I DISAGREE with Mr. Brinsmade on several points, and I will discuss his remarks under the same six topics which he has used. 1. Rate of Interest Earned by Sinking-Fund.-I believe Mr. Brinsmade is confused in his ideas as to the effect of new gold on the interest earned on money. The flood of gold which he mentions certainly should not operate, to increase interest rates, but since it replaces and adds to liquid capital should reduce interest rates and counteract the destruction of liquid capital which he mentions. Furthermore, it is doubtful if the destruction of capital since 1897 by wars and catastrophes has been any greater in proportion than in similar periods before 1897. With regard to savings banks, I would say that only 3 per cent. is allowed on deposits through a large part of the West. As to bonds, they can be bought to yield any rate. of interest desired up to 6 per cent., but, a 5 per. cent. bond is not as safe as a 4 per cent. bond, nor a 4 per cent. bond as safe as a 3 per cent. government security. I do not understand why Mr. Brinsmade says that Mr. Denny's quoted opinion of a 3 per cent. rate is evidently based on English conditions before the Boer War. Certainly there is no reference to the Boer war or to English conditions in Mr. Denny's article. M. Howard Burnham, in his admirable work on mine valuation, says': ". For instance, redemption is taken at 3 per cent., because even 4 per cent. represents a greater risk, as is indicated by the purchase of Government paper to bear only 3 per cent., the great desideratum of the .latter being security." . Again, Mr. Burnham says:2 "The tables are calculated on the assumption that the dividends shall accumulate at 3 per cent. only, as in accordance with the general idea set out elsewhere, a rate greater than 3 per cent. involves appreciable risk with which it were inaccurate to saddle the sinking-fund if risks are to be segregated, this being the basis of all the writer's calculations."

The application of the mass action law to the thermodynamic treatment of metal-slag equilibria is discussed. The consideration of the reactions essentially as ionic exchange equilibria is shown to be both an advantage and an aid for the elucidation of the theoretical treatment. This is illustrated by several examples. In general two different methods of application of the mass action law to metal-slag equilibria have been used by different groups of investigators. These could be called the oxide reaction and the ionic reaction approach respectively. At the recent discussion in the metallurgical section of the I.U.P.A.C. Congress in Montreal, 1961,' divergent opinions prevailed regarding the most rational way of applying the mass action law to metal-slag equilibria. This question is of fundamental importance in the treatment and understanding of theoretical chemical metallurgy. Consequently, the following is an attempt to contribute towards its clarification. As an example, the distribution of iron and manganese between molten iron and slag will be considered. I) THE OXIDE EXCHANGE REACTION APPROACH The equilibrium between iron and manganese between molten iron and slag is frequently formulated as an oxide metal exchange reaction as follows:

For the purposes of this analysis it is assumed that the petroleum industry has undergone a basic economic change whereby the degree of competition present in its operation is reduced by the collective control of production brought about by statme-directed proration. Formerly freely competitive in all its parts, the industry is now fully competitive only in its marketing, its manufacturing and transportation, its search for new oil supplies, its drilling operations (with some qualifications), and its capital movements. The practical problem before the industry in its new status is the maintenance of equilibrium, with planned control of crude-oil production (proration) substituted for competition and price as the regulatory mechanism at one point in the supply-demand system. It is further assumed that proration has become so firmly established in the legal and operating framework of the business that it may be looked upon as an institution. The purpose of this paper is to call attention to the effect of unregulated drilling upon the orderly functioning of proration. Economic Structure of Petroleum Industry The economic structure of the petroleum industry, under the current form of proration, may be visualized, in simplified form, as shown in Fig. 1. This diagram is designed to indicate the existing mechanism whereby supply and demand are equated. Demand is created largely by conditions external to the oil business, whereas supply is conditioned by a series of stages incidental to the discovery, development and production of a resource. The time elements involved in changes in demand and supply are of an entirely different order, the demand factor being much more flexible and "quicker" than the supply factors. It should be observed, also, that the position of price, formerly between "demand" and "supply," has been moved to a sidewise location where it still affects demand but influences current supply only through its bearing upon proration, drilling and search. In the Indiana limestone district, some 50 or 60 per cent of the merchantable stone in a quarry opening is waste, and only about 40 or 50 per cent of the stone from the opening is finally sold. So long as the present system of 'quarrying is used, the wastes measured and reported in this paper will continue. Comprehensive development of an entirely different method of quarrying, using wire saws for cutting, promises great improvement. Some of the savings to be expected are pointed out in the following pages. No attempt has been made to measure losses due to variations and natural flaws in the stone, since these vary greatly in different quarries, and accurate measurement would be difficult. The wastes that have been measured account for about 30 per cent of the total ledge, which leaves 20 or 30 per cent chargeable to unmeasured sources of loss. General Causes of Waste There are four general reasons for quarry waste: (1) the structure of the deposit, such as its shape, bedding planes, solution cavities and strain fractures; (2) efforts to quarry blocks which do not contain distinct color or textural variations; (3) the trade custom which permits purchasers to specify the size of the quarry blocks which they will buy, which is a matter of competition for business on the part of stone producers; (4) quarry methods, which cause the greatest amount of waste. Wide channeler cuts, hook holes, crooked splitting and uneven breaking on quarry floors are included in this category. Waste Due to Structure of Deposits The peculiarities of structure cannot be eliminated, but a chance for saving lies in quarrying to take advantage of them. The commercial deposits of Indiana limestone are lenticular masses from 20 to 70 ft. thick, and nearly horizontal. All of these deposits of good stone are in the Salem limestone, a bed in the sub-Carboniferous. The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The, time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining reports, maps privately issued,-,and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

Prior to use of this model siphon finisher, the only means of evaluating metallurgical performance of the siphon finisher was by pilot plant studies. These are costly and require large quantities of material. A model siphon finisher and a test procedure which permits the evaluation of siphon finisher metallurgical performance has been developed. Metallurgical results between the model siphon finisher and pilot plant or commercial units show fairly good correlation. The upgrading of magnetic taconite concentrates by hydraulic concentration has been practiced for several years. In the 1940's, Braund1 used a multistage upflow classifier to upgrade magnetized magnetic concentrates. In present taconite plants, the SiphonSizer, marketed by Dorr-Oliver, Inc., has been particularly suitable for upgrading magnetic concentrates. When the hydraulic SiphonSizer is used to upgrade the concentrates in the finishing portion of the overall flowscheme, the unit will be called a siphon finisher to distinguish this application from classification. Prior to this work the only means of evaluating the metallurgical performance of the siphon finisher was by pilot plant studies which are costly and require large quantities of material. Therefore, it was desirable to develop a model siphon finisher and a test procedure which would simulate siphon finisher performance and require only small samples of material. This model would permit the evaluation of small samples such as drill core samples and be useful in evaluation of commercial siphon finisher design and performance. THE SIPHON FINISHER The siphon finisher, as shown in Fig. 1, is a tank equipped with a system of water jets which distribute the hydraulic water uniformly across the bottom of the vessel with an energy release for agitation in the teeter bed. The feed to the siphon finisher is intre duced through a feed well in the center of the unit. The silica and middling particles overflow a peripheral weir into the overflow launder. The magnetite fraction is discharged by a siphon or a modulated discharge valve. FOUR liquids are ordinarily present in the lead blast furnace during lead smelting. At the bottom is the lead bullion, which is metallic lead containing about one per cent of impurities, including gold, silver, copper, bismuth, arsenic and antimony. Above this is the speiss, which consists essentially of arsenides and antimonides of iron and copper. The speiss is followed by the matte, which consists principally of sulfides of iron, copper and lead1. The top layer is the slag, of which the major constit-uents are silica, lime, alumina, zinc oxide and iron oxide. Similar products are obtained from the dross furnace, which treats the dross obtained in decopperizing lead bullion. The distribution of gold and silver among these various products is of considerable importance in the smelting of lead. In general, the matte and speiss cannot be treated in the lead smelter, and usually are sent to a copper smelter. It is usually desirable, therefore, to keep their gold and silver contents as low as possible, and to collect the precious metals in the bullion. If the bullion, speiss, matte and slag exist together in equilibrium, the gold and silver should distribute themselves among these four liquids in a definite manner, which, other conditions being equal, should depend only on the amounts of gold and silver in the charge to the furnace. It is thus apparent that a knowledge of whether such equi-librium exists is necessary before attempting to study the effects of various compositions of matte and speiss on the distribution of gold and silver among the furnace products2. Moreover, systems consisting of four liquids in equilibrium are very rare, and are of considerable scientific interest.

FOLLOWING- the major explosion disaster in the Orient No. 2 mine of the Chicago, Wilmington and Franklin Coal Co., West Frankfort, Ill., on December 21, 1951, resulting in the death of 119 miners, an investigation was made by the U. S. Bureau of Mines under the direction of J. J. Forbes, Bureau director. The subsequent report concluded that the disaster. was caused by the emergence of a-large body of explosive gas from an abandoned area and simultaneous short circuiting of the ventilating current; the gas was ignited by an electric arc from nonpermissible electrical equipment and the flame was propagated throughout a large part of the affected area by coal dust and possibly by gas from other worked-out and abandoned areas. An immediate repercussion of the disaster was the opening of hearings by the. Senate Labor and Public Welfare Subcommittee on the Neely Mine Inspection Bill (S. 1310, introduced April 11, 1951) which would give federal coal-mine inspectors power to enforce safety recommendations by ordering the withdrawal of all employees where conditions constitute an imminent danger to their safety. Two days of testimony, January 24 and 25, disclosed that coal operators were not in agreement on the bill, although John L. Lewis, speaking for the UMWA, and J. J. Forbes, for the Bureau of Mines, were advocates.

THE recovery of dissolved gold from slime pulp in the cyanide process was first accomplished by intermittent decantation. This simple process consists in mixing with the pulp containing the values in solution, a solution of lower gold content, settling the mixture in a tank and decanting the clear supernatant fluid. The thick pulp remaining in the tank is pumped to a second tank together with more barren solution and again settled and decanted. After several repetitions of this operation, values are so far reduced that further washing is not profitable. The gold recovery of this process is high, but the plant required is bulky, labor cost is high and the amount of solution to be precipitated is excessive. HISTORICAL DATA As early as 1901, a plant was built in the Black Hills of South Dakota by John Randall, employing the same principles but attempting to make the process continuous by substituting for flat-bottomed tanks, cones which operated continuously, receiving a constant feed and discharging a steady stream of thickened pulp. These cones were operated in series, the thick underflow of the first one forming, with a stream of diluting solution, the feed to the second cone of the series. Barren solution was added to the tank immediately preceding the discharge tank and, after being slightly enriched by the low-grade pulp in this tank, overflowed to form a diluting solution again for the richer feed entering the third tank from the end of the series, and so on back to the richest tank of the series. Clear water was used for the wash in the final tank: This is the principle on which all successful countercurrent decantation plants operate at the present time, but Randall's plant was not successful because of mechanical difficulties in getting a continuous thick discharge from his cone tanks. A similar plant was built in South Africa although there the washes were not repeatedly used, as in Randall's case, but were precipitated after each contact with the ore. This also was abandoned

In the year just past there were produced in the United States about 170,000,000 tons of sand and gravel. Much of this was pit-run material used for gravelling roads and as railroad ballast on lines that did not carry heavy traffic. But more than half of it was marketed as washed and sized, or graded, material. The methods used for preparing sand and gravel for the market have long been used in ore dressing and, as in ore dressing, depend on differences in the specific gravity of two substances or in the size or weight of particles. But many changes in the design and operation of plants and machines have been necessary. In ore dressing, the concentrate is only a small part of the feed; in sand and gravel washing, it is much the larger part of the feed. In addition, such close work as is needed when concentrating a metallic ore is not needed when washing gravel; the ability to put through a large tonnage is more important, and sizing, which is only a preliminary process in ore dressing, is an end to be attained. Rock crushers are found in most sand and gravel plants and they are used to break up the larger pieces from the deposit (known as boulders and cobbles) which are removed by a scalping screen. The crusher discharge is usually sent back to the scalping screen, the perforations in this screen setting the maximum size of the finished product. Washing Washing is to prepare sand and gravel so that they may be used as aggregates in concrete and wall plaster and in various processes in which impurities would harm the product. At one end of the scale of washed materials may stand ordinary concrete sand, which in some states may contain as much as 3 per cent, of clay and still be used in highway concrete construction. At the other end will stand the silica sand used for making plate glass, which must be washed so clean that the impurities that can be removed by washing do not exceed a few hundredths of a per cent. weight, and deflection, and recommends that the Pennsylvania Railroad Company denland that rails be made on specifications, based on these six variables, so narrow, that to fill them would cause the constant rejection of enormous quantities of steel, and a consequent enhancement of the price of rails, probably ten or twenty per cent., without any certainty that such rails would be any better than those the steel-mills are now making. I earnestly hope that the investigation which Dr. Dudley has so ably carried on will be continued. I hope the Pennsylvarlia Sailroad Company, or preferably a combination of several railroads, will institute the prolonged investigation which I think will be necessary to solve this deep problem; that they will take a hundred or more rails, watching and noting down carefully every detail of their manufacture as well as their analysis; that they will be carefully weighed before, during, and after service; that their crop-ends will be tested before service, and the rails themselves after removal; that all the sources of error which Dr. Dudley admits in the present investigation may be removed, and that enough facts may be gathered and tabulated so that the conclusions which may be drawn from them may be apparent to every one without labored discussion or heated argument. But I venture to prophesy that after this investigation shall have been completed, and a formula adopted which shall be satiefactory to both manufacturers and consumcrs, that formula will not be the one now under discussion. I hope Dr. Durlley will pardon me if I have been unduly severe in my criticism, and consider that I have written my remarks hastily and at a time which should have been given to needed rest. I differ with him only as regards the conclusions which he has drawn. I appreciate the value of his labors, and only make public my own conclusions in the hope of contributing to the advancement of the science of steelmaking, in which we are ail so deeply interested. Dr. August WENDEL, Troy, K. Y.: Dr. Dudley's last paper gives, certainly, very valuable and interesting information regarding the wear of rails under different conditions. His results concernillg the composition of rails, explotle, rather startlingly, some old theories regarding the wear of rails, and 1 think after his formula is silnplified it will be one good formula to work by. As he now arrives at the same conclusions reached ill his first paper, some of my remarks will apply to both, althougl~ I would

ARGENTINA is a country that has never been properly prospected. This is my settled conclusion after reporting on mines in this country ever since 1914, crossing all the mining provinces from Chubut, in the South, to the territory of Los Andes, in the North, chiefly on muleback. It is difficult and costly to get from one district to another. Apart from petroleum, some mineral discoveries have been made but they have been the result of casual rather than systematic work. In Neuquen, Mendoza, San Juan, Cordoba, La Rioja, Catamarca, and Los Andes attempts at mine development have resulted in failures, involving in each instance several million pesos.

IN applied mechanics and in metallurgy the transition from elastic to inelastic action is a matter of considerable interest and importance. Often the first inelastic deformation is apparently quite homogeneous; that is, uniformly distributed throughout the specimen. Sometimes this deformation is heterogeneous; that is, localized; inelastic deformation proceeds to some definite amount in restricted regions before adjacent regions of the specimen are inclastically deformed. In such cases the deformation does not become homogeneous until the whole specimen has been deformed the amount corresponding to that for each localized deformation. If the test is stopped before uniform extension sets in, the heterogeneous character of the deformation is apparent on the surface of the specimen through characteristic markings, which have been called "Lüders"' lines, "Hartmann's" lines, the "Piobert effect," or simply "flow figures." These markings are the source of considerable trouble in fabricating operations, particularly in the deep drawing of steel sheet. In many cases where the transition is of this nature, the stress developed at the upper limit of the elastic range is greater than the stress during the period of heterogeneous deformation, giving rise to the familiar "drop of the beam" effect in testing. The amount of the yield-point elongation, as well as the value of the stress at the lower yield point (the value to which the stress drops when yielding begins), are functions of the tempera-ture and the testing speed. Lower temperatures and faster rates of testing increase both the yield-point elongation and the yield-point stress. These matters have been ably discussed in a recent paper by Winlock and Leiter1 though, as brought out by the discussion of that paper, the phenomena are but little understood. The purpose of the present paper is to clarify the problem through the application of a simple principle, and to show that, through the application of this principle, a number of phenomena in the plastic deformation of metals become more read-ily understood.

EUGENE COSTS, Calgary, Alberta (communication to the Secretary*).¬This new theory to account for the accumulation of commercial deposits of oil and gas, is deliberately and admittedly based on the hypothesis that the origin of these products is organic. Mr. Daly says (page 1142), "Should the organic origin of the petroleum that is found in pools be granted, the following interpretation is offered for the mechanics of its accumulation." But suppose the origin thus accepted by definition be incorrect, then what becomes of the diastrophic theory, Mr. Daly's interpretation? As Mr. Daly remarks himself (same page), "It is obvious that the history of petroleum will have to be entirely different, dependent upon its origin, either from emanations coming from the depths, or from organic decomposition in the strata themselves." Then why should one propound a theory, through which he is endeavoring to trace the history of petroleum, by starting with a definition of its origin? The origin should be the deduction, the forced conclusion of the theory, and not its starting point. Facts alone should be considered first, in any theory worth the name, until sufficient proofs have accumulated to permit of the deduction of a complete explanation for these facts. This would lead one to the origin through a real theory founded on facts, and not based on a preconceived idea perhaps true, but possibly fanciful. Mr. Daly's way can only lead on one road, namely the organic road, and, I repeat, it may be the wrong road. In the case of the petroleum deposits, as .I have endeavored to show in several papers on the subject, to which the reader may refer, the facts clearly lead to the force conclusion that their origin is not one of accumulations of hydrocarbons at first disseminated in the sedimentary strata but the reverse process of subsequent local infiltrations and impregnations of hydrocarbon emanations from the depths. This new theory, therefore, founded on, an erroneous conception of origin cannot be a help in the solution of the petroleum' problem, not any more than were the anti-theory or the hydraulic theory, both of which were also based on the same error, although Mr. Daly is inclined to think that the authors of these two theories did not accept the misconception boldly enough (page 1142). -

AT the joint session of Blast Furnace and Open Hearth Committees, April 7, 1937, at Birmingham, the subject of the quality of basic open-hearth pig iron was so well presented and discussed from so many different viewpoints that it was the general opinion that progress had been made and that such meetings were conducive to the advancement of the art of making pig iron of the right quality for the open-hearth man to produce the most satisfactory quality of steel. It was agreed that there is a decided differentiation between the chemical analysis of pig iron and the "quality" of pig iron. Paul J. McKim said that open-hearth furnace operators frequently make refer-ence to certain types of iron as "bad iron," "dirty iron," "cold metal,' etc., claiming that when using these irons, although they are within specified chemical analysis, it is impossible to produce quality steel. Mr. McKim gave a list of the suggested causes of those "certain types" of bad irons that have a thoroughly respectable analysis but a thoroughly disreputable character. Another open-hearth man, P. A. Maclsaac, of Nova Scotia, said that: The effects of iron flint is below standard in analysis or in that mysterious property called quality, are well known to all open-hearth operators. It has been shown that iron of this type results in the production of steels on which the rejections of finished product, run high. What is to be done about it? I would say that the burden of producing high-quality iron should be placed squarely on the shoulders of the blast-furnace man, even as that of making good steel is shouldered by the open-hearth luau. It is the purpose of this paper to bring out into the open this 'mysteri-ous property called quality"; that is, in those "certain types" of basic pig iron that make it impossible to produce quality steels; and at the same time to point the way for the blast-furnace man to be able to shoulder the burden that Mr. MacIsaac and all other open-hearth men and foundry-men have placed upon him.
