slow. However, in spite of these difficulties the railroad was finally built and a blast-furnace plant erected at Lubumbashi, near Elisabethville, the capital of the Province. Operations of this plant were started in 1911, treating high-grade oxidized ores and producing pig copper by a reducing smelting. Production has been continuous since that time and the company has grown so that at present it ranks as the largest individual copper producer in the industry. It is a fitting monument to the foresight, optimism and driving force of its founder, and the progressive policies of his Belgian colleagues. In January, 1914, the Union Miniere du Haut Katanga engaged as its consulting engineer, Archer E. Wheeler, metallurgical engineer, at that time general superintendent of the Great Falls plant of the Anaconda Copper Mining Co. Mr. Wheeler was commissioned by the Board of Directors to proceed into Katanga, and make all necessary investigations to enable him to report on a comprehensive development program, and to recommend a scheme of treatment particularly for their low grade

THE American oil 'industry has reached the critical stage where the demand exceeds the supply with no hope of permanently bettering the situation through the development of new fields in the United States. Remedies may be sought along three lines: 1. Securing a foreign source of supply. 2. Curtailment of the use of oil and its derivatives. 3. Improvement in methods of recovery (including the recovery of shale oil), refining, and utilization. The oil companies with proper government support will push the acquiring of foreign territory; the price of oil and oil products will enforce a curtailment in use; it remains for the producers and refiners to brings about improvements and economy in recovery, transportation and refining; the general public must be instructed in utilization. The solution of the problem, therefore, rests largely in the hands of the technologists of the industry -the drillers, engineers, geologists, chemists, etc. Only through an exchange of the ideas of the individuals who are conducting the industry will its technology be advanced. , Among the agencies at work to bring about this result are the United States Bureau of Mines, the American Petroleum Institute, and the A. I. M. E. The Bureau of Mines has a trained staff of experts, maintains experiment stations and a field force of technologists, and issues many technical papers helpful to the industry. The Petroleum Institute is a clearing house for useful statistics and is now. organizing a research division under the able direction of Doctor Manning, but its principal field of activities is in the realm of co¬ordinating ?the financial and commercial activities of the` oil' companies.' It remains for the American Institute of Mining and Metallurgical Engineers to organize the individual technologists of the industry and provide them with means of exchanging and disseminating ideas through meetings and publications. It is the aim of the Petroleum Committee of the American Institute of Mining and Metallurgical Engineers to foster this exchange of ideas among oil men by enlarging the membership of the Institute among the field and office technical forces of the oil companies and thus arouse their interest in the vital problems of the oil business.

Univariant equilibria between the Ibcc, IIhcp, and UIfee phases of thallium have been determined and indicate a triple point at 110°C and 37 kbars. Calculated II —I transformation curves are compared with the experimental. Transformation volumes and/or enthalpies are calculated and enthalpies are compared with available data. ThE triple point of solid thallium has been reported by Bridgman as 153°C and 38 kbar.' More recently, Jayaraman et at.2 have reported the triple point as near 115°C and 39 kbars. Meyerhoff and Smith,3 assuming the elevated-pressure modification of thallium is fcc, as Kaufman suggested,4 and that it is continuous with the room-temperature fcc phase in the Tl-In system, have used pressure data up to 5 kbars to predict the triple point at 162°C and 35.8 kbars. Piermarini and weir5 have indeed found the elevated-pressure phase to be fcc. The effect of variations of pressure and temperature in the IIhCp — Ibcc transformation in thallium have also been reported by werner6 and more recently by Ponyatovskii.7 The work reported here is part of an investigation of the effects of temperature and pressure on the Tl-In system. I) EXPERIMENTAL PROCEDURE The onset and progress of transformation were determined by changes in resistance. A commercially available tetrahedral-type pressure apparatus was used. Specimens of 0.060 in. diam, representing 0.63 pct of the cell volume, were encased in AgCl and mounted in pyrophyllite, as shown schematically in Fig. 1. It can be seen that the specimen is in series with the graphite furnace. Resistance changes of 0.1 pct could be detected with a Kelvin bridge. Resistance of the sample was of the order of 1 milliohm. Other pertinent details in regard to calibration and cell-assembly design are given elsewhere.' Temperature calibration of the cell was carried out in two ways as a function of input wattage. ALTHOUGH flotation of coal is considered relatively new in the United States by coal-preparation engineers, actually it has been practiced to some extent for the past 30 years, It is practiced much more widely in Europe than in the United States. Commercial plants are operating in nearly all major coal-producing countries of the world. A froth flotation plant has been operating since 1930 at the Champion No, 1 preparation plant of the Pittsburgh Coal Co. Unfortunately the term flotation is widely used in the United States by coal-preparation engineers to designate dense medium processes of coal cleaning. As used here, flotation means those processes for cleaning fine sizes of coal in which the coal is collected in a froth or matte at or near the surface of a pulp. The refuse particles remain in the pulp. Two distinct types of flotation are practiced: froth flotation and agglomeration. FORMS OF FLOTATION The theory of the principles of flotation and of the physicochemical foundations surrounding this process has become a complex and scientific field and coal-preparation engineers contemplating use of flotation processes would do well to study the works of Gaudin, 2, 5 Taggart, 3 Zimmerman, 4 Wark, 6 Ralston, 7 Petersen. 8 Bulk Oil Flotation.-In this process the separation of mineral from gangue is accomplished by virtue of the fact that minerals of metallic lustre, as sulphides, or hydrocarbons, as coal and graphite, are wetted preferentially by oil in the presence of water and consequently pass into the interface between oil and water; while gangue or rock is wetted by water and remains in the medium. Beginning in 1860 with Haynes and later between 1897 and 1907, at least 25 patents were granted for bulk oil flotation. Large quantities of oil are required, generally 3 to 25 per cent by weight of feed, and recovery of such oil is a major problem. The Elmore process 3 (1901 and 1902) is an example of a bulk oil process, The Trent process (1902-25) has been used for the cleaning of coal on a commercial scale, According to E. W, Davidson 9 there were five such plants operating in the United States by 1925. They have since been abandoned.

(Cleveland Meeting, October, 1912.) I AM indebted to L. E. Bryant, of Danville, Ky., President of the Virginia Mining Co., operating coal-mines in Scott county, Tenn., for the following information relating to the existence of the Clinton iron-ore under the NW. slope of the Cumberland Plateau in Kentucky and Tennessee. During the past 15 years quite an important oil-field has been developed in a region having Wayne county, Ky., as its center, and a large number of wells have been drilled in that and adjacent territory in the search for oil. Many of' these wells have been carried to considerable depths below the recognized oil-bearing horizon, and one of them was drilled by Mr. Bryant at Pine Knot, a station on the Cincinnati, New Orleans & Texas Pacific railroad, a few miles north of the point where that road crosses the Kentucky-Tennessee State-line. The elevation of the surface at the crossing is about 1,400 ft. above sea-level. The railroad is located on the dividing ridge between the Cumberland river and Big South Fork. At a depth of 1,720 ft. below the surface the drill reached and passed through a formation which the drillers called " red rock," but which Mr. Bryant classified as Clinton iron-ore, as its geological position corresponded to that formation. The ore at this point was 6 ft. thick and appeared to be of uniform quality throughout. An analysis of the drillings gave : Fe, 33; Mn, 0.25; Si02? 3 ; Al203, 2 ; CaO, 13; MgO, 7 ; P,05, 0.333 per cent. ; S, trace. This analysis seems to confirm the belief that the ore is Clinton, and that it is of a quality equal to the average of the deep or unbleached Clinton ores in Tennessee and Alabama. This discovery led Mr. Bryant to make further examinations and inquiries, and he found that the stratum called " red rock " by the drillers had been passed through and noted in the great majority of the wells carried down to the same geological hori-

PHYSICAL metallurgists interested in the alloying behavior and phase transformations in rare-earth metals and alloys require a strain-free polished and etched surface for both metallographic and X-ray examination. However, the rare earths have presented a problem in this respect since they are difficult to polish free from strain and are very reactive to the atmosphere. Their tendency to oxidize readily even at room temperature necessitates careful preparation and rather elaborate protection if their surface is to be examined for any length of time. The "light" lan-thanides (i .e., atomic numbers less than 63), especially lanthanum and cerium, are particularly bad in this regard; they oxidize very rapidly at room temperature. To eliminate the problem of plastic deformation remaining on the surface after mechanical polishing, electropolishingl and chemical polishing techniques2 have been developed. The electropolishing technique requires the specimen to be immersed in an electrolyte at -77°C and thus obviates a metallographic study of, for example, the fcc —double-hexagonal close-packed (dhcp) transformation in cerium which begins at -10°C. The chemical polishing solution has been used only on several of the "heavy" rare-earth metals. However, a convenient method for protecting the polished and etched surfaces from atmospheric corrosion has not been available. Our interest in the superconducting properties of lanthanum, and in the phase transformations in lanthanum and cerium, has led us to develop a technique for the metallographic preparation of lanthanum and cerium which clearly reveals the microstructure and preserves the etched surface for days. The specimens are chemically polished and anodized. The chemical polishing is performed at room temperature, the anodic oxide film provides the required protection from the atmosphere, and colors produced in the film provide a simple positive technique for phase identification. Lanthanum and cerium metal ingots obtained from Johnson Matthey and Co., Ltd., were remelted to suitable shapes and heat-treated to produce various microstructures. IN 1939 one of the authors* described advances in carbon-cyanidation for the period 1932 to 1939 • T. G. Chapman: A Cyanide Process Based on the Simultaneous Dissolution and Adsorption of Gold. Trans. AIME (1939) 134, 207. and included: (1) the dissolution of gold in an ore pulp by cyanide and its simultaneous adsorption by carbon, (2) the stage addition of adsorptive carbon and its movement countercurrent to the flow of the ore pulp, and (3) the recycling of adsorptive carbon. EXAMINATION by the differential thermal analysis technique of a large number of samples of soil and other clays from various parts of the world has demonstrated that the occurrence of cold-precipitated hydrated ferric oxide (the identification of which in soil clays has previously been reported5) is not confined to any limited locality; e.g., it has been found in varying amounts in clays from Britain, France, South Africa, and Mexico. The conditions necessary for its formation have not yet been elucidated in spite of the number of samples examined, and, since this mineral is so easily prepared in the laboratory, it has been considered that a study of its constitu¬tion and of the conditions under which it could be prepared might. lead to a better understanding of the factors involved. These experiments form the subject of this short paper, and while they do not supply a definite answer to the mode of formation of this mineral in nature, they may, it is hoped, add something to our knowledge in this direction. EXPERIMENTAL WORK Materials Employed The a-Fe2O3.H2O (goethite) and B-Fe2O3.H2O (Weiser and Milligan") were obtained from the Department of Geology, University of Aberdeen, and Rothamsted Experimental Station, respectively. The beta material had been prepared by the method described by Fernelius.1 y-Fe2O3.H2O (lepidocrocite) was prepared at the Macaulay Institute for Soil Research by the method of van Schuylenborgh.6 The method employed for preparation of the cold-precipitated hydrated ferric oxide* was as follows: 1: 1 NH4OH was added (moderately fast with rapid stirring) to a solution of 5 grams FeC13.6H2O in 250 ml distilled water at room temperature (ca. 15°C) until red litmus turned blue, and then 2 to 3 drops in excess. The resultant precipitate was filtered off on a Buchner funnel and washed free from Cl- with distilled water. Previous experiments having shown that drying over P2O5 at room temperature or drying at 105°C in the oven did not significantly affect the thermogram,5 samples were nor-

THE active mines in the Park City district at the present time are the Silver King Coalition, Daly-Judge, Daly West, and Silver King Consoli¬dated. Several other companies, such as the Daly, American Flag, Ontario, etc., are doing considerable development work. In the Silver King Coalition mines the ore is a replacement of a dark siliceous limestone bed, varying in thickness from 18 in. to several feet. In places the ore has reached a thickness of 25 ft. This limestone bed lies within 100 ft. of the underlying Weber quartzite. There are other lime beds, similar in appearance to this one, in the Park City formation, which is approximately 700 ft. thick; but not one of them has been found to contain any traces of ore. Directly under and in contact with the ore-bearing bed is another, composed of gray lime well studded with dark concretionary nodules; and this one is an unfailing indication of the proximity of the ore-bearing bed. These ore deposits make out from or have connection with some one of the ore-bearing fissures, which were undoubtedly the channels for the circulation of mineral-bearing solutions. It is therefore proper to run prospecting drifts in the fissures, although they seldom contain much ore. As a general rule, drifting in the fissures is not costly. Mining and mucking cost from $2.50 to $4 per foot, and very little timber is required. There are instances, as in the Daly fissure in the Daly-Judge mine, where the expense of keeping drifts open in the fissure is so great that it has proved economical to make the drifts in the foot-wall rock and run crosscuts into the fissure at short intervals. In the Park City mines it is not easy to determine beforehand the best method for extracting the ore from a newly discovered ore shoot in the bedded deposits. While we may get one dimension from the drift run in the fissure, that will not give us a correct idea as to the other dimensions of the orebody. The fissures here referred to have a N. 35° E.

On. Tuesday, Apr. 8, the Rocky Mountain Club held its 12th annual dinner at the Waldorf-Astoria, New York. In reporting the dinner the Evening Telegram says: "General Coleman du Pont was sort of master of ceremonies, and he conducted the affair at the end of a Colt .45. It was the General's `forty-five' which filled the banquet hall of the Waldorf-Astoria with the brand of smoke which Uncle Sam showered so generously upon Germany's hordes. It was General du Pont's `forty-five' which bellowed and thundered and echoed through Fifth avenue, scaring horses and shell shocking pedestrians: But no one was hurt or badly shocked except those who could not discern the artistry of Miss Doraldino's dance. "There were Western men around the table who have just come hack from over there. For instance, there were Brigadier General G. H. McManus, General Shanks and a score of others. And there were Thomas H. Watkins, who is said to own half the State of Pennsylvania and is known as the `Coal Baron'-of Pennsylvania,, and Alba B. Johnson, president of the Baldwin Locomotive Works, each one a Westerner, with personality and type suggestive of some of the wonderful men Bret Harte wrote so much about. "It seemed as though General du Pont, who was chairman of the Reception Committee, tried to eclipse all former meetings, and he succeeded if congratulations are a criterion. " General du Pont startled the management of the Waldorf and surprised the diners by staging a three-round bout between Frankie Fay and Phil Wagner. The clash between these two featherweights made Waldorf history, because it was the first boxing contest ever held in the hotel. Tex Rickard, who is going to chaperone Jess Willard and Jack Dempsey in a fight in the near future,-was scheduled to referee the contest, but at the last moment, for some obvious reason, M. E. Schermerhorn was sent in as third man. The bout was a slashing one. Miss Amparito Farrar, lately returned from France, where-she sang for the 'dough-boys;' Eleanore Wetmore, the Rath Brothers and Phil Baker were among the others who entertained.

THE subject of transverse fissures in steel rails has been discussed very thoroughly in recent years from various points of view and the final opinions expressed may be roughly classified into two groups: (1) That these fissures are the result merely of fatigue of the steel and are independent of the quality of the metal. (2) That the quality of the metal and the mill practice must have something to do with them. The first point of view was most-ably and logically presented by J. E. Howard,1 and in the discussion of this paper, as well as in several other preceding publications, Dr. P. H. Dudley, Consulting Engineer of the New York Central Lines, has strongly defended the other opinion.2 The steel makers of the country have naturally rallied under Mr. Howard's banner, hoping to place the entire blame for these. failures upon the railroads with their high wheel-loads, hard steel, heavy traffic, and sometimes inferior roach-bed; while the railroad men,, on the other hand, have been busy accumulating statistics and records in the effort to find an actual reason in the rails themselves that would account for the seemingly haphazard occurrence of transverse fissures under varying conditions and at widely separated points. The view that these fissures were due merely to normal fatigue under alternating stresses seemed most reasonable to the writer until quite recently, because from work clone in this laboratory, as well as the work of other investigators of the problem, no structural differences, in the vast majority of cases, were found between metal at the nuclei of transverse fissures and metal at similar positions in the same rails or in other rails that had not developed fissures. .
