EARLY in November attention was focused on the interchange of views between Paris and Wash- ington with respect to the proposed examination of Germany's capacity to pay. It appeared finally that the limits imposed by the French were too narrow and consequently the conversations were discontinued. In Germany there were stirring events. Hitler, with Ludendorf in the open, attempted a coup d'etat in Bavaria, but failed quickly and ignominiously. The former crown prince re-entered Germany, with the sanction of the republic, and took up his abode at his castle in Silesia. On Nov. 13 Chancellor Stresemann informed repre-sentatives of the Rhineland and the Ruhr that those territories thenceforth must shift for themselves politically, economically and financially, the federal treasury being no longer capable of caring for unem-ployment in the occupied territory. This was equiva-lent to putting the burden of supporting the people of that region upon. France and Belgium. There have been negotiations toward the creation of a Rhenish-Westphalian state, independent of Prussia, but under the sovereignty of the Reich. Failing to receive a vote of confidence at the end of this month, the Stresemann Ministry resigned. President Ebert considers it may be necessary to create a government independent of Parliamentary authority. The Ruhr Industrialists have signed an agreement with France until April 15, 1924 by which they have agreed to pay back coal taxes for the first ten months of this year, and deliver 18 per cent. of their production as reparations until the expiration of the agreement. The British government found itself in a precarious position with respect to support and a dissolution of Parliament was announced, with a general election to occur early in December.

THE CHAIRMAN (HENRY D. HIBBARD, Plainfield, N. J.).-This paper is timely because of the changed conditions due to the great war, but apparently its scope is limited to oxidation process steels. Referring to the four numbered observations on page 199: No. 1 seems to ignore Johnson's discoveries about oxygen in cast iron. No. 2 ignores crucible steel. No. 3 ignores red short steel containing enough gas solvents to make it solid, while No. 4 assumes that a deoxidizer is necessarily a gas decomposer or solvent and vice versa, which it not always is. From these observations it is deduced. that the only hole-forming gas in steel is an oxide of carbon (CO presumably is meant), which is not true.

Although lateritic ore deposits are relatively flat-lying, surficial ore bodies, the evaluation of lateritic bauxite and nickel deposits is among the most difficult problems confronting an economic geologist. Laterite is a soil formed under tropical conditions resulting in the concentration, within the soil zone, of certain trivalent metals-principally iron and aluminum, but also, locally, nickel and manganese. The soil zone is divided into two parts: (a) the true soil or lateritic zone and (b) the zone of partially altered bed rock or saprolite. Whereas bauxite generally is confined to the lateritic zone, some nickel deposits occur in both the laterite and saprolite zones. The evaluation of bauxite and lateritic nickel deposits thus has both similarities and differences. These ores have been formed by supergene, soil-forming solutions moving downward through zones of widely varying permeability within the weathering rock. Because the permeability varies widely, both vertically and laterally, the extent of weathering may vary greatly within short distances. Because the weathering process varies widely, the degree of metal concentration may also vary widely. It is not at all uncommon for a laterite to change, within a few centimeters, from a virtually valueless rock to a high grade ore. Moreover, the depth of weathering, and hence the depth and form of the ore profile, vary greatly. Obviously, for this type of deposit, a few grab samples or a few drill holes are virtually worthless. The evaluation of such a deposit requires a sophisticated statistical study based on thousands of carefully selected samples. As a rule of thumb, the cost of evaluating a large bauxite or lateritic nickel deposit will be about one cent per ton of ore in the ground. Thus, the cost of evaluating a several hundred million ton deposit may be considerable.

Much has been said in condemnation and but little in praise of storage-batteries; yet, notwithstanding the severe criticisms passed upon them, the skepticism with which electricians have viewed them, and the ignorance with which they have been handled, they continue to push their way into use. The purpose of this paper is to introduce the subject of Stress-Corrosion Cracking at the Joint Symposium of the American Society for Testing Materials and the American Institute of Mining and Metallurgical Engineers. In this Symposium we are concerned with spontaneous cracking which results from the combined effect of high, prolonged stress, and corrosive attack. Stress-corrosion cracking may be considered a specific phase of the more general subject of the effect of high constant stresses in accelerating the rate of corrosion of metal products. The kindred subject of corrosion fatigue in which the life of a metal part under repeated stresses is reduced by corrosive attack is not a part of this Symposium. Likewise "creep," the failure of a metal part by high constantly applied stress, in the absence of a corrosive environment, is not to be included. How- ever, corrosive influences may have more effect on creep failures than is sometimes realized. The penetration by molten metals such as often occurs during tinning or soldering operations, or by mercury, frequently causes cracking when the part is stressed. Strictly speaking this is not stress-corrosion cracking. However, the committee has decided that this phenomenon should be included in the Symposium. The suggestions of the members of the Institute are very much desired by the Committee on Nominations prior to deciding upon its nominations to fill the places of those officers who retire early in 1917. The Committee must make its final report to the Board of Directors early in October. The members are, therefore, asked to send in promptly their suggestions for Directors as well as for Vice-Presidents and President. The Committee hopes to hear from a large number of the members. The large quantities of iron-bearing materials, including taconite, semi-taconite," and other low-grade ferruginous materials occurring in Minnesota and elsewhere, constitute an important potential source of iron. Satisfactory grade and recovery of iron ore concentrate cannot ordinarily be obtained from these ferruginous materials by simple methods of beneficiation. Iron is distinctive in that the free metal and two of its oxides [magnetite (Fe,O,) and maghemite (gamma-Fe,O,) ] are strongly ferromagnetic. The successful magnetic separation of natural magnetite from taconite has already been established on a commercial scale. The iron in semi-taconite, how- ever, occurs largely as goethite (Fe,Os.H,O) and hematite (Fe90,) which do not respond to ordinary magnetic separation methods. Magnetic roasting converts these iron oxides to magnetite, which can, after liberation, be magnetically concentrated.

K. F. Tromp (Kerkrade, Holland)—Your assumption that the Dutch State Mines have lead in the development of heavy medium processes—the Barvoys, Loess, Driessen—is not correct. The credit should be given to a Dutch engineer Mr. deVooys, the inventor of the Barvoys process. deVooys started in 1932 in Hiickelhoven, a German but Dutch-owned mine, where he was a director. Several plants on the Continent as well as in Great Britain were erected. The State Mines started their first plant in 1937. They could not get that plant working satisfactorily and built another one. Their process made no headway, and up to 1946 there was only one plant installed, the one at their own pit. Since 1946 they started the cyclone process and only since that time have they been more active, though industrial cyclone washeries are still in their infancy. deVooys sold his patents to the Dutch State Mines in 1946 and this might have given you the impression that the pioneer work had been done by the Dutch State Mines. ONE of the most important applications of the zone-melting process of Pfann1 concerns the refining of materials with respect to impurities whose distribution coefficient k differs from unity. The repeated passage of molten zones along an ingot concentrates the impurities for which k < 1, for example, towards the end to which the zones move. It is desirable to know the ultimate distribution of impurity after the passage of an infinite number of zones of constant length; this is also the distribution which is unchanged by the passage of a further molten zone.

Pennsylvania has been a leader in the pageant of industrial America because of her natural mineral re- sources, geographical location, and the ingenuity and industry of her citizens. Brick and other clay products were manufactured in Philadelphia in William Penn&apos;s time. Ores of iron, zinc, lead, and copper were mined and smelted in eastern Pennsylvania long before the Revolution. Coal was mined on a commercial basis in the anthracite region as early as 1820 and in the bituminous fields in 1830. The first canals and railroads were constructed to transport minerals and mineral products. Oil was struck at Titusville in 1859. A significant event occurred in 1855-the establishment of the Farmers&apos; High School-Pennsylvania&apos;s first attempt to provide higher education for its youth. The Farmers&apos; High School included instruction in geology, mineralogy, and assaying. In 1859 the laws of Pennsylvania transferred to the School the state geological and mineralogical collections formerly located in Harrisburg. Well-informed people are familiar with the effects of the Land-Grant Act of 1862. With inspiring words it established state institutions of higher learning where "the leading object shall be, without excluding other scientific and classical studies . . . to teach such branches of learning as are related to agriculture and the mechanic arts . . . in order to promote the liberal and practical education of the industrial classes in the sev-

IN the past 75 years industrial engineering has been highly developed in many fields, but the coal mining industry has just begun to realize its potential for cutting costs. To receive the maximum benefit, a company should apply industrial engineering from the time a new installation is contemplated, but the principles can also be used to reduce and control the costs of an established operation. One company that had been mechanized for seven years reduced its total labor cost 57 pct by industrial engineering. Of this reduction, 20 pct was brought about by a preventive maintenance, rebuilding, and scheduled lubrication program that eliminated 80 pct of the delay caused by mechanical and electrical failures. Thirty percent of the cost reduction was attributed to rearranging the work force into crews of the most effective size, changing working methods, and training all mine supervision in the principles of the cost reduction program. The remaining 7 pct reduction was brought about by a wage incentive program for all the men in the mine. The productivity of this coal mining operation was increased from less than 8 tons per payroll man to 20 tons. This increased productivity was brought about while using the same equipment, men, and supervision.

(written discussion ? ).-The only practical method of testing mine air for gas, until recent years, was by the effect of the gas on the flame of the ordinary Davey Lamp, and it is quite surprising how nearly the correct percentage of gas can be deter-mined by many men by observing the behavior of the safety-lamp flame in the different mixtures. Mine foremen frequently guess the percentage of gas to within 0.1 per cent., making certain allowances to cover the dust-laden atmosphere, in which the test was made. It is not meant by this that anthracite dust is explosive, but that its properties increase the length of a fuel cap on an ordinary oil-burning lamp, which, as Prof. -Young contends, increases in height with the proportion of gas and in-creased temperature. Naphtha or benzine-burning lamps have a hotter flame, and, there-fore, are more sensitive so that a smaller percentage of gas can be detected. Some of the fire bosses in this region some years ago preferred the Koehler lamp, while others did not care to use it in their morning examinations. In 1911, when the experimental mine of the Bureau of Mines at Bruce-ton, Pa., was being prepared to be exploded, a large number of mining men went through it to examine the entries, which were lighted by electricity. While so doing, they saw in the face-return-airway a Koehler or Wolfe lamp, that seemed to he burning with difficulty. QUANTITATIVE values for the oxidation rate of unalloyed molybdenum in air at temperatures above the melting point (1460°F) of the characteristic oxide are contained in the literature as a result of previous investigations. Lustman&apos; reported values corresponding to 0.36 in. penetration per day (IPD) at 1500 and 1600°F in still air, noting essentially no variation in rate with temperature. Jones, Spretnak, and Speiser&apos; reported values corresponding to 0.14 and 0.13 IPD at 1500 and 1800°F, respectively, in still air, attributing the decreased oxidation rate at higher temperatures to a lesser accumulation of the corrosive molten oxide on the surface at the higher temperature as a result of increased volatilization rate. Harwood3 ecently summarized work in the field, presenting generalized data corresponding to 0.48 to 0.96 IPD at 1800°F and 0.55 to 0.83 IPD at 1700°F in slowly flowing air. In a recent program at Battelle, it became desirable to know more about the characteristic oxidation behavior of molybdenum under varying conditions of temperature and atmosphere. Using oxidation-test apparatus designed for dynamic, continuous recording of weight change during testing,&apos; values for the oxidation rate of molybdenum were obtained at temperatures from 1400 to 2150°F. In addition the effect of air flow on the oxidation rate was studied briefly at temperatures of 1600, 1800, and 2000°F. Exhaust of the contaminated atmosphere from the oxidation chamber was effected by an impeller pump attached to a 3/16-in.-diam opening in the oxidation chamber. The volumetric exhaust rate (cubic feet per hour) was normally maintained slightly in excess of the input rate to avoid condensation of MOO,,&apos; on the sample suspension rod. The entering atmosphere was preheated prior to admission to the oxidation chamber by a 1 1/2-in.-diam cup packed with shredded asbestos. The experimental data are presented in Table I. Comparing conditions 2 and 3 (taking into account the temperature difference) and conditions 8 and 9. shows that in the absence of forced exhaust an atmosphere of moving air results in greater oxidation rate than a stagnant atmosphere. The use of forced exhaust, as shown by comparing conditions 3 and 4 and conditions 14 and 15: resulted in an even greater increase in oxidation rate. By virtue of the size of the atmosphere input and exhaust openings, it was calculated that the exhaust velocity was about 60 times that of the input velocity for essentially equal volumetric flow rates. Because of the proximity (about 3/4 in.) of the exhaust port to the specimen, it is logical to assume that cleansing of the atmosphere immediately surrounding the specimen was accomplished much more efficiently by the exhaust flow than by the input flow at a constant-volumetric flow rate. Also, it can be seen by comparing conditions 4 through 7 and conditions 11 through 13 that increasing the rate of atmosphere flow (by increasing input velocity with a proportional increase in exhaust velocity) above some optimum value has little, if any, further effect on the oxidation rate. These results suggest that there is a maximum oxidation rate for molydenum at a given temperature which is obtained when conditions are maintained such that the partial pressure of MOO3 in the atmosphere surrounding the specimen is at a low value. By controlling the partial pressure of MOO, surrounding the sample, it is possible to control the rate of volatilization of MOO:, from the surface. This, in turn, affects the rate of oxidation, since the thickness of the MOO3 layer determines the amount of oxygen which will be able to reach the reaction surface.&apos; When the liquid oxide layer is less than some critical thickness, i.e., when the volatilization rate is high, enough oxygen is transported to the active surface to permit oxidation to proceed at the maximum rate allowed by the kinetics of the oxidation reaction. However, if the volatilization of MOO,, is suppressed, the thickness of the layer of MOO3 on the surface increases, and the diffusion of oxygen through the oxide layer becomes the rate-controlling step in the oxidation process. The lack of agreement between the present results and those of previous investigators is presumed to be due to differences in removal of the oxidation product (Moo,) from the immediate vicinity of the sample. By comparing conditions 1, 5, 10, 12 and 14, it is seen that when forced exhaust was used the oxidation rate of molybdenum increased with increasing temperature. Over the past 25 years hard-rock mining companies have developed a number of profitable computer applications which appear applicable to operations in the coal industry. The evolution of these applications are described and the most profitable discussed. The basic nature of these systems is that they must cut across organizational boundaries. While technological advances contributed significantly to the successful implementation of computers within mining, the human aspects related to organization, management and control of systems projects remain as key to future success in coal as they were and still are in hard-rock mining.

Very recently there has been a quickening of research effort in the field of silicate mineral flotation, particularly as regards the flotation of beryl.&apos; These studies have already contributed much to the understanding of both anionic and cat-ionic flotation of silicates. Of particular interest concerning anionic flotation has been the work done on heavy metal activation of silicates by M. C. Fuerstenau and co-workers.4,7 In addition. in the paper by Fuerstenau, Rice, Somasundaran and Fuerstenau7 attention was paid to low pH anionic flotation of beryl in the absence of activators.
